hua hin roads - the most dangerous in thailand?
hua hin, THAILAND Anyone who has lived in Hua Hin for more than a few months will have become aware that the roads here, and in Thailand as a whole, can be a very dangerous place to be, and particularly for motorcyclists. Here at AWOL we receive regular phone calls informing us that expats and Thais have suffered severe injury or death while travelling by motorbike here, and we learned of two more expat road deaths this week. Sadly it has become such a regular occurrence that these rarely make the headlines any more, but we thought it was time to highlight this very real and present danger to anyone who is on the road here. The number of potential threats to life and limb on a bike are manifold, from badly built or in need of repair roads, to the erratic behaviour of stray dogs, to the higher than average number of bad drivers, poor or no street lighting in places, unmarked and unlit roadworks, very little use by many drivers and riders of the side and rear view mirrors and a general disregard of common sense road rules, such as driving the correct way along a street. The one offence that does get regularly enforced, the wearing of crash helmets, still does not seem to cause many riders to actually don their helmet as soon as they get on their bike, and it does seem to be a common factor in bike accidents ending up as fatal, rather than a stay in hospital. It is quite frankly staggering that so many, both Thais and foreigners, ignore this law, and while helmets can be uncomfortable in the hot weather, a bit of discomfort is better than the angst (for friends and family) of death. We have not been able to get hold of any statistics that break down the accident figures enough to know if there truly is a rising bike death toll on the roads here, but anecdotal evidence is mounting fast. Please be careful out there and don’t take unnecessary risks.

Every cloud has a silver lining Every bad situation has some good aspect to it. This proverb is usually said as an encouragement to a person who is overcome by some difficulty and is unable to see any positive way forward. John Milton coined the phrase ‘silver lining’ in Comus: A Mask Presented at Ludlow Castle, 1634 I see ye visibly, and now believe That he, the Supreme Good, to whom all things ill Are but as slavish officers of vengeance, Would send a glistering guardian, if need were To keep my life and honour unassailed. Was I deceived, or did a sable cloud Turn forth her silver lining on the night? I did not err; there does a sable cloud Turn forth her silver lining on the night, And casts a gleam over this tufted grove. ‘Clouds’ and ‘silver linings’ were referred to often in literature from then onward, usually citing Milton and frequently referring to them as Milton’s clouds. It isn’t until the days of the uplifting language of Victori’s England that we begin to hear the proverbial form that

The first occurrence that is unequivocally expressing that notion comes in The Dublin Magazine, Volume 1, 1840, in a review of the novel Marian; or, a Young Maid’s Fortunes, by Mrs S. Hall, which was published in 1840: As Katty Macane has it, “there’s a silver lining to every cloud that sails about the heavens if we could only see it.” ‘There’s a silver lining to every cloud’ was the form that the proverb was usually expressed in the Victorian era. The currently used ‘every cloud has a silver lining’ did appear, in another literary review, in 1849. The New monthly belle assemblée, Volume 31 include what purported to be a quotation from Mrs Hall’s book - “Every cloud has a silver lining”, but which didn’t in fact appear in Marian, which merely reproduced Milton’s original text. endangered One day a man was walking in the woods when he got lost. For two days he roamed around trying to find a way out. He had not eaten anything during this period and was famished. Over on a rock ledge he spotted a bald eagle, killed it, and started to eat it. Surprisingly a couple of park rangers happen to find him at that moment, and arrested him for killing an endangered species. At court, he plead innocent to the charges against him claiming that if he didn’t eat the bald eagle he would have died from starvation. The judge ruled in his favor. In the judges closing statement he asked the man, “I would like you to tell me something before I let you go. I have never eaten a bald eagle, nor ever plan on it. What did it taste like?” The man answered, “Well, it tasted like a cross between an Asian Crested Ibis and a Red-Crowned Crane.”

Mags Meanderings: From Som Tam To Mushy Peas
tale of the (red) tape Bureaucracy - our word of the week - means a way of administratively organising large numbers of people who need to work together. Presumably who need to work together in an effective way in order to get results. But bureaucracy can become so controlling that it leads to what we know as ‘red tape’, - an excessive conformity to formal rules which is now often considered to be outdated. The thinking being that red tape can hinder decision making by not allowing some freedom of thought. In other words, by applying common sense to a problem rather than sticking rigidly to the rules, a better result can often be obtained. Most countries of course use bureaucratic systems, especially in government departments, because of the need to apply their laws equally and fairly. So we all know what it’s like to wait for our new passports for example. Or to get that tax rebate or planning permission. And Thailand, where all government departments seem to work at their own pace, (which often appears to be irritatingly slow), is no exception. But in Thailand at least help is at hand. The National Legislative Assembly has passed a law which, it says, will shorten the procedures for obtaining government approvals, licences etc. Set to be enforced in July, the new law will not only get rid of unnecessary bureaucracy, but will also introduce handbooks giving clear information on the procedures and timescales for dealing with various applications. Maybe it’s just me, but why does it take a bureaucratically enforceable law to eliminate red tape, while at the same time issuing handbooks on how long each procedure should take? Who is going to decide how long it will take to write the handbooks in the first place? Just how much bending of the rules will be allowed? Will it be more, or less than before? Most worryingly of all, will we see an end to those traditional backhanders, which seem to have served the
country so well so far. I’ll leave you all to ponder on that for a few seconds before turning your attention to the recent plight of Hulls’ penguin population. Yes we do have penguins. They are Gentoo penguins, born and raised in Texas of all places, and flown to their new home in Hull last year to take up residence in our large aquarium thing, which is known as The Deep. There they are spoiled rotten and attract a lot of visitors. A couple of weeks ago the penguins were housed elsewhere in the Deep while their aquarium was given a bit of a clean up and makeover. Unfortunately on their return the newly renovated fake ice proved to be too slippery, and the little fellas ended up doing their own version of Happy Feet and landing on their beaks. We are used to hearing about the wrong kind of snow in these parts, but the wrong kind of ice for penguins has to be a first.

The maintenance planner emptied his bladder into the 674-million-gallon reservoir in the Sierra Nevada foothills early last month. San Francisco Public Utilities Commission spokesman Tyrone Jue said on Monday that the agency confirmed anonymous complaints that maintenance planner Martin Sanchez had urinated in the reservoir. The reservoir had been drained for maintenance, and officials say public health wasn’t in danger. Sanchez, who earns £73,000 annually, was in line for a promotion before the incident.
He now faces a maximum penalty of a weeklong suspension without pay. San Francisco’s water comes mostly from Sierra Nevada runoff. Last year, a 19-year-old Portland, Oregon, boy was cited for public urination and trespassing after he was accused of urinating in a 35-million-gallon city reservoir. After learning of the incident, Portland officials began dumping water into the sewer system, but the process was slowed by heavy rains. As a result, they diverted the water to an empty reservoir and used the supply for nondrinking purposes. It was the second time in less than three years Portland has emptied a reservoir due to concerns that someone had urinated in the water.

Harry Redknapp signs new knees

Harry Redknapp was today celebrating the signing of three new knees in what he has called a ‘triffic bit of business’. The replacement knees have been signed on bumper £60k a week contracts. The former QPR boss has refused to leave his wheeler-dealer days behind him, and claims to be delighted with his new signings. At a hastily arranged press conference to unveil the new knees, Redknapp told reporters, “Some people will say I’ve paid over the odds for these knees, but I genuinely believe you can never have enough good knees. Sure, they’ve got a few miles on the clock, definitely, but you can’t buy that sort of experience.” “At 83, 92 and 97 years-old, these knees have definitely got a lot to offer, and I don’t think I’ve over-paid for them at all, no. There’s very little these knees haven’t seen, and I’m sure they can teach my current knee a thing or two about bending and stuff.”
“Conventional wisdom suggests two knees is all you need, but I’ve always been a bit of a maverick in the transfer market, and it’s nice to have competition for places.” He added, “I’m looking forward to a good old knees-up now, and I might even try a bit of the hokey-cokey.” A spokesperson for the new knees said they were excited to be working with Redknapp. They told us, “He’s a legend, obviously, and
