CALABARZON, ika-2 may pinakamataas na kaso ng HIV KABILANG ang CALABARZON sa mga rehiyong tinututukan ngayon ng Kagawaran ng Kalusugan (DoH) bilang pangalawa sa mga lugar na may pinakamataas na antas ng kaso ng human immunodeficiency virus (HIV), kasunnod ng Kalakahang Maynila. Batay sa tala ng DOH, tinatayang may 21 kaso ng HIV (human immunodeficiency virus) ang naitatala bawat araw ngayong 2015. Lumitaw din na galing sa National Capitol Region ang karamihan sa mga magtataglay ng nakamamatay na virus sa unang limang buwan ng taon. Mula Enero hanggang Mayo pa lamang ngayong taon, umabot na sa 3,157 ang naitalang HIV cases, batay sa monitoring ng National HIV/AIDS and STI Surveillance and Strategic Information Unit ng DOH. Sa nasabing bilang, 3,025 ang lalaki at 132 ang babae. Lumitaw din na 205 na sa mga ito ang nasa estado na ng AIDS. Noong Enero 2015, nasa 536 ang nadagdag sa HIV cases kung saan 42 porsiyento nito ang nasa NCR at 15 porsiyento naman ang nasa Region 4-A. Sinundan ng Region 3 (10%), Region 11 (6%) at Region 7 at 6 (tig5%). Pagsapit ng Pebrero 2015, nakapagtala naman ng 646 new HIV cases, at 41 porsiyento ang galing sa NCR. Sinundan naman ito ng Region 4A at 7 na may tig-15
porsiyento. Kasama rin ang Region 3 (7%) at Region 11 (4%). Noong Marso 2015, tumaas pa ang insidente ng HIV na nakapagtala ng 667 na bagong kaso. Sa nabanggit na bilang, 44 porsiyento ang galing sa NCR. Sinundan ito ng Region 4A (14%), Region 7 (10%), Region 3 (9%) at Region 11 at 6 (tig-5%). Sa buwan ng Abril 2015, may 560 bagong kaso ng HIV ang naitala kung saan 37 porsiyento ang nasa NCR. Sinundan ito ng Region 4A (18%), Region 3 (9%), Region 7 at 11 (tig-7%) at Region 6 (3%). Tumaas naman lalo ang mga bagong kaso ng HIV pagsapit noong Mayo 2015 na may 748. Nasa 37 porsiyento nito ang nasa NCR, at sinundan ng Region 4A (19%), Region 7 (8%), Region 3 (7%), Region 11 (6%) at Region 6 at 12 (tig-4%). Kapansin-pansin nasa sa mga nagdaang buwan mula Enero hanggang Mayo 2015 ay consistent na pumapangalawa ang Calabarzon sa mga rehiyon na may pinakamatataas ng naitatalang kaso ng HIV cases. Mula 2011 hanggang 2014, umabot na sa 2,497 ang naitalang kaso ng HIV sa CALABARZON. Nanguna rito ang Cavite, 866; sinundan ng Rizal, 749; Laguna, 479; Batangas, 271; at Quezon, 126. Ngayong taon, 16 ang naitala sa Lunsod ng Lipa, samantalang 5 kaso naman sa Lunsod Batangas.|

Inter-Island News DSWD Mimaropa turns over 397 core houses to beneficiaries SABLAYAN, Occidental Mindoro - With the convergence efforts of different government agencies, families who were devastated from Typhoon Jolina in 2009 received their new housing units under the DSWD’s modified Core Shelter Assistance Program (CSAP) last July 31, 2015. The Department of Social Welfare and Development (DSWD) MiMaRoPa Assistant Regional Director for Operations, Floreceli Gunio and Sablayan Mayor Eduardo Gadiano led the turn-over of 58 housing units in Sitio Yapang, Barangay Batong-buhay and 339 units in Sitio Cigaras, Barangay Ilvita during the inauguration ceremony in the municipality. Funding for the construction of the said houses was provided by the DSWD amounting to Php28 million pesos with Php12 million pesos counterpart from the local government unit with 600sqm lot granted to each family by the Department of Agrarian Reform (DAR). The core shelter units worth Php70,000 each. Houses were built by beneficiaries’ own hands. “Ginagawa namin ang mga bahay namin, sumasahod pa kami dahil sa cash for work [program] ng DSWD,” said Ilvita Barangay Captain Noel Yasay. Building of core shelters also serves as training ground for beneficiaries under the Technical Education and Skills Development Authority (TESDA) course of masonry and carpentry, on which whoever passed the assessment get National Certificate II affirming their skills competency. Sandiganbayan upholds up to 10-year sentence on LP treasurer, other Mdo execs THE Fourth Division of the antigraft court Sandiganbayan has affirmed its ruling finding Oriental Mindoro Governor Alfonso Umali Jr. and two former officials of the province guilty of graft in connection with the alleged anomalous awarding of P2.5-million loan agreement to a private individual in 1994. The three were sentenced to a minimum of six years to a maximum of ten years of imprisonment. In a 26-page resolution promulgated on July 20 but was only made available to the media on Tuesday, the Fourth Division affirmed its April 20, 2015 ruling finding Umali, former Oriental Mindoro Gov. Rodolfo Valencia and former Board Member Romualdo Bawasanta to have “conspired” with each other with “evident bad faith” and “manifest partiality” to illegally award a P2.5-million loan agreement to an engineer, Alfredo Atienza, in 1994. The loan was supposed to finance the cost of repair, operation and maintenance of Atienza’s vessel MV Ace intended to ply the CalapanBatangas-Calapan sea route. “Indeed, one act without the other could not have been made possible the consummation of the transaction,” the Fourth Division said in its latest ruling penned by its chairman Associate Justice Jose Hernandez and concurred by its members Associate Justices Alex Quiroz and Maria Cristina Cornejo.
The Fourth Division maintained that the use of public funds for a private purpose like the repair of a privately-owned vessel is unlawful. The court did not give weight on the argument of Umali, Valencia and Bawasanta that the funds were use for a public purpose, which, as Umali specifically claimed, was “to weaken the monopoly of the shipping business in the Calapan-BatangasCalapan sea route” as well as “to promote fair competition”. “Transport is a basic service and the Provincial Government of Oriental Mindoro simply fulfilled its mandate of providing services to its people when it addressed their problem regarding sea transport,” Umali, who is also the treasurer of the administration’s Liberal Party (LP), said in his motion for reconsideration filed before the court in May. The Fourth Division, however, pointed out that the accused failed to show proof that the people of Oriental Mindoro benefitted from the repair of Atienza’s vessel, while on the contrary, it was established that said repair has promoted Atienza’s business interest. “Evidence, however, is necessary to determine as to whose favor did the use of the public fund go and the only verifiable proof is precisely the stated ‘use’ of the fund. It is not disputed that the amount was meant to finance the repair, operation and maintenance of Atienza’s vessel which is a private purpose,” the
Fourth Division said. “As it was meant to promote Atienza’s business interest, it was he who benefitted from the transaction,” the court added. The court also noted that even before the loan agreement was awarded to Atienza, several officials in the province, including provincial auditors, have already questioned and challenged the transaction, and yet, the three accused “forced through” for completion of the project. “Peculiar to this case is the fact that the loan transaction was challenged, objected to and questioned by proper officials (treasurers and auditors) from its inception. In this context, the sequence of the acts of the accused as set out in the Decision, shows how the accused forced through and worked for its completion despite the objections,” the Fourth Division said in its ruling. The ruling came four days after the Fourth Division, likewise denied Umali, Valencia and Bawasanta’s separate motions for Hernandez to recuse himself from participating in deciding on their respective motions for reconsideration (MR). The three have earlier accused Hernandez of impartiality in favor of the prosecution, but the court, in a 21-page resolution penned by Hernandez said the allegations of the accused were baseless and “lacked merits.”|

Layunin nito na magbahagi ng kani-kanilang ‘best practices’ upang higit na mapagbuti ang kanilang serbisyo para sa mga mamamayan. At least a few hundreds of mangrove (bakawan) propagules were planted along the banks of the river in Barangay Malitam II, Batangas City with around 70 volunteers from Batangas Lions Club, Batangas Press Club and Girl Scout of the Philippines (GSP) - Batangas City Council joining. The activity is the first community project of the new leadership of the Batangas Lions Club under its
new president, Lion Alex Yap with Lion Dr. Michael Perez and Lion Eloiza Portugal as co-chair for the project “We are here not only to cover the activity for us to have something to write or report to the public, but also as partners of these two prestigious socio-civic organizations in espousing projects that are surely beneficial to the community,” Batangas Press Club acting President Joenald Rayos said. To make sure that the newly-planted mangroves will grow and contribute to the development of the ecosystem, a group of Badjao residents led by Jao was tapped to moni-tor the growth of the propagules. 2 Senior High School buildings, itatayo ng pamahalaang lunsod para sa DepEd DALAWANG Senior High School building ang nakatakdang ipagawa ng Pamahalaang Lunsod ng Batangas bilang suporta sa K-12 Program ng Department of Education (DepEd). Ang mga ito ay ang Stand-Alone Gulod Senior High School sa Gulod Itaas Elementary School na magbubukas ng Technical Vocational (TechVoc) track at ang Stand –Alone Alangilan Senior High School Building sa Alangilan Central School na magbibigay ng academic track. Sa pangunguna nina Mayor Eddie Dimacuha at City Schools Superintendent Dr. Donato Bueno kasama ang mga supervisors at punungguro ng DepEd ay magkasabay na isinagawa ang groundbreaking sa pagtatayuan ng tig-3-storey, 15-classroom high school building sa mga nabanggit na paaralan. Dumalo rin ang mga
opisyal at kasapi ng ParentsTeachers Association at ang mga opisyal ng dalawang nabanggit na barangay. Ang Gulod at Alangilan ay dalawa sa 12 pampublikong paaralan na magbubukas ng Senior High School sa susunod na taong panuruan. OPINION
IT is not a secret that being head of a family is not for the weak in will, much less for the feeble in mind. If much is required to get married—such as in terms of knowing and attending to the many serious obligations inherent to the matrimonial csovenant per se—much more is demanded in fulfilling the dayin and day-out imperatives of family life which is the standard sequel to the said covenant. So it is that there is the wife and mother as well, to love and be faithful to, support and give attention to. And there are furthermore, the children to care and provide for, to teach and guide, to mold in t h e i r character and value system. A family head consciously or otherwise, slowly enhances his sense of responsibility and gradually improves his leadership capacity. In other words, for a man to get married and to raise a family is not only making him a responsible adult, but also helping him in his maturation process such as in his sense of personal prudence and realization of his vision for his family—such as the education and future of his children, plus their well-being as adults in the years yet to come when gone he already is. There is a whale of difference between a man who makes the deliberate option to remain single for one prudential reason or another and a man who simply does not want to get married for dubious—enigmatic—reasons. Such is the reality of someone who refuses to get married although he has the possibility, plus all the resources for matrimonial purposes. Such is the phenomenon of somebody who continues avoiding marriage even after having one amorous relationship after another. And such is the case of an individual who, in fact, avoids marriage while repeatedly dangling himself as a bachelor on different public occasions. Among other things, having a family is a proper and opportune preparation even for eventually governing a whole nation—considering that heading a family demands dedicated and responsible leadership, not to mention constancy and ingenuity in leading a people. No. This is not meant to say that someone with many families is the best-prepared man to head a country. Such a reality is, in fact, a marked syndrome of irresponsibility plus amorality that already disqualify that man concerned even but in heading a family. Without the least intention of belittling much less insulting anyone anywhere, the on-the-ground truth of the matter is that someone who avoids marriage for one enigmatic, dubious reason or another, the same would find it really perplexing if not futile to assume a leadership position—especially so on the national level.|

Manufacturing consent A BUSINESS group was reported to have joined the clamor for amendments of the economic provisions of the 1987 Constitution to allow foreign ownership of natural resources such as lands and to give them 100 percent participation in the national economy. The Philippine Trade Foundation is composed of some influential business magnates in the Philippines. There is nothing in the report that indicates whether it has large following in the country but the title of the report, “Clamor for economic Charter change grows,” gives the impression that it is representative of a large segment of the society (see http://m.philstar.com, July 18, 2015). The manner by which the news was put in print created the impression that indeed, a wide clamor for the intended amendments to the Constitution exists. On the contrary, nothing in the report indicated that the proposal is supported by groups other than the one it mentioned. The group claimed that to foster inclusive growth, the country needs to further accelerate the velocity of the economy by instituting a more open policy regime that nurtures a globally competitive investment climate. With its resources, the group can put across its opinion as if it represents the sentiments of the majority of the Filipinos. There is no doubt that there is an ongoing campaign so that there will be least resistance from the people should Congress finally tinkered with the nationalistic provisions of the Constitution in the name of economic progress and global integration. The use of broadcast and print media to create impressions of mass support towards a particular trend is not new. Politicians have been utilizing them in building their image. attempt to control the media. The media is indispensable in persuading the public to support government position on certain issues. It has been an effective tool in controlling how the public think about major issues of the day. Noam Chomsky has termed the systematic effort to impose upon the public the views of elites and governing administrations through the different channels of information as “manufacturing consent.” According to Chomsky, corporate media, as profit-driven institutions, tend to serve and further the agendas of the interests of dominant, elite groups in the society. The massive campaign for the passage of the RH Law showed how the present administration projected a popular clamor for the law. The almost one-sided presentation of the news about the RH bill tilted public sentiments towards its passage into law. Meanwhile, news of public approval of the PCOS is another example how the administration used the media to create an impression that people support the present form of automated election system in spite of the serious issues confronting the COMELEC and the past elections. Now, expect that a continuing outpouring of resources in the mainstream and the social media to create favorable impressions for the passage of the BBL. The PNoy administration has mastered the art of manufacturing people’s consent. Expect that it will continue with the scheme until it has secured for itself another six years term in power. It is only by keeping our vigilance that the erosion of people’s opposition to the intended amendment of the Constitution will be prevented. Exposing the schemes of the administration and its allies in misleading the people will put them on guard of their future.|

So much of economic growth hype CALLED by Asian Development Bank president Takehiko Nakao as a potential “rising star of Asia,” is the country really headed toward being an economically developed country as President Aquino boasted in his last State of the Nation Address (SONA)? Well, for one this is not the first time that an incumbent president proclaimed that the Philippines is on the road to development. The late dictator Ferdinand E. Marcos boasted of the establishment of 10 or so basic industries to propel the country toward development. But that was long ago and history showed how the country became the sick man of Asia, from being one of the fastest growing economies in the region, after the Marcos dictatorship; no thanks to the scandalous corruption, the foreign debt problem, and Marcos’s strict adherence to the dictates of the IMF-WB. In more recent history, early on into his presidency, Fidel V. Ramos declared that the country was moving toward becoming a “newly industrialized country” and NIC-hood became his rallying call, especially after GDP growth appeared to have steadily increased from 199497 after a period of negative to less than 1 percent growth in 1991 and 1992. The Ramos administration fasttracked trade and investment liberalization, deregulation and the privatization of Government Owned and Controlled Corporations (GOCCs), through laws such as the Electric Power Crisis Act and the Build-OperateTransfer law. But the 1997 Asian financial crisis erased all illusions of development, and the GDP growth plunged to –0.58 in 1998. It exposed the vulnerability of the Philippine economy that was liberalized, deregulated, and privatized beginning the Cory Aquino administration and fast-tracked under Ramos. Gloria Macapagal-Arroyo, an economist before she became a politician, boasted of the same supposed economic growth and the country’s purported sound fundamentals. The average annual GDP growth rate under the Arroyo administration was 4.1 percent and the highest growth during her administration was 7.08 percent in 2007. The 2010 GDP growth of 7.3 percent could still be partly attributed to her administration, which presided over the first half of the year. Whenever her administration was on the defensive because of the corruption scandals involving her and her family, she boasted of her accomplishments in the economy and proclaimed that the country was about to take off toward joining the ranks of economically advanced countries. But the 2008 global economic crisis again exposed the country’s vulnerability when the GDP plunged to 0.92 in 2009. During his last State of the Nation Address, Pres. Benigno Aquino III repeated the same boast that the country would soon join the ranks of economically advanced countries. According to Ibon Foundation, the
average annual GDP growth from 2010-2014 was 6.2 percent. Also, President Aquino declared as his achievement the investment grade status the Philippines garnered from credit rating agencies. These he attributed to the good governance thrust of his administration. However, Aquino glossed over some facts. First, economic growth is already slowing down. The 5.2 GDP growth during the first quarter of 2015 is the lowest first quarter growth figures during the last four years and the lowest quarterly growth rate since the fourth quarter of 2011. Ibon Foundation attributes this to the slowdown in the main sources of growth under the Aquino administration namely real estate, renting and other business activities, financial intermediation, trade and repair, and manufacturing amid a global economy that is finding it difficult to recover from the 2007-2008 crisis. On the expenditure side, public construction and household final consumption expenditure slowed down. Likewise, exports of goods and services also slowed down from 12.7 percent in the first quarter of 2014 to 1.0 percent in the same period this year. This is not surprising as China, the country’s biggest export destination, slowed down to 7.3 percent and suffered a sharp stock market crash early July 2015. Second, the Aquino government is merely continuing the economic policies and thrusts of its predecessors. Even as President Aquino wants to project himself as the opposite of his predecessor, the main policies of his administration, especially with regards the economy, are still the same. The only difference is that the Aquino administration tried to project an image of good governance to earn the confidence of investors. The Aquino government could not attribute the GDP growth to its administration alone. Even the National Statistical Coordination Board (NSCB) admitted to this in a January 2013 report. It said GDP growth is affected by external factors such as regional and global crises and the political climate prevailing in the country; thus, “GDP growth could not be fully attributed to a certain president or his/her economic team.” What the NSCB failed to mention is the essential reason why no one president could lay claim to GDP growth under his or her administration: all Philippine presidents after the Marcos dictatorship strictly adhered to the neoliberal regime of liberalization, deregulation, and privatization. Third, since the policies of liberalization, deregulation, and privatization were implemented starting with the Cory Aquino administration, the country’s production base has been progressively eroded. According to Ibon Foundation, the current 10 percent share of agriculture in the GDP is the lowest

The Trinity: Three Ways of Loving Us

THREE persons in one God. It is one of the mysteries of our faith. But we shall forever remain in the state of incompleteness in our desire to understand this mystery. And the only way to understand such profound trinitarian mystery is to look at it through the eyes of faith. For the Gospel a few months ago says, “When the disciples saw Jesus, they worshipped him; but some doubted.” In order for us to understand the unity of the Trinity—God the Father, Son, and the Holy Spirit, it is good to understand the synthesis of Scripture from Genesis to Revelation. And one thing is obvious, based from the words and action of Yahweh in the Old Testament, Jesus in the New Testament, and the Holy Spirit all throughout the Scripture, which was also highligted in the Gospel reading for that day: “Behold, I am with you always, to the close of the age.” (Matthew 28:20). The whole Bible narrative is simply telling us one clear message … GOD IS WITH US ALWAYS. In the Book of Genesis, in the creation story, the most repeated words that God used was, “And God said … and so it happened.” (Genesis 1:1-31). When we reflect on it, God was simply reiterating a divine reality – He would fulfill His promise to us. GOD IS WITH US. In the all the Gospels, after the resurrection of Jesus, one of His repeated words to console His disciples were, “The Son of Man will be handed over to the chief priests … and condemn him to death. But on the third day he will be raised to life!” (Matthew 20:17-19). He was affirming his never ending presence with His disciples.
GOD IS WITH US. And when Jesus was about to ascend in heaven, He promised a consoler, the Holy Spirit, to continue accompanying us in this chaotic world, “If you love me, you will keep my commandments. And I will ask the Father, and he will give you another Advocate, to be with you forever.” (John 14:15-17) GOD IS INDEED WITH US ALWAYS. Three distinct persons with three distinct roles but only ONE GOD. Our God the Father revealed His love for us through creation. GOD THE FATHER IS OUR PROVIDER. God the Son revealed His love for us by saving us from our impending eternal death. GOD THE SON IS OUR SAVIOUR. And the Holy Spirit revealed His love for us by guiding, healing and empowering us. GOD THE HOLY SPIRIT IS OUR BREATH OF LIFE. Three different manifestations, and yet one clear heart and mission: his great love for us and His desire to save us. We hope that these three distinct manifestations of God’s presence in us will compel us to re-evaluate ourselves and join them in their mission to save all people. We have experienced the unconditional love of God and His undying presence in our life, and yet we are still doubting. We are called to make disciples of all nations, and yet we are not taking the role seriously. The Holy Trinity will continue their distinct roles to save the humanity. They don’t stop working for us. They really love us. But as children of God, it is their hope that one of these days, we shall be on board and join their divine mission to save the humanity. Let’s pray that others may feel God’s presence through us.
Desperate times, desperate measures
SOMETHING positive could yet result from the Liberal Party’s (LP) failure to find a popular candidate: the possibility that rather than just another popularity contest, the 2016 presidential elections could be about issues and platforms. In a television interview on Wednesday this week, the LP’s Franklin Drilon said President Benigno Aquino III is likely to announce after his July 27 State of the Nation Address his endorsement of Interior and Local Governments Secretary Manuel “Mar” Roxas II as the LP’s candidate for President in 2016. If Aquino does that, it would mean the end of his and the LP’s search for a candidate with the popularity of a Grace Poe or a Jejomar Binay. Fielding Roxas for President will compel the LP to focus on the issues, in this case Aquino’s claims of good governance, and the supposed need for someone like Roxas to consolidate the gains he alleges he has achieved during his term and to build on them. The level of discourse in 2016 could thus rise enough to compel the other candidates to offer their alternative platforms of governance (if they have any), and to address such issues as the shortfalls in social services, corruption, Chinese aggression in the West Philippine Sea, and the unequal distribution of wealth, among a legion of others. The crisis among the factions that call themselves political parties over whom to field is the consequence of a system in which winning an elective post is premised on popularity and name recall. Many have lamented that emphasis as the primary reason this country has had to deal with officials whose popularity is in far too many cases inversely proportional to their capacity to govern, or to even utter a straight sentence. Popularity as the ultimate — and at times the only — criterion for elective office is so obvious a flaw that even some politicians themselves have had occasion to bewail it. Speaking to the media during the launch of his book the other day, for example, Fidel V. Ramos, who in 1992 became President by winning less than 24% of all the votes cast, declared that rather than being the first and last qualification for the Presidency, popularity “is the least of all qualities” leaders should have, “especially for a country as diverse as ours.” Reiterating what has been painfully obvious to thinking Filipinos for decades, Ramos said a track record in government service and honesty are primary requirements, and that the ideal candidate should be free even from allegations of corruption. He also said that he or she should not be from a political dynasty. Ramos said he was not necessarily referring to anyone. But his statements could not but be interpreted in the context in which they were uttered. If the surveys are to be believed, Senator Grace Poe is the most popular choice for President among the electorate, with Vice-President Jejomar Binay, who used to be first, in second place. But the popular Poe’s track record in government service is limited, her service as chair of the Movie and Television Ratings and Classification Board being her first involvement in government, from which post she migrated to the Senate. As popular as she is, she would not meet Ramos’ first condition. Binay, on the other hand, while possessing a long track record in governance, has been the subject of numerous allegations of corruption and official wrongdoing — and what’s more, doesn’t meet Ramos’ “non-dynasty” standard. The closest to Ramos’ concept of an ideal candidate for President is Roxas. Roxas has been a congressman, a secretary of trade and industry, a senator, a secretary of transportation and communications, and now the secretary of the interior and local governments. Roxas has so far been free from allegations of corruption, and while some may claim that he too is part of a political dynasty since his grandfather was President of the Philippines and his father a senator, it could be argued that that was all of several decades ago. The fly in Roxas’ ointment is his low numbers in both popularity and voter preference. As sound as the argument is that popularity should not be the primary qualification for anyone to run for an elective post, the reality is that it is, primarily because that is what the politicians have encouraged, and accustomed the electorate to expect. Although Roxas won a Senate seat with some 19 million votes, and for a time was the most popular choice for President, his giving way to Benigno Aquino III in 2010 seems to have adversely affected his approval and preference ratings. In the calculations of both Aquino and the Liberal Party, Roxas’ popularity needs a massive boost from — who else? — Grace Poe, whom they apparently think would be his ideal running mate for Vice-President. Poe has repeatedly declined, but so desperate has the LP been that Aquino has met with her at least three times over the last three weeks in an apparent effort to make her change her mind. The frantic search for a popular running mate for Roxas has reportedly led the LP to consider fielding Batangas Governor Vilma Santos for VicePresident. Santos won her present post through her popularity as a former movie star. Apparently, the assumption is that not only is she popular enough, some of that popularity could also rub off on Roxas. As for Binay, he has so far not named anyone for his running mate in 2016. In an effort as desperate as the LP search for a candidate for VicePresident, Binay has gone to the extent of filing libel complaints against 12 officials, including two senators plus a Manila newspaper, in an apparent effort to make it appear that all the allegations of corruption that have been made against him are false so his approval and preference numbers could rise enough to defeat anyone the LP — or any other group — may field next year.

Filipino banana exporters bat for zero tariff in Japanese market
AGRICULTURE exporters such as the Pilipino Banana Growers and Exporters Association (PBGEA) called for a review on the concessions in the Philippines-Japan Economic Partnership Agreement (PJEPA) to secure the country's position in the Japanese market and insure that the Philippine banana industry continue to be the second top exporter of world-class bananas. The appeal came in the face of several developments in the Japanese market for fresh banana that has been causing distress to Filipino banana exporters as more and more Japanese importers
have begun striking deals with suppliers in Mozambique, Vietnam, Costa Rica, and lately in Indonesia, consequently reducing Japan’s dependence on the Philippines. Under bilateral and economic partnership agreements, fresh bananas exported from those countries enjoy zero tariffs for their pooled quotas of 1,000 tons

SM Supermalls, through its SM Cares Program on Youth and Children’s Welfare, recently celebrated the National Children’s Book Reading Day in commemoration of the publication of Jose Rizal’s rendition of “Ang Pagong at AngMatsing”. At SM City Batangas, grade 2 students of Gulod Elementary School and grade 1 students of Jose C. Pastor Elementary School participated in the book reading session. So much of economic growth hype ever recorded and the 23.2% share of manufacturing is as low as in the 1950s. Fourth, GDP growth under the neoliberal regime has never been inclusive. President Aquino declared that the unemployment rate has gone down. Ibon Foundation attributes the purported decrease in official unemployment figures to: the official change in methodology, to exclude those who have been discouraged from looking for work, since 2005, the exclusion of Region VIII data – where 563,000 were unemployed and underemployed in 2013 before Typhoon Haiyan hit the country – and the quality of jobs of those employed. Based on Ibon Foundation’s analysis, the unemployed most likely increased by 100,000, the underemployed by at least a million, and the number of part-time workers by at least 1.5 million since the start of the Aquino administration.
From April 2014 to April 2015 alone, the number of part-time work increased by 539,000 and full-time work decreased by 130,000. By April 2015, 40% of employed Filipinos or 15.5 million are in part-time work. The number of those with jobs but not at work also increased to 860,000. About 700,000 jobs were in the informal sector or in unpaid family work. Migrante International also belied President Aquino’s claim that its job generation program motivated some OFWs to stay and work in the country. The migrants’ rights group cited data from the Department of Labor and Employment showing that the number of Filipinos leaving to work abroad increased from 2,500 daily in 2009 to 6,092 early this year. How many candidates for President there will be in 2016 would indeed be crucial, but not only for Binay. As in the case of Ramos in 1992, who ran against six other candidates, Roxas too could win an election in which there would be at least four candidates including himself. He has never said so, but Ramos was not a popular candidate, having won the Presidency by the lowest plurality in the history of all Philippine elections. In this country of endless possibilities, Roxas could yet be another Ramos. The fielding of Roxas despite his low approval and
preference numbers may be a desperate gamble for the LP. But it could help relegate popularity as a qualification for office behind such other, more legitimate criteria as those Ramos mentioned: experience and honesty, plus — Ramos did not mention it — a vision of where to bring this country.| Luis V. Ms. Global Philippines 2015 update Bb. Lungsod ng Batangas 2011, Ms. Quennie Janda Uy, the official candidate of the Province of Batangas to the Miss Global Philippines 2015 did a courtesy call to Mayor Eddie Dimacuha recently. She was also presented at the ceremony to gain moral support from her fellow Batangueños. Ms. Uy, 24 years old, is a resident of Barangay Cuta and is now a registered nurse working at United Doctor of St. Camillus de Lellis Hospital. She joined the contest, not only to prove her beauty and talent but also to support the women empowerment advocacy, which is one of the objectives of the pageant.
