HUA HIN CITY PLAN BEING DRAFTED
HUA HIN, THAILAND In what many observers believe is long overdue, Prachuap Kiri Khan Provincial Governor Veera Sriwattanatrakul announced this week that a new city plan is in the process of being drafted for Hua Hin. Speaking on Monday, Mr Veera said that the new city plan will address regulations which restrict or prohibit commercial development in some areas to help the expansion of Hua Hin town. He added that tourist numbers in Hua Hin surged 40% last year as the town welcomed 3 million visitors - both Thai and foreigners. That strong tourism growth is expected to continue, especially when the government’s planned Bangkok-Hua Hin high-speed train service becomes operational, tentatively set for 2017. The plan is likely to include proposals for a new bypass because of the traffic congestion problems that beset the town, although he added that sensitive areas, such as beaches and land near Klai Kangwon palace, will remain off-limits to commercial development. Public hearings will be held although it is not clear if this will be a consultation process or just a presentation of the plan, while Mr Veera also said that the plan will be implemented within a year.. EDITORIAL COMMENT: While this may be seen as overdue, kudos must go to Mr Veera for making this happen, and it must be hoped that the plan is both sensitive to retaining the ‘feel’ of the town while at the same time ensuring residents, visitors and businesses get an infrastructure and opportunities that will allow Hua Hin to become a truly world class destination.

By Roger Norwood A furore has broken out in Thailand over comments made by Information and Communication Technology (ICT) Minister Anudith Nakornthap this week stating that internet users need to be wary that clicking ‘like’ and sharing hearsay about possible coups and violence could be deemed as damaging national security, hence breaching the Internal Security Act and the Computer Crime Act. Some believe that this was timed to suppress anti-government groups led by the People’s Democratic Force to Overthrow Thaksinism, and while that may be true, there are genuine concerns that this is part of the government’s attempts to hold on to power by preventing political debate.

Thailand does have some fairly stringent laws in place related to freedom of expression, particularly the infamous ‘lese majeste’ law designed to protect HM The King, and this is one in particular that foreigners should be wary of transgressing. Several foreigners have been arrested and found guilty in recent years, although some have also been pardoned, but anyone who writes about Thailand and their comments are either published or viewable online in Thailand should be careful, particularly on internet forums and social media sites, as not only the writer but the owner of the website can land in hot water Many Thai-centric forums explicitly ban discussion of the monarchy to avoid problems.
The online communities have been generally scathing in their criticism of the minister’s comments, as most Westerners have grown up in countries where free speech is regarded as an absolute right, however there is a worrying trend worldwide to restrict this freedom, as well as a number of incidents that have exposed how much of our private lives are being monitored by the authorities. Thailand does actually mean ‘Free Land’ and there is a great pride among the Thai people in their nation, but how free is it really?

NEWPORT, UK Cannabis plants ‘found in official Newport city flower pots’ Members of the public admiring flowers installed by the council around Newport city centre may have been surprised to discover some of the vegetation on display were cannabis plants. The rogue plants were apparently spotted in six separate plant pots in the Welsh city, with some of the 20 suspect herbs located close to a police station. It has not been confirmed whether the shrubs were indeed the illegal substance but Wales Online took several snaps of them before they were removed. Shop owners Dean Beddis and Steve Reynolds said they saw the suspicious plants while walking home from the pub. ‘I had never seen cannabis growing in the wild before so it was crazy to see it,’ Mr Beddis told Wales Online. ‘We thought Newport was trying to be a new Amsterdam and doing its best to win City in Bloom. But they have gone now. I don’t know who took them.’ Rhys Hutchings, a Newport councillor and member of rap group Goldie Lookin Chain, blamed the alleged incident on the city’s ‘underworld.’ ‘Probably teenagers,’ he said. ‘I’m pretty sure it’s not Alan Titchmarsh.’ A Gwent police spokesman said they were unable to
take the matter further because they couldn’t determine if the plant was cannabis as it had disappeared. If he is prosecuted he could go to prison for a maximum of two years.

LIGHTING UP TIME Following on from Political Correctness and Equal Opportunities, our trilogy of annoying Western ways concludes this week with Health and Safety. The first example from Julys’ crop of safety warnings is really just common sense when you think about it, yet it concerns a practice which most of us who have ever owned a dog will no doubt have engaged in. Throwing a stick. Vets in the UK are now concerned about the number of quite horrific sounding injuries which dogs can suffer when they go to retrieve a stick. Either a fast moving dog meets a stick which has lodged in the ground, or a fast moving dog tries to catch a slower moving stick in mid-air. Either way a lot of damage can be done to the dogs’ mouth and throat which, apart from the stress caused to both dog and owner, can these days result in a veteranary bill of hundreds, if not thousands, of pounds. On a less serious note one Local Authority in the UK, which should really remain anonymous to avoid embarrassment to its’ elected representatives, (but OK if you insist it is North Kesteven Council in Lincolnshire) has come up with a great way to enforce Health and Safety, while at the same time giving a much needed boost to its’ coffers. This simple plan is to ban smoking in all vehicles. UK employers have been able to enforce a smoking ban in their vehicles for quite some time now, but the debate about private drivers smoking habits has continued, mainly due to concerns over the effect of secondary smoking on children. But of course the quite understandable ban on the use of hand held mobile phones while driving has opened up a whole can of worms. Is it safe to change a CD or fiddle with the MP3 player while driving? Can we be trusted to eat an apple, or rip the wrapper off a toffee with our teeth?
We all know deep down that our driving instructor was right. Hands on the wheel in the ‘10 to 2’ position served us well and felt safe - until that is we had passed our driving test and really begun to learn how to drive. Some common sense did still prevail. We didn’t attempt to unwrap the toffee or change the CD while negotiating a roundabout for example, and learned to make use of red traffic lights to carry out those more tricky tasks, which could also include lighting a cigarette. it wasn’t as if we were driving with a phone in one hand and a cigarette in the other while balancing a baby on the steering wheel. If North Kesteven Council gets its’ way those days will be far behind us, and all drivers will be treated like irresponsible numpties in what used to be the sacred space of their own cars. Quite how the ruling would be implemented without Local Authority border patrols though is anyones’ guess. Every road into the area would need a sign warning unsuspecting drivers that they were about to enter a ‘No Smoking While Driving’ zone. Officers or cameras would need to be deployed on every road, and it would be only fair to provide signs on the way out as well - ‘You May Now Light Up.’ 15
