hua hin, THAILAND A reader asked us last week to report on what was happening at the Queen Sirikit Park area, also known as 19 Rai, by the beach; as it turns out it is an event that began this Wednesday 28th January, and will run until this Sunday 1st February, and is the second staging of “Klai Kangwon the Musical on the Beach”, a story based on historical events and royal stories that are particular to Hua Hin. The musical highlights the introduction of a railway station to the seaside resort - the cast arrive by train at the beginning of the musical and leave by rail at the end. It also talks of the summer retreat Klai Kangwon, meaning far from worry, which was built by King Rama VII and is still in use today by the Royal Family.

“The musical reflects the way people lived, their simplicity and moderation, as outlined in His Majesty the King’s sufficiency economy philosophy,” says Soithip Trisuddhi, permanent secretary for transport. “Audience members will be given a postcard with a very rare picture of Their Majesties the King and the Queen.”

Traffic measures have been put in place making the area one way, entering at Soi 35 and leaving via Soi 19 as some will already have discovered, and parking spaces for up to 700 cars has been made available. Each performance can seat nearly 1400 people, and there is also an exhibition “The Love of the King for the Happiness of His People”. The show starts at 7pm every evening, so unless you have seats or are going to look at the exhibition it would be advisable to avoid the area from late afternoon onwards.

They hit it full on and the car comes to a stop.

The chauffeur replies : “ When I got there, the farmer opened his best bottle of malt whisky, the wife gave me a slap up meal and then we finished off the whisky” “ What on earth did you say?” asks Nicola. “ I knocked on the door and when it was answered, I said to them, I’m Nicola Sturgeon’s chauffeur and I’ve just run over the cow.”

Isn’t life strange - Thai authorities blame scam artists for putting off potential tourists to the Land of Smiles.

Clearly any reduction in tourism has nothing at all to do with coups, unsolved murders, or a farang being beaten senseless by security guards in Pattaya over a ‘misunderstanding’.

Fortunately here in Hull we don’t have any worries about a reduction in tourism. It barely exists in the first place. Like Hua Hin visitors can arrive here by road or rail, but they can also arrive on daily ferry services from Rotterdam and Brugge, which you might think would help to boost the local economy. Except that, on arrival at the ferry terminal, passengers are able to escape the city immediately via direct road links to places like York, Leeds and Manchester. Town planning has never really been our strong point.

Dealing with inebriated revellers however soon could be if our version of a Tessabahn gets its way. Piloted over the festive season in Bristol, where they were declared a success, ‘drunk tanks’ could soon become a feature in our city centre. More correctly known as Alcohol Recovery Centres, or Alcohol Treatment Centres, they are large trucks kitted out to care for those too drunk to care for themselves.

The idea is to try to ease the burden on already stretched to the limit hospital casualty departments, (which seem to have become a permanent feature now in England) as well as on our police. And it is true that something does need to be done. The introduction of more lenient licensing laws here in 2005 was an attempt to make us more culturally equal to European countries. We would be tempted to sit outside cafe style bars during the summer months, sipping Grolsch and nibbling our pretzels. Making our way quietly home in a civilised manner when we’ve had our fill. And in fact in the right location on a warm summer day that can be very pleasant indeed.

But some Brits can have a tendency to over-indulge, as well as an aversion to paying often high bar prices.

The result has been an increase in people having a few cheaper supermarket drinks at home before hitting the streets. This has simply become a vicious circle. The supermarkets can sell alcohol 24/7, while those bars which opt to open for longer hours incur extra running costs, which in turn have to be passed on to the very customers who go out ready primed on cheap booze at home, so don’t spend as much in the bars anyway.

It remains to be seen whether ‘drunk tanks’ will provide a longer term solution to the problem. I have my doubts.

First because they will be privately run and will need to be commercially viable by charging users a fee, and it doesn’t take much imagination to realise that could be

tricky. And second - because we didn’t seem to have so much of a problem pre 2005, when bars in England and Wales could open between 11 am and 11 pm anyway, and supermarket alcohol sales were restricted to the same hours.

Coincidentally Thailand is also trying yet again to tackle what is perceived to be problem drinking. This time by re-enforcing old laws on bar opening hours. (Does this ring any bells with expats?)

The difference of course is obvious. Unlike Hull, Hua Hin does still have tourists to cater for. Tourists who expect to be able to get a drink during the day time.

They have saved up for a much welcome holiday, and have some cash to splash. The very same people who are allegedly being discouraged by Thailands scam artists.

The problems are nothing at all to do with the Mom and Pop shops which will still continue to sell dirt cheap Lao Khao are they?
