hua hin, THAILAND As many of the local golfers will be aware, the annual Hua Hin Golf Festival began last weekend and will run until the end of September, hopefully enticing more players out on to the plethora of courses in the area, with many of them participating and offering lower than normal green fees. The festival, arranged by the Petchburi-Prachuapkirikhan Golf course Association (PPGA), features ten local courses, eight of which are offering green fees of 1,000 baht for the entire period, while the other two, Black Mountain and Banyan, offer fees of 1,800 baht. The eight other courses involved are Royal Hua Hin, Palm Hills, Springfield, Imperial Lake View, Majestic Creek, Sea Pine, Eagle Milford and Kaeng Krachan. Caddy fees are a standard 300 baht across all courses. There will also be the usual weekly (Sunday) tournaments at each of the golf courses with an entry fee per person of 1600 baht for the eight courses listed above and 2400 baht for the other two, which includes green fee, caddy fee, dinner and prize. The winners at each course will then take part in a complimentary final round at Palm Hills on Sunday 4th October, including dinner, preceding the closing ceremony. The festival has now been running for 14 years, and normally boosts not only the golf courses and golf related businesses but also the whole town generally sees an upturn in trade, with the bars, restaurants, guesthouses and hotels welcoming the increased numbers of visitors, this year needed more than ever after a particularly tough few months. The weakening baht should also help increase tourism to the town, along with recent favourable press naming Hua Hin in the top ten places to retire abroad, and many of our readers would agree.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is..... Security blanket Meaning: 1. A small familiar blanket or other soft fabric item carried by a child for reassurance. 2. A form of harness for a baby’s crib. 3. All-encompassing military and political security measures. The term ‘security blanket’, also known as ‘comfort blanket’, was coined by Charles Schulz for his Peanuts cartoon strip. That’s what most references will tell you. It’s always a pleasure to swim against the tide and here’s an opportunity. In fact, the term ‘security blanket’ wasn’t coined by Charles Schulz for his Peanuts cartoon strip. The derivation of ‘security blanket’ involves a rather meandering tale, which goes like this: Security blankets were known to Americans in the 1920s and were at that date overblankets which were clipped into babies’ cribs to stop the occupants falling out. The tale now moves on to World War II. The term ‘security blanket’ was then used to refer to strict security measures that were taken to keep Allied military plans from falling into the hands of the Germans. The term was coined in that context by the US military while
fighting in Europe. The emergence of the military use of ‘security blanket’ about twenty years after the use of the term in a domestic setting does suggest the possibility that those coining a new meaning for it were the babies that were tucked up under security blankets a generation earlier. Now we move on another step, to the use of the expression as ‘a small familiar comforter for babies and toddlers’. Now we get to Charles Schulz, right? Not quite. Schulz drew the character Linus van Pelt with a comfort blanket in the Peanuts cartoon strip in June 1954. It wasn’t until 1956, in Good Grief, More Peanuts, that the item was given a name by Linus: “This is a ‘security and happiness’ blanket. All little kids carry them.” By that date the term had been in use elsewhere. The November 1954 issue of the California newspaper The Daily Review included this piece by a staff writer, under the name of ‘Bev’: ‘Security blanket. My younger child is one year old. When she finds a fuzzy blanket or a fleecy coat she presses her cheek against it and sucks her thumb.’

The cooking sessions are once a month. Each member has a chance to host the group in their home and make dinner for them. There are no guidelines as far as what to cook, as long as the meal is homemade and they provide the recipes. Costs are shared and each member brings their own drinks. My idea was to regularly gather people who have the same passion; cooking. As there are many nationalities it will be exciting to discover new food cultures and to share recipes. A cooking group is also a social event; cooking together is fun and is an opportunity to make new friends. You do not need to be a chef in order to join the group. Whatever your level of cooking is, most important is that you like cooking, are open to new ideas and are prepared to participate regularly at the members’ cooking sessions. Mags Meanderings: From Som Tam To Mushy Peas
sim-ple stuff? Writing this page almost always carries the risk that by the time AWOL hits the sois, some information here will already be out of date. So with that in mind when I was writing this with the intended publication date being last week - July 31st it was planned to be the deadline for registering your prepaid mobile SIM. Given that AWOL was not published last week due to the Buddhist holiday, this was a good thing as apparently this date has now been extended by a month! Hopefully those of you who are affected by this new Thai law will know the exact situation by now. Then again maybe not.... Even Singapore, that place with the scarily efficient airport, had to delay its’ implementation of mandatory SIM registration, despite having given 6 months notice of it, because it was realised that there wasn’t enough time to prepare. Many countries however have gone through with the same legislation, including Australia, China, (where of course it was made to work,) the UAE, (same same but different,) and Turkey, (where it was a shambles.) Thankfully the UK, where foresight and planning isn’t a government strong point right now, rejected the idea a few years ago, while Mexico implemented it in 2009, only to repeal the law three years later, when it was found that mandatory SIM registration had not helped to prevent crime. And surely crime prevention is what it is all about? Or at least it allegedly is, so let’s avoid too much confrontation and go along with that theory. In November 2013 the GSM Association published a White Paper on the mandatory registration of prepaid SIM card users. The important word there being ‘users’. Because it is those people who are actually registering their personal details, which of course involves showing proof of ID. The GSMA is an association of mobile operators and related companies established in 1995 to support the standardisation, deployment and promotion of the mobile industry. It now covers over 220 countries and around 800 mobile operators, but whether it includes Thailand is not clear. What is clear from its’ 2013 findings is that mandatory registration has its’ pros and cons. Not least of which is getting the process of implementation right. And a key factor in that is accessibility to the registration procedure. Perhaps their most telling finding in terms of registration is one which will almost certainly affect Thailand, i.e. that the effectiveness of mandatory registration depends on ‘certain local and regional market conditions.....for example whether the government maintains robust
citizen ID records’. No doubt you will all have your own views on that. Crucially the GSMA also questioned the actual value of registration in curbing crime. Not least because people who are intent on beating the system are not too bothered about breaking the law on registration in the first place. And also because any lack of the ‘robust citizen ID records’ will make the law impossible to enforce. Then there are the knock on effects. Mobile operators and retailers have to meet the extra costs of implementing registration. Checking ID, signing contracts, and updating and maintaining data. As happened in Turkey, Thailands implementation of the new law requires mobile customers to register with the retailer at the point of sale of the SIM. This alone can be difficult for the many prepay users who live in isolated rural areas. The very people in fact who depend on their mobile phones, but who may well find that the plug is pulled on them simply because they haven’t been able to get to their retailer, or maybe even haven’t understood that they need to register in the first place. Overall the mandatory registration of pre-paid SIMs’ seems to be rather like taking a sledgehammer to crack a nut. While the basic principal of using it to reduce crime may seem idealistic, in practice only those countries which have extreme control over their citizens are likely to see any benefits, and those are the countries more likely to control crime anyway. Meanwhile the positive benefits on which registration is sold to users, such as enabling access to mobile banking etc for those in remote areas, can still be gained via voluntary registration. It would be good to see that Thai people continue to have that choice. This weeks word - ‘eructation’ - is worth remembering if you want to impress people after one too many Chang on top of the pad thai. It simply means a belch.

Michel Platini boosts FIFA presidency hopes with conversion to Satanism
