4 PLANNING FOR FINANCIAL DISRUPTION Technological disruption is a term that has only recently crept into our vocabulary although the phenomenon has been around for centuries. Perhaps the invention of the wheel was one of the earliest examples. Its efficiency must have displaced thousands of labourers who previously would have struggled to carry objects from A to B.

In Bali and the rest of Indonesia hundreds of expatriate ‘native speakers’ were employed by language schools - until the government laid down the requirement for degree standard qualifications.

In modern times we are seeing technological disruption at an alarming rate. Examples would be video and audio streaming which have caused havoc in the music industry. Then we have e-mail which has revolutionised communications and all but eliminated the centuries-old tradition of writing and posting letters. The President of the USA can now communicate instantly with millions around the world by means of a single, cost-free ‘Tweet’. How much would it have cost and how long would it have taken a century ago to send the same message to the same number of people?

How can we plan for these ‘unplanned’ events?

Technological disruption is now happening so quickly that gadgets we used just ten years ago are already outdated and no doubt the same will be true for things we use today in another ten years’ time. All this is a tribute to the great ingenuity of the human race. Many fortunes have been made but progress has come at a cost, the most obvious one being the millions of jobs that have been lost along the way. What has happened to all the typists, the newspaper compositors, the sales staff who sold records or other outdated products, the toll road employees who have been replaced by automatic gates, not to mention chimney sweepers?! The fact is their lives were ‘disrupted’. Some will have found other jobs; many who could not adapt to change have undoubtedly suffered financial hardships. But these are not the only factors that have disrupted lives; many other things have changed and played havoc with the principles of financial planning.

The fact is we never know what is around the corner. We don’t want to go through life worrying but it is only sensible to recognise that things can go wrong and with a little bit of planning the impact of unforeseen events can be mitigated. We should still base our ‘core’ planning on the seven stages of life but at the same time make some provision for the unexpected. These are some of the measures we can take: • A very basic one is of course insurance. This should include medical insurance for the whole family, life and critical illness insurance for the breadwinner and spouse. According to a British insurance statistic one out of every three persons will experience a critical illness (such as heart attack, stroke or cancer) before the age of 65. Don’t wait for the first symptoms; by then it is too late. • Don’t be over-ambitious when committing to a long term savings plan. You may have a secure job and profession today but your skills could be outdated in ten years’ time. Choose a level of savings you can confidently maintain. • Consider having separate rather than joint savings plans. Not a subject to bring up on your honeymoon but joint plans can be difficult to separate when people split up.

Even if you are fortunate enough to go through life in line with the seven stages you may not have enough to ensure a comfortable retirement. And if your life is disrupted by unforeseen events you could be in serious trouble. Finally, invest in yourself!

Single adulthood was for some a time to be fancy free but the wiser ones would have tucked away some savings for the responsibilities that lay ahead. Young couples could both work and save hard, particularly for the purchase of the first home. The ‘empty nest’ phase would be a final opportunity to build up wealth for retirement.

You are your greatest asset! Keep investing in it by devoting time to improve your skills, become more qualified in your profession and at the same time learn other skills. Do an inventory of your knowledge, skills and ambitions and identify other potential avenues of employment should your present job disappear. There is a mine of information on the Internet. If you have the time and determination consider distant learning courses.

As for me, my job too could disappear (as did my previous one). ‘Millennials’ are now trawling the Internet for ‘Roboadvice’ rather than turning to a financial adviser. So I may have to consider another career change. I once held a pilot’s license and quite like the idea of training to become an astronaut. Unfortunately, age might be a limiting factor.

In many western countries most marriages now end in divorce. This can have a devastating impact on financial plans. • Remarriage. A twist to the previous point; most divorces end in marriage! • Linked to the last point, remarriages often entail taking on responsibility late in life for the children of a new partner. • Disruptive technology as mentioned earlier. We can no longer assume that our chosen skills or professions will be needed for a lifetime. • Business failure. The commercial world is dynamic and a

• Review how much you are spending and how much you are saving. All the statistics indicate that people are pending too much and not saving enough for the future.

We could plan with a reasonable degree of certainty that we would follow the above path and build our financial plans around the different stages.

Financial planning questionnaires would routinely ask ‘At what age do you plan to retire?’ In my experience I have found that those under 40 would indicate an age between 50 and 60. Those in their 40’s would be more likely to indicate 65 while many in their 50’s and already in their 60’s now admit they don’t know when they can afford to retire! In many cases this is because the seven life ‘stages’ did not work out as planned. Something happened along the way that threw their financial plans off the track.

Art Basel and Beyond Regional art lovers flocked to Hong Kong for Art Month (now every March). With its virtually free port, state-of-the-art logistics, and service-oriented banking, Hong Kong Special Administrative Region (SAR) has become the perfect art marketplace for Asia.

Art Basel Hong Kong, March 23-25, comprised two stories of the HKCEC exhibition center: gallery after gallery from 242 exhibitors from 24 countries who brought their most visually dazzling or most bankable names. Bali’s own blue chip painter Ashley Bickerton had pride of place in Ganesha Gallery’s booth, with a very decorative Mangu Putra painting nearby.

the art, or simply posted their favorite works on social media. It was THE place to be for 3 days, so much the better for anyone who nabbed an invitation to the preview days.

ABHK was a mashup of Arab souk and Sonoma wine social, with every gallerist playing merchant and host. Veteran Hong Kong dealers were most at home, like miniskirted Pearl Lam enthusiastically escorting guests around a fine array of Chinese art (Su Xaobai’s crackling enamel panels hung there were sensational). Stateside galleries introduced local A-Listers to Tom Wesselmann’s pop art nudes and to New York icon Alex Katz, while Swiss-accented dealers gushed about the work of famed draper Christo and painter Lucio Fontana, whose slashed canvases showed up in perhaps too many gallery spaces, giving punters an impression of a glut in that late art star’s commodity.

By Renee Melchert Thorpe Frank Vigneron. His lifelong project, Le Songe Cruex, a series of intricate abstract ink drawings, has remained ignored by Hong Kong’s ambitious new M+ museum project. Yet, thanks to Lucie Chang Fine Arts, seasoned art collectors had this chance to see his work, and surely one of 18 visiting art museum directors from around the globe was suitably impressed. M o r e a ff o r d a b l e f o r exhibitors, Art Central was decidedly more relaxed than the grand Art Basel. Less was at stake, perhaps, and the smaller scale meant visitors were less exhausted and o v e r w h e l m e d . Performance art played a key role, allowing political discourse, which took a back seat in the high finance atmosphere of Art Basel. Each day, Anida Yoeu Ali performed her pointedly political Ban Me piece, complete with her famous red chador. A most lighthearted entry was a performance by Indonesian Uji Handoko Eko Saputro, aka Hahan, engaging visitors in his raucous sendup of the art market itself, while bringing smiles and laughter. It was a delight for anyone who chanced upon his Hong Kong Number One Speculative Entertainment booth, sponsored by the Centre for Contemporary Asian Art. Great new art was everywhere in the city. Paintings by the late, Iraqi-born architect Zaha Hadad, whose mindblowing structure in the Hong Kong Polytechnic University stands majestically as a rare Asian realization of her celebrated style and vision, were featured in gallery ArtisTree’s Quarry Bay location. Far afield in the industrial buildings of Fo Tan, many of its artist tenants opened their studio doors in the last weekend of HK Arts Month.

There were p a n e l discussions and a mini festival of film and video works (mostly documentary), a n d sponsorship of a young Hong Kong y Ng artist, Kingsley Ng. His site-specific piece was outside on one of the city’s old tram cars, converted into a camera obscura, trundling along the age-old tracks, providing passengers live (if upside down) images of the world outside. “I want people to remember that there is always more than one way to view something,” Ng told Bali Advertiser.

Most visitors just took to the art like a new sport. Surfing from gallery to gallery, it was a hell of a ride. Getting attention was the name of the dealers’ game, so it was par for the course to be suddenly knocked out by a garish and soulful Jean-Michel Basquiat, to be reeling inside the fantastic anime-inspired installation from Kaikai Kiki gallery, and drawn in by a glowing Leo In designated areas, considerable space was set aside Villareal electrical piece. Buenos Aires-born, Rikrit Tiravanija created a maze from Hong Kong’s iconic bamboo scaffolding, housing polymer sculptures of bonsai trees in various stages of growth and death. Curiosity seekers wandered inside to enjoy being part of the structure.

Black Rice

Indonesia is home to some of the world’s most n u t r i t i o u s superfoods. For our final column in the lead-up to the Ubud Food Festival, we spoke to Ibu Helianti about black rice. Ibu Helianti is the Founder of Javara, which works with over 52,000 farmers across Indonesia selling over 700 artisanal organic products. She has been recognized among Indonesia’s top social entrepreneurs both regionally and internationally, and she really knows her black rice! Ibu Helianti, what are the nutritional benefits of black rice? Indonesian black rice, also known as purple rice, is one of many rice varieties that have become a rare gem for the community. Despite being less popular than white rice, red rice and brown rice, black rice is an ancient grain that has impressive health benefits compared to other closely related rice varieties. Black rice has a black color and usually turns deep purple when cooked. Its dark purple color is a primary indication of its high anthocyanin content, which is a type of antioxidant found in food. The nutrients in black rice such as protein, iron and fiber, are generally one and a half times higher than the nutrients in white rice, red rice and brown rice. This means black rice has the ability to protect the body from any damages caused by free radicals, which is one of the main factors of chronic and degenerative illness such as cancer, autoimmune and cardiovascular disorders. Traditionally, due to its high iron content, black rice is often used to treat anemia. Like other rice varieties, black rice naturally contains no gluten, the protein found in all wheat, rye and barley products. This shows that the consumption of black rice can potentially eliminate digestive problems associated with eating gluten. Additionally, it also contains another important antioxidant, vitamin E, a useful compound that maintains eye and skin health, and the immune system.

What are the Indonesian traditions related to farming and consumption of black rice? Apart from rice, there is no other staple food in Indonesia that has so many facets of role, function and local wisdom within the communities across Indonesia. Rice is the only food that crosscuts the spiritual, economic, social and culinary dimensions all at once. Such facets are also enriched with the fact that up until the ‘70s there were over 7,000 rice varieties in Indonesia. Today, many have been lost and forgotten. Heirloom varieties include different types of black rice, from the regular black rice to the sticky black rice. From the ones that grow in the coastal sandy soil of Aceh and North Sumatra regions, to the swamp areas of Kalimantan, to the wetlands of West Sumatera, Java and Bali, the arid zones of Eastern Indoneisian islands, wild river-grown rice grass in North Halmahera and wild grass rice in Papua. Various local heritage black rice types that are still grown and consumed across the Indonesian archipelago include the ones from the indigenous tribe of Banten Kidul (Kasepuhan Cipta Gelar, Sirna Resmi, etc) with their Gadog rice; Yogya and Central Java with their Cempo Ireng; East Java with their Melik rice; Krayan Kalimantan with their Adan black rice; Bali with their Injin black sticky rice; highland Toraja with their Rantepao black rice, and even Papua wild black rice which originated from Manchurian wild rice. Dating back to the 13th century, the heyday of the Majapahit Empire, black rice was one of many staples that was exclusively cultivated for, and consumed by, the royal family. The crop was only grown in very limited quantities, closely monitored and reserved for only the highest elite class. Its cultivation could not be executed by regular farmers, which led to the myth that growing or consuming black rice brought curses to the general Indonesian community. A particular area in Banyuwangi Regency, where black rice was the only crop grown in the area, was then called Dusun Melik, Desa Parijatah (Padi Jatah untuk Raja), which means Rice Supplies for the King. This rice is grown in the mountain slope areas of Gunung Ijen and Gunung Raung. The same rice was also grown in the mountain slopes of Gunung Merbabu Merapi in Central Java.

black rice may still not to preferable due to its high price which can be twice that of regular white rice. Further, its texture is more like a black sticky rice and associated with the taste of desserts and sweet delicacies rather than as a staple food. Are there any environmental concerns surrounding black rice crops? Black rice grown in Indonesia is mostly from local heirloom seeds, and except for a few varieties, it requires longer cultivation time of between four to nine months. With the massive transformation of agricultural land plots into development land (housing, etc.), there is increasingly limited space to grow black rice. Black rice can still easily be found in more remote areas where development is not too massive. How can we support local growers? Given its health properties, consumers need to understand the value of black rice beyond just another staple food and treat it as any other superfood (nutrition-dense food). This means, if consumers are willing to pay the much higher price for black rice, then there will be enough incentives for local growers to continue cultivating it. The higher price is needed to compensate the longer cultivation period. What are your favorite black rice dishes? As a staple, Indonesian people find creative ways to cook their rice and to bring different philosophies with each presentation. My favorite black rice dish is actually the delicacies that use black sticky rice, which is tape ketan hitam (fermented sticky black rice) and bubur injien/bubur ketan hitam (sticky black rice porridge, made by cooking the sticky black rice with coconut sugar and serving it with coconut milk). The main courses offer the full range of Thai tastes, hot, sweet and sour, curries, stir-fries and grills. This is followed by Thai Street food on a Bali beach, April 26 from 5.00 p.m. beachfront, in front of Reef. After the Sanur sojourn it is to Maya Ubud for the Master Cooking Class [max 12 participants] April 28 and the final event, a Thai tasting menu with wine pairing, April 29; Tom Yam Talay [spicy hot & sour soup with shrimp, salmon, scallop, squid, galangal, lemongrass, kaffir lime leaf and mushroom], Plaa Goong Yang Mnug Kod [grilled king prawn salad with chilli jam, onion, mint, and mangosteen, Plaa obb Prink Gang [oven baked marinated black cod in coconut milk and Thai red curry paste, bed of wok fried market vegetables served with steamed rice] Finish with Kaffir lime lemon delight with crumble and meringue. Prior reservation at all events is essential.

Naughty Nuri’s Seminyak has already become the star of 2017 [as far as customer numbers are concerned]. Not prepared to rest on their laurels they have already added a couple of special new dishes. Whilst Ribs are obviously the specialty of this franchise, unlike the original in Ubud they also offer quite an interesting menu of other options [their Fish Wings are sensational]. New dishes include a Javanese Curry of boneless chicken cooked in coconut milk and an unusual pasta dish of Spaghetti with pulled pork and that famous BBQ sauce. A real Tex-Mex special is Baked Beans with green, red, chillies, tomato, cumin and coriander…. what a mouthful of taste! Don’t be misled by the ‘Seminyak’ this one is actually in Kerobokan, on Jln Mertanadi.

Fig Tree Bakery is found on the Renon loop, at the intersection of Jln. Prof. Moh. Yamin and Jln. Cok Agung Tresna. The café/bakery is on the 1st floor, behind large floor to ceiling windows. An unusual operation it is the brainchild of three sisters from Australia, one of which has been trained as a pastry chef. Pastries, pies, croissants and cakes are the specialty of the house. They claim that the sole use of New Zealand butter in all of their products give them special appeal. The four available pies all contain chicken; breast meat in black pepper, chunky chicken in a mushroom cream sauce, Grandma’s Pie with chicken mince and egg and a Korean Pie that is full of taste with its chilli and cheese. The croissants are French style, crunchy on the outside and super soft inside. They are served plain with butter, stuffed with chocolate or cheese or a savoury versions stuffed with tuna, chilli and mayonnaise. Crunchy Tiger is a breakfast dish, garlic bread with a poached egg, chicken sausage and green chilli chutney. Omurice is a spicy fried rice mix ‘wrapped in a blanket’ Thai style, encased in an omelette. Something different is their Portuguese Rice, Jasmine rice topped with a creamy chicken and vegetable curry. Korean Spaghetti is pasta with a little bit of fire, topped with a chicken vegetable curry and shredded cheese. Another Korean touch is the attempt to recreate Samyang Noodles by adding stringy cheese, and eating with chopsticks.

Cosmic Diner Sanur has only been open a few weeks, on The ByPass, just south of Sanur, but they are already adding interesting new dishes, a touch of Asian to the base American diner menu, budget priced Rice Bowls. Black Pepper Beef is shredded meat stir-fried in black pepper sauce topped with shavings of crisp onion. Pork Belly, double cooked in soy is another, sharing the bowl with a fried egg and sautéed corn kernels. Both are excellent but the Chicken version was perfect! The chicken, as fish, so often overcooked in Bali, was tender and moist. The use of chicken thighs instead of the more common breast provided more taste, a light infusion with teriyaki sauce just right, with broccoli and carrots sprinkled with garlic chips. A great simple dish! Bintang Ramen Factory Café is found in the car park at The Bintang Supermarket, Seminyak. There are a number of Ramen Lunch Sets for that quick snack whilst shopping; Curry. Wakame, Hyashi Cyuka, Coriander and Phakchi. Gyoza that Japanese adopted Chinese dumpling is available as it is on just about every Japanese menu in Bali [steamed then wok fried on one side only]. An unusual snack here is their Ramen Burger. Instead of a bread roll ramen noodles have been formed into the same shape, so you eat the burger between crunchy ramen noodles.

The Tuban Strip! Jln. Kartika Plaza, Tuban, is lined, both sides, with restaurants. A few work well and many others do not. The long street frontage at Bali Garden Hotel used to be solely used car parking. Not any more! There is now, instead, a strip of 7 unique restaurants. The bookends are Warung Domar [Indonesian] and Ari Bar [Mexican] at the southern end and the innovative Il Tempio [Italian] at the northern. These three have previously been reviewed in The Bali Advertiser. Four new restaurants are now operating, between the bookends. All four are both interesting, and surprisingly affordable. They all have an air-conditioned inside area with covered terraces in front. KaBar is at the southern end, closest to the car park. Apart from the terrace seating there is also a wantilan between the restaurant and car park, with two large bench tables, great for family groups. KaBar is German, and as Germans are renowned for their thirst it has a great snack menu, something to nibble whilst sipping your beer, wine or whatever. A Pretzel with a cream cheese pepper dip or Brats in a Bun with mustard, are both great standard bar snacks. For me the Grilled Curry Sausage made the perfect snack, the type that you just keep on eating, piece by piece. The sausage is sliced, thumb nail size, the pieces sitting up topped with tomato sauce and curry. They can be pork or beef. The Sausage & Sauerkraut Fritters, which are in fact meat balls, drizzled with honey-mustard, are just as good! The Frikkadel, titled ‘Oli’s Famous’ is a patty, a minced combination of pork and beef, full bodied mustard for the dip, very good. An intruder on the all German menu is a memory jogger from OZ dining in the 60’s, Fried Brie with cranberry sauce. I lie, it was always camembert, but sama-sama. It is amongst the snacks but the Goulash Soup is almost a main. Thick and powerful it is served with thin toasted baguette slices, use them almost as a spoon. Similar is the Lentil Stew, with smoked sausage and potatoes, both are excellent! Grilled Thuringer Pork Bratwurst, Schnitzels, Kassler and a ‘Hunter Style’ Meat Loaf [topped with a fried egg of course] are great and popular standard German fare. Intrusions are the international Beef Burger and an English Bangers & Mash. Curry House is naturally all about curries. The cuisines are Thai and Indian, as you would expect. The Indian segment begins with Vegetable Pakoras and Lamb Samosas. Lentil Fritters use the red variety combined with ginger and coriander leaves, top them with mango chutney. But this is a curry house. The Beef Vindaloo is hot as it should be, in a rich blend of tomato, onion, tamarind, potato, malt vinegar and a host of herbs and spices. Tikka Masala combines chicken with nutmeg, paprika, cayenne, garam masala, yoghurt, ginger, garlic and cream, everyone’s favourite! The classic mild Rogan Josh is even loved by those who do not like curries. Boneless lamb simmered in yoghurt, cardamom and paprika. Another popular mild curry is the Korma, a rich and creamy vegetable curry. The Fish Curry is of Malaysian Indian origin, fragrant with a blend of cinnamon, turmeric, cardamom, cloves, tomato and coconut milk.

Thai and Indian curries are so different it is amazing they are referred to by the same name. Thai means chilli related but contrary to general belief that does always mean hot, many just producing a gentle mouth tingle. Mildest of all Thai curries is the Massaman, originating in the Thai south, sharing the dish with northern Malaysia. Beef and potatoes as fragrant as a curry can be. The unique Roti Chennai may be of Malaysian Indian origin but here it s served with three small pots of Thai curry; red, green and yellow. The roti flat bread is perfect, best ever served in Bali, the strips being so easy to separate to facilitate dipping in the curries. Kaeng Phed Ped Yang is the classic Thai red duck curry, also quite mild, in fact it could almost be called sweet as it is combined with lychee fruit. However if you want a Thai curry with a bite, then the Green Curry is for you. Set menus, served on a tray include the Indian Lamb [yellow dhal, curried [vegetables, cucumber yoghurt salad, biryani rtce and chutney] and the Thai Green Chicken [vegetable omelette, coconut rice and pickles, papaya salad and sweet chilli green beans]. On the side are many dhals, rice, naans and roti. Wok Mie has items from all over Asia. Dim Sum, noodles and sushi rolls, a mixture of hot and cold dishes, the type of which I could snack on forever. There are many Pao [steamed buns]; Lotus [filled with paste from lotus seeds], Tausa with its orange dot [sweet red bean], Naiwong [egg custard] and the classic Char Siu [BBQ pork]. Innovative are the Rendang and a Vegetarian of mixed vegetables, which is surprisingly tasty. Dumplings are the mainstay of Chinese dim sum, all the main ones are here; Hakau [prawn, sesame and soy in translucent wrap], Sio May [small rolls of pork, prawn, shiitake and leek], Ham Sui Gok [chicken with garlic, shallots and oyster sauce] and for a Taro dumpling, crisp fried taro, with a mix of pork, prawn and sesame oil. Other dim sum include some in tofu skin, both steamed [pork, shrimp and oyster sauce] and fried [pork, prawn, nori and coriander], those Chicken Feet [which are loved and hated in equal numbers] and the essential Fried Rice. Invaders include Edamame from Japan, steamed soy beans, so healthy, and Spring Rolls from Vietnam, mixed vegetables in crisp rice paper.

As fitting for a café many quiche, sandwich and pies, cakes, pastries and ice cream combinations [try the Black Forest Sundae!]. The most amazing thing about this intimate little café is their coffee! It is roasted in house from a blend of Balinese, Arabica and Robusta. Many customers buy a pack or two to take home. For take home parcels they will even roast the beans especially for you, with a light, medium or high roast? So in total there are about 8 different cuisines available, side by side, all are mainly traditional with just a little bit of experimentation. Great taste is common to all and at very budget prices. Unlike so many other Bali restaurants, everything here is made and prepared on site, pastries, dumplings, and all. Nothing is bought in ready made and that even includes the coffee. There is even car parking, something that is becoming almost impossible to find in Bali. Great value in Tuban!

Top of the noodle list is an excellent Szechuan Noodle using marinated pork with bell peppers, onion, mushrooms, carrot and leek in that spicy sauce, very, very good! Beef Kwetiaw is joined by Indonesian Mie Ayam Panggsit, Japanese Udon with teriyaki chicken and a Balinese [?} with prawns. The Sushi rolls are surprisingly good for a non-Japanese restaurant. Kopi n Kue is the essential café for dining any time of the day. Most essential for those on holidays who enjoy late evening entertainment are the All Day Breakfasts! Eggs with bacon and sausage, plus toast for just Rp.40,000++. There are many choices of omelette, wraps and pancakes. The Eggs Benedict, apart from being Bali’s cheapest, are also a rare original; poached eggs on ham and English muffin. No cheap substitutes here!

Say What? Question: There is this woman who is part of my social group of friends, and with whom I go clubbing. Because my villa is convenient to many of our favorite bars, everyone in the group makes a habit of often sleeping over at my place. This woman, however, gets way drunker than most and takes off all of her clothes before she crashes. In time, I realized that things were missing, and it became obvious that she was stealing from me. After she and I eventually broke all ties, I began to find certain of her personal articles at my place - mostly clothes, a couple of books, some nail polish, stuff like that - so I played phone tag with her for about a month and arranged a time and place to meet and give her back her stuff. Twice, she stood me up until I finally decided that it wasn’t worth it. I incorporated a few of her items into my wardrobe and gave away the rest. Now, some 6 months later, I ran into her at a bar while I happened to be wearing one of her bracelets, and she became irate. I left and texted her, explaining that I had tried to return her stuff, but she had stood me up. If she was serious about reclaiming her belongings, I invited her to come to my place at a certain time and date to get it. She agreed then didn’t show. Now, she is harassing me nonstop via texts, emails, phone calls, and Facebook messages, and I don’t know what to do. How should I respond to her? More importantly, how should I respond to our few remaining mutual friends, whom she’s also enlisted to hassle me about her stuff? Dr. ZZ: This is not about her stuff. It’s about her wanting to feel aggrieved and to remain engaged in conflict with you. As long as you have her things, she can still feel connected to you, even if it’s a dysfunctional connection. Box up everything -- including all the stuff you’ve incorporated into your wardrobe, etc.. Then send her an email and blind copy it (BCC) to all your mutual friends who

she’s enlisted to hound you. List the dates on which you attempted to return everything and the appointments she’s broken. Give her 72 hours to drop in to pick up everything at certain reasonable hours, and explain that, after 72 hours, it will be outside the gate of your villa, at which time you can no longer be responsible for it. When she fails to come to claim it, put everything outside your gate and forget about it. Defriend her on all social media; block her email address; send her phone calls directly to voice mail, and if your friends ever ask about her, tell them that the two of you don’t interact anymore. Period. Each time you interact with her, you buy another month or two of unwanted hassle. Even if she does pick up the stuff, she will continue hassling you about whatever is lost, broken or missing. Ruthlessly cut all ties, and let her send her messages into the great void. In time, she will eventually find someone else to connect to dysfunctionally. Question: I’ve been dating this guy for 8 months. He travels a lot, and we make up for irregular visits with hours of phone calls. The last time we saw each other and talked, it felt as if we were speaking different languages. There’s a kind of “life experience” gap between us that may explain much of this. He is from a well-to-do Western family, and I am Indonesian. Sometimes things get weird. Recently, we had dinner with his father and his father’s friend, and we watched a pro

sports game on television afterwards. When I told my boyfriend that the racism of the evening had upset me, he imagined I was talking about the game on TV, not about what his father and friend had said at dinner. He also feels rejected by my lack of engagement in casual touch, something he seems to need and feels is his “language.” My language is evidently more word-based as I’m not used to casual touch even though I’m trying to change. He says he wants to invest more in me but is afraid to, because it’s hard to get close to me. He calls himself “poly-friendly,” and I’m still trying to figure out where I stand with him in terms of our relationship. I know I should talk to him about this, but I don’t know where to start. Trust, intimacy and control issues make me want to run; so I have written to you Dr. ZZ: Since you didn’t ask a specific question, I’m not 100% sure what to say, but the whole time I read your email I felt as if you were describing a relationship that does not fit – like a suit or dress you try on in the store, and it just doesn’t look good on you. Or you try it on, and for some reason you just don’t feel comfortable in it. This isn’t to say that there is anything wrong with the particular suit or dress. On someone else, it may look great. But if you end up buying it, you’re apt to never wear it or, if you do manage to wear it, you’re apt to feel uncomfortable in it and wish you had worn something else. Your boyfriend feels much like such a garment. Relationships are not meant to be this difficult. Most likely, your self-preservation instinct is telling you to run. THE LAST BALI HERITAGE DOG Across the ravine, a dog sends its voice into the dense black night. Beside my bed Tika’s ears prick and she raises her muzzle to reply. For a few moments the timeless call and answer of the canine race echoes through the jungle. The barks vary in length and cadence; a conversation is taking place. I know that Tika has a different vocalisation for these social communications, for strangers at the gate, and for a monitor lizard in the chicken yard. Very interesting, canine language, but at four in the morning it’s just a bloody nuisance and I ask her to be quiet. The connection between the dogs reflects at least 2500 years during which this highly social breed has been communicating across Bali’s rice fields and deep ravines. Tika wears a collar and sleeps on the carpet by my bed, but she is a pure Bali heritage dog - an ancient breed whose genetics preserve the history of canine evolution. Last week Udyana University hosted an international conference on the Bali Dog supported by the Bali Animal Welfare Association (BAWA). Dr Ben Sacks of the Veterinary Genetics Laboratory at the University of California (UC) Davis presented a fascinating account of the evolution of the Bali dog and its importance to science and the community. He strongly advocated its protection. The often-scorned Bali dog is actually very special. These are neither mutts nor mongrels, but pristine dogs. “All dogs are descended from the grey wolf, Dr Sacks explains”. “About 7000 years ago the dog of today was born in Southeast Asia. It spread rapidly to replace earlier proto-dogs and become the unique indigenous dog of Bali, Australia (dingo), and other regions, and eventually giving rise to the Kintamani, saluki, chow chow, Akita and basenji and other indigenous breeds.” Between 2000 and 2003 the DNA of 3,000 indigenous dogs from all over Bali was tested in the Veterinary Genetics Laboratory at UC Davis. The research revealed that Bali’s indigenous dogs held one of the richest pools of genetic diversity of all the dogs in the world. “The Bali dog is one of the few remaining indigenous dog populations,” says Dr Sacks. “Its genome is valuable to science.” Bali is home to two unique indigenous dogs - the Bali heritage dog and the Highland Kintamani. The Bali heritage dog has lived on the island in its pure form for at least 2500 years, possibly much longer, and the Kintamani probably evolved as a sub-type. Because of its very rich DNA, the Bali heritage dog presents a wide range of colours and markings. The Balinese have been keeping these dogs for millenia;

canine and human skeletons have been found buried together in sarcophagi in West Bali. The dogs are very territorial and protect the temples, shops, livestock and fields of their human families as well as killing rats and repelling snakes. Bali dogs are intelligent and easy to train, and possess great character and charm. By nature they hate to be confined and like to roam in groups; this gives the impression that they’re feral. In fact over 90% of Bali dogs are owned, although many Balinese don’t care for their dogs as a Westerner would; they are seldom sterilised or treated for medical problems. But they have a strong place in Bali’s culture and religion. “Bali dogs are very faithful, clean, healthy and smart pets,” says I Gusti Ngurah Bagus of BAWA. “Until recently they lived in every Balinese compound. Their genetic variation makes them resistant to the diseases and genetic conditions common in breed dogs; they are easier to feed and care for. “Their genetic purity is now under threat which is very sad for the Balinese; we are losing a part of our heritage that was here before we were. We need to work together to preserve the Bali dog.” Those of us who live in Bali or visit often may have noticed that there are many fewer dogs on the street these days, and they look different. It’s not our imagination. The population of pure Bali dogs has dropped by a shocking 80% over the past decade.

Bali is in danger of losing this dog with its very valuable ancient genetic signature There are several threats to the survival of the Bali heritage dog. The most serious has been the mass culling mandated by the government in an ineffective attempt to control the current rabies epidemic. This has removed at least 400,000 dogs from the gene pool. The dog meat trade (warung RW), which is very strong in South Bali, accounts for at least 60,000 dogs a year. But the most insidious threat has been the hybridisation with ‘breed’ dogs in Bali. The ironically named purebred (breed) dogs were developed over the past 200 years to select for specific traits. Breeding ‘purebred’ dogs is a multi-million dollar international industry. Puppy mills are common in parts of Indonesia, including Bali, where dogs are forced to breed frequently in poor conditions. “Before 2004 breed dogs were banned from Bali and the DNA of the Bali heritage dog was largely undisturbed,” says BAWA founder Janice Girardi. “But now breed dogs have become status symbols for the Balinese. They’re often allowed to roam and aren’t sterilised because of the higher economic value of the puppies. The resulting inbreeding with the Bali heritage dog is a serious threat to its genetic integrity. Only an estimated 20% of the dogs in Bali today could be considered pure Bali dogs.” Other threats to the Bali dog include acts of cruelty, disease, poisoning, street accidents and neglect. The rapid disappearance of the Bali heritage dog is worrying to geneticists. “There are too few remaining lineages of unique indigenous dogs in some regions and Bali is in danger of losing this dog with its very valuable ancient genetic signature,” says Dr Sacks. “ Bali dogs contribute unique

Diluting the genetics with crossbreeding means information is being lost before we even know all the questions.” BAWA is very active in all dimensions of the complex issues of animal welfare. It maintains Bali’s only free 24/7 animal ambulance; if you see an animal in trouble, call the BAWA hotline at 0811389004. Its rehab/adoption program places up to 60 rescued dogs a month in permanent homes. A free sterilisation program for Balinese-owned dogs is available for banjars that request it. BAWA’s education program brings trainers into elementary schools to teach children about responsible dog ownership. And it advocates tirelessly for animal rights. Sekehe Asu Bali Utama (SABU) is a grassroots club in Kemenuh, Sukawati with a mission to build a healthy dog population while combating rabies. Almost 50 members and supporters promote education about canine health, welfare and population control in the banjar. The community has become more dog-friendly and people now find, rescue and adopt puppies. There are now four Sekehe asu in Gianyar. Perhaps a banjar might undertake the project of breeding pure Bali heritage dogs to keep the DNA secure. Tika lies at my feet as I write, her alert eyes scanning the garden. Suddenly she bounds to her feet and barks at a sound behind the wall. Those of us who share our homes with Bali heritage dogs mourn the almost certain disappearance of this unique canine. What a loss it will be to science, to Balinese culture and to the world if the voice of this ancient lineage falls silent forever.

AUTISM AND EDUCATION IN BALI When I went to university to study to become a teacher, it was compulsory to study a unit called Special Education where the novice teacher learned all the possible problems a young person might have with learning and behavioral difficulties on the Autism Spectrum and how we might go about dealing with it in the classroom. It was an impossible proposal that a fresh, inexperienced student teacher might learn practical skills from these intellectual theories but mandatory all the same. In reality, during those first few years as a teacher, I became extremely nervous when I saw a teenager being wheeled into my English classroom by their Teacher’s Aid. I learned to rely on those Aids extensively and never really had much to do with these children, except in a polite caretaking kind of way. Those lucky enough to attract the government funding meant that the school was able to hire a full or part time Teachers Aide and thus were well cared for within the mainstream educative system. That was in Australia, however here in Indonesia, it is a different story.

What does ‘proyek’ mean? Derived from the English word ‘project’, proyek is an extremely common word in everyday conversation. Project can mean something that you are working on; something you a doing; or a government project / program / scheme. People often ask me: “Lagi ada proyek?” which just means “Do you have anything on at the moment?” An example of a government project could be ‘Proyek Perbaikan Pipa Air’ (Water piping project) or ‘Proyek Kali Bersih’ (clean rivers project). However, proyek is not used when talking about a child’s project for school: in this case, people use the word tugas (assignment / duty), for example: “Komang sedang menyelesaikan tugas IPA.” (Komang’s finishing his science homework / project).

When referring to government or politics, a negative connotation is associated with this word. This is because government projects and programs are blatant opportunities for rampant corruption. A mere mention of the poor quality of a failed sidewalk construction project, for example, and the word “proYEK!” (with heavy intonation on the ‘yek’) is on the tip of everyone’s tongue. This infers that someone, often multiple ‘someones’ have their finger in the pie and that the project itself is only symbolic: sadly the result of the shaving off of funds at all levels.

Basically, if something looks big and should work but it doesn’t, then it is written off as a proyek. Balinese being Balinese like to joke a lot about proyeks, probably because they’re so common and so in your face. I have even met someone called Ketut Proyek, but I’m not sure what the context would be – surely not a corruptor from birth?! Project is also used to mean a work or construction site with people saying, “Bapak Made lagi ke proyek” to mean “Made’s gone to the work site”. In both of the latter, the word project has been skewed from its original meaning in English, as is so often the case with linguistic borrowing in any language.

Retired, Rewired by Cat Wheeler As Bali’s population of resident Westerners ages, a whole genre of homegrown literature has emerged: The Bali Expat Memoir. Often self-published, these books are written by restaurateurs, musicologists, impresarios, home birthers, art collectors, tourism pioneers, etc. Cat Wheeler stands in the top rank of these contemporary Bali-based writers, taking her place among other women who have shared the same rapture for the island as Anais Nin, Jane Belo, Vicki Baum, Anna Mathews and Katharane Mershon from earlier times. Retired, Rewired is the story of long-time resident Wheeler’s journey to proud and exuberant elderhood in Ubud. Wheeler is perhaps best known for her popular Greenspeak column in the Bali Advertiser under the penname “Ibu Kat.” She is also the author of Bali Daze (2009), a collection of her experiences living in Ubud for more than 16 years. This new book of captivating and informative stories are addenda to that earlier book in which she settles into her adopted country, builds houses, engages local help, networks with neighbors and deals with the personalities of outlandish pets and random wildlife living all around her. Since 2002, Wheeler lived in a small banjar near Pura Dalem Puri in the southern Ubud suburb of Tebesaya, spending most days barefoot in a sarong and seldom venturing south of Mas. In a sense the book is an elegy to Ubud’s passage through successive throes of change from a dusty little country village, which she first visited in 1969, to the still delightfully comatose town in 1992 on her second visit to the slow, sweet and sleepy Ubud of 15 years ago when she finally took up permanent residence. She has since lived through the 2002 terrorist bombing when this cultural capital of Bali became a bankrupt ghost town, its world’s discovery beginning around 2010, right up until recent times when traffic jams, hordes of tourists and astronomical real estate prices foretold an irreversible tipping point to come. The book is required reading for anyone ever considering any kind of semi-rural farming enterprise on Bali. In her visceral connection with the human community and sharp observations of the natural world and life cycles happening around her, the book is not unlike a farmer’s almanac, a careful journal of gardening, outdoor pastimes, raising poultry and dogs, huddling under wild tropical storms, the loss of a beloved avocado tree and other arcana and general information that would be useful or amusing to other Asian-based homesteaders as for that matter any expat of all ages living in the tropics. Wheeler’s most intimate friends are animals or at least it is animals which she chooses to write about with the most enthusiasm and perspicacity. Twelve chapters out of 39 are about pets and denizens of her house and property. Ibu Cat seems to have an especial fondness for our feathered friends, but her affinity towards animals also extends to the lowliest of creatures, taking note of the behavior of snails, the antics of pet turtles, harmless but terrifying spiders and the mating habits of Moscovy ducks. There are also anecdotes about rescued street dogs, a capsule discourse of Bali’s pig culture, the history of the Bali Heritage Dog, everything you ever need to know about Tokay lizards as well as the astounding amount of work, worry and planning night and day that it takes to breed chicks and raise laying hens. Although Retired, Rewired is literary narrative and the very first sentence asserts that the book isn’t about the nuts and bolts of living in Bali as a retiree, every episode gives more texture, nuance and atmosphere than any guidebook could ever aspire to. Even with all its light-hearted bantering, there’s an abundance of rock-hard advice and practical information buried in the text: tips on designing open and closed spaces, bathrooms and bedrooms; housebuilding; renovating old buildings; tropical landscaping; where you can get your Persian carpet professionally cleaned; the procedures, paperwork, documents required for the burial or repatriation of foreigners dying in Bali. Whole chapters are in themselves real life cautionary tales that illustrate the richness and peculiarity of daily life in Bali and the unpredictability and strangeness of social interactions between Westerners and Balinese. One chapter addresses the big issues of taking care of aging expats, their even more aged parents as well as funeral arrangements for both. We learn that taking care of old people is not for sissies but an ongoing sitcom with an aging cast, unforeseen script and unknown duration. Losing the Plot in Paradise tells of an Alzheimer patient’s care through the eyes his wife and caretakers. For 14 years five Balinese bathed the patient, gave him meds, kept him company, cooked for him, fed him, took him on drives to the beach, strolls in the rice fields and to the gym so that he was able to remain in Bali and not get stuck in some institution back home. Ubud The One Trick Pony reminds us all of the painful lesson learned from the 2002 Bali Bombing - the startling fact that the island’s economy is almost totally dependent on tourism. All sectors - travel, construction, retail, restaurants, hotels - are connected to this highly vulnerable industry that results in cultural erosion, no diversity, a poor work ethic, a high turnover of the labor force and a chronic lack of qualified skilled workers. CANGGU IS A GLO One of my favourite places is Glo Day Spa & Salon, which has been open since 2005 and is one of leading spas and salons where you’re assured of getting great professional services. To cater to the beauty needs of the burgeoning hotspot of s u r f e r s , hipsters, vegans, yogis and beautiful people of Canggu, Glo just opened its fourth location this April. Now all you beautiful people of Canggu don’t need to travel into Seminyak, Sanur or Nusa Lembongan. The new spacious two story spa is located not far from Canggu Deli on Jl. Subak opposite Popular Supermarket. With its chic white décor Glo Chic is offering all of its popular treatments like manicure, pedicure, facials, hair services, tanning, massage and body treatments. Plus the new Glo will have some new services at the new location, such as: a men’s line of products called Vitaman for their barbering services at Canggu and Sanur, Australian trained proper sports massage, Warm Bamboo Massage, Chrome Mirror nails and the new Micro Retinol and Stem cell Pevonia facials. The owner had originally planned to close the first location in Seminyak but was beseeched by regular clients to keep the old spa open because they didn’t want to travel to Canggu. However, the Glo Chic Seminyak spa has edited some of their spa menu to continue offering the popular basics like: nails, Biokos facials, hair services, massage, spray tanning and waxing. I visited the Sanur location to try out the new gel Chrome nails, which is all the rage in America. Sitting comfortably in one of the red chairs for manicure and pedicure I was offered a drink. Then Juli came with a supply of equipment for a manicure. She carefully removed my old polish and wrapped my remaining gel nails with foil to soften the polish. When all of the polish was removed she asked if I wanted any nails cut. Declining her offer she set about cleaning the nails, filing and carefully trimming the cuticles. This whole procedure took several minutes. When she was done she asked me to inspect her handicraft. Great job. Meanwhile one of the other staff dropped off a UV light for the next part. Juli applied a base coat to my right hand nails and asked me to place my hand inside the UV light. Meanwhile she worked on my left hand. Next she applied a special Japanese gel that turned a pale whitish colour. After this was dry from the light, she took out a small jar of silver powder. Then she took a small sponge on the stick like used to apply eye shadow. Dipping the sponge in the powder she rubbed over a nail. It was magic! The nail turned silver and became polished and shiny as she rubbed. WOW! She repeated this on each of the nails. When one hand was finished I held it up to admire the shiny nails. I’d never seen anything like this. It was amazing. It’s like having tiny mirrors on your fingertips. The Chrome Manicure comes in gold or silver. Glo will be introducing a new facial product from Pevonia natural skin care products called Stem Cells Phyto Elite and Micro Retinol Facials. Pevonia uses only plant (phyto) stem cells to produce large quantities of high-quality active ingredients. These stem cells help with the reversal of aging signs from within to make the skin look better and progressively

induce the skin to keep renewing itself. This gives the result of more youthful, dense, healthy, hydrated and firm skin. The Micro Retinol is a mild peel facial that delivers beautiful results. I was one of the lucky ladies to try out this incredible new facial. The staff at Glo are very well trained and give the best service to their clients. Lying comfortably the therapist began cleansing my face, eyes and lips. This was followed by a pleasant exfoliation then steaming to open the pores. Next I enjoyed a very relaxing face, neck and head massage which lasted several minutes. After removing the massage cream she applied the mask and covered my eyes with soothing cool pads. While the mask did its stem cell magic she gave me a relaxing hands and arms massage. After the mask was removed she applied a moisturizing cream. When she finished I sat up and she handed me a large round mirror to check the results. My skin was glowing with health, looking radiant and younger looking. RUNNING NEWS - Bali Marathon 2017 The organizers of Maybank Bali Marathon announced the official race date of the Maybank Bali Marathon 2017 (“MBM17”), an international race that will take place on Sunday, August 27, 2017 in Bali. Maybank Indonesia made a number of improvements and refinements to make the event more vibrant, entering the sixth year of the race since it was first held in 2012. In 2017, the number of participants is expected to reach 8000-9000 participants, a 20% increase from last year. “We increase the number of participants this year to accommodate the interest of participation that continue to increase from year to year. In tune with the increase in the number of participants, we will also improve the readiness of better infrastructure to maintain the quality, safety and comfort of the race, ranging from race pack collection, setting the starting pen and finishing area. AEK was founded to support the sport and martial art of Arnis Eskrima, a Filipino Stick fighting discipline and the national sport of the Philippines. Arnis Eskrima, Philippine Stickfighting is a sport derived from the traditional martial arts of the Philippines where in the past combatants fought, many times to the death, with fire hardened rattan cane. It is suggested that historically the art came originally from India eventually being introduced to the Philippines.

The system developed through history as varying ethnic groups evolved the fighting style. The famous explorer Ferdinand Magellan met his fate on the shores of the Visayas islands near Cebu where he was killed by a local warrior skilled in the art of Arnis Eskrima. In later years Spanish influences also played a part in the evolution of this form of combat. Arnis Eskrima was last used in warfare and the field of modern human conflict during World War Two. Today elements of Arnis Eskrima are taught in varying forms relative to modern military combat in several armies throughout the world.

Local News 21-year-old German Tourist to be Charged in Beating Death of Indonesian Man in Kuta, Bali A 49-year Indonesian man from North Sumatra, Steven Djingga, died on Saturday, March 25, 2017, at the Sanglah General Hospital in Denpasar, four days after being struck by a German tourist in front of Paddy’s Club in Kuta. Beritabali.com reports that the German, Guiliano Lemoine (21), struck a single blow against Djingga that knocked the Indonesia down in the early hours of Tuesday, March 21, 2017. Giuliano Lemoine was taken into police custody at the Hotel Ixora on Thursday, March 23rd, while Djingga still clung to life in a coma. Police say that Lemoine had entered Paddy’s Club where, together with a group of friends, they drank until they were intoxicated. A spokesman from the Kuta Police Precinct says during the drinking session Lemoine and his three friends removed their shirts because of the heat, only to be scolded by Djingga who was also drinking in the popular Kuta night spot. A brief altercation followed that was seen by two security guards at the bar who escorted all the drinkers out of the bar. Later, Lemoine and his companions returned to the bar and continued to drink. When Lemoine and his companions left Paddy’s for the second time, he spotted Djingga standing in front of the bar. The altercation resumed during which Lemoine fatally struck Djingga in the face. Djingga fell, striking his head on a curb, became unconscious and began bleeding from the nose. Djingga’s companion, Wisnu Tony, took the man to a local hospital where he was admitted to intensive care and later died on Saturday, March 25, 2017. Attending physicians have listed the cause of the Indonesian’s death as a brain hemorrhage. When taken into police custody, Lemoine initially denied striking the man but later confessed to the attack after being told that his victim had died. Candidasa Beach in East Bali Polluted by Styrofoam Debris from Floating Dock Project Balipost.com reports that a floating dock erected at the village of Bugbug on Candidasa Beach in East Bali has been decimated by large waves on Thursday, March 23, 2017, spreading Styrofoam debris along a large area of beachfront. The unsightly and widespread Styrofoam trash prompted protests from local residents and visiting tourists, many of who tried to clean up the beach. Protests and complaints were also delivered to the local Secretary of the Indonesian Hotel and Restaurant Association (PHRI-Karangasem), Wayan Kariasa, who confirmed many accommodation operators had contacted him. “All guests are complaining. There are those who planned to stay for two weeks but checked out after seeing the dirty beach at Candidasa. The beach is a mess. This has to be quickly resolved,” said Kariasa. Kariasa said the Central Government project to build floating docks and breakwaters 100 meters offshore in front of the Hotel Asyana. The PHRI Secretary said he had no idea of the function or use of the floating docks. Kariasa called on those involved in the project to tow the floating structures to safety to prevent further damage to the beach. Local residents blame the floating docks for polluting the beachfront and damage to local coral gardens then the docks collide with coral at low tide. Australian Woman Summa Simmonds Dies in Bali after Suspected Vodka Binge An Australian woman has died at a luxury seaside villa in Bali, after Indonesian police say she consumed more than a bottle of vodka. Friends and family members are paying tribute to Summa Simmonds, 38, who died at the luxury Peppers Seminyak resort on Sunday night. Indonesian police claim Ms Simmonds, from Cairns in Far North Queensland, had consumed a “whole bottle of vodka” - or around 21 drinks - before having six more shots later in the evening. Badung Police Precinct Chief Budi Setiawan said when Ms Simmonds went to her villa she began vomiting. “The victim fainted, was unconscious, and her pulse became weak. The victim’s face and lips turned blue,” he said. Two women who were with Ms Simmonds - her sister and a friend, believed to be aged 46 and 20 - performed CPR and called the hotel’s reception for a doctor, he said. The doctor arrived just after midnight to find Ms Simmonds lying on the pool deck. She was pronounced dead minutes later, Superintendent Budi said. He said police suspected that she died from drinking too much alcohol. The investigation is ongoing. Fairfax Media understands Ms Simmonds and her sister had travelled to Bali with a Queensland dance troupe and were acting as chaperones on the trip. The body of Akbar, 25, was discovered inside the seven-metre (23ft) snake, which had been spotted slithering awkwardly in Salubiro village, on the eastern island of Sulawesi, on Monday. “We were immediately suspicious that the snake had swallowed Akbar because around the site we found palm fruit, his harvesting tool and a boot,” said Junaidi, a senior village official. Worried relatives launched a search for Akbar after he did not return home from the family’s plantation on Sunday. Junaidi said the snake had swallowed the farmer whole, adding that it was the only such fatality recorded in the region. This kind of python, which regularly exceeds 20ft, is commonly found in Indonesia and the Philippines. While the serpents have been known to attack small animals, attempts to eat people are rare. Indonesian Police Believe they have Found Body of Kiwi Man Missing in Bali Police on Indonesia’s Nusa Peninda island believe they have found the body of a missing New Zealand man who apparently died trying to save his girlfriend after she was swept into the water. It’s believed Temson Mannie Junior Simeki had been trying to rescue his girlfriend, who was hit by a rogue wave while taking a selfie on the edge of a cliff, when he disappeared. The incident occured at the Angel’s Billabong tourist spot on Monday morning. Nusa Penida precinct police chief Ketut Suastika told AAP that two fishermen found a body floating in Crystal Bay near the cliff at 7.30am on Friday. The fishermen retrieved the body and contacted police, and the body has been taken to Sanglah Hospital for further identification. Police believe a necklace found on the body indicates that “it’s most likely that the victim is the foreigner who was dragged by the wave in Angel Billabong,” Police chief Suastika said. “For now, the identification is not confirmed yet, but we strongly suspected it is the New Zealand tourist who went missing in Angel Billabong beach the other day,” he said. Mr Simeki’s girlfriend, 20-year-old German national Leonie Alanise Hafke, was knocked into the sea and the 23-year-old Aucklander jumped in to save her. Indonesia May Reinstate Ban on Death Penalty Indonesia’s President Joko Widodo says his government would restore a moratorium on the death penalty, if the public in the South East Asian country approves the measure. “Why not? But I must ask my people. If my people say OK, they say yes, I will start to prepare,” Widodo said Monday in response to questions regarding the softening of government’s approach to capital punishment for some drug-related offences. For the past year, Indonesia’s parliament has been discussing a moratorium on death penalty and its eventual abolishing, although a final decision would depend on a clear public support in the Muslim-majority country where people are deeply concerned about high levels of addiction. Widodo, who declared a massive anti-drugs campaign soon after coming to power in 2014, still insists that majority of Indonesians are in favor of death penalty for drug traffickers. A 2015 survey by a private pollster found 85 percent of Indonesians support the measure. French President Francois Hollande, who will visit Indonesia this week, is expected to raise the issue during the talks with Widodo, especially the situation surrounding Lindsay Sandiford, a British national who is also on death row over smuggling cocaine into the resort island of Bali. Widodo clearly softened his tone on drugs last November when he said that he was “open for options” to abolish the death penalty. However, he has defended the measure as a major component of Indonesia’s law, saying it serves as a major deterrent against drug trafficking. [Press TV March 28, 2017] Underpass Near Bali Airport Supposed to be Finished before 2018 IMF-World Bank Meeting An underpass to break up traffic near Bali’s Ngurah Rai International Airport should be completed by late 2018, says the Ministry of Public Works and Public Housing (PUPR). The government’s goal is to get the underpass over and done with by the IMF-World Bank annual meeting, which is set in Bali for October 2018. “Construction of the underpass is scheduled for completion prior to the annual IMF meeting,” said Arie Setiadi Moerwanto, director general of roads at the PUPR. The underpass will stretch from Sanur to Nusa Dua and should break up congestion around the airport, with access from the Bali Mandara Toll Road, according to Republika. One of the big challenges is the construction site’s proximity to the airport, says Moerwanto. Nothing can go up too high for fear of disrupting flights landing and taking off. The conceptual design for the underpass has already been completed and the construction is estimated to cost around Rp 200 billion. The government will be auctioning off the project to contractors in the coming months to speed things up, Moerwanto said. While they’re already at it with road works near the airport, the government also apparently plans to conduct geometric road improvements, such as adding an extra lane at the Udayana University intersection on Jl. The two men were stopped by pecalang on Kuta’s Jl. Kartika Plaza on the Balinese, Day of Silence, March 28, around 9 am. Tradition holds that everyone must stay inside during the Balinese Hindu holiday and the pecalang, traditional neighborhood security guards, are there to enforce the rules. The Sumbawa men had been on their way from Kuta to a friend’s house in Kedonganan when they were caught riding a motorbike on the holiday. “They had been staying at a friend’s house at Kartika Plaza and they wanted to go to another friend’s house in Kedonganan,” said Wayan Sirna, head of the Kuta Pecalang Task Force that stopped the men. Sirna says the Sumbawa men were made to clean the area, by way of punishment, and were also sanctioned. Reports didn’t go into detail what those sanctions were exactly, but they were likely fines. “We had them clean for the day and also gave them food,” Sirna told Tribun Bali. There were two other reports of foreign tourists violating the rules of Nyepi and going out on the street in Kuta this year. One of the foreigners was a tourist from Taiwan, while the other’s nationality was not identified. The foreign violators were not directly sanctioned, but the hotels they were staying at were the ones in trouble instead, says Kuta village elder, I Wayan Suarsa. During the lead up to Nyepi, the rules for the day of silence was socialized heavily amongst hotels in Kuta, Suarsa explained, so hotels should not have allowed their guests to go out.
