CARLTON OVERVIEW

Carlton is one of the suburb in inner Melbourne city that has rich history in it. From Australia Gold Rush in 1850s that makes people came to Melbourne,and built many camp near Carlton itself. Due to that issue, the government who incharge of the development, created many neighbourhood around Melbourne and one of that neighbourhood is Carlton. By following Hoddle grid, Carlton is planned neighbourhood that have many interesting places in it.

There are three major influence in Carlton such as University of Melbourne which has been built by Redmond Barry. Also Carlton Garden that have exhibition building which became the oldest heritage buidiling in Carlton. Another influence beside heritage building in Carlton is Italian people. Because in the great migration in Melbourne, there are many specific ethic that sprawl around Melbourne neighbourhood. Greece people and Italian people migrate to Melbourne and create community in Carlton, which until now the little Italy still become the destination for people around Melbourne.

Because of the slum problem many neighbourhood in Melbourne, in 1970s Melbourne City Council decide to act and create Social Housing in several places around Melbourne. Carlton social housing is one of them. This tower design, it seems to adopt from Le Corbusier concept of Radiant city. Therefore there is no problem at the moment.

However, in the present time, the built form like social housing is not a great design for Carlton, because this built form will promote crimes and drug users. Therefore, Carlton need some changes to increase passive surveilance in the neighbourhood

From the demographic data, it is clear that people who lives in Carlton is International citizen who studied in the University, but some of them is working in the city so they did not need a car to go to work. Perhaps, they did not have cars because many of the people in here are still in the young age and still not married. Therefore, the issue that Melbourne city Council face is the temporary people who live in Carlton, and the opportunity is the diversity of people who lives here.

People who visit Carlton, usually know Carlton only by Lygon Street and Carlton Garden. People did not have any clue about other places in Calrton. Therefore, people usually attract to commercial district and garden or park. This statement, leads to a conclusion for future Carlton. With the knowledge that people in Carlton usually go to commercial district and garden, and also opprtunity to renovate social housing, by using diversity as the tools for growing. It is very good opportunity to enhance commercial activity and source: Department of Human Service garden in the social housing and to connect all the destination place in Carlton together

VISION OF CARLTON

To make the identity of Carlton more stronger through the Social Housing, both commercial place and open space must be combined and create new development to make Carlton social housing become the new attraction of Carlton Neighbourhood. Not only enhancing commercial uses, but also make mixed uses development and connect open spaces around Carlton to gather people from outside Carlton to come to the site. This development also will use community engagement as the foundation of the project to enhance diversity in the site and give it back to the society by celebrating cultural differences.

THE NEXT STEP Carlton Community Connection Urban Design Framework details project will be achieved within 20 Years. By identify key issue in Carlton, create series of objectives to answer the issue, and produce framework, Carlton will become sustainable neighbourhood that enhance diversity as a tools to grow

There are many issue by looking from the section: In drummond street, there is open space in the middle of the street, but this open space only soft scape.

VISION STATEMENT

In Cardigan street, and basically in every street that connect east and west, the majority of street uses is only for parking, which making the street lack of activities. eventhough, there is bicycle route, but people won’t go through, due to safety.

The majority of street uses also conquer by cars, and the raltionship between pedestrian, streets, and building block are not so good because of physical boundary in the site(Fence or unfriendly topography). Because of the social housing scale to the street,

it makes this place lack of passive surveilance and unfriendly environment to pedestrian

2.0 REGENERATE BUILT FORM TRHOUGH THE DESIGN

Create limitation of parcel block in commercial zones built form by 6-8 metres (width), so pedestrian can feel more comfortable. (This guidelines did not applied for cornered building).

Set back for the new development in Drummond street should be 4-5 meter for the 3rd and 4th level and 8-10 meter for the 5th and 6th level (See the Drummond street section)

Increase the transparency of interfaces in the ground floor area with various kind of transparent interfaces (See the precednt image 2.3)

Provide permeable design of building in the ground floor, so people in ground floor can go through the building. No gated communities.

Provide podium with maximum of 4 storeys and provide balcony in the social housing to increase passive surveilance in the area.

6.0 IMPROVE CONNECTION OF MOVEMENT AND OPEN SPACES 6.1

Priorities pedestrian and cyclist access within and outside the precinct by making wider pedestrian and cyclist line in the street that have minor cars activities.

By relocated the bus stop and tram stop in here, people will notice the differences of the site and can promote the new development of the site

Remove the traffic lights to slowing down the traffic flows in the minor street and reduce the speed limit to 20 - 30 KM/Hr.

After narrowing the street, it will give great opportunities for improving pedestrian and cyclist line, to make people more comfortable.

By removing the traffic light and narrow the street for cars, it will create safe district and also can attract people to have activity in the street.
