I. INTRODUCTION 1.1 The 42nd Stanford Antigua Sailing Week Regatta will take place from Saturday, April 25, until Friday, May 1, 2009. 1.2 The Organising Authority is the Antigua Sailing Week Committee, affiliated to the Antigua Sailing Association. 1.3 Regatta Headquarters will be at Nelsons Dockyard, English Harbour. 1.4 All times are Antigua Standard Time (UT minus 4 hours). II. THE SPIRIT OF BAREBOATING : INFORMATION FOR THE BAREBOAT CLASS 2.1 In order to ensure that the Bareboat Class provides sailors an equal opportunity, the Organising Authority has established stringent rules to ensure that genuine bareboaters are protected from parties who arrange for any form of unfair advantage or superior equipment. 2.2 Competitors in the Bareboat Class should not have any interests in the particular boat being sailed nor have colluded with the charter company to have any equipment installed that might give them any real or perceived advantage. 2.3 The boats from the bareboat companies should be allocated to the entrant on a purely random basis. If by some statistical anomaly an entrant is allocated the same boat for two years in a row, it is advisable to give written notification to the Organising Authority to inform them of the situation. The Organising Authority is dedicated to ensuring an equal and fair Bareboat Class.

III. RULES 3.1 This Regatta will be governed by: • The Racing Rules of Sailing (RRS) 20092012 • The Current CSA Rating Rules • The International Dragon Class Rules • The Multi 2000 Rating Rule • This Notice of Race • The Sailing Instructions IV. ADVERTISING 4.1 The Regatta will be classified as Category 'C' under ISAF Regulation 20.3.1. 4.2 Competing boats shall display Stanford International Bank’s decals forward and Stanford’s backstay flags while racing. These are obtainable at Registration. V. CLASSES & ELIGIBILITY 5.1 RRS 78.2 is changed in that all boats racing under CSA Rating Rules shall be in possession of a valid 2009 CSA measurement certificate before Registration. 5.2 Division ‘A’ will consist of Racing and Racing Multihull classes. 5.3 Division ‘B’ will consist of Performance Cruiser, Cruising, Bare-boat, International Dragon and Cruising Multihull Classes. 5.4 To qualify for the Performance Cruiser and Cruising Classes boats will be measured ‘with gear’ as defined in the CSA Rules and will carry their normal cruising gear such as a working galley, head and fresh water tanks on board, while racing. 5.5 National teams. 5.5.1 National teams of three monohull boats may be entered in both Division A

and Division B. More than one team may be entered per territory. Each boat in a national team shall include an owner or skipper who shall certify that he or she is a citizen of, or has been a resident of the country represented for a minimum of three years, and actually resided there for a minimum of six months in each of the last three years. For details on entering national teams see NoR 6.3 below. 5.6 The Bareboat Class. 5.6.1 Boats entered in the Bareboat Class will be restricted to recognized bareboat fleets acceptable to the Organising Authority. 5.6.2 Only equipment provided as standard by the bareboat company will be allowed. No spinnakers, spinnaker poles, whisker poles or second headsails will be permitted. 5.6.3 The Bareboat Class is only open to vessels from recognized bareboat companies with crews who have no previous affiliation or familiarity with the vessel being sailed, the sails and/or the standard bareboat equipment. 5.6.4 Operators of bareboat companies including employees and persons who have previous experience or affiliation with the vessel being sailed, the sails
and/or the standard bareboat equipment are restricted from this class. 5.6.5 The evaluation of this familiarity or otherwise will be determined by the Organising Authority and there is no appeal possible from their decision. 5.7 The top three bareboats in each class as scored on the night of Thursday April 30 will race the fifth race in a Gold Fleet. The remainder of the bareboats will form the Silver Fleet. The Gold Fleet will race as a separate class. The winner of the Gold Fleet on corrected time will be the 2009 Bareboat Champion. 5.8 The Organising Authority may impose maximum or minimum size limits on any class at its discretion and the decision of the Committee with regard to the class in which any competing boat will race is final. 5.9 The Organising Authority reserves the right to amalgamate, cancel, sub-divide or rearrange classes by means of an amendment to the Sailing Instructions, dependent on the number of valid entries received for each class. 5.10 In the Racing Fleet there will be an 'X' Category for boats of fifteen or more years old. 5.11 In the Racing, Performance Cruiser and Cruising Fleets there will be a 'Z' Category for boats of twenty or more years old.

at www.sailingweek.com. Entry fees will be USD $12.00 per foot of measured overall length. This will be reduced to USD $10.00 per foot for CSA affiliated boats. 6.2 The appropriate entry fee is payable at or before registration. Entrants are responsible for checking with the Committee Desk at Regatta Headquarters on their arrival to ensure that their entry particulars are in order and their entry fee accepted. They will then be issued with their special pass to the Skippers’ Briefing. Entries will be accepted up to 2359 on Friday, April 17, 2009. After this late entries may be accepted at the sole discretion of the Organising Authority. In this event, a 20% penalty will be levied on top of the entry fee. Refunds of entry fees will not normally be made after Friday, 17 April, and any refunds that are made will be at the absolute discretion of the Organising Authority. 6.3 National teams. 6.3.1 Certification forms will be available at the Committee Desk at Regatta Headquarters. 6.3.2 The Organising Authority reserves the right to refuse any boat for inclusion in a team if, in its opinion, it does not qualify. 6.3.3 Nominations for national teams should be made at the Skippers’ Briefing.

Dockyard on Wednesday, April 22, from 1000 to 1700, Thursday, April 23, from 1000 to 1700 and Friday, April 24, from 1000 to 1800. An information pack, together with identification numbers, class flags, Stanford International Bank decals and flags and a list of entries will then be issued to each competing boat. 7.2 RRS 78.3 is changed in that should the Official Measurer find a material error in a boat’s rating certificate at any time during this Regatta, he shall notify the International Jury. On receiving such notification the International Jury may call a hearing, request that the Official Measurer reissue the certificate and adjust the boat’s scoring for all races in the Regatta. 7.3 Skippers Briefing. There will be a briefing for one (only) representative from each entered boat at 0800 on Saturday, April 25 on the lawns of the Antigua Yacht Club. Around a laid mark in the direction of Redonda for other Division A racing classes. • Thursday, 30th April – Race 7 & 8 Windward Leeward off Falmouth Harbour. • Friday, 1st May – Reserve day. The reserve day may be used to complete any unsailed or uncompleted races. The Cruising fleet, Bareboats and Cruising Multihulls will race from Rendezvous Bay to Dickinson Bay in a clockwise direction. • Monday, 27th April – Race 3 All Division B boats will race from Fort James to Falmouth Harbour. • Tuesday, 28th April – Race 4 Windward/Leeward race off Falmouth Harbour for Performance Cruiser Classes. VIII. MEASUREMENTS 8.1 All boats with the exception of the International Dragon Class shall comply with the 2008 CSA Rating and Safety Rules. Multihulls shall race under the Multi 2000 Rating Rule. Spot checks may be carried out on the carriage of the safety equipment see NoR 9 below. 8.2 RRS 78.3 is changed in that should the Official Measurer find a material error in a boat's rating certificate at any time during the Regatta he shall notify the International Jury see NoR 13 below. On receiving such notification the International Jury may call a hearing, request that the Official Measurer reissue the certificate and adjust the boat's scoring for all races in the Regatta. 8.3 All headsails shall comply with CSA Girth Restrictions. Boats entered in Division A may fly normal spinnakers or asymmetrical sails and will all be rated with spinnakers. Code zeros may also be used if the boat is rated for them and they comply with the CSA Rules. 8.5 Boats entered in the Performance Cruising and Cruiser Classes of Division B may fly any sail combination and will be rated in accordance with the sails they elect to carry as per their entry form. 8.6 Boats entered in the Cruising Class of Division B may fly spinnakers, MPS, asymmetrical sails and one or two jibs and will be rated in accordance with the sails they elect to carry, as per their entry form. 8.7 The Bareboat and Division B Multihull fleets may only carry mainsail and jib, with no pole or device to boom out the genoa. 8.8 Any boat found to have been modified from her entry measurement trim during the Regatta may be disqualified at the discretion of the Organising Authority. 8.4
IX. SAFETY 9.1 All boats shall carry a minimum of three competent crew and a working marine band VHF radio capable of transmitting and receiving on the emergency and Race Committee channels. 9.2 Items NoR 9.2.1 to 9.2.16 are compulsory for all boats with the exception of the International Dragon Class who need only comply with NoR 9.2.8 (life jackets), 9.2.9 (life buoy), and 9.1 (carriage of a VHF) above.

9.2.1 Softwood
plugs or other suitable material, tapered to fit into all through-hull fittings. 9.2.2 Lifelines and bow and stern pulpits, or lifelines secured in such a way as to form a stern pulpit of not less than 18 inches in height, except that lifelines may be split at the bow to facilitate sheeting. Lifelines shall be taut with not more than seven feet between supports, taut being defined as no apparent sag between supports. Lifelines shall be attached securely and in such a way that no part of the system is elastic in nature. 9.2.3 A fire extinguisher charged and in date accessible from the deck. 9.2.4 Two buckets of not less than two gallons capacity, fitted with lanyards of suitable length and strength. 9.2.5 One anchor with a chain of suitable size for the boat’s length and displacement and a suitable rode of at least 150 feet in length. No part of the anchor shall overhang the ends of the boat while racing. 9.2.6 A first aid kit suitable for rendering First Aid treatment in minor emergencies. 9.2.7 A chart or charts covering the racing area.
9.2.8 A lifejacket constructed to an
acceptable standard with whistle attached, for each person on board. Lifejackets shall be of an acceptable size for the intended wearer and be readily accessible. 9.2.9 One lifebuoy capable of supporting the largest member of the crew in the water and positioned above deck such that it is immediately available for use in an emergency. 9.2.10 A heaving line at least fifty feet in length, capable of floating, positioned above deck such that it is immediately available in an emergency. 9.2.11 Four red hand-flares and two orange smoke-flares all in date. 9.2.12 A compass suitable for navigation. 9.2.13 A shut-off valve in working order shall be fitted to each fuel tank outlet. 9.2.14 Hatches, companionways and ports shall be capable of being made watertight while racing. 9.2.15 Cockpits to be self-bailing and to be fitted with adequate drains. 9.2.16 Sufficient water shall be carried on board so that there remains at least one pint for each member of crew after completion of each race.
X. SAILING INSTRUCTIONS 10.1 Preliminary Sailing Instructions will be available on the Regatta website early in January 2009. Final printed versions will be available at Registration.

XI. COURSES 11.1 The courses to be sailed racing will use laid marks located off the coast of the Island of Antigua. XII. PENALTIES 12.1 Boats not complying with NoR 9 (safety requirements) above shall suffer an immediate place penalty of 20% applied to the last race that they have completed. If boats thus penalised are found again not to comply with the requirements of NoR 9 on any subsequent spot check they will be disqualified from the last race completed. 12.2 The penalty for an infringement of Part 2 of the RRS will be as per RRS 44.2 (Two-Turns Penalty). 12.3 The Race Committee on the water reserves the right, at its absolute discretion, to disqualify any boat, which has, in its opinion, been handled dangerously and/or in gross disregard of the Rules of the Regatta. RRS 36 is changed in that any such disqualification will be applied to the following race should the current race be abandoned. 12.4 The International Jury may, at its discretion, impose a percentage penalty in lieu of disqualification for any infringement with the exception of infringements of Parts 1 or 2 of the RRS but including infringements of the safety requirements contained in NoR 9 above. 12.5 Competing boats shall not race with an anchor overhanging the ends

of the boat, see NoR 9.3.5 above. If observed by the race committee, such boats will be protested by the Race Committee and may subsequently be penalised or disqualified by the International Jury. 12.6 A boat, which acknowledges an infringement prior to the relevant protest hearing, may be penalised with a 40% place penalty or five places, whichever is greater, at the discretion of the International Jury. 12.7 Competing boats shall not dump garbage into the sea. If observed by the Race Committee such boats will be protested and may subsequently be penalised or disqualified by the International Jury.
XIII. JURY 13.1 An International Jury constituted as specified in RRS 70 and Appendix N 1.4(b) will be appointed. The Jury’s decisions will be final, in accordance with RRS 70.4. 13.2 An arbitration procedure as detailed in the Sailing Instructions will be offered for protests involving an alleged breach of RRS Part 2. XIV. SCORING 14.1 The Low Point Scoring System specified in RRS Appendix A will apply. Eight races are scheduled for Division A and Division B, of which one shall be completed by each Division to constitute a series.

XV. PRIZES 15.1 Two trophies for national teams will be awarded, one for Division A and one for Division B. 15.2 Provisional Results will be posted at the Committee Desk as soon as possible after each race. 15.3 Prizes and cups will be presented on Friday, May 1, 2009 at about 1500 in Nelson's Dockyard. Additional prizes will be presented during the evening of May 1 at about 2100. The decisions of the Prize Committee are final. 15.4 Prizes to be distributed are listed in the programme. Only Division A Racing Classes I, II & III are eligible for the Lord Nelson Cup. 15.5 Special first, second and third prizes for the Gold Fleet Bareboat Championship and for the Silver Fleet Bareboat Championship, each based on the result of the race held on Friday May 1, will be presented in the Dockyard on the evening of Friday, May 1, 2009. 15.6 There will be a special, Round the Island Trophy, presented by Yachting World, for the best elapsed time for Division A boats completing the circumnavigation. There will be a special trophy presented by Corum Watches for the best elapsed time for Division A boats completing the Around Redonda Race. 15.7 The Antigua Ocean Series will be open to Division A boats completing the Guadeloupe to Antigua Race, the Round the Island Race and the Around Redonda Race. Boats may compete in the Ocean Series independently of Stanford Antigua Sailing Week.
XVI. DISCLAIMER 16.1 The Organising Authority is providing this Regatta only on the understanding that neither they nor their representatives bear any responsibility for any loss, damage, death or personal injury howsoever caused to any competitor, skipper or crew as a result of their taking part in the series. 16.2 In the interests of safety, and in accordance with RRS 76.1 the Organising Authority reserves the right to reject or cancel the entry of any boat prior to the first race if it considers that its crew are insufficiently experienced for the size and classification of the boat in question. This is particularly applicable to boats in the larger classes of Division ‘A’ who recruit the majority of their crew for this series on an advance payment per head basis. 16.3 In addition the Owner/Skipper shall bear full responsibility for the conduct, actions and good behaviour of their crews and guests for the duration of this Regatta. In the event of a serious breach of conduct, bad sportsmanship, the destruction of property, or any material failure to comply with the proper request of any Race Officer, Committee Member or agent of Antigua Sailing Week by a boat’s crew or their guests, the Owner/Skipper will be held responsible. The boat or one or more of its crew may be subject to penalisation or expulsion from the Regatta by the International Jury, which may include being banned from future Antigua Sailing Weeks as well as the current one.

16.4 By entering, each competitor
warrants the suitability of the entered boat for the races. Prior inspection of the boats does not in any way limit the absolute responsibility in this respect of the Owner/Skipper entering the boat. 16.5 In particular, owners shall accept full responsibility for the seaworthiness and safe navigation of their boats and the competence of their crews, and use their own judgment whether to start, continue or retire from the race in the existing or forecast conditions. Owners shall draw the attention of the crews to this disclaimer before the start of any race, and also to RRS Fundamental Rule 4 (Decision to Race).
XVII. INSURANCE 17.1 Boats are strongly advised to hold valid Third Party Liability Insurance valid for the duration of the Regatta. XVIII. Yachts should assemble in Des Haies Bay, Guadeloupe on the afternoon of Thursday, April 23, 2009. The skipper’s Briefing will be held at 1730 on that afternoon at the main dock. CUSTOMS FORMALITIES:
Yachts leaving Antigua for the Guadeloupe to Antigua Race must clear immigration before leaving Antigua. The necessary clearance forms should be obtained from Customs. The Committee desk will be pleased to assist and can supply further information. ENTRANCE FEES:
