immigration moves again for the last time?
hua hin, THAILAND The long mooted move of the Immigration Bureau in Hua Hin is finally happening, according to official notices that have been posted at the current office, although at press time the actual date of the move was still a little uncertain. According to immigration officers, the move was due to happen at some point between Wednesday 25th June and Tuesday 1st July, while the map and other notices on display outlined that the new location will be on Soi 35, close to the Queen Sirikit Memorial Park, or 19 Rai as it more commonly referred to. For anyone who needs to visit immigration and arrives at the old office on the canal road to find it closed, the new location can be found as follows: coming from Hua Hin, take the main Phetkasem Road going north before turning right at the traffic lights just after the Klaikangwon Palace grounds, which is Soi 35. Follow the road and bear to the left where the road turns, and then proceed parallel to the coastline for approximately 750 metres, and you will see the new Immigration Bureau on your left. From Cha Am and the north of Hua Hin, take the main Phetkasem Road south to Soi 19 and turn left into it - the soi is next to a large temple and has an open temple ‘gate’ spanning its entrance. Go to the end of this soi and turn right (there is a sign to immigration here); you will go past the park on your left and the Immigration Bureau is about 100 metres further, on your right. While there has been no official word it looks very much like this could be a permanent home for what is still officially an offshoot of the Dan Singkon immigration office near Prachuap Kiri Khan, which, if it is, we are sure will be a relief to both staff and those using it, after five relocations in the last eleven years.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is..... Power corrupts; absolute power corrupts absolutely Literal meaning. Absolute monarchies are those in which all power is given to or, as is more often the case, taken by, the monarch. Examples of absolute power corrupting are Roman emperors (who declared themselves gods) and Napoleon Bonaparte (who declared himself an emperor).
Mandell Creighton in 1887: “Power tends to corrupt, and absolute power corrupts absolutely. Great men are almost always bad men.” The text is a favourite of collectors of quotations and is always included in anthologies. If you are looking for the exact “power tends to corrupt, and absolute power corrupts absolutely” wording, then Acton is your man. He didn’t invent the idea though; quotations very like it had been uttered by several authors well before 1887. Primary amongst them was another English politician with no shortage of names - William Pitt the Elder, Earl of Chatham and British Prime Minister from 1766 to 1778, who said something similar in a speech to the UK House of Lords in 1770: “Unlimited power is apt to corrupt the minds of those who possess it” Acton is likely to have taken his lead from the writings of the French republican poet and politician, again a generously titled individual - Alphonse Marie Louis de Prat de Lamartine. An English translation of Lamartine’s essay France and England: a Vision of the Future was published in London in 1848 and included this text: It is not only the slave or serf who is ameliorated in becoming free... the master himself did not gain less in every point of view,... for absolute power corrupts the best natures. Whether it is Lamartine or his anonymous English translator who can claim to have coined ‘absolute power corrupts’ we can’t be sure, but we can be sure that it wasn’t Lord Acton.

The historian and moralist, who was otherwise known simply as Lord Acton, expressed this opinion in a letter to Bishop

The big rub for an expatriate is that you could be faced with fees of two or three times that amount as your child may be deemed an overseas student. Throw accommodation and living costs into the mix and it’s an expensive life event. Now, this is all a troubling thought, and we haven’t even accounted for inflation yet. Mystery Voices Bill is sitting alone at a bar enjoying a quiet drink, when he hears a little, high-pitched voice say “Oh, you’re quite amazing, you’re really something special.” Bill wheels round to see where the voice is coming from, but except for him and the bartender the bar is completely empty. A little un-nerved at the experience he decides he must have been day-dreaming, so decides to occupy his idle mind with a little flutter on the fruit machine in the corner. He puts his money in the slot and spins the reels. Each of the reels clicks to a halt – oranges, cherries, bananas – no win. Immediately he loses he hears a rough booming voice – “What a loser! You’ll never win! And you’re ugly to boot!.” Again Bill wheels round to locate the source of the voice, but the bar is still empty except for him and the bartender. He decides that the bartender must be playing tricks, so decides to challenge him – “Hey Buddy! What’s your game with the voices?.” “I’m sorry sir” replies the bartender “I don’t know what you mean, I haven’t spoken a word.” “Don’t play tricks with me!” storms Bill “One minute you’re saying nice stuff about me, then shouting abuse!.” “Ah yes” replies the bartender “that will be the peanuts and the fruit machine again – they can’t help themselves I’m afraid.” “What on earth are you talking about” demands Bill. “Well sir – the peanuts on the bar are complimentary, and the fruit machine in the corner is out of order.”

Lucky Statues In a park stood two statues, one female and the other male. These two statues faced each other for many years. Mags Meanderings: From Som Tam To Mushy Peas
the visit (PART 2) First this week, a helpful alert from an undercover mole in Hua Hin for those of you who receive the UK State Pension as expats, and as such don’t qualify for the annual increase to your pension. You should receive a tax coding every April from the PAYE folks. It is worth checking your new tax code to make sure that an assumed increase in your State Pension hasn’t been used when calculating the new coding. It appears that mistakes are being made by HM Revenue and Customs (no surprise there then) which could have been going on undetected for years. There are also rumours about moves afoot to try to rectify that con called ‘contracting out of SERPS’ for those in certain mandatory occupational pension schemes. More later if the story unfolds. Now back to the fun we have with our visitors to the Land of Smiles. Last week found my own group of four elderly farang first timers recovering from the effects of travel and tummy bugs in their Hua Hin hotel. Conveniently located as they were next to a farang style general store, a couple of good breakfasting places, and the old Satukharn Square, they began to slowly venture out in search of ‘proper’ food - and Immodium. But with any group of four there are bound to be disagreements and differences in culinary needs. So it was that for the first couple of days they survived on a diet of omelettes, biscuits, and bread and jam.

Considerable coaxing was needed for them to overcome their suspicions of all things from the sea, all things accompanied by rice, and all noodle based dishes. Which before Big Mac hit Hua Hin didn’t leave much else. Of course there were very good proper British fish and chips available nearby, the idea of which was greeted perversely with cries of ‘we didn’t come all this way to eat fish and chips!’ Nor did Hua Hins’ selection of Scandinavian, German and Italian cuisine create any interest. It was all just too ‘foreign.’ Somehow we all survived the next two weeks, aided by a trip to the River Kwai, the butterfly farm, and the presence of a hotel pool. But let’s face it, good as it is to have family visit, it can be oh so good when they go home! Some people may be forgiven for feeling pretty much the same way about the retirement of Jeremy Paxman from Newsnight, the TV programme which he has fronted for longer than we care to remember. ‘Paxo’ as he is known certainly showed signs of schadenfreude when interviewing his victims. And that is our word of the week. Although clearly of German origin, with no apparent attempt to anglicize it, ‘schadenfreude’ nevertheless appears in the Oxford English dictionary. It means the pleasure which someone gains from another person’s misfortune.

With ineffective tiki-taka football blamed for Spain’s early exit, those at the top of the game in Spain have begun looking for videos of the great Wimbledon sides of the late 1980s.
