A DAY AT THE RACES swedish community dismayed by latest clampdown
HUA HIN THAILAND Saturday evenings for many Swedish expats and tourists in Hua Hin have traditionally been a time to go to one of a few bars and restaurants in town that show the highly popular V75 horse racing live from Sweden. Last Saturday was no exception, and the venues showing the racing were full with people eating, drinking and watching and cheering as their favourite picks won or placed. Many of those present have online accounts in Sweden through which they place bets on the races in Swedish Crowns, and naturally they want to know if they have won or lost and will write down the results during the evening. Last Saturday this practice nearly landed the customers in one of the venues in hot water, as it was raided by a group of ten police. It is believed the raid was as a result of a ‘tip off’. As most readers will know, gambling is illegal in Thailand, except for the state lottery. Even pool tables in bars are regarded as potential gambling instruments and thus the bars who have them have to pay to be able to have them. Many of the people watching the horse racing have done so for many years in Hua Hin without any problem, and we are sure many have won and lost Swedish Crowns doing so. There are many online bookmakers and national lotteries that people across the world use to wager money, and the question is whether placing such a bet, in another currency that is transferred outside of Thailand but while the individual is in Thailand, breaks Thailand’s gambling laws. As far as the police who raided the premises last Saturday are concerned, it does, and it was only the intervention of the venue owner that prevented mass arrests. Many British (and others) expats participate in Fantasy Leagues and score prediction games (see page 31), as well as online betting outside of Thailand, and they will often print out their teams and predictions so they can check how they are doing on a Saturday night in their favourite bar; could they (or the bars) be at risk from a similar raid for just watching/showing the Premier League? Many people dabble in currency speculation, the stock markets or commodities; could someone like that be arrested for standing in a bank and taking notes of the exchange rates? Or in a gold shop checking the price of gold? What is the difference between these activities and those of the Swedish horse racing enthusiasts? The Swedish community is, according to one prominent
member, ‘boiling’ at this latest event, which is being seen by those tourists and expats who enjoy the racing as an attack on them. These are wealthy people, who have bought holiday homes, or rent luxury accommodation while they are here, and they don’t understand why this favoured leisure pasttime is under threat. The word from the community is that they will take this further if what they see as harrassment continues; already mentioned by them is contact with their Embassy, but the fear for the Hua Hin authorities should be that these people will not only stop coming here, but that their friends and colleagues will too. Coming so hard on the heels of the midnight closing scenario it is not good publicity for the town as far as trying to attract tourists, and with the Scandinavians being a large and big spending sector of the tourists that do come here,

this seems at best to be a clumsy and inappropriate interpretation of the gambling laws, and at worst a blatant example of graft. It is not for this newspaper to tell Thailand’s lawmakers or law enforcers what they should or should not do, but we do try to highlight examples where the powers that be seem to be cutting off their nose to spite their face, and in the process causing consternation and worse to the foreign tourists and the Thais who try to provide the services they want. If the actions of the authorities result in less tourists and less money coming into the town it can only be a bad thing for both the authorities and the people who live and work here. Slapping the Swedish community in the face with heavy handed and muddled enforcement of the Thai gambling laws is exactly the sort of action that will lead to the above. It may put some short term cash in some pockets but long term it is a recipe for disaster for the town.

oxfordshire, england Village angry after man parks £10,000 military tank outside his home Villagers have been left fuming after their neighbour Nicholas Kravchenko, a military fanatic, purchased a £10,000 green battlefield tank and parked it outside his home. Police were called to the quiet neighbourhood street in Wolvercote, near Oxford, after locals said the ‘eyesore’, which appeared in their street last week, was intimidating. Mr Kravchenko, a retired army engineer, purchased the former Royal Electrical and Mechanical Engineers armoured vehicle second-hand to drive around for his own amusement and also to take to charity events. The 38-year-old was arrested after he threatened to kill five staff at Noris Bank in Aachen, west Germany, if
they did not dispense £200,000 to him immediately. He was caught out when a cashier pushed the silent alarm button in the bank without him realising, and police soon surrounded the building. Police managed to convince him that if he handed himself in, he would be treated nicely. He surrendered and was removed from the bank by police, and taken down the street with his trousers around his ankles and his jumper dangling over his head. Mr Niere said he was left ‘humiliated’ after being led away with his underwear exposed. His lawyer said: ‘The handcuffs are understandable, but what the police have to explain is why he was brought out with his jeans pulled down and his underwear on show. It is clearly a breach of his human rights.’

Do you wonder why we say certain things, or what they really mean? Each week we will examine a different word or phrase and tell you how it came about. This week it is.. For all intents and purposes In effect; for all practical purposes. When researching the development of a phrase it is usually the origin that is difficult to determine; the spelling and the meaning are generally pretty wellestablished. With ‘for (or to) all intents and purposes’ it is the other way about. The origin is unambiguous, as the first recorded use was in an Act of Parliament under Henry VIII, in 1546: “to all intents, constructions, and purposes”
Henry didn’t shilly-shally when it came to the law of England. In 1539, he had Parliament pass the Statute of Proclamations, which gave him power to legislate by proclamation. In effect, from that date, the law was ‘to

all intents and purposes’ whatever Henry VIII said it was. He made good use of this freedom; as well as executing a brace of wives, many others with whom Henry didn’t see eye to eye were hanged, beheaded, burned or boiled, often for quite minor offences. The meaning of ‘to all intents and purposes’ is less clear. Intents and purposes are words that we aren’t likely to come across very often in the 21st century, outside of legal documents. The phrase is rather obtuse and difficult to decipher. What is meant when a thing is said to be true ‘for all intents and purposes’ is ‘it isn’t actually true but it it so close to being so that we may proceed as though it is’. An example may help: Isaac Newton’s Laws of Motion aren’t 100% precise in describing the motion of objects that approach the speed of light. However, for a man on a horse who measures time by a pocket watch, they are, for all intents and purposes, accurate. Nor is the wording universally accepted. As is seen above, the original form is ‘to all intents and purposes’ but it is ‘for all intents and purposes’ that is now more widely used. No problem with that. However there are many examples in print of ‘for all intensive purposes’. An example in the Indiana newspaper The Fort Wayne Daily Gazette, May 1870: He has never had a representative in Congress nor in the State Legislature nor in any municipal office, and to all intensive purposes, politically speaking, he might have well have been dead. The recording in print of the ‘intensive’ version, written by a professional author, suggests that it may have been in public parlance for some time before that. It is an understandable mishearing, as the original is hardly intuitive and the alternative makes a sort of sense. It is, however, an error. We should think ourselves lucky that King Henry is no longer in charge of the punishment of minor misdemeanours.

Proctologists Of all the professions we fear, one stands out. No, it’s not “mortician;” by then it’s too late. This is a word that makes a certain part of our anatomy pucker in anticipation. Yes, the word is “proctologist;” the dreaded p-word! The mere mention of the word strikes terror deep inside most of us. 9 1/2 of every 10 adults would prefer a root canal over a visit to Dr. Finger. (Source: I Made It Up Survey) The other half is into that sort of thing. Proctologist; from the Greek meaning “pain in the ass.” Did you ever wonder who was the first proctologist? My research shows it was Dr. Ben Dover, who was fed up with mainstream medicine and wanted to boldly go where no one had gone before, “I think I’ll devote my life to making people as uncomfortable as possible... since dentistry is taken, I’ll start at the other end.” Have you ever gone to a party and been introduced to a doctor. After a hardy handshake, you discover he’s a proctologist. Even washing your hands 6 times, you still find yourself only eating with your left hand. He is the one doctor you never ask for free advice, “Doc, I’ve got this thing right here, can you take a look at it? But he’s one person who’s seen more assholes than you’d find at a political convention. Throughout the ages, proctologists have been the butt of many jokes; butt I would not stoop to that level here. I have given a considerable number of minutes to formulating ideas to improve people’s concept of these doctors of the down under. In order for a proctologist to receive their medical certification, their hand must fit in a size one glove, and they must have their fingernails removed. • The proctologist’s genitals shall literally be placed in the hands of the patient. At the first sign of discomfort, the patient may exert an equal pressure producing a similar discomfort. • Proctologist’s advertising shall NOT include phrases like: “Let our fingers do the walking.” “We’ll bend over backwards for you.” “Please, take my seat.” “We give ‘Moon over Miami’ a hole new meaning.” “It looks like the End.” • Doctors will not be allowed to use wise cracks or ice breakers like: “I can’t place my finger on it, butt you look familiar.” “Don’t have a seat, I’ll be right with you.” “Quick, nurse! A new individuals only pool competition is being introduced to the Hua Hin area by AWOL. The idea of the ladder is to provide all levels of pool players the opportunity to play over a longer period of games than the team leagues allow, thus giving a better chance to both improve and enjoy a longer stint at the table. The ladder concept allows players to find their own level and after a short time means they will generally play against others of a similar standard, but with the chance to play better players to learn from and hopefully beat sometimes! Once the ladder is established a knockout competition will also be introduced. As with most local derbies a draw is always the most likely result and that is what we think will happen. Arsenal v Sunderland, 22:00 Man Utd’s loss to Chelsea has Arsenal right on the tails of the leaders and we expect a convincing win here to keep the pressure on. Bolton v Aston Villa, 22:00 The home side will still be dreaming of Europe, while Villa are in that clutch of clubs who are still at risk in the relegation fight, and Villa’s goal difference is poor as well. We think a Bolton win will plunge the Villains right into the mix. Fulham v Blackburn, 22:00 This has the feeling of a nailed on draw, as both these sides don’t score many goals, and Rovers have recently started conceding less. If any side looks likely to win it is Fulham, but a goalless draw beckons we feel. Newcastle v Everton, 22:00 The Newcastle fans must be delighted with both the results and the way Newcastle are playing under Alan Pardew, as they must have feared the worst when Carroll was sold. Everton fans on the other hand may be a little disillusioned, along with their manager, and we wonder how long Moyes will stay around. We think Newcastle will add to that feeling and get a home win here. West Ham v Stoke, 22:00 There have been several points in the season where it has looked as if the Hammers have turned a corner, only for them to fail to push on, and here they need to consolidate their fine win over Liverpool with another one. london, england Manchester United manager Sir Alex Ferguson launched an astonishing attack on everyone last night as he raged about his team’s loss to Chelsea that has thrown the title race wide open. Having seen his team throw away the lead given them by Wayne ‘The Elbow’ Rooney, he slated the officials, the Premier League and Colonel Gaddaffi among many others for causing this latest defeat. However his most extraordinary claim was that his players had noticed ‘something long and hard’ being carried in Ashley Cole’s shorts, and said they were fearful that the deranged gunman, who shot a student at Chelsea’s training ground last week, was about to open fire on them throughout the match.
