President’s Letter It seems as though 2019 just began, and we’re already into the second quarter. These first few months have been quite busy for BAHEP as you can tell by reading through this newsletter. A lot is happening in Washington, Austin, and Bay Area Houston, and much of what is taking place is very positive for the region. Under the leadership of NASA Administrator Jim Bridenstine, the future of human space exploration is looking better than it has in years.
Bob Mitchell can read some of the details about these trips on pages 2-3. Of course, the many hours of preparation and followup are too extensive to be detailed here. However, I am so appreciative of the immense amount of time contributed to this work by our members, BAHEP’s Political Protocol Committee, our regional mayors, and our partners, the Clear Lake Area Chamber of Commerce and the League City Regional Chamber of Commerce.

Texas Land Commissioner George P. Bush Honored with Quasar Award The Bay Area Houston Economic Partnership (BAHEP) celebrated a 26year-old tradition by presenting its Quasar Award to the Texas Land Commissioner, The Honorable George P. Bush, on Jan. 25, 2019. The highlyregarded Quasar Award is presented
The legislative session will not conclude until May 27th, but I believe that I can say this session will have very beneficial results for the Bay Area Houston region and for BAHEP.
BAHEP President Bob Mitchell remarked that BAHEP named Commissioner Bush as the 2019 Quasar Award honoree because he championed the regional initiative to build a coastal spine system to protect the people,

businesses, and industries in the surrounding area that face the threat of massive destruction from hurricanes. Mitchell further commented that Commissioner Bush’s commitment to the Coastal Spine has moved the project significantly forward. Commissioner Bush recognized the effectiveness of Bob Mitchell’s advocacy and the support of local and state elected officials as key to the progress made to date on the Coastal Spine. More than 600 elected officials, business leaders, and educators attended the Quasar Award.

BAHEP Leads Delegation to State Capitol to Advocate for Region’s Priorities BAHEP, along with its partners the Clear Lake Area Chamber of Commerce and League City Regional Chamber of Commerce, led a delegation of more than 90 travelers to Austin, Texas, on March 5, 2019, and held 140 scheduled meetings with state legislators, the lieutenant governor, and governor to advocate for the surrounding area’s priorities. The meetings were a huge success, especially meetings related to public education and higher education. BAHEP Leads Mayoral Delegation to State Capitol to Advocate for Municipality Priorities On Feb. 27, 2019, a Bay Area Houston group of mayors, a council member, a county commissioner, and presidents of two companies gathered in Austin to present its legislative agenda to members of Texas’ 86th Legislature. The mayoral trip was organized by the Bay Area Houston Economic Partnership in an unprecedented initiative in the 42-year history of the organization to deliver a unified message on behalf of Bay Area Houston’s cities. The group was composed of Mayor Mike Foreman, City of Friendswood; Mayor Carl Joiner, City of Kemah; Mayor Julie Masters and Rev. William King, council member, City of Dickinson; Galveston County Commissioner Ken Clark; Mayor Michel Bechtel, City of Morgan’s Point; Mayor Mark Denman, City of Nassau Bay; Mayor Thom Kolupski, City of Seabrook; Mayor Louis Rigby, City of La Porte; BAHEP President Bob Mitchell; and Glenn Freedman, Ph.D., president, EduSafe Systems, Inc., and group facilitator. Pasadena Mayor Jeff Wagner had to cancel his participation at the last minute due to issues at city hall. There were key elements of the message the group took to Austin. The message said that Bay Area Houston’s cities support legislation that results in local governance closer to the citizens

and oppose legislation that diminishes local revenues or undermines local responsibility for local issues. Specifically, selected legislative actions included: • Support legislation that allows municipalities to reclaim as taxable assets previously condemned properties after appropriate remedial processes have been completed; • Hold municipalities harmless for costs of displacing citizens through proper eminent domain or code enforcement actions; • Support a locally-driven State Water Plan that promotes conservation and outlines infrastructure improvements, while balancing public need, property rights, and water rights; • Support legislation that promotes local and state incentives for economic development; • Oppose legislation that would impose new property tax exemptions that substantially erode the tax base and support legislation that would allow local decision-making for homestead exemptions within a defined lower and upper limit range of 5% – 30%; • Oppose state-mandated revenue caps on municipalities. Spaceport Development Corporation Legislation Supported by BAHEP BAHEP President Bob Mitchell testified before the House International Relations and Economic Development Committee on March 4, 2019, on the importance of the proposed legislation, HB 303 sponsored by Rep. Dennis Paul authorizing the creation of a spaceport development corporation, specifically amending Sec. 507.003 AUTHORITY TO CREATE CORPORATION BY ELIGIBLE ENTITIES to make municipalities with a population greater than 2,000,000 eligible to authorize the creation under this subtitle of a spaceport development corporation. Mitchell said, “The approval of HB 303 will facilitate and accelerate the continued development of one of our most important regional assets – the Houston Spaceport at Ellington Airport.” Subsequent to Mitchell’s testimony, HB 303 was passed out of committee on March 8.
BAHEP Participates in Galveston County Day at the State Capitol BAHEP President Bob Mitchell and Executive Director for Special Initiatives Dan Seal led teams that held 10 meetings with legislative offices during Galveston County Day during the 86th Texas Legislature. The meetings, held on March 6, 2019, covered the legislative priorities for the county. Mitchell’s team was composed of Larry Millican, council member, City of League City; Robert J. BAHEP Partners with Industry for Chemistry Technology Day at State Capitol BAHEP joined the Texas Chemical Council, the Association of Chemical Industry of Texas, and the Economic Alliance Houston Port Region for Chemistry Technology Day at the State Capitol on Feb. 2627, 2019. More than 150 industry representatives from across the state went to Austin to meet with state legislators to discuss the importance of the chemical industry in Texas. Texas Secretary of State David Whitley and House Natural Resources Committee Chairman Lyle Larson (R-San Antonio) spoke to the group about the importance of the industry, the jobs created by the industry, as well

as the tax dollars brought to city, county, and state coffers. High School Career and Technical Education Considered for EDGE Center BAHEP President Bob Mitchell and Marketing Manager Jimmy Spence met with Dr. Greg Smith, Clear Creek ISD superintendent, Roy Montalbano with PBK, and Sean Tracy and Kevin Walsh with BRPH on Jan. 22, 2019. The group met to discuss the possibility of incorporating high school career and technical education (CTE) classes into workforce development initiatives at the Houston Spaceport. The idea would be to partner with San Jacinto College and offer dual credit courses to high school students from local school districts. Next steps would be to discuss the feasibility of offering such courses within the framework of the EDGE Center at the Houston Spaceport. The EDGE Center is the outgrowth of a collaborative initiative by the Houston Airport System, BAHEP and San Jacinto College District. A lesson learned by the Houston Airport System from the loss of a major manufacturing project to another state in 2017 was the lack of an advanced manufacturing training center. This weakness was a key reason for the project selecting a site in Alabama. This resulted in the Houston Airport System collaborating with San Jacinto College and BAHEP to explore the development of an advanced technology training center which would serve not only the aerospace and aviation sector at the Houston Spaceport but other industries in the region. Rep. Mayes Middleton Briefed on BAHEP’s 86th Legislative Agenda BAHEP President Bob Mitchell met with State Rep. Mayes Middleton on Feb. 8, 2019, to discuss the legislative agenda for the 86th Texas Legislature

and provide an update on BAHEP’s special initiatives, to include the Coastal Spine, Houston Spaceport, NASA advocacy meetings with Congress, workforce development, and the Mayoral Roundtable for the 86th Texas Legislature meetings in March 2019. The discussion also included the bills that Rep. Middleton is developing for the 86th legislative session. San Jacinto College Convocation, an Update on Bay Area Houston BAHEP Executive Director for Special Initiatives Dan Seal gave the convocation presentation to the San Jacinto College Continuing and Professional Development graduating class on Jan. 8, 2019. Seal provided an update on the state of Bay Area Houston region, including the primary industries and quality of life in the region.
Marketing BAHEP Hosts Regional Exhibit at ICSC Conference & Deal Making BAHEP exhibited at the ICSC, International Council of Shopping Centers, inaugural Red River States Conference & Deal Making, on January 9–11, 2019, in Fort Worth, Texas. The event united 3,500 key industry professionals from Texas, Louisiana, Arkansas, and Oklahoma all under one roof. BAHEP Marketing Manager Barbara Cutsinger staffed the exhibit booth, along with BAHEP’s municipal partners: Alison Benton / City of Dickinson, Ryan Cramer / City of La Porte, Scott Livingston / City of League City, and Dr. Betsy Giusto / City of Webster. All of the exhibit participants agreed that they were able to make good contacts during the event. BAHEP Assists Avera Companies with Development Project in City of La Porte BAHEP continues to work with member-company Avera Companies, LLC, regarding its new project in the City of

La Porte. The company, along with Beazer Homes, is developing a master-planned community, along with retail and a possible entertainment component. BAHEP is working with a number of public and private entities to ensure that retail developers are cognizant of this opportunity that will help to broaden and diversify the City of La Porte’s tax base. BAHEP Meets with Japanese Aerospace and Defense Delegation BAHEP Executive Director for Special Initiatives Dan Seal and Marketing Manager Jimmy Spence met with Lisa Chambers of SPI, along with Lt. Gen. Wallace “Chip” Gregson (USMC, Ret.) with General Atomics, and Masaaki Ohkawa with Akira Corporation, who work on behalf of the Japan Ministry of Defense, on Jan. 29, 2019. The delegation is interested in creating strategic partnerships in the Houston area as a means to mitigate threats in the AsiaPacific region. The Houston Spaceport is an attractive location to build partnerships because of its location in a metropolitan area and the future capability of horizontal satellite launching. Seal and Spence provided a historical overview of the development of Ellington Airport and the Houston Spaceport, as well as what the future holds for aerospace in Houston. Next steps will be a follow up meeting with Gregson and Ohkawa along with Mitsubishi Heavy Industries. Port Houston Updated on BAHEP’s Economic Development Projects BAHEP worked in collaboration with Port Houston to increase inbound containerized cargo, warehouse development, a strengthened manufacturing base that grows imports and exports, as well as maintaining critical growth in education, workforce development, and advocacy. BAHEP worked 17 projects in 2018 that can contribute to increasing the flow of inbound cargo into Port Houston with the majority of project leads being manufacturing, distribution, and warehousing. BAHEP also worked on an advocacy project, Texas Ports – Texas Enterprise Fund legislation, in support of Texas ports, including Port Houston. BAHEP facilitated proposed legislation for the 86th Texas Legislature that would help ensure that companies receiving Texas Enterprise Funds (TEF) contribute to the $277.6 billion in economic activity generated by the movement of cargo through Texas ports. The proposed legislation adds language that requires these companies to utilize Texas ports provided there is not a competitive disadvantage.

Public Relations & Media Communications BAHEP Facilitates Governor’s Letter to President to Locate U.S. Space Force at Ellington BAHEP President Bob Mitchell worked with State Rep. Dennis Paul to get Texas Governor Greg Abbott to write a letter to President Trump requesting that the Space Force Headquarters be located at Ellington Airport. The governor’s letter was delivered to President Trump is early March 2019. Letter of Support for Houston Spaceport Legislation, HB 303 A letter describing BAHEP’s support for Texas House Bill 303, allowing the creation of a spaceport development corporation at the Houston Spaceport, was written by BAHEP President Bob Mitchell to the House of Representatives International Relations and Economic Development Committee on March 1, 2019. Mitchell wrote, “Approval of HB 303 will facilitate, and accelerate, the development of one of the region’s most valuable assets, the Houston Spaceport.” Bob Mitchell Writes Letter to House Speaker Dennis Bonnen on High-Speed Train BAHEP President Bob Mitchell wrote a letter to House Speaker Dennis Bonnen on Jan. 25, 2019, expressing his support of Texas Central’s high-speed train that will provide safe, fast and reliable travel between Greater Houston, Brazos Valley, and North Texas making it easier to do business, vacation, and visit family and friends. Mitchell cited the economic impact from the construction phase and eventual operation of the rail system and the value to the State of Texas. Houston Business Journal Publishes BAHEP Op/Ed on Impact of Federal Shutdown BAHEP President Bob Mitchell was invited to write an op/ed on the economic impact of the federal government shutdown on the NASA Johnson Space Center (JSC). It was published by HBJ in the Feb. 8 -14, 2019, issue. Mitchell pointed out that the impact went far beyond NASA JSC and its employees. JSC’s aerospace contractors and suppliers were also affected by the shutdown, as well as the service providers that both JSC and contractor employees use such as grocery stores and restaurants. Mitchell explained that small JSC contractors were especially impacted by the shutdown due to cash flow issues.

BAHEP Writes Letter of Support for The Boeing Company BAHEP President Bob Mitchell wrote a letter in support of the nomination for The Boeing Company’s T -X advanced pilot training system for the 2018 Robert J. Collier Trophy stating, “With more than 90 percent made in America, T-X will support more than 17,000 U.S. jobs across 34 states.” United Airlines Receives Support from BAHEP for Increased Flights to Japan BAHEP President Bob Mitchell wrote a letter in support of United Airlines’ application for additional flights to Tokyo Haneda Airport in Japan. United’s proposal includes a flight from Bush Intercontinental Airport, which will benefit Houston commerce.
Special Initiatives Storm Surge Protection Initiative for Galveston Bay and Upper Texas Coast BAHEP Advocates for Creation of Taxing Authority for Coastal Spine An important legislative agenda item that BAHEP took to the State Capitol on March 5, 2019, to discuss with key legislators, the governor, and lieutenant governor was the need for the 86th Texas Legislature to create a taxing authority that can receive funds for the construction and mainte-

nance of the Coastal Spine. Without protection, a storm surge could shut down the nation’s busiest port in foreign tonnage and shutter the largest petrochemical complex in the nation, which supplies 40 percent of the specialty chemical feedstock, 27 percent of the gasoline, and 60 percent of the jet aviation fuel to the nation. The Bay Area Houston Economic Partnership and other entities have worked for 10 years to garner support for a Coastal Spine to protect this region. BAHEP President Bob Mitchell stated, “We have worked with elected officials on local, state, and federal levels with great success. It is not a matter of ‘will’ we get the funds to build a system but ‘when’. We believe we will; it will happen the next time we get hit by a hurricane. We need to be ready to accept the funds, which will require a taxing authority.”
Preserve NASA Funding Levels BAHEP Leads Delegation to Meet with Freshmen Members of Congress about NASA BAHEP’s Citizens for Space Exploration (CSE) Committee traveled to Washington, D.C., on Feb. 11-12, 2019, to hold scheduled meetings with new members of Congress to explain the importance of NASA to the nation’s economy and national security. The CSE met with 73 of the 111 freshmen members or their staff members, which included members of important science and appropriations committees. All meetings went very well with freshmen offices being more familiar with NASA or were excited to learn more about human spaceflight than in past years. BAHEP makes this trip to Capitol Hill every other year to educate the incoming congressional members about NASA.

BAHEP Participates in Hugely Successful Space Day at State Capitol BAHEP co-hosted a kick-off reception for Space Day on the evening of Feb. 25, 2019, for state legislators and their staff members. The event was well attended with Sens. Larry Taylor and Carol Alvarado and Reps. Dennis Paul, Greg Bonnen, M.D., Ed Thompson, Doc Anderson, Briscoe Cain, and John Cyrier providing comments on the importance of NASA Johnson Space Center (JSC) to the economy and the educational system of the State of Texas. JSC Center Director Mark Geyer addressed the crowd, as well as BAHEP President Bob Mitchell who gave the welcome address. On Feb. 26, 2019, every state-elected office in the Capitol received messaging about NASA JSC and its programs including the Texas Aerospace Scholars Program and BAHEP’s Space Alliance Technology Outreach Program. Four teams comprised of NASA JSC and BAHEP members held 27 scheduled meetings, including meetings with the governor, lieutenant governor, and speaker of the House. Fifteen BAHEP travelers conducted unscheduled drop-by visits to 154 legislators’ offices to convey the Space Day messages. Sen. Larry Taylor and Rep. Dennis Paul were instrumental in organizing Space Day and submitted bills creating resolutions in the Senate and House recognizing Space Day. Those recognized were JSC Center Director Mark Geyer, BAHEP President Bob Mitchell, Houston Council Member Dave Martin, and astronauts Tracy Caldwell-Dyson and Stephanie Wilson.

BAHEP Attends the SLSOrion-EGS Suppliers Conference in Washington, D.C. BAHEP Marketing Manager Jimmy Spence attended the SLS-OrionEGS Suppliers Conference in Washington, D.C, on Feb. 13-14, 2019. The conference provided an opportunity to receive updates from congressional members, NASA officials, and contractors on the progress of the Space NASA JSC Center Launch System and the Director Mark Geyer Orion Crew Vehicle. BAHEP Facilitates Sen. Cornyn’s Roundtable on Extending Funding for ISS to 2030 Texas Sen. John Cornyn wants to extend the authorization for the operation of the International Space Station from 2024 to 2030. He believes that the extension will help assure America’s international partners, as well as commercial partners, of the continued viability of the ISS past 2024. Bay Area Houston Advanced Technology Consortium What is BayTech? BayTech was formed by BAHEP and has built a network of partners across multiple industries and academia, creating a resource pool which will be drawn on as collaborations are identified and research funding is pursued. BayTech’s goals are to 1) acquire public and private research and technology development funding for the Bay Area Houston region; 2) secure customers for, and provide simplified access to, NASA Johnson Space Center’s capabilities and facilities through its Space Act Agreement; and 3) pursue partnerships to support technology development. NASA JSC Facility Support BayTech executed, or has orders for, commercial agreements valued at approximately $45,000 during the 2019 calendar year utilizing the NASA Johnson Space Center (JSC) Receiving, Inspection, and Test Facility (RITF) through its reim-

bursable Space Act Agreement (SAA). The customers BayTech is supporting with this work include traditional aerospace organizations and oil and gas suppliers. BayTech Awarded 2019 Wagner-Peyser Grant BayTech was awarded a follow-on Wagner-Peyser grant by the Governor’s Office to continue offering fiber optic technician training and placement services to unemployed military veterans in 2019. The period of performance for this grant is Dec. 1, 2018, through Nov. 30, 2019. The goal is to train 47 unemployed military veterans. In order to better facilitate successful placement services under this follow-on grant, BayTech will partner with telecommunication hiring companies, which will be identified and invited to observe each class and then return on the last day of the class to conduct real-time interviews. BayTech conducted a fiber optic training class in December 2018 and another in January 2019. A total of 14 veterans have been trained thus far. BayTech, Workforce Solutions, and the training provider have partnered with AT&T to provide trained candidates to fill a large hiring need. While the students must still compete for open positions and utilize the AT&T interview and hiring process, BayTech has secured a commitment from AT&T to consider its students for these open positions. Several students have applied for

these open positions and are going through AT&T’s process. More fiber optic classes are planned for the May and June 2019 timeframe. Collaborations with College of the Mainland Pursued by BayTech BayTech serves on the Advisory Board for the College of the Mainland (COM) Advisory Council for Computer Information Systems and Networking and works to assist the college with its mission. In addition to COM’s current Associate of Science degree in Computer Science, programming certificate, and occupational skills award (for students to attain the Microsoft Technology Associate (MTA) Certification in SQL Server Database Fundamentals), the COM Business and Computer Technologies Department is developing a new Associate of Applied Science (AAS) degree in Networking and another AAS in Cybersecurity, which the COM advisory council is reviewing for the purpose of recommending it to the COM academic dean and vice president of instruction.
Space Alliance Technology Outreach Program (SATOP) What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses faced with technical challenges by providing up to 40 hours of FREE technical assistance for qualified requests. SATOP Helps Entrepreneurs with their New, Innovative Products Four small business owners received help in completing the development of new products during this report period. The entrepreneurs are located in the City of Houston, Richmond, and El Paso. SATOP Alliance Partners Jacobs, San Jacinto College, and New Mexico State University provided solutions for technical challenges that the business owners could not solve by themselves. Importance of SATOP to Economy BAHEP President Bob Mitchell, Executive Director for Special Initiatives Dan Seal, SATOP Director Bob Payne, and Marketing Manager Jimmy Spence traveled to the State Capitol on March 5, 2019, along with NASA Johnson Space Center (JSC) officials, to hold scheduled meetings with legislators, the governor, and lieutenant governor to explain the importance of SATOP and the Texas Aerospace Scholars (TAS) Program to the state’s economy and educational system. These meetings were held in conjunction with Space Day at the State Capitol. The State of Texas funds the programs in part through the University of Houston System. The TAS Program provides high school juniors the opportunity for a summer experience at NASA JSC, and SATOP, administered by BAHEP, provides technical solutions to entrepreneurs allowing them to complete the development of new products. Many of the TAS students go on to work for NASA JSC and its contractor companies. Mitchell has been working with the local state legislators to ensure continued funding for both programs.
