hua hin, THAILAND While it may seem churlish to report on a potential ‘beer crisis’ when hundreds are dead and possibly millions face severe risks from polluted water and disease caused by the flooding in Thailand, for many the possibility that stocks will not be available as we enter the high season is a serious cause of concern. Some suppliers are predicting two months of uncertain beer supply, with one of the country’s most popular beers Singha already badly affected and impossible to get hold of in some places. Singha has many of its production facilities based in flood-hit central provinces such as Phathum Thani, and was recently forced to close one brewery that was effectively surrounded by water. The Phuket Gazzette quoted Weerawit Kurasombat, president of the Patong Entertainment Business Association, as saying “This is the beginning of the high season. If the supply situation does not improve within about 30 days, I believe the entertainment business will start showing real signs of a crisis.” This would apply equally to Hua Hin, although the reports AWOL has received from bar owners in the area has been mixed; some say they have been ‘scrabbling around’ to find stock, while others have reported receiving supplies with no problem from their usual sources. However most have said that they had been trying to stay ahead of the game by ordering extra supplies in case of shortages, and that Singha and Tiger Light seem to be the most difficult to get hold of. Some also reported some small price increases. Most bars we spoke to were confident that their customers would switch to another beer if their favourite was not available, but the worry is that CONTINUED ON PAGE 2

high season tourists may be more choosy, as well as the risk that some will cancel trips to Thailand altogether, although it is unlikely that the potential beer shortage would be the prime cause of this, but it might well be a factor. The potential knock-on effect is that bar sales are lower, tips less for the staff and in some cases could result in a business failing. Wages, rents and utility bills may not be paid and the ripples from all this start to effect more and more people. This all adds up and contributes to the economic disaster that is facing Thailand, and once again a high season that many Thais and some foreigners depend on for their livelihood is under threat. If this was a one off event after an unbroken series of good high seasons it could be shrugged off quite easily, but the last few years have seen a series of major problems that have hit the tourism business, from man made ones (military coups, red shirt and yellow shirt demonstartions) to medical threats (SARS, Bird Flu) to natural catastrophes (tsunami and floods). Adding to the pain in the last two or three years has been the extraordinary strength of the baht, and the one thing that would help the country at this time in particular would be for this to weaken drastically to encourage tourists and help exporters. In the meantime, drink your favourite beer while you still can and let us all hope this drama does not become a crisis.

Do you wonder why we say certain things, or what they really mean? Each week we will examine a different word or phrase and tell you how it came about. This week it is.. The exception that proves the rule Normally with these meanings and origins the meaning is well-understood or self-evident and the interesting aspect is how, where and when the phrase originated. This one is a little different - it’s the meaning that is generally not understood. To the untutored ear it might appear to mean ‘if there’s a rule and I can find a counter-example to it, then the rule must be true’. This is clearly nonsense; for example, if our rule were ‘all birds can fly’, the existence of a flightless bird like a penguin hardly proves that rule to be correct. In fact it proves just the opposite. So, and here the maxim ‘a little learning is a dangerous thing’ comes into play, it has been suggested that it’s an alternative meaning of the word prove that is the source of the confusion. Prove can mean several things, including ‘to establish as true’ and ‘to put to trial or to test’. The second option is what is used in ‘proving ground’, ‘the proof of the pudding is in the eating’, etc. It could be argued then that the phrase means ‘it is the exception that tests whether the rule is true or not’. In our example the existence of a bird that can’t fly would put the ‘all birds can fly’ rule to the test (and find it wanting). That’s all very well and most people would be happy to stop there. Unfortunately, when we go back to the legal origin of the phrase we see that it doesn’t mean that at all. It’s the word exception rather than prove that is causing the confusion here. By exception we usually mean ‘something unusual, not following a rule’. What it means here though is ‘the act of leaving out or ignoring’. If we have a statement like ‘entry is free of charge on Sundays’, we can reasonably assume that, as a general

rule, entry is charged for. So, from that statement, here’s our rule: You usually have to pay to get in. The exception on Sunday is demonstrating that the rule exists. It isn’t testing whether the incorrect rule ‘you have to pay’ is true or not, and it certainly isn’t proving that incorrect rule to be true. It’s a legal maxim, established in English law in the early 17th century. Written, as law was in those days, in Latin: Exceptio probat regulam in casibus non exceptis and is interpreted to mean ‘exception confirms the rule in the cases not excepted’ It has (slightly modified) examples in print going back to at least 1617: Collins: Indefinites are equivalent to vniversalls especially where one exception being made, it is plaine that all others are thereby cut off, according to the rule Exceptio figit regulam in non exceptis. While not the earliest citation, this, from Giovanni Torriano’s Piazza universale di proverbi italiani, or A Common Place of Italian Proverbs, 1666, expresses the idea clearly: “The exception gives Authority to the Rule.” Is there an English phrase or saying that you would like to know more about? birthday drink A guy walks into a bar and asks for three beers. The bartender puts them up and then watches the guy go through a peculiar ritual. “Happy Birthday, Happy Birthday, happy birthday” Each time he says the word he drinks the beer. Then he pays and walks out. One year later he enters the bar again and orders the same thing. The bartender watches him go through the same ritual. Curious, he asks the bloke why. “Well” the guy says, “I have a friend in Ireland and a friend in Australia. We have our birthdays on the same day. We can’t be together so we have agreed that on this day we will each go into our local pub and have a round of drinks for each other. We have been doing this for 55 years since we were 18″ The next year the man comes in and asks the bartender for two beers. A woman sparked the alert when she reported seeing a big cat or a cub from her car last week. But no animal was found despite almost two hours of searching by two dozen officers and a police helicopter, while train travellers were forced to remain on board their carriages in Shepley, near Huddersfield, Yorkshire. The motorist who claimed to have seen the predator was a genuine caller, say police. However, Insp Carlton Young, of West Yorkshire Police, said the search would be resumed today if there were any more reports. Earlier, National Rail Enquiries wrote on Twitter: ‘Passengers are currently unable to alight from trains at Shepley due to reports by police of a lion in the area.’ It later said ‘normal service had been resumed’. Paul Cavanagh’s attempt to teach a group of employees how to use a ladder got off to bad start when he climbed up without his hard hat. One of the group threw him the headgear as he stood on the ladder, which was leaning against a semidetached house. Mr Cavanagh, who was tethered to the ladder, took his hands off several times before his already shambolic demonstration took a turn for the worse. He slipped around the ladder, which crashed sideways over a fence and into a neighbouring garden – with Mr Cavanagh still tied to it. As he lay sprawled, one worker – who posted the footage on YouTube – said: ‘That proves the system doesn’t work.’ Mr Cavanagh has been suspended from his job at Morrison Facilities Services, which works with the Gateshead Housing Co to manage properties for the local council.

Featured Game Saturday, 12 November 2011 The FA Cup 1st round Leyton Orient v Bromley, 22:00 The first round proper of the oldest cup competition in the world of football does not have the glamour that the third round in January does, but these are huge games for the non-league, semiprofessional and amateur teams and players who get to take part. Orient are the ‘big’ team here, despite languishing in 18th place in League One, owned by a very high profile entrepreneur, Barry Hearn, who has been making a lot of noise in the last few months about the Olympic Stadium and how his club were going to tender to become the anchor tenants. Few have taken that proposal seriously though, given that in their current Brisbane Road ground they struggle to attract 5,000 in attendance. Bromley are in the Blue Square South division and are also struggling in 17th place, but the London derby and the ‘magic of the Cup’ may well play a part here. They are three leagues below Orient, and the last time they reached the Second Round was way back in 1945, although First round exploits have been more frequent, with seven appearances in all. There are games like this all over England on Saturday and Sunday, and as you would expect, normally the professional sides roll over their less illustrious opposition, but every season some of the minnows manage to swim against the flow and get to the Second, Third and even further rounds on occasion. The British public love the ‘giantkillers’ and it can only be hoped there will be a slew of them in the FA Cup this season. Whether Bromley will be one of them, who knows? Selected games are sometimes shown on Thai satellite and cable TV and they are normally worth watching, and will likely be much better entertainment than a bunch of overpaid mercenaries, thugs and racists playing for the England national team against their Spanish counterparts.
