hua hin, THAILAND A meeting held at the main Tessaban offices last Friday seems to indicate a genuine attempt by all concerned authorities to rid the area of the curse of ‘tea money’, bribes and corruption. The driving force behind this appears to be the army, and high ranking officers along with tessaban and police leaders convened the meeting with local licensed business owners to outline the way forward. At least fifty business owners were in attendance early Friday evening, and the key directives they were informed about were as follows: • All music must be turned off by midnight • Customers can remain in a licensed premises until 1am, when they must leave, and doors to the premises closed • Penalties for breaching the opening hours are fines of 3000, 4000 and 5000 baht for first, second and third offences, followed by jail for a fourth or further offences • Any requests for payment by police to allow extended hours should be refused and reported to the new police chief • Anyone working in a licensed premises must be at least 18 years old; any owner found with younger employees will be charged with human trafficking • All customers in a licensed premises must be at least 20 years of age A petition is being prepared by licensed business owners to request later opening hours be allowed in the area, which will be presented to the Provincial Governer for his consideration, given the strong tourist industry here and fears that the 1am closing time will deter tourists.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is..... Slush fund Money put aside to be used to bribe or influence, especially in a political context. The word ‘slush’ was coined in 17th century England as the name for half-melted snow and is first referred to in print with that meaning in Henry Best’s Rural Economy in Yorkshire, 1641. Of course, that’s where the name Slushies, the part-frozen flavoured drinks, came from. A century later, there was an alternative meaning of ‘slush’, or ‘slosh’, which was the fat or grease obtained from meat boiled on board ship. That invaluable guide The Gentleman’s Magazine, 1756, referred to it like this: He used much slush (the rancid fat of pork) among his victuals. William Thompson made it sound even less appetising in The Royal Navy-men’s Advocate, 1757: Tars whose Stomachs are not very squeamish, can bear to paddle their Fingers in stinking Slush. Despite it not being the apex of culinary delight it was considered a perk for ships’ cooks and crew and they sold the fat that they gathered from cooking meat whenever they reached port. This perquisite became known as a ‘slush fund’ and the term joins the numerous English phrases that first saw the light of day at sea. The author William McNally didn’t think much of the practice and included a description of it in Evils & Abuses in Naval & Merchant Service, 1839: The sailors in the navy are allowed salt beef. From this provision, when cooked nearly all the fat boils off; this is carefully skimmed and put into empty beef or pork barrels, and sold, and the money so received is called the slush fund. In the same year, The Army and Navy Chronicle suggested that a ship’s slush fund would be a suitable source of money to buy books for the crew: To give men the use of such books as would best suit their taste, would be to appropriate what is their own,
(viz.) the slush fund for the purchase of such works. This is the beginning of the meaning we now have for ‘slush fund’, that is, money put aside to make use of when required. The use of such savings for improper uses like bribes or the purchase of influence began in the USA not long afterwards. The Congressional Record for January 1894 printed this: [Cleveland] was not elected in 1888 because of pious John Wanamaker and his $400,000 of campaign slush funds.
Into the 20th century and we head straight for one of The Simpsons’ many cultural references and back to the original meaning of ‘slush fund’. In the 1998 episode Lard of the Dance, Homer and Bart instigate a scheme to make money by collecting and selling grease. They try to siphon Groundskeeper Willie’s stashed vat of rancid fat from the school kitchen. A fight breaks out over what is clearly Willie’s slush fund or, in 20th century cartoon parlance, his ‘retirement grease’. Is there an English phrase or saying that you would like to know more about? Every week in this article Helen Couldrey, a financial consultant with the deVere Group, and also a qualified English lawyer, will give you tips and ideas of how to take advantage financially of being an expat. Helen has clients in Bangkok, Hua Hin and Cha-Am who she helps to maximise the financial benefits of living overseas. AUTOCALLABLES During the past few weeks, my articles have focused on (i) the pros and cons of holding too much cash and (ii) what to do if you are in the fortunate position of holding a cash surplus. I have already mentioned the options of putting that surplus into either global equities or Quarterly Income Notes. However, these are not the only options. Autocallable Note The last investment type that I wanted to discuss in this ‘Cash Trilogy” is the lesser known Autocallable Note. This is often described as the ‘jewel in the crown’ in the investment world as it can give returns of around 10 – 15% per annum. In a nutshell, an Autocallable operates in a similar way to a Quarterly Income Note. However, rather than it

being a fixed 5 years term as default, the Autocallable may mature early. This would happen if the underlying market indices are above a certain level, at which time the Autocallable would pay out a fixed amount, plus returning the investor’s capital. So, for example, if the Autocallable matured at year 1, the investor may see a return of, for example, 11%. If the Autocallable matures at year 2 then the return would be 22%. Following suit, year 3 would be 33% and year 4 would sit at 44%. If the Autocallable matured at on the 5th year then the investor would see a generous 55% return over the course of the investment. Generally speaking Autocallables are suited to an investor who is of the view that markets will rise within the next 5 years , albeit they may not be too sure about the specific timings. Returns Just two weeks ago we saw an Autocallable with RBS mature after 36 months in operation, giving clients returns of between 42% - 45%, in addition to their full capital back. On the set valuation date the FTSE 100, S&P 500 and the Eurostoxx 50 indices were all above their initial strike date levels. Similarly, at the end of last month, a Goldman Sachs Autocallable matured after 12 months giving our clients around 11.75% return, plus their capital back. A more conservative return, yet significantly higher than leaving the cash sitting idle in one’s bank account. We see around 90% of people reinvesting money made from Autocallables into more Autocallables as the returns can be very significant indeed. Mags Meanderings: From Som Tam To Mushy Peas
the visit As expats living in Thailand, how do you cope with family and friends when they descend on you for a holiday? Especially when they are first time visitors, and even worse when they choose to travel in packs. I have vivid memories of doing the ‘meet and greet’ in the days of Don Muang airport. As the person who is supposed to know anything and everything about your adopted country the burden of responsibility for the health, wellbeing and enjoyment of your visitors can be quite daunting. And after the initial relief of actually locating them at Arrivals and getting the hugs and kisses out of the way comes that moment of truth. When you step out of the airport into 30 or more degrees of heat, plus humidity at saturation point, and watch your guests wilt before your eyes. Only to be restored to something resembling human again once bundled into an air-con taxi en route into Bangkok, where the fun really begins. Because quite naturally first time visitors want to see the sights. They also, depending on age and resilience, need some degree of recovery time from their flight, while you of course are already well adjusted to your time zone of choice. So they disappear to their hotel rooms while you potter around eating, reading the Bangkok Post, e mailing, and generally trying to fill the time until they stir and feel ready to hit the town. To be fair most of my visitors to the Land of Smiles were pretty resilient. And in ones or twos very easy to handle. The obligatory trips to the Grand Palace and Reclining Buddha on their first full day were fine. Using the Skytrain wasn’t a problem. Seeing their reaction to Patpong 1 at night a joy to behold. Chilling out at a quiet little bar in Patpong 2 providing a welcome contrast before a hair raising TukTuk ride back to our hotel. OK - yes I admit to asking the TukTuk drivers to go faster as a special treat. Except for the time when my Mum, two Aunts, plus their elderly friend, arrived to visit en masse. The party of four was never meant to be. It had started as a trip for two - Mum and one Aunt - and for some reason best known to themselves had doubled somewhere

along the way. After the initial panic of booking extra rooms at the Jed Pee Nong, judged to be both quiet and central enough for farang women of a certain age - the Bangkok end of their trip wasn’t too much of a problem. Until that is they arrived. By this time I had had more than enough of the Grand Palace guided tours, so could be forgiven for packing them off on the obligatory tour plus gem factory with a trusted guide, while I had a much needed massage and facial. Unfortunately it didn’t quite work out like that. By day two one of my visitors had gone down with Bangkok Belly, and had to miss the Grand Palace. Day three was scheduled for the train trip to Hua Hin, by which time Mum had also caught the dreaded bug, and spent a considerable time in Hua Lamphong station throwing up into a brown paper bag. Needless to say by the time we all arrived safely back in Hua Hin (after a diversion and delay caused by a derailment at Bang Sue) it was a relief for my set of intrepid travellers to be able to relax at the Jed Pee Nong. More of which next week. Meanwhile in place of our ‘word of the week’ we have an example of ‘Elf and Safety gone mad in the UK, where the holes in fish and chip shop salt cellars are being reduced from 17 to 5. The idea of course is that customers use less salt.....
