HUA HIN, THAILAND Drought conditions are being experienced already in some parts of Hua Hin, not because of a lack of water available to the city, but because the infrastructure is not good enough to get the water to them. Borfai is one area that is particularly affected, with residents in parts of that district receiving little or no city water now for over two months, instead having to get water delivered in trucks at their own expense. The Hua Hin Water Authority has acknowledged the problem and is awaiting approval for plans to install some form of pumping station to alleviate the situation, but no timescale has been given. The problem has been in existence during the dry season for several years now, but with the ongoing building boom the authorities are always struggling to keep pace, while priority of supply seems to be focused towards the town centre and the big hotels and businesses. According to the Department of the Disaster Prevention and Mitigation (DDPM) the water levels in reservoirs in the northeastern, western, and southern regions of Thailand remain unchanged, at 70-80 % of their capacity; the same as last year, while eight provinces in the north of Thailand are already officially in drought, with reserves in the dams in those areas only at around 50%, and with a scheduled release of water for the farmlands due. stories greasing the wheels By Roger Norwood The report this week on the level of corruption in the member states of the EU must have brought a wry smile to both foreigners and Thais living in Thailand, as this country is so often held up in comparison to those in the western world and deemed to have failed in this aspect. Anyone who has been here will normally have some tale to tell about being ripped off, and annual studies often rank Thailand as one of the worst places for corruption, but I have always thought that the true nature of the beast in ‘developed’ nations has been carefully hidden, and largely exists in the rarified air at the top of governments, banks and boardrooms. In Thailand, as with much of Asia,

it exists at all levels, and ordinary people can both benefit and suffer from it, rather than just suffering it in places like the UK. Anyone here can, as long as they have either money or strategic influence (such as a relative in an important official position), work situations to their advantage, from simple things like having fines due that get ‘misplaced’, being waved through to the front of queues, and such like, to making sure their child gets a pass in an exam. Most attempts to do any such thing in the UK, for example, will often lead to the courts! The dilemma that expats often face is whether to ‘do as the Romans do’ or to try and be a pillar of morality and set a good example. For instance, you get stopped riding
your motorbike without your crash helmet on; on the spot ‘fine’ without paperwork is 200 baht, or done at the police station properly, 400 baht. Almost without fail, people choose the former, because of the saving in time and money. However you slice it, you have taken part in a corrupt transaction. The problem is that in Thailand corruption has become institutionalised and thus endemic to the way the society operates; if an attempt was made to eliminate it there would be far reaching implications, many of them not good. The best that could be hoped for is that the worst examples of corruption are stamped out, leaving the rest of society still lightly lubricated with it.

maine, usa Police investigating woman’s screams find happy pig getting sexy instead When a woman heard screaming and fighting coming from a nearby house, the last thing she imagined was that the noise was actually a result of all-consuming love-making. Neither did she – or the police she called – realise that the racket from that amorous encounter was coming from a male pig and five sows. Thinking that it was a very vocal fight, the woman from the town of China in the US state of Maine, immediately called officers fearing that it was a domestic disturbance. As the Morning Sentinel reports, four state troopers went to the home on Hanson Road where they spoke with the neighbour in question, who raises pigs. The police report said: ‘The homeowner stated her male pig was screaming because he was in a pen with five other female pigs in heat.’ The incident happened on January 27 and police concluded that there was no assault or disturbance to report. The 34-year-old, previously known as Mathew Whelan, was surprised when his passport renewal was rejected on the grounds his new name was not appropriate. ‘This is a breach of my human rights,’ he said. ’They want to put my birth name on my passport. But that is not my name any more.’ The Passport Office denied the application by Body Art (his short name), despite the fact his unusual title already appears on his driving licence. The government agency told the Daily Mirror that a policy section regarding ‘strings of words or phrases’ meant his name was not permissible. Mr Art has spent nearly £30,000 covering most of his bodies in tattoos and was hoping to work overseas when he received his new passport. He has now complained and is waiting for a response.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is..... Under the thumb Completely under someone’s control. Few fields of endeavour have as much false etymology associated with them as falconry. ‘A bird in the hand is worth two in the bush’ derives from hunting with birds of prey and this has seemingly led to a spate of supposed derivations along the same lines. ‘Hoodwinked’ is said to derive from putting a cloth cap over the eyes of a falcon to calm the bird by simulating nighttime and ‘old codger’ is said to derive from the carrier of the cadge or cage that held the birds. Neither of these has any basis in fact. We can add to the list ‘under the thumb’, which was once presented on the BBC’s Alan Titchmarsh Show as originating from the handler’s use of his thumb to trap the bird in his hand when he didn’t want it to fly. Again, that’s pure flight of fancy. Being ‘under one’s thumb’ is just a figurative expression that alludes to being completely under another’s control. The allusion was to a protagonist so powerful and a victim so insignificant that even the former’s thumb was strong enough to control them. None of the early references relates to falconry, or to any other specific origin. The phrase was always used to refer to a powerful person, like a king or lord, exercising control over a subject. The earliest reference found to the expression in print is from the 18th century English politician Arthur Maynwaring in The Life and Posthumous Works of Arthur Maynwaring, 1715, which, as is strongly hinted at in the title, was printed after his death: The French King having them under his Thumb, compell’d them to go at his Pace. The phrase was well enough established by the 19th century for it to spawn the verb form ‘thumbing’. This was defined in James Halliwell’s Dictionary Of Archaic And Provincial Words, 1847, as: Thumbing: A Nottingham phrase, used to describe that species of intimidation practised by masters on their
servants when the latter are compelled to vote as their employers please. ‘Under the thumb’ is still used today with much the same meaning as when it was coined in the 18th century. It’s not entirely clear what meaning Mick Jagger and Keith Richards had in mind when they wrote the eponymous ‘Under My Thumb’ in 1966, but it probably wasn’t falconry. the sheep A man buys several sheep, hoping to breed them for wool. After several weeks, he notices that none of the sheep are getting pregnant, and calls a vet for help. The vet tells him that he should try artificial insemination. The guy doesn’t have the slightest idea what this means but, not wanting to display his ignorance, only asks the vet how he will know when the sheep are pregnant. The vet tells him that they will stop standing around and will, instead, lay down and wallow in the grass when they are pregnant. The Man hangs up and gives it some thought. He comes to the conclusion that artificial insemination means he has to impregnate the sheep. So, he loads the sheep into his truck, drives them out into the woods, has sex with them all, brings them back and goes to bed. Next morning, he wakes and looks out at the sheep. Seeing that they are all still standing around, he concludes that the first try didn’t take, and loads them in the truck again. He drives them out to the woods,

The next morning, he cannot even raise himself from the bed to look at the sheep. He asks his wife to look out and tell him if the sheep are lying in the grass. “No,” she says, “they’re all in the truck and one of them’s honking the horn.”

Mags Meanderings: From Som Tam To Mushy Peas
life is a cabaret Ladyboys, or kathoey, are a feature of Thailand often seen as curiosities by Western visitors, who flock to the lavish vaudeville style Ladyboy shows of Pattaya and Bangkok. The reality is that kathoey have been an accepted part of Thai society for centuries. Mainly thanks to a peculiar mixture of Buddhist tolerance towards differences in gender, combined with the very liberal Thai attitude to sex (providing it remains in private) and the idea that women should remain chaste until marriage, while men will continue to be men. As with many other things - not too different from attitudes in the UK a few decades ago. Except that our clergy frowned upon sexual deviance, while often practising it themselves! The word kathoey is derived from the Khmer for ‘different’, and was originally used to describe anyone who had leanings other than heterosexual. A hazy definition to make in Thailand, where our usual Western perception of sexual relationships can make it difficult at first to understand who is who and what is what. It was once explained to me that to Thai people, sex is as natural as shaking hands, and when you begin to see how their culture reveres men as the makers of babies, it all begins to make sense. Except that the element of closeness in relationships also extends to friends of the same sex. It is quite normal for example to see two male or two female friends walking along the Soi hand in hand. They are likely to be primarily heterosexual - but in private the edges are blurred. Historically kathoey held a geisha style role in Thai society. They worked in bawdy burlesque shows, or were ‘companions’ to men, providing that closeness denied them by their potential chaste brides. Then in 1920’s Bangkok a more modern version of Ladyboy cabaret began, which by World War 2 was providing

entertainment for the Japanese, and then for allied troops. With the advent of the Vietnam War, which brought ‘R & R’ to Pattaya, Ladyboy cabarets became well established. The success of the kathoey of course rests largely on the natural grace and refinement of Thai people, but as Western influences creep in, the perception of kathoey in Thai society is gradually changing. With the increasing acceptance of homosexuality in other countries, more Thai people have been encouraged, or perhaps it is fairer to say they have found the confidence, to follow suit and ‘come out’. The old ‘anything goes behind closed doors’ Thai way is slowly changing, alongside which the role of the kathoey has reduced from that of burlesque geisha companion, to one of effeminate showgirl. A role which has a limited shelf life. While many ladyboys do find success in fashion, makeup, design, and the inevitable Thai TV soaps, there must be many more for whom the future sadly isn’t looking too bright.

Legendary ex-England footballer, turnedpundit, Alan Shearer, could face retrospective action if found guilty of a career’s use of the so-called ‘inverse-quenelle’ salute as his celebration for scoring. It is alleged that Shearer’s celebration ‘strongly resembles’ the inverted version of a salute now used by modern-day right-wing extremists. Football’s anti-racism charity, Kick It Out, has condemned Shearer’s prolific promotion of a salute, deemed now-a-days as a sign of racial intolerance or fascism by many. ‘Mr. Shearer has shown an irresponsible lack of foresight.
