A tale of 6 cities Local municipalities compared BY CARLA NOAH STUTSMAN With annual municipal elections coming up next May and the associated fi ling period for those who are considering a run for elected offi ce, we at The Azle News and Springtown Epigraph thought we’d do a comparison of the six cities in our coverage area. We’ll compare and contrast the types of cities in our coverage areas – the cities of Azle, Springtown, Reno, and Pelican Bay as well as the towns of Sanctuary and Lakeside – provide information about how much elected officials are paid in each city/town. The citizens of Azle will receive a Christmas gift this year that’s been a long time coming – but not nearly as long as it might have been. Rather than wait until August 2016 as planned, city leaders at the Nov. 17 regular city council meeting voted to call the remaining debt – a total of $365,000 – for Cross Timbers Golf Course on Dec. 22. In simpler terms, the golf course will be paid off three days before Christmas. City Manager Craig Lemin explained that while the money is in the city coffers to pay the debt off, the plan was to make the fi nal payment when it came due. “But some people in the community have indicated they don’t think we have the money, so tonight we’re starting the process,” Lemin told council. Shortly before 1 p.m. – just as schools were releasing students early for the Thanksgiving holiday – Assistant City Manager Lawrence the Azle Fire Department was called to Forte Junior High to extinguish a dumpster fire. Upon arrival, Bryant further explained that since the fi refi ghters discovered it wasn’t the dumpster at all, but recyclable material inside a Moore Recycling payoff was budgeted for the current truck that was burning. The truck had to dump most of its load onto the parking lot of the school so fi scal year anyway, there is no advanthe fire could be extinguished. The fi nal payment will be comprised of $285,000, the amount of the regularly scheduled debt payment due in August 2016 as well as another $80,000 due in August 2017 for a total of $365,000. With this call, all outstanding debt related to Cross Timbers will be fully retired. Approximately $9,487 in interest savings will be realized by calling these bonds. The city began the early retirement of outstanding debt related to Cross Timbers Golf Course in June 2009. Subsequent early calls were made in October 2011, June 2013, June 2014, and July 2015. With this fi nal call, a total of $3,485,000 in principal will be retired approximately 9-1/2 years early. Total interest savings amount to approximately $1.8 million as a result of these early retirements. Gas switch causes heartburn for area drivers Supplier footing all repair bills after diesel, gasoline tanks filled incorrectly BY CARLA NOAH STUTSMAN It’s happened only one other time in 10 years, but it happened in Azle after 11 p.m. Saturday, Nov. 7. A driver for Douglass Distributing got his hoses mixed up and accidentally pumped unleaded gasoline into the diesel tank and diesel fuel into the unleaded gasoline tank at the Kwik Stop/Shell gas station located at 455 Northwest Parkway – across Central Avenue from Jack in the Box. V Power, also known as super unleaded gasoline, at the Kwik Stop was not affected by the switch at all, and the problem with unleaded and diesel has since been entirely resolved. Douglass Distributing has set up accounts with Garcia’s Automotive and Burrows Auto Sales and Service in the Azle area to facilitate repairs for those whose vehicles got the wrong fuel. “Both companies have been amazing to work with, and both have tow services so they can pick your vehicle up where it is, repair it, and get it back to you in the shortest time possible,” Kratochvil said. “We just want to take care of everyone affected by this and we want to encourage the community of Azle to continue doing business at the Kwik Stop.” If you fueled up at the Kwik Stop on Nov. 8, 9, or until 1 p.m. Nov. 10, you can contact Kratochvil (just ask for Beth) at 903-893-1181. The offi ce is open from 8 a.m.5 p.m. Monday through Friday, but Kratochvil also checks voicemail on nights and weekends to ensure customers get a quick response. You can have your vehicle repaired at Garcia’s or Burrows, or you can select another repair facility. The average repair bill for a gaspowered vehicle affected by the switch has so far been about $400, Kratochvil said. Once a vehicle has been repaired, it should not suffer any long-term effects from having the wrong fuel in the tank.

Hoover math team awards adding up Wins come at AHS Hoover Elementary’s Math and Science Team competed Nov. 14 at Azle High School, where Hoover finished third overall and earned second place team awards in number sense and science. Store food drive underway Brookshire Grocery Co. makes it easy to get in the Christmas spirit and to give to families in need of food with its 34th annual Spirit of Christmas Food Drive. Through Dec. 22, the Azle Brookshire’s, along with others throughout Texas, Louisiana and Arkansas will collect donations of non-perishable food items which will be donated to local service organizations and food pantries for distribution. Cities differ on paying offi cial ■ CITIES, FROM PAGE ONE.
We’ve obtained information from publicly available web sites as well as from responses to open records requests to each of the six cities in the comparison. But fi rst, some background on types of cities. Types of cities Cities in Texas are classifi ed as either “general-law” or “home-rule” cities. When a city reaches a population of more than 5,000 people, it may hold an election to become a home-rule city, meaning it may write its own city charter (constitution for the city) and decide how to structure its city government. Today, only about a quarter of Texas cities are home-rule cities. Other Lone Star cities are general-law cities, meaning they are governed by general state laws regarding municipalities rather than by charters adopted by the voters. These small general-law cities must follow state laws concerning the form of government for the city and the powers that government will have. One example of the difference in the two types of cities regards annexation, or the addition of land to the city. General-law cities cannot annex adjacent unincorporated areas without the property owner's consent; home rule cities may annex without consent but must provide essential services within a specifi ed period of time (generally within three years) or the property owner may file suit to be de-annexed. Azle City Secretary Norma Zenk provided information that on Sept. 16, 2003, the Azle city council adopted Resolution 2003-17, authorizing council members to be paid $20 for council meetings each month and for the mayor to be paid $40 for council meetings each month. Prior to that action, council members were paid $10 a month and the mayor was paid $20 a month. Zenk also provided a copy of the resolution, as requested.

Obituaries Nelda Strain 1930-2015
Nelda Strain, 85, of Benbrook, passed away Thursday, Nov. 19, 2015. Funeral service will be held at 11 a.m. Wednesday, Nov. 25 at First Baptist Church, 404 S. Weatherford St., Chico 76431. Interment will follow at Chico Cemetery, Chico. Visitation was from 1 - 3 p.m. Sunday, Nov. 22 at Greenwood. Nelda was born in Chico, in 1930. She moved to Fort Worth in 1946, and for a time, was employed at Williamson Dick-
ie. Nelda, was also, a long term employee of General Dynamics (now Lockheed Martin), where she retired. Nelda lived, for many years, in Benbrook and was a member of First Baptist Church. Nelda was preceded in death by her parents, Joe and Ada Strain; brother, James “Jimmy” Strain of Chico; and sister, Grace Hartis of Fort Worth. Survivors include daughters, Judy Kolar of Azle, Sherry Walker and husband, David of Benbrook; brother, Jerry Strain and wife, Bobbie of Chico; sister, Mary L. Jackson and husband, Hansel of Azle; niece, Brenda Redd of Carbondale, Colorado; grandchildren, Mike Kolar and wife, Renee of Lake Worth, Donna Elston and husband, Charlie of Stephenville, Karen Todd and husband, Calvin of Jacksboro, Tim Kolar and wife, Joni of Azle; and four great-grandchildren. U.S. 287 Panhandle towns have varied beginnings
I
n years past, my husband and I enjoyed several vacations that involved driving to Colorado. We took U.S. 287 northwest to Amarillo and then went west into New Mexico until we turned north to cross the border into Colorado to reach Pagosa Springs where we camped or stayed in cabins. On the way we always commented about all the towns we encountered that started with a “C.” There were many more beginning with other letters of the alphabet, but there were a lot of “Cs.” I had occasion last spring to drive to Amarillo myself, and again I noticed the “Cs.” These were Chillicothe, Childress, Clarendon, Claude, all in Texas. The earlier trips with my husband added Clayton and Chama in New Mexico – even more “Cs.” Since I have almost a compulsion to know how towns got their names, I decided to research these communities whose names became so familiar to me that I loved to do a countdown on them during our trips. I'll discuss them here in the order in which we encountered them.
THE
Chillicothe – Located on U.S. 287 in Hardeman County, it came into being because of the Fort Worth and Denver City Railway that was competed in 1887. A man named A. E. Jones named the town after the one in Missouri where he grew up. The Texas Chillicothe was located on Wanderer's Creek (must be a story there) near the R2 Ranch belonging to W. H. Worsham. A fire destroyed the town in 1890, and it was rebuilt, but south of the railroad tracks instead of north as they originally had been. Childress – Also on 287, it is in Childress County and named for George C. Childress, the author of the Texas Declaration of Independence. The document he wrote at Washingtonon-the-Brazos in March 1836 resembles the U.S. Declaration penned by Thomas Jefferson because Childress had a copy of it and referred to it. The Fort Worth and Denver City Railway arrived at Childress in 1887, too. The railroad was crossing property that had been the OX Ranch. The county had only been established in 1887 as well. By 1889 four churches existed: Meth-

odist, Baptist, Presbyterian, and Church of Christ. It is no wonder, then, that after a fatal shooting in a town of several saloons, the populace voted the town “dry.” There was a Childress Army PAGES FROM Air Field durWESTERN ing World War The town HISTORY II. calls itself the J’Nell L. Pate “Gateway to the Panhandle.” Clarendon – Also on U.S. 287, it is located in Donley County and is county seat. Two men, Lewis Henry Carhart, a Methodist preacher, and his brother-in-law Alfred Sully, developed the town in 1878 after they bought 343 sections of land as railroad script. Their company was the Clarendon Land Investment and Agency Company, with backing by an English

company. The town was established as a “Christian Colony.” One story goes that Clarendon was named after Carhart's wife, Clara, but another explanation is that it was for Clarendon, England because of the British investors. Because of the religious nature of Clarendon, it had no saloons but many preachers. People began calling it “Saint's Roost.” It too was on the Fort Worth and Denver City Railway, but it had to move six miles south in 1887 to be on the tracks. A Clarendon College that still exists opened in 1898. They called themselves the “Athens of the Panhandle.” Claude – In Armstrong County, it also is on U.S. 287. When the railroad came through in 1887, someone named the town Armstrong City. However, the name soon was changed to Claude to honor Claude Ayers, the engineer who brought the first train through. A Palace Hotel there was the largest in the Panhandle when first built. They also boast of organizing the first Boy Scout troop west of the Mississippi, Troop 17. (Remember my column on the traveling chautauquas?

The town was a livestock shipping center in the late 19th century. It is the county seat of Union County, N.M. and a “crossroads for tourists on the way to Taos and Santa Fe.” Chama, N.M. – In Rio Arriba County, the town is the western terminus of the Cumbres and Toltec Scenic Railroad, a steam-driven narrow gauge historic railroad that carries visitors during the summer months between Osier, and Antonio, Colorado. It is what is left (64 miles) of the original Denver and Rio Grande Railroad that was built in the 1880s. Many years have gone by, but I think I rode the tourist train while on vacation. When the vacations ended, we started home, passing through all those “Cs” backward. Gov. communicates stance on refugees to White House
G
ov. Greg Abbott on Nov. 16 wrote a letter to the White House, informing President Obama “the State of Texas will not accept any refugees from Syria in the wake of the deadly terrorist attack in Paris.” “Further,” Abbott wrote, “I and millions of Americans implore you to halt your plans to accept more Syrian refugees in the United States. The FBI director testified to Congress that the federal government does not have the background information that is necessary to effectively conduct proper security checks on Syrian nationals.” Abbott quoted FBI Director James Comey, who last month told the U.S. House Committee on Homeland Security, “We can query our database until the cows come home, but there will be nothing show up because we have no record of them.” So, Abbott STATE said, “EffecCAPITAL tive today, I am HIGHLIGHTS directing the Texas Health & Ed Sterling Human Services Commission’s Refugee Resettlement Program to not participate in the resettlement of any Syrian refugees in the State of Texas. And I urge you, as president, to halt your plans to allow Syrians to be resettled anywhere in the United States. Neither you nor any federal official can guarantee that Syrian refugees will not be part of any terroristic activity. As such, opening our door to them irresponsibly exposes our fellow Americans to unacceptable peril.” In other news, on Nov. 17, Abbott appointed Cecile Young as state refugee coordinator “to ensure coordination of public and private resources in refugee resettlement in the state.” Young, who has more than 28 years of state government budget and policy experience, has served three governors, an attorney general and a state representative.

Trout possible for Thanksgiving Beginning in late November and continuing through March, the Texas Parks and Wildlife Department plans to stock nearly 300,000 hatcheryreared rainbow trout at more than 140 sites across the state. According to a Nov. 18 agency announcement, “Many of the fish stockings will be conducted at small community fishing lakes, state park lakes and popular river tailraces offering easy angling access.” Parks & Wildlife has been stocking rainbow trout each winter since the 1970s, “providing Texans a simple and economical opportunity to go fishing.”

Girls basketball Coach Mitzi Marquart began play with this year’s version of the Lady Hornets Nov. 9 against Arlington Seguin in the shiny new Azle (1-4) gym. The visitors won 49-35, but the game began a series of contests where Lady Hornet Payton Berger excelled. Against Seguin, she scored 24 points and added 8 rebounds. Kylee Browne netted 6 points and nabbed 4 boards. Berger, a First Team AllDistrict selection last season, poured in 22 points Nov. 12 against Fort Worth Arlington Heights. Azle fell in that contest 4740, the opener at a tournament in Saginaw. Rachel Wood reached double digits with 10 points, and, with 10 rebounds, recorded a double-double. Bailey Natusch hit for 9 points. Next at the Saginaw event, the Lady Hornets faced Fort Worth Dunbar and lost 46-36. Berger led with 19 points and 10 rebounds – her fi rst doubledouble – while Natusch added 7. Azle got its fi rst win of the year against the tourney hosts, beating Saginaw 48-42; AHS out-scored the Lady Rough Riders 32-20 in the final half. Another plus about the victory is that Saginaw is a district rival. Berger’s 15 again paced Azle. Others with crucial points: Browne, 9 (and 9 rebounds, a team-high, as well);
Wrestling Coaches Chris and Monica Allen have taken their athletes to a pair of events so far this season. On Nov. 13-14, Azle grapplers headed to a common season opener – the Arlington Invitational. The boys fi nished fourth out of 26 teams, Coach Chris Allen said. The Lady Hornets took sixth out of 22 squads. “Both teams fi nished higher than any other 5A team,” he said. Four Hornets placed: Hayden Buchanan and Cody Donnell both fi nished second while Cut-

At the event, the late Dammion Heard – a former Azle High standout wrestler and collegiate competitor – will be recognized during the event and afterward with a balloon release. About the season, Allen said, “Right now, we are just putting in the work.”
Boys basketball The Hornets, led again by Coach Eddy Prather, started the season at Granbury Nov. 17. Azle (0-1) lost to the Pirates 51-35. Granbury shot constantly, fi ring off a whopping 102 balls – including free throws – while the Hornets shot just 54 times. AHS had a higher shooting percentage – 38 to 35 – and free throw percentage – 66-37. The Hornets also out-rebounded Granbury 23-14. But 25 turnovers killed Azle. Aric Brazell paced AHS with 14 points. Cole Maxfi eld added 7 and Bowen Boyer had 4 points; the trio played all 24 minutes as did Dylan Flynn. Hunger fans dying to see franchise fi nal The conclusion of the popular Young Adult series The Hunger Games went the Harry Potter and Twilight route and split the final book into two parts. About the film The cinematic rendering of The Hunger Games has been a success of Potter and Twilight proportions. The difference between the YA trio of blockbusters is how well they performed worldwide. In America, The Hunger Games: Catching Fire (2013, Movie Man No. 1063, 7), the second of the four fi lms, is the 12th biggest moneymaker in U.S. history with $424.7 million. The fi rst one,The Hunger Games (2012, MM #975, 9 [a rare 9 that wasn’t Best of Year; that went to Hugo]), sits at No. 17 at $408 million. The fi nalPotter – The Deathly Hallows, Part 2 (2011, MM #939, 8) – is the most popular of the eight in that series domestically with $381 million. Of the fi veTwilight fi lms, Eclipse was the biggest hit, making $300.5 million here. Looking internationally, however, the Potter movies are juggernauts. The least successful movie worldwide was The Prisoner of Azkaban (2004, MM #563, 6) which raked in $796.7 million. (The largest haul was made by Deathly Hallows, Part 2 which was one of the rare billion dollar movies at $1.34 billion, the 7th biggest movie ever made.) Neither The Hunger Games nor Twilight approach Potter’s global numbers. The most popular Hunger Games internationally also was Catching Fire which made $865 million, No. 42 all-time. You have to drop just a tad to fi nd Twilight’s top movie; it’s Breaking Dawn, Part 2 which took in $829.7 million – good for No. 42 worldwide – with $292.3 million coming from America. All this data means that Pot-
ter’s total tally of $2.39 billion tops Hunger Games and Twilight. Right now, the Twilight series is second at $1.364 billion. But expect Mockingjay, Part 2 to be a monster and catapult the four Hunger Games far above the six Twilight movies; right now, The Hunger Games is already pretty close at $1.169 billion – and it’s not out of the question that Mockingjay, Part 2 could approach a billion itself. The plot Katniss (Jennifer Lawrence) has served her purpose by riling and inspiring the revolutionaries, according to President Coin (Julianne Moore). While work continues on trying to un-brainwash Peeta (Josh Hutcherson), Moore makes the decision to use Lawrence and other former tributes to continue keeping rebel morale up – by the group lagging behind the warriors entering the Capitol and just shooting propaganda videos. That does not sit well with Katniss. She is determined to be the person who kills the Capitol’s president, Snow (Donald Sutherland). Lawrence’s group ventures into the rubble of the city – which is elaborately booby-trapped everywhere. Along the way, fellow troupe

Movie Man members die but not Hutcherson who is constantly battling his desire to kill Lawrence. And so has Sutherland, now at the twilight of a memorable career. There are some nice set pieces in Part 2. A long trip through the

I have travelled to many countries around the world and seen the way other cultures live. In light of the dangerous world we live in, we should never take for granted the protection we are afforded from God’s merciful grace. As a historian I’ve looked back at the history of this area and observed strong family bonds have always prevailed. Many of those who came in the 1850s have descendants here, many of whom, just as their ancestors did, work to better this community. Newcomers to the area often see that community spirit and are thankful to be here. This year I’m thankful for meeting newcomers and interacting with those who have roots that go back many years. Springtown is a strong Christian community with great schools and businesses.
