A Fort Worth police officer from Springtown died Friday, Aug. 21 in Ardmore, Oklahoma while scuba diving. Harlan Tray Whitworth, 49, drowned at Lake Murray. According to a report from the Oklahoma Highway Patrol, Whitworth and three other divers were at the Lake Murray Steel Towers. Whitworth was trying to retrieve an anchor he had found on a previous dive when he became separated from his diving gear. The gear surfaced without Whit-

worth. Authorities say he was underwater for about 20 minutes. His body was recovered by a diver, discovered with the use of sonar equipment around 3:30 p.m. Whitworth was taken to Mercy Hospital where the medical examiner pronounced him dead. Officials said the diver who recovered Whitworth’s body would be taken to Fort Worth for continued evaluation after being treated for decompression sickness. A 17-year veteran with FWPD,

In a message posted on its Facebook page Saturday, Aug. 22, the Fort Worth Police Officers Association expressed its collective sorrow: “We are heartbroken and saddened from the loss of a fellow officer and dear friend to many. Officer Harlan Tray Whitworth will forever be remembered in our hearts as a great man and outstanding police officer. Our thoughts and prayers go out to his family as they cope with a tremendous

loss. We will miss you Tray!” Over 1,300 people viewed, shared and commented on the police association’s Facebook post and more than 1,900 were reached via the Epigraph’s Facebook post. “Such a great guy. You will be missed Tray....” wrote Jill Bailey of Springtown. “Prayers for his family and friends,” said Tina Garner Underwood. SISD 2015-16 budget approved Total okayed: $34 million BY NATALIE GENTRY Following the first day of school for students, the Springtown Independent School District (SISD) Board of Trustees met Aug. 24 to discuss the new school year’s budget. District Financial Officer Gary Shaw explained the process of establishing a tax rate sufficient to fund an assortment of education-related expenses during a public hearing on the subject.

This requirement ensures that the learning needs of students who have not satisfactorily passed the state required end-of-course assessments are met. Board OKs tax rate, budget ■ BOARD, FROM PAGE ONE.

This amount is included in the total budget earmarked for instruction which has been set at $16,581,265. The total general fund budget for the 2015-16 school year is $27,067,765, up $935,190 from last year. Within the budget are functional areas or categories the state and TEA have developed to track how districts spend their money. This amount includes instructors’ salaries, classroom supplies, and copier contracts.

SISD Financial Officer Gary Shaw explains the planning of the 2015-16 school budget and tax rate during the school board meeting Aug. 24.

That category is the bulk of SISD’s budget. Shaw was conservative in budgeting for student attendance, estimating 3,080 in daily attendance this year compared to 3,086 at the end of last year. In addition to the general fund, Shaw detailed the budgeting process of the food service, debt service, and special programs funds. He proposed a total budget of $34, 069,998, up $669,327 from last year.

$9.8 million in local taxes, up $700,000 from last year. This increase is due mainly because of the rise in property values this year. The budget also estimates $306,000 in other local revenue. Shaw proposed a tax rate for maintenance and operations (M&O) of $1.04 and a rate of $0.389 for principal and interest on debt for a total tax rate for a total tax rate of $1.429 per $100 of valuation. 40 indictments against 34 defendants. Among those, two live in Azle, two in Springtown and two in Poolville. • Amanda Glee Lefan, 27, of Azle, was indicted for possession of a controlled substance

in penalty group 3, 28-200 grams, a third-degree felony. • Kimberly Louise Carlson, 45, of Azle, was indicted for possession of a controlled substance in penalty group 1, less than one gram, a state jail felony.

That’s the stretch – over the Labor Day holiday – where Texas law enforcement agencies are cracking down on drunk drivers. Last year over the same period, 21 people were killed and 42 seriously hurt in 338 alcohol-related accidents.

Many communities are implementing “no-refusal” which means law enforcement officials can obtain blood samples from suspected drunk drivers and motorcyclists. Being convicted of a DWI can be expensive in Texas – up to a $17,000 fine and possible jail time as well as loss of driver’s license.

If impaired, make arrangements to avoid driving: • call a taxi or use a transportation app on your smartphone • ask a sober friend for a ride • spend the night Visit SoberRides.org for more sober alternatives. Drunk driving crashes are 100 percent preventable.

Springtown Chamber is all about community How is the Springtown Chamber of Commerce different than other businesses? While most businesses have a limited number of products and services that are intended for particular consumers, the Chamber works to promote all businesses choosing to be involved. The Chamber also serves citizens by providing information on community activities and businesses. The Chamber partners with the City of Springtown and Springtown ISD to build a strong, quality community and workforce for future generations. The Chamber – comprised of folks and businesses in and around Springtown – is involved with projects like improvements to town facilities, parks, schools, and human resources. Amy Walker is the Chamber’s Executive Director. Michelle Deweese is her crucial assistant. They run the Chamber out of 112 South Main Street, on the west side of the Square. As a 501(c)(6) organization, the Chamber raises funds through membership fees and fundraising. A major fundraiser and Springtown’s biggest event of the year arrives in September. The 31st Annual Wild West Festival is slated for Sept. 19. And entry is free! Thousands pour into Springtown for the Festival and experience a variety of fun activities: gunfights, a children’s area with lots of rides, and a parade featuring the Wells Fargo stagecoach and the wacky Wheelieing Elvi – a group of Elvis impersonators on mini-motorcycles. This year marks the 16th Annual BBQ cook-off where teams vie for cash prizes, trophies and, of course, bragging rights.

At the Aug. 25 Springtown Optimists meeting, Stonecipher said the goal is now to prevent diseased mosquito exposure: “Fight the Bite.” “We must prevent them from biting people, that’s what it comes down to,” she said. West Nile No one knows how West Nile reached North American shores, she said. But arrive it did, in the U.S. in 1999 and Texas in 2002. The disease is spread via birds. Stonecipher said her department keeps an eye out for dead birds – crows, blue jays, and,

especially in North Texas, robins – in the spring. “In Houston,” she said. “We watch for mourning doves.” Birds, like horses and humans are “dead-end hosts” – often the disease does not stay in the system to get the host infected. “Surveillance is the key,” she said. “If a horse gets sick, vets need to know. “The usual order of the disease spread is birds then horses then people.” It is mandatory to report sick horses to the state health department, Stonecipher said. “A fair number of horses die each year – expensive ones,” she added. While 80 percent of all infected humans show no illness, those over 50 years old have greater risk. WNV has a 2 to 15 day incubation period. The fact that I am biased doesn’t make me wrong

esterday, my mom heard me preach for the first time in years. I’m not sure how many years, but I know I was still a pastor, so it’s been at least seven. She’s always been one of my biggest fans (as big as 5’2” and 120 pounds can be). Now 80 and suffering from macular degeneration, she really can’t see what I look like, but she still thinks I am one of the two best looking “young” men in the world (my brother is the other one). At the end of yesterday’s service, she said, “I know I’m biased, but that was the best sermon I’ve heard in a long time.” Just because she’s biased doesn’t mean she’s wrong. I often talk about my son, the actor. He’s fantastic, and the fact that I am biased doesn’t make me wrong either. Neither Mom’s bias nor mine make us right either. The quality of preaching or acting is largely subjective and very much in the eye of the beholder. An actor seeks to make a character believable, generate an emotional response, and get the audience caught up in the story. A preacher seeks to make objective truth accessible, clear, compelling, and applicable, and call

the listeners to response. If those things are accomplished it can be called good. How good probably depends on the bias of the audience. My pondering today has LIFE MATTERS led me to three conclusions: 1. Bias is not Gerry Lewis bad. There are multiple reasons for bias: family connections, religious upbringing, geography, education, personal history...the list could go on. Our biases are usually formed out of deeply impactful experiences that generally lead to our beliefs, values, and convictions. When we get upset about someone else’s bias, it is usually not the fact that they are biased that gets a burr under our blanket; it is the fact that their bias differs from ours. 2. Everyone is biased! Liberals are biased. Conservatives are biased. Democrats, Republi-

cans, evangelicals, Catholics, Muslims, Hispanics, African-Americans, Asians, Anglos, CNN, Fox News, MSNBC, politicians, non-politicians, Southerners, Northerners…you get the point. We all need to admit that we are biased. The problem is not bias. The problem is when we let our biases lead us to be jerks and do stupid stuff. (Social media comes to mind). 3. Being biased doesn’t mean we are wrong and can’t be objective. I have personal biases that our lives matter to God, that the Bible is true, and that there is one true God who is interested and involved in the world, and there is one way to know Him. I’ve yet to hear a reasoned, compelling argument that would lead me to believe otherwise, but the fact that I believe does not make it so. Neither my biases nor my beliefs affect the nature of truth. It is my prayer that how I act on my biases and beliefs will never hinder someone else from finding objective truth. The namesake of Parker County: Isaac Parker, Part 1

P

arker County is named for Isaac Parker, so let’s look at his life. He was born in the northeast corner of Georgia, probably in Elbert or Franklin County on April 7, 1793, just seventeen years after American independence. His parents were John and Sarah (White) Parker. With his parents and siblings, he moved to Dickson County, Tennessee in the summer of 1803. He fought in the War of 1812 and then under Andrew Jackson in the Creek Indian War of 1813-1814. He moved to Robertson County, Tennessee, where he married Lucy W. Cheatham of Charlotte County, Virginia, on August 13, 1816. Shortly thereafter they moved to Crawford County, Illinois, to join other family members there. Isaac and Lucy eventually had four children. He was sheriff of Clark County in 1819-20, later justice of the

During the Texas Revolution, Parker fought alongside Sam Houston. The two men became friends. In 1841 Isaac Parker fought Indians in the Battle of Village Creek in present-day Arlington. Parker represented Houston County in the House of the Third, Fourth, Sixth, and Seventh Congresses (183840 and 1841-43) and was a senator for the District of Houston, Nacogdoches, and Rusk in the Eighth and Ninth congresses (1843-45). It was entitled: “Expenses of Removing Obstructions in the Trinity River.” At the Trinity Convention, Isaac Parker, John Boyd, Isaac Tousey, Joseph A. Smith, and L. Ellis were appointed as a committee to ascertain and report the probable cost of clearing the river of obstructions to navigations. After consideration, and taking the river distance from the mouth of Elm Fork at 550 miles, they estimated the probable cost as follows: 1. For cleaning all the river of obstructions – $11,000, except the raft above the East Fork, and the work at the Pass, $20 per mile 2. Removing the raft – $5,000 3. Energy agency chief rails against federal plan

T

exas Railroad Commission Chair David Porter on Aug. 19 spoke against America’s Clean Power Plan, a regulatory framework rolled out by the White House on Aug. 3. Texas is one of at least a dozen states lining up in opposition. Porter called the plan “another blatant attack on the oil and gas industry that will further impede America’s energy security, kill jobs and put even more stress on our national and state economies.” Porter was elected chair of the three-member commission that oversees the energy industry regulating state agency in June 2014. President Obama called the final version of the plan to reduce methane emissions from the energy and agriculture industries “the biggest step we’ve ever taken to combat climate change.” Obama said the plan “sets the first-ever carbon pollution standards for power plants while providing states

and utilities with the flexibility they need to meet those standards.” The plan is designed to reduce premature deaths attributed to power plant emissions by nearly 90 percent in 2030 compared to 2005 and decrease pollutants that contribute to soot and smog and can lead to more asthma attacks in kids by more than 70 percent, Obama said. The plan also would spur the creation of tens of thousands of jobs while ensuring gridreliability, the president added. On Aug. 3, Gov. Greg Abbott reacted to the president’s announcement, saying: “Texas will lead the fight against an overreaching federal government that seems hell-bent on threatening the free-market principles this country was founded on.” Jail study to be launched Lt. Gov. Dan Patrick, who presides over the state Senate, and Senate Criminal Justice Committee Chair John Whitmire, D-Houston, on Aug. 18 an-

nounced an interim study on Texas jail standards. This comes in the wake of the death of Sandra Bland, a STATE woman CAPITAL who in July was HIGHLIGHTS found dead in Ed Sterling a Waller County jail cell three days after she was arrested and jailed following a traffic stop. The death was ruled a suicide but questions remain. “Our criminal justice system assumes a great responsibility for the people in our custody. In many instances, individuals have unresolved issues in their lives, particularly a mental illness, which has resulted in their arrest. It is our responsibility to

make certain we have the necessary tools and resources to meet the health, welfare and safety needs of every individual in our custody,” Whitmire said. Early ratings come out Texas Education Agency on Aug. 21 announced its release of preliminary financial accountability ratings for more than 1,200 school districts and charters across the state. Ratings are based on annual financial reports provided by districts and charters from the 2014 fiscal year. Figures show that of the 1,024 public school districts in Texas 1,012 received a favorable rating and of the 167 charter schools in the state 155 received a favorable rating. Any district or charter wishing to appeal its rating must submit a written appeal with supporting evidence by Sept. 8, Education Commissioner Michael Williams said.

Health Services on Aug. 18 announced an uptick in reports of illness caused by the parasite Cyclospora. Some 243 cases have been reported in Texas this year. Past outbreaks have been associated with the green vegetable cilantro from the Puebla area of Mexico. The major symptom of the illness is watery diarrhea lasting a few days to a few months. More patrols are watching Texas Department of Public Safety last week announced the increase of DWI patrols during the Labor Day holiday period starting Aug. 21 and ending Sept. 7. State troopers will focus patrols in high-risk locations at times when alcohol-related crashes are most frequent, said DPS Director Steven McCraw. Coach says expect tougher district this season Non-distict slate a tough one, too BY MARK K. CAMPBELL In his first year as the Porcupine head football coach in 2014, Brian Hulett led Springtown to the postseason. SHS finished second in 5-4A, going 4-1; overall the Porcupines were 7-4 – the first time Springtown had collected seven victories since 2010. But that was last season. The 2015 club has two-a-day practices over as well as a pair of scrimmages and now faces a potent season-opening foe, Decatur, on the road this Friday at 7:30 p.m. This year’s Porcupines return just 9 lettermen and 7 starters – 4 on offense and 3 defensively. That means some varsitylevel inexperience on the field. Hulett said three linebackers and two cornerbacks will start, their only game time being junior varsity action. “There’s going to be some growing pains,” the coach said. “We’re getting better, but we have a long ways to go.” Even with that youth, some veterans will lead the way. Junior Kaleb Chesney returns at quarterback, recovered from a broken wrist from the 2014 season. First Team All-District safety Fisher Drewry is back and so is Mateo Herrera, a First Team receiver. Other veterans who will contribute include Ben Anderson, Austin Bauman, Wriley Russell, Brandon Santos, Jesse Springfield, and Tyler White. During a brutal non-district slate, Coach Hulett said his squad will “grow up and mature. Daily habits show up on the field. “We’ve got to take care of the little things. We’ve got good kids; we’ve got to do things right, and we’re not there yet – but we’ve got some time.” How tough is that non-dis-

In fact, Vernon is picked to win 1-4A. Then comes “the games that count” – 5-4A. Hulett said, “Our district is tougher overall this year.” Last season’s champ, Kennedale, lost a stellar running back and quarterback but has almost every other position returning. Alvarado also has plenty of starters back, too, he said. Lake Worth has a new coach that will improve the Bullfrogs and, Hulett said, Castleberry also returns almost every player. Last year, the Eagles got routed by Springtown in a game that pitted new coaches against each other – SHS’ Brian Hulett and Decatur’s Mike Fuller. But the Eagles quickly got over it and posted the same record as the Porcupines in 2014, 7-4; both made the playoffs with DHS losing a classic, 4-overtime bi-district game to Stephenville. This year, “playmaker” running back Payton McAlister, a junior, will be getting the ball often. As a sophomore he scored 29 TDs last season. DHS runs an “Air Raid” offense, but only one lineman from 2014 returns. Receiver Ryan Durdon caught 10 TD passes last year.

In a six-day span, Springtown (8-4) played six matches – five in Glen Rose and one at home against Grandview. The Lady Porcupines headed to Glen Rose Aug. 20 for day one of the second tournament of the season. In pool play, SHS went 2-2, losing to Keller Central and the hosts and beating Clifton and Fort Worth Dunbar. Against Central in a 22-25, 11-25 contest, Ashton Weaver led with 4 kills. Jill Ray and Sydney Farris had 7 and 6 assists, respectively, with the latter also serving 2 aces. Jordan Babcock blocked a pair of balls. Springtown beat Clifton 2519, 25-20 as Weaver paced the Lady Porcupines with 10 kills. Farris had 4 aces in this game to go with a team-high 12 assists. “She served aggressive all day,” Coach Leighann Strickland said. Karrah Cooper led with 7 of SHS’ 21 digs. Dunbar fell 25-9, 25-9 as Brittney Stroud’s 6 kills was tops. Farris continued her torrid serving with 6 aces; Springtown had 15, “the best it’s been so far,” Strickland noted. Game adaptations take another Hit, man The Movie Man did not know Hitman: Agent 47 was based on a video game. Cinematic history says video games do not make good movies – in fact, one of the worst movies ever made was 1993’s Super Mario Bros. (Movie Man No. 2 [yes, 2!] a 2, Worst of Year – and that’s the case with Hitman: Agent 47. About the film The summer film glut is officially over. This week’s choices were paltry, so the Movie Man settled into Hitman: Agent 47. Gamers always long for their beloved favorites to become hit movies. It almost never happens. Rare exceptions include Tomb Raider (2001, MM #409, 5) and its sequel Cradle of Life (2003, MM #519, 5) and the seemingly endless string of Resident Evil movies. (One more remains, The Final Chapter [due Jan. 27, 2017], so you’ve got a while to catch up on them.) However, just because the videogame duds keep coming, doesn’t mean studios won’t keep trying to hit the jackpot with couch-bound fanboys/ girls. On the horizon are several more efforts: The animated Angry Birds (remember when even moms played that game?) will be voiced by Bill Hader, Peter Dinklage, and Jason Sudeikis; it’ll be in 3-D, likely, next May 20. Warcraft – based on the insanely popular World of Warcraft – is expected to be a blockbuster next summer when it arrives June 10. Assassin’s Creed will star Michael Fassbender; the movie got the primo release date of Dec. 21, 2016 so clearly the studio has high hopes – of course, they usually do. Looking well ahead, Uncharted, a sorta Indiana Jones

adventure game, is probable. If Nathan (Firefly) Fillion plays Nathan Drake, game nerds might flat-out pass out from excitement. The projected arrival date is June 30, 2017. But there will inevitably be days when working mothers can’t get to the gym. Prepare for such days by purchasing home workout DVDs you can play while the kids are doing their homework or after

they have gone to bed. • Look for gyms with childcare. Many gyms now offer on-site childcare to parents of young children who can’t stay home alone while their folks are at the gym. Gyms that offer on-site childcare may prove more reliable and even less expensive than hiring a sitter, and some gyms even offer fitness programs to youngsters, helping to ensure kids get the daily exercise they need as well. • Exercise during lunch breaks. If possible, squeeze in your daily exercise during lunch breaks. Take advantage of on-site exercise facilities if your company offers them. If not, take your lunch outside and then go for a walk around the campus or a nearby park rather than eating at your desk. Finding time to exercise is a common dilemma for working mothers. But there are some creative ways for moms to stay fit without affecting their commitments to work and family.
