Dress code, fundraising discussed by board Girls’ leggings, solicitations by kids AISD meeting topics by mark k. campbell The July 29 board meeting hit upon a couple of subjects that brought about some robust discussion among those in attendance. Dress code The word “leggings” set off a detailed examination of exactly what would be tolerated when the bell rings for this school year Aug. 25. Under Clothing in the Dress Code section of the Student Handbook (available online at www.azleisd.net on the high school front page), the notation is: “Leggings under skirts/ dresses are considered hosiery. Skirt/ dress/top must comply with 5-inch rule.” AHS Principal Sam Robinson said this year’s dress code stresses that leggings must be “dark.” That brought about some discussion about concerns of threadbare dark leggings. White and “transparent” leggings are too revealing, so all must be “dark.” Tops must meet the 5-inch rule. Robinson noted that the 5-inch dis-

Then junior high principals in attendance spoke up, saying they felt their recently reviewed Student Handbooks might not perfectly line up with Robinson’s at the high school. All principals said they would take another look at their handbooks.

City Council previews new budget before workshop
By Natalie Gentry Four days before the Azle City Council sat down to work through the details of the 2014-15 fiscal year city budget, they held a special public meeting to touch on some of the highlights. “Each year we are faced with new challenges,” said City Manager Craig Lemin. “This year it was property values. “Although property values were up on the Tarrant County side of the city, they were down on the Parker County side.” And since Parker County doesn’t provide a breakdown of funds, exactly what caused the decrease is unknown. Lemin went on to explain that the revenues in the general fund are beginning to look better, but the utility fund, which is traditionally quite healthy, is beginning to drop due to ongoing droughts and potential climate changes. New construction was up this past year, and the city projects small increases in sales tax and franchises. In addition, multiple personnel changes are included in the budget, including the promotion of two library
assistant positions to librarian at the Azle Memorial Library Lemin noted that there are not many capital expenses included in the budget with limited equipment purchases including a new cardiac monitor, three new police vehicles, and a new mower. Way paved for 3 phases of construction on Silver Creek Road by mark k. campbell Your favorite cut-through to Fort Worth is about to be messed up. The 3-phase plan to fix Silver Creek Road and two bridges near Lakeside will begin in October. The initial phase will address two issues – the bridge that is about 150-200 yards south of Watercress Drive and 150 feet of pavement from the bridge to 150 feet north of Live Oak Bridge. Both of these projects are slated to run from October until April 2015. The current bridge is just 22 feet wide. Upon completion, the new bridge will be 44 feet wide, contain two 14-foot lanes, and offer 8-feet shoulders on each side. Motorists need to find an alternate route since Silver Creek Road will be completely closed for the bridge repair. However, during paving, traffic with be allowed either all from the north or all from the south. Phase 2 concerns only Live Oak Creek Bridge, the farthest south located near Silver Creek Materials. While property owners will sometimes have access during the Oct. 2015 to April 2016 bridge replacement, no through traffic will be permitted. Live Oak Creek Bridge will also expand from 22 to 44 feet. Finally, Phase 3 concerns improvements to Silver Creek Road itself. Scheduled from October 2017 to April 2018, paving will be done from 150 feet south of Live Oak Creek Bridge to where new pavement begins. A third bridge on Silver Creek Road – one that spans a dry creek bed – will not be replaced. The bridge repair funds come from TxDOT; a Fort Worth bond is paying for the paving. Senior Spotlight The weather sure has been nice for a change. The parks are busy again, but some of the die-hards were out there on the really hot days, too. Azle Volleyball outdoor tournament huge success By Natalie Gentry According to booster president Janine Smith, the Azle volleyball team’s first annual outdoor volleyball tournament was a huge success. Sixteen teams, captained by AHS team members, played on grass and sand courts in Azle’s Central Park Saturday, Aug. 2. After competing in pools of four, the top two teams in each advanced to the championship bracket. The other two teams in each pool competed in the consolation bracket where Brooke Smith’s team, “Sets on the Beach” won the day. At the end of the day, the top two teams were reserve champions “The Hazbeens” coached by Chandler Arnold, and grand

City of Azle, 613 Southeast Parkway, Azle, Texas 76020, has applied to the Texas Commission on Environmental Quality (TCEQ) under the Texas Pollutant Discharge Elimination System (TPDES) General Permit No. TXR040000 for a renwal of authorization number TXR040110 to discharge from the City of Azle municipal separate storm sewer system (MS4). The MS4 is located within the City of Azle limits that is located within the DallasFort Worth-Arlington Urbanized Area in Tarrant and Parker Counties, Texas. The MS4 will discharge to the drainage area of the Trinity River Basin. Betty Urbanek, 84, of Azle, passed away peacefully on Sunday, Aug. 3 at her daughter’s home in Canyon, Texas under the care of Southwest Hospice. Family members were present at her passing. Services are scheduled at 10 a.m. on Thursday, Aug. 7, 2014 at Good Shepherd Lutheran Church in Azle with Pastor Craig Schinnerer officiating. Pallbearers will be grandsons. Burial will be in Azle Cemetery. Arrangements are by Alexander’s Midway Funeral Home of Springtown. A fee of $25 is incurred the iPad has no damage but the student missed more than six days the previous school year. Or: The no-pay requirements are met, but they missed the Aug. 13-15 dates. A $45 fee is charged to any student who has never had an iPad or an issued iPad has damaged and had to be serviced. The same requirements are true for junior high students with the dates of Aug. 11-12 and 15. With proper paperwork filled out when necessary, the process usually takes around 45 minutes.
Perrianne Brownback, pastor, author, and art lover spoke to the Azle Chamber of Commerce on Aug. 5. She explored the concept of the phrase “where creativity meets commerce” that she once saw on a postcard at a hotel in London. Brownback hypothesized that communities that foster and celebrate the arts tend to be ones that prosper. She explained that the varied and resourceful thinking that is demanded by creativity cultivate success in today’s marketplace. Feeling puny: Ain’t nobody got time for that
I
am the only guy I know who can be sick for five days, consume nothing but crackers and sports drinks (which quickly exited the body – it was like pouring through sieve) and still manage to gain three pounds. Somehow I picked up the bug that’s going around, the “stomach flu” – the only more generic illness label is “flu-like symptoms.” But this sucker wouldn’t go away. I christened the ailment 3TM: I read three entire Texas Monthlys while perched upon the porcelain throne.
If you need to know anything about Wendy Davis or where to eat in Corpus Christi, I’m your man. You know, when you’re 58 and have a family history of “innard problems,” you worry when your stomach cramps and the fact that you might have eaten your last dozen chocolate donuts or cheeseburger. The latter was especially disconcerting when news came out that I might croak and not make it to Red Robin. The restaurant chain “won” the worst healthy-thing you can buy in a restaurant for its A.1. Peppercorn
Burger, which, when turned into a “monster” with addons, can come in at 3,450 calories. Plus there’s a milkshake (with a cheap refill) and “bottomless ON YOUR steak fries.” MARK The food poMark K. Campbell lice – I’m mar-
ried to the General – howled, of course. I could easily reduce the number of calories by getting rid of the tomatoes. (I once went to a restaurant that, so I had been told, offered unlimited French fries, served in a regularly refreshed platter on a salad bar. After multiple returns for fries, the manager came up – as I had a mouthful of fries sticking out like porcupine quills on an inquisitive dog’s nose – and asked what I was doing, that the fries were not unlimited at all. He didn’t charge me more; he just asked me to stop, since I had eaten about $70 worth.)
Anyway, while flipping through a Texas Monthly yet again, I wondered if I would ever get to gorge on that giant burger. Finally I gave up and went to the doctor who gave me a pill the size of a ladybug that turned the tide, as it were. I’m back in action! While I was shocked to gain weight while being hunkered down, I figured I might as well eat yummy food while I can. Note to self: renew Texas Monthly subscription. Mark K. Three Flags Ceremony 210 years ago changed history

ceremony occurred 210 years ago, March 9-10, 1804, that represented a major event in U.S. history. In St. Louis it is called Three Flags Day and commemorates the acquisition of the Louisiana Purchase, which meant that the U.S. doubled in size. Actually, we doubled in size three times: 1. At the end of the French and Indian War in 1763, Britain acquired French land, and after that the colonies on the east coast stretched to the Appalachian mountains. 2. Twenty years later in 1783 after the American Revolution, Britain set our western boundary at the Mississippi River, land they got in 1763, doubling again. 3. Later in 1803 the U.S. would acquire Louisiana. Spain sold the Louisiana Territory (that she won from France in 1763) back to France by a secret treaty in 1800. Because France under Napoleon represented a threat, President Thomas Jefferson worried when he eventually learned of the sale. Ameri-

cans on the Western frontier, particularly the Ohio Valley, shipped or floated their produce down the Mississippi River to New Orleans for transfer to the east coast by sea. Jefferson feared that France might halt that trade through New Orleans if she engaged in war with Britain (which the two did frequently). Jefferson decided to purchase New Orleans from France. Luckily, Napoleon was willing to sell all of Louisiana because of war reverses and needing money. Louisiana stretched from the present state of Louisiana, up the west bank of the Mississippi and across the northwest practically to the Pacific. (Britain claimed some of the Oregon country, and Spain owned the Southwest.) For $15 million dollars the U.S. bought ALL of the Louisiana Purchase. Yes, it doubled the territory of the U.S. again. We need a map here. Use your imagination. The Mississippi River does not cut the present continental U.S. in half equally. It is east of the mid-point. Draw a line on the 98th meridian from north to south vertically, and that divides the country in half. The line runs awfully close to coming down
I-35, which is why Fort Worth is “where the West begins.” Thus, the part of the U.S. east of the Mississippi was about equal to the territory of the Louisiana Purchase. Now, let me PAGES FROM explain the WESTERN Three Flags Ceremony. In HISTORY late 1803 in J’Nell L. Pate New Orleans Spain formally transferred Louisiana to France, and then a month later, Dec. 20, France formally transferred Louisiana to the U.S. However, because it was winter, and travel upriver on the Mississippi stopped, folks in St. Louis – the major inland city of the western trade – did not know. Therefore, when boats could travel upriver, a delegation proceeded north to that city. On March 9, 1804, a ceremony low-

ered the Spanish flag and raised the French one. The latter flew over St. Louis for 24 hours. Then on March 10, the French flag was lowered, and the U.S. flag raised. William Clark and Meriwether Lewis, whom President Jefferson already had charged to explore the new territory, attended the ceremonies. Jefferson tried to get someone to explore for years, even before the U.S. owned Louisiana. By the sale, the U.S. gained possession of the “entire western watershed of the Mississippi.” Historian Landon Y. Jones, wrote, “The most prominent absentees at the Three Flags Ceremony were the Indians who actually controlled the lands being transferred.” The number of Euro-Americans inhabiting the Purchase was a bit over 10,000, but estimates place at least 100,000 Indians from dozens of tribes. Most of the 3,500 residents of St. Louis spoke French at the time. Probably a lot of “pubs” or bars served alcohol to celebrate the exchange of the three flags, and even today St. Louis has a Three Flags Tavern. With that final exchange of territory, the Louisiana Purchase, and doubling our size for the third time, we were assured of becoming a great nation. Protecting oceans on each side saved us from successful invasion by any methods possible in the nineteenth century. Wealth untold rested in those lands – furs, gold, silver, oil, and land for expansion. And, yes, the Indians owned it. George Washington, Jefferson, and their contemporaries honestly believed that it would take four or five centuries to settle that much land. (After all, it took a couple of centuries to settle just on the east coast.) Thus they planned to coexist with the native peoples. The freedom of a democracy and the lure of land began to draw millions of immigrants, and then gold was discovered. The World Rushed In to quote the title of a book by J. S. Texas deals with border as Congress departs

ongress left Wa s h i n g t o n , D.C., Aug. 1 for a month-long recess, without having passed an immigration bill addressing the porous U.S.-Mexico border and humanitarian crisis. Figures compiled by the federal Department of Homeland Security’s U.S. Customs and Border Protection division show 57,500 “unaccompanied alien children” have been apprehended and processed since October 2013, the majority in the Rio Grande Valley. While President Obama’s request to Congress for $3.7 billion in emergency funding remains pending, the governor’s office said the state of Texas will tap available funds to pay the cost of deploying 1,000 national guard troops along the border to assist in law enforcement operations. The cost to do that is estimated at $12 million a month. Volunteer organizations are delivering support to help care for mothers with small children
and unaccompanied minors from Guatemala, Honduras and El Salvador who have crossed the border to escape gang violence and poverty. Aid comes in the form of food, clothing, medical supplies, school supplies and legal assistance. On July 25, U.S. Rep. Henry Cuellar, D-McAllen, sent letters to House Appropriations Chairman Hal Rogers, R-Kentucky, and Federal Emergency Management Agency Administrator Craig Fugate requesting financial assistance and reimbursement for communities affected by the current border humanitarian crisis. Texas high school graduation rates hit all-time high
A
report released by the Texas Education Agency (TEA) says that the Lone Star State 2013 seniors set a new state record for graduation rates. The new record is 88 percent. The news inspired Gov. Rick Perry to note: “We’ve set the bar high for Texas students to ensure every graduate is ready for college or career, and they have consistently demonstrated that they are up to the challenge. “The class of 2013’s historically-high graduation rate is a testament to the hard work being put in by teachers and administrators in schools across the state, and students who realize the importance of a strong education in pursuing and realizing their dreams.” The TEA report noted that graduation rates have been on
the rise every year since 2007. That year’s grad rate was 78 percent. Since then: • 2008 – 79.1 percent • 2009 – 80.6 • 2010 – 84.3 • 2011 – 85.9 • 2012 – 87.7 For 2013, Asian students posted the highest graduation rate at 93.8 percent. White students followed at 93.0 percent. Graduation rates reached an all-time high for Hispanic and African-American students at 85.1 and 84.1 percent, respectively. In 2007, only 68.5 percent of Hispanic students graduated and 70.5 percent of AfricanAmericans graduated. The 2013 dropout rates for the groups were: Asian, 0.6; White, 0.8; Hispanic, 2.0; and African American, 2.3.

Volleyball season begins Aug. 12 for Lady Hornets

by mark k. campbell Almost a full two weeks before school starts, the Lady Hornet volleyball team will be playing matches that count. Azle opens the 2014 season Tuesday, Aug. 12 with a trip to Decatur. School begins Aug. 25. At Decatur, AHS will not only face the Lady Eagles, but will also see the Joshua Lady Owls. Coach Jennifer Robinson
began two-a-day practices Monday, Aug. 4. That included running endurance, physical agility drills, and weight lifting. Before the regular season begins, Azle will play a pair of scrimmages on the road. The Lady Hornets head to Boswell Aug. 8 then to Bowie the next day. The varsity squad will play tournaments at Saginaw (Aug. 15) and Graham (Aug. 22). The third and final pre-dis-
trict tourney is set for Argyle Aug. 28. The bulk of the non-district matches are on the road. In fact, Azle will not play a home match until Sept. 9 against Grandview, the final game before 5-5A plays starts. One unusual stretch of the district slate has AHS hosting three district foes in a row: Denton (Sept. 30), Saginaw (Oct. 3), and Wichita Falls Rider (Oct. 7).
It’s football time in Texas again, and the Hornets will begin the 2014 season with two-aday practices Monday, Aug. 11. Azle, again led by Devon Dorris, will hit the field for two weeks then will play its only scrimmage, at home against Burleson Friday, Aug. 22. After school starts Monday, Aug. 25, practices move to after school. The varsity Hornets have a quirky schedule this year. Azle opens at home against Granbury Friday, Aug. 29 then will play just one more home game until Oct. 17. In between, the Hornets head for Waxahachie to face Red Oak in the Dale Hansen Football Classic on Sept. 5. That’s followed by non-district trips to Cleburne (Sept. 12), an open date, and the District 5-5A opener at Boswell in the resumption of the Take the Lake series. Marvel-ous streak continues with Guardians The big gamble paid off and it’s official: Marvel Studios is on the kind of roll Pixar enjoyed. Marvel can seemingly do no wrong. About the film The studio created a Galactus-sized plan. Not only would a series of movies be made – some of them utilizing far from popular characters – but they would interlock with each other and be projected out for years in a series of “phases.” Plus there would be TV crossovers as well as “oneshots” released on DVDs and into the cyberworld – all part of the “Marvel Cinematic Universe” (MCU). Clearly, this is a massive vision, especially considering some of the bigger comic book properties – X-Men, SpiderMan – are outside Marvel Studios’ grasp right now. Phase One for MCU began in 2008 with Iron Man (Movie Man No. 771, 8, Best of Year). The reboot of The Incredible Hulk (MM #777, 7) followed with both being good movies that enjoyed great success. Next came Iron Man 2 (2010, MM #876, 7), Thor (2011, MM # 929, 7), and Captain America: The First Avenger (2011, MM #940, 7). By 2012, the studio had set up the first of three Avengers (MM #981, 8) movies, and, because of the high-quality of its predecessors and the carefully crafted MCU master plan, The Avengers became one of the biggest moneymaking movies in history: No. 3 in the U.S with $623.4 million (behind only Avatar [2009, MM #856, 7, $760.5 million] and Titanic [1997, MM #212, 8, $658.6 million]) and No. 3 internationally, too, with $1.519 billion. Worldwide, just Avatar ($2.788 billion) and Titanic ($2.187 billion) lead The Avengers. Cleary, Phase One was a monster success. Phase Two began last year with Iron Man 3 (MM #1,034, 6) and Thor: The Dark
World (MM #1,061, 6). Guardians of the Galaxy is the third of four films in Phase Two. (TV’s Marvel’s Agents of S.H.I.E.L.D. is also part of the scheme.) The final movie of Phase Two will certainly rake in hundreds of millions in the U.S. when Avengers: Age of Ultron arrives May 1, 2015. Phase Three also starts in 2015 with Ant-Man. Fanboys know all about the drama behind its creation and the jettisoning of cult favorite director Edgar Wright who had spent years working on it. The rest of Phase Three: Captain America 3 (May 6, 2016), the very cool Doctor Strange (July 8, 2016), and Guardians of the Galaxy 2 (July 28, 2017). Marvel packages the Phases for home viewing along with some “one-shots” that expand on the massive universe. They also plan on using Netflix as a means to showcase Daredevil, Luke Cage, Iron Fist, and others to eventually assemble as the Defenders, kinda an Avengers lite. And…a Phase Four looms with new film dates just announced by Marvel (not the movies, just the dates): Nov. 3, 2017, July 6 and Nov. 2, 2018, and May 3, 2019. While one of those is surely the final Avengers movie, who knows what the others are? Now all of this is some serious projecting. The same thing is going on with the Star Wars universe at Disney. Guardians was the first Disney/Marvel collaboration and it has worked out just fine. Here’s hoping the same holds true for the upcoming Star Wars onslaught that begins with Episode VII (Dec. 18, 2015). Next year will clearly see the release of two of the biggest movies of all-time. The plot (spoiler) In 1988, right after watching his mother die of cancer, young Quill (Chris Pratt as an adult) gets sucked up by a spaceship. Decades later, he is a stealing an orb for the head galactic pi-

And so is Gamora (Zoe Saldana) who has been sent for the world-destroying orb by her cruel master Ronan (Lee Pace) who in turn wants to give it to all-mighty Thanos. But Gamora is actually anti-Ronan and wants to stash the orb from him with the Collector (Benicio del Toro.) (Confused yet?) Quill, Rocket, Groot, and Gamora wind up jailed. They escape with the help of Drax the Destroyer (wrestler Dave Bautista) who is desperate for revenge on Ronan. Evil Ronan gets the orb, but Quill partners with Yondu and his gang to attack Ronan’s ship before he can destroy Nova, a planet he has it in for. There’s a mighty battle. However, Ronan proves to be one tough dude to dispatch. So, the riffraff Guardians bond together for what could be one final time. (It’s not.) What works (spoiler) The Guardians are all really cool. Pratt is very good and the computer generation of Rocket and Groot is perfect. (Good

Drought still a hot topic Some EML residents mowing where water once stood while hopes for rain from El Nino might fizzle out by mark k. campbell How ‘bout that drought? Of course, North Texas – even some other portions of our state – isn’t the only place in these United States where wa-
ter is scarce. But we’re not exactly awash in water. And, while there’s a faint cloud of hope on the horizon, don’t bet on it.
The West As bad as the drought is in the Lone Star State, it’s a monster in California. That entire state is under “Severe” drought at the very least. Most of the Golden State carries the harshest distinction on the map updated weekly at the National Drought Mitigation Center – “Exceptional.” In the entire U.S., 3.9 percent of the land falls under that Exceptional listing. That’s up from 3.17 a year ago. The majority of that percentage falls in California. A bit more spills into neighboring Nevada. The rest? Texas. Still, as a whole, America is in a lesser drought danger than a year ago. In July 2013, the percent of the U.S. falling in one of the five drought categories – Abnormally Dry; Moderate; Severe; Extreme; and Exceptional – stood at 57.23 percent. This July, the most recent figures available, that number is 47.5 percent. That means 52.5 percent of America is just fine, moisturewise. Most of those states are in the Midwest and Northeast. Other regions continue to suffer, though. You expect the Southwest with its massive stretches of desert lands to be arid. Still, there’s a good news-bad news scenario brewing out in the Pacific Ocean – an El Nino. The good news, according to the Climate Prediction Center and the National Oceanic and Administration, is that there’s an 80 percent chance the atmosphere-changer will arrive in
the Northern Hemisphere this fall and early winter. The bad news? “Forecasters anticipate the El Nino will peak at weak-to-moderate strength,” a report noted. If the El Nino sputters out, folks around here might just be mowing the lake a little while longer.

The Grand Jury returned 24 indictments against 20 individuals. Three of those individuals are Springtown residents, while one lives in Azle. • Israel Favella Andrade Sr., 35, of Springtown, was indicted for burglary of a habitation with the intention of committing another felony, a first-degree felony, and indecency with a child – sexual contact, a second-degree felony. • Bobby Shane Blair, 24, of Springtown, was indicted for possession of a controlled substance – penalty group 1, 1-4 grams, a third-degree felony. • Denise Deann Cox, 37, of
Springtown was indicted for evading arrest or detention with a vehicle, a third-degree felony. • Mark Morgan Upchurch, 32, of Azle, was indicted for aggravated assault causing serious bodily injury, a seconddegree felony. Other indictments were returned against: • Angel Demar Contreras, 27, of Weatherford, was indicted for assault of a public servant, a third-degree felony. • Ernest Givens Jr., 38, of Grand Prairie, was indicted for fraudulent use or possession of identifying information – less than five items and forgery of a financial instrument, both state jail felonies. • Jimmy Ray Johnson, 29, of Fort Worth, was indicted for criminal mischief – $1,50020,000, a state jail felony. • Michael Patrick McNeece, 27, of Weatherford, was indict-

He also had an active Wise County detainer for driving with an invalid license. He was released to Wise County authorities July 31. • Springtown police arrested a 28-year-old Springtown man July 30 for bond forfeiture on two prior charges of driving with an invalid license and possession of marijuana – less than two ounces. As of Aug.4 he was held in jail in lieu of $5,010 bond. • Maranda Dawn Richards, 33, of Springtown, was arrested by Weatherford police July 30 and charged with theft of property, $1,500-$20,000. She also had an active Fort Worth warrant for credit/debit card abuse. She was released to Fort Worth authorities Aug. 1. • Springtown police arrested a 37-year-old Springtown man July 31 and charged him with failure to identify a fugitive with intent to give false information. He also had insufficient bond for a prior charge of possession of a controlled substance, less than one gram.
