cha am, THAILAND In the early hours of last Saturday (18th January) a bomb went off approximately 680 metres from Cha Am railway station, damaging the railway track and disrupting services for several hours. No one was harmed as a consequence of the bomb. At this time the reason for the bombing are unknown, but obvious speculation has linked it to the ongoing anti-government protests in Bangkok, and Phetchaburi Governor Monthien Thongnit said the bombing might be intended to intercept the people from the south joining the protest when he inspected the damage with railway officials. Explosive Ordnance Disposal police said C4 plastic explosive had been used in the bomb, which exploded at 3.50am, cutting the rail track and damaging two tracks. The blast left a 40 cm deep hole at the foundation of the track. The State Railway of Thailand (SRT) governor Prapas Chongsa-nguan said that, according to an investigation, it was a homemade bomb connected to a timer. It was believed that the explosion was aimed to threaten and not intended to kill anyone, as the scene was a deserted area. The explosion occurred eight minutes after the Bangkok-bound express train from Trang passed the area, and forced eight trains from the southern region to stop at Hua Hin, Wang Pong and Pranburi stations in Prachuap Khiri Khan province for several hours while officials repaired the track. Services resumed just after noon on Saturday. Mr Prapas also urged the public not to link the incident with the political situation, as no SRT staff were involved with the rallies.

stories know your rights By Roger Norwood The declaration of a ‘state of emergency’ this week for Bangkok and surrounding areas by the caretaker Cabinet in Thailand is not something that is going to affect the majority of people in Thailand, but it did give me a reason to investigate this measure. Thailand, along with 166 other states is a party to the International Covenant on Civil and Political Rights (ICCPR), which commits its parties to respect the civil and political rights of individuals, including the right to life, freedom of religion, freedom of speech, freedom of assembly, electoral rights and rights to due process and a fair trial. It also lays down that the rights can

only be limited “in time of public emergency which threatens the life of the nation,”and even then no derogation is permitted from the rights to life, freedom from torture and slavery, the freedom from retrospective law, the right to personhood, and freedom of thought, conscience and religion. Interestingly there are a number of long running states of emergency, most notably and perhaps surprisingly in the USA, one since March 09, 1933, and the other since September 11, 2001. Other perhaps more understandable examples are in Israel, Palestine, Japan and the Phillipines, with the last two being due to natural disasters, the more common reason for such a measure. The last time the UK declared this
was in 1974 as a response to long running industrial action. in key sectors of the economy. One interesting aspect of the ICCPR is that parties to it are supposed to immediately contact the SecretaryGeneral of the United Nations to declare the reason for the emergency, the date on which the emergency is to start, the derogations that may take place, with the timeframe of the emergency and the date in which the emergency is expected to finish. Given the increasing amount of unrest in the world, i think Ban Ki-moon might be a very busy man receiving such declarations, but lets hope it can assist Thailand to become the peaceful haven it can be once again.

Expectant parents offered 3D-printed model of unborn child First came the ultrasound, then came the 3D scan – and now there’s an altogether more unsettling way to sneak a peek at your unborn child. Expectant parents are being offered the chance to hold their baby before it is even born – with a 3D-printed replica of the foetus. American couple Gerard and Katie Bessette are hoping their business, 3D Babies, will appeal to future parents. They aim to create customised baby figurines with a special 3D printer, using the image from an ultrasound as a guide. The couple say on their website: ‘Imagine holding your baby before he or she is born. At 3D Babies, we create an adorable baby figurine resembling your baby’s facial features and body position. We use your 3D/4D ultrasound images or newborn baby pictures to create a unique artistic representation of your baby using the latest computer graphics and 3D printing technology.’ Touted as a ‘treasured family remembrance of your pregnancy’, 3D Babies says its models are a ‘great way to share the excitement of your new baby’. However, they don’t come cheap: the 3D babies come in three options – mini, half-size and full-sized – which range from $200 (£122) to $400 (£244).
The couple even have a ‘celebrity baby’ section – with a model of Kim Kardashian and Kanye West’s daughter North West selling for $250 (£152). However, the pair need funding if they are to purchase the Stratasys U-Print SE Plus 3D printer they need to run the business. According to their crowdfunding page, they still have a long way to go before reaching their £15,000 target. greece Disabled man robs bank with shotgun hidden under crutch A disabled man was arrested after he reportedly robbed a bank with a shotgun that was hidden under his crutch. The 56-year-old assailant was detained when he held up a bank in Greece for the second time using the weapon that was kept under his single walking aide. His first attempt at a raid had failed because of a time delay on a safe but he was able to escape with 12,000 euros (£9,888) when he attacked a second bank. The suspect, who has only been identified as a local baker, has been charged with robbery and firearms offences. He reportedly said he stole the money because he was in debt following the economic crisis in Greece.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is..... The Yellow Peril The supposed danger of Oriental hordes overwhelming the West. The phrase ‘The Yellow Peril’ is no longer used in anger, so to speak. The threat of Oriental hordes swarming west and engulfing ‘civilised’ societies was a widely held fear in the late 19th/early 20th centuries. A pre-cursor to the yellow peril was the yellow terror. This was initially used to denote the deadly Yellow Fever - also sometime known as American Plague. An outbreak of the disease was reported in October 1878 by the Iowa newspaper The Dubuque Herald Iowa: The Yellow Terror - The list of new cases does not diminish. Just a few years later, in October 1894, the Wisconsin Daily Gazette used the term to describe a Chinese general, whom it likened to both Wellington and Napoleon. They helpfully provided a sketch of the ‘inscrutable’ commander: THE YELLOW TERROR OF ORIENTAL WARS - GEN. YEH OF THE IMPERIAL CHINESE ARMY. He Is the Wellington of the Flowery Kingdom - His Field Tactics, However, Resemble Those of the Corsican Conqueror of Europe, and Ought To Be Successful. The yellow was clearly an allusion to skin colour, although not to the cowardice suggested by the American term yellow bellied, which was coined later. The fear in the West of the mysterious, and many believed unknowable, Orientals was as real at the turn of the 20th century as the fear of Muslims at the start of the 21st, and just as misguided. The term Yellow Peril was coined following Japan’s military defeat of China in 1895 and was generally applied to Japan. It has been reported as being coined by the German Kaiser Wilhelm II, in September 1895. If the Kaiser did coin the phrase then the date is incorrect as the term was used earlier that year by the Hungarian
General Turr, in an assessment of Bismark. This was reported in several US newspaper at the time, including the Ohio paper The Sandusky Register, June 1895: “The ‘yellow peril’ is more threatening than ever. Japan has made in a few years as much progress as other nations have made in centuries.” It is true that the Kaiser was virulently anti-Japanese/ Chinese and he commissioned a painting which was intended to encourage Europeans to cooperate to beat back the Eastern menace. The painting, which was made into a widely used poster, shows a distant Buddha-like figure (not unlike General Yeh) sitting in an approaching firestorm while an Ayran messenger warns the womenfolk of various countries of their impending doom. The fear of invasion continued into the 20th century and was bolstered by various portrayals of sinister Orientals in books and films. Prominent amongst these was the English writer Sax Rohmer’s creation, the insidious and diabolical genius Dr. Fu Manchu. By the outbreak of WWI, the lack of any actual invasion and the fact that the Kaiser and his ilk had by then better things to think about, talk of the Yellow Peril began to fade. A cowboy A Cowboy sitting in a saloon one Saturday night recognized an elderly man standing at the bar who, in his day, had the reputation of being the fastest gun in the West. The young cowboy took a place next to the old gunslinger, bought him a drink and told him the story of his great ambition. ‘Do you think you could give me some tips?’ he asked. The young man did as he was told, stood up, whipped out his 44 and shot the bow tie off the piano player. royally yours I am by no means an anti Royalist in the UK, but there have been times when I believe they could have done a much better job. There are also times when I wish our Queen would retire gracefully, although in reality we all know that she won’t - and many of us don’t relish the idea of Prince Charles stepping into her shoes either. But there are at last signs that her Majesty is preparing to share more of her work load with her son and heir, who will himself now be drawing his pension! There are no doubt plenty of Brits who, despite their reservations, will say ‘about time he did some proper work’, but to be fair Britains’ favourite ‘tree hugger’ does seem to be mellowing. His second wife Camilla is finally being accepted, as memories of Diana gradually fade, and the arrival of their grandson Prince George last year appears to have secured the future of the monarchy for many years to come.
The birth of yet another future King was of course greeted by the kind of public adulation and flag waving which we have come to expect, although it was interesting to note that most of the crowd waiting outside the Palace

In stark contrast another great-grandchild of Queen Elizabeths’ was born on January 16th with very little fanfare at all, and didn’t even make the front page in many newspapers. Princess Annes’ daughter - plain Zara Phillips - gave birth to a daughter who, despite being 16th in line to the British throne, has no grand title, and if history repeats itself she never will have. Because when Princess Anne gave birth to Zara and her brother Peter, our most down to earth Royal decided that her children would have as normal an upbringing as possible, which did not include being labelled a princess or prince. It is impossible to imagine such a thing happening within the Thai Royal Family, for whom custom and tradition are still deeply entrenched. Yet many of us who love Thailand also have a deep respect for its’ monarchy. Probably much more so than we do for our own. Even if there were no laws of lese majestie I doubt we would ever dream of writing about them as I have just done about our Queen Elizabeths’ brood. Why is this I wonder? As farang we weren’t brought up with the respect which Thai children are expected to show. Nor were we born into a society which still has such a marked class system. Perhaps the respect we feel simply rubs off on us from our Thai friends. We see them behaving with dignity when His Majestys’ birthday is celebrated, or when he appears on TV at state functions. It is something which those of us of a certain age vaguely remember happening in the UK, and which for better or worse has been lost somewhere along the way.

Turn RIGHT onto the sand road immediately after Hua Hin Pavilion boundary wall. Follow sand road for approximately 200 m and park in open ground. From Cha Am via Phet Kasem Road and wish to avoid traffic in Hua Hin then turn RIGHT just after the 222 km marker, signposted Palm Hills Golf Course/Stamford University. After crossing the railway proceed to the junction with the Klong Road and turn LEFT. Proceed south for approx. 7.6 km until you reach the traffic light junction with Hua Hin Soi 56. Turn RIGHT and follow directions as above. Via the By-pass – map link: http://goo.gl/fY00fP On the bypass exit at the flyover junction with the Pala U Road and head east towards Hua Hin for approx. 6 km. Just after the 6 km marker (on your left) close to an old water tower make a LEFT turn, Family Mart on the corner, and then follow this road for approx. 2.2 km until you reach the junction with the Black Mountain road. Turn left (HHH sign), and continue for approx. 0.8 km to the Hua Hin Pavilion development on your right. Turn RIGHT onto the sand road and follow directions as above.
