Council works on 2015-16 budget Vehicles, raises, and street repairs pondered BY NATALIE GENTRY The Springtown City Council has attended two workshops as they shape the upcoming year’s budget. Tax rate “We are conservatively estimating sales tax revenue to be up 10 percent for fi scal year 2015-16 over 2014-15,” said Kim Mathis, the Springtown fi nance manager. This increase will result in approximately $104,000 in additional sales tax revenue. “As property values for the most part have increased in the city, and with the addition of new property added to the tax rolls, the proposed tax rate for the 2015-2016 budget cycle should generate an additional $58,500 in maintenance and operations revenue,” Mathis said. “The proposed rate is lower than last year’s rate, but PLEASE SEE CITY, PAGE 5A.

The giver A year after his death, Pastor John Conway still remembered for his dedication BY NATALIE GENTRY One year ago Aug. 19 the city of Springtown rippled with shock when John Conway, pastor of the Hilltop Family Church, suddenly died. Conway was one of “those” people. We all have them – a husband, father, brother that we depend on, advocate, leader, supporter, pillar, and spiritual trustee of the church. The impact of Conway’s death was evident by the massive turnout at his funeral services and the many posts on Conway’s personal Facebook page as well as the Epigraph’s.

Track technology baton passed to SISD Local facility considered one of the best around – including colleges BY MARK K. CAMPBELL Carl Hornback has seen the evolution of track from handheld, wind-blown measuring devices to camera-aided, laserguided technology. He told the Springtown Optimist Club that the SISD facility is among the best in the state and superior to many universities. Many schools regularly ask Springtown to host district events and meets. Hornback said that Godley was supposed to hold the 2016 Area meet, but, because of Springtown's stellar reputation and the quality of the facilities, Godley has already contacted Hornback about SISD once again hosting.
thrower in high school then coached track for 10 years. “I hated meets,” he said. “You do your event then have to hang around and get sunburned.” Before technology, meet directors had to designate “runners” to hand carry paperwork to press boxes where tabulations and results would later be mailed and usually not received by coaches for a week. “And that's the way 60 to 70 percent of meets are still run,” Hornback said. But not in Springtown. With an array of cameras, big screens, and measuring lasers, meets conducted at Porcupine Stadium are light years ahead of the old days. Hornback used as an example his former sport of throwing. “The old way of using a tape The old days Hornback said he was a to measure could take an hour
to get all the figures,” he said. Today, Hornback employs a laser. A refl ector is stuck in the ground and a laser measures the distance immediately. A triangulation system is also accurate, he said. “We can get a throw every 40 seconds now,” he said, noting the vast improvement over prior methods. “We're just ripping through them. “And the kids are ready to throw; we're not rushing them.” Today's meets Coaches can enter athletes online a week in advance of a meet, Hornback said. Competitors can be entered into the system with heat and lane assignments emailed back to the coach. The scoreboard at the sta-

dium not only quickly displays results, but fans can literally watch the races on the big screen. “People have fi gured out that they can sit at the top of the visitor's bleachers and look over to see the fi eld events then turn around to see the results,” Hornback said. The UIL permits the streaming of meets so Hornback does just that with most gatherings. In longer races, every lap is displayed on the scoreboard. And photo fi nishes are a thing of the past. Cameras – with timers in them – create a detailed photo “no wider than a sheet of paper,” shooting 1,000 frames per second, Hornback said. Those crossing the fi nish line are then arrayed into a panoramic via a “line scan camera” that is accurate to 1/1,000th of a second. Clear winners are then ascertained almost every time. “Technology makes for effi ciency – and that's what everyone wants,” Hornback said. “No. 1” Porcupine Stadium hosts between 10 and 12 meets annually, he said. That includes TAPPS, the competitive private school group that will again conduct all its qualifying meets in Springtown next season. Hornback said all that action on the track – even with regular practices – is no problem for the surface. The Springtown oval is made from the same material as Texas and Texas A&M. And that surface makes for some good times. “Our track is a very fast surface,” Hornback said. Currently, six national youth records have been set on the

nor is it the first time he has been charged with a violent crime. He was arrested Feb. 11, 2006 on charges of attempted murder and deadly conduct/ discharge of a firearm. An article in the Feb. 16 issue of the Epigraph that year says that during a domestic dispute, Nunley fired a semiautomatic rifle at a family member who drove into the driveway in an attempt to defuse the situation. SWAT eventually surrounded
the residence and used a public address system to negotiate Nunley’s surrender. According to court records, he later pleaded guilty to aggravated assault with a deadly weapon and received probation. Then, on Dec. 17, 2008, the courts revoked his probation and Nunley was sentenced to four years in jail. Veselka was also no stranger to violence. who was also shot. According to witness statements, gunshots were heard after an argument ensued between the two men. Brown’s death was later ruled a suicide.

Since that fi rst Monday, the In the beginning In 2011, Orms was out for a group never fails to meet; only run and felt convicted to begin once, during an ice storm did MPO after wondering, “How they have to postpone its walk do I love people that I don’t to a Thursday.
“Every single week, we have covered Springtown in prayer,” she said. This Monday, Aug. 24 outing will take the walkers to all SISD schools and the administration building, she said. Headed to Azle Occasionally, Azle resident Linda Patterson joined in the prayerful walk. “I work with Elaine Murphy, and that’s how I heard about it,” Patterson said. She said her church, Outreach of Love, regularly ventures out monthly to “knock on
doors” to contact others. But, Patterson said, she really liked the idea of doing something weekly. “When I saw [MPO] included other churches, well, I grabbed a hold of that,” she said. Once her busy schedule eased following her May 31 retirement, Patterson said, “I fi nally had some time, and I wanted to get it in Azle.” Invited to the Azle Ministerial Alliance luncheon, she discussed MPO, and it was more than well received. “They were all very excited,” she recalled.
First time out The initial Azle outing is set for 6 p.m. Monday, Aug. 24 at the amphitheater in Central Park off Main Street by the Memorial Library. Springtown MPO walkers wear similar t-shirts, and Patterson said she will have a limited number of shirts on hand – more are on order – to give to participants. The group will disperse into Azle – with, like in Springtown, the prime target being schools. MPO-ers will walk, others run, and some will drive to more distant locations.
“Some can stay in the park and pray there, too,” Patterson said. However many show up, they will follow the mission statement of the Springtown ministry: “Move through the community in small groups; Pray personally with anyone who accepts the offer; and Obey God’s command to love our neighbors and show them His love through prayer.” Patterson is ready to go: “I’m thrilled to have my boots on the ground. When the body of Christ comes together, we can heal our land.”

Area dairy history next museum topic Latest samples BY NATALIE GENTRY After a brief summer break, the Springtown Legends Museum will resume its monthly meetings beginning Thursday, Aug. 27 at 7 p.m. This month’s program will feature dairy farm-related history that newcomers to the area may not know. More than two hundred dairy farms were owned by many local families in Springtown during the mid20th century. In fact, names of streets in and around Springtown are named for those very dairy farmers. “It’s hard to imagine that Parker County, and especially the Springtown area, had so many dairy farms from the late 1940s into the ‘70s and ‘80s,” said Gloria Elam, museum president.
The program will be presented by Melton Harms who – along with his wife Mary – owned one of those dairy farms. Harms’ dad brought the family to the area in 1946 and from that time on they worked their dairy farm. It was hard work: From early rising and until sundown, 365 days a year, milking was done. A PowerPoint presentation with photos from those dairy farming days will accompany the program. Featured pictures include a Springtown dairy show at the Tabernacle in 1950 and again in 1970. Springtown history buffs and those interested in the dairy industry will enjoy the evening. The museum is located at Melton Harms works at his family’s dairy in Springtown in 839 North Main. the 1950s. Photo courtesy of the Springtown Legends Museum

test negative for West Nile
BY CARLA NOAH STUTSMAN While concerns were raised locally when towns near Springtown – Weatherford and Azle – reported mosquitoes that tested positive for West Nile Virus, latter captures and tests have discovered no new positives. Currently, Springtown has no mass method of spraying for mosquitoes. The city of Azle sprayed a targeted area around Ash Creek Park for adult mosquitoes on Aug. 7 after a sample collected in the park was found to be positive for West Nile Virus Aug. 5. The city reports that mosquito samples collected at various locations in Azle all tested negative for the presence of WNV as well as Saint Louis Encephalitis on Aug. 10. Precautionary measures are recommended when outdoors
here to safeguard against WNV: • apply repellents including the active ingredients DEET, Picaridin, IR3535 or oil of lemon eucalyptus (these are recommended by the Center for Disease Control and Prevention and approved by the Environmental Protection Agency). Always follow label instructions • wear light colored clothing with long sleeves and pants when feasible • avoid wearing fragrances or cologne • be most cautious during dusk and dawn hours • routinely dump standing water on your property, and change water in pet dishes, birdbaths and wading pools frequently The city will continue to trap and collect mosquitoes at locations throughout the city to monitor the population for mosquito-borne illnesses.

New teachers welcomed at Chamber luncheon BY NATALIE GENTRY Once again the Springtown Chamber of Commerce devoted its Aug. 13 luncheon to recognizing the Springtown ISD’s newest educators.
Kelley introduced the principals from each campus, who in turn announced new faculty members at their schools. “That we meet here today is important to me because I think it shows our new teachers what this community is about,” he said. Kelley noted that through the luncheon experience new teachers have a chance to understand the support the SISD has from the people of Springtown. “It’s symbolic that we do this and I hope that it helps get the teachers into the right frame of mind,” he said. Kelley noted that there is a shortage of teachers across the country and in the state of Texas. “So these teachers could pick from a lot of places, and they chose us and we’re very appreciative of that,” he said He also stated that there were a considerable number of very good applicants. “The folks sitting here today are the cream of the crop. So we selected them to come lead our children.” Goshen Creek hired four new teachers as well as a math specialist and a reading specialist. Reno welcomed five new educators including three classroom teachers, a dyslexia and gifted and talented instructor, and a muAuthor, speaker, and SHS graduate Carrie Wilkerson sic teacher. welcomed new teachers to the SISD and encouraged Eight classroom teachers are them to embrace Springtown. joining the Springtown Elementary faculty as well as a reading specialist. this year. Springtown High School welcomed the largest number of new teachers with 10 added to its teaching staff and two new trainers. Every teacher received a bag jammed full with donations from businesses in the community. A whisper of a welcome For the third year in a row, best-selling author, international speaker, award winning podcast and radio guest Carrie Wilkerson addressed the newcomers. “Not every district welcomes its new teachers the way Springtown and Mr. Kelley do, and I’d like to recognize that,” Wilkerson said as she took the microphone. “I think it’s super brave of the chamber of commerce, Amy (Walker), and Mr. Kelley to let me be the first to welcome you to the district. “We have people from Springtown doing amazing thing all around the world because of people like you,” she continued as the motioned to the teachers in the room. “I just want to talk to you about the roar of a whisper and how influential you actually are.” Wilkerson explained that she had been an educator and knew what it was like to sit where the teachers were. She noted that she didn’t want them to think that she was speaking from a utopia or from theory, but from experience. “I came to Springtown my eighth grade year, and I think we can all agree that eighth grade is a hard, hard year,” Wilkerson said.” “That semester at Spring-
“Those were my people. I came to this new school and I had the flute,” she said. “I played it for the director and he said, ‘Not bad, we have a place for you.’ “That’s a powerful statement. And the other people in the flute section became my friends.” Wilkerson explained that teachers’ whispers of acceptance to their students make a huge impact. “The whisper of affirmation is vital,” she continued. “Everybody wants to be believed in and sometimes a teacher is the only one to believe in a student.” She noted that phrases like “You’ve got this,” “You can do this,” and “I believe you can be better, this just doesn’t seem like you today” are important for all students “They need to have that reason to be better,” Wilkerson said. “Last year when I came [to the luncheon] as I was leaving, John Conway – my first employer and a key adult in my life as I was growing up – called me up to the middle of the room and put his arms around me and he said ‘Carrie, I am so proud of you, and I wanted to tell you today because I don’t know when I’m going to see you again.’ and within four days John went home to be with the Lord. “But not without that whisper that he was so good at.” That whisper was loud. “Those powerful positive whispers can do so much good,” she continued. “I want to challenge you to learn the power of a whisper. They can make such a difference.”
town Middle School was the longest five years of my life. “In fact, it almost broke me. I was bullied – by girls – I was picked on and I was not accepted and I suffered it all in silence because I felt like my parents had enough to deal with.” She went on to describe a situation many middle schoolers experience. “I was just miserable, and then one day I got on the bus and someone brought me this ..,” she said holding up a folded piece of paper, a note. “This is how we communicated – these were our text messages.” Wilkerson asked the messengers who had sent the note, and they pointed out the window of the bus at now-assistant-principal Brent Haugen. “And he waved at me,” she said. “So I opened the note and it said: Dear Carrie, I just wanted to let you know that I noticed you were new, and I think you have a pretty smile and I hope that we can be friends. You make me laugh in class. I hope you have a good day. “And that whisper kept me in school,” Wilkerson said. She explained that there are three kinds of whispers that everybody needs no matter what age they are: 1. The whisper of acknowledgment 2. The whisper of acceptance 3. The whisper of affirmation She added, “Brent gave me the whisper of acknowledgment.” Wilkerson said her whisper of acceptance came in the form of the band.

grew up during the miracle of television. As innovations came along – color! bigger screens! 24-hour programming! – my family kept up. No one loved TV more than my late dad. It was a big deal in my family for all of us to plop down on the furniture (Mom and Dad) and the floor (the children) to watch whatever awesome show was coming on. (Unless it was time to eat. We always had the TV on during supper, cocked so everybody had a good look at it.) I Love Lucy. Gilligan’s Island. Lost in Space. Camp Runamuck (the first show we ever saw in color). All in the Family. Maude. (I loved that show!) Sanford and Son. (Dad loved that one – but he had memories of Red Foxx

Cable Yes, it could. But even my dad had his TV limit; channels were overload.
Plus there was no way my Dad was going to pay for TV. Cable took over the world. I remember the first HBO show I ever saw at a friend’s house, a movie called The Last Wave. Thanks to satellite dishes and cables, TV was everywhere and how could that ever change? Well, it has. Some pundits are predicting the literal demise of cable within 10 years. Why? Apps. Cable/dish costs skyrocketed and certainly aren’t going to come down. And, really, how many actual channels do you watch? So you need 218 when you only tune in six or so? The high costs and iffy service plus ever-expanding technology have cast a pall on the future of cable. Why pay big money for all those
channels when you watch only CBS or HBO? An app for only those channels is substantially cheaper than basic cable. And you have the convenience of watching TV on multiple devices whenever and wherever you want. Streaming is going to kill cable and dish TV. Cable will soon join the ranks of the obsolete with beepers, Blockbuster, landline phones, floppy disks, Yellow Pages, folding maps, record stores, encyclopedias, film, fax machines, handwritten letters, answering machines. telegrams, Rolodexes, and pinball machines. Cable’s death: Another shocking 21st century change – it’s enough to silence even Maude. Mark K. Campbell is the Epigraph editor and still has two VCRs.

Retired Texas Ranger tale No. 2: ‘DNA on a Calf’
F
rom Joe B. Hunt’s book, Texas Ranger – Campfire Tales, we saw Ranger Hunt solve a crime using latent fingerprints last week. This week, let’s see what he does with DNA. “Another good evidence case is one I call ‘DNA on a Calf.’ “In the summer of 1992, I got a call from Jay Bird in Post, Texas. Mr. Bird raised show calves and told me he had consigned with a man in the Cross Plains area to sell one of Bird’s calves. Bird said this man had stopped by his ranch in Garza County around the first of the year and in fact took three calves back to Cross Plains with him on a verbal agreement. “At the end of February of 1992, Bird said he was on his way to Houston and stopped by the man’s ranch at Cross Plains. Bird said the man told
“Bird continued that D a w s o n County District Attorney Investigator Cora Brown had already done some work on getting blood samples comHISTORICAL pared on the that was HIGHLIGHTS calf sold to Hogg Laurie Moseley to the mother cow Bird still had, as well as on the bull’s semen on file at Texas A&M. I contacted Investigator Brown and learned she had received test results showing the calf Hogg had was the calf of the cow Bird had.
“Armed with the information from Investigator Brown, I contacted our suspect at Cross Plains. He maintained his story that Bird’s calf had died and the calf that Hogg had actually came from ‘north.’ “I asked our suspect to furnish me the name of the person he had bought the calf from, but all he would respond with was that it was from ‘north.’ I asked him if ‘north’ was the name of a man and he said, ‘No, I just bought the calf from up north.’ He would not give me a name. “At first, I did not tell our suspect anything about having blood test results on the calf, but I said I was going to leave and probably present my investigation to the Garza County grand jury for them to make a decision. “Then, just as I was about to leave, I told our suspect of the blood evidence we had on the calf.

him he had sold one of the calves, but that Bird was not going to like who he sold the calf to. Bird said he had told the man he didn’t care who he had sold it to as long as he got the money for the calf. “But then the man said he might as well tell Bird the truth. He had given the calf some worm medicine and it died. Bird said he had no way to prove or disprove this. “Some months later, Bird was attending a stock show and a man he was acquainted with came up to him and said, ‘I hear your calf won top honors at a show in the Panhandle.’ “Bird made a few inquiries and said he determined the calf had to be the one he had sent to Cross Plains to the auction. Bird was able to get information that Nelson Hogg in O’Donnell, Texas, was the current owner of the calf.

“All of a sudden, our suspect wanted to talk with Mr. Bird. I agreed to give him a certain amount of time before presenting the investigation to the grand jury. “Within a few days, Mr. Bird had been paid for the calf. Mr. Hogg sold the calf back to the suspect and no action was sought against the suspect. All parties to the investigation were satisfied with the outcome.” Ranger Joe B. University president says Davis statue to be moved
A
bronze statue of Jefferson Davis, president of the Confederate States of America, will be moved from the Main Mall of the University of Texas at Austin campus to UT’s Center for American History for interior display, in accordance with a decision made last week by UT President Gregory Fenves. Fenves said he appointed a task force in June, shortly after he became president, “to identify options for the statues along the Main Mall that have long been a source of discussion, debate and more recently, controversy.” The task force reported its fi ndings to Fenves on Aug. 10. “While every historical fi gure leaves a mixed legacy, I believe Jefferson Davis is in a separate category, and that it is not in the university’s best interest to continue commemorating him
on our Main Mall. Davis had few ties to Texas; he played a unique role in the history of the American South that is best explained and understood through an educational exhibit,” Fenves said in a news release. “The Briscoe Center is the logical location for the Davis statue and can provide a wellcurated, scholarly context for its permanent display. As the home of one of the nation’s largest collections of Southern history, and as the keeper of UT Austin’s own history — including the papers of George W. Littlefi eld, a former regent and major benefactor responsible for the statues and fountain, and sculptor Pompeo Coppini — the Briscoe Center will bring a scholarly depth that enhances the educational value of the Davis statue. The Briscoe Center has long planned a renovation of its facility, including new exhibit space, and my offi ce will help raise the remaining funds
needed for its completion,” Fenves added. Local sales tax allocations for the month of August represent an increase of 7.6 percent compared to August 2014. Hegar also said state sales tax revenue in July was $2.4 billion, up 2.7 percent compared to July 2014. “July’s modest growth in sales tax revenue is in line with the biennial revenue estimate issued in January,” Hegar said. “Stronger growth in receipts from consumer driven sectors, including retail trade, restaurants and services offset declining receipts from oil and gas-related sectors.”

ESD chief fired up about training and profession Watson oversees more than 100 firefighters protecting 265 square miles BY MARK K. CAMPBELL Parker County Emergency Services District No. 1 Fire Chief Stephen Watson recently returned from the annual state fire school. And he took plenty of ESD firefighters with him. It's just one way the chief keeps the district's corps of firefighters – 15 paid and around 100 volunteers – cutting edge in the profession. Today's volunteer firefighters are long removed from the stereotypical idea of what a volunteer was. “The old guys used to volunteer and they'd get on – here's a shirt,” Watson said. Some of them felt they didn't have to train because they were volunteering. That's not the case today. Watson said, “Expectations of service has changed.” That's why he took 16 firefighters to College Station – and two others that acted, like Watson, as instructors – for some training in multiple areas. Currently, there are now 20 instructors who can pass on the knowledge they acquired at A&M with their ESD brethren.
“That's where we have the most impact on peoples' lives,” he said. Major accidents also take up a big chunk of call volume. “We worked about 1,000 wrecks last year,” the chief said. “That included 50 or 60 extrications.” Watson said that ESD practices twice annually at removing people in accidents, adding that changing vehicle technology and construction make the effort ever changing. Red flag days get the attention of the chief. Those low humidity times can result in substantial wildfire and pastureland fires, he said. “We need a rapid response,” he said, noting that extra personnel are called in if necessary.
