Fisheries Summit renews pledge to combat illegal fishing KEY fisheries stakeholders met to discuss the amended Fisheries Code or Republic Act 10654 and the recently signed implementing rules and regulations (IRR), which sets stiffer penalties and tightens rules against illegal, unreported and unregulated (IUU) fishing.

More than 100 delegates from the academe, science community, local government units, fisherfolk, and nongovernment organizations attended the two-day Sustainable Fisheries Summit, where the approved IRR and amended Fisheries Code were presented for the first time.

“The no-nonsense implementation of the amended Fisheries Code and implementing regulations is the next step in halting the decline of Philippine fisheries. We need to ensure that the law is operationalized with proper funding, continued technical and scientific studies, and capacity building of enforcers, policy makers and citizens. Most importantly, we need the full participation of concerned stakeholders,” said lawyer Gloria Estenzo Ramos, Vice President for Oceana Philippines.

The summit, held at the Institute of Social Order (ISO) in Ateneo de Manila University last October 19-20, underscored the need to strengthen the fisheries network for sustainable fisheries management. The gathering

In his speech, Agriculture Undersecretary for Fisheries and Bureau of Fisheries and Aquatic Resources (BFAR) Director Asis Perez stressed the need for good governance to prevent the further exploitation of Philippine seas.

“The lack of law enforcement is the primary reason for our depleted seas.

We need good governance to properly manage our seas, as this is the reason behind the decline of our fisheries,” said Perez.

A report from BFAR’s National Stock Assessment Program found that 10 out of 13 fishing grounds in the

Philippines are already heavily exploited.

Due to low fish catch, the income of municipal fishers also declined, making them the poorest of the poor with the highest poverty incidence level at 39.1 percent.

Perez said BFAR will prioritize the conduct of capacity building and law enforcement training for around 1,000 local government units as part of its duties under the amended Fisheries Code.

He also led the signing of the Katipunan Declaration, which confirmed the commitment of the summit’s delegates to help ensure the enforcement of new provisions in the amended Fisheries Code such as strict compliance of the

Meat Safety Consciousness Week’ ginugunita sa Romblon ODIONGAN, Romblon — Ang pagdiriwang ng 23rd Meat Safety Consciousness Week sa lalawigan ng Romblon ay pinangunahan ng mga kinatawan ng National Meat Inspection Service (NMIS) Regional Technical Operation Center (ROTC) IV-B sa pakikipagtulungan ng lokal na pamahalaan ng Odiongan.

Impact from Indonesia’s toxic smoke outweighs agriculture benefits, say scientists THE smoke caused by Indonesia's forest fires are a toxic cocktail of gases ranging from cyanide to ammonia, scientists studying the smog in Palangka Raya, Indonesia have discovered, The Malaysian Insider reported over the weekend.

Additionally, the impact of the fires, used to conduct land clearing for agricultural expansion, on health and biodiversity will outweigh the benefits of opening up more land for planting, a scientist with the Center for Interna-tional Forestry Research (Cifor) said.

Cifor reported on its blog recently that researchers fear the effects of Indo-nesia's fires may be worse than antici-pated, going by the levels of hazardous gases measured from the smoke during a workshop there.

Cifor said the scientists have iden-tified ozone, carbon monoxide, cyanide, ammonia and formaldehyde in the smoke, which is spreading across the Asean region, forcing schools in Malaysia to close down for several days.

Louis Verchot, Cifor's director of Forests and Environment, said the economic impact of the fires would far outweigh the benefits of expanding agricultural land.

“When you take into account the health impacts, when you take into the account the impacts on biodiversity, when you take into

account the impacts on the land – they are going to far out-weigh the benefits of expanding agricul-tural land,” Verchot said in the Cifor report.

Another scientist, Martin Wooster, professor of Earth Observation Science at King’s College London, said carbon monoxide measurements normally register under one part per million (ppm), but in Central Kalimantan was seeing measurements of 30 ppm.

“I’ve visited quite a few sites of biomass burning during my 10 years or so of research in the area.

“And I can certainly say this is the worst situation I’ve ever encountered for biomass burning or any form of com-bustion in a natural environment,” Wooster was quoted as saying in the report.

Wooster was among the scientists who participated in the workshop in Palangka Raya in mid-October.

Students in the workshop learned how to measure the impact of the fires on the atmosphere, including quanti-fying the levels of gas and smoke par-ticles in the air to understand the smog’s impact on human health, said Cifor.

The scientists believe that the data they are uncovering, including the real levels of

carbon dioxide and methane gas in the smoke, will help the govern-ment deal with the problem.

Another study led by a Dutch scientist recently revealed that Indo-nesia’s forest fires emitted more green-house gases than average daily emissions by the entire US economy.

In a separate statement, senior consultant paediatrician Datuk Dr Amar-Singh HSS said N95 masks were the most effective means of protecting oneself from the smoke, but only if worn correctly and of a proper fit.

He cautioned that normal surgical masks were ineffective in filtering out harmful substances inherent in the smoke.

"The single-ply surgical masks (usually white) are ineffective. The usual three-ply surgical masks (usually green or blue and thicker) also cannot filter these fine particles.

"It may offer some protection against larger particles that irritate, hence may be useful for some exposure outdoors, on a bike, etc," said Dr Amar-Singh.

He said a study published by the British Medical Journal also warned against using cloth masks, as "penetration of cloth masks by particles was almost 97% compared to 44% with medical masks (three-ply)".

I still remember ‘Yolanda’  EUTIQUIO B. BELIZAR, JR., STHD

TWO years after her catastrophic visit, Super Typhoon Haiyan or Yolanda still haunts me. I admit the trauma has somewhat diminished. The destruction she unleashed is no longer easy to see and feel. But there are things about her that, as an old song once said, are “pressed between the pages of my mind”. Some of them are not so bad.

1. We pricked the conscience of the First World.

How are the lethally suffocating pollution in Beijing and the thick Houston oil mills’ smog linked to Super Typhoon Yolanda? Maybe more than anyone is prepared to admit. Multiply such similar situations in the world’s two top pollutants (USA and China), for a start, with those of other parts of Europe, Asia, Oceania, and the rest of the developed world that emit incessantly greenhouse gases which have triggered climate change that has, according to a growing consensus, given birth to Haiyan or Yolanda. Then allow the sensation-driven world media a ringside view of the unspeakable horrors it caused in Samar and Leyte. The shock, dismay, horror, remorse or all of them combined that First World citizens have displayed may be a stronger prod for their countries’ leaders to start truly addressing and resolving climate change down to its roots.

2. We identified effective leaders.

Visualize ill-equipped local leaders constantly going to and from the communities in danger zones, endlessly persuading, cajoling, and even directly threatening their constituents to avoid Yolanda’s deadly wrath or face theirs (a mayor even spoke of shooting some intractable residents, saying that “Yolanda will kill you anyway, I might as well do the honor myself”), getting results of “zero casualty” in the process. Perhaps we should question the unsavory means used for such an undeniably good end. But the point that must not be waylaid is that political will is a necessary tool in saving lives. A Catholic priest, a pastor of a small parish (Manicani Island) whose church was inundated close to its ceilings by the super typhoon storm surges, saved many lives by not allowing anyone by force of his commanding voice to leave the church. Had he given permission to anyone, it would have resulted in instant deaths through the rampaging waves flooding around the church building. Sometimes love of neighbor must take on a tough face, voice or action; but it is still love because it is directed to the good.

3. We discovered true friends from beyond our shores and race.

Yolanda allowed many survivors in Eastern Samar, Eastern, Central, and Western Visayas that bore the brunt of Yolanda’s 315 kph winds a view of human generosity. Yolanda’s winds, as it were, also unfurled a windfall of sympathy that translated into an abundance of goods and services, particularly from First World countries. I remember listening to a group of ordinary tricycle and pedicab drivers as well as by-standers praising a Buddhist organization which handled five-hundred-peso cash-for-work daily program that, in turn, helped restore order, cleanliness, and sanity as well as provided food and dignity to its recipients. A Buddhist effort with a truly Christian conscience, an observer muttered. Survivors everywhere expressed their gratitude to their foreign benefactors in varied forms oral, written, musical or choreographed as well as many other ways. Yolanda occasioned a remarkable display of human brotherhood.

4. Yolanda disposed our poor of their frail houses for better ones.

The secretary of the Department of Social Welfare and Services was clearly partly joking when she commented that the combined local and foreign assistance to Yolanda survivors resulted in better houses for the poor (for instance, former nipa-built houses now had GI sheets for roofing and more durable housing materials to support and complement it). In fact, she was just being truthful. Despite the trauma and the terrible losses in lives and properties, many of our indigent folk ended up with better residences. Indeed a small consolation for such a mammoth calamity, but a consolation nonetheless. Better a consolation than none.

5. Government agencies learned better ways to inform and prepare us for disasters.

PAG-ASA and disaster aid agencies in government have obviously taken a few cues from Yolanda in not taking for granted the use of people-friendly ways to inform the public and their better preparation for future calamities.

There are times when they display signs of back-sliding to the old ways, as when experts prefer to be technical rather than helpful. But the extent of death and destruction from Yolanda provides more than enough push for both experts and citizens to stay the course.

Whos to blame?

A SCHOOL program had asked the question are “voters to blame for Philippine crises?”

Except for one, all members of the panel highlighted the graver responsibility of the voters for the present state of our country. They believed that were not the present and past leaders elected by the voters, the country would not be in a very bad shape now. The question lacked important details but raised a valid point.

In the first place, the question did not give the specific character of the crises referred to in the query.

Sure, the Philippines is suffering from grave crises.

Our economy fails to support the needs of the people.

It is backward, inarticulate, and directed to meet the needs of foreign, not local, market. Economic growth benefits only the rich and the local oligarchy who control the means of production and exchange. In the present economic system, the poor are getting poorer while the few who control the means of access to resources and opportunities continue to amass big profits and undue privileges.

On the other hand, our political system is not only dysfunctional but also rotten. The present liberal democratic political system continues to aggravate the inequality of social and political power between the rich minority and the poor majority. Public institutions are being lorded over by few political family. Political dynasty continues to harm the common good. Fraud and deception characterized our electoral system.

Our socio-cultural system is no different. Global consumerist culture has dominated all institutions of society. This promotes mediocrity and materialistic mindset in the present Filipino generations. Also, Western value system that dominates the mainstream and social media not only tolerate but promotes the disintegration of families and irrational or unnatural

unions between members of the same sex. As a result, traditional Filipino values suffer decline and on the verge of being eroded.

Certainly, these grave societal problems cannot be blamed primarily on the voters. Voters have fault, of course. However, in a system where voters are not given proper opportunities to make wise decisions, their choices will always be a collective wrong. Voters cannot make wise decision if they are presented with candidate which are all of the same kind. If all choices are rotten or inadequate for the job, certainly, their only alternative is to choose the so-called “lesser evil” (which is also evil in the true sense of the word) or the representatives of big families that can provide them with short term personal benefits.

The axe falls on the politicians. If bad politicians do not offer themselves as choices, it is likely that the voters will not make bad choices. Of course, no politicians will ever admit that they are bad. No one will come forward to confess that he or she is not fit for the job. For politicians, it is not their fault if people will vote for them in spite of the issues imputed against them— political dynasty, corruption, philandering, others. In other words, they shift the blame to the voters even the latter will not commit such grievous mistakes if they have not offered themselves as candidates in the first place.

Because the past and present leaderships failed to address the grave societal problems confronting us, these problems become systemic anomalies which cannot be corrected by any election. Their errors are so gross that remedies, like elections, appear as odious as the problems they created. Elections can no longer root out these anomalies. Unfortunately, not many people realize this. Thus, politicians-good or bad- are coming forward to badger us with their promises again.|

Attacks on environmental activists, indigenous peoples, and the destruction of the environment RECENT Bulatlat.com articles show an alarming trend in the country and the world: the murder, harassments, and forced evacuation being committed against environmental activists and indigenous peoples.

The series of articles on Lumad killings and the harassment and surveillance on an environmental activist show why the Philippines is the deadliest country in Asia for activists and indigenous peoples defending land rights and the environment.

The 2014 study, “Deadly Environment” by Global Witness, a non-governmental, non-profit organization established in 1993 in London, reveals an alarming intensification of killings of environmental activists during the last decade. Global Witness documented 147 killings in 2012, a sharp increase from the 51 killed in 2002. From 2002 to 2013, there were 908 recorded killings.

The most dangerous country, according to the report, is Brazil, accounting for 448 of the 908 recorded murders. Honduras is the second most dangerous country with 109 killings. The Philippines accounted for 67 killings, making it the most dangerous country for environmental activists in Asia. Thailand placed second in Asia with 16 killings.

“In 2012, indigenous leader Jimmy Liguyon was shot dead in front of his family in the Philippines, reportedly for refusing to sign away his land to miners.

José Cláudio Ribeiro da Silva and his wife Maria were assassinated by masked gunmen in Brazil in 2011 after having denounced the encroachment of loggers into their forest reserve. In 2012 in Cambodia, 14-year-old Hen Chantha was shot dead by military police that were evicting her village to make way for a rubber plantation.”

And the killings continue.

In 2014, there were 116 environmental activists murdered, according to Global Witness. Forty percent of those killed were indigenous peoples. In the Philippines, 13 indigenous peoples were killed during the past five months alone. Indigenous peoples group Katribu documented 68 killings of indigenous peoples under the Aquino administration, from the second half of 2010 to August 2015.

These are only the recorded killings. There could be more as Global Witness observed that monitoring is problematic in Africa, Myanmar, Central Asian countries and China.

Added to this, the report recorded only the killings.

There are other violations being committed against environmental activists and indigenous peoples, such as the harassment and surveillance committed against Clemente Bautista, national coordinator of Kalikasan People’s Network for the Environment, which was mentioned above, the forced evacuation of 3,000 Lumad in Mindanao, and the filing of strategic lawsuit against public participation(SLAPP) cases against environmental activists by mining companies.

These are happening even as sustainable development is the main goal of the UN up to 2030, and the world is focused on the UN conference on climate change (COP21) happening in Paris from November 30 to December 11, 2015. The past several conferences failed to reach definitive agreements on the much-needed radical reduction of carbon emissions. In its place were commitments for funding for carbon trading.

Perhaps, the most ironic case to date recorded by Global Witness happened in Honduras: “In Honduras, the second most dangerous country, 93 peasant farmers in the fertile Bajo Aguan region have been murdered since 2010 amid land conflicts with agribusinesses expanding African palms plantations that are traded globally on the lucrative carbon credits scheme.”

What these cases reveal is that the destruction of the environment and the attacks on environmental activists and indigenous peoples are not isolated cases.

These are inextricably linked and are happening all over the globe because it is deeply rooted in the extractive system of production and the frenetic race for profits under capitalism.

In his latest encyclical Laudato Si, On Care For Our Common Home, Pope Francis reiterated the concern of the Catholic Church on the destruction of the environment. In tracing the historical basis for this concern, Pope Francis quoted the late Pope John Paul II, who was recently canonized as a saint by the Catholic Church: “Every effort to protect and improve our world entails profound changes in lifestyles, models of production and consumption, and the established structures of power which today govern societies.”

Collection Box IN the Code of Canon Law, the Synod of Bishops is supposed to promote the close relationship between the Roman Pontiff and the Bishops (cf. Canon 342) but what we have learned so far about the ongoing Synod in Rome is a split between those allied with the Pope’s vision of an inclusive Church and those who vehemently uphold the Church’s centuries-old doctrines and traditions.

This year’s Synod reveals a plot resembling one of Dan Brown’s novels with accusations of conspiracy and manipulation of the process aimed at advancing reforms supposedly to make the Church more effective in dealing with family issues at the cost of adversely affecting Church’s doctrines.

Asked about the veracity of these reports, Cardinal Donald Wuerl of Washington said, “Unfortunately, we all came to this Synod with a hermeneutic of suspicion already floating out there. There are people inside the Synod who talk about this. The media didn’t create these stories.”

Even if the Pope already assured the participants of the importance of subsidiarity, which in secular language means decentralization, and openness in their discussions and deliberations, the very obvious division among participants, especially among clergymen, still exists. Telling the Synod fathers that such a gathering is not just about giving communion to the divorced and remarried also did not help. This controversial issue continues to dominate the discussions and together with the so-called gay or homosexual unions, they are proving to be the real causes of division between what the media portrays as the liberals and traditionalists.

John Allen, Jr., a renowned Vatican reporter, reported a very interesting remark from the Bishop of the Ukrainian Greek Catholic Church (UGCC) who said, “Those are important questions, no doubt, but there’s a

In the Eucharist, we experience the healing power of Jesus. When we are broken, it is in the Eucharist that He restores us. When we are damaged and discouraged because of our past wounds, He lifts us up and gives us hope. When we are emotionally-drained and fall into anxieties and stress, He fills us with His assuring love and renews us.

In the Eucharist, our soul is satisfied with both the Word and the Body of Jesus that we receive. When we feel hungry and thirsty, He gives His own Body and Blood. When we are at a loss and are confused, He gives us enlightenment and direction through His Word.

In the Eucharist, we are always welcomed and accepted by Jesus.

When we feel rejected and wronged, He comforts us because for Him, everyone is welcome to come. When we are tired, weary and weak, He offers Himself to be our dwelling place and solace.

Our constant contact with Jesus Christ in the Eucharist will transform us from woundedness to healers and from hungerers to feeders.

My experience of the Eucharist as a priest was all about becoming available for God to be His instrument and becoming a channel of His power – “maging daluyan ng Kanyang Kapangyarihan.” He works His miracle through me by transforming the bread and wine into His Holy Body and Blood.

In the Eucharist, we witness God’s hands at work in us.

He is made real before our eyes.

He draws us nearer to Him. He allows Himself to be seen and touched.

He wants us to be part of Him and Himself to be in us.

Every Eucharist I celebrate brings meaning to my life; it leads me to the fullness of life, and gives my life a certain newness.

Personally for me, the Eucharist is more than just a celebration but a Presence that I encounter. It is not a ritual to be read but a Relationship to be nourished.

I remembered that it was in the Eucharist that I heard for the first time God’s calling to me to be a priest. I was eight-years old then, but it is within the Eucharist that my priestly vocation story began. The Eucharist became as though my burning bush wherein God drew me closer to Him. In the Eucharist we give ourselves to God and Jesus gives Himself to us.

Let us continue to offer ourselves to God in the Eucharist that He may transform and bless us..|

The Bishop went on to mention some, namely: migrants, refugees, and war.

It is still not clear whether the Synod has already identified new methods or strategies to support families in conflict zones except to say that the Holy Father already called for the opening of international borders to accommodate those affected by war and terrorism even before the Synod began.

While the existence of myriad of family problems, like incest, violence, sexual abuse, poverty, and those mentioned by the good Bishop of UGCC, cannot be denied, they have not been given much attention in the media and have not been thoroughly discussed and debated. Why? My theory is that, these issues can very well be addressed by pastoral or practical interventions without these pastoral approaches necessarily causing undue harm to Church’s doctrines. In contrast, if the Church allows communion for the divorced and remarried, it directly infringes on the long-held doctrinal teaching that those in the state of sin should not receive Holy Communion.

Commenting on this proposal, Cardinal Peter Erdo of Hungary, the General Relator of the Synod said, “The prohibition for divorced and remarried Catholics to receive communion is not an arbitrary ban. The reason they cannot receive the Eucharist is not because of the failure of their first marriage, but because of cohabitation in their second relationship.”

While giving communion to the divorced and remarried in the name of mercy and compassion is very charitable indeed, the doctrinal repercussions of doing such are enormous that critics said it undermines the indissolubility of marriage (Mt. 19:6) and it amounts to an attack on the sanctity of the Eucharist since receiving Holy Communion in sin is sacrilegious.

POPE Francis, through his actions and writings, provides exceedingly rich perspectives on how Christians are to regard the poor. In several passages in Evangelii Gaudium, Francis reflects on “the special place of the poor in God’s people”. “I want a Church which is poor and for the poor.

They have much to teach us…. We need to let ourselves be evangelized by them”.

“Without the preferential option for the poor, the proclamation of the Gospel, which is itself the prime form of charity, risks being misunderstood or submerged by the ocean of words which daily engulfs us in today’s society of mass communications”.

“No one must say that they cannot be close to the poor because their own lifestyle demands more attention to other areas.… None of us can think we are exempt from concern for the poor and social justice. Spiritual conversion, the intensity of the love of God and neighbor, zeal for justice and peace, the Gospel meaning of the poor and poverty, are required of everyone” .

Bakhita: Slave, Sister, and Saint. Pope Francis takes his concern for the poor beyond general principles; he would have us look at concrete individuals and situations to actualize our commitment. For example, he has said: “Human trafficking is an open wound on the body of contemporary society, a scourge upon the body of Christ. It is a crime against humanity” (April 10, 2014). Thus, with the pope’s support, for the first time in 2015, the Church celebrated the International Day of Prayer and Awareness against Human Trafficking; it is to be an annual event, held on February 8, the Feast of Josephine Bakhita. Who is this African woman, the “saint of victims of slavery and trafficked persons”?

Josephine Bakhita (1868-1947), born in Sudan, was kidnapped as a child and sold five times as a slave. Once, when she tried to escape from the ownership of a Turkish general, she was forced to endure an extensive, painful tattooing. As Bakhita narrates, the process included “cuts on my breasts” and “some 60 cuts on the stomach and another 40 on the right arm. It is impossible to describe how I felt…, especially when salt was mixed into the wounds. For some hours I lay in a pool of blood, and for a while I became unconscious.”

Ultimately, Bakhita was sold to an Italian consul in Khartoum, who took her to Italy and entrusted her to the Canossian Sisters in Venice.

Here, for the first time, “the poor, black, ignorant slave”—her own words— received a dignified treatment; she was instructed in the faith and baptized.

She rejoiced to know the God, “who from my infancy I knew in my heart without knowing who he was.” “Even as a slave, I never despaired, because I felt in me a mysterious force which sustained me.”

Police Chief Superintendent Victor P. Deona, Acting CIDG Director, identified the arrested suspects as Windy Lat, alleged leader of the Boyet Lat Group and gang members, Grandy Lantin, Deoden Magcawas, Hermie Rosario, Michael Balmeda, Pablito Tasico and Joel Lat. Seized from the suspects were five (5)M-16 rifles, seven (7) .45 caliber pistols, two

(2).38 caliber revolvers, a .380 pistol, a rifle grenade and a Light Anti-Armor Weapon (LAW) as well as thousands of live ammunition.

PCS Deona said the raids at the suspects’ hideouts in Barangay San Lucas and Bugtong na Pulo in Lipa City and in Bagong Pook in Malvar were covered by nine (9) search warrants (SWs) for violation of the Comprehensive Firearms Law. Intelligence reports

showed that the group has been preying on business locators inside the Lima Technologies Park under the Philippine Economic Zone Authority (PEZA) through harassment and shake down activities.

Reports showed that the group would threaten business locators or disrupt business activities in the Techno Park to force them to succumb to their demands, either for money or business favors.

During the raid, two other armed persons, identified as Arvie Ada and Ricson Lacdao, showed up but were immediately arrested. Police are verifying their identities and the respective licenses for their firearms.

Who would forget the long lines of tricycles and transport vehicles trying to buy fuel and gas days after the super typhoon’s rampaging visit? Who would have failed to notice our local businessmen shamefacedly cashing in on other people’s suffering by jacking up prices of fuel, prime goods, and services, clearly by tacit collective agreement or, shall I say, a conspiracy (to be more accurate)? While the many suffered so much need, a few “economic vultures” could

not even moderate their greed.

3. Some people in power gained political mileage out of tragedy.

Till now in my mind’s eye I can not shelve the memory of horrified gasps from members of my family residing outside Eastern Samar who thought we were dead because a political leader initially announced that “Eastern Samar is gone”.

Neither will I forget the inconsolable faces of fellow priests from Guiuan who thought they might be officiating the funerals of their parents and siblings when they heard, from supposedly official sources, that Guiuan’s casualties ran in the thousands.|

I still remember ‘Yolanda’ 6. Who says nature cannot change the landscape?

We were surveying the massive dismantling and twisting of coconut trees and other forms of vegetation by Yolanda in the area of Guiuan, Eastern Samar. Suddenly a priest companion of our group exclaimed, “I never knew there was a mountain that ran through the east coast of Guiuan, my home town, until now.” Without saying it, he pinpointed to a change of landscape, no thanks to Yolanda’s wrath, that nevertheless uncovered a thing of beauty in the middle of such terrible mayhem.

But the picture is not complete if we miss the bad too.

1. There were just so many deaths and so much destruction.

What could be worse companions of Yolanda than its killer waves and killer winds? Speculations that there might be even as many as 18,000 or more human casualties in Tacloban City alone do not reduce the tragedy of Yolanda to physical deaths and physical transmogrification of peoples and places. People’s spirit and will to live have also been ravaged. Recognizing this

AT least 34 local government unit (LGU) officials from Batangas and Laguna joined the APRI officers in the 3rd quarterly stakeholders’ meeting in Tanauan City, Batangas, hosted by AP Renewables, Inc. (APRI), a wholly-owned subsidiary of AbitizPower, recently.

Since 2014, the Stakeholders’ Meeting, a corporate initiative of APRI has been providing a venue for discussion of the company’s programs and plans with its host and neighboring communities, and other key stakehoders.

Some of the topics covered during the meeting are the updates, hiring opportunities, corporate social responsibility (CSR) programs, and the company’s safety, health and environmental initiatives.

“All the topics covered were discussed thoroughly. It

Archbishop Charles Chaput of Philadelphia movingly expressed this dilemma and seemed to provide the direction the Church should take when he said, “We need to be a welcoming Church that offers refuge to anyone honestly seeking God. But we need to remain a Church committed to the Word of God, faithful to the wisdom of the Christian tradition, and preaching the truth of Jesus Christ”. In short, an inclusive church is indeed a necessity but it should not be one that is “doctrinally corrosive”.

Dorothy Day: Champion of Social Justice. When Pope Francis addressed the United States’ Congress on September 24, 2015, he chose to highlight several Americans as models to follow. One was the Servant of God, Dorothy Day. Who is this woman and how does she concretize Pope Francis’ vision of serving the needy?

A social activist, Dorothy Day (1897-1980) founded the Catholic Worker movement, protested war, supported labor strikes, and lived in voluntary poverty. Presently, her cause for sainthood is actively being supported by the cardinal archbishop of New York. We can find much practical wisdom in Day’s

Understanding the issues...

The Synod fathers, while heavily involved in debates and discussions as to what the Church should do in face of mounting challenges against the family, are tasked merely to set forth recommendations and not to settle matters or to draw up decrees. It rests with the Roman Pontiff to ratify the decisions of the Synod (cf.

Can. 343). These clerics can debate all they want, but clearly the buck stops with the Pope.

With the controversies it has generated, the results of this gathering of bishops will be highly anticipated. What the Pope will do after all has been said and done in the Synod floor is worth waiting for. The expectation is so high that no less than the divorced and remarried Catholics and those taking up their cause are hoping for a more inclusive Church. At the other side of the fence are those waiting for the Pope to reinforce his role as defender of faith and morals and enforcer of ecclesiastical discipline.

Early in his papacy, Pope Francis said, “If the church is alive, it must always surprise.”

Will we be in for a big surprise?

It remains to be seen but maybe it is best that we be prepared too.|

Skim Boarding – Flatland skim boarding (also known as inland skim boarding) is a form of skim boarding practiced on non-coastal waters such as rivers, lakes, streams, or puddles. It used a wooden board about three times as wide as the skate board and a one and half times as long. The board is thrown

across a thin film of water. While the board is still moving, the rider jumps on and skims across the water to do whatever tricks he or she can imagine.

Car & Motor Show – Allows audience to have a feast on different luxurious, elegant & lavish vehicles owned by car and motor enthusiasts from different parts of the country.

Opening Ceremonies – It highlights different events on the same day tthat include Agricultural Fair, food festival/cookfest, the PINAKA-biggest & longest harvest of farmers. “Ka Voice na Ka Look a Like Pa” Senior Citizens’ Night – Showdown of talents performed by Senior Citizens vying for the title “Ka Voice na Ka Look a Like Pa”.

Job Fair – a public service event which provides local and foreign job opportunities to local residents.

Great Dance Contest – Trending and powerful dance moves that rock the stage, different performance and different personalities in one big event.

All Star Basketball – An exhibition game between the Local Government unit headed by Mayor Sofronio Manuel C. Ona and other LGU officials and employees versus selected star players of the on-going sports program Mayor Boogle Ona Cup Season 2.

Ms. Gay – The parade of beauty from the gay community exhibiting their talents and ingenuity truly Calaqueño.

Grand Parade with Higantes – A grand parade which postered camaraderie and unity in the community. It highlighted the participation of the

establishments/companies, people’s organizations and NGOs. B-Meg Night – A kinf variety show patronized by audience of all ages sponsored by B-Meg with artists and TV personalities as guests.

Misa Concelebrada – Saint Raphael parishioners and devotees flocked the Church in

the morning to hear the Holy Mass. The traditional procession was held at 4:00 o’clock int eh afternoon followed by colourful fireworks.
