iFrenzy! Students pick up iPads at AISD secondary school by carla noah stutsman Azle ISD students in grades 7-12 are busy picking up or renewing their iPads this week. Junior high students picked their iPads up Monday and Tuesday, Aug. 11 and 12. Freshman and sophomores should pick up or renew their iPads at Azle High School from 8 a.m.-7:30 p.m. Wednesday, Aug. 13. Juniors and seniors should pick up or renew their iPads at AHS from 8 a.m.-7:30 p.m. Thursday, Aug. 14. Friday, Aug. 15 from 8 a.m.-6 p.m. at AHS is the make-up day for all students in grades 7-12 who were unable to pick up or renew their iPads on their assigned day. As part of its core beliefs in engaging students in authentic learning and that students are volunteers in their education and will become lifelong learners, AISD implemented a 1-1 iPad initiative that began in the fall of 2013 for students in those grades. There are iPads aplenty in primary classrooms in the district, as well. According to AISD Technology Director Eddie Alford, most of the iPads will be issued prior to the first day of school – Monday, Aug. 25. Picking up your student’s iPad before school starts will promote less chaos and more learning beginning on the first day of school.

It also provides an opportunity for many parents of students in grades 8-12 to save the usage fee of as much as $45 if their child meets certain criteria. Seventh graders and other students who have never been issued an AISD iPad as well as students who were issued an iPad last year but had to have it serviced for damage will be charged the full usage fee of $45. Students who were issued an iPad last year, had no damage to the iPad but missed more than six days of school will be charged a $25 usage fee. Even if the student meets those criteria and missed fewer than six days of school, if he or she does not pick up or renew their iPad Aug. 11-15, the $25 usage fee will apply when they do so after school starts. Those who pick up or renew their iPads Aug. 11-15, received an iPad last year and had no damage, AND missed fewer than six days of school will not incur a usage fee. There are lots of details associated with the AISD’s 1-1 iPad initiative, including a checklist, iPad use agreement, student signature page, acceptable use policy, information about iTunes and Apple IDs and much more. New rating could lower insurance rates by mark k. campbell Azle Fire Chief Will Scott told Rotarians Aug. 7 that a ruling by the state fire marshal’s office could lower residents’ insurance rates. As of Dec. 1, 2014, the new Public Protection Classification (PPC) rating for Azle will drop from 6 to 4. And a 3 is possible. “We’re just 1.1 percent from being a 3,” Scott said. Insurance Services Office (ISO) submitted its recommendation to improve Azle’s rating in a letter dated July 11. The improved rating of 4 is good news all around, Scott said. The PCC’s top ranking is 1 with 10 being worst. The group makes its determinations on a variety of factors, he noted: communications; department equipment, staffing, training, and geographic deployment of companies; the available water supply system; and fire prevention and enforcement. Most insurance companies use ISO’s PPC rating to calculate premiums. “There’s the potential for 8 to 9 percent in homeowners’ insurance savings,” Scott said. The chief said he plans to have Azle’s factors resubmitted – a “reaudit” – to move to an even superior rating of 3. “We’ve reviewed it and I think we can get there,” he said. Scott said the AFD joins 307 other Texas departments at the 4 level. Lake Worth is one of the local departments with a 3. In the state, 239 FDs have earned that distinction. There are 187 Texas fire departments with a rating of 2, including Saginaw. “We’re happy to accept the 4 now. But that’s our ultimate goal for Azle – a 2,” Scott said. Only 13 departments in Texas

Witt accused again of embezzling money n WITT, FROM PAGE ONE.

The woman, Julie Sue Witt, was convicted of theft $20,000100,000 and sentenced to 12 years in the state penitentiary for her crime. The Sheltons thought she should have been sentenced to 20 years. Witt was paroled just 18 months later in June 2011. Now, the Sheltons say they’re saddened to learn “she’s done it again” – this time to a Weatherford attorney. Witt steals again Witt, 45, – who has also used the surnames Steen, Hawkins and Weisbrod, among others – was arrested Tuesday, July 22 by Parker County Sheriff’s deputies. She was charged with the same crime she committed against the Sheltons; however, this time, the charge is enhanced to a higher level because of her conviction in the Shelton case. Bond is set at $25,000, but Witt remains in the Parker County jail with no bond for violating the conditions of her parole. She is accused of embezzling almost $50,000 from Weatherford attorney Mike Maloney. A bridal nightmare The Sheltons were feeling pretty lucky in early 2008. Although the fire was a frightening experience, no one was killed. “We had guests staying here at the time, but they all got out okay,” Melody said. “We have a good, longtime friend who is a contractor, and with his help, we were able to build this building very quickly.” Just a few weeks after the grand opening for their newand-improved dining hall, the Sheltons learned that Witt – who had been recommended

Julie Sue Witt to them – had entered into as many as 45 contracts with brides and other event-holders without their knowledge. In fact, Melody said that on the day of the grand opening, Witt was over in a corner, signing a contract with people who were there to book an event, and taking their money – which she kept for herself. “She signed contracts on our behalf, took their deposit money, ‘washed’ checks, and even offered to drop the sales tax or give them a discount if they paid in cash,” Allen said. “Why, she even got a Pay-Pal account in our name – but the proceeds were sent to her address.” The Sheltons returned all the money Witt had taken from their clients. But they went much further, helping emotional and devastated brides book other venues for their weddings and in some cases, paying for invitations and other wedding expenses in order to preserve their good name. “In all, we think she stole about $180,000, but the amount we could prove was less than $100,000,” Allen said. “She cost us a whole lot more than that in mental anguish.” Melody, who says she doesn’t like to talk about what they

went through after discovering the theft, fought back tears describing what Witt had done. “She is so tremendously clever,” Melody said of Witt. “It’s such a shame she didn’t use that in a positive direction instead of stealing from people.” Allen agreed, adding that after they learned of Witt’s shenanigans, they found out she had a pretty extensive criminal record for theft. “I don’t think she ever had a job where she didn’t steal from her employer,” Allen said. Melody said she’s also disappointed to think the citizens of Texas paid for Witt’s education – she became a paralegal while in prison – that enabled her to continue stealing from people after getting out. The Sheltons have reached out to Witt’s latest victim, Maloney, and have offered their assistance if he needs it while Witt is prosecuted again. Business is good Through it all, the Sheltons managed to avoid a single lawsuit by making good on everything Witt had promised clients on their behalf and more. “It was disheartening, but we were fortunate because we had always saved for a rainy day,” Melody said. “And business is good.” Like that red oak tree they planted when they moved in, the Sheltons and their business have withstood some storms over the past 45 years. But storms come and storms go, and the strong survive. “It’s how you handle it that matters,” Melody said. “We always try to look forward, and we take great pleasure in what we do,” she continued. “It’s why we get up every morning.”

Here comes the boom City Council considers a “tax increment reinvestment zone” to stimulate economic growth By Natalie Gentry David Pettit of David Pettit Economic Development, LLC addressed the Azle City Council at the council meeting Aug. 5 about possible economic development through the implementation of a tax increment reinvestment zone (TIRZ). A TIRZ is a tool the City can use to publicly finance needed improvements to infrastructure and buildings within a designated area, and is funded through new construction and investment, or through the annual appreciation of real property. “After reading through Azle’s downtown plan report a number of times, I believe a TIRZ could be a valuable tool to help facilitate some new private investment in the area,” Pettit said. “They have been proven over and over, particularly in Tarrant County, to be catalysts for new development, and I think there’s no question

it can do the same here.” By creating a TIRZ Azle should be able to attract potential development and investment to an area where it might not otherwise occur. Private development is expected to occur in a designated area, and the development will benefit the area “at large” rather than being project specific. In addition, a TIRZ provides a funding source without impacting the current stream of general fund revenues for each taxing entity. In other words, they are revenue neutral. “The cost of improvements to the reinvestment zone is repaid by the future tax revenues of each taxing unit that levies taxes against the property,” Pettit said. “Each taxing unit can choose to dedicate all, a portion of, or none of the tax revenue gained as a result of improvements within the reinvestment zone.”

Once a city has begun the process of establishing a TIRZ, other taxing jurisdictions may choose to participate in projects that are mutually beneficial. In essence, it creates a partnership between multiple jurisdictions – such as the city of Azle and Tarrant County – as well as public and private entities. Pettit noted that such zones are often used for community development or redevelopment and to increase business creation and retention. “A TIRZ can encourage investment because it ensures investors that funds are being reinvested in the area,” Pettit said. He also said that much of the development in downtown Fort Worth is the direct result of that city’s creation of a TIRZ. All in all, Pettit noted that creating a TIRZ in Azle could bring a new excitement and energy to designated areas within the city.

Tarrant County budget contains no tax increase The Tarrant County Commissioners Court was presented with a balanced budget proposal Monday, Aug. 11, which would maintain the current tax rate. The total proposed budget is $540,300,901 with a tax rate of 26.4 cents per $100 valuation. Tarrant County taxes on a home with a value of $100,000 would be $264. During Monday’s hearing, the Commissioners Court voted

to increase merit-based salaries from 2.5 percent to 3 percent – matching the increase in the FY2014 budget. Funds for law enforcement step increases and implementation of a new salary structure are also included. The Court also approved the addition of 26 positions to the county’s general fund, mainly to address increased workload, the staffing of facilities scheduled to open during the fiscal year and hiring for new programs.

Additionally, the proposed budget adds two positions to the Public Health Fund and one to the Resource Connection Fund. Compared with the other five large urban counties (Travis, El Paso, Harris, Bexar and Dallas) Tarrant’s tax rate is the second lowest. The Commissioners Court is scheduled to adopt the budget and set the tax rate on Tuesday, September 9.

Jerry was preceded in death by his parents. Survivors include wife of 20 years, Ginger Morrow; children, Joel Morrow, Tommy Morrow and wife, Jamie, Cindy Bell and husband, Chad, and Karmen Wilkerson and husband, Tyler; 8 grandchildren; and sister, Wanda Cook and husband, Jack. James David Smith, 60, went home to be with the Lord, Friday, Aug. 8, 2014 with his family at his side. A memorial will be held at 2 p.m., Saturday at Outreach of Love Church, Springtown. James was born, Sept. 24, 1953 in Winnsboro, Louisiana, Texas Tech University with her to James Rudolph and Nell Bachelors Degree in education and went on to receive her Masters Degree in Education from Texas A&I in Kingsville. On August 12, 1940, she married G. C. Barrier. He preceded her in death on August 21, 1972. After mainly teaching first grade at Bishop ISD for many years, Lucy became Principal there and retired in 1992. In her leisure time she enjoyed bird watching (especially hummingbirds), reading, and watching golf on tv. She was of the Methodist faith. Also preceding her in death were her parents; sister, Jeanne Juanette Grimes; and two brothers, Everette Keeton and M. V. Keeton. Survivors include one brother, R. S. Keeton, Jr. of Monroe, North Carolina; one sister, Della Rodgers of Azle; seven nieces, Jan Simnacher of Leveland, Billie Easter of Azle, Kay Evans of Mason, Mary Merritt Bunyard, 69, went Tom Middlebrooks of Chappell home Sunday, July 27 to be Hill, Laura Hutcheson of North with his heavenly father. Augusta, South Carolina, Linda Keeton of Thomson, Georgia, and Brenda Keeton Farriss of Thomson, Georgia; and three nephews, Ken Rodgers of Richardson, Carl Rodgers of Midland, and Lonnie Keeton of Montgomery, Alabama.

The Active Earth Kiosk is an interactive computerbased educational tool that provides information about plate tectonics, earthquakes, volcanoes and tsunamis. The Active Earth Kiosk is made available to the city of Azle through Southern Methodist University’s Institute for the Study of Earth and Man, Huffington Department of Earth Sciences, and Incorporated Research Institutions for Seismology (IRIS). Most Tarrant, Parker cities see rise in sales tax revenue Azle is one exception

by carla noah stutsman Texas Comptroller Susan Combs announced Aug. 6 that state sales tax revenue in July was $2.34 billion, up 6.3 percent compared to July 2013. “The growth in sales tax revenues reflected strength in both business and consumer spending,” Combs said. “The increase was led by remittances from the construction, services, and oil and natural gas-related sectors, as well as from retail trade and restaurants. Fiscal year-to-date, state sales tax collections are now up 5.3 percent.” Combs will send cities, counties, transit systems and special purpose taxing districts their August local sales tax allocations totaling $706.9 million, up 5.3 percent compared to August 2013. Among the top five sales taxgenerating cities in both Tarrant and Parker Counties, plus the cities and towns in the immediate area and Azle’s Crime Control and Prevention District (CCPD) and Municipal Development District (MDD), only three saw a drop in revenue for August as compared with August 2013. Additionally, four of those entities have collected less revenue during the first eight months of this year than they did in the same time period in 2013.

Parker County itself also saw a drop in its August numbers. Azle is the only city in the area to see a drop. Its August revenue of $198,694 is 3.78 percent less than the $206,515 it received in August 2013. However, that drop is not enough to put the city in the red for the year; its year-to-date revenue of $1,431,104 is up 0.11 percent from $1,429,488 for the first eight months of 2013. Azle’s CCPD is also down, with $36,351 for August. That’s 1.67 percent less than in August 2013, when it received $36,968. That drop is enough to keep the CCPD at a deficit of 0.52 percent so far this year, with $264,820 in revenues collected so far. In 2013, the CCPD had received $166,230 by the end of August. Although Azle’s MDD is still in its first year of collections, making a comparison to the previous year impossible, it collected $37,891 in August; year-to-date the MDD has $256,201 in its coffers. The city of Springtown received $84,066 for August and is up 4.85 percent from August 2013, when it received $80,177. But the city is still dealing with earlier deficits this year; its year-to-date revenue of $589,714 is 1.57 percent less

than its 2013 revenue through August of $599,167. Although Parker County saw a drop of 6.85 percent from August 2013’s $889,583 to $828,575 for August, the county remains up 4.14 percent year-to-date. Its yearto-date revenues in 2014 are $4,907,710; through August 2013, its revenue was $4,712,225. Reno got a big bump in August, from $6,794 in August 2013 to $9,016 this month. That’s an increase of 32.71 percent. Even that wasn’t enough to overcome its year-to-date deficit, though. The city has generated $54,066 so far in 2014 and is down 1.16 percent from the $54,704 it generated during the first eight months of 2013. Rounding out the cities recording losses are Fort Worth, which saw a 0.35 percent decrease in August, but remains up 5.76 percent on the year, and Arlington. That city is up 4.25 percent in August, but records a 2.51 percent deficit on the year. Pelican Bay, with $1,663 for August, is up 2.26 percent from its August 2013 revenue of $1,626. The city’s year-to-date revenue of $13,228 is up 4.63 percent from this time last year, when it had generated $12,642 in sales tax revenue.

Library sees 1 millionth patron When it opened in March 2009, it was heralded as the most beautiful building ever built in Azle. Just five years later, the Azle Memorial Library continues to be that and so much more. During the month of July, the crown jewel of Azle was visited by its millionth patron – it’s averaged more than 19,000 patrons per month since opening its doors. Library Director Curren McLane says those patrons check out books and movies, but they also utilize Library

computers and wireless Internet; attend story time, musical concerts, book clubs, and other programs; study individually or meet with small groups; learn new languages; download eBooks; research family history and much more. McLane said the cherished gift to the city – it was built and donated by a private benefactor – has become a community center that welcomes all ages and walks of life. “Plans for the next five years – and the next one million patrons – are already in progress

Sanctuary’s August check for $1,876 is up substantially – 37.95 percent – from the $1,350 it received in August 2013. The tiny town has generated $9,656 year-to-date; 6.31 percent more than this time last year, when it had generated $9,082. The town of Lakeside, with its recent sales tax increase of 1 percent, is 90.23 percent with

its August sales tax revenue of $14,409, compared with August 2013’s check for $7,574. On the year, Lakeside is up 127.65 percent. It’s generated $116,082 so far in 2014, compared with $50,991 through August 2013. The sales tax figures represent monthly sales made in June as well as April, May and

June sales by businesses that report tax quarterly. Anatomy of a column: Pulling it off in 2005

I

t all began on Jan. 1, 2005. That morning, I weighed 209 pounds. I thought: What better way to get into shape than by making myself accountable to the reading public? I came up with the genius idea of weekly printing my weight on the far left side of the sports banner in teeny numbers, aiming for a goal of 189 pounds before I took off on vacation eight months hence that August. To begin the proceedings, I took a photo of me shirtless eating out of a Blue Bell container. The Bride wouldn’t take any part of the picturetaking process, so I set up the camera on the toaster and self-timed it. (I was way ahead of the selfie curve, clearly.) The publisher of the paper back then said he fielded many calls about that photo, giving the same answer: “I don’t know what he was thinking.” So, I had given myself 31 weeks to lose 20 pounds. As a reward (?) of reaching that goal, I promised readers I would wear a lime green Speedo at the beach for a column photo. I lost three pounds the first week, to 206. But as winter wore on, nothing else happened. In fact, I didn’t even

With a mighty effort, and the etched-in-stone August date arriving, I dropped to 199. It was time to treat (?) loyal readers. The Bride and I vacationed on the Padre Island National Seashore on our 30th wedding anniversary. We drove 40 miles down the beach to a place where no humans were around. Then it came time to take the picture. Once again, the Bride wanted nothing to do with the picture. She eventually relented and took the shot after I told her we owed it to loyal readers – for inspiration or avoidance. I waded out into the surf. I had no lime green Speedo. In that picture over there, I’m actually wearing a regular swimsuit – I’ve just hiked it up. I already had a good idea for the column photo: Having a dolphin jumping in front of/obscuring me. But we didn’t get any dolphin images on the coast. We did get pictures of widewinged black skimmers, however. Back at work, I took my best shot to our sweet, gentle photo tech, Jennifer. reach 205 until mid-May. So, I revised my 20 pound goal to “Oh, my,” she said sweetly and gently. Through the years, she had printed ten. And even then, it looked impossible. I didn’t see 204 until mid-June me upside down, in a dunce cap, with fake scars, and in a number of other (I really like Blue Bell.)

The third one is the one we used in 2005. For these more permissive times, this one is the second version. I didn’t tell the publisher or the Bride what that column picture would look like. The former just shook his head and retrieved his “I don’t know what he was thinking” line. The Bride was absolutely mortified. She banned the photo forever despite my insistence that I was clothed, that, when you think about it, it was really a psychological experiment: What do people think they see? Or don’t? I was sure this was my journalistic high point, progressive and daring, without question a future award winner. (It wasn’t. But a column about throwing up was – go figure.) Anyway, now you know that these columns don’t just magically appear. They’re tricky. And sometimes you have to Photoshop them. A lot. Mark K. It's complicated why the buffalo nearly became extinct

I

've been reading a book West of the Revolution by Claudio Saunt that examines the West in 1776 while the American Revolution raged on the east coast. From it, I want to tell what I learned about the Osages, the Spanish and the buffalo. At the end of the French and Indian war in 1763, France lost her North American empire to Britain and Spain. The latter acquired France's territory west of the Mississippi River. (Last week's column told of Spain secretly selling it back to France and then France selling it to the U.S. in 1803. Then William Clark and Meriwether Lewis explored it 1804-1806.) The major point of this column is to explain the near-extinction of the buffalo. About four decades ago, my interest in the Great Plains convinced me that the buffalo hunters created the greatest havoc with the herds. They came on the heels of railroad construction westward across the continent in the late 1860s that disrupted the herds. Because a market developed on the east coast and in Europe

for leather, young men in the 1870s flocked to the Great Plains to slaughter thousands of buffalo, taking only their hides. No laws prevented the killing, and the sale of the hides brought the hunters a good living while the buffalo lasted. For years, I thought this was the main cause of their demise and near extinction. Perhaps it was. However, several years ago I read an academic research paper in a journal that explained why buffalo became scarce on the northern Great Plains and into southern Canada. In the late 18th and early 19th centuries the Indian tribes themselves in that area began killing buffalo faster than the animals could reproduce. The reason? The tribes used the buffalo meat to make pemmican for trade to fur trappers coming into their area. Pemmican was a food item made out of dried buffalo meat beaten up and mixed with nuts, berries and suet. It could be preserved for long periods, and both white hunters and Indians carried pouches of it as an easy source of food while traveling. When I read this article, I real-

ized that I had blamed those buffalo hunters more than I should have. Earlier, the northern tribes had begun the process of destroying the herds. Then in the book about the PAGES FROM West in 1776, about WESTERN Ithelearned Osages. HISTORY They lived in the central J’Nell L. Pate and southern plains. During the years that Louisiana existed under Spanish control, the Osage people lived in what is now the state of Missouri. Just because France had to turn over the huge area west of the Mississippi to Spain did not mean that the French fur trappers and traders left. They did not. They kept trading and actually outnumbered the Spanish who began to

compete. (Not until after the Lewis and Clark expedition returned did Americans begin competing for furs too.) Now let's look at the Osages who were there first. As early as 1700 they numbered about 18,000 and were the most powerful tribe in the area. Unfortunately, their trade with both the French and the Spanish brought diseases that caused much death. Their population dwindled to about 5,000 by the time of the American Revolution. They continued to dominate the area between the Missouri and Arkansas Rivers and controlled as far south as the Red River. Thomas Jefferson called the Osage “the great nation South of the Missouri.” In 1775 a wealthy trader named Francois Menard signed a contract to supply 10,000 pounds of tallow to a naval shipyard in Havana, Cuba. Shipyards used tallow to grease the slipway of a newly-constructed ship to let it slide down into the water after knocking out the chocks and cutting the ropes holding it. Menard planned to get the tallow

from the Osage tribe who had been making tallow for years. They could get 75 pounds of tallow from each buffalo bull when it was fat. To supply 10,000 pounds of tallow, the Osage would need to kill 150 buffalo, slaughtering them solely for the suet to boil into tallow. The Havana shipyard built 22 ships in the 1770s, and the native tribes, mostly the Osage, supplied the tallow. Folks used candles in 1776. Who knows how many buffalo died to supply the tallow for that? Yes, the buffalo nearly became extinct, but thanks to Charles Goodnight and a few others, enough were saved that they are thriving today. As for the Osage, the U.S. removed them to Indian Territory in 1872. Living in what is now Osage County, Okla., their past grazing contracts, trust funds, and oil and gas leases have made them “the wealthiest Indians in North America.” In the 1770s they apparently did pretty well too. The Hornets return a plethora of veterans – a whopping 17 starters from 2013, 10 on offense and 7 on defense. “We have 28 lettermen returning, so we have some players that have been through some battles on the field,” he said. Avoiding injuries will be a key, he added. Last year, QB Jamie King was hurt and missed several quarters. He will return for 2014 and so will an athlete who was a superstar in junior high but got injured last year, Justin Willet. “He would have been an important running back for us last year but had to sit out,” Dorris recalled. Texas Football Magazine picked Azle fifth and out of the playoffs. Don’t bet on that: “This district is wide open for the taking; all the schools in this district have the ability to make the playoffs,” Dorris said. “There is no clear-cut favorite.” The Hornets will scrimmage once – hosting Burleson Aug. 22 – before AHS plays one of just four home games to start the season, against Granbury Aug. 29.

These Turtles? Heroes on a half (hearted) shell The fourth decade of Teenage Mutant Ninja Turtles has arrived and here’s a new movie for a new generation. The Turtles have had their ups and downs through the years. About the film The Turtles were first conceived in November 1983 when a couple of artists jokingly sketched out four turtles in ninja attire with weapons. The Turtles’ origin story is patterned after Marvel Comics’ Daredevil. A canister bounces off a truck and the radioactive goo inside creates superpowers. Instead of hitting a man as in Daredevil, the gunk splashes onto some baby turtles. The liquid also gets on a rat, Splinter; the Turtles grow big, Splinter not so much. The writing duo self-printed 3,000 copies for $1.50 each and sold out in March 1984. The first book’s success had the guys shake off the “one-shot” idea and in January 1985, a second issue was printed – where 15,000 copies were requested. The original series lasted for 75 issues plus several mini-series and limited spin-offs. Archie Comics ran a separate series for 72 issues until 1995. The early Turtles were not kids’ fare. They cut up foes and cussed. But when toys were created, the Turtles became more kid friendly. So, #!*& became “Cowabunga!” (Howdy Doody creator Buffalo Bob Smith sued the Turtles’ artists for $5 million saying he owned the phrase; he settled for $50,000.) Also, the original Turtles all wore a red mask; the way to differentiate them was via their weapons. Parents buying toys wouldn’t like that so, the colored masks arrived. Outside the comics, a cartoon popped up on TV in December 1987. Shaky at first, the show eventually ran for 188 episodes. The reptiles returned to TV for another series from 2003-2009. (One episode, “Insane in the Membrane,” was so dark that it

was pulled; Shredder dismembered a scientist then creates a clone.) Today, another series is airing on Nickelodeon and utilizing star voices like Jason Biggs and Sean Astin. Over 400 different Teenage Mutant Ninja Turtles merchandise pieces were created; the series ranks No. 3 all-time in the character market behind G.I. Joe and Star Wars. Plus, there have been 23 video/arcade TMNT games. The first movie was a hit in 1990. Teenage Mutant Ninja Turtles totaled over $200 million internationally. But the two sequels paled. The second, Secret of the Ooze (1991, with a rap song by redhot Vanilla Ice) and Teenage Mutant Ninja Turtles III (1993) made just $78.7 million and $42.7 million, respectively. (Here’s a great piece of trivia for you: For a planned fourth movie, another turtle was created, Kirby. But the film was scrapped.) When computer generation arrived, a new version in 2003 starred Sarah Michelle Gellar and Patrick Stewart; it made its money back at $95 million – not a mega-hit but OK. And now this movie has arrived, all Michael Bay jacked up. The plot April (Megan Fox, remember her?) is a lower-rung TV news reporter. Her cameraman, Fenwick (Will Arnett), tries to convince her to be happy with her lot. But she longs for a big story to move up the TV anchor chain. And she thinks she’s on the trail of one with the clandestine delivery of some mysterious chemicals. New York City is under siege by the evil Foot Clan, led by Shredder (Tohoru Masamune). But his minions are thwarted when trying to steal the chemicals by a “vigilante.” Fox can’t get her TV boss (Whoopi Goldberg) to believe

Movie Man her story. So Fox continues to investigate on her own. She runs into a wealthy businessman, Sachs (William Fitchner) who happened to work with her father who died in a fire years early. Fox discovers the vigilantes are actually the four Turtles, juiced with a concoction that her father worked on. Not only that, but Fox played with the Turtles as a child as her Sachs and father worked on a secret formula. She was there when a rat, Splinter (voiced by Tony Shalhoub) was injected, too. Sachs and Shredder, in cahoots, use Fox to unwittingly lead them to the Turtles and Splinter. Sachs wants the Turtles’ blood to recreate the serum. Shredder plans to release a deadly toxin over NYC then Sachs will deliver the antidote. The Turtles are determined to thwart the evildoers, but the metallic samurai Shredder is one tough dude. What works While the original Turtles were quite violent, this version keeps everything kid-friendly. Also retained are the wisecracks delivered regularly by the Turtles. Still, there’s some serious chop-socky here – enough to earn the Turtles’ first ever PG-13. The computer generation

is very good; the Turtles and Splinter look great. And plenty of set pieces, while all green screen, will thrill Turtles fans. A couple of 3-D sequences, like Shredder throwing knives, look cool. The finale atop a skyscraper is solid. But better is...

snowy mountainside. It’s a rare time when incessant, rapid-fire editing works as the truck – with people and Turtles inside and outside the rig at various times while being pursued by a slew of gunfiring bad guys – flies down the mountain.

Summing up The Movie Man isn’t a Turtle nut, one who has generations of fans in his family. So plenty of in-jokes and characters might have been missed. Still, TMNT just lacked something that didn’t light the Movie Man’s fire. Or many others in attendance, judging from the lack of laughter and squeals of delight.

What doesn’t work Other times, however, the editing is so frenetic that you have to look away. It can hurt your head. Parker County Arrests The following individuals who list addresses in the Azle and/ or Springtown areas were arrested by various law enforcement agencies and booked into the Parker County Jail during the week of Aug. 3-9. • Christie Leanne Batey, 28, of Azle was arrested Aug. 3 by Parker County Sheriff’s deputies for a Wise County warrant for DWI. She was released to Wise County authorities Aug. 4. • Reno police arrested a 32-year-old Azle man Aug. 3 for a Reno warrant for public intoxication. He posted $500 bond and was released from jail the same day. • Parker County Sheriff’s deputies arrested a 29-year-old Azle man Aug. 3 on a motion to adjudicate guilt for a previous charge of assault causing bodily injury – family violence. He posted $5,000 bond and was released from jail an hour later. • A 24-year-old Azle woman was arrested Aug. 3 by Azle police and charged with possession of marijuana, less than two ounces. As of Aug. 11 she was held in jail in lieu of $750 bond. • Troopers from the Texas Department of Public Safety (DPS) arrested a 51-year-old Azle man Aug. 3 for a Reno warrant for public intoxication. He posted $500 bond and was released from jail Aug. 4. • A 30-year-old Azle man was arrested Aug. 3 by Springtown police on warrants for failure to appear in court and speeding. He posted $553 bond and was released from jail Aug. 6. • Parker County Sheriff’s deputies arrested a 41-year-old Springtown man Aug. 4 for insufficient bond for a prior charge of DWI – third or more offense. He also had an active Immigration and Naturalization Services (INS) detainer. As of Aug. 11 he was held in jail without bond. • A 30-year-old Springtown man was arrested Aug. 5 by Parker County Sheriff’s deputies on a commitment order for a previous charge of driving with an invalid license. WC proposes flat tax rate The Weatherford College Board of Trustees approved a proposal to maintain the current ad valorem tax rate of 11.464 cents per $100 valuation for the 2014-15 fiscal year during its board meeting Monday, Aug. 11. The rate includes 10.741 cents for maintenance and operation expenses and 0.723 cents for debt services. While this is the same tax rate

from the current year, due to increases in property appraisal values, the college expects to bring in about $400,000 more in tax revenue in the coming fiscal year as compared to 2013-14. The increase in revenue requires two public hearings scheduled for noon Tuesday, Aug. 19, and 5 p.m. Friday, Aug. 22. The Board is expected to take a final vote on the budget and tax rate at a meeting scheduled
