hua hin, THAILAND An announcement by Hua Hin’s Mayor, Mr. Nopporn Wutthikul, in the last week over plans to try and improve water supplies to drought hit areas of the town coincided with an angry protest by residents living near the luxury MahaSamutr residential project over the apparent preferential treatment they were receiving. The Mayor announced a proposal to the Hua Hin Municipal Council of a 25-million Baht program to solve water shortages in the summer months. The proposal includes increasing water production to 300 cubic metres per hour at Khao Lang Water Plant in Hua Na, for residents of Hua Na, NongKae and Saphan Khee Lek to have sufficient water, and the construction of a water production plant in Bo Khaem, ChaAm to produce 500 cubic metres of water per hour, serving residents in Bor Fai, Samor Phrong and on the eastern side of Phetchakasem Road. His proposals have been approved, although no dates have been announced for when the work will be finished. In the meantime, the residents near MahaSamutr filed a complaint with the police over its possible misuse of water - the development contains a 72,000 sqm lagoon, while the tap water service was disrupted in many households last week. However a spokesman for the Pranburi Provincial Waterworks Authority who supply that area, said that the lagoon and the distribution problems were unrelated; “It was because our pipes were broken,” said Puttipat Teeravetvikul from the authority. “There was a problem, but it was not related to the project.” He added that MahaSamutr only required a large amount of water to fill its lagoon once. After that, they agreed to allot 60sqm daily to replace evaporation for about 200,000 baht each month. Mr Puttipat also assured residents that there would be enough water to cope with the dry season this year, although he conceded that next year may be a problem if there is not enough rainfall.

A section for all you budding etymologists where each week the origin of a word or phrase is investigated. This week it is..... Don’t throw the baby out with the bathwater Don’t discard something valuable along with something undesirable. Proverbs are intended to pass on popular wisdom and are frequently expressed as warnings - ‘don’t count your chickens’, ‘don’t look a gift horse in the mouth’ and so on. To that list of don’ts we can add the odd-sounding ‘don’t throw the baby out with the bathwater’. Sadly, any discussion of the origin of this proverb has to refer to the nonsensical but apparently immortal email that circulates the Internet ‘Life in the 1500s’ (or 1600s, as some variants have it). One of the claims in one version of that mail is that “in mediaeval times” people shared scarce bathwater and by the time that the baby was bathed the water was so murky that the baby was in danger of being thrown out unseen. Complete twaddle, of course. What is unusual about this phrase is that, quite by chance, the mischievous author of ‘Life in the 1500s’ hit on a correct date - the proverb did originate in the 1500s. ‘Throw the baby out with the bathwater’ is a German proverb and the earliest printed reference to it, in Thomas Murner’s satirical work Narrenbeschwörung (Appeal to Fools), dates from 1512. Murner wrote in German of course, but we hardly need a translator as he was good enough to include a woodcut illustrating the proverb. The expression was part of everyday German language from then onward (as ‘Schüttet das Kind mit dem Bade aus’) but didn’t emerge in English until the 19th century. The Scottish philosopher and German scholar Thomas Carlyle was well acquainted with German proverbs and translated it in an essay denouncing slavery entitled Occasional Discourse on the Nigger Question (written in 1849 and published in 1853):

And if true, it is important for us, in reference to this Negro Question and some others. The Germans say, “you must empty-out the bathing-tub, but not the baby along with it.” Fling-out your dirty water with all zeal, and set it careering down the kennels; but try if you can to keep the little child! Despite going against the establishment view on slavery that was held in his day, Carlyle wasn’t quite the freedom fighter we might imagine. His analogy compared the dirty bathwater to slavery (to be discarded) and the ‘little child’ to the useful service provided by the slave (to be kept). He suggested that “the Black gentleman is born to be a servant and is useful in God’s creation only as a servant”. What he in fact proposed was that servants should be hired for life and given payment, not kept as slaves. The proverb, in the form of ‘do not empty out the baby with the bath water’, was in general use in English from the late 19th century onward.

and back Mags Meanderings: From Som Tam To Mushy Peas compare and contrast Back in October 2014 a pilot scheme was quietly launched in Holbeck, a run down industrial area of Leeds. The scheme aimed to establish a designated zone for sex workers, and to enable them to access the justice system more easily. 15 months on, in January this year, the Street Sex Working Managed Area, as it is known, became a permanent fixture in the city. Exempted from the UK’s soliciting and kerb crawling laws between the hours of 7 pm and 7 am, the scheme still isn’t perfect, and has received some mixed reviews, but you can’t make an omelette without breaking a few eggs. To their credit the Leeds police and outreach workers had recognised the need for sex workers to be safe, to be able to build trust between them and the police, and to feel more able to report crimes against them. Perhaps most importantly to know that those crimes would be treated seriously, and without the stigma - and danger of unwanted publicity. Unfortunately though the Holbeck area has become a magnet for the media, film crews and voyeurs, and the last thing sex workers and kerb crawlers want is to see themselves in the local rags or on TV. But Holbeck has a not so secret weapon in the shape of a law graduate who is also a sex worker and campaigner, and who has herself experienced the kind of backlash that media exposure can bring. She believes that in spite of some teething troubles the managed area is a step in the right direction towards full de-criminalisation. Another issue identified as a problem is the working hours defined for the women of Holbeck. By conforming with those traditional night time hours, favoured in the UK by sex workers and their customers alike because they are less visible to the police in the dark, some dangers still remain. And the sex workers themselves have noticed a reduction in police presence on the

streets which is thought to be due to the lack of a need to make arrests. There are calls for the area to be run on the Zurich model, with drive in ‘sex boxes’ where the business can be done more safely. But despite some teething troubles the scheme does seem to be signalling a change in attitude, albeit a slow one, towards the management of the UK sex trade. One change comes in the form of new draft guidance being issued by the National Police Chiefs’ Council, which recommends that police treat sex workers as ‘potential victims of crime’ rather than as offenders. Something which Leeds police have already found to work, with 60% of known attacks on sex workers now being reported to them. Sadly though a strategy that may not go down too well with police in Hull, where the number of reported attacks stands at zero. The difference between the two cities is that Hull has a zero tolerance policy towards sex workers, who are quite literally driven from pillar to post, and where names and pictures of sex workers have appeared on the front page of the local rag. Hardly the kind of environment likely to encourage workers to run to the police when they are attacked. But with Amnesty International also campaigning to decriminalise all aspects of consensual sex work it seems likely that Hull will sooner or later have to toe the line. LEICESTER City FC has carried out emergency works on its bandwagon following an unprecedented number of passengers.
