President’s Letter BAHEP is known for its willingness to take on a leadership role in many projects and initiatives that could ultimately result in job retention and growth in our region.

We could not be successful, however, without our many partnerships. We are especially thankful for the support of our 13 member cities, including the relationship we have with Houston Mayor Sylvester Turner and the members of the Houston City Council. The Special Honors section here will help to explain why.

Our BAHEP committees are examples of other wonderful partnerships. They are comprised of leaders within the Bay Area Houston region and are remarkable not only for the amount of work they accomplish but also for providing a platform for business development between members.

BAHEP’s International Maritime Advisory Committee, Aerospace Advisory Committee, Citizens for Space Exploration/Texas, Small Business Committee, Healthcare Committee, BAHEP Cares!, Ellington Field Task Force, Team NASA, and Space Center Volunteers accomplish so much on behalf of everyone in the region.

Bay Area Houston flourishes because of the dedication of our partners and that of so many others like them. We are all fortunate to call this region home.

Special Honors Houston Mayor Sylvester Turner Honored with Quasar Award The Bay Area Houston Economic Partnership (BAHEP) celebrated a 25-year-old tradition by presenting its Silver Anniversary Quasar Award to Houston’s 62nd mayor, The Honorable Sylvester Turner, on Jan. 26, 2018. The highly-regarded Quasar Award is presented annually to an

individual who has demonstrated sustained and significant leadership in support of the business foundations of the greater Bay Area Houston region.

BAHEP President Bob Mitchell remarked that BAHEP named Mayor Turner as the 2018 Quasar Award honoree for his long service to the community and support of the ideals and initiatives of the Bay Area Houston Economic Partnership. Mitchell reported it was significant that Mayor

Turner has championed the regional initiative to build a coastal spine system to protect the people, businesses, and industries that face the threat of massive destruction from hurricanes.

He spoke of Mayor Turner’s numerous accomplishments and mentioned how the mayor’s mission trips promote the region’s assets throughout the world.

Mitchell noted, “BAHEP has definitely experienced this as it has, itself, become a growing international influence. BAHEP’s reputation for stability and integrity is reflected in the increasing number of foreign delegations that contact our organization to meet with BAHEP staff in order that they can obtain an overview of the industries in the region and discuss possible collaborations.”

Mitchell further commented on Mayor Turner’s leadership saying, “Additionally, his work to ensure a fiscally sound City of Houston will be a lasting testament to his outstanding leadership for decades to come. Mayor Turner’s foresight has contributed immeasurably to the economic strength of Bay Area Houston.” He concluded his remarks about the mayor saying, “Mayor Turner, on behalf of all the BAHEP members and our Board of Directors, let me say that it has been our pleasure to work so closely with you over the past two years. We are honored to have you with us tonight, especially since you had to cut short your trip to the winter Conference of Mayors to be here. Thank you so much.”

Mayor Turner took the podium and said, “I have been so looking forward to this night. I am so especially appreciative. To be very candid, you never know how people are perceiving your leadership. You just don’t know. Tonight and the recognition and the honor in many ways are an affirmation, at least, that we are moving in the right direction.

This area is critical. If we do not invest in this area, and if we do not grow collaboratively, Houston won’t

be as competitive. The reality is that Houston does not stop at 610. Houston does not stop at the Beltway.

Houston consists of 640 square miles, and this area is vitally important to the growth and competitiveness of our city. We cannot win on bids like Amazon and other things that will come along if the city does not invest heavily in this particular area.”

At the close of his speech he said, “This has been a wonderful evening for me. Thank you so very much.

Let’s do what needs to be done together.”

Business Assistance Programs Healthcare Panel Addresses Workforce Development BAHEP hosted healthcare leaders from Memorial Hermann, Clear Lake Regional Medical Center, Houston Methodist St. John, and Bay Area Region Medical Center for a panel discussion that took place during the January 2018 meeting of the organization’s Educa-

tion and Workforce Development Committee.

In attendance were leaders from the region’s educational institutions including Dr. Brenda Hellyer, chancellor, San Jacinto College District; Dr. Warren Nichols, president, College of the Mainland; Thad Roher, superintendent of schools, Friendswood Independent School District; Dr. Linda Wadleigh, deputy superintendent of schools, La Porte Independent School District; Scott Bockhart, assistant superintendent of schools, Clear Creek Independent School District, and other educators/administrators from within these institutions.

The purpose of the meeting was to discuss current workforce dynamics, future trends in the healthcare sector, and how educational institutions are meeting current needs and preparing for future ones. The panel members discussed the skill level that their employees bring to the job, the skills that the educational institutions could further emphasize, and future partnerships that would be productive for the institutions, the hospitals, students, and employees.

It works with customers of all sizes where there is a need for temporary power, cooling, heating and air.

BAHEP member Mark Rush, CPA, partner, Ham, Langston & Brezina, LLP, kicked off the round table discussion by outlining key provisions of the new tax reform legislation and key aspects and application of the new law in the areas of partnership tax, corporate tax, choice of entity considerations, individual tax and accounting methods most applicable to small and medium sized businesses.

Political Protocol Committee Initiates Plans for Coastal Spine Advocacy and 86th Texas Legislative Agenda The Political Protocol Committee, chaired by Marcy Fryday of Lakewood Yacht Club, met in February and March to discuss approaches to garner public support for the coastal spine initiative, such as facilitating additional letters of support to congressional members and the White House requesting funding for the project. The committee discussed the tentative legislative agenda for the 86th Texas Legislature in 2019. Transportation is a new legislative agenda item, and it will be led by BayTran President Theresa Rodriquez.

Mayors of member municipalities participated in the April meeting to provide guidance for both the coastal spine advocacy and the legislative agenda. Mayors attending were: Julie Masters/City of Dickinson, Carl Joiner/City of Kemah, Louis Rigby/City of La Porte, Michel Bechtel/City of Morgan’s Point, Thom Kolupski/ City of Seabrook, and Jon Keeney/City of Taylor Lake Village.

Aggreko, which employs 1,400 people nationwide, is in the process of establishing an Aggreko specific apprenticeship program with San Jacinto College and relocating the SelecTech Program, its technician training program, to Houston from Oklahoma. Technician Programs Manager Greg Mitchell explains that the program’s structure will consist of the students spending 2 ½ days in the formal education setting at San Jacinto College and the other 2 ½ days a week at the Aggreko Pearland Learning Center getting specific Aggreko training and on-the-job training. This is a year-long, 42-credit-hour, apprenticeship program, which, upon successful completion, will result in a Certificate of Technology in Heavy Diesel Power.

Update on NFIP Renewal The National Flood Insurance Program (NFIP) was retroactively extended in January 2018 to Feb. 8, 2018, as part of a deal to end the three-day federal government shutdown.

The outlook for the Houston region is that 45,500 jobs will be created, mostly in the sectors with lower wages such as the services.

BAHEP Assists Gas Turbine Air Chill Start-up Company BAHEP assisted a start-up company that has proprietary technology intended for the gas turbine, manufacturing, and energy industries. The technology allows chilled expanded fuel gas to flow through heat exchangers that result in decreasing energy loss and costs while improving efficiency. BAHEP sought input from engineers familiar with the industry and use of the technology that will allow for improvements and enhancements. The information will assist the company in attracting the appropriate users and will support targeted growth in a multitude of industries.

BAHEP Provides Pipeline Identification for Bayport Site BAHEP provided detailed pipeline feedstock information to the commercial real estate firm Jones Lang LaSalle Incorporated for its 92-acre site in the Bayport Industrial District. The site is the only parcel of land for sale in the Bayport Industrial District and is highly desired by neighboring companies and those outside the area. The feedstock available ranges from crude oil, natural gas, and butane to ethylene, propylene, and other widely-used products, all running through easements within the site.

BAHEP Cares! Celebrates Successful Placement of Veteran The BAHEP Cares! committee celebrated a successful job placement for one of its veteran clients during the Feb. 22, 2018, committee meeting. The new job opportunity will allow the veteran to be a supervising mechanic for NASA’s T-38 squadron at Ellington Airport.

The group also heard from two military veterans about their respective backgrounds, skills, and the industries in which they’d like to see job placement opportunities. The roundtable discussion that followed allowed for ideas to be shared as to what certifications and qualifications are needed and the optimal route to follow in order to attain the desired career paths.

BAHEP Participates in Inaugural United Airlines Flight to Sydney, Australia United Airlines invited BAHEP to participate in its inaugural flight on Jan. 18, 2018, from Bush International Airport to Sydney, Australia. Executive Director of Special Initiatives Dan Seal represented BAHEP for this event, which included several days of United Airlines promotional activities in Sydney.

Council Member Thomas Schoenbein to discuss the organization’s mission and describe what BAHEP does for the region. The topics included the Citizens for Space Exploration annual meetings with all congressional members to educate them about the importance of NASA to the nation’s economy and national security, the legislative agenda for the 86th Texas Legislature in 2019, and BAHEP’s current economic development projects.

Marketing BAHEP Participates in Research Trips for Spaceport Center of Excellence BAHEP Marketing Manager Jimmy Spence traveled to Corpus Christi, Texas, and Wichita, Kansas, with Ellington Airport General Manager Arturo Machuca, San Jacinto College (SJC) Aerospace Academy Director Janis Fowler, and SJC Associate Vice Chancellor Dr. Sallie Kay Janes as part of a Houston Airport System investigative committee’s mission to make recommendations on workforce training for the future Center of Excellence at the Houston Spaceport. Results and recommendations by the committee will be presented to HAS Director Mario Diaz and SJC Chancellor Dr. Brenda Hellyer for deliberations and implementation actions.

BAHEP has been working closely with the Houston Airport System to develop Phase I of the Houston Spaceport, including development of strategies to make the spaceport more attractive to aerospace companies interested in locating in Houston.

BAHEP Updates Governor’s Economic Development and Tourism Representative BAHEP Marketing Manager Barbara Cutsinger and Executive Director for Special Initiatives Dan Seal met with Betty Russo, regional representative, Economic Development and Tourism, Office of the Governor, on Jan. 3, 2018, to review BAHEP’s projects and discuss opportunities that Russo can help move forward. One of Russo’s responsibilities is to visit with the many economic development organizations in her Gulf Coast/East Texas region to stay apprised of economic development activities.

Innovation Interstate Working Group Works to Grow and Develop I-45 Corridor BAHEP Marketing Manager Barbara Cutsinger and Executive Director for Special Initiatives Dan Seal attended Innovation Interstate Working Group meetings in Galveston on Jan. 8 and 22, 2018.

Other participants included the Galveston Economic Development Partnership, the League City Regional Chamber of Commerce, UTMB, and other interested parties, primarily from Galveston County. This working group is collaborating to grow and develop the region along I-45 from Galveston to Houston by promoting and supporting the expansion and recruitment of new, emerging technology companies involved in aerospace/space commercialization, life sciences/ biotechnology, energy, sports/wellness, maritime and logistics, resilience and the internet of things.

Pasadena Strategic Economic Development Plan As part of an on-going process to develop a strategic development plan for Pasadena, BAHEP Marketing Manager Barbara Cutsinger participated in a Real Estate Broker Round Table in Pasadena on Jan. 9, 2018. TIP Strategies led the meeting and interviewed commercial real estate professionals to ask how the city can improve the development process. BAHEP was asked to recommend brokers to be interviewed. Representatives attended from Transwestern; Colliers International; Rob Johnson Interests; Allen, Howard & Associates; and Qualified Properties.

2018. Marketing Manager Jimmy Spence attended the events, which focused on flood mitigation, impact minimization, and disaster response. The Dutch were interested in learning more about Houston’s emergency response to Hurricane Harvey and communicating lessons learned from the implementation of water management infrastructure programs such as “Room for the River.” In attendance were representatives from the Kingdom of the Netherlands, Harris County, the City of Houston, Texas A&M University at Galveston, and Rice University.

There was informative discussion about how to create public buy-in for infrastructure projects, how to use public/private partnerships, and what a comprehensive flood control program would look like in the Houston area.

BAHEP has been working to garner support for a coastal spine system that would be part of the region’s comprehensive flood control plan.

Storm Surge Protection for Bay Area Houston

Coastal Spine Initiative Presented to Chambers of Commerce BAHEP President Bob Mitchell gave presentations on the coastal spine initiative to the Clear Lake Area Chamber of Commerce Government Affairs Committee on Jan. 24, 2018, and to the Greater Tomball Area Chamber of Commerce on April 6, 2018. Mitchell discussed issues surrounding the project, including the need to secure full federal funding.

BayTech’s goals are to 1) acquire public and private research and technology development funding for the Bay Area Houston region; 2) secure customers for, and provide simplified access to, NASA JSC’s capabilities and facilities through its Space Act Agreement; and 3) pursue partnerships to support technology development.

Preserve NASA Funding Levels BAHEP Hosts Citizens for Space Exploration Planning Meeting On Feb. 6, 2018, BAHEP President Bob Mitchell and Marketing Manager Jimmy Spence hosted Citizens for Space Exploration (CSE) members from around the country in preparation for the annual May CSE trip to Washington, D.C., to meet with members of Congress. The group decided on a new theme for this year’s point paper, “America, We Have a Mission,” and discussed trip logistics.

Bay Area Houston Advanced Technology Consortium (BayTech) What is BayTech?

BayTech was formed by BAHEP and has built a network of partners across multiple industries and academia, creating a resource pool which will be drawn on as collabora-

NASA JSC Facility Support BayTech has executed agreements valued at approximately $58K during the period beginning Jan. 1, 2018, to present, utilizing the NASA Johnson Space Center (JSC) Receiving, Inspection, and Test Facility (RITF) through its reimbursable Space Act Agreement (SAA). BayTech has another $107K worth of agreements to be executed in the next month.

BayTech continues to work with the JSC Engineering Directorate to offer access to its engineering services to the University of Houston Subsea Institute and other commercial customers through the reimbursable SAA. Fiber Optic Technician Training BayTech is currently executing a Wagner-Peyser grant for 2018, awarded through the Texas Governor’s Office, to provide fiber optic technician training to unemployed military veterans followed by placement into the telecommunications industry.

Through BayTech’s training partner, EDS Technologies LLC, three 40-hour fiber optic technician courses have been completed (December 2017, January and March 2018), and a total of 33 students have been trained, all of whom completed the course successfully and passed the Fiber Optic Association industry certification exam. Of the 33 students trained, the Wagner-Peyser grant funded 30 students. BayTech was able to train three additional veterans by leveraging grant funding from the Houston Urban League. Of the 30 veterans who were trained in December 2017, January and March 2018, approximately 11 five have been placed in industry.

mittee for Autonomous Systems (TXCAS) in an effort to better understand the autonomous systems industry and determine how to bring elements of this industry to Houston and to Texas. TXCAS is in process of developing a workshop/seminar to be delivered in the fourth quarter of 2018 on autonomous systems and the maritime industry.

Space Alliance Technology Outreach Program (SATOP)

What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas and TMAC funded program that helps small businesses faced with technical challenges by providing up to 40 hours of FREE technical assistance for qualified requests. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program.
