hua hin, THAILAND While the terrible events in Bangkok are naturally dominating the news, we are focusing this week on a solvable problem that has taken many more lives over time, and this week has claimed another in Hua Hin. The tragic death of a 10 year old girl took place at the unguarded railway crossing on Soi 2, as a Chumphon bound train struck the car she was travelling in with her mother, who is in critical condition in Hua Hin hospital. Pol Lt Prasong Jarurat, a duty officer at Hua Hin police station, said Aumpawan Nuamoon was driving her new Nissan Almera with her daughter in the front seat on their way to Cha Am, and were crossing the tracks heading east when the train collided with them around noon on Monday. The train slammed into the left side of the car, killing Ms Aumpawan’s daughter instantly and pushing the car 50 metres down the tracks. There have been regular incidents such as this at both guarded and unguarded crossings in the area in recent years, but Soi 2 is one of only a few remaining unguarded, and local residents are appealing to the State Railway of Thailand to rectify this, as well as the badly damaged road on either side of the crossing. We cannot stress enough how careful every driver needs to be at all railway crossings, but frequently visibility up and down the tracks is impaired by overgrown vegetation, and this has certainly been the case at Soi 2 over the years. It can only be hoped that SRT and the tessaban will now react and sort this and any other unguarded crossings, as well as closing off access to a number of unofficial crossings, particularly as the arrival of dual track and faster trains is on the horizon. We would also like to express our sincere condolences to the family and friends of the little girl and her mother.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is..... Don’t throw the baby out with the bathwater Don’t discard something valuable along with something undesirable. Proverbs are intended to pass on popular wisdom and are frequently expressed as warnings - ‘don’t count your chickens’, ‘don’t look a gift horse in the mouth’ and so on. To that list of don’ts we can add the odd-sounding ‘don’t throw the baby out with the bathwater’. Sadly, any discussion of the origin of this proverb has to refer to the nonsensical but apparently immortal email that circulates the Internet ‘Life in the 1500s’ (or 1600s, as some variants have it). One of the claims in one version of that mail is that “in mediaeval times” people shared scarce bathwater and by the time that the baby was bathed the water was so murky that the baby was in danger of being thrown out unseen. Complete twaddle, of course. What is unusual about this phrase is that, quite by chance, the mischievous author of ‘Life in the 1500s’ hit on a correct date - the proverb did originate in the 1500s. ‘Throw the baby out with the bathwater’ is a

German proverb and the earliest printed reference to it, in Thomas Murner’s satirical work Narrenbeschwörung (Appeal to Fools), dates from 1512. The expression was part of everyday German language from then onward (as ‘Schüttet das Kind mit dem Bade aus’) but didn’t emerge in English until the 19th century. The Scottish philosopher and German scholar Thomas Carlyle was well acquainted with German proverbs and translated it in an essay denouncing slavery entitled Occasional Discourse on the Nigger Question (written in 1849 and published in 1853): And if true, it is important for us, in reference to this Negro Question and some others. The Germans say, “you must empty-out the bathing-tub, but not the baby along with it.” Fling-out your dirty water with all zeal, and set it careering down the kennels; but try if you can to keep the little child! Despite going against the establishment view on slavery that was held in his day, Carlyle wasn’t quite the freedom fighter we might imagine. His analogy compared the dirty bathwater to slavery (to be discarded) and the ‘little child’ to the useful service provided by the slave (to be kept). He suggested that “the Black gentleman is born to be a servant and is useful in God’s creation only as a servant”. What he in fact proposed was that servants should be hired for life and given payment, not kept as slaves. The proverb, in the form of ‘do not empty out the baby with the bath water’, was in general use in English from the late 19th century onward. The cooking sessions are once a month. Each member has a chance to host the group in their home and make dinner for them. There are no guidelines as far as what to cook, as long as the meal is homemade and they provide the recipes. Costs are shared and each member brings their own drinks. My idea was to regularly gather people who have the same passion; cooking. As there are many nationalities it will be exciting to discover new food cultures and to share recipes. A cooking group is also a social event; cooking together is fun and is an opportunity to make new friends. You do not need to be a chef in order to join the group. Whatever your level of cooking is, most important is that you like cooking, are open to new ideas and are prepared to participate regularly at the members’ cooking sessions. Mags Meanderings: From Som Tam To Mushy Peas
bagging a rat This week we take a look at rats and plastic bags, which have nothing in common apart from the fact that they pose those two most obvious questions - ‘how’ and ‘why’. Let’s take the least useful of them first. Rats. A common enough sight when you live in Thailand, we often wonder why on earth they exist. At least in England they are considerate enough to keep largely out of sight, so we can try to pretend they aren’t there. In Thailand they are blatantly open when going about their daily business, which can include anything from scurrying along the tops of bars to biting sleeping dogs in the middle of Chomsin Road in broad daylight. (And if you think that I’m speaking from personal experience, you would be right.) So how can rats have suddenly become useful? By being put to work sniffing out TNT in Cambodia. And as you have probably seen already, the special sniffer rats are doing a great job detecting those unexploded land mines which continue to kill and maim people there. But these are not just any old rats - they are Gambian Pouched Rats specially imported to Cambodia from Africa. Cheap to run once their air fares and quarantine costs have been paid, the rats are rewarded with bananas for locating UXB’s which, joking aside, they do quickly, efficiently and safely. The puzzling question though has to be - how on earth was this special gift of the Gambian Pouched Rat discovered in the first place? Now for plastic bags. Always a talking point in Thailand, where they are a way of life. Thai people just love plastic, whether it is made into plates, bowls, spoons, flip flops or tablecloths, plastic is the material of choice. And of course Thailand is a major producer of all things Tupperware and Kleeneze, western companies which may well have helped fuel the nations’ addiction. Unfortunately as we all know that the use of plastic bags is now well out of hand. To be fair not just in Thailand. The UK is currently cracking down on the use of plastic

bags, and from next month all retailers here will be required by law to charge for them. Now Thailands’ Prime Minister has also joined the war against the plastic bag by asking all concerned to please stop using them on the 15th of every month, and more frequently if possible. Alongside any other questions which this dictat raises has to be the obvious one. Why the 15th? Was it just as good a date as any? Or does it have some deep meaning unknown to the average farang? Perhaps most importantly - will people remember that the 15th is a no bag day? There is in fact a six year history behind Thailands’ battle of the bag, which shows that the PMs ‘RRR’ strategy (reduce, reuse and recycle) is nothing new. In 2009 Phuket expat businessman Nick Anthony produced a strategy document, in collaboration with the TAT, aimed at achieving a dramatic reduction in plastic bag usage on Phuket island. Clear and well produced, the document stated that with immediate effect, and with TAT support, a bag pricing policy was being discussed with Phuket retailers. At the time that seemed quite a radical idea for anywhere in Thailand, but Phuket was aiming to be the first Province to reduce plastic bag use, and it looked like it meant business. In fact compared with the UK, where the first retailer to introduce a charge for bags, Marks and Spencer, had only done so in 2008, it was pretty impressive. It was to be three years on from the Phuket strategy before, in 2012, a large Tesco Lotus in Phuket City introduced an express check out lane for customers using their own bags. (By ‘large’ we are talking about a store with over 20 checkouts.) Customer take-up was, needless to say, poor, and two weeks after opening the special check out was serving only 10 to 20 customers a day, with most people preferring to queue and gather yet more free plastic bags in the process. At the time it was reported that there was no real sign of progress or of a long term strategy to educate shoppers, although education had been part of the 2009 strategy. So it seems surprising that Tesco Lotus went on to open its’ first ‘no bag’ store in Phuket in 2013. An indication that perhaps there is now some progress on the island, although updated information appears to be sadly lacking. But whatever stage it has reached in its’ battle of the bag Phuket needn’t despair. Be assured that the UK still struggles with the same problem. Word of the week is ‘crapulous’, which isn’t quite as rude as it sounds and could be worth remembering. Crapulous relates to the drinking of alcohol, or to drunkeness.
