‘ENTERTAINMENT’ CAN RESUME FROM MIDDLE OF NOVEMBER

•It’s•not a phrase that is often heard in Thailand, but the Thai government’s announcement that normal HUA HIN

entertainment activities can resume from 14th November, at the end of the 30 day mourning period for His Majesty the King, is absolute common sense. It was completely right to have a respectful and sombre period of reflection for the Thai people, and others, to mourn such a great loss, and we can only praise Thailand and it’s people and government for how they have handled this . The decision taken by the Cabinet on Tuesday, specified nine categories of entertainment activities: National festivals (e.g. Loy Krathong, Christmas, New Year and Chinese New Year), Provincial festivals (e.g. Red Cross fair,), Provincial-level economic promotion activities (e.g.bull-fighting, walking street festival), Entertainment activities (e.g. Likae, Lamtad, music festival, contest and movie show), Nightlife entertainment venues (e.g. nightclubs, pubs and bars), Activities in hotels (e.g. conferences, parties), Concerts, Cultural and traditional activities (e.g. thod kathin merit-making, pha pa, weddings and ordinations) and Sports competitions. However, organizers of activities in these categories must take into consideration the regulations governing the activities and suitability. We would encourage everybody to continue observing the remainder of the mourning period appropriately, however, and not jump the gun, unless they have special permission to do so.

AREA 555 “At that price, you can keep the story, old man,” he replies, “but I’ll take the bronze rat.” The transaction complete, the tourist leaves the store with the bronze rat under his arm. As he crosses the street in front of the store, two live rats emerge from a sewer drain and fall into step behind him. Nervously looking over his shoulder, he begins to walk faster, but every time he passes another sewer, more rats come out and follow him. By the time he’s walked two blocks, at least a hundred rats are at his heels, and people begin to point and shout. He walks even faster, and soon breaks into a trot as multitudes of rats swarm from sewers, basements, vacant lots, and abandoned cars... following him. Rats by the thousands are at his heels, and as he sees the waterfront at the bottom of the hill he panics and starts to run full tilt. No matter how fast he runs, the rats keep up, squealing hideously now not just thousands but millions, so that by the time he comes racing to the water’s edge a trail of rats twelve blocks long is behind him. Making a mighty leap, he jumps up onto a lamp post, grasping it with one arm, while he hurls the bronze rat into San Francisco Bay as far as he can throw it. Pulling his legs up and clinging to the post, he watches in amazement as the seething tide of rats surges over the breakwater into the sea, where they drown. I’VE GOT THE POWER The ‘virgin’ expat to Thailand is always going to encounter some unexpected and apparently inexplicable behaviour by the locals, as well as equally puzzling happenings involving the infrastructure of the country, most notably the various utilities. While power cuts obviously happen all over the world, due to a variety of things, the sheer number of them generally in Thailand is much more than most have encountered. The sometimes extreme weather is part of the reason, but most people can accept that without too much question, as it is understandable. However, given that the price of electricity here is relatively high in comparison to other utilities, the frequent ‘brown outs’ and extremely brief blackouts start to become a severe inconvenience and a major irritation. Unless you invest in Universal Power Supply units for your most delicate electrical appliances, such as computers, the frequent power outages and fluctuations in voltage will eventually do serious damage to your equipment... and despite the UPS boxes being designed to cope with this, they also sometimes stop working due to the frequency of these electrical disturbances. On the issue of the voltage fluctuations, which are obvious if you ever use a toaster regularly, as the same setting will either burn your bread to a crisp or barely warm it on occasion, we have never heard a satisfactory explanation to explain them. The power cuts can be for something as simple as a tree swaying in the wind and pushing or pulling the cables, or some creature, most often a snake, coiling itself somewhere it shouldn’t. However most of it comes down to poor quality of

either installation, equipment or maintenance, and this will likely never improve unless customers start reporting and complaining. There is a central call centre (call 1129) for the PEA (Provincial Electricity Authority) and customers should make a point of calling them whenever there are power cuts - the call centre has English speaking staff, more so than the local office, and after your first couple of calls will have your name and address details which speeds the whole process up, and to be fair to them are very helpful and sympathetic. Your calls will help them identify where the problems lie in the infrastructure, and hopefully over the long term, help them address the problems, whether they are individual to your home or apply to the whole area. In a future ‘Life On Mars’ we will be returning to the subject of electricity, and in particular the so far missed opportunity of solar power, but also the problems in finding electricians who know what they are doing...

THE DANGERS OF DEMOCRACY Anyone who is familiar with Thailand, and especially with Bangkok, will be able to identify scores of accidents waiting to happen. The strange thing is that when an accident does occur it can actually come as a bit of a surprise. LIke the crane which collapsed onto a sidewalk on Sukhumvit Road last week. Maybe it’s because we are programmed to anticipate danger from traffic, trains, floods, fires, electricity supplies, elephants, snakes, and anything at all on Patpong. It just goes to show that you can never be sure what is around the corner. And the good people of America still can’t be sure what will happen in their Presidential election next Tuesday. Back in 1980, on November 4th, the Republican candidate Ronald Reagan won a landslide victory over Jimmy Carter. Reagan was a rarity in that the majority of US Presidents emerge from the ranks of high office in government or the military rather than Hollywood. Nevertheless Reagan is considered by many to have been one of the best Presidents ever. Whether another candidate without the traditional credentials will end up in the Oval Office remains to be seen, and Tuesdays’ vote isn’t even the end of it all. Which is where the whole thing becomes very confusing for many of us who are used to a straightforward first past the post electoral system. So as one such dumb Brit, who has followed the Presidential campaign this year since the Primaries, I thought I’d better try to suss it all out. The first thing about a Presidential election is that it takes forever, beginning in February with the Primaries, where votes for the candidates are cast State by State. Even that isn’t as simple as it sounds, because a small number of States use the ‘caucus’ system of balloting, in which small groups of voters gather together and argue the pros and cons of each candidate with the aim of all reaching the same decision. We can probably gloss over that one. After a few months the clear front runners emerge and are officially nominated as candidates at their respective party conventions. The candidates then each reveal their choice of prospective Vice President. Each candidate also has their own Electoral College members who are chosen by their party. If it then went straight to a country wide election we non Americans could cope with the concept, but of course it doesn’t. There are many more weeks of campaigning, and that Electoral College to get our heads around.

The Electoral College is a process. It is made up of 538 members, equivalent to the number of Congress members, who are allocated to States based on the number of existing Congress members each State has, and on Tuesday it will be Electoral College members who people will be voting for - not one of the Presidential candidates. It will be the College member in each State with the most votes who wins the right to combine all the Electoral College votes in their own State together and put them on the Presidential candidate of their own choice. The winning College member isn’t even legally obliged to vote for the Presidential candidate of his/her own party, which may help to explain why, especially this year, so many Americans have seemed so willing to change sides. They are actually voting for the voters who in theory can do their own thing. This system is said to be a compromise between the election of a President by the people or by Congress, which on the face of it seems reasonable. The US is a huge country with very diverse needs, and its leader is arguably the most prominent and influential figure world wide. Whether the US system can really be called democratic though is open to debate, and whether that actually matters this year is equally debatable. The Electoral College needs 270 of its 538 votes to win, a margin of only two votes, which in Britain would be met with howls for a re-count, and whoever is elected as President won’t be inaugurated until January 20th, shortly after the Electoral College votes have been formally counted before Congress. By then the whole process will have taken almost a year. Let’s hope it will be worth it.
