Open to all Malaysian citizens only. Design idea must be GENUINE; was never commercialised or exhibited and must not be imitated from designs submitted by participants in previous competitions. Any work submitted found to be plagiarised will be disqualified. MTIB reserves the right to reject any candidate or withdraw any form of awards if the above rules and conditions are not adhered to whether before or after judges’ decision. Each contestant is entitled to submit a maximum of THREE (3) ENTRIES only. SHORT-LISTED candidates will be required to present their design(s) to a panel of judges. MTIB will not be responsible for any preparation materials required nor be responsible for any claims from a third party. All sketches will become the property of MTIB. MTIB is entitled to publish or develop any sketches that have been submitted. Final design(s) are to be emailed to mobili@mtib.gov.my or sent to MTIB on a CD in PDF or JPEG format with minimum resolution of 1280 pixels × 960 pixels. Contents should include: Two 3D illustrations, Elevation drawings (top, front, rear and side) with technical details (description, specification, material, manufacturing technique etc). SELECTION CRITERIA Submitted works will be judged by a panel of judges selected by MTIB and evaluation will be based on the following criteria: Ideas trend and Innovation - Creativity in design ideas, new techniques or redesigning the functional for added benefits. Function - Extend to fulfil usage target, current need and problem solving. Symbolic, emotion and artistic - Design that influence and conveys a certain message to consumers with added value to product. Quality - Sketches to explain manufacturing expediency, material usage, technology and commercial viability. Ergonomics - Balance between consumer interaction and environment friendly product design in terms of comfort, safety and user friendly.

The economic outlook for the Asia region is stable and robust, with growth expected to hold steady at 5.6 per cent in 2015, according
to IMF. Despite slowdown in overall growth, especially for China, and the weakening of Asian currencies against the US dollar, Asia remains a growth leader. While property launches may be scarce on the back of a slowing economy, there is no shortage of activities in other areas of the building industry. For instance, Doubletree Hilton (p16) announced plans for their first resort in Malaysia while the recently concluded Archidex exhibition drew even bigger crowds with a record number of exhibitors (p26). A GROUNDBREAKING CEREMONY was held recently for Aedas-designed Tebrau Waterfront Residences and Resort Development, signalling the start of phase one development for the project. Located along the coastal waterways of the Straits of Johor in Malaysia, the new township raises the bar for waterfront living and will be the latest international flagship development of Iskandar Malaysia, following the success of Puteri Harbour and Medini Precincts in Nusajaya. The integrated community development consists of high-end residential apartments and waterfront villas which are complemented by commercial and retail buildings. A resort hotel with its own exclusive marina adds a definite touch of prestige to the development. PANTAI HOSPITAL Kuala Lumpur (PHKL) was established in 1974 and is a pioneer private tertiary hospital in Malaysia. BOUTIQUE DEVELOPER Trinity Group Sdn Bhd, is all set to deliver its current project in the Klang Valley called Zeva @ Equine South this year. Located at Seri Kembangan, about 28 km south of Kuala Lumpur, the mixed development comprises 446 service apartments, 320 studio apartments and 12 shops and retail boutique units. The project is built on 3.7 acres of land with a GDV of RM282mil. Zeva @ Equine South is strategically located with accessibility to Kuala Lumpur and Petaling Jaya via major highways such as the Damansara-Puchong Highway and South Klang Valley Expressway. There are also new proposed highways that will increase connectivity to the area including the Kinrara-Damansara Expressway (Kidex) and Serdang-Kinrara-Putrajaya Expressway (SKIP) which is due for completion in 2016. When the project was launched in 2012, it was targetted at first-time home buyers, young families and working professionals. The average price for the serviced apartments then was just RM380psf. Zeva @ Equine South is Trinity Group’s first integrated development in the Seri Kembangan area. The company, with a 10 year history, was founded by Datuk Neoh Soo Keat, a town planner turned developer and entrepreneur. The Klang Valley-based developer has a paid-up capital and shareholders’ fund of RM85mil as of financial year 2014.

Architecturally, the development embraces the design concept of a modern tropical and contemporary architecture. A common form is adopted for the whole development to create uniformity. At each alternate level of the residential and SOHO blocks, a generous triple-volume sky garden is introduced. The entrance to the development is marked by one of the three towers, the 21-storey SOHO block above the seven-storey carpark and commercial podium.

The garden entrance plaza at the junction leads visitors to the lift lobby for the SOHO block. It also serves as the main drop off for the F&B Boulevard. The highlight of the SOHO block is the sky lounge located on the highest floor that has two glass pavilions with see-through cantilevered glass floor. At ground level are 12 units of three- and four-storey shop-offices. The retail units are complemented with full street frontage and ample car parking space. Above the seven-storey carpark and commercial podium is the recreational floor where the swimming pool, garden and other facilities are located. The recreational area is surrounded by three tower blocks that shade the area and protect residents from the harsh tropical sun. The gaps between the towers also create a wind-tunnel effect that ensures a constant breeze to cool the area. Zeva @ Equine South is designed by Kun Lim Architect, a firm headed by brothers Lim Kun San and Kun Lim. Kun San manages the

DoubleTree Resort by Hilton Penang to open in 2016 Resort will also feature TeddyVille, Malaysia’s first teddy bear gallery and museum. MALAYSIA WILL soon have its first Hiltonbranded resort following an announcement of the initiation of DoubleTree Resort by Hilton Penang on 16 June 2015. The project, which comes as the product of a collaborative effort between Pinnacle Nexus Sdn Bhd, a member of Cornerstone Partners and Hilton Worldwide, is expected to see completion in the final quarter of 2015. The hotel’s grand opening will be held in early 2016. The announcement was held in Penang in an event attended by chief minister Lim Guan Eng. Also in attendance were Dato’ Daljit Singh Dalliwal, advisor to the Minister of Tourism and Culture Malaysia, Danny Law Heng Kiang, exco member of the Penang State Tourism Development and Culture Board, and Dato’ Seri Nazir Ariff, vice president of the Majlis Dato’ Dato’ Pulau Pinang, among others. “Penang’s rich heritage and strong cultural presence has earned it the UNESCO 16 Building & Investment | www.b-i.biz

Built with an estimated GDV of RM230 million, the introduction of DoubleTree Resort by Hilton Penang also marks the first Hilton-branded resort in Malaysia. In a presentation entitled “Conservation of the Heritage of Wood in Malaysia: Current State and Future Tasks”, he shared his knowledge, extensive experience and passion for an integrated approach to preserve historic buildings of West Malaysia. Citing first-hand accounts of his remarkable work on the preservation of the Cheong Fatt Tze Mansion, Penang, Cheng Hoon Teng Temple, Melaka and Sultan Abdul Samad Building, Selangor, to name but a few, Ar Loh examined the issues and challenges related to the Malay House and Southern Chinese Historic Buildings, where wood forms a major part of the building fabric. In general, these include: s bias towards wood as an “impermanent” building material and shift/preference towards (relatively cheaper)modern materials;
s
limited professionals and knowledge of traditional design and construction techniques, in a trade where craftsmen, working with hand tools or otherwise, have become rare leading to loss of skills; lack of documented research and systematic records on use of wood; economic policies that create massive urbanisation that encroaches on and threatens the legitimacy and value of timber buildings of cultural importance.
The time is now, Loh reckoned, if heritage of wood in Malaysia is not lost irreversibly, that we need to re-focus (on use of timber), plan and institute strategies and rescue programmes aimed, among others, at: (i) continuity of skills and traditions, e.g., in the case of Southern Chinese historic buildings, exchanges with artisans/craftsmen in China; (ii) developing inventory, cultural mapping and records of the traditional use of wood and, possibly, a school of wood; and, (iii) emulating best practices in conservation in other countries. BMDAM 38th Annual General Meeting Members assured of Association’s support in challenging times ahead.
WITH INCUMBENT PRESIDENT, Mr Yang Kian Lock (Sudut Swasta Sdn Bhd) calling the assembly to order, the 38th Annual General Meeting of the Building Materials Distributors Association Malaysia (BMDAM) convened on 25th June 2015 at its premises. In his keynote address, Yong reiterated that Association’s quest for increased enrolment is on-going with the aim to swell its current membership from 150 to, possibly, 500. However, in encouraging those looking to join, the Association will “need to offer value” to membership aside from “unfailingly representing members to Government” on issues and developments that affect their trade. Notwithstanding GST which is now in force, the President touched on the ASEAN Economic Community (AEC) insofar as members’ preparedness for the establishment of a single regional market and production base. Agreements (of trade, services and investments) under AEC are set to change the region’s economic landscape with its potential opportunities and, more importantly, challenges. In these and other areas, the Association serves to assist through seminars, workshops and interactive exchanges and, to this end, the President made the call for members to “stay united in facing these challenges.” In presenting the audited Statement of Accounts for the period
ending 31st December 2014, Honorary Treasurer Mr Yee Khee Tong (Chin Ho & Co. (Malaya) Sdn Bhd) remarked that whilst the Association is “financially sound”, BMDAM will continue to explore existing/other sources of revenue, e.g., enrolment of new members. Following the election of Mr Ng Chin Kuan (Posim Marketing Sdn Bhd) into the Executive Committee, to replace Mr Lim Ann Kok (All Build Sdn Bhd), floor discussions ensued on issues that included: (i) conditions and eligibility for associate membership in BMDAM; (ii) upgrading of BMDAM’s website/ online capabilities to better serve its members, e.g., dissemination of notices and information; and, (iii) compliance procedures for building materials that are locally-manufactured (PPS certification) and imported (requiring COA, i.e., Certificate of Approval ). In the interest of its members, BMDAM recently hosted, jointly with Malaysia Steel and Metal Distributors Association (MSMDA), a briefing (taklimat) by the Construction Industry Development Board (CIDB) on ACTA 520 (see article below) with regard to compliance procedures for locally-manufactured and imported building materials. (Note: Liability for non-compliance is a fine of RM10,000 up to RM500,000). Q

ENACTED BY PARLIAMENT in 1994 and amended 2011, Act 520 defines and empowers the Construction Industry Development Board (CIDB) as the authority to “regulate the conformance of standards for construction workmanship and materials.” It is a control and enforcement mechanism that aims to improve/ ensure high construction quality and use of quality construction materials and products, locally manufactured or imported, which is at the core of Building Materials Distribution Association of Malaysia (BMDAM)’s stock-in-trade. These and more were spelt out to BMDAM members at a special briefing by Puan Nor Hamiza Zahar, CIDB Construction Materials Division Manager, on conformance for locally-manufactured materials/products as opposed to imports. What the Law Says Act 520 provides that, under Section 33C(1), that “the Lembaga (CIDB) shall, in the manner determined…certify the construction materials used in the construction industry and specified in the Fourth Schedule” and that “a person shall not deal or undertake to deal, whether directly or indirectly, with the construction materials specified in the Fourth Schedule unless the construction materials have been certified by CIDB” - Section 33D(1). Non-compliance is deemed an offence for which the liability, on conviction, is a fine of not less than RM10,000 but not more than RM500,000, under Section 33D(2), and, Section 35C(2), “search and seizure of any construction materials, equipment, instrument, book, record, document, computerised document,

article or other thing that is reasonably believed to furnish evidence of the commission of such offence.” Enforcement Concept Enforcement, of quality conformance for materials, local and imported, is two-pronged, namely: s “enforced”, i.e., materials/products listed in Schedule 4 (Act 520) require CIDB’s Certificate of Standards Compliance (PSS), priority being adherence to Standards Malaysia (MS), as affecting the “integrity of structure or function of construction works, whereby they pose a threat to public safety as well as materials/products that may impact the environment negatively.” For imports, consignments require verification at Malaysian port of entry for issuance of Certificate of Approval (CoA) by CIDB in line with Customs (Prohibitions on Import) Order 1998 (Amendment 2012), preceded by sampling, laboratory testing and inspection of overseas factory for the purpose of Product Certification (PC). s “voluntary”, i.e., materials/products not listed in Schedule 4 (Act 520) require inspection, verification of quality and factory/product registration - refers also to imported materials (for local manufacture) as well as products that are exported overseas. Regional show Archidex returns with more exhibitors and larger space Event in Kuala Lumpur attracted 34,000 visitors from around the world. Partnering towards Environmental, Safety and Health Excellence Sunway Construction Group pens MoU with CIDB to adopt SHASSIC for its projects to raise safety and health at construction worksites.
THERE IS LITTLE comfort in knowing that, for 2014, 2,591 cases of accidents in construction sites were recorded, with 72 fatalities, as compared to 4,667 in 2010 (Source: Department of Safety and Health - DOSH) – the bottom line is people continue to suffer injury in unsafe workplaces. Further, 74% or 292 out of 392 of construction sites inspected in 2014 by DOSH and Construction Industry Development Board (CIDB) have proven to be breeding grounds for the Aedes mosquito. In addition, construction sites do not provide proper amenities for workers, resident or otherwise, compounded by social issues, or ills, of discord, disputes, hooliganism and other misdemeanours. In addressing these maladies and striving continually to inculcate worldclass Environmental, Safety and Health (ESH) standards at all its project sites, the Sunway Construction Group Berhad launched its annual Sunway Safety Week on 1st July 2015, for the fourth consecutive year. A brainchild of the company’ senior management, the Week aims to “establish a platform for effective communication and promotion of ESH good practices with all business partners” through: s ensuring that business processes are compliant with legal requirements; s nurturing a safe and healthy workplace; s cultivating workplaces that practise world-class ESH standards. Infrastructure projects to drive construction industry in Norway
Base on recent report by Timetric’s CIC, Norway’s construction industry will continue to expand for the coming five years. ACCORDING TO A recent report by Timetric’s Construction Intelligence Center (CIC), Norway’s construction industry will continue to expand over the coming five years, with investment in transport infrastructure projects continuing to drive growth. Under the government’s fourth National Transport Plan (NTP) 2014–2023, a series of infrastructure projects will be launched with an investment of around US$86.5 billion. The Norwegian Ministry of Transport and Communications has proposed total investment in the country’s road infrastructure that will amount to US$53 billion, which includes the development of the national road network and funding to municipal authorities. Accordingly, 1,280km of new trunk roads and 380km of four-lane motorway will be opened. The overall construction industry’s output value rose at an annual average rate of over 7% in real terms during 2010–2014, but there will be a deceleration to 3.9% a year on average in 2015-2019, according to Timetric’s CIC. The construction industry is expected to face risks such as rising labour and construction costs, and activity will be constrained by the relatively weak economic growth picture combined with a slowdown in spending on oil infrastructure. According to Danny Richards, Economist at Timetric’s CIC, “Over the next five years, the residential market will be supported by the country’s growing population, urbanisation and low unemployment. Projections from the UN Department of Economic and Social Affairs show that as a percentage of the total population, the country’s urban population is expected to increase from 79.1% in 2010 to 83.9% in 2030. Importance and development of international arbitration in Asia Pacific region Mr Ernest Yang, partner of DLA Piper Hong Kong shares experiences and concerns in arbitration at talk series hosted by KLRCA.
AS THE MORE expedient and less costly alternative to litigation in court for settling disputes/damages, the International Chamber of Commerce (ICC) defines arbitration as a “flexible, consensual process for resolving business disputes in a binding, enforceable manner.” Contesting parties may appoint one or more individuals (arbitrators) or a tribunal to represent their interest(s) and the substantive decision arrived at is called an “award.” Awards in international arbitrations are not subject to any appeal, with very limited exceptions, and parties to an arbitral dispute are free to agree on whether to use the Rules of the ICC International Court of Arbitration, the rules of another arbitral institution or no rules at all. Helmed by its Director, Datuk Professor Sundra Rajoo, KLRCA, established in 1978, was the first regional centre to provide institutional support as a neutral and independent venue for the conduct of domestic and international arbitration proceedings in Asia. A non-profit, non-governmental and independent international body, it is also the first centre in the world to adopt the UNCITRAL Rules for Arbitration as revised in 2010. KLRCA has since developed new rules to cater to the growing demands of the global business community, e.g., the KLRCA -Arbitration Rules, the KLRCA Fast Track Rules as well as the Mediation and Conciliation Rules, garnering, in the process, the prestigious Global Arbitration Review Award for “innovation by an individual or organisation in 2012”. Against this backdrop, KLRCA hosted, in its evening talk series, a presentation by guest speaker Mr Ernest Yang, partner of DLA Piper Hong Kong, on “The Importance and Development of International Arbitration in Asia Pacific Region.” Listing the availability of various Asian arbitral institutions, e.g., Hong Kong International Arbitration Centre (HKIAC), Thai Arbitration Institute (TAI) and the China International Economic and Trade Arbitration Commission (CIETAC), Yang cited concerns/ experiences in arbitration, e.g.; s choice of arbitral venue, i.e., psychological “home turf” advantage to be avoided, regardless of bargaining position (positive or otherwise); s certainty or limited risk of unpredictable results. Doctrine of precedent to prevail where body of decided cases on similar issues is accessible for reference, confidentiality is safeguarded, availability of experienced arbitrators with both sector and legal know-how and English Law may be “imported” to govern proceedings. Identities and ideas for social and spatial articulation through architecture This year’s agenda at the DATUM:KL conference held during Archidex explored the pivotal role of architects in place-making.
CONVENED RECENTLY AT the Kula Lumpur Convention Centre, the 16th edition of ARCHIDEX, International Architecture, Interior Design & Building Exhibition, is the premier multi-national exhibition and networking event in South East Asia and the construction industry, as a whole. A platform for sharing experiences and expertise, it is a gathering of the region’s fraternity of architects, urban planners, interior designers, developers, academicians, students and other related industry professionals. DATUM:KL, an international architectural design conference, is an integral feature of ARCHIDEX and, for 2015, the central theme is “Place”, defined as “a tangible representation of that intangible society that lives within it, ‘experienced’ through architecture.” Since the late 1960s, place-making has gained “converging interests from a multi-disciplinary perspective” and, as place-makers, architects have taken “diverse tangents explored via the creation of places though the optimisation of technology, the expression of history, memory and nostalgia, the sensitivity of ecology and environment, and the forces of capitalism and consumerism amongst others.” In driving this agenda, DATUM:KL 2015 explored the pivotal role of architects in place-making and how architecture, by constructing new identities for places, can create “new context that offers social and spatial articulations experienced through architecture.”

GIVEN THE NECESSITY to convey/ distribute fluids in residential, commercial and industrial developments, with corrosion and chemical resistance and other factors to account for, the advent of thermoplastic piping has been inevitable. NECESSITY MAY HAVE spawned invention but, as Tom Freston puts it, “innovation is taking two things that already exist and putting them together in a new way” – which is precisely what Far East Paper Products Sdn Bhd (FEPP) has done with paper and building construction. As Malaysia’s leading paper product manufacturer, the company started out in 1976, carving a niche for itself in low-end products such as the core of toilet paper rolls. By 1988, however, with new management at its helm, FEPP initiated a “comprehensive reform” of its product lines and services, from a single product base to the development of three new product lines for industrial use, e.g., high-end paper cores, bobbins and drums, as well as consumer packaging and advertising material. Yet another breakthrough came about a decade later when in 1998, FEPP successfully developed a multi-range of high-shock tolerance and high load capacity accessories for the packaging industry, namely, seamless high-end paper cores, angle bars, edge protectors and paper pallets.

FETUBE from FEPP The reformation process at FEPP delivered yet another innovation, i.e., FETUBE, a paper concrete formwork system that saves construction cost and time whilst giving a finish-free surface. A new product design for the building industry, FETUBE is a convolute type of paper tube comprising multiple rounds of high-tension winding, dissimilar to the spiral type which marks concrete surfaces. By any reckoning, it is a faster, cheaper and greener means to pour up or pour down concrete column for buildings.

THE FAD Architecture and Interior Design Awards ceremony was held on 2 July 2015 at FAD headquarters in the Disseny Hub Barcelona, Spain. Dubbed the most prestigious event of its kind in Spain and Portugal, FAD, which stands for Fostering Arts and Design, has a history dating back to 1958. Every year, a panel of judges will give out awards for the best in modern architecture and an international category was created two years ago for design firms based in Spain and Portugal with projects located anywhere in the world. This year, a total of 458 works were submitted, from which the judging panel selected 16 finalists while four finalists were chosen in the international category. The panel of judges gave particular credit to “projects that, sensitive to the setting and critical as to function, address the complexity of the issues having regard for the time and experiential dimensions of the architecture; works in which material and construction fundamentally underpin the concept.” Jury members for the 57th edition of the FAD Awards includes: Víctor López Cotelo (chairing the committee), Ignasi Bonet, Agustí Costa, Mònica Rivera, Mariana Pestana and Gabriel Valeri. The 2015 FAD Architecture Award was a tie between Casa Bastida and Ozadi Tavira Hotel. Casa Bastida is located in Begur (Girona) and architects were: Elisabet Capdeferro i Pla , Ramon Bosch i Pagès, (Bosch Capdeferro, s.c.p.). Casa Bastida used greenery to increase privacy, provide shade and enhance the relationship between internal and external space. Ozadi Tavira Hotel is located in Quinta das Oliveiras, Algarve, Tavira (Portugal). The old hotel was built in 1960 and recent renovation

LIGHTING EXPERT Lumigroup recently teamed up with architectural firm NFOE to design and light up the new Faculty of Dentistry at McGill University in Montreal. The initial architectural concept was by DFS Inc while NFOE prepared the construction documents and provided the building owner – Cominar – with architectural services during the construction stage. As required by a dentistry faculty, the interior space is very bright, both from the abundance of light and the omnipresence of white. The overall effect, however, is still warm, due to the punctuation of red elements and a smart choice of lighting. The red on white background is also a reflection of McGill University’s symbolic colours. The ground floor front entrance, for both students and patients, opens to a grand black reception desk, contrasting with the glass wall in the background and its integrated diffused lighting. The white pendant light, with blunt edges, adds to the minimalist concept of the
space. In the entrance and the rest area, the atmosphere is relaxed, with playful dynamic staging of recessed fluorescent strips in the ceiling, randomly arranged and crossing over each other. Each crossing angle, from one section to the next has been executed with care for a clear and precise continuity of lighting. This attention to detail and custom staging gives the project its unique and slick character. The architectural lighting, the star of the student lounge, along with the irregularity of the walls, create a lively and upbeat atmosphere. As visitors head towards the imposing red stairway, leading to the upper floor waiting room, an anthracite-coloured overhanging ceiling beckons and continues its path against the wall. This architectural element, framing the donors’ panel, serves as a defining attribute to the waiting area. The four fluorescent strips embrace and accentuate this L shape component, while giving the impression that this narrow space is larger.

Baptiste Debombourg’s “Stellar” outdoor project turns chairs into a work-of-art Using 1,200 chairs in six different colours, the artist turned a public space into a conversation piece and an exciting place to socialise. IT IS only natural that Baptiste Debombourg designed his project using chairs after observing the Place du Bouffay at Nantes (south-west of Paris, France). All around the area are cafes and restaurants with people socialising outdoors at the patio and walkways. Debombourg sees the chair as representing a person and he decided to play with this idea to create a large aerial sculpture that defies gravity. In a dialogue with the open space of the public square and the height of the buildings, two ellipses of chairs rise up into the air, meet, and then separate. The shape also takes its inspiration from an artwork that Robert Delaunay made for the “Palais de l’Air” during the Paris World’s Fair in 1937. For this installation, the artist used 1,200 chairs with six different colours to reflect the six surrounding cafes.
