hua hin, THAILAND Over the years several attempts have been made to run a ferry service across the Gulf of Thailand from Pattaya to somewhere near to Hua Hin, with the last attempt started in late 2010, with the service ending about 18 months later. Now the Transport Minister ACM Prajin Juntong has instructed the Harbour Department to speed up the design and study of a project to build ferry piers to link the three seaside towns of Pattaya, Cha-am and Hua Hin. The Marine Department has been instructed to revice and finish the feasability study started in 2012, with the ambitious target to have the project take off by mid next year, and service to commence in 2017. The initial planned services are from Pattaya-Hua Hin-Pranburi, Bang Poo-Hua Hin-Pranburi, and Bang Poo-Pattaya.

The next step will extend the service to more destinations such as Bang Poo-Koh Charng (146 miles), Bang Poo-Koh Samui (240 miles), and Bang Poo-Songkhla (380 miles).

The four-year investment plan from 2016 would cost an estimated four billion baht to carry up to three million people and 220,000 vehicles a year.

Mr Prajin said the plan involved the use of catamaran ferries that travel at up to 82 kilometres per hour and can carry 450 passengers and 33 vehicles per trip. He added that so far Siam Eastern Logistic Terminal has expressed its interest to invest Bt4 billion for the project.

While nothing has been decided, the possible site for the western side ferry pier has been mooted as Puktien Beach, although this seems a little too far from downtown Hua Hin to be viable. The other key factor will be ticket prices - if set too high it will kill the project very quickly. AWOlL will be very surprised if this plan comes to fruition though.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated.

This week it is..... Daylight robbery Blatant and unfair overcharging.

This isn’t used to describe actual robberies - whatever time of day they might take place. It is a figurative phrase that associates an instance of unfair trading with actual robbery. Not just any old robbery, but one so unashamed and obvious that it is committed in broad daylight.

It would be nice to locate the origin of this phrase, so let’s go back to the 1690s. Like many English monarchs, William III was short of money, which he attempted to rectify by the introduction of the much-despised Window Tax. As the name suggests, this was a tax levied on the windows or window-like openings of a property.

The details were much amended over time, but the tax was levied originally on all dwellings except cottages.

The upper classes, having the largest houses, paid the most. Some wealthy individuals used their ability to pay as a mark of status and demonstrated their wealth by ostentatiously building homes with many windows.

What the Cavendish family, who owned Hardwick Hall (built 1590s), thought about it isn’t recorded. On the one hand, they had cause for complaint - the property was famous for its light and airy interiors, as celebrated in the rhyme: “Hardwick Hall, more glass than wall”. On the other hand, they were extremely rich and well able

Taxes are rarely popular, but the Window Tax, which was considered to tax the very stuff of life, that is, light and air, was singled out for particular loathing. People went to great pains to avoid paying it and many windows were bricked up for that reason. Many examples of buildings with brick window panels, sometimes with painted-on trompe l’oeil windows, still survive.

The sight of such windows is so much part of the English architectural folk memory that a recently built property in Poundbury, Dorset, appears to have been built with fake bricked-up windows, even through the tax itself is long since abolished.

So, that’s the case for the prosecution: the English were robbed of their daylight by the Window Tax. That’s daylight robbery in anyone’s book, so do we need to look any further for the origin of the phrase? Well, yes we do.

Let’s move to the 20th century for the case for the defence. The phrase isn’t known in print until 1916 in Hobson’s Choice, a comic play by Harold Brighouse.

Even there the context doesn’t explicitly link it to unfair overcharging or the like. We have to wait until 1949 for a citation that is clearly related to a purchase, in Daniel Marcus Davin’s Roads from Home: “I can never afford it, said his sister. It’s daylight robbery.”

So, if the phrase came from the Window Tax, why no mention of it in print for over two hundred years after the tax was introduced?

If we are looking for evidence that is beyond reasonable doubt, the Window Tax story doesn’t provide it. Unless and until evidence that relates the phrase to the tax is found we have to say that the origin is unknown.

He took it to the owner and said: ‘How much is this bronze rat?’

The owner replied: ‘It’s £12 for the rat, and £100 for the story.’

The tourist gave the owner his £12 and said : ‘I’ll just take the rat, you can keep the story.’

As he walked off down the street, he noticed that a few real rats had crawled out of the sewers and begun following him. This was a little disconcerting, so he started to walk a little faster, but within a couple of blocks the swarm of rats had grown to hundreds, and they were all squealing and screeching in a very menacing way.

He increased his speed & ran on towards the beach, and as he ran, he looked behind him and saw the rats now numbered in their MILLIONS, and they were running faster & faster. By now very concerned, he ran down to

the pier and threw the bronze rat far out into the water.

Amazingly, the millions of real rats jumped into the water after it and were all drowned.

The man walked back to relate all this to the shop owner, who said: ‘Ah, you’ve come back for the story then?’

‘No,’ said the tourist, ‘I came back to see if you’ve got a bronze Muslim Fundamentalist Cleric, a Banker, a Politician, a Lawyer, and anything French!’ in flight service A muslim in his mufti was seated next to an Australian on a flight from Dubai to Melbourne. Mags Meanderings: From Som Tam To Mushy Peas

decency and tolerance I have been following UK Parliamentary elections since the 1960’s - in the days when anyone was allowed into those free for all debates, regardless of their political persuasion, to either cheer or heckle some brave soul doing the rounds on his or her own, and risking life and limb in the process. Those days were fun.

Now candidates aspiring to seats in Westminster prefer to preach to already converted card carrying party members. Or failing that to enter into carefully orchestrated multi party debates for which audiences have been scientifically chosen. A ‘safety in numbers’ kind of approach, which this time round only serves to highlight just how similar some of their policies are.

And one of those policies in particular must strike a chord for anyone who has ever lived in Thailand.

Immigration.

Because we all recognise - or if not we certainly should - that to live in a country which is not our own requires some adjustment, and not just to the climate and food.

In the case of Thailand there are customs, beliefs, and religious practices which can seem strange at first, but are relatively easy to adapt to and even to embrace. Then there are the laws. The vast majority of Thailands ex-pat population will accept that if they commit murder or deal drugs they will end up in prison, just as they would back home. And that some minor offences can incur ‘on the spot’ fines, which are also just like at home, except that they are called tea money.

Falling foul of the strict Immigration laws however can often result in detention en route to deportation, and any expat who has seen those truckloads of illegal immigrants being taken to detention centres will realise that when it comes to illegal immigration the country means business. It is also well known that Thailands immigration detention centres are not the most welcoming of places, unlike those in the UK - or so we would like to believe. Surely the UK of all places provides more humane detention facilities for its’ illegals?

Back in January an organisation called ‘Women for Refugee Women’ published a report revealing the widespread abuse of detainees at an immigration centre in Bedfordshire. The report alleged that women detainees were routinely humiliated by male staff, who monitored them while showering and using the toilet.

In March an All-Party Parliamentary Group on Refugees which had conducted a 6 month investigation, concluded that the UK uses detention ‘disproportionately and inappropriately’. The panel went on to say that whichever political party wins the General Election in May should make changes to the detention system, which should include stopping detaining women who have been victims of rape and torture.

It is tempting to dismiss an organisation with a name like ‘Women for Refugee Women’ as feminist cranks. A name like that certainly doesn’t help their credibility. But we can’t dismiss the findings of an All-Party Parliamentary Group. Neither can we ignore the growing numbers of asylum seekers flooding into Europe, many of them coming to grief in the Mediterranean on route.

Whatever political party we end up with next month, or more likely whichever coalition combination is least likely to upset the voters, they are going to have their work cut out in reconciling popular opinion on immigration to the UK with the need to treat people with the kind of decency we are supposed to be known for.

wenger hunter Sherwood launches ‘mind banter’ campaign against arsenal boss

uK TIM Sherwood will forego traditional cup final ‘mind games’ in favour of subtly inferring that Arsene Wenger is unable to down a pint.

The Aston Villa manager revealed he would intimidate his Arsenal counterpart with pre-match pyschological warfare ‘based exclusively around classic bants’.

He said: “At every press conference from now until the FA Cup final, I will be doing my very best to tacitly infer that Arsene is a rubbish lad.”
