One of the very best things about living in this region is the “can do” attitude of the people. We’ve faced some pretty tough challenges such as: the Base Realignment and Closure (BRAC) possibility at Ellington Field, the cancellation of the Constellation program, the government shutdown, the destruction caused by Hurricane Ike, and the ramifications of the pandemic which have affected everyone everywhere.TheBayArea Houston Economic Partnership worked with its many partners in business, industry, education, and government to find solutions to these challenges and many more. The effort in some instances has taken years to realize progress, but the wheels of progress continue to turn.Iam incredibly proud of BAHEP and its members who are very active within the organization. The Aerospace Advisory Committee (AAC) and its Citizens for Space Exploration (CSE) subcommittee have an amazing track record of accomplishment. The International Maritime Advisory Committee (IMAC) has been instrumental in advancing the cause of building a coastal spine to protect us from storm surge. The Political Protocol Committee works year round to give the needs of the region a voice in Austin and to inform the rest of our members of those issues. The Small Business Committee has become an important resource for many.
The Education and Workforce Development Committee has been working for years to understand the requirements of the region’s industries in order that a qualified workforce is readily available. The Healthcare Committee has been doing similar work in that field. Finally, our BAHEP Cares! Committee is doing a tremendous job assisting our veterans who are returning to civilian life. The mayors discussed two critical issues impacting the greater good of the region: Segment B of SH99, also known as the Grand Parkway, and the Rice University Severe Storm Prediction, Education, and Evacuation from Disaster (SSPEED) Center’s Galveston Bay Park Plan. Segment B of the Grand Parkway runs from I 45 South to SH 288, is an essential evacuation route and a critical corridor for citizens’ daily use, will significantly reduce traffic congestion, and will support on going economic development across Galveston and Brazoria counties. BAHEP developed a resolution on the need to fund and construct Segment B and delivered it to TXDoT. The mayors signed the resoCenter has proposed and is soliciting funding for its Galveston Bay Park Plan, an unnecessary, redundant storm surge suppression concept. The mayors signed a resolution not to support this issue.

Jankowski began his report by saying, “Last year for the Houston region was the best year on record for job creation. We created just shy of 160,000 jobs. Part of that was the reopening of the economy. Part of that was the great surge of growth we’ve had in the region. Every sector in the economy added jobs.” According to Jankowski, metro Houston has recovered 292,500 (81.4 percent) of the jobs lost due to the pandemic. There are 66,900 (18.6 percent) jobs left to recoup. Of the 20 most populous metropolitan areas in the U.S., Houston ranks in the middle of job losses Jankowskirecovered.discussed the job losses and recoveries in the various business and industry sectors including healthcare, restaurants, energy, and retail. He said inflation is a huge concern, and the Russian invasion of Ukraine is a concern, but it will not significantly impact the U.S. Jankowskieconomy.concluded saying, “We’re only four weeks into the war. If it goes on another six to eight weeks, I’ll probably have to go back and revisit the forecast. In spite of the uncertainty and the concern over Russia and Ukraine, we have growth momentum, and people are still moving here. I feel that this momentum is going to help carry us through at least the next three or four months. Overall, we’ll be OK. We’re not going to boom like we like to boom, but there’s no reason to panic, no reason to be overly worried.”

BAHEP Advocates for Transparency of FEMA’s Flood Risk Rating 2.0
Providing supplemental state funding to address variances in costs of instruction and wrap around services for key student populations, such as adult learners, economically disadvantaged, academically underprepared, and first generation college students, is essential for the upcoming legislative session. The state must also address inequities of dual credit programs across the state, including developing a plan for dual credit outreach and availability to all populations, performance goals, and funding methodology. As the session gets closer, the committee will continue to fine tune its approach and appeal for a better education for Texans.

Education and Workforce Development Committee discusses Legislative Priorities for Community Colleges

However, FEMA has refused to share the algorithms and calculations it uses to determine new rates, meaning that accuracy is not verifiable.
For the past several months, the Bay Area Houston Economic Partnership, along with other stakeholders, has been working towards the development of Space Club Texas, a chapter of the National Space Club.
The ASCENDxTexas was an open event that brought together the Texas space community and others from around NASA, industry, academia, the Texas Governor’s Office, and other federal agencies to gain new insights on the lunar exploration market, discover opportunities, explore commercialization efforts, identify and understand technology gaps, and learn how NASA is evolving its approach to industry in order to enable faster outcomes.
Houston Mayor Pro Tem Dave Martin and Center Director Vanessa Wyche, NASA JSC, kicked off ASCENDxTexas with a fireside chat discussing how the City of Houston and the NASA Johnson Space Center are working together to invest in the Houston space ecosystem through the Houston Spaceport and the startup/innovation community around NASA JSC.
The National Space Club is a non profit association devoted to excellence in space activity and creating partnerships between industry and government in the aerospace community. A significant initiative of the Space Club Texas is to host an annual event bringing together NASA and industry leaders. BAHEP Executive Director for Economic Development Dan Seal and Aerospace Marketing Manager Kim Morris worked with a Space Club Texas steering committee that collaborated with the American Institute of Aeronautics and Astronautics (AIAA) ASCENDx organization to hold a two day event, ASENDxTexas, which took place on April 27 28, 2022, at the University of Houston Clear Lake Wellness Center. ASCEND stands for Accelerating Space Commerce, Exploration, and New Discovery.

The CSFI is also pushing to reduce the hike cap to 9 percent per year compared to the current 18 percent annual hike until the policy meets full risk rate.
BAHEP Successfully Partners with Stakeholders for Inaugural ASCENDxTexas Event
Homeowners are then not able to see how their rate was determined which inhibits their ability to mitigate flooding that would lower their premiums. Congress must reauthorize the NFIP by Sept. 30, 2022, or it risks losing authority to provide new flood insurance contracts. Flood insurance contracts entered into before the expiration would continue until the end of their policy term of one year. Furthermore, the authority for NFIP to borrow funds from the Treasury would be reduced from $30 billion to $1 billion. Based on FEMA’s State Profiles, Texas is one of five states that should expect premium increases in around 80 percent or more of policies. BAHEP and CFSI are advocating for more transparency with respect to FEMA’s Risk Rating 2.0 algorithm and calculations to ensure accuracy and affordability.

BAHEP President Bob Mitchell met with BayTran President Amy Skiki and Economic Alliance Houston Port Region President Chad Burke on May 26, 2022, to discuss a Transportation Summit that will highlight the transportation needs of the region. The Transportation Summit is planned for Oct. 25, 2022, at the Pasadena Convention Center, and thereafter will be an annual event.

BAHEP President Bob Mitchell wrote a letter to Transportation Department Secretary Peter Buttigieg on May 11, 2022, in support of United Airlines’ application to the U.S. Department of Transportation to launch nonstop service between Washington, D.C., and Cape Town, South Africa. COM’s proposal to use this simulator will expand the capability of the current cybersecurity program, and it will allow COM to offer upskilling training and continuing education to existing workMitchellers.” continued, “Like BAHEP, there is not a single employer in Texas that isn’t impacted by information security. CSE Briefs Congressional Members on NASA’s Impact on Economy and Education
The AAC was established 26 years ago to support NASA JSC and the aerospace contractors. The committee focuses on current trends within the space sector and works closely with local, state, and federal elected officials on behalf of a strong industry. The AAC also supports other aerospace initiatives including Team NASA, Space Center Volunteers, and Citizens for Space Exploration.
The congressman serves on the House Committee on Science, Space and Technology and is the ranking member of the Subcommittee on Space. He remarked about NASA, the Artemis Program, ISS, and the need to keep Houston the center of human space exploration. Rep. Babin then addressed the chances of another NASA authorization bill and the president’s budget request for NASA for $26 billion among other topics. His comments were followed by a question and answer session.
Bay Area Houston Advanced Technology Consortium (BayTech)
The Citizens for Space Exploration (CSE) conducted successful virtual traveler’s briefings on May 16 18, 2022, to congressional members to advocate for NASA and its human space exploration missions. Twenty one CSE teams made up of 72 virtual travelers, including 22 college students, held 276 scheduled meetings with congressional offices. The congressional offices were overwhelmingly supportive of the space program and NASA.

The project has received congressional approval and is on the U.S. Corps of Engineers’ project list.

The Space Alliance Technology Outreach Program (SATOP) is a State of Texas funded program that helps small businesses, especially minority and women owned businesses, faced with technical challenges by providing up to 40 hours of FREE technical assistance. This is accomplished by utilizing the vast engineering expertise of NASA and participating Alliance Partners (NASA contractors, subcontractors, or colleges). SATOP is designed to speed the transfer of the U.S. Space Program’s knowledge and technology to the private sector, to provide economic benefits to the community, and to raise public awareness of the Space Program.

SATOP Program Director Bob Payne attended the Texas A&M University Engineering Capstone Design Showcase on Friday, April 28, in College Station, Texas. One of SATOP’s projects, Markus AI Software, was on display during the showcase. Markus AI is a wearable monitoring device for people with autism. The student team is working to optimize the AI audio function that will detect stress and alert the guardian or parent. The objective is to have intervention and mitigate a meltdown. Texas A&M University Engineering Students Work to Help SATOP Clients
Through an agreement with the Texas A&M Engineering Experiment Station, SATOP can offer small businesses and startups additional technical assistance from the Texas A&M University Engineering Capstone Design Program. Senior engineering students led by a professor of practice work on a SATOP project for two consecutive semesters as a learning experience. The values to small businesses in this program are innovative designs, new manufacturing alternatives, and prototype development. SATOP has five small businesses entered into the Capstone Design Program that began with the spring 2022 semester. Four more small businesses are entered in the fall program which will start in August 2022.

SATOP Exhibits at Clear Lake Area Chamber of Commerce Business Expo SATOP staffed its exhibit booth at the Clear Lake Area Chamber of Commerce Wellness and Business Expo on May 12, 2022. More than 50 people visited the booth to learn about the program. Seven small business owners expressed an interest in seeking technical assistance from SATOP. The businesses need help solving these challenges: efficient microgreens growing process, medical device design, 3D concrete house construction improvement, improved water purification process, and flying car development. SATOP is currently in discussion with the small business that is developing the water purification process. The SATOP exhibit booth was staffed by SATOP Program Director Bob Payne, BAHEP Marketing Manager CA Shields, and SATOP UHCL intern Oscar Lazaro.
Houston Inventors Association Hears about SATOP SATOP Program Director Bob Payne and BAHEP Marketing Manager CA Shields gave a presentation to the members of the Houston Inventors Association on April 13, 2022, at the Bayland Park Community Center in Houston, Texas. This organization has had many members submit requests for technical assistance, and the in person event was a good opportunity to reach out to small businesses needing solutions to challenges that are impeding the development of new products. One of the attendees submitted a request for technical assistance, and SATOP matched the inventor with an Alliance Partner engineer who provided a solution to her challenge. This story will be published in an upcoming SATOP newsletter.
