sector with the regional economic slowdown, government cooling measures But good times or bad, developments, especially infrastructural projects, will go on while the more established developers will always look at the market in the longer term and planning for bigger things when the market rebounds. Case in point is KL Metropolis (our front cover feature; pg 6 & 28) by Naza TTDI, which will see their MITEC exhibition centre preparing for launch next year; and the launch of the Ibrahim International Business District (IIBD) by Johor Corporation (pg 30). Meanwhile, the Selangor Development Corp (PKNS) will be shifting to their brand new sustainable building complex called Laman PKNS (pg 8) in December to prepare for the challenges ahead. Boutique developer, DK Group, will also be putting the finishing touches to their D’Latour project (pg 12) for delivery by year end. COMING UP soon in Malaysia’s capital Kuala Lumpur is an international trade and exhibition district called KL Metropolis, a 75acre development that will include the Malaysia International Trade and Exhibition Centre (MITEC), office and residential towers, retail malls and luxury hotels. MITEC is set to offer the largest exhibition space in the country with a capacity for up to 40,000 visitors and a floor area of one million sq ft which can accommodate up to 11 exhibition halls across three levels. The MITEC building will be enhanced by a central park sprawled across 8.5 acres of landscaped greenery with water features. The KL Metropolis site is strategically located north of the city away from the congested downtown area and is expected to complement the neighbouring Matrade Exhibition and Convention Centre. There are several highway access to the area and an upcoming MRT station is in the pipeline. To support the marketing of KL Metropolis, a new 14,000 sq ft show gallery was launched last October at Naza Tower, Platinum Park, located in downtown Kuala Lumpur. The show gallery launch is timely as MITEC will be in operation next year and the KL Metropolis masterplan will start to take shape. In 2017, MITEC will be a key venue for athletes as Malaysia hosts the 29th South East Asia (SEA) Games. “We are confident that MITEC, with its capability to host international events, will encourage further growth in the business tourism and MICE industry in Malaysia,” says SM Faliq SM Nasimuddin, Naza TTDI’s deputy executive chairman and group managing director.

Met 1 will be the initial phase for KL Metropolis.

As part of the initial phase (Met 1) under the master plan, developer Naza TTDI will be launching two office towers, one service residence with 616 units and two retail malls with net lettable area of 85,000 sq ft. Future phases dubbed Met 2, 3, 5, 6, 7, 8 and 9, will follow suit. In all, there will be eight precincts. Met 2 will offer strata offices and a hotel while Met 3 will have a lifestyle mall, a signature tower, luxury condominium, fivestar hotel and Class A office towers. Met 5 will be a joint venture project with another developer, Hap Seng Land Sdn Bhd,

to build residential blocks and offices and a four-star hotel on a 8.95-acre plot with a potential GDV of RM3.8 billion. For Met 7, there are plans to include wellness suites to support the KL Healthcare Travel Council (KLHTC), an initiative by the Ministry of Tourism to foster collaboration in promoting and developing medical tourism in Kuala Lumpur. Met 8 will comprise two Class A office towers to be jointly-developed by Triterra Metropolis Sdn Bhd. A purpose-built six-star hotel will be constructed at Met 9 to cater to exhibitors and participants of MITEC.

PKNS’ new headquarters achieves highest green building index rating

Veritas Architects designs a permeable and transparent building that strives to reduce carbon footprint and blend seamlessly with the neighbouring park. LAMAN PKNS is the new RM170 million headquarters of Selangor Development Corp (PKNS is the Malay acronym for Perbadanan Kemajuan Negeri Selangor) located in Shah Alam, about an hour outside Kuala Lumpur. The building complex, sprawled across 1.84 hectares, comprises four office blocks with a total gross floor area of 320,312 sq ft. The organisation was previously housed in a 30-year-old building near PJ Hilton. With a growing staff strength of around 600 employees, they needed to find a bigger office. The new corporate office is divided according to its operational functions with the ground floor doubling up as a semi-public zone with an auditorium and multi-purpose banquet halls. The building complex, which achieved the highest Green Building Index (GBI) Platinum certification, is planned as an extension of the well-known Shah Alam Lake Gardens. From the beginning of the project, the architect recognised the visual connection between the building and the park it is located on, hence there was a conscious effort to design the building to be more permeable and transparent to allow the park to take 8 Building & Investment | www.b-i.biz

precedence. While the development may have taken up some land space during the construction process, the architect had in mind to give back to the public some green space in the form of a rooftop garden that is meant for recreational activities such as mini concerts or open-air movie screenings. At one of the blocks, the rooftop garden slopes gradually downwards to the ground floor of the building at one end. The corporate office is a low-rise building and the layout of the structure in a northsouth orientation helps to reduce exposure to direct sunlight. Breaking the long building into a series of smaller blocks allows for more natural light to penetrate into the building, therefore reducing dependence on electricity for internal lighting.

Renewable energy features like solar photovoltaic cells and rain harvesting system are also incorporated in the architectural design. The building’s energy-efficient design reduces energy consumption by up to 60 per cent compared to a conventional building. Around 10 per cent of the air-conditioning in the building is solar-powered while the green roof keeps it insulated. The use of potable water is also reduced by at least 60 per cent. The principal architect for Laman PKNS is Azril Amir Jaafar of Veritas Architects Sdn Bhd. Azril’s passion for his craft has led to several award winning designs. In 2011, Azril, a graduate of the University of Manchester (UK), was recognised in the “30 under 40” list of upcoming young architects by the Malaysian Institute of Architects.

LAUNCHED SINCE 2013, D’Latour @ DK City, is now nearing completion and expected to be handed over to purchasers by the end of the year. The RM800mil D’Latour project comprising 332 serviced suites and 629 SOHO duplexes in two tower blocks, has sold most of its serviced suites and all the SOHO duplexes since their respective launches in November 2013 and March 2014. The SOHO units range in size from 897 to 1,783 sq ft while the serviced apartments have built-up areas of 724 to 883 sq ft. Serviced units are deliberately kept small in size to cater to students from the surrounding universities while SOHO units are designed with mezzanine or double-volume height to give homeowners a sense of space and luxury. Located along Jalan Taylors in Bandar Sunway, outside Kuala Lumpur, the leasehold residential development is part of the DK City development by Penang-based DK Group which was founded in 1997 by Danny Koek, currently the managing director. The Group started its venture into property development in 2008 via its property development arm, DK-MY Properties Sdn Bhd. The Group’s earlier project at DK City called DK Senza that was launched in 2011, has since been completed. Some of D’Latour’s selling points are its proximity about 10 minutes’ walk from Taylor’s University Lakeside Campus with access from the Damansara-Puchong Highway (LDP) and its location in a popular built-up residential area known as Bandar Sunway. Around the area are other universities, hotels, hospitals and several well-known shopping malls such as Sunway Pyramid, Subang Parade and Empire Subang. Several train stations are located in the area and the Kuala Lumpur International Airport (KLIA) is just 25 minutes’ drive. D’Latour is planned with a vertical garden concept which means there will be lots of plants being used around the building with some growing on the side of the building. WTW’s take on Budget 2017 for the construction sector Development expenditure, infrastructure spending and affordable housing.

TABLED IN Parliament on 21 October, response to Budget 2017, with its focus on several sectors, has ranged from the ‘muted’ to ‘thumbs-up’, depending on your station in life, i.e., businessman, investor, wageearner or self-employed. For example, middle and lower income groups are cheering over increased BR1M handouts and the ICT community over Malaysia ‘embracing the digital economy.’ On the other hand, experts lament that ‘there was no significant allocation that would help spur investments by SMEs’, no additional allocation for the agricultural sector and the GST is not going away; but what of the construction sector? C H Williams Talhar and Wong’s (WTW) take on Budget 2017 and its impact on the industry is featured below: 1. Budget 2017 was relatively neutral in impact on the local property sector. Fund allocations or taxes / costs imposed were focused more on alleviating the home buying problems of the first time buyer. Stamp duty will be fully waived for the purchase of homes up to RM300,000 by the first time buyer, which will reduce initial cash requirements and is also positive in communicating the message that such homes should cost RM300,000 or less. On a less positive note, the increase of stamp duty to 4% for property transactions over RM1 million could further dampens market activity in 2017. 2. The most significant infrastructure project introduced in Budget 2017 is the proposed East Coast Rail which will generate new development opportunities in Pahang, Terengganu and Kelantan. Rapid access from Kuantan Port to the west coast will become a reality and the two days shortened shipment time from China to Kuantan Port may change the dynamics of trade movements from China and even the rest of the Asia Pacific, to Malaysia. 3. The public servants’ housing loan eligibility is raised to between RM200,000 and RM750,000 which could free latent demand for the purchase of new houses. 4. The Government has allocated RM300 million to repair and refurbish existing government apartments, providing a better living environment in housing which have fallen into disrepair. Common areas and facilities had not been properly maintained due to most residents defaulting on service charges. We would have preferred that some of this allocation had been used to educate owners on the management of common property or these apartments will eventually end up in the same state of disrepair. 5. 11,250 housing units are being built under People’s Housing 14 Building & Investment | www.b-i.biz

Program (PPR) at a cost of RM576 million. The PM indicated that these houses will be sold at RM35,000 – RM42,000 even though actual construction cost was between RM120,000 and RM160,000. As long as these are for deserving households who are unable to afford to own a home, this has been a good program. Through NBOS (National Blue Ocean Strategy), the Government proposes to release government land in strategic locations in town areas, to GLCs and Perumahan Rakyat 1 Malaysia to build 30,000 homes for sale between RM150,000 and RM300,000. We hope that this will be maximised by increasing density ratios so that more units can be built. Many public housing projects are located away from city centres and we would like to see more funds allocated to develop efficient, convenient, speedy public transport systems so that such homes become convenient and economical for workers to commute to work. 10,000 homes in urban areas will be built for rental for a period of 5 years, to eligible youths with permanent jobs who have entered the labour market for the first time. This will greatly ease the housing woes of young graduates and boost their future career opportunities. The Government is also subsidising up to RM20,000 per unit to build 5,000 homes under the PMR scheme to further enable more first time buyers to own homes. The Government plans to introduce a 2-step housing loan for the PR1MA program in collaboration with BNM, EPF, Maybank, CIMB, RHB and AmBank. An applicant with a monthly income of RM3,000 will be eligible for a loan of more than RM187,000 and up to RM295,000 as banks will take into account the increase of the applicant’s monthly income in future years. However, such loans will increase the financial costs to home owners and should be considered carefully as the future is always uncertain. Foreign direct investment (FDI) up to 1H 2016 was RM28 billion, up 32%. This indicates that the industrial sector in Malaysia is still vibrant and there are opportunities for industrial property investments. 120 destitute schools throughout Malaysia will be rebuilt using the Industrialised Building System (IBS) at an estimated cost of RM570 million. While this system should also be used for the building of affordable / low cost houses, this is a positive start and could lead to the wider use of IBS in housing projects. Q

One of the most groundbreaking technologies to have hit us is Building Information Modelling (BIM), which harnesses and automates information to enable more seamless collaboration between the various stakeholders. Digitalising processes through platforms such as BIM is an especially significant leap for the construction industry, enabling it to increase safety standards, reduce costs and optimize resource allocation. Bridging the gap between the physical and digital worlds Mixed reality technology is taking BIM a step further, a type of hybrid reality that merges the real and digital worlds to enable the user to visualize how the two can interact and coexist. An amalgam of both the unmodelled real world and virtual reality, mixed reality allows you to mix and to move between immersive virtual experiences to completely unmodelled reality based on the task you need to perform. Trimble’s Mixed Reality Program (MRP) provides a single, hardware-agnostic platform on which users can use mixed, augmented and virtual reality applications with multiple hardware and operating systems and effectively support tasks such as collaboration, data interpretation and process continuation. Why do we need mixed reality? In a telling study conducted by Box, a provider of enterprise cloud storage, it was revealed that the construction industry has one of the least centralised flows of information compared to industries such as finance or software. Construction suffers from dispersed connectedness among employees, few overall centralised nodes, and high presence of parties outside the organisation at each building site. In order to fully appreciate this structure and its accompanying problems, one simply needs to imagine a construction project wherein the owner is in Los Angeles, the architect is in New York, the structural engineer is in London, and the site in Chennai. On top of this, there may be hundreds of additional sub-contractors around the world simultaneously working on this project. Mixed reality technology enables effective collocated and remote collaboration workflows by providing real-time 3D-holograms and audio sharing. Launch of Manitou first Group Office in Asia Centre-cum-Group Office in Taman Industri Sungei Buloh to directly serve Malaysian and regional market.

A NAME synonymous with all-terrain material handling equipment and machinery in the agriculture, building construction and industries sectors, Manitou has, since its founding over six decades ago, established a presence in the Americas, Northern and Southern Europe, Asia (since 1992), Pacific, Africa and the Middle East,. MIID REKA Session 21 on Architects Act 1967 & Architect Rules 1996 Implications of revision 2015 on the interior design industry.

LEGISLATION of the interior design profession in Malaysia came about in 2007 under Amendments to the Architects Act 1967 and Architect Rules 1996 which stipulated, among others, academic prerequisites, statutory requirements for registration and to practise, etc. Previously represented by two independent bodies, namely, the Malaysian Society of Interior Designers (MSID) and Institut Perekabentuk Dalaman Malaysia (IPDM), efforts were initiated to regulate the profession to merge the bodies into a single entity in 2011 as the Malaysian Institute of Interior Designers (MIID). Other Related Issues As the national body representing the profession, Ar Chris Yap reiterated that MIID’s priority in matters of Interior Design practice also encompasses issues and concerns of protective rights and legislation, such as defined responsibilities, code of conduct, conditions of engagement of Interior Designers and rights and remedies thereof (e.g., for deferred/delayed payments, causes for suspension and/or termination of services rendered, etc.). ADOPTED BY 167 countries, the ‘New Urban Agenda’ is the ensuing document from the UN Habitat III cities conference held in Quito, Ecuador in October of this year. It is the guiding document for leaders of member countries, civil authorities, city planners and developers, building professionals and other stakeholders on planning, management and living in cities in the increasing trend towards urbanisation. For the next twenty years, it lays the groundwork for re-visiting policies and approaches and sets a new global standard to achieve sustainable urban development, always with the environment in mind; it is a roadmap for building cities as engines driving economic growth and prosperity, as centres of cultural and social wellness. Malaysia International Trade and Exhibition Centre (MITEC)

With a floor area of one million square feet, the newly completed centre is the largest exhibition space in Malaysia. AS FAR AS milestones go, the Malaysia International Trade and Exhibition Centre (MITEC) has more than its fair share – for one, it is iconic (rounded rubber-seed design, a tribute to the golden crop that kick-started Malaysia’s economic and national development). For another, it is the country largest exhibition space, to date, reckoned at about ten times that of the Kuala Lumpur Convention Centre. Further, it marks the first component of the KL Metropolis Project. In addition, the RM628-million flagship of KL Metropolis is “completed and issued the Certificate of Completion and Compliance (CCC) and is ready for handover to the Government”, remarked SM Faliq SM Nasimuddin, Deputy Executive Chairman and Group Managing Director of Naza TTDI at a media preview of MITEC. Shanghai Intelligent Building Technology (SIBT) 2016 achieved record visitor attendance Professional platform gathered exhibitors across sectors to highlight future development trends. THE 10TH EDITION of the Shanghai Intelligent Building Technology (SIBT), held at the Shanghai New International Expo Centre, concluded with great success and record-breaking attendance. The fair was held concurrently with Shanghai Smart Home Technology (SSHT) from 31 August – 2 September 2016. Collectively, the two shows hosted 240 exhibitors from 14 countries and regions, and welcomed 23,210 professional visitors from 49 countries and regions. Visitor numbers were up 13% from last year. Over the past decade, SIBT has strived to provide cuttingedge intelligent building technologies to diverse groups of buyers, making it one of the most reputable industry platforms in China. Commenting on the success of the fair, Ms Lucia Wong, Deputy General Manager of Messe Frankfurt (Shanghai) Co Ltd, stated: “As the industry grows and benefits from the advancement of IoT, big data and cloud computing technologies, development of the building industry will move towards energy efficiency, sustainability and integration. Taiwan trade mission to mobilise new markets Focus on Southeast Asian countries under ‘New Southbound Policy’. ORGANISED by the Taiwan External Trade Development Council (TAITRA), a delegation of 32 Taiwanese manufacturers and entrepreneurs recently called at Kuala Lumpur, en route to the other ASEAN member countries of Indonesia, Myanmar, Thailand and Vietnam. The sojourn is part and parcel of the Taiwan’s ‘New Southbound Policy’, aimed at exploring and mobilising new markets insofar as trade opportunities and investment, with the focus on the ASEAN Economic Community (AEC). Notwithstanding the prevailing global slowdown, annual economic growth of the AEC is forecast at 4.9% in the next five years, compared to global rate of 3.1%, - reason enough for governments to re-align medium term trade and fiscal policies towards South Asia. Malaysia-Taiwan Trade At a simple ceremony to mark the occasion of the visit on 25 October this year, Mission Leader, Mr Yang Wei-Fuu, Honourable Vice Minister of Economic Affairs, reiterated that ‘Malaysia is currently Taiwan’s 8th largest trading partner, accounting for annual trading volume of 2.76%’ whereas Taiwanese investments in Malaysia has already topped USD 12 billion as of 2016, making Taiwan ‘the 4th biggest foreign investor in Malaysia.’ On the premise that of Malaysia’s total imports for 2015 registered USD 160 billion with 4% attributed to Taiwan, he reckoned that there is ‘still much room for improvement in bilateral trade’ between the two nations. Regionally, of its total outbound shipments, Taiwan exports 18.1% to Southeast Asia, in which countries its direct investment has reached USD 86.9 billion. In short, ASEAN is an important export market for Taiwan, sentiments echoed by two other VIPs at the event, namely, HE Mr James Chang Chi Ping, representative of Taipei Economic and Cultural Office in Malaysia and YBhg Amb Dato Sri Syed Hussein Al Habshee, Secretary General of the National Chamber of Commerce and Industry of Malaysia (NCCIM). In closing, Mr Yang remarked that, for the ensuing year, Malaysia and Indonesia are targeted markets for export trade and investment.

THE LEAD designer of Chain 10 Urban Space Design, Keng-Fu Lo, sees a building as a living entity. Breaking with architectural tradition, he created a distinctive design for each floor of the Green Places Community Clubhouse in Tainan, Taiwan. The Clubhouse is a shared space for the residents of an independent community with space for dining, reading, exercising, learning and community interaction. The design is based on natural patterns and includes a reflecting pond, outdoor plaza and unobstructed view of the nearby hills while the floors are stacked vertically as a series of free curves. Varied surfaces with differing heights invite visitors to walk in and explore the interior. Natural elements are brought into the building and used as interior decoration with tall trees used as wall partitions. The use of continuous glass windows breaks spatial

barriers and brings nature into the interior space resulting in a harmonious environment where humans can maintain contact with nature. To reduce the impact of intense sunlight and heat, a wall is built on the building’s west side where the sun is strongest. LOCATED IN the serene green hillocks of the tea plantation area in northeast Moulvi Bazar, Bangladesh, Dusai Resort & Spa is the country’s first-of-its-kind destination resort. The resort embodies the essence of a traditional village with its layout spread across the undulating hill slopes. Existing trees define the setting of the cottages while the surrounding natural habitat and site contour remain untouched. The resort showcases a hybrid construction system of traditional tea estate bungalows and standardised concrete construction. The structures are raised above ground with their slender concrete frames anchored to the ground. The roof frames with soft thatch cover is made with a mixed truss system of wood and metal. The design draws inspiration from the Japanese art of origami with claddings that resemble folded sheets of paper. The designer, Metaform architects, has in mind to integrate both old and new while at the same time opening up the structure with glass partitions to blend seamlessly into the surroundings. This dynamic design means having to orientate the bar and eating areas to face the outdoors so that patrons can look at the trees outside. Due to the old house’s triangular form, the self-supporting roof requires very few peripheral structural points. The roof system is light and can be moved easily, hence it can be re-arranged in future to suit new design ideas. The outdoor areas have also been reworked—with the lateral outdoor terrace partly removed and replaced by a white sand

beach while the back terrace have been modified. The project also involves the refurbishment of the kitchen and eating areas located on the ground floor. Under the new triangular structure, the smoking area together with the fireplace and a small dining area occupies more than 200 square metres, with the dance floor surrounding the bar. The total floor area is 600 square metres. To preserve the “beach club” identity, the new structure is created using raw materials like burned wood, polished concrete floor, raw steel and a terrace made with wood and white sand. THE BUILDING extension for the World Trade Organization (WTO) in Geneva was recently awarded a Bronze under “Institutional Architecture” category at the 2016 American Architecture Prize (AAP) competition. Stuttgart-based Wittfoht Architekten was commissioned to build the new administrative building with an architectural style that evokes feelings of being open and transparent. The new building, which complements an older building at the same site, creates additional space for offices, a restaurant and underground parking. Located beside a lake and surrounded by a park, the new building is divided into two

sections—the base structure at ground level and the glass structure suspended above. The roof of the base structure is designed as an accessible wooden deck allowing visitors to use it as a viewing platform. A terrace at the front extends the restaurant towards the lake. The floating crystalline area above houses the administrative and office areas. Pockets of space within the building allows for informal meetings and conversations. The new building blends with the old building while maintaining a respectful distance. Visitors enter at the main gate and walk through the old building, over a spacious foot-bridge and directly into the main lobby at the new building extension. From here, all

areas of the new building can be accessed. All workstations have ample daylight and view of the outdoors. The building core and infrastructural facilities are located at the centre of the building, making it easy for visitors to find their way around. Additional flights of spiral stairs help to promote access between floors. Due to noise reduction requirements and the strong lakeside winds, the glass front of the office floors was designed as a double facade which also allows for natural ventilation. Hanover Page Mill wins LEAF Awards for best sustainable design Form4 Architecture’s design for commercial office building in California balances form and function with energy-saving features.

HANOVER PAGE Mill is a commercial office building located along Page Mill Road, Palo Alto, California—also popularly known as Silicon Valley. The two-storey building, designed for the highest levels of sustainability, was recently awarded a LEED Platinum by US Green Building Council. Completed this year, the project was also picked as a winner in the Best Sustainable Development categor y by the LEAF Awards, presented by the Leading European Architecture Forum, which celebrates innovative architecture and design projects internationally. Form4 Architecture’s design for the building is cited as a good example of a LEED Platinum and net-zero electric energy office building leased at market rates in Silicon Valley. Within the design, an array of photovoltaic devices is seamlessly integrated. On an annual basis, on-site photovoltaics provide all of the building’s electric energy use. This includes the energy used by 15 electric car chargers which are provided to accommodate tenant adoption of low-emission electric vehicles. The result is a powerful synthesis between

architectural form and energy performance, attracting numerous groups, including local university graduate students, to study the project as a road map for future cost-effective, net-zero electric buildings. The building uses 40 per cent less water for toilet flushing, hand washing and showering with the use of low-flow fixtures. Additionally, 55 per cent less potable water will be required for landscape irrigation, achieved with native and California-adapted drought-tolerant plantings and water-efficient irrigation systems. furthering conservation efforts. The 86,925 sq ft two-storey building rises over an underground 118-space carpark level and sits on a corner lot accessible by pedestrians via a bridged canal. The entry parking areas are shaded by a grove of trees marking a transition to the calm, park-like setting of the building. The beautifully landscaped public entry courtyard serves as a communal gathering space inviting passersby to enter the building. Besides the LEAF Awards, Hanover Page Mill has been recognised this year with an Honorable Mention in Green Architecture by the American Architecture Prize, as Best Green Building by the Silicon Valley Business Journal’s Structures Awards, and with an Award of Merit for Zero Net Energy Design by the PCBC Gold Nugget Awards. The PortHole installation stops curious visitors with its unique design

Installation by architects Antonio Nardozzi and María Dolores del Sol Ontalba, located by the quayside, is in conjunction with Festival des Architectures Vives in France. THE PORTHOLE pavilion is an experimental architecture designed by Antonio Nardozzi and María Dolores del Sol Ontalba for the 10th edition of the Festival des Architectures Vives. Located at Quay Paul Harris, La Grande Motte, France, the porthole on the seafront changes in perspective according to one’s angle of view, thanks to its anamorphic design which resembles a circle. The installation has been designed by combining optical and mathematical processes—starting from a cubic shape and

evolving into a geometric circular shape. The sculpture, which looks like it was moulded by wind erosion, allows visitors to rest on it, walk throught it or take shelter inside. It stirs curiosity and invites participants to peer into it from different angles. The volume of the pavilion, whose side is three metres wide, occupies a footprint of nine square metres. A total of 120 MDF boards are joined together by metal screws to create the installation and pink is used to coincide with the Festival colour.
