strict enforcement of ‘out/in’ law hua hin, THAILAND Reports this week say that a stricter enforcement of the existing laws regarding so-called ‘Out/In’ visa runs has been mandated to many of the land border crossings in Thailand. Several foreigners have been stamped out of Thailand at the crossing points with Cambodia and Myanmar and then been refused entry when they have tried to come back into Thailand.

Most of the entry refusals have been reported as being people travelling with either fifteen or thirty day visa exempt stamps in their passports, and a message issued said: “Visa service agents were informed late Monday, September 14, that for the time being Thailand Immigration will not grant 15- and 30-day visa exempt entries through either the Ban Pakard/ Phsa Prum, Ban Laem/ Daun Lem border crossings. Only people with valid visas will be admitted. People with multiple entry visas will be allowed to depart and reenter Thailand to activate the remaining portions of their visas.

The current ban on the issue of 15- and 30-day visa exempt entries is not believed to be affecting other border crossing into Laos PDR or Myanmar.”

However there have also been reports that people travelling on multiple entry tourist visas have also been denied re-entry, and if true, this could make it difficult for many travellers.

An unnamed immigration official was also quoted as saying, “The order is not new. Originally, officers were authorised to consider giving permits.

But in this current situation of heightened security, all officers have to step up restrictions”. We would advise anybody who is unsure of their visa status to either consult one of the specialist visa experts at a law firm (such as Legal Services Hua Hin, see ad p 12) or go to the immigration office in Soi 35, before heading for any border crossing.

This week it is..... Purple patch An overly elaborate or effusive piece of writing. Also, a period of notable success or good luck.

‘Purple patches’, which are also sometimes called ‘purple passages’ or ‘purple prose’, were originally a figurative reference to florid literary passages, added to a text for dramatic effect. They were the literary equivalent of adding a patch of purple material to an otherwise undecorated garment. Purple was chosen because, as well as being a distinctive colour, it was the colour reserved for emperors and other distinguished statesmen in imperial Rome. Most of the early references to ‘purple patches’ contain clear evidence of classical origins, many of them including Latin text.

The first person identified as having used ‘purple patch’ in print in English was no less an author than Elizabeth I. In 1598, Queen Elizabeth translated Horace’s Latin text De Arte Poetica and this was published in 1899 as part of Queen Elizabeth’s Englishings: Oft to beginnings graue and shewes of great is sowed A purple pace, one or more for vewe.

[Note: ‘Purple pace’ was the translation of the original ‘purpureus pannus’. ‘Pace’ meant ‘passage’.]

Many works of art and scholarship that are listed as the creation of various English monarchs weren’t actually their own work, the attributions being merely a form of flattery. However, Elizabeth benefited from the Tudor notion that aristocratic women were suitable recipients of formal education and her mother, Anne Boleyn, made sure that “she wolde endewe her with the knowlege of all tounges, as Hebrue, Greeke, Latyne, Italian, Spanishe, Frenche” [and, judging by Elizabeth’s signature, caligraphy]. The queen became a noted Latin scholar and we can be assured that the translation

(and wouldn’t it be nice if we still used the Tudor word ‘Englishing’ for translations into English?) was by her own hand.

The term ‘purple patch’ wasn’t much used again until the 18th century, at which time literary critics valued evenness of pace and style in literary works. Unevenly written texts were singled out for censure and ‘purple patch’ was the ideal label for a passage that stood out as overly florid. This idea was expressed forcibly in the 1704 book of literary criticism The True Tom Double: All a Man writes should be proportion’d Even and of a piece; and one Part of the Work should not so far outshine, as to Obscure and Darken the Other. The Purple Patches he claps upon his Course Style, make it seem much Courser than it is.

It wasn’t until the 20th century that ‘purple patches’ were used in relation to anything other than writing.

The term then came to mean ‘a period of good fortune or creativity’. An early example is cited in the newspaper The Westminster Budget, October 1900: True, it is hardly to be counted a purple patch of history, but a man must surely blame himself if he does not find something epic in the struggle. [of the common people] Purple patches took a turn back from the figurative to the literal in the 1960s when hippies took to wearing purple velvet and patching jeans with it. ‘Hendrix purple’ is now a recognised shade of dye in the fashion industry.

Mags Meanderings: From Som Tam To Mushy Peas

taxing issues Whatever your thoughts on the numbers of expats in Hua Hin, one thing is for sure. Some of the new and not so new build villas there continue to hit some quite high sounding prices.

Spacious and secluded they may be, often with stunning golf course views and large pools, but 15 million baht price tags are no longer unusual. Which at the current exchange rate is around 90,000 pounds sterling.

On the plus side those HuaHin prices are still much less than it costs to buy a 2 or 3 bedroom semi or detached house in the UK, where the average for that type of home in the Yorkshire area is now in the region of 168,000 pounds. And that is without the perks of the pool, views, and good weather.

So for any potential new expat retirees there can still be the option of selling up in the UK, buying an attractive villa in Hua Hin, and having cash to spare to cover visa requirements. Or even to keep your home in the UK as well if your savings and/or pension pot allow.

But if you are a Brit who is starting to make those decisions and plans, but not yet claiming your pensions, the reality and the maths will be far from clear.

You will know that when you move to Thailand the annual increases to your UK state pension will stop. You will also be aware that, dependant on your age, you may have to work for longer before you can claim your state pension. But when it comes to understanding the impact of next Aprils other major change to pensions things are less clear. Even, it seems, to the Government which is implementing them.

I am talking about the introduction of the long awaited new universal state pension, which is currently expected to be just over £150 per week. Many Brits will of course be entitled to more than that anyway, but the problems arise for those who have also been contributing to private or occupational pension schemes which allow them to contract out of SERPS - the second state pension.

Contracting out has for many years resulted in a deduction from the second state pension element, with the amount of the deduction varying according to the amount contributed to your occupational pension, and the years during which you were contracted out. It is nothing new.

What IS new is the realisation that any liability you may have for those contracted out deductions will also be applied to the new, allegedly minimum, state pension, which of course begs the question - when is a minimum pension not a minimum pension? (For the answer to that ask any current British expat.)

Unfortunately the mess doesn’t end there. In the UKs emergency summer budget in July the Chancellor also announced that it is delaying plans to allow existing

pensioners to sell off their pension annuities, or to ‘cash in’ part of their pension pots. It seems unlikely that the option would have applied to existing expat pensioners anyway, but could affect the plans of wannabe expats.

The plans will now be delayed until 2017, and I find myself struggling not to add ‘at the earliest.’

And for those of you who are higher earners, from next April the government will progressively reduce the amount of tax relief on pension contributions from 40% to 10% on earnings of over £150,000 pa. Although whether this will be compensated by letting you off with the SERPS deduction trap seems highly unlikely.

The UK government is currently conducting a pensions consultation which ends on September 30th, and which addresses whether there is a case for reforming pensions tax relief, focussing on the quite obvious need, as seen by the government of course, to strengthen the incentives to save. So far those incentives have been sadly lacking where SERPS is concerned, but if you would like to take part in the consultation just search for ‘uk pensions consultation’ online. Responses have to be submitted before 11.45 pm UK time on the 30th.

I will be obtaining further information on the UK pension reforms in the next week or two and will pass on any extra information as it becomes available.

And now for something a little less heavy. On September 18th 1945 American troops arrived in Korea to help partition the country following the Japanese occupation, beginning the American occupation of South Korea. One month earlier Soviet troops had entered North Korea to begin their own occupation, with the aim that both occupations would be temporary in order to aid the reunification of the country. Which just proves that some things never change.

Other useful phrases to throw in to conversations with others watching avidly in the pub are “That was never straight!” any time the ball is thrown in at either a lineout or scrum, “Come on, that was clearly a forward pass!” or “That was never forward!” depending on if it was the opposing team or England that wasn’t penalised or not, although this does require actually watching the game; one thing to never say is “Unlucky! Only just over the bar, better luck next time.”
