Vision: To be recognized as Texas’ premier economic development organization.

Mission: To lead regional economic development by uniting business, academia, government, nonprofits, and partners to create viable opportunities and enhance quality of life.

Who We Are: BAHEP serves 18 municipalities along the Houston region’s Gulf Coast within Harris and Galveston Counties. Founded in 1976 from a committee of the Clear Lake Area Chamber of Commerce, BAHEP has participated in the expansion and maturation of the region’s economy and quality of life for 48 years- leading the region’s economic prosperity and growth, and serving as a trusted, responsive, and effective advocate.

Key Themes of 2025 – 2029 Strategic Plan:

1. Networking Forum: BAHEP is an essential senior management networking forum that is regional, cross-industry, and solutions-oriented.

2. Partnership Building: BAHEP excels in creating partnerships that lead to business recruitment, expansion, retention, and creation.

3. Trusted Partner: BAHEP addresses regional and beyond issues as a trusted partner.

4. Advocacy Expertise: BAHEP supports both members’ interests and broader community interests through advocacy.

Strategic Priorities:

1. Promote and Grow the Region’s Diversified Economy:

o Stimulate job growth by attracting new businesses and supporting existing ones.

o Promote Bay Area Houston to potential businesses, investors, and residents.

o Build the business case for future investments.

2. Create Value for Membership:

o Engage members through responsive programming and relevant services.

o Provide timely, relevant business data and intelligence.

o Strengthen member engagement through committees and support services.

3. Lead a Dynamic Regional Business Environment Through Partnerships:

o Collaborate with regional agencies, municipalities, and stakeholders.
