October 16, 2019 was the day Bali Advertiser handed over the proceeds from the recent Solemen Special Issue to the Solemen Foundation. The recent Solemen Special Issue featured many ads from businesses that support Solemen and Solemen was given half the income from all these ads to the amount of more than 70 million IDR! Robert Epstone, Founder - Yayasan Solemen Indonesia, said he was very pleased with the cooperation with Bali Advertiser and thanked Bali Advertiser for being such a responsible community asset. He went on to say the funds will help immensely as Solemen is always short of money. Pictured are Made Wardiyasa, General Manager Bali Advertiser and Robert Epstone. MONEY MATTERS How ESG Can Benefit The World and Your Pocket This month’s article was inspired by a bottle of Bali wine. That doesn’t mean great ideas came into my head after demolishing the bottle. Whereas my erstwhile compatriot Dylan Thomas (‘Under Milk Wood’ and others) required a few bottles of plonk to inspire his famous poems the same would just send me to sleep. No, the idea for the article came to me when actually buying the bottle. How come? On a recent trip to Bali I thought I would take a bottle of Bali wine back with me as Bali wines are a rarity in Jakarta. Hotels, shops and restaurants clearly prefer to sell the imported products with their inflated prices and import taxes. I chose the bottle, paid my money and the cashier said thank you. I waited a little and then asked if she could put it in a bag for me. She said single-use plastic bags could not be used any longer in Bali. I asked if I could buy a more permanent one. ‘Sorry, we don’t sell them’ was the answer. So I had to walk to my hotel with bottle in hand, conscious that some people might think I needed to drink ‘on the go’. Looking on the positive side, I realised this was a case of the Bali authorities showing great leadership and an example to the world (including Jakarta) as it drowns in its own waste. It was an example of ESG, three letters you are likely to hear more frequently in the future.
The list could go on and on. It is worthy of note that so-called ‘sharia’ funds follow very much the same principles of responsible investing. Looking at the list however it is easy to see how the performance of a fund could suffer if you strictly follow the ‘negative’ list. You would be cutting out not just the makers of alcoholic beverages worldwide but also companies that make weapons to defend your own country, oil companies, garment companies (who manufacture in developing countries), banks (credit card rates are unquestionably high) and many other companies that generate high returns for investors. So what has changed? It is clear that you cannot separate companies into ‘black and white’ or ‘good and bad’. While some oil companies continue to focus on extracting to the last drop of oil that took millions of years to evolve into its present form, others are now investing heavily in renewable forms of energy such as geothermal, solar, and wind.
What exactly is ESG? It stands for Environmental, Social and Governance. It embraces other terminology such as ethical and sustainability. Climate change is also another critical factor. The Wikipedia definition is as follows:
How to make a fund ‘ethical’ One simple strategy was to apply ‘negative screening’ and avoid investing in companies that invested for example in any of the following: • Alcohol • Tobacco • Gambling • Pornography • Armaments • Nuclear power • Fossil fuels • Fur trade • Modern slavery • Child labour • Charging high interest rates • Deforestation
ESG now embraces the way companies are run. Do they respect human rights, equal pay, minorities, the views of shareholders etc.? In recent years many large companies, including banks, have been heavily punished for wrongdoing ranging from money laundering to major oil spills. A lot of legislation is now in place to ensure better governance. But still we hear of scandals such as large company failures combined with huge bonuses being paid to the executives of those companies that failed. British Home Stores and last month’s collapse of the 150-year old travel company Thomas Cook in the UK come to mind. So there is still a long way to go before the culture of industry attains a standard of high ethics. In the meantime it is up to shareholders and the public at large to press for further improvements. But whether or not companies improve their ESG ratings unilaterally they will have little choice if they hope to survive. Surveys are indicating a rapid increase in awareness by the public, particularly among Millennials and females. Statistics are now pointing to the fact that companies with good sustainability standards are now more profitable than those without. Investors are starting to punish companies that will not fall into line. So what can you do personally to help raise ESG standards? A lot depends on your job, whether you are the member of a private pension scheme or a charitable organisation. Or just an individual prepared to speak out.
‘Environmental, Social and Governance (ESG) refers to the three central factors in measuring the sustainability and ethical impact of an investment in a company or business. These criteria help to determine the future financial performance of companies.’ It is not really a new theme but it has evolved from being simply a worthy cause to a set of ideals that are now perceived as essential to save the planet for future generations. In the field of finance so-called ‘ethical’ funds have been around for decades. From time to time I recall potential investors asking if I knew of any such funds. I did of course but interest waned when I compared their performance with that of conventional funds.
Social and Governance go much further
Here are a few practical suggestions:
What about tobacco, surely an unforgiveable industry? But in Indonesia it employs hundreds of thousands of people. What would happen to them if tobacco was outlawed overnight? But those companies also have an opportunity to seek alternative products that would be less harmful and would sustain employment. And if they did so they should be given credit. Furniture and other companies that are responsible for deforestation could turn to more sustainable products such as bamboo. So if we are not labelling companies ‘black’ or ‘white’ clearly they are some shade of gray. Fortunately there are now a number of rating companies that allocate points to this degree of ‘gray’ and the allocations will change as companies become more and more responsible and sustainable. This is still work in progress.
• Don’t hesitate to write to leaders in your country on ESG issues. • Support and vote for parties that take ESG seriously. • If you are a member of a company pension scheme ask the Trustees what is their policy towards ethical investing. • If you are a member of a charitable organisation have a say in where and how funds are invested and distributed. • If you own a business assess how it stands up to the demands of ESG. • If you are a company employee see how it measures in terms of ESG and don’t be afraid to make suggestions on improving it. • If you are a shareholder of a company attend shareholder meetings and press for high standards of governance. • Look at your own portfolio of investments; see if you can work sustainable funds into at least part of it. Performance will probably improve and you will feel better about your revised holdings. As for me, I will ensure I pack a shopping bag for my next trip to Bali.

Cultural Christmas for Children and Families Last column I shared some Bali sources for holiday gifts from local designers and retailers of fine crafts, and gave you the skinny on Sagilik Saguluk art fair near Taman Bebek in Sayan (Oct 26 – Nov 2). Hot-hothot is the all-day annual BIWA Bazaar at Lotte Mart on Sunday, November 3 and the annual festival market at the Ubud Writers & Readers Festival on Jalan Raya Sanggingan in Ubud, October 23 – 27. These diverse markets are free to browse, and please seek out sellers representing NGO’s and yayasans.
can never be thrown away. It’s “A Day in the Life of a Balinese Lady,” a half day immersion in marketing, food prep, cooking, and dining on the results (always Balinese or Indonesian) at east Bali’s Bali Asli restaurant, 082236909215. Set before a jaw-dropping view across paddyfields to the nearby majesty of Gunung Agung, this is not your ordinary Balinese restaurant.
Now, some kid-oriented holiday ideas. Look to the BIWA Bazaar for children’s items. Last year, beautifully built wooden doll houses were being sold at discounted prices there.
Family-friendly and knife-free, this i m m e r s i v e experience rapidly gives everyone c u l t u r a l understanding and appreciation. Those joining will bring home a certificate of participation suitable for framing.
If young ones want to shop, BIWA bazaar’s sellers’ tables often feature bargain baskets of low priced items like wildly patterned pollution masks for motorcycle riders (great for cold weather travel, too), stickers, bubble kits, garden seedlings, all being the sorts of things that little shoppers with little budgets can buy for their friends and family. Keep Ubud’s Smile Shop, benefitting Yayasan Senyum, on your shopping circuit. In a new location, so google map it or call ahead to 082123496245. Used goods at very low prices means children can often find items like beaded necklaces, fabric, and mirrors to upcycle into their own craft projects. Denpasar’s Bali Art e Media on Jl Imam Bonjol, 0361485248, has a good selection of supplies for young and old crafters who need the right string or glue or paint for such projects. Now in several new locations.
Chef Penny and a young graduate
“A Day in the Life” classes go 8 am to 2 pm. Adults Rp1,150,000 including tax. Children under 12 years old are Rp500,000 including tax. Advance booking only, via email: enquiries@baliasli.com.au. 50% deposit ensures your space. Gift vouchers available.
Got a very young architect or builder? Jl Teuku Umar’s CushCush Gallery’s gift shop sells nifty wooden construction sets for experimenting with 3D building and design. Call Nike on 089664772657 for location and hours.
Another great east Bali activity for families is a visit to the chocolate places not far from Bali Asli. Sorga chocolate has on-site manufacturing, good guidance and explanations through the chocolate making process for visitors, and a pleasantly chilled store featuring the full line of natural chocolate products. I mean, really, why not make your holiday chocolate the very best?
Here’s a Five Star cultural activity which you can give to any family (supervisory adult participation required, no dumping your kids while you go diving or boozing, please) and which
Quirky and fun is Jasri village’s Charly’s Chocolate, home of Narkabo chocolate products and Island Mystik coconut oil soaps. A pleasant spot to pause and enjoy an espresso
or chocolate milk by the sea, kids can explore the 3-level wooden ship play structure. Site of Bali’s oldest swing attraction, not for the squeamish, as users fly between coconut palms out towards a seasonal surf break that is not quite the closely guarded secret it once was. Maybe your family wants to give back to Bali? Ganesha Bookshop in Ubud, 0361970320, regularly donates books to village libraries all over the island, in the Books For Bali Project. Easily found on social media, here’s the fun way to contribute. Youngsters can visit a local book shop (my personal choice would be Gramedia in Mal Bali Galleria) and pick out an Indonesian language book such as a dictionary or Young Adult fiction work, or how-to books for any age, and bring them to the clerks inside the Ganesha shop as a Books for Bali donation. Nice way to give something that’s really needed. ****************************************************************** The 2019 Art+Design Guide is here! Find this free purple booklet in 70 places around the island, like Bali Artemedia, MASH Denpasar, UMA Seminyak, and The Slow. Most Oct-Dec art happenings are listed, plus maps to galleries, collectives, studios, workshops, and exhibitions. Art Bali 2019, Speculative Memories, our local entry in the global map of art tourism, is on now through January 13, right next to the Bali Collection mall in Nusa Dua. Curated by Rifky Efendy, this superb exhibition of 32 artists’ works plugs you into the best of what’s being produced right now by artists in and around Bali. Look for the big bamboo installation at its front entrance.

Restaurant & Food
Update Biku on Jln Petitenget, is renowned for its High Teas. They were the first to serve them outside of the 5 star hotels. However they also have a substantial and interesting a la carte menu beginning with a very wide choice of early morning breakfasts. The breakfast menu is divided into three categories; Healthy, Classic and Different. Amongst the Healthy is a Chia Pod with banana, yoghurt and raspberry added and a Dragon Fruit Smoothie Bowl, a bowl of frozen fruit smoothie with dragon fruit, goji berries and black currants to which a large selection of extras can be added. What could be more ‘classic’ than an egg breakfast? Here they come with pan-fried tomatoes, bacon, sausage, beans and breakfast potatoes with ciabatta toast. Other standards include Omelettes, a monster Bacon & Egg Burger [with cheese, and onion jam] or Buttermilk Pancakes [with fresh fruit, berry sauce and organic coconut syrup]. As always I head straight to the ‘Different’ category, and there is much to choose from. Shaksuka is an old favourite whenever I feel like a hearty breakfast [pictured] a thick broth of tomatoes with poached eggs added and much toast on the side for dipping. Other interesting offerings are Potato Cakes [with smoked salmon, scrambled eggs, wilted spinach and chive béarnaise], Sweet Corn Cakes [with avocado salsa], Indian Lentil Crepes and the Biku special of Soft Poached Eggs on chive and cheddar buttermilk Scones, with wilted spinach and hollandaise. High Tea For breakfast? Yes they do have a special one for two persons; croissants, Danish, scones with jam and cream, corn cakes with avocado, herb omelette, sausages, fruit salad and yoghurt, tea or coffee.
10th Table promises to be Lovina’s first ever high class intimate restaurant. Who would have thought that this would ever be possible on the mundane north coast of Bali? In the capable hands of world-traveled Belgian hospitality professional Geert Jan De Meyer this promises to be a welcome respite for all upper-end tourists to Bali’s north and maybe a precursor to many new openings as Bali’s northern airport finally takes shape. Geert, a long time resident of Lovina, has for many years past been the Hotel Manager of some of the world’s most luxurious cruise ships that specialized with their fine dining restaurants. 10th Table has just recently opened, more info soon. Mason Jln. Batu Bolong, Canggu seems to do what many other restaurants in this area fail to do, operate with a full house every night. It has the chic modern deco that has become common in Bali in recent years, and a menu to suit. They offer dishes that are designed to share, broken into small and normal plate servings. The menu begins with offerings of Pickles, Cheeses and Cured Meats that are good for a snack or two with a drink or as a tasty range of small entrees. Wagyu Beef Pastrami, Cured and Smoked Salmon or just a plate of pickled vegetables, all will tempt the taste buds. The Small Plates include a more than interesting Crispy Fried Eggplant, Snapper Croquettes and Fried Quail [with pickled palm hearts and a lime mayonnaise]. The mains come from a wood fired oven, the standout of which is definitely their Lamb Shoulder which can be served as a whole or half. The Beef Short Rib, Pork Loin and Wagyu Ribeye also have their admirers. Even one of their desserts comes from the wood fired oven, the Bread Pudding. Others to tempt are the Passion Fruit Tart or the Mandarin and Coconut Gelato. To complement the menu they also have an excellent wine list with interesting choices at both ends of the pricing scale. Uni is due to open later this month in Canggu. With experienced management this evening-only fish restaurant should be an excellent addition to the Canggu dining scene, where a new restaurant seems to open almost every day [and another one closes].

Cocoon Jln. Double Six at Blue Ocean Beach, Legian, does the Melbourne Cup. This is an unique Australian horse race for which the best stayers in the world come from all the leading international stables to compete for the $A 5,000,000 prize. In Australia everyone stops to watch the race even those with a zero interest in horse racing, as everyone usually holds at least one sweepstake ticket so has an interest in the race, a horse to follow. Cocoon always holds the premier Melbourne Cup event in Bali with its 3 course luncheon and free flow drinks [selected cocktails, wines and beers], On offer are entrees [choice of Nori Prawn Tempura, Beef Carpaccio, Stuffed Zucchini Blossom, Duck Risotto or Salads of Watermelon and Feta or Roasted Beetroot], Main of Snapper Fillet, Eye Fillet of Beef, Chicken Saltimbocca, Tasmanian Salmon, Crisp Skin Pork Belly or Roast Duck. The dessert is a choice of Passionfruit Semifreddo, Peach Pannacotta or Chocolate Brulee. The menu includes both vegetarian and gluten free options. In Australia people often dress up to go to the races so there are prizes for the Best Dressed Gent and Lady [oversize hats are the norm]. Sweepstakes are also available so you can have a horse to follow. The total cost for lunch and drinks is Rp.1,000,000 Net. Go and be an ‘Aussie for a Day’. Aperitif @ The Viceroy has amazed everyone with
its incredible fine dining experience, taking us back 50 years, chandeliers, crystal and all. Their original 8 course degustation menu remains for the dinner service but Aperitif is now also open for lunch with a special 5 course degustation luncheon at a cost of Rp. 950,000++. Start with Smoked Oyster followed by Kaluga Imperial Caviar with blinis [for an extra payment]. Then your choice of Ceviche or Tuna Tartare with Foie Gras, a Pumpkin dish with edamame, Papua Crab, plus Seared Foie Gras with pear chutney if you wish [an extra small payment] and finish with the wonderful Venison Wellington, [provided that there are two persons at your table]. BOOMER CORNER The Gilgamesh Project The only things in life that are certain, so the saying goes, are the two grim reapers of death and taxes. Some of us are able to beat taxes in retired life, but few of us can avoid the other grim reaper. History tells us that man has searched for the Eldorado of eternal life since time immemorial, probably inspired by the biblical stories of century-old prophets, patriarchs and sundry other feisty apocalyptic characters. But this is now the 21st century and the best we have been able to come up with is cryonics, a chance to freeze our bodies until such time as the cure or antidote for mortality is found. And since it takes deep pockets to go down that road, it leaves most of us with a resigned state of mind.
payloads, i.e. a drug delivery system that deposits their cargo directly inside targeted cells.
manipulation in the form of nanotechnology of some kind, which is rapidly developing.
These scientists believe humans can, in time, become a-mortal; meaning life can be extended indefinitely, as opposed to immortal, a prospect not yet on their radar. People can still die of accidental falls, blows or other fatal trauma like getting killed in battle or due to a nuclear, terrorist or ecological disaster. In our life insurance policies this may be considered an act of god.
If the Gilgamesh Project sounds like a plan to create a Superman, you may not be far from the truth. Genetic and bio engineering, nano robotics, bio implants and the progress of intervention therapies and processes that go way beyond the level of healing or repairing are moving at warp speed. We now have computer models of the mechanical, physical and biochemical functions of a living human body. DNA computing has modules theoretically capable of diagnosing cancerous activity on a cell by cell basis, and directing the release of an anti-cancer drug into the appropriate cells. The intrinsic repair capabilities of the human body coupled to reengineering techniques, nanomedicine and generic molecular repair nanotechnology may form the basis of the transformation of human biochemistry and physiology and give us a chance for an a-mortal life.
Is death really our inevitable fate? Most major religions are based on the premise we will ultimately die and only strict adherence to the tenets of the religion we happen to practice will guarantee us eternal life...after we die. In other words, the progress of our life is kept hostage to the image of a happy afterlife. You have to admit it, it’s a good way as any to shepherd us towards living a moral, upright, dogooder life, as opposed to cater to our baser instincts and sink into the abyss of malfeasance and evil-mongering.
We’re well on the way to creating high-functioning cyborgs with all the physical and mental characteristics of humans, with capacities far superior to present-day humans. Some people fear that Westworld-style Androids may not be far behind. This fear may be tempered if we understand that the human brain is the most complicated thing on the planet and scientist still do not know precisely how it works. Even though we already have a discipline called connectonomics which is the science to map the human brain, it is still a big challenge to simulate it in an Android, all our dreams about AI notwithstanding.
In ancient Sumer – we’re talking 4000 years ago – there lived a ruler called King Gilgamesh of Uruk who was known for his prowess in battle. Having survived many a brush with death, he became obsessed with defeating death. He wanted to become immortal – undoubtedly so he could notch up many more victories. To that end he undertook a long journey to the end of the world and found his way into the underworld where he encountered a few memorable characters and came to understand that the gods who created man also affixed an expiration date on the life of every human by setting death as man’s inevitable destiny.
However, the considerations and implications of radical life extension and the process to make it happen are immense. There are so many aspects to consider: ethical, legal, social, political. The author Yuval Noah Harari sums these up very succinctly in his book Sapiens – A brief History of Humankind. It’s definitely worth a read. What strikes me as most fearful is the effect a human mass with great longevity will have on this poor planet, already in a sorry state of disintegration. How will Earth support an explosion of the population? Feed it? House it? Will this engender a new meaning to the consideration of space as the final frontier?
Gilgamesh failed in his quest of finding immortality but he bequeathed his quest and his name to a project started in 2014 by a group of scientists who do not believe that death is inevitable. These modern day illuminati see death as just a technical failure of the human body caused by various known diseases or breakdowns like cancer, heart failure, infections. They see these problems as challenges to be solved and they are actively looking for solutions in the form of new medicines, treatments, organ replacements and DNA interventions. Giant strides have already been made in the area of genetic and bionic engineering. Dolly the cloned sheep set a remarkable precedent; she was the vanguard but she was still mortal. Genetic engineering has managed to double the life span of some lower organisms like worms and fruit flies. Bionic implants are replacing failing organs and body parts. Nanotechnology has opened the path to bionic immune systems by creating tiny robots that can travel through your body via blood vessels, the lymph system and various other pathways to open blocked paths, fight viruses, bacteria and cancerous growths. Researchers imaginatively call this, tongue in cheek, targeted transport for molecular
They believe that aging is stochastic, meaning that it is characterized by the accumulation of small random errors in biological systems over time. Aging is primarily the result of damage accumulation in the form of adverse chemical reactions in the body. Think cancer. Reversal of these chemical reactions and the feasibility of error correction or repair in a biological system, they say, may very well eliminate the process of aging and contribute to a radical life extension. Repair of these types of damage involve removal, replacement and/or repair, facilitated by such technologies as organ transplants, stem cell therapy, and tissue engineering. All of these strategies require a fine level of

You may ask yourself if Project Gilgamesh is a desirable outcome to our quest for eternal life. Even if we solve the problem of Earth’s overpopulation, the final question is not should we allow Project Gilgamesh to continue but how can we guard it against being hijacked by special interests in government, religion and other so-called influencers? Beauty & Health Unique Touch IN THE DARK I may be one of the most massaged persons in Bali and also teach this skill, so I do know what’s a good massage and what’s a boring one. Let’s talk about unique massage, something extraordinary.
Now available in Bali is massage performed by blind people. These people have developed extra-sensory touch with their fingertips. Although not claiming to be “healers”, they do have the ability to feel the muscles and evaluate tension and knots, using their intuitive touch. Newly opened at the west end of Sunset Road is In The Dark. The décor is BLACK. The walls, sarongs and uniforms - all black. They have six visually impaired therapists with many years of experience who now have the opportunity to work in a spa setting. They’ve recently undergone training to create a standard style for the spa. Their touch can improve your health or simply help you to relax and destress. They use organic essential oils. I’ve always been a curious child, wanting to try something new. When I spotted the big black sign on Sunset Road I felt drawn to go check it out. This is the first blind massage spa I know about. They offer a few different options of massage: Balinese, back, sports, aromatherapy (organic essential oils are used - especially good for low or high blood pressure), head and face and In the Dark Signature. I usually opt for the signature massage in a spa, as it’s their best treatment using a combination of several techniques to enhance relaxation and improve your health. I was greeted by Mery, the manager who trained the staff and explained everything. She said that they are planning on offering the customers a blindfold to wear to even the playing field between the therapist and client. Because they just opened they didn’t have the blindfolds ready. I would have enjoyed that!
I was guided inside and introduced to my therapist, who took my hand and led me to her massage table. She handed me a black sarong and asked me to undress and lay face down. She gently draped the sarong over my prone body and folded back the upper half. Then she began by pressing her thumbs along my spine and then started probing my back for tense areas. Sometime later she applied oil and began long strokes up and down my back. The back massage seemed to go on forever, which felt really good, relieving all tension. After this she worked on the legs and then asked me to turn over. At the end of an hour I felt completely relaxed with the aches in my back completely gone. Come support these challenged people and allow them to make a good salary to support their families. In The Dark. Jl. Mertanadi GG Meduri no. 7. Telp : +62 819 3661 0366. Through her innate natural power and the use of a unique healing disc, she works over the client’s body to help heal the body and also to release blocks in the physical, meridians and emotional body. While her work is done via the body, it affects all parts of the client - meridians, emotions, mind and energy. The healing massage will be with full skin contact and she will use oil to work on your body. There may be some discomfort and pain as energy moves. Because she speaks fluent English she’ll be able to inform you what’s happening. For full benefit, she suggests committing to three sessions 1 week apart even if you feel good after the second one, as she works through the layers.
Daisy’s magic disc is made of metal about 5 cm in diameter and is filled with crystals, metals and herbs. She explains it stimulates blood circulation, rejuvenates the body and speeds up healing. Although she has been doing healing work for 27 years, she no longer uses her hands for massage but uses the disc to rub over areas that she works on. Her healing energy is transmitted through her hands but she says the disc is much more powerful than her hands alone. I had been experiencing frequent headaches and vertigo lately, so Daisy started rubbing the disc over my head. Parts of this was quite tender because of the eczema on my scalp. After this she worked on my neck and along a nerve which sent pain down my arm. She finished off by working on my upper arm, which I had broken twice in previous years. The energy in my arm was only going down as far as my elbow because of the titanium plate in my arm following a previous break in the elbow. I have to admit my muscles felt a bit sore after the treatment but I felt looser and able to move my neck more easily. Also, my face and eyes were brighter following the treatment. A week later my neck and shoulders are feeling much looser. Daisy works out of Maya Healing on Umalas on Wednesdays and Fridays or she’ll come to your home other days. Sessions are usually 1 1/5 to 2 hours depending on your condition. You can contact her on Whats App +62 878 7162 6387 to book an appointment. Scared of the Sacred – Musical and Ritual Extinction Looms Over the past month, Mekar Bhuana Centre and the BPNB (Bali Pelestarian Nilai Budaya) have been working on a documentary film about an extremely endangered gamelan tradition in Selat Village, Karangasem. It is an iron keyed gamelan called selonding that is perhaps more than 800 years old. The instruments are not “vulgarly” referred to simply as ‘selonding’ (also written and pronounced ‘salunding’ and ‘selunding’) but with a title “Betare Selonding” which means “God of Selonding”.
Betare Selonding’s presence and music is core to all rituals in Selat Village – without it, the rituals cannot take place, but there is a problem: there is only one person left who knows how to play this orchestra that should in fact be played by up to 10 people. His name is Jro Mangku Suji “Selonding” and he is the last in a line of musicians from a hereditary line who are permitted to play these ultra sacred instruments. This is an unwritten rule and so far the village has always abided by it. However, they are currently in a generational crisis. This is one of the reasons why I identified this tradition for the government to fund this mini-documentary.

Even though only his family is permitted to learn, almost all members are too afraid to because once you do you can’t go back: they believe that it is proven that this can cause sickness, economic problems and even death. Another problem is that the village currently does not have a duplicate orchestra: a secular set that anyone could learn on. This would mean that even if other people from outside of Jro Mangku Suji’s family learned then they could still be a source of future musical knowledge and know-how. Even though they would still probably not be permitted or take the spiritual risk of playing the ancient, holy instruments, their presence would be integrally valuable to regeneration efforts. The final aim of our documentary is to appeal to researchers and archives overseas (to our knowledge, in Switzerland and Japan) who have recorded and filmed the set decades back when there were more players. This documentation would greatly assist to inspire other family members because they would eventually know what the orchestra sounds like in its entirety (it is currently dismantled due to decades of disuse and most of the wooden casings have been destroyed by termites). In my opinion, this archival material must be repatriated and the hereditary line of musicians in this village has a right to receive it in its entirety. The film will be launched at the beginning of November – look out for it!

GREENSPEAK If You Fly, Plant Some Trees. No Excuses Greta is hammering on the doors of world leaders demanding immediate action to mitigate catastrophic climate change. She’s knocking on my door too, and on yours. There’s a big elephant in the room and it’s wearing a baggage tag. We try to be good little environmentalists. We recycle, we compost. We carry cloth shopping bags, carpool and indignantly refuse plastic straws. We buy local, seasonal foods. But at the drop of a passport we hop on a plane several times a year, generating a huge, filthy carbon footprint with each journey.
fertilized and protected from grazing animals for at least two years until it’s strong enough to survive on its own. Almost always, the crowd disperses after the journalists leave and the young trees are left to wither and die at the end of the first rainy season. Yes, hundreds of thousands of trees were planted. But how many survive? Very few. One issue around this is the lack of participation with local communities where reforestation takes place. Until now they were seldom consulted on the kinds of trees to be planted, or given a role in monitoring their growth. Without such participation they have little sense of ownership in the program and no incentive to support it.
Now this an embarrassing elephant and it’s not going to just wander offstage and out of sight. We need to travel for work, to connect with family, for visa runs and yes, just for pleasure. Chances are we don’t have a friend with a carbon-neutral yacht to ferry us around. Even if we did, I get seasick just looking at a tilting horizon.
Tropical forests absorb more carbon than temperate forests, and these tropical forests are being rapidly destroyed by cutting and burning. Indonesia, home of one of the biggest tropical forests in the world, has seen massive destruction in recent decades. The Indonesian students who are rioting across the country have many demands. Keeping the government out of their bedrooms is a minor one. One major demand is to end the burning of forests in Kalimantan and Sumatra, to punish corporations responsible for fires and revoke their permits. Indonesia’s history of reforestation is long but there is no happy ending. I decided not to include details here because it’s just too damned depressing. For the full story on how much money has been spent and how little land has been reforested in Indonesia since 2004, go to https://news. mongabay.com/2019/01/funds-tripled-and-target-slashedbut-indonesia-still-off-pace-for-reforestation/. When a government project plants trees here, there is always plenty of fanfare, long speeches and pictures in the media. But that fragile sapling needs to be watered, mulched,
They plant native species both on park land and in the buffer zone around Tanjung Puting National Park. For each sponsored 100 square metres, at least 15 trees are planted and maintained for three years at a cost of just USD 50. Certificates are issued which include photos of the trees sponsored, the total number of the trees and the GPS location of the planting site. Larger areas of 100,000 trees/year can be sponsored at a cost of US$1.50 per tree. One Tree Planted works with FNPF on a project to plant 100,000 saplings in and around the park. Because the density is higher than normal, these trees can be planted and maintained for US$1. The work includes seed and seedling collection, filling polybags with growing media, transplanting the seedlings, planting and post planting maintenance (weeding, mulching, monitoring, replanting if necessary) for three years. Volunteers are welcome to join the activity.
But at the drop of a passport we hop on a plane several times a year, generating a huge, filthy carbon footprint with each journey Dramatically and immediately cutting fossil fuel emissions will help slow climate change. So will planting forests. According to Glen Peters, research director at Norway’s Center for International Climate Research, large-scale CO2 removal through reforestation will help offset emissions from sectors like aviation where alternatives are not yet available, and perhaps help lower temperatures.
Kalimantan. I learned that FNPF also has active habitat reforestation programs in Central Borneo’s Tanjung Puting National Park, the largest national park in Southeast Asia, and in Lamandau River Wildlife Reserve.
Mines account for much forest destruction across Indonesia and although legally they are obliged to replant the land, currently less than 10 percent of disused mines in Indonesia have been rehabilitated. Companies tend to bide their time and wait until their permits are about to expire before they fulfill their obligations. So trees. Lots of trees. Let’s stop pretending we’re not part of the problem, and become an active part of the solution. If you fly and don’t already buy carbon offset credits, please consider planting trees. How many? I propose that every year we plant our age in trees. Calculate your approximate carbon footprint here https://www. reforestaction.com/en/carbon-calculator which will also tell you how many trees need to be planted to offset the carbon. My two international flights a year and very modest use of my car added up to 6000 kg of carbon, or 41 trees. But I’m going to plant 68 - my age - anyway. I have been researching transparent NGOs which will plant trees for me in Indonesia. Since I’ve been writing about the Friends of the National Parks Foundation (FNPF) for many years now, I took a look at their reforestation project in Borneo. I knew they do excellent work in rehabilitating and releasing wildlife, have established a successful Bali Starling sanctuary on Nusa Penida and an orangutan conservation project in
The reforestation team battled forest fires for weeks but the rains have now begun and planting will continue until about January. For more information visit https://www.fnpf.org/ what-we-do/tanjung-puting-national-park/habitat. The two following organizations are planting mangroves: The Eden project plants coastal mangrove forests in West Papua. https://edenprojects.org/indonesia/. Reforest’Action is partnering with the Indonesian NGO Yagasu to restore the mangroves in northern Sumatra. https://www.reforestaction.com/en/indonesia. Plant trees, people. A few mouse clicks is all it takes. Plant your age in trees, the ages of your kids and parents. We’re not planting them for ourselves, but for our children’s children.

Building & Maintenance
The Biggest Feet In Town I’ve met a few grumblers in my time but recently I met a real expert. He is one of those people who really should pull his bed away from the wall so he can get out the other side now and again. You certainly don’t ask him how he is unless you have an hour to spare and a comfortable chair. The power keeps cutting out he would say – endlessly. He had a lot of power, three whole phases with lots of ‘erbs (an ‘erb or “Herbert” is an old Lancashire measurement of power created by one Herbert Ramsbottom of Oswaldtwistle and is defined as the amount of power required to push a 3 inch pork pie up a Yorkshire man’s left nostril) and still the circuit breakers kept tripping out. I went to investigate. It was around breakfast time. I found a large two storey house, very tall jammed onto a small block of land. The outer walls were painted a dark chocolate brown. My grumbling friend “welcomed “ me at the front door. I couldn’t help but notice what big feet he had, huge great plates of meat on the bottom of his legs. “Come in” he said. As I entered the house a side door opened and hot steam came out in a cloud as someone hurried past in a towel. We went into the dining room and sat at the table. The open French doors led onto a patio overlooking a large and very deep swimming pool, The water was turbulent as hidden pumps fed water to a mini Niagara falls which tumbled spectacularly into the pool. A pembantu, without taking her eyes off the television mounted on a wall, scurried around in the kitchen. She took a piece of meat from a large freezer, deftly put it on a plate and into a microwave which started whirring loudly. She then resumed her task of loading clothes from the washing machine into a large tumble drier. “The power keeps cutting out” he said. “I just don’t understand it.” I listened patiently shivering in an icy draft that fell from somewhere above and behind me.
“What did you say?” “Nnnnothing” I said, “it’s just my teeth chattering” “Would you like a nice piece of hot toast?” That’ll warm you up” he said. He got up and grabbed two slices of bread and put them in a large shiny toaster on the benchtop. As he reached for the plunger I had a sense of foreboding. Something was telling me that something, somewhere was somewhat overloaded. He pressed down, the bread disappeared for a split second. Then..… Thunk, two slices of bread shot through the air, a cat appeared from nowhere, grabbed the toast in mid flight and disappeared out through the open French doors. From the bowels of the house we heard a piping hot body mid shower squealing in dismay as the steaming water reduced to a dribble. Niagara stopped flowing, the turbulent waters of the pool settled, the cold blast of air down my back ceased, the television stopped blathering, the washing machine stopped sloshing, the rumble drier stopped rumbling, the whirring microwave stopped whirring and peace and quiet settled on the house. Somewhere I heard a bird singing in a tree. We sat there in silence for a moment then the beautiful peace was rudely interrupted by a grumbly voice. “And all for a piece of toast” he said. “Just through interest how many air conditioners have you got in this house?” I asked. “Seven”. “How many people live here?” “Myself, my wife and daughter, oh and the pembantu.” “Perhaps you could leave some of them off” I ventured. “What and swelter all day long” he retorted. “Perhaps you don’t need Niagara Falls in your back garden, it does seem a bit of a waste of energy” I suggested. “ I have worked hard all my life to get to where I am and you begrudge me a little water feature.”
My mind wandered to hundreds of tons of coal being dug out of the ground in Kalimantan, shipped to Surabaya, burnt to produce steam (and carbon dioxide) which turns generators to produce electricity which flows down overhead cables all the way to Bali’s desperately overstretched power grid to power a pump the size of the Queen Mary just to lift two tons of water every hour ten feet out of a pool only to fall back into it again just because “it looks good”. My mind continued its amble through space and time to jumbo jets hurtling through the air transporting apples, oranges and flowers halfway across the world, to wealthy business men struggling to drive huge cars through the narrow back alleys of Bali and memories of a bale style restaurant in Sanur without walls that installed air conditioners! In the overall scheme of things it all seemed a bit pointless and just a tad irresponsible. I pondered for a moment. “I am sorry I don’t think I can help you” I said. “Just one final question.” “Yes” he said. “What size of shoes DO you take?” If you wish to save electricity you might get some tips here: https://www.mrfixitbali.com/electrical/saving-electricity/ saving-electricity-70.html

How To Make A Sexy Comeback From Substance Abuse Part 2 of the MOR¹ story BimBim’s story of recovery, as told in the last issue of Bali Advertiser, is a riveting testimonial to the premise that addiction recovery can be a joy, rather than a drudge. The fine details of exactly how that happens are revealed in this week’s instalment. BimBim, Nev and the MOR crew are currently on a second road trip from Bali all the way to Lampung until early November to spread that message. The 2019 MOR and Pergerakan P e m u l i h a n collaboration tour supported by companies in Bali: Malamadre Motorcycles, Intrepidmoto, Deus Ex Machina, Amo Spa, Cosmos Oasis, Betelnut Café, Bali Climbing Wall, Us & Them, and Gimme Shelter Rock’n’Roll Venue - was launched at the recent GraNaT Festival in Bali where the band Jeruji from Bandung played MOR’s recovery footage the whole length of their hour long set. The platform: Pergerakan Pemulihan and the MOR Project are a service designed to help start up projects and support the growth of recovery in Indonesia. One of the main objectives on this trip is to offer their media platform to services providing networks and supporting communities who wish to set up aftercare services or promote their services. MOR’s imaginative bilingual website is the first of its kind to celebrate the culture of recovery with an autonomous and distinct voice. Its mainstay is a listing of helpful all-Asia resources for recovering addicts. It is a central platform that gathers all the available information on detoxification, rehabilitation and recovery. It is a collaboration tool for all official and private services dealing with substance abuse related issues who can trust the MOR platform as a place where they can freely promote their services, network and provide information furthering the growth of recovery in Indonesia, a platform where services and information work together to lessen an overdose death rate estimated at 50 people per day in Indonesia. At a recent meeting with the Heads off BNN Narcotic Board Rehabilitation Indonesia the Pergerakan Pemulihan and the MOR Project platform was introduced and was met with enthusiasm and understanding that something like this is new for Indonesia. The message: recovery is not a dull or arduous process. It comes down to a matter of happy-tinted choices. Get interested in joyful, inspiring and creative activities. Be bold and step up to new and thrilling experiences and excitement. The key is to find a new gratification system that is not hijacked by alcohol or drugs. There are good substitutes and MOR is there to help find them. Many former addicts find new purposes in art, new hobbies and careers, outdoor activities and service to the community. You could say that MOR is a bit of an oddball charity. They stress fun, fab, flash and free-style. They try to find original ways for recovering addicts to gain the confidence necessary to stay clean and avoid the traditional pitfalls of detoxification release. They broadcast their message in a playful, hip and rad way to individuals and organisations, primarily using live encounters, social media and video like YouTube. They are building a tribe and voice of recovery that sounds punky, edgy, jazzed and funky while at the same time positive and mutually supportive. They work with the NGO sector, private and government entities to consult and disseminate resources.
They are generating new programmes and projects to help recovering addicts. One of these is a 90 day aftercare programme to be launched beginning of 2020 from the recently acquired community resource space located in Denpasar. They aim to run other projects such as the arts and music where people in recovery can express themselves in various artistic media, gain traction as artists by exhibiting their works and offering them for sale. Knowing that prisons and jails are breeding grounds for addiction, MOR is offering a 90 day programme to those leaving prison or rehabilitation services and helping them in their determination to not return to their old patterns. Music and rock festivals are a big part of the sexy recovery process and MOR has actively sought support from well known bands like Burgerkill, Tika and the Decedents, Feast, Dead Kennedy’s and Jeruji to spread the ‘if you’re in trouble, we can help’ message and promote recovery as a positive lifestyle choice, enabling MOR to reach audiences in the subculture world who may be in need of a little push and motivation to kick the addiction cycle and join the tribe of recovering addicts. One of MOR’s passions is to break misconceptions and combat the strong stigma attached to addiction and recovery in Indonesia, in a culture where addiction and recovery is often seen to bring shame upon the family and communities. One way to do that is through subcultures which embrace and broadcast the message that drugs are not cool. A more immediate and personal way is by posting individual testimonials of persons in recovery on the MOR website, sharing how they’ve found their way from active addiction, especially testimonials of Indonesian women who are stigmatised even more. MOR/Pergerakan Pemulihan aims to create public initiatives to further the well being of society by showing that addicts aren’t bad people and can contribute to the betterment of society once having found recovery. The Community Centre in Denpasar is a cool hangout place, a ground zero gathering nexus for people in recovery and their families to find support, engage in fun activities and socialise with friends. The centre also provides information and resources to those seeking to kick the addiction cycle, provides informal counselling and a 90-day outpatient service. Many projects and programmes are planned to promote recovery as a positive and fun lifestyle choice. Nev mentions that ‘thanks to companies like Malamadre Motorcycles and Imaginraysstudio who already support us, we can (in the near future) offer vocational skill sets and job training through our supporting companies.’ A well appointed and cozy coffee shop is central to the space. There are also designed spaces for the many projects created by MOR such as courses in motorcycle building, video production, incubation of commercial ventures, music, arts and traditional Balinese pastimes like building giant kites or ogohogoh. It will contribute to the wellbeing of individuals, families and communities. It will get kids and addicts off the streets and into a healing and supportive environment. Plans are to host regular Sunday BBQs, organise fun outings, create a foodbank for needy families in the community and the neighbourhood. Funding and Partnerships – After the present road tour, the charity will concentrate on raising funds to complete the community centre and get an adequate kitty to fund the many projects on their wish list and get them up and running smoothly in 2020. The priorities are setting up the 90-day outpatient service, a food bank and projects to benefit the community like vocational training programmes. To date the activities of the charity were entirely bankrolled by founder Nev. The near-term goal for the charity is to become
self-sustaining and generate regular monthly revenue to support the many outreach activities. One of the ideas is to partner up with hospitality and entertainment venues, surfing and motorcycle shops, and other businesses interested in aligning themselves with a hip, youthful and forward looking charity. MOR is actively seeking collaborative partnerships. The first partnership started with businessman Mr. Made Belgi, the founder and director of the Bali Samsara drug rehabilitation facility who has given much of his time, money and resources to further recovery in Bali and Indonesia. Mr Belgi has donated the use of his coffee shop Warung Kartini and upstairs space for Pergerakan Pemulihan to create a community resource space. Other active partners have since come onboard. MOR seeks to brand itself as a cheerful, avid, in-your-face and vocal entity that works positive outcomes in the community of recovering addicts, one that will be very attractive for businesses and supporters to partner with. Their partnership proposal offers opportunities for businesses to advertise their logos on their 3 vans. The team offer various means to promote companies who help prop up their cause. They advertise their supporter’s business brand and/or logo on their vans and their website, Facebook and other social media, curated videos and live feeds from the partner’s premises. Individual and corporate donations are welcome too. All donations received through the MOR platform go directly to the charity’s bank account and are only used to further recovery in Indonesia. The community centre is in need of furniture, equipment and furnishings to outfit the space. The wish list includes couches, chairs, computers, desks, art equipment, sporting equipment, yoga mats, carpets and anything to equip the office, the lounge and kitchen. If any BA readers have items they wish to donate or repurpose, this is a great opportunity. Conclusion- In order to make addiction recovery a sexy endeavour it boils down to a change in perception. A new addiction, so to speak, to a culture drenched in fun, excitement and activities to celebrate life with music, surfing, cycling, camping, forming new friendships and finding support in a community of likeminded people. MOR is actively working on branding recovery and being sober and clean as a sexy thing, and advocating a natural high on life. Let’s toast to that.

School News Lots Happening at Bali Island School Primary Indonesian B – Our school Students in grade 4 Bahasa Indonesia B are focusing on the central idea “Schools are organized to help us to learn and play together”. Students demonstrate their knowledge and understanding of vocabulary, language structure, and grammatical items related to school physical facilities and people at school. The vocabulary related to the topic was introduced at the beginning of the week through some word activities; matching picture games, online word games, word searching activity and other class activities that help students to improve their language skills. As they inquiring into school physical facilities, they walked around the school to see different functions of the buildings at school. They developed their writing skills by producing a simple descriptive text. In their descriptive text, they wrote the size of the room, the furniture, the colour, and the atmosphere.
They also demonstrate their skills in speaking Indonesian by interviewing some local staff to find information about the different jobs that people do at school. They were risktakers and showing their confidence in speaking Indonesian to native speakers. World Scholars Cup Trip to Manila Amieca Joustra and Calum Leys World Scholar’s Cup is an international tournament that invites thousands of scholars from different regions of the world to compete in fun, yet challenging events. From a gameshow inspired quiz about the topics discussed to a scavenger hunt where you have to complete tasks with your assigned team, ranging from easy, difficult, to nonsensical, the WSC has it all. The main aim of WSC is to empower the great young scholar’s of this generation, to help them think creatively and critically, while also letting them have some fun. The WSC team travels all across the globe, hosting a hundred or so Regional Rounds every year. These Regional Rounds are important to nominate people for Global Rounds, and Global Rounds are important to nominate people for the Ultimate Global Round, held at Yale University in America. For this year’s Global Rounds, Bali Island School participated in the Global Rounds in Manila. Organising the trip was eventful as we had difficulties in getting the right documents and organising flight tickets was harder than expected. Even with the difficulties and tight schedule we had for organising the event, we managed to get 12 students from Bali Island School to attend the round in Manila.
We arrived in Manila on the 4th of September at 4:00 in the morning. Getting from the airport to the hotel was fairly easy as there were walkways to get straight to the hotel. The first day was spent unpacking, sleeping and catching up on our homework. The next few days were of course spent on the conference where we debated, did challenges, and watching performances. Our highlights of the conference were the scavenger hunt that took place on the first day of the conference which allowed us to make friends from other countries and delegations. Another one of our highlights took place out of the conference, it was swimming with manta rays in an ocean park. We enjoyed seeing the different attractions in the aquarium and seeing different species of fish.
My favorite experience from World Scholar’s Cup was the Scholar’s Ball because it was a chance to have some fun and dance through the night after 2 long and quite stressful days. It involved beach balls and alien dolls being thrown around, photobooths, and a dance floor which was packed with people at all times. It was a great way to end the competition and it got my mind off of the Awards Ceremony. Copyright © 2019 School News You can read all past articles of School News at www.BaliAdvertiser.biz

TOKO BUKU Reviews of English language books on Indonesia
Scandal and Democracy Democratic uprisings like the massive 1998 demonstrations that forced Suharto from power are relatively easy, but successful transitions to democracies that endure are difficult and rare. The jubilant upswell of optimism anticipated that judicial corruption, electoral fraud, a politicized military, elite rent seeking and behind the scene presidential manoeuvrings would end. But rather than fleeing into exile in shame, Suharto ceded power to a handpicked successor and retired to his luxurious compound in Central Jakarta to enjoy his grandchildren, his pet tiger and access to an estimated $40 billion in ill-begotten wealth. Suharto’s political machine, the long-ruling government ruling party Golkar, retained control of both the executive and legislature that soon reversed the country’s struggle to launch democratic reforms. Regime cronies, incumbent officials and military leaders were determined to preserve such privileges as political office, government contracts and protected markets. As a reaction against the restoration of the old order, devastating scandals published in the media were used as political weapons. Under the Yudhoyono presidency, for example, a succession of mega scandals demonstrated the ability of the media to challenge the ruling party, block elite collusion and facilitate a change of government. In the 2014 presidential election, a full 15 years after Suharto’s ouster, the forces of reversal rallied around his son-in-law and regime enforcer, Lt. General (Ret.) Prabowo Subianto. In an explicit anti-democracy campaign, the candidate played upon nostalgia for the New Order in a desperate, determined effort to defeat a populist candidate, Joko Widowo, a furniture manufacturer and ex-mayor of Solo, Central Java. Ultimately, the opposition blocked his bid for authoritarian reversal and elected the country’s first nonelite president. Many examples of both the media’s courage and servility are recounted in Scandal and Democracy, a thorough and deeply researched examination of Indonesia’s long and painful process of democratization gleaned through 20 years of hindsight. Author Mary E. McCoy, a communications
By Mary E. McCoy professor at the University of Wisconsin-Madison, spent a year doing fieldwork in Jakarta and availed herself of the insights, advice and perspectives of scores of friends, colleagues, editors, research assistants and anonymous reviewers in academia and government. A dedicated, meticulous and highly disciplined writer, McCoy corroborates her findings with other similar democratic transitions worldwide in Mexico, Tunisia, Egypt, Cambodia and South Korea where pseudo-democratic regimes with an indefinite lien on power have taken hold. Throughout her book, McCoy focuses on the significant contribution that the media made to the collapse of the Suharto regime, ward off the return of authoritarian rule and continued to exert a central role during the transition to democracy. All major news outlets reported extensively on the economic crisis and consequent widespread protests that hit the country in 1997, proving acutely embarrassing for the government. The president’s accumulation of staggering wealth severely damaged his legitimacy and hastened his downfall. In the five critical years (1999 to 2004) after the end of Suharto’s downfall, the media imposed a new transparency upon events and elite rivalries that was critical in derailing the political collusion and electoral manipulation that threatened to curtail the country’s tempestuous democratic transition. A major milestone was the election in October 1999 of President Gus Dur, the first time that the long-reigning Golkar party was denied a continued lock on the executive. The relentless coverage of a campaign finance scandal known as “Baligate” irreparably discredited Golkar’s candidate, President Habibie, in the presidential race. This was the start of an era of politics by scandal that positioned the media as a lead player in a volatile pattern of intra-elite conflict.
With fascinating detail and sharp political, economic and social analysis, Scandal and Democracy is a penetrating book of astute and learned observations on how the media influenced the downfall of Suharto and the positive role that scandals played in exposing political corruption and hypocrisy through the crucial period of Indonesia’s transition from authoritarian rule to democracy. The books ends with the author’s assurance that Indonesia has reached what she terms democratic consolidation. As it marks its 20th anniversary of the democratic revolution of 1998, the author asserts that the country remains among the world’s most resilient new democracies and one of the few successful democratic transitions in the Muslim world. McCoy concludes that democratization’s durability depends, to a surprising extent, on the role of the media. But McCoy may have drawn her conclusions too soon. Since the book was published in early 2019, signs of fragility have appeared. In September of this year, student riots rocked the country after the legislature passed new anti-KPK and other anti-democratic laws, constituting an abrupt reversal of the trend towards democratization. In these events that the author could not have foreseen, elite collusion reveals itself again as being, as always, at the very heart of Indonesia’s democratic setbacks. Local News Indonesia arrests 22 militants following attack on minister At least 22 suspected militants plotting bombings and other attacks have been arrested in a counterterrorism crackdown following last week’s assault by a knife-wielding militant couple who wounded Indonesia’s top security minister, police said Monday. National police spokesman Dedi Prasetyo told a news conference that the police’s elite anti-terror squad, known as Densus 88, seized 10 homemade pipe bombs believed to be intended for suicide attacks, chemicals for use in explosives, airsoft guns, knives, documents on planned attacks, jihadist books, laptops and cellphones in separate raids. Police were hunting other suspected militants, who mostly are participants in a social media chat group and are members of a local affiliate of the Islamic State group known as the Jama’ah Anshorut Daulah, or JAD. “Members of this group are free to conduct ‘amaliah’ independently, depending on the ability of those who want to carry out the attacks,” Prasetyo said, referring to an Arabic term for violent jihadist action against those perceived as enemies of Islam. Chief Security Minister Wiranto, a local police chief and a third man were wounded in the broad daylight attack on Thursday by the couple in the western province of Banten. Wiranto, who goes by one name, is recovering in an army hospital in Jakarta and police were interrogating the couple, who were believed to be members of a JAD bloc in Banten. Wiranto, a 72-year-old former armed forces chief, sustained two stab wounds in the stomach but was in stable condition. The attack came just over a week before the Oct. 20 inauguration of President Joko Widodo for his second five-year term. Widodo has called the attackers terrorists and urged people to combat radicalism. He ordered government forces to hunt down the militant networks responsible for the attack on Wiranto. Among the suspects arrested in the series of police raids following last week’s attack were a man and his 14-year-old son on the Indonesian resort island of Bali who plotted to make a bomb for an attack against the local police. They were arrested just hours after the attack against Wiranto. The other suspects targeting state forces were captured by anti-terrorism commandos on the main island of Java, where the bustling capital, Jakarta, lies; in Banten; and in the provinces of Lampung, West Java and Jambi, as well as in Poso town, a hotbed of militants on Sulawesi island, Prasetyo said. A suspect arrested in North Sulawesi province was affiliated with an Islamic State group-aligned militant bloc called the East Indonesian Mujahidin group in Poso town. Identified by police only by his nom de guerre Jack Sparrow, he has pledged to carry out a bomb attack in the restive Indonesian province of Papua. Indonesia, the world’s most populous Muslim nation, has carried out a sustained crackdown on Islamic militants since bombings on Bali in 2002 killed 202 people, mostly foreigners. The Jemaah Islamiyah military network, which was blamed for the Bali attacks, was neutralized following the arrests of hundreds of its militants and leaders. But new threats have emerged in recent times from Islamic State group-inspired radicals who have targeted security forces and local “infidels” instead of Westerners. [startribune.com October 14, 2019] Badung implements kost tax and prohibits foreigners staying in them The controversy over the Badung government’s new boarding house (kost) tax continues. Badung Regent, I Nyoman Giri Prasta, signed off on the new regulation, about submitting, registering and permitting boarding houses to operate, on July 17, 2019. Besides regulating the legalities and the controlling and monitoring aspects, the regulation also states that foreigners are forbidden to stay in boarding houses. The Head of Badung Investment and Integrated Services (DPMPTSP), I Made Agus Aryawan, said that “This regulation doesn’t in fact regulate the tax imposition. The tax is regulated by regulation number 15 of 2011 about hotel tax.” Regional Regulation number 15 of 2011 states that tax would be imposed on boarding houses that have more than 10 rooms. “Meanwhile, the new regulation number 35 of 2019, states that a building would be categorized as a boarding house if it has at least five rooms and a maximum of 15 rooms, and those rooms are rented for at least one month,” he said to radarbali.com. Agus also said that the regulation was issued because there are many boarding houses in the Badung province that don’t have any permit at the moment. As an impact, the monitoring process becomes difficult to be implemented. Moreover, there were many foreigners who chose to stay in boarding houses because the cost is cheaper than staying in hotels. “This is why the new regulation forbids foreigners staying in boarding houses,” he added. He further explained that the regulation was created to maintain the construction, population and regional tax administration mandate and the goal is to maintain a high quality tourism in Badung, differentiating the boarding house function with the hotel or tourism accommodation function. This is also to help maintain hotel occupancy rates. “Finally, the regulation was created to control building construction that should follow the spatial plan, and help to avoid any social issues,” he concluded. 28 Bali mangrove bay is now a conservation zone Bali’s mangrove-rich Benoa Bay is now legally off-limits for any reclamation or development activities, following the government’s designation of the area as a maritime conservation zone. Spanning some 1,400 hectares (3,460 acres) in southern Bali, the bay was in 2014 rezoned from a conservation area to a public zone under a decree by then-president Susilo Bambang Yudhoyono, a move seen at the time as clearing a path for future reclamation and development. Indonesians in Bali and other cities have since opposed every proposed development project in the bay, especially an ambitious plan by PT Tirta Wahana Bali Internasional (TWBI), a property development unit of Indonesian tycoon Tomy Winata’s Artha Graha conglomerate. The developer proposed building artificial islands covering half of the bay, which would host a multibillion-dollar complex featuring hotels, restaurants, entertainment venues and a convention center. The plan prompted criticism from environmental activists and local communities, who say the Benoa Bay reclamation project, valued at 30 trillion rupiah ($2 billion), would clear much of the bay’s rich mangrove ecosystem that feeds the local fishing community.
company control of 700 hectares (1,730 acres) in Benoa Bay. It had failed to receive government approval for a renewal after the environment ministry refused to approve the developer’s environmental impact assessment, known locally as an AMDAL, for its project plans. One criteria for obtaining an AMDAL, which is required for projects with potential to cause disruption from environmental degradation, is approval from the general public-which PT TWBI never received. But four months later, authorities threw the developer a lifeline: the maritime ministry issued PT TWBI a new concession permit for the development in the bay. Still, the environment ministry said it would not issue the company the required environmental permit to carry out land reclamation activities as long as opposition against the project persisted.
On Oct. 4, Indonesia’s Ministry of Maritime Affairs and Fisheries issued a decree designating much of the bay, some 1,200 hectares (3,000 acres), as a conservation zone. The designation allows religious and cultural activities, and sustainable and traditional fisheries, but effectively bans reclamation projects. “The decree is the state’s affirmative policy for the people of Bali,” Brahmantya Satyamurti Poerwadi, the ministry’s directorgeneral for maritime planning, told Mongabay by phone. “The designation as a maritime conservation zone also supports Bali’s leading tourism sector because it strengthens Bali’s image Thousands of Indonesians, from local fishermen & environmental as a center of tourism that has cultural attractions,” he added. activists to artists and rock musicians, have staged a series of protests and demonstrations in an attempt to shut down the Opponents of the Benoa Bay development plan have welcomed reclamation project. Brahmantyo said the latest ministerial the ministry’s decision, but say it’s only the first step toward decree meant PT TWBI couldn’t carry on with its planned legally protecting the area from the environmental destructive project. “PT TWBI will be sending us a letter,” he said. “They reclamation called for under PT TWBI’s plan. “The decree is will eventually understand [this decision].” progressive and worthy of appreciation,” I Wayan Gendo Suardhana, the coordinator of the Bali Forum Against ForBALI’s Gendo called on authorities in Bali to ensure Benoa Reclamation (ForBALI), a local group leading the opposition to Bay would be classified as a conservation zone in the the reclamation project. “But we won’t stop at a ministerial province’s zoning plans for coastal areas and small islands. The decree because what we want is for the president to issue a latest draft of the plan puts the bay back under conservation decree annulling the 2014 presidential decree.” That would zone classification, according to the Indonesian Forum for the guarantee full legal protection for Benoa Bay from development Environment (Walhi). But it still needs to be approved by the projects, he said. “The ministerial decree is the first push for provincial legislature. “It still needs a lot of hard work and President Joko Widodo to issue a decree that clearly states total resistance from every element of society in Bali to really Benoa Bay is designated as a conservation zone,” Gendo said. make sure that Benoa Bay has a strong legal recognition as a maritime conservation zone,” Gendo said. Bangli Regency threatens to clog Denpasar’s fresh water sources The Municipality of Denpasar has decided not to allocate portions of the hotel and restaurant taxes (PHR) to 6 regencies of Bali, including Bangli, claiming their resources are “limited.” Nusa Bali quotes the very angry Regent of Bangli, Made Gianyar, who has responded to the cessation of a share in Denpasar’s tax take by pointing out the role played by his region in attracting tourists to Bali and the key role it plays in the sustainability of the Island’s ecosystem, including, but not limited to, as a source of water for the Capital of Denpasar. To underline his unhappiness, the Bangli Regent is vociferously threatening to clog and blockade Denpasar’s access to clean water by disposing of his area’s trash in the water tributaries supplying water to the South. Regent Made Gianyar underlined his threat during a discussion of the Provincial Budget and plans to eliminate Bangli’s share of the PHR that was held at the Bangli House of Representatives (DPRD-Bangli) on Friday, September 27, 2019. The top official for Bangli insisted that without a share of the taxes generated by hotels and restaurants in Denpasar and the Regency of Badung, his administrative district would retaliate and dam the rivers leading to the south, causing them to run dry. Made Gianyar complained that the Regency of Bangli has never received a proper acknowledgement from the Province of Bali or other Regencies for its role as the major source of fresh water supplies. This situation has continued while, at the same time, Bangli enjoys the lowest local income derived from taxation sources. The Regent bemoaned the fact that the Municipality of Denpasar plans to allocate no share of hotel and restaurant taxes to Bangli in 2019. In 2018, however, Denpasar paid a tax share of Rp. 2.9 billion to Bangli and Rp. 3.844 billion in the previous year of 2017. The Bangli Regent said the problem has less to do with the size of the shared tax allocation given to his region, but more to do with the need for proper attention and respect to be paid to his area of Bali. He has written to the Mayor of Denpasar and is hopeful that a decision will eventually be made to share tax revenues with Bangli. But, because the Denpasar Administration has not bothered to dignify Bangli’s written request with an answer, the Regent threatened that he would not hesitate to interrupt the tributaries flowing towards the south. Adding: “We will not only blockade and dam the rivers, but we will also coordinate with the Bangli Regency Environmental Agency (DLH) to begin disposing our trash into the rivers that feed Denpasars’ and other regencies’ water supply. When we start throwing trash in the river, it’s for certain that tourism activities using the rivers will be negatively impacted.”
Seeking to raise the stakes and enlarge his threat, Made Gianyar hinted to Nusa Bali that he has a personal ambition to become an oil dealer, suggesting he would dispose of any waste oil into the river. “If needed, our oil will be thrown in the river.” In the past, Gianyar protested the Sidan Dam Project located on the border with Bangli-Gianyar-Badung. Traditionally, regencies in Bali (with the exception of Gianyar) receive a share of the hotel and restaurant taxed (PHR) collected in the Regency of Badung and the City of Denpasar - the areas playing host to the majority of the Island’s Hotels and Restaurants. This sharing of revenues has been done to acknowledge that many tourists come to Bali to view the remote areas of Bali, but only spend their money on accommodation and restaurants located in the South. Badung Regency continues to share its PHR revenues with Bangli. In 2019, Badung paid Rp. 53,904 billion to Bangli. This was less than the Rp. 80 billion paid in 2018 and Rp. 55.933 paid in 2017. A spokesman for the City of Denpasar, I Made Pasek Mandira, insisted that tax collection shares from the municipality have not been “halted” for Bangli, but stated somewhat contradictorily that money formerly sent to Bangli was now being allocated to development projects badly need of funding in Denpasar. Denpasar has reportedly decided to halt “tax-revenue-sharing” in 2019 to Bangli and five other regencies: Tabanan, Jembrana, Buleleng, Karangasem, and Klungkung. Mandira said money normally shared with these 6 regencies was more urgently needed in Denpasar. The Denpasar spokesman said he hoped tax collections in 2020 would permit allocations to be restarted for the five regencies. [balidiscovery.com October 16, 2019]
