TOGETHER WE MAKE THE CITY - UK City of Culture 2021 event - FILM COMMISSION BRIEF Outline requirements Stoke-on-Trent is bidding to win UK City of Culture 2021 and will be make a presentation to the final interview panel on in early December 2017. As part of the bid, there is a requirement for a video that represents the city, its bid and vision for Stoke-on-Trent 2021. We require a creative and sensitive film-maker to produce a compelling film of approximately four minutes length that will summarise and set out our case. The video should include content from a major collaborative artwork being made in the city over the next few months: The Face of Stoke-on-Trent by Helen Marshall. It is also to say thanks to everyone in the city who’s got behind the bid and helped the city to be shortlisted. Background of UK City of Culture 2021. The UK City of Culture title is designed to use culture as a catalyst for economic and social regeneration and raise the profile of arts and creativity locally and across the country. It also helps cities develop a broader high quality arts and culture sector, as well as attract increased business investment and boost tourism. Since winning the title in 2013, Hull has seen a £1bn investment and it is estimated that the city's economy will have a £60m boost this year. Our requirements. Due to the timeline of the project we seek a company who can work to a tight deadline. Please see the project timeline below. We are open to submissions from: Film companies who are experienced in and have an excellent track record of delivering high quality, innovative and engaging short documentary and promotional style films. Project timeline. •

Closing Date for all submissions is 9:00am on Mon 30 October 2017

Decision to be confirmed with successful bidder on morning of Weds 1 November 2017.

Availability to discuss and agree the project in Stoke between Thu 2 Nov - Fri 3 Nov 2017.

Dates for content to be agreed with successful bidders.

First rough cut of the film to be delivered no later than 28 November 2017

Final cut of the film to be delivered no later than 10:00am on 1 December 2017

Project requirements. •

To develop and produce and deliver a high quality, innovative and engaging four minute film, covering the creation of The Face of Stoke and which uses it as part of a wider script that sets out Stoke-on-Trent’s bid to be UK City of Culture 2021. It should capture the essence of the city’s bid, have a sense of humour and convey a compelling narrative.

Shorter elements need to be created that can be used on a variety of social channels.


The commission will: •

Be produced to the highest quality in terms of content, visuals, graphics and sound.

Be presented to the commissioners for final approval. The commissioners retain overall editorial control.

Be informative, compelling, enjoyable and engaging to a mixed audience.

Draw on Stoke-on-Trent’s unique cultural capital assets to create a script that sets out its case using the words, music and imagery of the city and its inhabitants past and present (this is a starting point list):

Josiah Wedgewood, James Brindley, Emma Bridgewater, RJ Mitchell, Arnold Bennett, John Wain, Arthur Berry, Peter Cheeseman, Stanley Matthews, Phil Taylor, Robbie Williams, Lemmy

Use the unique imagery generated by the six towns, its cityscapes, buildings, sounds and activities.

Put the people of Stoke-on-Trent centre-stage as in our bid slogan: Together We Make The City.

The commissioners will: •

Provide key content and information in relation to the bid

Provide contact details for individuals/organisations necessary to the successful delivery of the brief

Provide logos and guidance for branding

Submission. To be considered for this commission please submit the following information: •

A one-page outline of your creative approach to the brief

A proposal outlining your response to the requirements of the brief (this should include an outline plan of delivery) and your ability, capacity and experience relevant to delivering the project including:

detail of how you would use The Face of Stoke-on-Trent as an inspiration, springboard and structure for a wider film that sets out our case to be UK City of Culture 2021;

details of how you will acquire the necessary local knowledge of Stoke-on-Trent’s history, current identity, communities, landscapes and key individuals to ensure successful delivery of the brief.

Full contact details and biographies of key individuals who would deliver the project including writer and director.

A detailed quote, including a budget breakdown up to £10,000 maximum

Summary of relevant credentials including two examples of success previous work. Case studies (embedded in document and/or via links)
