MGP directors take Burleson positions BY CARLA NOAH STUTSMAN The dynamic team that revived Azle High School’s Marching Green Pride, returning it to state contender status in four short years, has announced its departure from Azle. Band director Shawn Murphy, his wife and assistant director Kim Murphy, and percussion director Richard Kearns, have accepted positions at Burleson Centennial High School. Centennial was built in 2010 as a result of growth in the Burleson ISD, joining longtime Azle rival Burleson High to provide secondary education in that district. Kearns’ wife, Stacie Kearns, a kindergarten teacher at Walnut Creek Elementary, has accepted a similar position within the Burleson ISD, as well. The announcement came late Thursday evening, July 9. Because Azle ISD’s administrative offi ces are closed on Fridays in June and July, ISD offi cials say they arrived at work Monday morning, July 13 to fi nd that word had traveled fast about open positions in

We’ve made so many good friends, made so many great memories,” he said. “We all really love Azle – we love the town, the community, the ISD... we have nothing but fond memories and great relationships here.” Recounting some of his fondest memories with the MGP, Murphy recalled his fi rst year as band director

here in 2011. “The band had received a Division II at Region before we got here, so the priority was just to get back to Division I status,” he said. “We qualifi ed to Area, but making Area Finals was a long shot. Then we won the prelims and went on to compete in the state marching contest – it really was a miracle! “I was on the other side, and I found out we’d made it to state, but I couldn’t get to our side in time to tell them myself,” Murphy continued. “So when our name was called, I was watching the band from the stands on the opposite side. “To see their reaction – it was priceless. When we did it again two years later, it was no less special,” he said. “I’ll remember those moments for the rest of my life.” Murphy said he, Mrs. Murphy and Mr. Kearns taught band students things they’d never done before – PLEASE SEE BAND, PAGE 4A.

Azle Police Dept. adds online crime tool Citizens can see where crimes occur, send tips anonymously BY CARLA NOAH STUTSMAN

Want to know what crimes are occurring in your neighborhood? Maybe you’ve seen something a little suspicious, but worried the police might not think it’s important? Now there’s an app for that. The Azle Police Department has partnered with BAIR Analytics, Inc. to provide a new way for the public to stay informed about crime in Azle. It’s an online crime map

called RAIDS Online (www. raidsonline.com) that maps and analyzes crime data, alerts Azle citizens about crimes in their area, and allows the Azle PD to quickly alert the public about crimes as they occur. Whether you access RAIDS Online with your computer or use the free iPhone app – RAIDS Online Mobile, available on the App Store – you can now view a map or grid that shows all crimes in the area. Citizens can also sign up

for neighborhood watch reports that automatically email a breakdown of recent crime activity, and they can submit an anonymous tip about a crime directly to the Azle PD. RAIDS Online automatically syncs with the Azle PD’s records system to keep crime information updated online and in the app. It cleans and geocodes the crime data, then displays all of the incidents on a map, grid and analytics dashboard, along

with some basic information about the incidents, including the type of crime, location type, block-level address, date, and time the crime occurred. “This is another tool for combating crime that’s simple to use but powerful enough to allow both the department as well as our citizens to visualize where and when crime is occurring in Azle,” Azle Chief of Police Rick Pippins said. “The program has basic predictive analysis tools that will

help police predict where and when crime will likely occur so that resources may be more accurately focused.” Typically, agencies can spend thousands of dollars annually through other crime mapping providers, but BAIR Analytics offers RAIDS Online and the RAIDS Online Mobile app as a free service to any law enforcement agency that wishes to participate. RAIDS Online is ad-free and BAIR Analytics does not sell

the data to third party vendors, thus the agency – in this case, the Azle Police Department – remains in complete control over its data. “We wanted to do something to help law enforcement in these tough economic times,” said Sean Bair, who founded of BAIR (Behavioral Analysis & Intelligence Resources) Analytics. “We’re excited to partner with the Azle Police Department to provide this free service for their public.”

Band directors exit after taking MGP to new heights ■ BAND, FROM PAGE ONE.

some thought they were a little unorthodox – but he was so impressed with the trust the students and their parents placed in them. “The kids just believed in us, and believed in each other. They worked so hard, and they achieved so much,” he said. “We were at a little 3A school in Palestine when Azle took a chance on us. We were so thankful and grateful, and we wanted to honor that by making the MGP the best band we could.” Without the hard work, dedication and trust from the students, their parents, the ISD and the community, Murphy insists it never would have – never could have – happened. He pointed to two other highly successful band programs in Azle: the Indoor Drumline and the Color/Winterguard. Under the direction of Richard Kearns, the Indoor Drumline went from no program whatsoever to a World Class

organization that’s recognized nationwide in just four years, Murphy said. Debra Oldroyd, who will remain with the Azle program, has also led the Color/Winterguard in becoming a very successful program that’s fun to watch. “Just getting to go to Dayton (Ohio) to see that level of competition live and in person was life-changing even for me,” Murphy said. “But for our kids in the Drumline and Guard – it lit a fi re under them to work even harder to achieve that level. That’s what it’s about for me – a desire to see the kids be successful.” Murphy says he can only hope the students, parents and community will give the MGP’s new directors – whomever they may be – the same patience, respect and benefi t of the doubt his team was shown as they move forward with their vision to ensure the growth and continued success of the Azle band program. “I hope with all my heart they’ll be as kind as they have

been to us,” he said. Kearns: it’s bittersweet Richard Kearns says he can teach his students how to hold the sticks, how to stand, how to move, and how to look. But he is most proud of who his students are, and of their collective heart. “It really struck me who these kids are when we were in Dayton this year,” Kearns said, describing two incidents that occurred during World Championship competition. “Boswell is real close to Azle on the map, and they were also real close in competition – we traded scores, they’d win one, we’d win the next one. They are real rivals,” Kearns said. “The day of prelims in Dayton it was a really rainy day, but the rain held off until after our performance.” Boswell’s time slot was later, and after Azle had loaded its equipment and the truck was leaving, they happened to be pulling away from the arena

Kearns was very transparent about how diffi cult making the decision to leave Azle has been: “There were tears shed in our family.” But a deciding factor for them is the fact that his father is actually a minister at the First Christian Church of Burleson. “In fact, our daughter will be going to the daycare at my dad’s church,” Kearns explained. “It’s great that I’ll see him almost every day, but it’s such a wonderful opportunity for him to spend time with his granddaughter as she grows up – he loves her so much.” Still, he says, it’s hard to leave the friends and community his family has been such a part of for four years, adding “there’s nothing we don’t love about Azle.” Quoting a line from Dave Matthews’ song “Best of What’s Around,” Kearns recited: Turns out (it’s) not where, but who you’re with that matters... Kearns says Azle will always matter to him.

Follow The Flag ‘15 bigger than ever BY CARLA NOAH STUTSMAN

Azle’s annual Christian, patriotic celebration of Independence Day, Follow The Flag, once again topped past records as thousands poured into Central Park on July 4. Glyn Murphy, pastor of Lighthouse Harbor Church and a member of the steering committee for the event, said the event raised more money than in any year since he’s been involved. Those funds go to the Azle Ministerial Alliance for its Roland Earl Memorial Scholarship. This year’s recipients of that scholarship are Sarah Wynns and Noel Brownback, both

2015 Azle High School graduates. A highlight of the event came when retired AHS principal, current city council member, and volunteer Rouel Rothenberger was presented with the fourth annual Lou Shaffer Award by Murphy, a past recipient himself. “We asked Rouel to lead the pledge of allegiance at the event, and he did a fi ne job of it, and then stepped to the back of the stage until after the award was presented, per our plan,” Murphy said. “Of course, Lew and Sandy Shaffer – who founded Follow The Flag, nurtured it and then ‘gifted’ it to the AMA – were

there to help present the award, and Rouel really was surprised when we announced his name – everyone kept it a surprised!” Corey Wynns, pastor of Crossing Fellowship, chaired the event and Nate Simmons, vice president at Pinnacle Bank, rounded out the committee. “The Azle Police Department did an outstanding job with traffi c control, security and communications, and I commend them,” Murphy said. “Chief Pippins likes to plan for things, and Det. Sgt. Kevin Rogers did an outstanding job leading the team.” Murphy also had high praise for the Azle Fire Department, who handled fi rst aid as well

as a couple of minor medical situations, and Briar-Reno Volunteer Fire Department, who helped with the pyrotechnics and provided fi re protection at the fireworks site. Speaking of fi reworks, Murphy said the AMA purchased 30 percent more fi reworks this year than last year, and said the show really was an extravaganza. “As usual, Stoney Stonebraker brought us a great show. The fi reworks were spectacular, and then there was a pause, and then the fi reworks just fi lled the sky,” Murphy said. “But it turns out, that wasn’t the fi nale – it was just about midway through the show, and

the fi nale was really something else.” Event organizers tried to place water strategically throughout the park due to the heat, and snow cones were very popular, as expected. Another new, but popular item this year was cotton candy provided by Good Shepherd Lutheran Church, Murphy said. Wynns served as emcee for the event, which had more vendors than in years past. “Follow The Flag just keeps growing – I haven’t heard any offi cial estimates, but it sure looked like more people were Erin Neal sang the Nationthere this year than last year,” al Anthem at Follow The Flag. Faye Jennings, 98, loving mother, grandmother, greatgrandmother, great-great-grandmother, sister and friend passed away Thursday, July 9, 2015. A memorial service was held at 10 a.m. Monday, July 13, 2015 at Ash Creek Baptist Church in Azle. Faye was born in Pecan Gap, Texas to Albert and Lorena McDaniel Jan. 28, 1917. She was a charter member of Calvary Baptist Church in Odessa for 45 years. Faye has been a member of Ash Creek Baptist Church for several years. After 98 1/2 years Faye was tired of her body hold-

ing her back, she would like for you all to know her work here is done. She has accepted a new assignment that guarantees awesome benefi ts. After taking care of so many for so long, she has decided to take some time for herself. She requests that we celebrate her life and not mourn her passing. By now she has dropped a hook and loving up some grandkids that went before her. Faye requests that you all remember....if you sew on Sunday God will make you take each stitch out with your nose on Monday. A special thanks to aunt Peggy Baty, Beth Clark, Jill Baty and Azle Manor for taking such awesome care of her. Faye was preceded in death by her parents; two husbands; a daughter; one sister; one brother; and four grandchildren. Survivors include sons, Bill Robinson and wife, Molly, and Clayton Robinson and wife, Jeanette; daughters, Joy Hart and husband, James and Peggy Baty; brother, Joe McDaniel; 94 grandchildren, greatgrandchildren and great-greatgrandchildren.

Aimee Christine Williams was born January 9, 1975 at 2:59 a.m. in Cheverly, Maryland. She passed away peacefully in the early morning hours of July 3, 2015 in Anniston, Alabama with her family by her side. She spent her early years in Maryland and Virginia, her favorite time being summers spent on the beach. In late 1984, the family moved to the Azle, Springtown area of Texas. Her daughter Andrea was born in 1991, daughter Erica was born in 1995. She remained in the area until moving to Florida in early 2000. The Azle News, While in Florida, she went on July 15, 2015 Edition to attend FMU College, graduating with a degree in Criminal Justice in 2005. She was so proud of that degree, earning it during a diffi cult time in

her life. She went on to work at Ruiz Protective Service where she met her future wife Rachael. After moving to Alabama she worked in Loss Prevention, working her way up to manager. After becoming disabled, Aimee enjoyed her role as housewife and stay-athome Mom. Although her body fi nally gave up on her, Aimee has moved on to a place without disease and pain, still being loved and greatly missed by family and many friends. Survivors include wife, Rachael, their two babies Peanut and Gizmo, in-laws Daddy and Brenda; daughter, Andrea; grandchildren, Evan, Logan and Alanna; daughter, Erica and unborn grandson Lucas; mom Becky Huffer; sisters, Mary, Tabitha and Pam; two beautiful nieces and handsome nephew; grandmother, Jane; uncles, Robert, Dwaine, and Phillip; aunts, Pam and Sandy; best friend, Sha McNeeley, and many family, friends and co-workers who loved her dearly. She will be missed by many and has left a lifetime legacy of bravery and endurance for all to follow.

Bobby was born March 7, 1930 in Hubbard County, Texas and moved to La Junta with his family around 1934. He graduated Azle High School in 1947, joined the Coast Guard and served six years in Honolulu, the Marshall Islands, Corpus Christi and St. Petersburg, Florida. He worked at General Dynamics until retirement in 1993. He was an avid gardener, farmer and great storyteller. Letter to the editor Confederate flag removal won’t change anything To the Editor: The Confederate flag, although it is a symbol of slavery is also a symbol of the Civil War, the great battle to unify our country. Over half a million men died in that war.

That flag is a part of our history. It’s ironic that a flag that is such a memento of our fight against intolerance is itself subject to such bitter intolerance. If that flag is removed everywhere it will make absolutely no improvement in any black person’s life. We should preserve and teach our history so we don’t make the same mistakes again. Chickasaw descendant tells of scouts, soldiers, sheriffs

ast week's column about Western writer Elmer Kelton's use of the land as a character came from my trip to the Western Writers of America convention in Lubbock. Also informative was a conversation at a WWA outdoor buffet at the Ranching Heritage Center where I met Towana Spivey and his wife. I asked Spivey, a descendant of Chickasaws who arrived in Indian Territory in 1837, about the “U.S.S.” on his blue, billed cap. Instead of crossed swords or crossed rifles, the cap had crossed arrows. Spivey said that the “U.S.S.” meant “United States Scouts.” There were Native American scouts in the U.S. Army. I knew that the Army used Indian scouts because my Master's thesis was on Colonel Ranald Slidell Mackenzie, and he used Tonkawa scouts in his expeditions into the Texas Panhandle while he sought Comanche and Kiowa. I learned from Spivey that in the 19th century, the Indians became soldiers as well. He is researching a book

he is tentatively calling Native American Soldiers, Scouts, Marshalls and Police. From information Spivey later sent me, I learned that the U.S. Secretary of War in 1891 provided for the experimental creation of Native American Troop L units existing in the 1st through the 8th Cavalry and some infantry units as well. These Native soldiers of Troop L were scattered across the West. What seems strange about the experiment is George Armstrong Custer's old 7th Cavalry unit that was wiped out at the Little Big Horn in June 1876, less than 20 years later contained Native Americans. At least the Indians weren't Sioux and Cheyenne in Troop L, but Kiowa, Comanche, and Apache soldiers, because the 7th Cavalry was stationed at Fort Sill, and those were the tribes available there. In 1894 some Chiricahua Apache prisoners who had been held in Florida were transferred to Fort Sill. Even they were allowed to become soldiers in the U.S. Army. This meant that Native Americans who technically were

Besides the army units made up of Native Americans, Indian agencies in the West had “Indian Police” who came under the jurisdiction of the civilian Indian agents. Indian Police were at the Battle of Wounded Knee in December 1890 in South Dakota. After 1892 the Department of the Interior had trouble keeping agents on the reservations, so the President authorized military officers as Indian agents. This meant that the Indian Police at the agencies often were under the jurisdiction of the military and thus were considered a military unit. Also, in Indian Territory and Oklahoma Territory federal judges held jurisdiction over Deputy U.S. Marshals, and numerous tribe members became marshals. These came from Chickasaw, Choctaw, Cherokee, Seminole, Creek, Kiowa, Comanche, Cheyenne, etc. Tribal members often became local sheriffs or deputy sheriffs in areas where many Indians lived. They knew the people and their customs and could keep the peace better than whites. Earlier in the 19th century, the Five

Civilized Tribes (Chickasaw, Choctaw, Cherokee, Creek and Seminole) had what they called “Lighthorse Police” who were selected for their honesty and integrity. They served as a one man police, judge and even executioner if needed. Spivey had two Chickasaw ancestors who served as Lighthorse Police. He is retired after having served since 1982 as director/curator at the Fort Sill National Historic Landmark and Museum in Lawton, Oklahoma. He is the author of several books on frontier history, and has been a history consultant on numerous movies. When the Western History Association met in Oklahoma City in 2007, I took their sponsored bus tour to Fort Sill. I remember now that Towana Spivey met our bus and conducted the tour. I KNEW his name sounded familiar when I met him again in Lubbock!

LETTERS TO THE EDITOR The fl ip-fl oppin conservatives want it both ways Editor: How ironic that the Azle News published a letter from my favorite hatemonger (July 8, “Gay marriage OK highlights USA’s lost moral compass”) right next to a “Life Matters” column regarding an end to rudeness in public and private discourse. Hilarious. I can relate somewhat to the writer’s opinion of his contempt of the Supreme Court – albeit for different reasons. I hated that a group of fi ve appointed judges, following a national election, halted the voting count in a state that had already removed thousands of legal voters from its register. In my opinion, true Solomon wisdom would have ruled that, if a state can’t get it together, all of their votes – including electoral – should be thrown out, negating their votes and motivating that state to get it together for the next go-round.

When then Chief [William] Renquist was hoping his new robe with its gold stripes would be ready for a presidential impeachment, I found that to be vain at best. But when it was revealed (postmortem) that he was a longtime dependant on pain killers, it was even weirder. When Clarence Thomas’ wife earned about $325,000 in one year lobbying against the Affordable Care Act, not only did he refuse to recuse himself from the vote, but he also failed to report her earnings on their tax returns because he “didn’t know he had to.” He was able to amend his return – a courtesy not extended to Al Capone. By the time the second ACA vote came up, Thomas again didn’t recuse himself although his wife had by then received over three quarters of a million bucks in her anti-ACA efforts. Not a word was heard from the right wing nor from the “liberal press.” I also agree with the writer’s opinion of the state of our nation – again, not for the same reasons. We take off our hats to pledge allegiance then demand our government defend our border and then think our

government is planning to round us up, transport us by railcar, then throw us into Walmart prison camps. We yell at President Obama to plug up a BP oil spill hole in the ocean, and, then, three weeks after it is plugged, yell at him again to allow the renewal of drilling in the same area. [Cliven] Bundy has his right to not pay over $1 million in grazing fees because, well, “liberty” – yet we vote for politicians that deny a city like Denton to ban fracking. [Rick] Santorum based his opinions on his Roman Catholic faith until he inherited a Pope that states opinions contrary to his own on global warming, poverty, human respect, or forgiveness. Lastly, please stop speaking for all “real” Christians. I am nothing like you, save for being covered by my Savior’s blood. Scripturally, only the Lord can judge the living and the dead and He says that only his Father knows when the end will come – so give that a rest, too. Kathy Rhodes Azle

Church led by ‘shape-shifter Jesus’ who loves all Dear Editor: Some progressive Biblical scholars believe that “God has created and is creating.” While the Bible offers history, wisdom, and hope for some, being written by a variety of authors, scripture contradicts itself when a reader picks, chooses, and takes words out of context. Taken overall, however, some of us believe the theme of the Bible is about economic justice and love. Using religion, or God, to frighten, punish, or mock people is not progressive. In fact, many people have left organized religion because of such condemnation and hopelessness. We each interpret God to be as we want: To a horse, God likely looks like a horse. So to man, God may seem to be male, a father fi gure. Unfortunately, a person who fears a god of punishment will likely become an advocate for punishing others – and him/ herself, through guilt, hatred, and fear. Of course, that individual will feel

compelled to condemn others. At our church, we look to Micah 6:8b where we are told to “do justice, love kindness, and walk humbly with our God.” We work hard to welcome others to our church, knowing that justice occurs only when everyone has enough. We welcome the LGBTQ community, we house a food pantry and a scout troop, and some of us take up projects to end mass incarceration, abolish the death penalty, and move toward clean energy, taking care of and loving God’s creation. We believe that God is that ground of being that binds us all together so that we see God in one another, in nature, and in ourselves. We believe Jesus is a shape-shifter: You can see Him in everyone you meet. Rather than rail against SCOTUS or POTUS, we appreciate the separation of church and state in a diverse country of many differing belief systems, but where we, as God has created and is creating, can welcome and love you all. Two AHS wrestlers part of Team Texas A pair of Lady Hornet wrestlers are off to North Dakota to see some of the best mat athletes in America. Reigning state UIL champion Lauren Dale and Hali Davis are both key members of Team Texas, an elite squad coached by AHS’ Monica Allen and bound for North Dakota – an

annual trek for years for talented Azle athletes. To earn a berth on Team Texas, a top three finish is required at a state freestyle tournament. It’s trip number three for Dale and she says things are different up north. “It’s really hard competition, but it’s really a lot of fun.”

She noted that she’s a yearround wrestler and that the nationals make her better. “I think that’s what helped me win state this year, from going to Fargo for two years,” she said. Some of the girls she competed against at UIL state are teammates on Team Texas now. Davis has been wrestling for seven years. At state last February, she earned a bronze medal as a freshman. A first-timer at nationals, she knows “it’ll be pretty tough. But it’ll be good experience. Team Texas left Wednesday July 15 for the long bus ride to Fargo for the weekend tourney, the Asics Vaughn Cadet/Junior National.

It’s easy to condemn parents or caregivers for forgetting a child in a vehicle, but the sad reality is that it happens, and raising awareness is one way to help avoid such tragedies. National campaigns such as the “Never Left in a Hot Car” movement aim to increase that awareness: “#Neverleft encourages parents and caregivers who put their children in the back

The organization provides fire suppression, prevention, and rescue from seven stations across 2,656 square miles of Parker County. Communities covered by the PCESD 1 include Springtown, LaJunta, Silver Creek, Peaster, Aledo, and the Annettas. Eligibility Candidates must have a high school diploma or GED and a Texas driver’s license. They must also be able to successfully pass a background investigation, a drug screen, a physical agility test, and a complete panel and chief’s interview. Units from the PCESD 1 respond to over 3,300 emergency calls for service annually, so volunteers must be willing to devote 24 hours per month to the department – including two evenings weekly for the initial candidate academy class. free training and education which can lead to multiple certifications – an “earn while you learn” opportunity. Texas sees first sales tax decline in 62 months BY CARLA NOAH STUTSMAN For the fi rst time in more than fi ve years, taxing entities in the state of Texas saw a decline in the amount of sales tax collected during the month of June as compared to the previous year. Still, several local cities and entities remain ahead of last year’s dispersal. Texas Comptroller Glenn Hegar said state sales tax revenue in June was $2.2 billion, down 1.4 percent compared to June 2014. “This slight decline was expected due to the slowdown in the oil and gas mining sector, and is in line with the biennial revenue estimate presented in January,” Hegar said. “Receipts from the construction, information, restaurant and services sectors continued to grow, however, which is a testament to Texas’ diverse and dynamic economy.” The Comptroller’s offi ce will send cities, counties, transit systems and special purpose taxing districts their July local sales tax allocations totaling $609.8 million, which represents an increase of 1.2 percent compared to July 2014. The July sales tax fi gures represent monthly sales made in May by businesses that report tax quarterly. Locally, the city of Springtown and Azle’s two special purpose districts maintained both a monthly increase as well as an annualized increase.

was being credited to the wrong entity,” Lemin said. “When they (Comptroller’s offi ce) fi nd those, they correct them.” Lemin continued, “(July’s) actual current period collection is $177,058 versus (July 2014’s) current period collection of $174,578. So this month’s actual sales tax collections were up $1.42 percent over July 2014. The audit adjustments usually hit in smaller numbers, but we occasionally see the larger numbers like last July. “So while our payment was down, collections are still up over last year.” The city’s year-to-date revenue of $1,283,236 is up 4.12 percent compared to $1,232,410 through July 2014. Similarly, Parker County’s July revenue of $539,940 is 10.27 percent less than its July 2014 revenue of $601,776. But the county remains up 8.04 percent with year-to-date revenue of $4,407,097 compared with $4,079,135 through July 2014. The city of Reno saw a tiny decrease – 0.16 percent – with July revenue of $7,241 compared with $7,254 for July 2014. But its year-to-date revenue is up 31.05 percent, with $59,042 through July compared with $45,050 through July 2014. The city of Sanctuary’s July revenue is $976 is down 19.74 percent compared to July 2014 revenue of $1,216. But it’s still up 24.37 percent through July

Springtown’s July check for $87,506 is 14.64 percent more than the $76,328 it received in July 2014; year-to-date, the city has recorded revenue of $603,893, 19.42 percent more than in 2014, when it collected $505,648 through July. Azle’s Crime Control and Prevention District earned $34,112 for July, 0.31 percent more than in July 2014, when it received $34,005. Through July, the District has recorded $245,370 compared with $28,469 through July 2014 – a 7.39 percent increase. The Azle Municipal Development District earned $34,121 in July, 4.47 percent more than its July 2014 revenue of $32,658. Through July, the District has received $256,555, a 17.51 percent increase from $218,310 through July 2014. All other local taxing entities saw either a decline in their monthly revenue while maintaining positive year-to-date revenue, or vice versa. For example, the city of Azle recorded a 4.36 percent decline with $175,030 for July, compared to $183,026 in July 2014. However, Azle City Manager Craig Lemin said that in July 2014, in addition to regular collections, the city received an additional audit collection payment of $8,988, which infl ated the July payment. “Typically, an audit collection payment is the result of someone who wasn’t paying or the money
