focus on extra charges in restaurants hua hin, THAILAND While it has not been reported to AWOL since we have been publishing, it appears that there is a problem in Thailand with restaurant service charges being added without customers being aware of them.

The Department of Internal Trade says it will summon a meeting with the Thai Restaurant Association to discuss the issue of service charge collection in its move to mandate all restaurants to display service charge on their menus.

Somsak Kiattichailak, the director-general of the Department of Internal Trade stated this week that the meeting is aimed at ordering all restaurants to put up clear signs indicating the amount of service charges that will be billed to their clientele on top of charges for foods and drinks. Mr Kiattichailak added that this is to ensure fairness for customers, and in future diners will be able to refuse to pay service charges if any restaurant fails to comply with this requirement.

The issue of service charges is one that divides many people, dependent largely on the culture that they have grown up with; it also depends on whether the establishment imposing them is passing them on to their staff.

Most patrons believe that any service charge or tip should go wholly to the staff, but many suspect that percentage charges added to bills end up in the owners’ pockets, and it appears that it is common practice in Thailand that these charges are not publically displayed.

Tipping is not a common practice in many countries, and is often only done by customers who feel that have had service which has been exceptional; but in some other countries it is the norm, regardless of service received, so it is understandable that some places will add a set percentage service charge, and a policy to have this clearly displayed by all is a good move.

An even better move would be that it was mandatory for this charge to be given to the staff.

Most people from Western countries are well used to fairly comprehensive and strict laws regarding consumer’s rights, and it can come as a quite a shock the first time they try to return a faulty or wrongly purchased item in Thailand, although some retailers are better than others in this respect.

Western retailers generally see the advantages of not only abiding by the law but actually going beyond their legal obligations on many occasions, with the belief that keeping a customer happy will mean repeat custom from them.

The Thai law regarding consumer rights is the Consumer protection Act, B.E. 2522 (1979), but this does not appear to codify any rights similar to laws in, for example, the UK or US, with regard to faulty or wrongly bought items.

Most retailers will actually allow the return of goods within a fairly short timespan, normally seven days (with proof of purchase), and depending on the item, sometimes beyond that but only acting as a conduit to the manufacturer.

Repairs are often offered for faulty items, but these frequently mean being without the item, especially

anywhere outside Bangkok, as the items normally need to be sent to Bangkok. Hua Hin is gradually getting more service centres for major name electrical brands, but some product areas are not covered at all, notably computer hardware, which always needs to be sent elsewhere if requiring ‘official’ servicing by the manufacturer.

A similar problem is often experienced with products like water pumps and ceiling fans that carry long warranty periods from the manufacturer on their motors - it will often be a long battle to get these warranties honoured, not because of the manufacturer, but because it is often hard to find the right person to contact, and then the long time it often entails to get the work done - many people give up and purchase a complete new replacement!

Quite a lot if you happen to be a celebrity. Or more to the point if you are a celebrity choosing a name for one of your children, when anything goes, and the more creative the better, as we have seen with the children of Brad and Angelina.

The Jolie/Pitt children have been thrown into the spotlight by the announcement of what could become one of the biggest divorce cases in show business history. Not just financially, but also potentially a painful custody battle for all concerned. The sad thing is that the six assorted children didn’t do anything to deserve what is happening to them, any more than they deserved some of their given names, which include Zahara, Shiloh and Pax. Nor did they ask to be part of what seems to be a social experiment in how to raise children to become model citizens of the world, by including trips to war zones as part of their education. A pretentious sounding ideal which thankfully only the rich and famous can aspire to.

Less wealthy but still up there in the fantasy world of naming children is celebrity chef Jamie Oliver, whose brood are known as River Rocket, Poppy Honey, Daisy Boo, Petal Blossom and Buddy Bear. It makes you wonder what magic ingredient the Olivers use in their cup cakes doesn’t it?

Of course strange names are nothing new in the world of famous people. Back in 1971 David Bowies’ newborn was named Duncan Zowie, and was known as Zowie until he grew up and chose to be known simply as Duncan. And in 1975 Bowies’ friend Marc Bolan (of T Rex) named his son Rolan, a name he has stuck with ever since.

Back to the real world, and Bangkoks’ aim of ending this year with a record number of 30 million tourists.

If that sounds like a lot, it is. The 2015 figure for tourists visiting the UK was just over 36 milion, which reflected a steady increase over the last 10 years. Of course the UK is an easier place for tourists to get into, with access by direct flights from 100 other countries, not to mention the channel tunnel, the Shengen agreement, and reliable North Sea ferry services. But with increasing tourism from China to Thailand who knows what is possible?

So it is re-assuring to see that Bangkok is taking it’s traffic problems seriously, and has realised that it has too many cars on the roads. A conclusion which was reached last week at a large meeting of police, business people and others of note, which resulted in the establishment of 5 committees whose aims will be to look into what can be done.

Each committee will look at one specific area - law and enforcement, road maintenance, public transport, the role of technology, and public relations. And I can already hear you anticipating what the findings of each committee will be. Traffic laws need to be enforced, roads need to be maintained, traffic lights and cameras should work properly, more people should use the subway, and drivers should be asked nicely to car share.

One mode of transport you will all be familiar with was unveiled to the public for the first time on September 30th 1968. It was the Boeing 747, without which many of us would never have known Thailand in the first place.

england Sam Allardyce has denied being paid the ‘insultingly low’ sum of £400,000 for his frankly tremendous opinions today.

The famously modest and self-effacing Allardyce, who is accused of accepting cash to advise people on how to avoid transfer rules, denied the claims saying that the ‘thinks in my head’ are worth many millions of pounds and he’s insulted anyone thinks he’d work so cheap.

“I was getting millions for managing the England team and that’s mates rates,” he told us in a statement.

“I’m that good at knowing football stuff it’s worth way more than what they’re saying I took,” he said with characteristic humility.

Allardyce has apparently engaged the services of Harry Redknapp’s dog, Rosie, in a bid to help him avoid similar charges to those faced by Redknapp in 2012. Ironically, Redknapp has emerged as a favourite to succeed Allardyce as England manager now ‘Big Sam’ has been relieved of his duties.

Pundits have noted that Allardyce has left the England job with a 100% win record, making him the best coach the national team have ever had.
