President’s Letter Throughout this quarter, the Bay Area Houston Economic Partnership has continued to play an important role in a wide variety of issues associated with the region. For several months, we’ve been gearing up for Texas’ 86th Legislative Session. Our committees have contributed their priorities to BAHEP’s Political Protocol Committee, and that committee is coalescing it all into a succinct legislative agenda. In a new initiative, BAHEP invited all of its regional mayors to participate in mayoral roundtables in order to develop regional legislative priorities that are specifically important to them. In this issue of BUSINESS BRIEFS, you’ll also learn about our work to bring more businesses to our cities and ports while placing continued emphasis on the critical need for a coastal spine to protect this sixcounty region. We have made much progress over the past nine years, but our
BUSINESS ASSISTANCE PROGRAMS BAHEP Hosts Mayoral Roundtables on Regional Issues for 86th Texas Legislature BAHEP hosted a series of mayoral roundtables during the quarter to develop a list of regional issues that are important to the mayors. These legislative priorities will be presented to area state legislators prior to

Let’s just hope that it doesn’t take a major catastrophe in order to receive adequate funding for the long overdue coastal spine. Newly-appointed NASA Administrator Jim Bridenstine and new NASA JSC Director Mark Geyer have met extensively with NASA employees, contractors, and the community and have brought very positive messages about NASA, its space programs, and the role of NASA JSC in them. Considering everything that is happening with NASA and robust economic activity in the region, this is definitely an exciting time for Bay Area Houston.

TXDoT Engineer Explains IH-45 and Highway 146 Projects to BAHEP Membership Quincy Allen, P.E., Texas Department of Transportation (TXDoT) district engineer, described plans for road improvements in the region during the BAHEP General Membership Meeting held at the Lakewood Yacht Club on July 25, 2018. Allen reported on the widening of IH-45 from NASA 1 to FM 1764 in Galveston County and the expansion of Highway 146 in Galveston and Harris counties. Protecting Ellington Field from Future Base Realignment and Closures BAHEP participated in a briefing to the Texas Military Value Task Force (MVTF) to educate the task force about the military activities at Ellington Field and the importance of these activities to the State of Texas, the local economy, and national security. The MVTF is a subcommittee of the Texas Military Preparedness Commis-

sion, which is touring all military installations in the state to determine the value of each installation to the Department of Defense and the community. NFIP Extended but Needed Reforms Not Implemented The U.S. Congress temporarily extended the National Flood Insurance Program (NFIP) until Nov. 30, 2018. This extension prevented a lapse in the program but also avoided any of the much-needed reforms for which BAHEP has advocated since 2012. BAHEP Kicks off Initiative to Form Aerospace Education Consortium BAHEP Marketing Manager Jimmy Spence met with stakeholders in the aerospace industry, community colleges, universities, and school districts to get input on the formation of the Aerospace Education Consortium (AEC) on June 27, 2018. The AEC will work to engage students in aerospace specific STEM education from elementary school through higher education. The AEC is in the process of developing its structure and identifying leaders who can support its efforts. The AEC is the result of recommendations by the aerospace workforce development panel discussion, hosted by BAHEP’s Education and Workforce Development Committee in April 2018. International Maritime Advisory Committee Briefed on Ship Channel Dredging Study The featured speaker for the International Maritime Advisory Committee meeting on

July 19, 2018, was David Casebeer of Port Houston who made a presentation on the “Houston Ship Channel 45foot Mega Study.” The purpose of the study was to determine how wide and deep to dig the ship channel to achieve a depth of 45 feet. Numerous variables were considered in the study, including the various channel segments and pilot rules for specific vessel sizes. Eight alternatives were identified that included bend easements, turning basins, and selective widening and deepening. Other considerations for Port Houston were environmental impact and, most importantly, collision avoidance. Port Houston will now evaluate the eight alternatives to focus on recommending a specific proposed project. Bay Area Houston Issues Discussed with Harris County Judge Ed Emmett BAHEP President Bob Mitchell met with Harris County Judge Ed Emmett on July 19, 2018, to discuss a series of issues within Bay Area Houston and East Harris County, including the Houston Spaceport Development Corporation, Coastal Spine, watersheds, transportation, revenue caps, and toll roads. Economic Update for Association of Business and Professional Women BAHEP President Bob Mitchell provided an economic update on Bay Area Houston to the Association of Business and Professional Women meeting on Aug. 2, 2018, at the Bay Oaks Country Club in Houston. Mitchell began with a description of BAHEP’s mission and membership then discussed the importance of NASA Johnson Space Center and its space mission work. Mitchell next talked about the Houston Spaceport and the Coastal Spine initiative. He wrapped up the presentation by highlighting several economic development projects in progress by BAHEP.

MARKETING BAHEP Markets Houston Region at 2018 Bio International Convention BAHEP Marketing Manager Barbara Cutsinger helped to staff the Houston region exhibit booth at the 2018 Bio International Convention in Boston, MA, held on June 47, to market Bay Area Houston and the greater Houston region to biotechnology business leaders. The convention is the largest global event for the biotechnology industry and attracts the biggest names in biotech and 1,800 exhibitors. Cutsinger is following up on biotechnology leads developed during the convention. The exhibit booth was sponsored by the Greater Houston Partnership (GHP) and CenterPoint Energy. Other economic development professionals staffing the exhibit booth represented GHP, CenterPoint Energy, Galveston Economic Development Partnership, Bio Houston, Pearland Economic Development Corporation, The Woodlands, DDM Group, and Boulware & Valoir. Innovation Interstate (I2) Branding of I-45 Gulf Freeway Corridor Dan Seal, BAHEP executive director for Special Initiatives, and Marketing Manager Barbara Cutsinger participated in the Innovation Interstate (I2) – Regional Collaborative conference held on June 28, 2018. Seal was a member of the Emerging Technology Panel that discussed branding of the I-45 corridor between Galveston Island and Beltway 8 in Houston as the Innovation Interstate. The conference was co-hosted by the City of League City, Galveston Economic Development Partnership, League City Regional Chamber of Commerce, and BAHEP at the South Shore Harbour Resort and Conference Center in League City.

The Emerging Technology Panel was moderated by GEDP President Jeff Sjostrom. Seal, along with the four other panelists, including Scott Livingston, League City economic development director, spoke in favor of the branding. BAHEP Works with Port Houston to Expand Inbound Container Terminal Users BAHEP President Bob Mitchell, Executive Director for Special Initiatives Dan Seal, and Marketing Manager C.A. Shields joined Port Houston’s Economic Development team, Shane Williams and Jordan Frisby, to discuss the 2018 action plan and strategize on future initiatives. A high priority for Port Houston is to expand its inbound container terminal users, including the biggest names in retail, furniture, tires and automobiles, and stone and tile. Attracting more general cargo and breakbulk users to Port Houston facilities is also a priority. BAHEP and the Port Houston Economic Development team discussed marketing approaches that BAHEP could use to help achieve these goals. BAHEP Works with City of League City to attract New Businesses BAHEP Marketing Manager Barbara Cutsinger met with City of League City economic development professionals, Scott Livingston and Devin DePascal on July 17, 2018, to discuss a strategy for attracting new retail and commercial business to the city. The focus was on businesses that are not currently located in the City of League City. Upcoming marketing opportunities

Prospect Review Meeting BAHEP marketing staff members conducted their quarterly Prospect Review meeting on June 27, 2018, to review projects with city, county, and BAHEP member representatives. between State Highway 3 and the Gulf Freeway. Mitchell cites the risk of having oil storage tanks directly beneath the final approach to Ellington Airport’s main north/south 35-L runway. The editorial further explains that the proposed tank farm is not compatible with this section of the Gulf Freeway that is being branded as the ‘Innovation Interstate’ where technology companies are rapidly being created to compete in the new digital, life science, and advanced manufacturing sectors.
Mitchell said, “The Bay Area Houston Economic Partnership and a number of other Houston area organizations and institutions are already planning a year-long series of events and programs to recognize Apollo 11 and the city’s many and varied connections to the U.S. space program.
Mitchell closes by saying, “Magellan, please rethink this unwise and potentially dangerous expansion!”
“Throughout the upcoming year, we will have an opportunity to celebrate the 50th anniversary of Apollo 11 and a number of other space milestones. While it is appropriate to take the time to celebrate our area’s past successes and contributions to helping NASA and the United States achieve its goals in space, our area’s future role in the U.S. space program is facing a number of opportunities. Today, other regions – and other NASA centers – are competing for programs and projects and the resulting NASA funds and jobs that in the past would have been managed at the Johnson Space Center.
Bloomberg News Learns about Coastal Spine BAHEP President Bob Mitchell was interviewed by Bloomberg News on Aug. 13, 2018, about the Coastal Spine. Mitchell explained the purpose of the storm surge barrier, status of required studies, construction funding, and surrounding issues.
“If this area is to continue to be the lead center for human space flight, Houston and the Bay Area will need to marshal the same level of community support from business, academic, and political leaders that was required to attract NASA to Houston in the first place.” Proposed Oil Tank Farm Along Gulf Freeway Prompts Response from BAHEP BAHEP President Bob Mitchell’s op/ed in several local newspapers outlines the rationale for Magellan Midstream Partners, L.P., to not locate its large hydrocarbon storage tanks on a site along Clear Lake City Boulevard

Mitchell Explains Pivotal Role of NASA JSC in Space Program to iHeartMedia BAHEP President Bob Mitchell was interviewed by KTRH iHeartMedia’s Nik Rajkovic about JSC’s role in the future of the NASA’s space program on Aug. 15, 2018. Mitchell cited the excitement of the agency receiving “more funding currently this year than we’ve ever had in the history of NASA.” “We have a new administrator who is exciting and has a vision. We also have a new center director.” Mitchell explained, “There are 11,000 employees working in the space program. We’re continuing to do design and development on the Orion (deep space capsule), as well as the space launch system, and flying the International Space Station.”

SPECIAL INITIATIVES Storm Surge Protection Initiative Clear Creek Watershed and Coastal Spine Addressed at Harvey Recovery Roundtable BAHEP President Bob Mitchell spoke at the Harvey Recovery Roundtable, hosted by Sen. John Cornyn, on July 20, 2018, at the Thompson Intermediate School in Pasadena ISD. The roundtable addressed a wide range of topics, including Clear Creek watershed drainage, damage to schools, the Coastal Spine, and Harris County flood control projects. Roundtable participants included Sen. Cornyn, U.S. Congressmen John Culberson and Pete Olson, State Sen. Larry Taylor, Harris County Judge Ed Emmett, and Galveston County Judge Mark Henry. Stakeholders Meet with Sen. John Cornyn’s Legislative Director on Coastal Spine BAHEP President Bob Mitchell hosted a meeting on July 3, 2018, for local stakeholders to meet with Sen. John Cornyn’s Washington, D.C., chief of staff, Stephan Tausend, to discuss the senator’s work and support for the Coastal Spine. Len Waterworth (USA Ret.), Texas A&M University at Galveston. They discussed the infrastructure plan for the Coastal Spine, also known as the Ike Dike. The coastal barrier project is designed to protect the Galveston Bay, Houston Ship Channel, and the Upper Texas Gulf Coast from storm surge and hurricane effects. Mitchell Interview on Coastal Spine Featured in UHCL Newspaper The University of Houston – Clear Lake student newspaper, The Signal, published an article on the Coastal Spine in its July 9, 2018, edition following an interview with Bob Mitchell on June 26, 2018. Mitchell highlighted the issues surrounding the coastal barrier system, including the need for federal funding for the project and the threats to national security and the nation’s economy. In addition to Mitchell, Professor Bill Merrell of Texas A&M University at Galveston was interviewed for the article, and he also cited reasons why the Ike Dike needed to be constructed. This article provided a great opportunity to educate a younger audience about the Coastal Spine. Bay Area Regional Kiwanis Club Learns about Coastal Spine Dan Seal, BAHEP executive director for Special Initiatives, made a presentation to the Bay Area Regional Kiwanis Club on July 25, 2018, on the Coastal Spine initiative. Seal discussed the importance of preventing storm surge from entering Galveston Bay and how the Coastal Spine is the right solution for this issue. Seal provided information on the design of this coastal flood barrier and recent progress toward getting federal funding for its construction.
Preserve NASA Funding Levels Mitchell Testifies before Senate Committee on Importance of ISS BAHEP President Bob Mitchell was in-

vited to testify before the U.S. Senate Subcommittee on Space, Science and Competitiveness hearing on June 6, 2018, on the future of the International Space Station (ISS). Sen. Ted Cruz, committee chairman, convened the hearing, “Examining the Future of the International Space Station: Stakeholder Perspectives,” and heard testimony from several stakeholders, including Mitchell who testified on the positive economic impact the ISS has on the U.S. economy and the rationale for continuing to operate the program beyond 2024. Mitchell said, “The ROI on the ISS can be calculated in many ways. It is difficult to quantify the exact dollar value of many of these returns, but the overall impact is undeniable. The International Space Station – by its design and enactment – has established the foundation for sustained generation of technology that improves life on earth. Each year, spinoffs like new drugs, materials, and scientific technology become licensed and begin generating new revenue streams for companies large and small.”

Mitchell ended his testimony stating, “At the end of the day, the ISS program is the culmination of all of the reasons we are so passionate about the entire space program – it represents America’s future in global leadership, education, innovation, healthcare, and our quality of life.” NASA Administrator Outlines Future of Space Program during BAHEP Reception BAHEP hosted a reception for new NASA Administrator Jim Bridenstine at Space Center Houston on Aug. 2, 2018. The reception was kicked off with introductions and comments by Sen. Ted Cruz, Congressman Brian Babin, DDS, BAHEP President Bob Mitchell, and Space Center Houston President/CEO William Harris with all speaking highly of the newly-appointed administrator and the direction for NASA. Bridenstine, introduced by Sen. Cruz, spoke of new space policies that provide for a U.S.-led, integrated program with private sector partners for a human return to the Moon, followed by missions to Mars and beyond. Bridenstine was interrupted with applause numerous times during his positive comments about NASA, its space programs and the role of the Johnson Space Center. More than 100 business leaders, educators and elected officials attended the reception to greet Bridenstine, including Congressman John Culberson, State Sen. Sylvia Garcia, State Rep. BAHEP Highlighted during NASA JSC 2018 Small Business Event Bob Mitchell, BAHEP president, was invited to give a presentation during the 2018 JSC Small Business Event on Aug. 21, 2018. The event, hosted by the Johnson Space Center (JSC) Small Business Council, was held at JSC’s Gilruth Center. Mitchell described BAHEP’s mission and the work it does in support of NASA and JSC, including BAHEP’s annual Citizens for Space Exploration trip to meet with all congressional members to advocate for NASA, its budget, and space missions. The JSC Small Business Event provided a forum for small businesses seeking new business to network with NASA prime contractors and JSC Procurement.
Bay Area Houston Advanced Technology Consortium What is BayTech? BayTech has built a network of partners across multiple industries and academia, creating a resource pool which will be drawn on as collaborations are identified and research funding is pursued. BayTech’s goals are to 1) acquire public and private research and technology development funding for the Bay Area Houston region; 2) secure customers for, and provide simplified access to, NASA JSC’s

capabilities and facilities through its Space Act Agreement; and 3) pursue partnerships to support technology development. NASA JSC Facility Support BayTech has executed agreements valued at approximately $150,000 during the period beginning Jan. 1, 2018, to present utilizing the NASA Johnson Space Center Receiving, Inspection, and Test Facility, the Engineering Directorate, and the NASA JSC exhibitry group through its reimbursable Space Act Agreement. NASA JSC Robotics Intern Day BayTech sponsored the NASA JSC 5th Annual Engineering Software, Robotics & Simulation Intern Day on July 26, 2018. The purpose of this event is to showcase the talented, young college interns and high school robotics academy students in which NASA JSC has significantly invested.

Mitchell Advocates for SATOP and Texas Aerospace Scholars Programs in Austin BAHEP President Bob Mitchell, along with Arturo Sanchez of NASA JSC External Relations Office, traveled to the State Capitol on June 28, 2018, to meet with the chief of staff for State Rep. John Zerwas, MD, chairman of the House Appropriations Committee, to discuss the value and importance of the Texas Aerospace Scholars Program and SATOP to the state’s economy. The discussions also addressed state funding mechanisms.
Fiber Optic Technician Training for Unemployed Military Veterans BayTech is currently executing a Wagner-Peyser grant for 2018, awarded through the Texas Governor’s Office, to provide fiber optic technician training to unemployed military veterans followed by placement into the telecommunications industry. Through BayTech’s training partner, EDS Technologies LLC, six 40-hour fiber optic technician courses have been completed (December 2017, January, March, April, May, August 2018), and a total of 54 students (military veterans) have been trained, all of whom completed the course successfully and passed the Fiber Optic Association industry certification exam.
Nolan Ryan Promotes Novel Device for Inventor Helped by SATOP A Jacobs engineer helped Leonard Courtright, a small Harris County business owner, complete the development and prototyping of a novel device that allows a vehicle driver to shut off the passenger seat alarm without the use of the seatbelt. Courtright designed the device for drivers who want a dog or bag of groceries to sit in the passenger seat without the hassle of using the seat belt to turn off the alarm. Nolan Ryan, baseball Hall of Fame celebrity, will promote the device, branded as “StopTheDinging,” in TV, radio and print commercials.
Collaboration Opportunities Pursued by BayTech and its Partners BayTech created a committee titled “Texas Committee for Autonomous Systems (TXCAS)” in an effort to better understand the autonomous systems industry and determine how to bring elements of this industry to Houston and to Texas. BayTech TXCAS is partnering with the Galveston Economic Development Partnership to participate in its upcoming Economic Development Summit on Oct. 23, 2018.

Space Alliance Technology Outreach Program (SATOP) What is SATOP? The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses faced with technical challenges by providing up to 40 hours of FREE technical assistance for qualified requests. This is accomplished by utilizing the
