BATANGAS City – Questions of how important a road network is for a sustainably developed community always come to mind when a particular stretch of a city road remain almost unpassable for years. After years of waiting, the rehabilitation of Balagtas-Banaba East Road will finally commence this week. Thus, former Punumbarangay Arthur Blanco of Barangay Balagtas disclosed to BALIKAS News Team. The Balagtas-Balete Road has been a motorists problem for years specially to those plying the San Pascual-San Jose-Cuenca route

and those travelling to the First District of the province. It can be recalled that Blanco have relentlessly petitioned local government officials concerned in the past for the said rehabilitation but to no avail. But he didn’t stop there even until after his term expired. He kept on lobbying the provincial government for the needed rehabilitation of the road. Meanwhile, according to Blanco, the rehabilitation will soon start although it will only cover the Balagtas-Banaba East portion

Tanauan City set sights onPQA TANAUAN City – The city government of Tanauan took one big leap as it primes itself to be the country’s third local government unit (LGU) to earn the Philippine Quality Award (PQA). Taking almost three months to complete the task, members of the city government’s PQA Technical Working Group (PQA-TWG) were all ecstatic after the submission of the 50-page application document to the Development Academy of the Philippines (DAP), hoping to replicate the feat done by Marikina in 1998 and 1999, and Makati in 2000. Institutionalized under RA

9013, also known as the Philippine Quality Award Act, PQA is the highest level of national recognition given to private or government entities for exemplary organizational performance in terms of quality and productivity. It is based on the principles of Total Quality Management (TQM) that provides an internationally comparable framework and criteria for assessing over-all performance and competitiveness of an organization. In a simple ceremony, Tanauan City mayor Antonio C. Halili lauded the members of the PQA-TWG and urged them to be the leaders in promoting a culture of excellence

within the city government. “Your dedication and wholehearted contributions towards our goal of achieving PQA is an embodiment of our commitment in raising the level of service standards and professionalizing the ranks of our local bureaucracy,” Halili said in his message. “We will show our people that in Tanauan City, public service is quality service,” he added. Aside from the PQA, Tanauan City is also working towards the ISO 9001:2008 certification of additional sixteen (16) frontline services within the city government, raising its ISO-certified processes to thirty two (32) by year’s end.|

Sea and Earth Advocates Camp held in Coron

PUERTO PRINCESA City, Palawan – Some thirty youth leaders from Luzon, Visayas, and Mindanao gathered in Coron recently to participate in the Culminating Sea and Earth Advocates (SEA) Camp, a project supported by the U. S. Embassy in partnership with Save Philippine Seas (SPS). SEA Camp is a project that aims to empower the youth aged 18 to 23 to conserve, protect and restore the country’s rich but threatened seas. The highlight of the SEACamp was the awarding of the 19 booster grants for the further implementation of the marine conservation projects which were already initially funded at regional SEA Camps. Grant winners were selected by a panel from SPS, USAID’s ECOFISH project, Marine Wildlife Watch of the Philippines, and Lighthouse Studio based on feasibility, impact, and innovation. One winning proposal from Luzon, KaliKLASRUM, will engage urban children in environmental and conservation issues. In Visayas, the project Scarus will assist fishermen in painting and coding their boats. The Garbage to Garden Project in Mindanao will provide training on proper waste management and vermicomposting techniques. Visayas winners are Katya Bonilla and Alenah Dy from Iloilo; Keith Brandon Cari-an from Negros Occidental; Katrina Patricia Fabile of Guiuan, Samar; Christine Thel Geollegue, Negros Occidental; Katrina Perandos, Leyte; Kenny Glenn Silud, Cebu; Grayson Yañez, Boracay Island; and Steffany Redison, Aklan. SEA Camp is supported by Bobble, CP Kelco, Havaianas, Human Nature, Lagu, Nipa Foods, and Smart Communications, Inc. MAY 40 mga bata at kanilang pamilya na nabibilang sa mga higit na nangangailangan ang napiling mga benepisyaryo ng mga programa ng pamahalaang lunsod sa edukasyon, pankalusugan at pangkabuhayansa ilalim ng Batangas City Millenium Development Goal, Family- Based Action for Children and their Environs in the Slums (MDG-FACES). Ito ay joint undertaking ng pamahalaang lunsod ng Batangas at ng Department of Interior and Local Government (DILG) at inilunsad noong June 22 sa layuning maitaas ang antas ng pamumuhay ng mga beneficiaries nito. ALCANTARA, Romblon — Ang Department of Interior and Local Government (DILG) Mimaropa a ay nagsagawa kamakailan ng inspeksyon at auditing sa Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG) Program sa bayan ng Alcantara. Ang naturang proyekto ng ahensiya ay nagkakahalaga ng mahigit sa P15 milyon na na pinondohan sa pamamagitan ng Bottom-Up Budgeting approach ay pinakikinabangan na ng mga mamamayan sa nasabing bayan. Ayon sa DILG-Romblon na pinamumunuan ni Provincial Director Samuel Borja Jr., layunin ng administrasyong Aquino na madaluyan ang mga kabahayan ng malinis na tubig upang magamit sa araw araw ng mga tao. Kaya naman nagsasagawa muna ang kanilang tanggapan ng konsultasyon sa mga tao kung anong proyekto ang popondohan ng pamahalaan upang sila ang namimili kung ano ba ang kanilang pangangailangan at nagsasabi kung ano dapat ang maging prayoridad. Kaugnay nga nito, ang DILG-Romblon ay nagsagawa ng public consultation hinggil sa gagawing konstruksiyon at pagpapatibay ng Level III Waterworks System ng bayan ng Sta. Maria noong nakaraang linggo at ang proyekto ay nagkakahalaga ng PhP14.6M sa ilalim ng DILG Local Funded Project. Pinasasalamatan ng mga lokal na opisyal ng dalawang nabanggit na bayan ang proyektong kaloob sa kanila ng pamahalaang nasyunal. Puerto Laylay, ayuda sa Historical Cultural Tourism ng Marinduque BOAC, Marinduque -- Kinilala ng National Historical Commission of the Philippines (NHCP) kamakailan ang mahalagang papel Port Laylay sa kasaysayan at kaunlaran ng bayang ito. Ang NHCP ang may katungkulan na palawakin ang kaalaman ng publiko sa kasaysayan at kultura sa pamamagitan ng pagsasaliksik, pangangalaga at paglalagay ng mga tanda mga makasaysayang lugar gaya ng ginawa sa Puerto Laylay. Sa nakaraang paglalagay ng tanda o historical marker ng NHCP, nabiigyang ng pansin ang ambag ng Puerto Laylay sa pagyabo ng kalakalan sa Boac. Dahil sa Puerto Laylay, sumigla ang industriya ng pagbabapor at maging ang pagdating ng mga produkto gaya ng kopra sa isla ng Marinduque. Pero hindi lang sa kalakalan naging kapaki-pakinabang ng puerto: ginamit din mga katipunero upang maagaw ang Pilipinas sa mga Espanyol noong 1896. Taong 1902, panahon ng mga Amerikano, ang Puerto Laylay ang naging pangunahing pantalan sa kabila ng pagtatayo ng iba pang puerto sa ibang bahagi ng Marinduque. Ito ang ilan sa mga dahilan kung bakit itinuturing ng Mimaropa Regional Development Council na bahagi ng historical-cultural tourism ng Marinduque ang Puerto Laylay. Malaki ang naiambag ng Mimaropa RDC para maisulong ang pagkilala sa Puerto Laylay bilang bahagi ng kasaysayan at kultura ng bansa. Napag-alaman ng naglaan naman ang pamahalaang bayan ng Boac ng Php 3-milyong badyet para sa pagpapaunlad ng makasaysayang pantalan.|

KAUGNAY ng sabayang pagbubukas ng school year 2015-2016 para sa mga pampublikong paaralan sa buong bansa, umikot sa mga paaralan ng Sto. Tomas, Batangas si Mayor Edna Sanchez upang mamahagi ng mga gamit pangeskwela sa mga mag-aaral sa Grade 1 at Kindergarten mula June 1 hanggang 4, 2015. Katulong ni Mayor Sanchez ang General Services Office, Public Information and Promotion Division at Department of Education Sto. Tomas sa paglibot sa iba’t ibang paaralan hindi lamang para mamigay ng gamit sa mga bata, kung hindi para rin inspeksyunin ang mga gusaling pampaaralan. Tinitignan ni Mayor Sanchez kung ang mga gusali ay maayos pa o kinakailangan ng ayuda mula sa Pamahalaang Bayan gaya ng pagkukumpuni, pagpipintura at iba pang serbisyo. Mainit ang pagtanggap ng North at South district sa pagiikot ni Mayor Sanchez. Laman ng gamit eskwela na ibinibigay ni Mayor ngayong taon ay school bag, notebook, papel, lapis, ruler at iba pang gamit na pakikinabangan ng mga bata. Kasama rin ang pagbibigay ng tshirt na maaaring gamitin ng mga bata

bilang pang Physical Education uniform nila kapag Biyernes. Pinaalalahanan ni Mayor Sanchez ang mga bata na mag-aral ng mabuti at irespeto ang mga magulang, kaklase at mga guro. Sinabi rin niya na alagaan ng mga bata ang mga gamit na ipinagkaloob sa kanila. Hinikayat rin ni Mayor ang mga magulang na sumaksi sa pagbibigay ng gamit eskwela na makipagtulungan sa Dep Ed at Pamahalaang Bayan upang itaguyod ang edukasyon ng mga kabataang Tomasino. Hindi umano dapat iatas lamang sa gobyerno ang responsibilidad na paunlarin ang pagkatuto ng mga bata. May responsibilidad din ang mga magulang na tiyaking nagagawa ng mga bata ang kanilang mga asignatura at babasahin kapag nasa bahay upang mabilis na matuto sa paaralan. Ayon naman sa mga guro ng mga bata, malaking tulong ang gamit eskwela upang maibsan ang gastos ng mga magulang ng Grade 1 at Kindergarten sa pagbili ng gamit. May ilang guro naman ang nais humingi ng gamit eskwela para sa ibang grade level at nangako si Mayor na titignan ang kahilingang ito kung kakayanin pa ng pondo.|

Balagtas-Banaba East Road rehab to commence this week only and the Balete section will have to wait for a latter budget allocation. Records obtained by BALIKAS News Team revealed that the said road rehabilitation project was bidded out by the provinail government of Batangas way back February 23, this year, and the award to Rusmen Builders and Development Corporation of San pascual, Batangas for the amount of P19,970,620.36. The same was duly approved in the Resolution No. 073 of the Sangguniang Panlalawigan last March 11, 2015. The contract was signed a week later.

In a letter dated June 18, 2015, Provinial Engineer Nerio Ronquillo advised Balagas Punumbarangay Cynthia Culla that the rehabilitation will commence this Monday, June 22. The road will be nine (9) inches thickness and six (6) meter “We are very happy that this rehabilitation project will finally push through and it is beleieved that it will spur more development in the northern section of the city and that motorists plying the BalagtasBalete-Natunuan-Cuenca will now find relief,” Blanco quipped.|

BSU prexy speaks on IMP orientation THE Office of the President of the Philippines invited Batangas State University President Dr. Tirso Ronquillo to render a message during the Integrity Management Program (IMP) orientation at the Social Hall, Mabini Bldg., Malacañang, Manila, June 10. Dr. Ronquillo spoke about building a culture of integrity in the University. The BSU president’s speech was based on the implementation of Integrity Management Program (IMP) in the institution. The Program Management Committee (PMC) of IMP included Batangas State University in the next batch of government

institutions to undergo the said program. The IMP is a preventive anticorruption program of the government which aims to establish a systematic approach in building, improving, reinforcing and sustaining a culture of integrity in public institutions. The pilot agencies that presently undergo the said program are Bureau of Internal Revenue (BIR), Department of Health (DOH), Department of Justice (DOJ), Department of Public Works and Highways (DPWH) and Department of Social Welfare and Development (DSWD).|

NO. This is definitely not about any business corporation with unlimited capitalists funding it, with unlimited incorporators managing it, and other unlimited features. Yes. This is about something that brings about unlimited issues, unlimited difficulties, unlimited contradictions—irrespective of whether BBL is approved or disapproved by the Legislative department, confirmed or rejected by the Judicial department. The supposedly Basic Law can readily be the cause for otherwise law-abiding people to turn lawless. And this is a big predicament for this country which is now, in fact, under threat from within and without. This is in effect saying that the present administration under the baton of the incumbent Malacañang occupant with its obedient and even subservient allies in the Executive department, has formally started a big socio-political predicament in the Country—something that will continue to haunt the peace and tranquility of people of the Philippines even after the same public official is long gone from the sight and attention of the general public in the post-May 2016 era. Instead of bringing about a solution, exactly the same Chief-in-Command is instead leaving behind a legacy of confusion and pursuant dissension. Once approved by the Legislature and affirmed by the Judiciary, considering that the BBL covers but a small portion of both the people and the land of Mindanao, anything and many things can happen through one after another disconcerting or even dissenting initiatives of those not benefited by it – especially so when their interests and concerns, their common good or public welfare are, in effect, undermined by the said law. In other words and saying it from the heart, BBL spells neither definitive unity nor defining peace. The standing fact is true even now during its politico-constitutional evaluation, both loud pro and anti BBL camps are already being heard repeatedly, here and there. When disapproved by the Legislative and thus silencing the Judiciary, taking into account that those avidly proposing and endorsing it from within the Philippines, as well as from another country—who are not exactly known as promoters of public harmony and much less are they looked upon as moderates—to expect but their submission or acquiescence to such a disapproval is but a dream. They are not exactly “fighters” for peace. They do not manufacture, own and carry guns and ammunitions just for picture-taking. What they say, they do. And what they have, they use. What a serious and dangerous national predicament this present administration has brought about and is leaving behind to the fear and uncertainty of the people in terms of the BBL—in addition to the “Pork Barrel” institution, the redefinition of “Savings”, the example of being “Busy” while doing nothing, etc., etc. What is more strange is hearing the one behind all the above hullabaloo—and more—repeatedly saying thathe wants a successor who will continue what he has done, come May 2016! This is hallucination—to say the least!

How many is enough? WITHOUT doubt, the Philippines needs an antipolitical dynasty law. Philippine politics has been a playground of only few political clans for so long. It is about time that we have a law that will limit the access of political clans to important elective positions. The law may not be enough to clip the influences and powers of political clans but it can increase the political cost of attempting to control local and national elective positions for them. Political dynasty is age-old concern in the Philippines. Our history books disclosed that the Spaniards institutionalized clan power in traditional Filipino communities by appointing heads or members of big families as gobernadorcillos. Political and social influence gravitated in the appointed governadorcillos and their families since they have access to the colonial authorities. They were also endowed with certain privileges and assured of protections by the appointing power. Thus, they stood out in the community as primary political and social patrons. The Americans fortified the holds of these political families when they replaced the Spaniards as colonial masters in the Philippines. American authorities did not disturb the prevailing social order then. They chose members of the ruling elite as first recipient of Western Education. They trained leaders and members of large political clans in the families to rule on their behalf because of the influence that they are already exercising over the country. Dynastic powers remained unchecked unto this day. No regime has been brave enough to check the powers of known political clans in the Philippines. It is not surprising anyway. government units in the country are in the hands of relatives or close allies of local political clans. With this reality, any attempt to pass an anti-political dynasty law will surely fail. In spite of the conceded merit of not allowing one political family to gain so much power, voters continue to elect them and perpetrate their rule. Politicians can thus claim that it is the popular will not greed or self-interest that put them to office. Frankly, we should blame the people’s reckless disregard of their future not the politicians’ temerity for the present state of our country. The real reason cannot escape us, however. Since political clans enjoy vast resources and the needed political and social connections, their adversaries do not stand any chance of beating them. These politicians have mastered the ins and outs of elections. They tolerate our flawed electoral system to perpetrate their rule. In spite of the fact that they are the ones who institutionalized vote-buying and the bribery of election officials, they claim elections would be as costly if only people do not ask for money in exchange for their support. Indeed, we need a law against political dynasty. However, more than this, we need to change the way we do our politics. The question is not who should rule over us next. It is not a question of whether Binay, Poe, Roxas, or Duterte can lead the country better. The real question is whether change is still possible under the present set-up. First thing first, the system has to change. All efforts to curb dynastic power will fail unless we have a functional democracy capable of emphasizing equal social and political powers of all citizens. We do not need any new law. We need a social revolution.|

The urgent fight for sovereignty EXACTLY 117 years ago, the first Philippine republic was declared and even for a brief moment, the Filipino nation enjoyed its sovereignty and independence after defeating the Spanish colonizers. But as history has shown, that was short-lived because after three years, the American colonizers took that sovereignty and freedom away from the Filipino people. They prohibited any display of nationalism to the extent of banning the display of the Philippine flag. Inang Bayan (Motherland) – a woman dressed in the colors of the Philippine flag – became the symbol of the fight of the Filipino nation for independence. Now, more than a century since, the fight for the sovereignty of the Filipino nation has once again assume prime significance. The Filipino people is facing encroachments from both the US and China. China has been laying claim to the oil-rich Scarborough Shoal and Spratly Islands and is currently building military structures in the area. It has declared exclusive rights to the area, completely disregarding international conventions, and has been using its military might to enforce this. It has even pushed away Filipino fisherfolk who were fishing in the area. While it is doing so, its bureaucrats and capitalists have been entering into questionable contracts with Philippine government officials and have been doing business in the country. The US has been using the territorial dispute at the West Philippine Sea to reestablish its military bases in the Philippines – this time for free – increase the presence, operations, and intervention of US troops in the country, and stockpile war materiel to project its military hegemony in the region, control the shipping lanes from the Pacific to the Indian Ocean, and corner the trade in resource and market rich Asia. They were able to get the subservient obedience of the Aquino government even without a categorical commitment that it would come to the aid of the Philippines if and when the latter’s territorial dispute with China turns into a shooting war. The Aquino government, on the other hand, has been handing the country on a silver platter to the US and its junior partners in the region, mainly Australia and Japan. While the Visiting Forces Agreement, signed by the Estrada administration laid the groundwork for the

operations of US troops in the country and granted them immunity, the Arroyo administration paved the way for their return and constant rotational presence – after a decade since the Filipino people kicked out the US military bases in1991 – through the Balikatan joint US-PH military exercises. It also tightened the control of the US Armed Forces over the Armed Forces of the Philippines and other security forces through the establishment of the US-PH Security Engagement Board, the conduct of the US-RP Joint Defense Assessment and the resulting Philippine Defense Reform Program, which is being directed by the US Armed Forces. The administration of Benigno Aquino III, who ironically appropriated the colloquial term for Filipinos pinoy, sealed the reestablishment of US military bases – this time for free and in several ‘agreed sites’ all over the country – through the US-PH Enhanced Defense Cooperation Agreement (EDCA). It has been welcoming with open arms the redeployment of more US troops, armaments, warships, and fighter planes. The height of the Aquino government’s display of subservience was when it allowed the US to use the Special Action Forces (SAF) of the Philippine National Police as pawns in its military operations to bag one of its high-value targets Marwan. The US-directed operations now known as the Mamasapano fiasco claimed the lives of 44 SAF operatives. And now Congress has been pushing for amendments to the 1987 Constitution to give it the power to preside over the wholesale sell out the country’s patrimony and natural resources. Congress deferred the voting on the proposed resolution at the last minute. If not for the resistance of the progressive bloc, this amendment could have been passed. Now more than ever, there is an urgent need for the Filipino people to fight for the sovereignty of the nation against unprecedented attacks by China, the US, and the Aquino government. The formation of the Pilipinong Nagkakaisa para sa Soberanya is most timely. It provides a platform for freedom-loving Filipinos to gather together and to collectively fight for Philippine sovereignty in conjunction with and complementary to the efforts of progressive and patriotic groups that have been waging a struggle for national freedom and social emancipation.|

Human and Christian consistency in politics POLITICS, of course, is an unavoidable concern for us. As social beings, we cannot help but get into politics. That’s simply because we have to organize ourselves as a people. And it’s a need that will always be an ongoing affair. We need laws to govern the way we live, we need peace and order, we need a working economy. We need leaders on whom we invest some authority. These and a lot more is what politics is all about. In all of these, we have to find ways of how to meet them. That’s why we have elections, among many other others. Of course, the conduct of our elections is also subject to some agreed rules. Now, with the elections coming up, the political fever is upon us, and the big challenge now is how to maintain our human and Christian consistency—some say, sanity—in politics. What we are seeing now, even while quite early yet in the game, is a gathering storm of political attacks. There’s a lot of mudslinging, fault-finding and muckraking, reckless branding and stereotyping. If not these, then they go to the other extreme of unmitigated praises and alleluias of personalities whom they practically portray as completely sinless, the savior of the world, while the opponents are pictured as the devil incarnate, the ultimate villain deserving instant death and hell. Some say this is normal. I say it’s not. It’s inhuman, let alone, unchristian. There seems to be an unspoken understanding that when it comes to politics, we can behave like animals, fighting each other over ideas and opinions. Some say we need not distinguish between the persons of the candidates, officials and supporters, and the different positions they hold. Everyone and everything is fair game. Killing can even be resorted to. We have to say that this cannot be. We are supposed

to be ruled always by something indispensable even in our most contentious affairs. Everyone seems to forget that charity is what keeps us human and Christian in politics as it is in every aspect of our life. But especially in politics where, by its nature, things can be messy and tricky. Precisely the complexity of politics makes charity most indispensable. Charity is what enables us to respect and love one another in spite of our sharp differences and conflicts, thereby following Christ’s new commandment of loving one another “as I have loved you.” He even went on to say that we have to love our enemies. For this love, Christ ultimately had to die on the cross. All these for the simple reason that first and last, we are brothers and sisters, creatures of the same God even if we call him by different names and describe him in a variety of ways. Truth is we are all members of the same family. Whether we like it or not, we are obliged to love one another no matter what. This is a basic truth that we should never forget, especially when we do politics. Some say that charity dilutes, if not dissolves many important values like truth, justice, fairness, etc. That’s why many politicians do not give much attention to charity. At best, they render only some lip service to it. But hardly anything can be farther than the truth, since charity, in fact, holds the highest standards insofar as these values are concerned. What is often conveniently forgotten is that while charity requires the most stringent criteria of truth, justice, fairness, etc., it goes much further to include mercy and compassion. It’s charity that would enable us to have a certain openness to all views and positions, including those we do not agree with or even consider as objectively wrong. It’s not so much because of the views that we are open

If not today, tomorrow DAVAO CITY -- Many have now serious doubts about the future of the proposed Bangsamoro Basic Law (BBL) given Congress’ failure to pass it on time. I have a few thoughts I wish to share, coming from my modest work in the peace process. For instance, I found out that those who know what BBL is all about -- and why it has to be passed-- are somehow supportive. Those who don’t and those who entertain “fears” oppose it. Otherwise put, those who do not know why we have to redress an injustice and address a generational grievance of the bangsamoro are generally against it and must therefore be enlightened to be convinced. Exorcising what haunts many is a must. There's a lot more work to be done in this, I can tell. Perhaps, today's hiatus is an opportunity. HAND OF PEACE -- I have this thought going through my mind: we may no longer have the same strategic opportunity at another time if we let this slip through our hands. For instance, here's the Moro Islamic Liberation Front, a rebel group that has publicly offered to partner with government; it has publicly expressed that it is forsaking the ways of violence and terrorism at a time when somewhere else in the muslim world, some bad guys are flaunting and trumpeting their barbaric ways. That alone should move all of us to accept this proferred hand of peace. To turn away from it is sheer folly. Of course, we want to see MILF 's public avowals put to test by realities on the ground. Given the prevailing distrust spawned by unfortunate events and lessons of the recent past, this is not easy. The interregnum period should be put to good use to do this. Yes, there are trust and confidence issues that have to be addressed. There are also stringent and sacrosanct perimeters that must be observed. BIGOTRY -- That this has been a divisive issue is a given. The lively and insightful debate can continue. But bigotry on all sides has no place in this spirited discourse. A "bigot", by the way, is one who stubbornly shuns and exhibits complete intolerance of any creed, belief or opinion that differs from his own. To call our peace negotiators "traitors" is way below the gutters. It smacks of political grandstanding, which in the onset of the political season is perfectly understandable but definitely not acceptable and tolerable. On the other hand, to label those against the BBL as "anti moro" is also an act of bigotry, pure and simple.! We should relegate all those bigots to the ignominy of the stinking garbage dump where they properly belong. ( Pardon the strong language but I mean every word of it.)! Although we understand the big disappointment, bordering on anger of those who support the bangsamoro, saber rattling or the threat of war will not work. It will only create a backlash. Let us not begrudge Congress for doing due diligence. Let us also not take it against all those who raise the alarm.When the smoke clears, the bottom line for us is to really pass a law that is inclusive and sustainable; we badly need a legal framework to address that oft-qouted but not-too-well-understood "bangsamoro aspiration for self-determination. Let us moderate our angst. Ultimately, with need a law that is robust and can pass the test of constitutionality and time. Missing timelines is indeed dampening but it should not derail the peace train. The journey for peace must ultimately unite and not divide us all. CRISIS -- If there is a crisis now facing the Aquino administration on how to win support in the predominantly unbelieving and unsupportive mainstream public on the BBL, there is also an equally critical situation within the MILF given the missed expectations of a failed BBL amongst the bangsamoro. I am not surprised if there is a brewing and serious challenge now for the MILF leadership, headed by Kagi Murad, on how to internally convince its followers to also "stay the course " and not walk away from the peace table. Indeed, of what value will all those assurances of Kagi Murad and Company and their "staying the course" be if they eventually lose grip and control of their forces? HUMBLE ADVICE -- My humble advice to the non-believers is to give it a try and let time test it. The pestering fear that entrenching a bangsamoro law will provide fertile ground for secession in the future should be dispelled. On the contrary, it is an antidote to secession. It should unite and not divide. But more than that, it renders justice to the bangsamoro's generational thirst for redress. NO FEAR -- Perish those fears. Government is and will always be on a high moral ground. The duty constituted authorities have all the options -- and the muscle -- to address any unintended result or eventuality that some of us are apprehensive about. We should have no doubts about this at all. If things turn awry, Congress can even later strike down the law, if need be. The sovereign people have the final say. But to spurn a hand of peace is, I say again, sheer folly! Whatever it takes, let us all, --- the bangsamoro and the nonbangsamoro -- stay the course. There is no other option. If this does not happen today, then there is still a tomorrow.| as to the persons who hold them. If, in the worst scenario, we believe that they are in error, we can try to correct them with utmost delicacy, strictly following due process that governs the proper resolution of issues. We should avoid ad hominem attacks, rash judgments that often are a product of an orchestrated mob rule, assertions, and accusations that hardly have any strong basis or are simply based on hearsay.

We should try to tame our passions that often blind us and push us to do uncharitable things. While we inevitably have our biases and preferences, let’s also be open and fair to those who differ from us. In the end, we should be guided by a well-formed conscience, always attentive to God’s will and ways in doing politics, and especially when choosing our public officials.|

Edukasyon.ph kicks off nationwide College, Scholarship portal for HS students DUE to the poor source of information on academic opportunities in the Philippines, Filipino-French Henry Motte-Muñoz established an online portal called Edukasyon.ph where incoming college students can find courses, schools, and scholarships on one site for free. “Limited career orientation, expensive tuition fees, and lack of knowledge on where to search for educational opportunities are some of the key problems that high school students and individuals seeking to expand their education and professional development are encountering in choosing the right course and university. Students need help in finding the educational opportunity that will fit their interests, budget, and desired location,” said Edukasyon.ph Chief Executive Officer Ms. Linartes Viloria. According to the National Statistical Coordination Board (NSCB), there are a total of 7.2 million high school students and only 3.6 million of them are pursuing college, as of 2014.

“We want to make it easier for students to find the different educational options available for them in the Philippines. Through our online portal, students can now explore all the college and technical-vocational courses offered in our country,” Viloria added. Currently on beta, the website boasts of more than 3,000 schools, 30,000 courses, and 2,000 scholarships which are offered all over the Philippines. “There are so many opportunities for education out there that a lot of our students are unaware of. And these include scholarships they can avail of in the different universities. We want to share this information to help more students get the education that they deserve,” stressed Viloria. BPC’s 2015 Annual Training Program focuses on formulating the Club Vision I

N each and every media worker’s pursuit for excellence and success in his/her own craft and that of his/her respective media outfit, it is an acknowledged fact that all endeavours are relatively anchored in the principle of universal care. Thus, this year’s annual training program of the Batangas Press Club focused on the theme “Achieving Excellence as We Care” acting President Joenald M. Rayos said. “While we are connected with different outfit and may have diverse editorial policies in our workplaces, still, this team-building activity is of paramount importance in achieving our ultimate goal for excellence, he added. Around 40 tri-media practitioners joined the activity held at Taramindu Garden Resort, in Brgy. Laiya, San Juan, Batangas last June 17-18, 2015. The Batangas Press Club and Pilipinas Shell Petroleum Corporation has been in partnership for more than a decade already and this year’s activity is the fourth consecutive annual training activity endeavored by the two entities gearing towards the enhancement of every member’s craft, learning new ideas, and develop camaraderie among them. In this year’s training activity, two officers of Pilipinas Shell Foundation, Inc. (PSFI) partnered with PSPC as resource speakers and facilitators. PSFI’s Programme Development Manager Jay Javier gave an overview on Personal Leadership Enhancement and Development. Conrad Faizal utilized the Billboard Exercise in his ‘Knowing Yourself’ activity. During the Fellowship Night a moment of silence and prayer was offered to a former member of the Board of Trustees, Beting Mauhay, who passed away barely two weeks before the teambuilding activity.
