Minister of Works announces CIDB Malaysia’s initiatives to ease burden of construction industry players during MCO Minister of Works Dato’ Sri Hj Fadillah Yusof has announced several initiatives by the Construction Industry Development Board (CIDB) Malaysia to ease the burden of contractors and construction industry players affected by the Movement Control Order following the COVID-19 pandemic. “With the country facing critical challenges in terms of health and economy as a result of the Covid-19 pandemic, CIDB Malaysia has reviewed the processes and transactions related to the industry players, and has introduced several changes, both short-term and long-term,” said Dato Sri Hj Fadillah in a statement. The Senior Minister said among the initiatives are: • Two-month deferment of levy payment for private projects declared between 1 January – 31 May 2020 (including a 30-day liability period). Contractors can apply to pay levy by installment up to 6 times. • Relaxation of contractor registration conditions by exempting the Continuous Contractor Development (CCD) requirement for contractor registration renewal from April – December 2020. • MCORE assessment for G1 Contractors scheduled for 1 May 2020 will be rescheduled to 1 January 2021. All applications for G1 contractor registration renewals will require only the MCORE assessment that is still valid, without the level rating condition. • The Management Efficiency Certificate (SKP) for business/facility and Integrity Course will be exempted from the contractor registration renewal conditions from April – 31 December 2020. Additionally, the Construction Personnel Skills (Local) training will be provided free of charge until end of 2020. The fee for local workers to participate in the Skills Competency Assessment exam will be waived while the assessment fee 6 Building & Investment | www.b-i.biz
for foreign workers will be discounted by 50% until end of 2020. Moreover, the Certificate of Approval fee has been reduced from RM1,000 to RM750 effective from 15 May – 31 December 2020. Dato’ Sri Hj Fadillah stated that CIDB

COVID-19 economic shock will cause global construction output to shrink by 1.4% in 2020, says GlobalData As a result of the severe economic shock caused by the lockdown measures imposed by governments around the world to contain the spread of COVID-19, global construction output is expected to contract by 1.4% in 2020, according to GlobalData, a leading data and analytics company. Danny Richards, Lead Economist at GlobalData, comments: “Although the construction industry has in some cases been exempt from restrictions on business activity, few major markets will manage to record an increase in construction output in 2020.” Before the COVID-19 outbreak, the global construction industry had been expected to grow by 3.1%. This was initially revised down to just 0.5% in late March based on a review of the impact of COVID-19 at that point in time. However, in view of the rapidly evolving nature of the pandemic and the more drastic measures being taken to contain the spread, GlobalData has further adjusted the outlook for the 91 countries covered. Richards continues: “In the short term, there is a high risk of projects in execution being halted because of lockdowns, a lack of materials, and other supply chain disruption. Projects at pre-construction stages will be severely delayed, given likely disruption in processing building permits, tendering, and awarding

contracts.” Based on the latest updates of mega projects being tracked by GlobalData, global construction momentum have slowed considerably – GlobalData’s Global Construction Projects Momentum Index (CPMI) score (adjusted) dropped to 0.39, from 0.46 in Q4 2019. The unadjusted score plummeted to a low of 0.22, reflecting the severity of the impact of the COVID-19 outbreak on construction projects. Richards adds: “Given the extent to which the crisis intensified across the world in March, with many major markets in effect shutting down, the Global CPMI score dropped into negative territory, falling to -0.05.”
Key Alliance collaborates with Bina Puri Holdings on digital construction based platforms Progenet Innovations Sdn Bhd has signed a collaboration agreement with Bina Puri Holdings Bhd to develop Building Information Systems (BIS) platforms to cater for the construction industry as it begins to embrace digitisation. BIS is widely utilised across the globe to assist construction companies in reducing costs as well as increasing efficiency, productivity and accountability. Malaysia is currently lagging behind in its utilisation, and the need for it is glaring especially in preparation for resumption of work, post Movement Control Order (MCO). “The low hanging fruit is focusing on the resources required to manage human capital, especially in construction sites. With technology, sensors and the right Internet of Things (IoT) platforms, construction companies can improve their foreign worker tracking, crowd control, work order scheduling and logistics,” said Managing Director Roy Ho. Progenet, with the technical expertise of Bina Puri’s team, will look to integrate its suite of cloud computing solutions, IoT solutions and ERP solutions to achieve a viable BIS business model proposition to go to market. The driver for this collaboration is to take BIS in Malaysia to
a new level, to digitally manage the entire construction process from design, workforce management and project life cycle tracking, providing dynamic visibility to all stakeholders. “Especially in the environment where less contact is required, automation must replace human capital and all industries will begin to look at this as a means to reduce costs and increase efficiencies”, he added. CIDB Malaysia announces new Chairman The Construction Industry Development Board (CIDB) Malaysia has announced the appointment of Tanjong Manis MP Ir Hj Yusuf Bin Hj Abd Wahab as the new Chairman of CIDB Malaysia, effective 1 May 2020. Ir Hj Yusuf, who succeeds Dato’ Ir Dr Meor Abdul Aziz Osman, will be responsible for charting CIDB’s direction as a credible organisation, in line with its functions to regulate, develop and facilitate the construction industry in Malaysia, CIDB said in a statement. Ir Hj Yusuf holds a Bachelor of Civil Engineering degree from the University of Nebraska-Omaha, USA, and has 34 years’ experience in the engineering field.
He is currently the director of Jurutera Perunding Wahba Sdn Bhd and had served as director of public and private infrastructure projects. Ir Hj Yusuf is also a member of the Board of Engineers Malaysia (BEM), Institution of Engineers, Malaysia (IEM) and Association of Consulting Engineers Malaysia. He holds several key positions including serving as trustee for Kuala Rejang Islamic Welfare Trustee Board, chairman of the Paloh Muslim Charitable Trust Fund and panel advisor for Universiti Malaysia Sarawak Civil Engineering programme. Lifts and lobbies are new hot spots for office buildings, says Arup New modelling released recently by leading design and engineering firm, Arup, reveals the importance of detailed planning in ensuring more people can safely and efficiently return to work in city office buildings as more businesses progressively reopen when necessary SOPs are observed, while many corporations also ramp up operations by stages. The modelling focussed on managing lift passenger numbers and queuing, factoring in physical distancing regulations. “Without good data and planning, there could be potentially unsafe congestion in lobbies or many frustrated people queuing onto the street,” said Arup’s Buildings Leader in Malaysia, Fazidin Faisal. He said lifts are the bottle neck for accessing commercial buildings and most cannot be structurally reconfigured. Other strategies need to be considered. “Building owners, managers and tenants will need to limit numbers in each building, stagger arrival and exit times, and manage queues,” Fazidin said. He outlined a case study of a 30-storey commercial building with 20 lifts and approximately 340 people working on each floor. 8 Building & Investment | www.b-i.biz
With physical distancing, the average lift car will hold only four people instead of the usual 19. Depending on how many people are trying to access the building at the same time, they could be queuing for a long time, leading to lost productivity as well as annoyance. “The scenario modelling shows that having 50% or even 75% of people coming in on any particular day, and staggering their arrival times, would make a big difference,” Fazidin said. If 50% of people come to the building on a given day and all arrive at around same time, they will be queuing for more than an hour. However, if they are organised to arrive every 15 minutes, in a designated time slot, space could be provided comfortably in the lobbies and
queues could be reduced by 70%. Arup’s 3D MassMotion software can provide technical analysis for planning how people can safely enter, queue and move around lobbies. “Realistically, most workplaces probably cannot accommodate everyone with safe distancing,” he said. “But without careful planning, there will be issues before people even get to their office floor, which we believe are avoidable.” Fazidin said there are many important considerations such as signage, supervision and cleaning to make operations safe and efficient, while helping feel their building is still welcoming.

SEC partners HSBC to pioneer green incentive The Singapore Environment Council (SEC) has announced that Small and Medium Enterprises (SME) holding its internationally recognized certification, the Singapore Green Labelling Scheme (SGLS), and Eco Certifications can now apply for financing with HSBC SME Green Loan. The HSBC SME Green Loan1 is the first-ever Green Loan in Singapore to draw on existing ecolabelling certifications instead of the externally-reviewed bespoke Green Finance Frameworks typically associated with large corporates, filling a gap in the green financing for SMEs by reducing time, complexity and cost. It will provide incentive for all businesses to adopt sustainable approaches and SEC can help SMEs with a suite of available internationally recognised programmes by United Nations Environment Programme (UNEP) and Global Ecolabelling Network (GEN). Bearers of SEC’s green label can apply for the Green Loan for eligible green projects that may include purchase of greener equipment, development or production of sustainable or recycled products, construction or renovation of green buildings or towards the purchase of energy efficient fittings. The SGLS has certified more than 830 companies across 3,800 industrial and consumer products and is accredited to international ISO 14024 and ISO/ IEC 17065:2012 standards. Its Eco certifications have certified more than 1000 companies over the years. “The Green Loan will certainly encourage SMEs to increase participation in their action against climate change through innovation of new green products. SMEs can now look forward to access green finance to transform their business model and focus on environmental sustainability. Canton Fair 2020 goes online The China Import and Export Fair, one of the largest trade fairs in the world, sets to hold its 127th edition online from 15 – 24 June 2020. The Canton Fair is collaborating with its global partners, key international business associations and multinational companies to invite over 400,000 targeted buyers to its online exhibition. The fair will keep its B2B focus to enable centralized product demonstration and resource integration so that companies can find the best solution for their target market. To further reduce communication barriers of online businesses, the fair will create a virtual face-to-face trade negotiation environment by providing company credibility background information and multilingual translation support. Gao Feng, spokesperson for the Ministry of Commerce, noted that tens of thousands of buyers and exhibitors will have efficient interaction and communication at this 10-day event, which will not only facilitate one-stop

The Circulate Initiative, Ocean Conservancy and Global Resilient Cities Network announce first cohort of partner cities for Urban Ocean Programme The Circulate Initiative, Ocean Conservancy, and Global Resilient Cities Network have announced the first cohort of partner cities that will take part in the Urban Ocean programme. The programme empowers cities in South and Southeast Asia as well as Latin America to develop circular economies, reduce plastic waste and build cleaner, healthier and more resilient communities for the long term, particularly as they weather the impacts of the current COVID-19 crisis. Over the next 15 months, Urban Ocean will work closely with city leaders in Can Tho (Vietnam), Melaka (Malaysia), Semarang (Indonesia), Pune (India) and Panama City (Panama), known as “learning cities”, as well as other cities from the Global Resilient Cities Network community, known as “mentor cities”, to link them to opportunities that improve waste management and recycling systems; reduce the amount of plastic flowing into the ocean; promote circular economies; support inclusive and equitable economic development; and build resilience for the long term. This first cohort of cities was selected because of their commitment to improving waste management as part of resilience-building efforts and their potential to provide solutions in geographies with high waste leakage rates (learning cities), or because they are leading the way in the fight against river and ocean plastic or in implementing circular economy approaches (mentor cities). Susan Ruffo, Executive Director at The Circulate Initiative, said, “Waste management is a critical and complex challenge for all cities around the world. We need to work with committed city leaders and innovative partners to find implementable and scalable on-the-ground solutions to fight ocean plastic and advance the circular economy. Didian offers an alternative for the property sector to bounce back from Covid-19 Proptech start-up Didian Realtor Sdn Bhd has announced the release of new features and services on its Didian platform, Malaysia’s first online B2B marketplace for primary residential properties from developers. “During the MCO, we saw some real estate practitioners earn little to absolutely nothing, which is harrowing when you need to feed your family. As an online platform that helps developers and the real estate fraternity, we felt it was important to accelerate the evolution of the platform to allow for seamless access and transactions between registered estate agents and negotiators with their customers,” said Brian Wong, Chief Technology Officer (CTO) of Didian Realtor Sdn Bhd. New features that have been incorporated include showcasing virtual viewings of developer projects, providing virtual training sessions for new agents who sign up and allowing registered estate agents (REA) and negotiators (REN) to brief their customers easily. The platform, available in both web and mobile app versions, would also help property developers, REAs and RENs to connect and drive the property sales of curated units at projects that are under construction or close to completion. The company has also launched its inaugural Didian Preferred Partner programme, which enable high performing real estate agencies to leverage additional benefits such as access to selected developer properties, higher commissions and even higher-value marketplace rewards. Malaysian timber industry in business largely unhindered during pandemic The COVID-19 pandemic brought much of the world economies to a grinding halt. It was tough for businesses to keep their financial wheels turning and the impact of lockdowns was particularly brutal for companies with little reserves for managing sudden slumps. Malaysia was not spared as the economic indicators showed a worrying trend during the Movement Control Order (MCO) when it was first implemented. Numerous consultation sessions among the various ministries, government agencies and the private sectors took place throughout the MCO to discuss and fine-tune the implementation of the regulations and SOPs for businesses that were given approval to operate during the MCO. The timber sector received special approval from the Ministry of Health through the Ministry of Plantation Industries and Commodities (MPIC) to operate under strict adherence to the SOPs during the MCO. More than 500 timber-based companies were granted approvals of which over 70% were furniture and moulding manufacturers. The Malaysian Timber Council (MTC), together with many public and private sector organisations, played a key role in facilitating the smooth operation of the timber sector by analysing and channelling feedback from the industry players to the government through consultation sessions. MTC had also conducted an industry-wide survey. Among the findings of the survey were concerns over the slowing global and domestic demands, cashflow management, order fulfilling issues and workforce sustenance. One of the primary hiccups during the MCO involved the supply disruption of timber raw materials which was swiftly resolved during the CMCO when the government granted permission for the transportation of logs from the landing sites to the respective factories. were assured of regular supply of raw materials for their operations. The timber sector has been literally up and running during the MCO and CMCO with 90% of manufacturers having resumed operations and more than 60% had begun exporting their products. These timber-based manufacturers are also revisiting their business plans and actively relooking at digitalisation and automation options to further fortify their operations. The timber industry is an important contributor to the Malaysian economy. In 2019, it achieved RM22.5 billion in exports, which is 2.2% of the country’s total merchandise export. The industry attracted a total investment worth RM1.1 billion in 2018 and has a domestic market worth RM13.6 billion. The industry also provides employment to more than 50,000 local workers. MTC, too, in line with its role and obligation to the timber industry has taken the necessary steps to transform its operation model and activities to suit the current and post-Covid-19 business needs.

on Indonesia’s New Capital City

Most recently, VERITAS has announced placement of the firm amongst top three from 292 contenders in the design competition for Ibu Kota Negara, the new capital of Indonesia in East Kalimantan. B&I met with Mr Michael Tan (Project Lead), Ar Ng Yiek Seng and TPr Fazelyna Rashid to learn more about VERITAS’ winning design and the overall masterplan for Indonesia’s new capital. B&I: Can you tell about VERITAS’ participation in the Ibu Kota Negara design competition? NYS: We found out about the competition in early October 2019. Michael serves as the Project Lead on VERITAS side and PT Mitra Adhi Reka Utama (MARU) is our local partner for easy communication as the competition progresses. More importantly, MARU provided invaluable viewpoints that are key in developing our design for the competition. B&I: Can you elaborate further on VERITAS’ winning design for the new capital, ie its form and functions etc? MT: VERITAS’ concept is called “Kota Seribu Galur”, where the new capital city is designed not just for the Government but also for the well-being of its future citizens. We believe the new capital should be a city where people can walk to work, children can walk to school, and families can have a high quality of life. The proposed concept is based on international best practices of urban planning, with a focus on the people of Indonesia and what they value the most, which is their identity. The people of Indonesia take pride in the country’s motto “Bhinneka Tunggal Ika”, an old Javanese phrase that means “Unity in Diversity”. We put a constant spotlight on this motto by highlighting the common tradition shared among the local ethnic groups as metaphor to represent Indonesia’s unity. “Kota Seribu Galur” features compact city blocks laid out on a ‘soft grid’ that gently wraps the natural typography of the chosen site, a basin framed by hills and opening out onto a wetlands lake that leads on to Balikpapan Bay. This not only creates an iconic

setting where the land meets the city, but also offers more street experience between people and places. It also features a modified version of ‘alun-alun’ - a large, central, open lawn square common to villages, towns and cities in Indonesia. For the new capital, the ‘alun-alun’ is designed to be slightly below the ground level to allow rainwater retention in the event of a flood and will be diverted to the sea. It also serves as a centralized access point to a network of underground maintenance tunnels linked to various above ground infrastructure and amenities. If there’s a change of technology that requires upgrading or installing new cables or pipe system, these works can be done discretely underground. NYS: Cities were traditionally built with a fusion of components, and then segregated into zones at some point, and there was a time where state governments prefer to operate in an ivory tower away from the population. For the new capital, we believe there should be a healthy mix of components woven together to make the city compact where each facility and amenity can perform to its fullest capacity, accessible within walking distance. FR: VERITAS proposed a concept with the ambition that the capital of Indonesia will be a model for future cities in the world. This city is designed to be the centre of Indonesia but more than that, it should fulfil Indonesia's destiny to become the economic and cultural capital of Southeast Asia. This is the reason why we paid a lot of attention to how the city will perform at different tiers and by establishing different hierarchy of connectivity, we can weave the relevant components into the right place and ultimately enhance the liveability of the city. B&I: Can you name some of the challenges faced when developing the design concept for the competition? NYS: The biggest challenge for us is finding the exact location of the project site. The creative brief did specify certain criteria but they are rather vague and broad; what we know for a fact is that it is a 200,000ha of land near to where the two rivers meet. We did receive a survey plan but the perimeter’s contour lines have a variance of 10m each, so we weren’t able to be too precise in our design. So based on what we have, we collaboratively decided on an area we think it is most likely to be the project site, a slightly safer location that is quite central and at the same time, it’s an area that is flatter than the other components. Since this is an idea competition, our design is focused on the identity, the social culture and economic as well as aesthetic appeal of the new capital.

ONE ON ONE B&I: Can you walk us through the overall masterplan, how will the scope of work divided among the three architects chosen to develop Indonesia’s new capital city?
within walking distance so that we can cater to different hierarchy of connectivity from the main hub to the other tiers, the regional areas and beyond.
NYS: The project will be headed by URBAN+, the main winner of the competition, in collaboration with the other top winners. We have received the full survey drawings so we now have clearer picture of where the actual site could be. The first thing to do is to go back to the drawing board and refine the masterplan based on more accurate data we’ve received. In terms of segregation of work, there aren’t many details we can divulge tentatively but for sure, the chosen architects have they own knowledge and expertise, so each one of us can contribute greatly to the project.
MT: Just to add, Indonesian President Joko Widodo has emphasized many times that relocating the administrative hub isn’t just for the sake of moving from one place to another. It is about re-shaping the people’s mindsets, re-shaping the country’s economic system with a lot of clusters ie healthcare, education, R&D, commerce, etc. The new capital can provide a fresh viewpoint to the people and provide a new platform for growth as it creates more collaborative opportunities between local and international businesses.
MT: Right now we are collaborating with URBAN+ on the master plan design and planning policy to give our input to the master plan starting from incorporating our concept ideas of Unity in Diversity, city zoning, transportation, mobility, resiliency, and many more. We also have some experts sharing their knowledge and insight that covers important aspects in our future planning such as Sustainability, Urban Form, Ecology, Transportation, Smart Mobility, etc. We are very excited on the way the team works together in a collaborative way to put the best effort and knowledge to make sure that Indonesia New Capital City will be the role model as the best future city in the world.
B&I: On the development/construction of the new capital: will the project be develop in a single or multi-phase – what are the phases and work scope? When construction expected to begin, what will be develop first?
B&I: In your opinion what would be the key difference between Jakarta, the current capital city, and the soon-to-bebuilt capital?
MT: East Kalimantan already has an existing infrastructure connecting the cities of Samarinda and Balikpapan, which is close to the project site. Once the construction stage begins, the local government plans to create a new transportation system through the river to transport the building materials from the Balikpapan port to a logistic centre and the project site, with hopes to expedite the construction.
NYS: At a glance Jakarta’s city planning seemed to be ad hoc, perhaps due to the fact it was not designed to cater for as many people as it is today and this has resulted in rapid urban growth, ecological breakdown, gridlocked traffic, congestion and flooding. With the opening of the new capital, Jakarta will now have more breathing space. It will continue to function as the commercial centre of Indonesia but without the administrative component. We don’t foresee everyone will move to the new capital but since it is a state administrative hub, we believe the local government may offer incentive to encourage business relocation similar to what our government had done when opening Iskandar Malaysia. FR: Learning from Jakarta, the new capital is designed with compact living spaces and the components are well-balanced and
NYS: The project will be developed in multiple phases; Phase 1 is expected to begin by mid-2020 and completed by 2022. The team is still in talk with the local government and stakeholders on what should be developed in each phase, but we believe that the core administrative hub as well as parts of relevant components will be developed in the first phase.
B&I: What can Malaysia learn from the experience gained from this project? FR: We don’t see Malaysia will build another capital city after the completion of Putrajaya more than 20 years ago. At the time, cities were mostly automative-drive and the design reference was all about monument-styled, majestic structures and wide boulevards. What the team has created for Indonesia’s new capital is based on current trend of living and our expectation of what future trend might be. So what we can take away from this experience is not so much on building a new administrative capital city, but more on adopting similar thought-process and design practice when developing a new city masterplan. NYS: What’s interesting about this project, based on the criteria of the competition, it identifies Indonesia as one nation. The facilities, features and technology proposed for the new capital are for the benefit of the people as a whole with no preference given to any specific ethnic group. It was all about making the city masterplan stay relevant or as long as possible in spite of changing trend of living, which is the reason why the new capital focuses on the community and the connectivity within the city, and I think this is something architects and developers can take into consideration in respective future projects.

zech architecture studio Black n' Arch and sculptor David Černý have designed a new mixeduse tower that resembles "a vertical shipwreck" for developer Trigema a.s. on the outskirts of Prague, Czech Republic. The shipwreck will envelop the 135-metrehigh building, named Top Tower, which is expected to become the tallest building in Czech Republic and contain a mix of housing, office and retail spaces. The Top Tower will be built on the new local pedestrian zone, which runs from the Nové Butovice metro station through the central Sluneční náměstí to the Hůrka metro station. The intention of the Top Tower project is not merely a drab expansion of the façade of the local existing administrative development, but as a new iconic landmark that emphasizes the uniqueness of this location and possibly helps make it more attractive. DEVELOPMENT COMPOSITION Top Tower is designed to serve as a stark reminder of climate change – imagining a future where a shipwreck has collided with a building during an apocalypse caused by storms and rising sea levels. At its highest point, the shipwreck will enclose a public observation deck that is accessed by a sky lift. The main building will also feature a rooftop garden offering visitors panoramic

views of the city. Inside, the building will contain rental housing (approximately 250 small apartments), alongside offices and a cultural centre as well as shop units on the lower two floors that are connected to a publicly accessible roof garden. Trigema a.s. is in the midst of acquiring planning permission for the project and if all goes well, the construction is expected to start in 2021 and the building is scheduled to take less than three years to be built. The developer also counts on the certification of the Top Tower with the LEED Gold certificate and the building is planned as an energy-efficient building. "As the investor's height study demonstrates, the project under
preparation will be outside the protected zone of the urban conservation area and outside the area prohibiting high-rise buildings," said Trigema a.s. "At the same time, it is located from the Prague viewpoint so that it will not be visible from the vast majority of places in the centre of the metropolis and thus the historical panorama of the city will not be disturbed." The project also includes the revitalization of the public pedestrian zone between the two entrances and exits of the Nové Butovice metro station. This zone will be under the baton of the investor connected to the existing solution Korza in Nové Butovice, in which the developer participated substantially. At the same time, the investor
initiated the preparation of a new parking house at the intersection of Petržílkova and Bucharova streets with a capacity of 380 places. It should stand within 200 meters of the project and replace the existing capacity of 60 parking spaces. "We have been preparing the Top Tower project for more than two years and the final version was preceded by eight other alternative solutions," said Marcel Soural, Chairman of the Board of Trigema a.s. "During this time, we have collected and are still collecting suggestions from experts, affected state and local authorities, and of course the local public, whose representatives have already been and will continue to participate in a number of participatory negotiations." The tower is crown with a striking redcoloured exoskeleton that wraps one part of the building and forms the observatory of the building. Plants and green infills will climb this exoskeleton made of steel. Sculptor David Černý is inspired by climate change for this dramatic outer visual of the building to give "a postapocalyptic message about what is happening around. “This is something we wanted to do as a memento which connects art and architecture. The L-shape of the building is kind of catastrophic. It serves as a pedestal for the statue. It is more solid and the ship is going through it. A joint venture between TCC Assets (Thailand) Co., Ltd. and Frasers Property Holdings Thailand Co., Ltd., One Bangkok is Thailand’s largest private sector property initiative ever undertaken, setting new benchmarks in design, smart-city living and sustainability, and aims to be the first project in Thailand to receive LEED Neighbourhood Development Platinum certification. The fully integrated district is poised to become a global landmark, attracting top-level businesses, tourists and locals alike by seamlessly connecting offices, retail, luxury hotels, residences, as well as cultural and social spaces. erzog & de Meuron has been commissioned by Dutch real estate development companies Kroonenberg Groep and ProWinko to design a mixed-use supertall tower at the northwest corner of Bloor and Bay Streets in the neighbourhood of Yorkville in downtown Toronto. The glass-encased, ultra-slender 87-story skyscraper will be the first building to be designed in Canada’s most populous city by the Pritzker Prize-winning Swiss firm, while Toronto-based Quadrangle will serve as project architect. If completed as proposed today, the tower—at 1,063 feet—would stand as the tallest residential building in Canada, although at least one slightly lankier planned project is a bit further ahead in the development process. Kroonenberg Geoep and ProWinko purchased the parcel at 1200 Bay Street, currently the site of a 1960s-era commercial midrise, in 2016 for $86.75 million. At the time, the two developers were aiming to transform the site into a top office property for the upscale retail-heavy “Mink Mile” section of Yorkville, which is centred on Bloor Street. That approach, however, has apparently shifted, as Herzog & de Meuron’s design appears to be primarily residential. Per a media release, the toothpick-thin tower’s bottom 16 floors will be dedicated to offices and retail space. Above this will be 332 condominium units, ranging from one-bedrooms to multi-level penthouses, spread across 64 floors accessible by a quartet of dedicated elevators through a triple-height private lobby on Bloor Street. A “private amenities level” will provide a buffer between the lower commercial floors and the residential floors above. The

top three floors will be home to a sky lounge, restaurant, and rentable event spaces, all of which will no doubt come equipped with stunning panoramic views. “Providing diversity in the proposed program is an important component of the building’s approach to sustainability
and enhancing the vibrancy of the local community,” reads the announcement, noting that the residential floors will be “characterized by generous daylight through the floor-to-ceiling operable windows which provide natural ventilation.”
“The proposal is a layered expression of the vertical structural elements, interior glazing (thermal envelope), exterior timber roller shades and an outer layer of transparent, open-jointed glass,” the announcement goes on to explain. “The effect is a building which at times appears transparent and expressive—revealing the scale and activity within the building; and at other times, the reflective outer layer of glass gives the building an abstract quality, emphasizing its dramatic proportion.” While this is the second Toronto project to be developed by ProWinko, it’s the first for Kroonenberg Groep. “This is an iconic block in the neighbourhood and Toronto at large. We have an opportunity to deliver a project that sets a new benchmark for design and strives to give something back to the city,” said Lesley Bamberger, owner of the latter company. ccording to Swedish government agency Statistics Sweden, 700,000 new homes will be needed over the next ten years in Sweden. The task for Belatchew Labs was to seek the answer to the question of how metropolitan regions can be developed in order to contribute to the solution to the housing crisis without establishing new cities and avoiding costly infrastructural initiatives, and instead applying existing resources more efficient and sustainable. Stockholm is a centre-oriented city, where the metro network starts from the centre without the possibility to change trains elsewhere than in the city centre. As a consequence, the outskirts of the city are depopulated daytime and connections between the existing neighbourhoods in these places are weak. Belatchew Labs’ strategy is based on transit-oriented development (TOD) and the fact that there are underutilized locations at the outer edges of the subway lines, which can be densified and activated by establishing new homes and other functions at underutilized existing stations. By upgrading existing infrastructure instead of building new, a sustainable solution of the housing issue is created, where sleepy outlying areas are activated and made attractive for more hours during the day. However, in order to achieve this, a number of challenges needed to be solved. To begin with, a bridging of physical barriers in the form of open water, railway tracks and motorways must be achieved. Belatchew Labs’ solution for breaking these barriers is based on the introduction of a new high density neighbourhood typology and the creation of new types of buildings, such as an updated station building, a transport hub and bridge houses over motorways, railways and open water. These buildings create identity for the different new neighbourhoods with the potential to counter the city’s depopulation daytime through innovative programs for both housing, workplaces, distribution, trade, culture and, not least, sports. Sports also create ties between people over social barriers, while simultaneously retargeting the spotlights from the centre to the periphery. Belatchew Labs’ implementation of the TOD strategy in Metropolitan Stockholm is the Stockholm Loop concept – an effective catalyst for more than 120,000 new homes and its residents’ needs of housing, distribution, trade and sports.

Stockholm Loop comprises the establishment of new urban development areas around 12 existing stations within a radius of 400 – 800m) from each station, which in total utilizes more than 400 hectares of previously unused land. In order to illustrate the above strategy, Belatchew Labs designed a number of buildings – station houses in Bergshamra and Gubbängen, as well as bridge houses in Masmo and Huddinge. Sports include football (soccer), running, climbing and cycling. One way to give these outlying areas a common identity could be the establishment of an annual sporting event, which fuses all the nodes in Stockholm Loop through a race that includes swimming, cycling and running. The route in total constitutes approximately 64 km – which comprises about 1.5 marathon runs – a Stockholm Loop indeed. In addition to positive health effects that result from sports, Stockholm Loop will also retarget interest from the city centre towards the outskirts. “The key strengths of Stockholm Loop are the creation of more than 120,000 new homes, the sustainable use of existing infrastructure, and increased social sustainability through activated outlying areas and community-creating sports initiatives,” says Rahel Belachew, CEO and Principal Architect of Belatchew Arkitekter. “We are now calling on all actors in the region at municipal, county council and state level – as well as private actors – to find solutions to the housing situation in Stockholm together, while creating lively outlying areas without building entirely new cities,” concludes Rahel Belatchew. AUTONOMOUS ROAD ROLLERS XCMG revealed self-driving road machinery to complete the world’s first asphalt road construction - Panda Expressway between Sichuan and Yunnan Province Xuzhou Construction Machinery Group Co., Ltd. (XCMG), the leading Chinese construction machinery manufacturer, has revealed its autonomous Road Roller following successful tests held at the end of May 2020. XCMG jointly developed the autonomous Road Roller with the Sichuan Railway Investment Group and Tsinghua University. The autonomous Road Roller made its debut along the Panda Expressway, which is currently under construction between Panzhihua, Sichuan Province and Dali, Yunnan Province. “Over 81% of Panda Expressway consists of bridges and tunnels, making it one of China’s key smart transportation infrastructure projects,” said Cui Jisheng, General Manager of XCMG Road Machinery in a statement. “Enhancing road quality and safety through efficient construction and reduced cost were key priorities in our collaboration to develop an autonomous road roller. Our success here shows great promise for the technology’s industrialization, and will accelerate the development of smart transport infrastructure.” Before setting out and before the test began, a remote monitoring data centre first identified the optimal route and process. Since then, the three parties have applied for nine domestic patents, namely three for inventions and six for utility models and technology. KENZEN BODY HEAT SENSOR SYSTEM
Smart PPE patch monitors and relays real-time stress indicators for predictive, preventative worker safety Kenzen, the smart PPE innovator focused on physiological monitoring and the prevention of heat injury and death among workers, has launched a real-time worker heat monitoring system. The Cloud-based Software as a Service (SaaS) system includes a wearable device worn by workers on their arm, which alerts both the worker and their supervisor when core body temperature is too high. Real-time alerts allow for immediate intervention and worker safety from heat injuries. The wearable, via its advanced sensor compliment, monitors multiple physiological and environmental metrics, including heart rate, activity, skin and ambient temperatures. Together, this sensor data allows for the real-time prediction of core body temperature, providing alerts to workers and supervisors when temperatures approach unsafe levels. Kenzen’s multi-level alerts are sent to workers via device vibration, iOS or Android app notification, and to supervisors via web dashboard alert signaling that the worker should take a break and allow his/her temperature to return to safe levels. Alerts are accompanied by actionable recommendations such as advising the worker to take a break, find shade, drink water, or remove any excess clothing and equipment to decrease body heat. A second “back to work” alert then indicates when the worker’s core body temperature has returned to a safe level. worksites accordingly to improve worker safety while maximizing productivity. Modifications may include changes to work-rest schedules, where and when to add water and shade stations, the addition of air-conditioned rest areas and even recommendations for pre-staging ice-bath locations in case of extreme weather and working conditions. The data can also inform decisions around workplace expenditures such as certain equipment and clothing. “The Kenzen system is all about prediction and prevention. Heat related injuries are 100% preventable but potentially deadly and difficult to detect until it’s too late,” said Heidi Lehmann, chief commercialization officer for Kenzen. The Kenzen system has been piloted on worksites of large industrial conglomerates across the globe in domains such as construction, field services, power, oil and gas, and renewable energy. In the future, open APIs will allow integration into large connected-worker platforms. Kenzen also expects to receive Intrinsic Safety (IS) certification for use of its system, a perquisite for use in many oil and gas, mining and other enclosed environments later this year. Once approved the system would be among the first smart PPE products to receive Zone 0 IS certification, which authorizes safe operation of electrical equipment in hazardous areas where any thermal or electrical malfunction is catastrophic. ewboc House, designed by Malaysian architect Fabian Tan, is a suburban terrace residence in Kuala Lumpur whose form resembles a concrete barrel vault. Owned by a young family who requested for a minimal intervention, the project is an addition to an existing corner house, while the brief also included the re-purposing of the living spaces on ground level. Contrasting with the existing fabric of tropical suburban homes, the new form is intended to be simple but bold, while openings have been carefully carved out on the upper level to counter the visual heaviness of the building. The architect has oriented the living spaces of Bewboc House parallel to the site boundary, which results in a ‘break’ between existing and new rooms. The building, whose form resembles a concrete barrel vault, is topped with an arch roof under which all new living areas are located. The space appears continuous through the extension of the arch and exaggerated further through the materiality of the concrete finish from floor to ceiling. At the same time, the height of the room is further enhanced by two large doors that open up to the garden, offering an uninterrupted perspective from inside out that connects the interior with nature. To counter the heaviness of the concrete vault, the architect carved out openings on the upper level, whose shape creates a rhythmic play with the heavy form of the house. For example, the inverted arch window at the side of the vault is drawn as a continuous “S” shape when it meets the front arched opening. Walking through the upper levels, this continuity echoes throughout the spaces as lines of openings and arches meet. A play of curves and levels characterizes the upper floor, where different areas are layered, creating a hierarchy of space. There, a study overlooks the living spaces downstairs, while a step-up, a platform corner offers room for lounging. Behind, a bedroom overlooks these spaces. @ Vienna, Austria A new commercial development featuring a mix of components, topped by rooftop gardens.

utch architectural firm OMA has won a competition to build The Link hotel and department store in Vienna, which will be topped by a series of public rooftop gardens. Set to become OMA’s first project in Austria, The Link will be built adjacent to Vienna’s cultural MuseumsQuartier on the Mariahilferstraße, one of the capital’s main streets. It will contain a mix of shops, restaurants and a hotel, topped by several publicly accessible rooftop gardens designed to provide the city with an array of new and contemporary public spaces. The visuals revealed by OMA show that The Link will partially replace an existing department store on the street, demolishing one half of it while overhauling and building on top of the other. Its facade will form a subtle continuation of structure that is retained, and will also incorporate sculptural details that nod to the “gentle and sophisticated geometries of the architecture of 46 Building & Investment | www.b-i.biz
the Vienna Secession” art movement found throughout the city. “The value of department stores should be measured by their ability to engage the local context,” explained partners Ellen van Loon and Ippolito Pestellini Laparelli, who are leading the project. “We are very excited about the opportunity to work in the
historical heart of Vienna, and with this project we intend to highlight its qualities. The building is not an icon but rather an architectural device that establishes new urban connections and public spaces through its own internal organization,” they continued. Due for completion in Autumn 2023, The Link will be divided into two volumes that slot into the street corner site. The department store will form the front facade with shop units at its base, while the hotel will nestle behind it at the rear. Linking the two volumes will be a “green passage”, accessed through several giant archways puncturing the facade. It will be lined with hanging plants, and contain public seating and access points to the hotel lobby and public roof gardens. Open to the public out of hours, the rooftop gardens will range from tree groves to sun decks, but each prioritizes providing visitors with panoramic views of Vienna. The Link has been commissioned by major German retailer KaDeWe, the owner of continental Europe’s largest department store that OMA is also currently renovating. Located in Berlin, OMA’s plans to overhaul the KaDeWe store was revealed in 2016 and will see the addition of a glass rooftop extension and sculptural new staircases. major conceptual masterplan to reinvent the Singaporean islands of Sentosa and Pulau Brani as a global leisure and recreation destination, set within a biodiverse tropical landscape, has been unveiled. Known as the Sentosa-Brani Masterplan, the project will be led by landscape architect Grant Associates, working with architects WilkinsonEyre and the Sentosa Development Corporation (SDC). The team, located both locally in Singapore and internationally, include ARUP, Atelier Ten, Biodiversity by Design, Team Leisure, Nipek, Knight Frank, Arcadis, Architecture 61, Web Earth and MET Studio. Many of the team previously worked together on the design of Singapore’s internationally acclaimed Gardens by the Bay. “The Sentosa-Brani Masterplan represents a bold future vision for Singapore as a major international leisure and attraction destination, aligned with an internationally significant landscape framework,” said Andrew Grant, founder and director of Grant Associates. AN ISLAND PLAYGROUND IN A GLOBAL CITY The new leisure and recreation destination will be set within a biodiverse tropical landscape. It will be rolled out in phases over the next 20 to 30 years. SDC will use the islands’ natural attributes, such as ridges and coral reefs, as the backdrop for worldclass leisure attractions and night-time offerings. Transport connections to and around the islands will be enhanced, and environmentally sustainable public realms will be created – including rejuvenated beaches and expanded nature and heritage trails. The redeveloped islands will feature five distinct zones – Vibrant Cluster, Island Heart, Waterfront, Ridgeline, and Beachfront. Each will deliver unique experiences, with the zones progressively taking on a more leisurely and naturalistic character as visitors travel further from the urban heartlands towards the islands’ edges. “This has been designed to protect and enhance the biodiversity of these islands whilst creating distinctive settings for the existing and proposed developments,” Grant added. “The plan represents the input of many consultants working alongside the SDC client team to imagine a future identity for the Sentosa-Brani environment where fun, play and nature come together to create a unique new place for global travellers and Singaporeans.” Set to begin construction in 4Q 2019 is Sentosa Sensoryscape, the first milestone project scheduled for completion in 2022. – will link Resorts World Sentosa in the north to the island’s beaches in the south through a multi-sensory experience, replacing the existing pedestrian thoroughfare. Sentosa Sensoryscape will also feature a series of vessellike structures, measuring some 25m wide and 13m tall. Each of these will be framed by unique architectural features, and is set to pique and amplify one of the five senses through various elements such as polyphonic water features, mist, as well as fragrant flowers and plant species with unique scents.
