Covering both public and private lands, a land use plan starts from the uplands-to-lowlands-to-coastal ecosystems of the watershed/ sub-watershed system where the LGU is located. The detailed implementation of the enhanced CLUP’s strategic vision, objectives and directions is then presented through the various local development plans such as Comprehensive Development Plans (CDP) and sectoral/ thematic plans within the LGU’s area or shared area with other LGUs.

1 What is a Comprehensive Land Use Plan (CLUP)? Comprehensive Land Use Plan (CLUP) – is a technical document embodying specific proposals and strategies for guiding, regulating growth and/or development that is implemented through the Zoning Ordinance. The main components of the Comprehensive Land Use Plan in this usage are the Land Use Plan Zoning Ordinance and sectoral studies including Demography, Ecosystems Analysis (Terrestrial and Coastal), and Special Area Studies such as Climate Change Adaptation, Disaster Risk Reduction and Management, Ancestral Domain, Biodiversity, Heritage Conservation and Green Urbanism.

3 What is it for? CLUP ensure not only the bottom up and participatory aspect of the land use policy but more importantly integrating local and community land use priorities with the national and regional priorities. The Comprehensive Land Use Plan (CLUP) shall determine the specific uses of land and other physical and natural resources, both private and public, within their territorial jurisdiction including urban and urbanizing areas, areas co-managed with the national government and, as appropriate, management plans for ancestral domains, critical watersheds, river basins, and protected areas. The CLUP shall delineate actual boundaries on the ground within the territorial jurisdiction, embody the desired land use patterns of the city, municipality and barangay, translate and integrate sectoral plans, and provide appropriate policies for the detailed land uses within the four land use policy areas.

How do local government units benefit with CLUP? Comprehensive Land Use Planning (CLUP) is a constitutionally supported undertaking of the State. The State declares its land use policies and principles in terms of relation to national economy and patrimony as well as its police power for the promotion of public health, public safety, public interest, public order, and general welfare.

Zoning is concerned primarily with the use of land and the governing regulations on its use such as population density, imposition of building heights, bulk,open space and other development regulations in a given area.

Section 20 of the Local Government Code also states that “The local government units shall, in conformity with existing law, continue to prepare their respective Comprehensive Land Use Plans enacted through zoning ordinances which shall be the primary and dominant bases for the future use of the land resources.�

Zoning is the division of a city/municipality into zones or sub-zones (e.g. commercial, residential, industrial, institutional, agricultural, forest, etc.) according to present and potential uses of land to maximize, regulate and direct their use and development in accordance with the Comprehensive Land Use Plan. It takes the form of a locally enacted ordinance which provides, among others, regulations affecting uses allowed or disallowed in each zone or sub-zone, conditions for allowing them, and procedures on evaluating deviations.

Who are involved in the CLUP process?

Republic Act 7160 (Local Government Code of 1991) provides the mandate of LGUs on local planning, legislation, implementation, including budgeting, and monitoring.

Executive Order 72 was issued providing for the preparation and implementation of the CLUP by the local government units and for the review and approval thereof by the HLURB and the Sangguniang Panlalawigan.
