BATANGAS City – Nakasalalay sa mga magsasaka ang katuparan ng layunin ng Pamahalaang Lunsod na makamit ang sapat na pagkain at malabanan ang kahirapan at gutom ng mamayan ng lungsod. Kaugnay nito pinasinayaan kamakailan ang Farmers Information Technology Service Center (FITS)

sa Batangas City kasabay sa pagdiriwang ng 7 th Agro Industrial Fair 2015. Ang FITS Center ay matatagpuan sa Office of the City Veterinary & Agricultural Services (OCVAS) sa Barangay Bolbok. Ang FITS Center ay isang lugar na kung saan ang mga magsasaka, mangingisda, traders, processors, entrepreneurs and other stake-

holders ay madali ng makaka-access sa lahat ng information and technologies na may kinalaman sa pagsasaka. Mabibigyan din sila ng kaalaman at makabagong teknolohiya na magagamit nila. Bilang provider of information service, ang FITS center ang magkakaloob ng IEC materials tulad ng

DOTC suspends NBI, Police clearance requirement for driver’s licenses SENATE President Pro Tempore Ralph Recto today welcomed the Department of Transportation and Communications’ (DOTC) move to suspend its order requiring applicants for a professional driver’s license to first secure a clearance from the National Bureau of Investigation (NBI) and the Philippine National Police (PNP). The suspension came after Recto and Senate President Franklin Drilon expressed concern that such a requirement is another red tape which will further burden applicants. In his interpellation of the proposed 2016 budget of the DOTC, Recto said professional drivers, most of whom are low-wage earners, will have to contend with long queues to secure the “no criminal record” clearance from the two agencies. He proposed that NBI and the police instead “electronically and manually provide the LTO with their databases on persons with

criminal records.” “Why not provide the LTO with a negative list and use this as a basis for approving or disapproving applications for a professional driver’s license?” Recto told the DOTC officials in attendance. “Kesa pipila pa sila sa NBI at sa estasyon ng pulis, baka pwedeng ipadala na lang nila sa LTO ang listahan ng mga taong may kasong kriminal o wanted ng batas,” Recto said. “Pwede naman file sharing na lang,” he added. “If there’s a guy there who has been charged a number of times with reckless imprudence while operating a vehicle, then the police can just red flag his name and forward it to the LTO,” he said. This “information-sharing protocol” can be done through the Internet, Recto said. “Kaya hindi na kailangan pumila sa presinto o sa mga opisina ng NBI,” the senator stressed.

Recto said he agreed with the observation of Drilon that the matter be studied further as there are criminal charges which have no bearing on one’s qualification to drive. “Tama si Senator Frank ng sinabi nya kung may kaso ka ng libel at hindi ka pa convicted, bakit ka pagkakaitan ng pribilehiyong magmaneho?” Recto said. “If you’re an activist and you have a pending case for illegal assembly, I think this shouldn’t be made a basis for the rejection of your application,” he said. In his own interpellation of the sponsor of the DOTC budget, Drilon asked what information the LTO would derive from the clearances that would prompt it to reject an application. “Ano ba ang mga kaso na mag-di-disqualify sa isang aplikante? Kasama ba dito ang estafa, halimbawa? Kung hindi pa convicted, knock-out ka na ba kaagad?” Recto

said. DOTC officials estimated that about 1.5 million holders of a professional driver’s license will be covered by the directive. But that directive has been suspended “for further study” upon the insistence of Drilon and Recto, which the DOTC concurred with. “This move will spare 1.5 million drivers from the hassle of queuing and paying for both NBI and police clearances,” Recto said. In the meantime, the LTO and the two law enforcement agencies “should immediately forge interconnectivity so that those who shouldn’t be allowed to drive, like wanted persons for capital crimes and serial drunk drivers, will not be issued a license,” Recto said. Sa isang maikling orientation program ay tinalakay ni Business Permits and Licensing Officer Ditas Aguado Rivera ang mga repormang isinagawa sa kanilang opisina upang maging mas efficient at madali ang proseso ng issuance at renewal ng business permit. Isa sa mga binanggit niya ang automation bilang isang magandang innovation na ipinatupad sa BPLO. WE have just ended a liturgical year with the celebration of the Solemnity of the Christ the King. We are now beginning a new one with the season of Advent, the proximate preparation for the birth of Christ at Christmas. The immediate thought that comes to mind in this transition of the old and new liturgical years is that while we should have the mind of ending well and also beginning well, we should neither forget that this cycle of life is meant to catapult us to the eternal life where there will be no more changes of seasons and shifts of days and nights. We have to understand then that the season of Advent implies that we have to learn how to begin again very well. What is presumed is that we have a global picture of our life. We ought to know the different constitutive elements of our life here on earth as well as their relations among each other. We have to distinguish as well as relate the d i f f e r e n t dimensions of our life, like the material and the spiritual, the temporal and the eternal, the natural and the supernatural, the mundane and the sacred, the theory and the praxis, piety and morals, work and prayer, etc. With Advent, we are reminded that it is Christ who enables us to get this global picture, since he is the very pattern of God’s creation, and especially of us, as well as our savior after we messed up God’s original creation through our sin. Advent tries to arouse in us this longing for Christ who should not be just a historical character buried in the past. He is alive, for he is God who lives in eternity and thus is living even up to now. He is always a contemporary of everyone of us, irrespective of what era we pass through this world. In a world sunk in its own fantasy, all but locked out from God, its creator, there is a great need for us to recover our proper bearing and to restore the proper place of God in our life. Advent precisely gives us another opportunity to do readjustments in our life to conform ourselves more faithfully to our ultimate dignity as children of God. This God has revealed himself to us and remains with us through Christ in the Holy Spirit. It should not be difficult for us to meet, know and deal with him. If we do our part, we can readily see him, since on the part of God, everything is already given for us to enter into an intimate relation with him. The questions to ask ourselves are: Are we praying and making an effort to know him? Do we try to be familiar with God’s word, left in Sacred Scripture and taught authoritatively by the Church Magisterium? Do we avail of the sacraments which are the effective signs of grace and of Christ himself, especially in the Holy Eucharist? Or are we still indifferent to this need, still dominated by our laziness or doubts and skepticism, or worse, by some worldly ideologies that undermine our faith and piety and lead us to agnosticism and atheism? We have to understand Advent as a time for conversion, for growing in our knowledge and love for Christ. It’s not just one more season of the year, marked simply be decorating our places with Christmas ornaments. Advent gives us another beginning, another chance clean up the past and start new with a clean slate. What can help is to pay close attention to the prayers and readings of the liturgy of the season of Advent. There we can taste afresh the preparation of the coming of Christ, our Redeemer, the drama and the mysterious ways God uses to pursue his plan for our redemption. We should accompany Mary and Joseph in their involvement in the coming of Christ. They can actually show us how to prepare for Christ’s birth, especially spiritually, so that Christ too can be born in each one of us. Human as we are, we need to feel all these things. The spirit of Advent is not simply an intellectual, spiritual affair. It involves our whole humanity, down to our feelings, passions, instincts and senses. The expectation and longing so characteristic of Advent should be felt as much as possible, and made to trigger the appropriate actions. Advent should be an effective occasion to bring us back to God. When the world seems to be drifting away from him, Advent can start a new journey back to our Creator and Father, through Christ.|

Elusive justice, political accommodation and economic power

“WE are having difficulties fighting the moneyed Ampatuans.” This was a heart rending statement from Grace Morales – who lost her husband, Rossell, and her older sister, Marites Cablitas, in the Maguindanao massacre – as quoted in an inquirer.net special report Maguindanao massacre: Victims’ kin losing hope. And to think, Morales was even considered as better off because she has a job to support her three children. What about the others who lost the family’s breadwinner like Nancy de la Cruz who was left to care for five grandchildren by daughter Gina who was also killed in the infamous massacre? Reading the special report makes one doubt whether the elusive justice would ever be attained for the families of those killed in the Maguindanao massacre. President Aquino failed in his promise to the kin, would the next president promise the same and deliver? The Aquino administration might say that it is already up to the courts. But with the slow grind of justice in this country, especially if the accused is moneyed, is able to pay good, mercenary lawyers, and could exert a lot of financial and political influence, like the Ampatuan clan, then the chances of the aggrieved, if they could not match up to the influence of the accused, to achieve justice is almost nil. The Aquino government could not wash its hands off this. After all, it is not above influencing the justice system. Look at how it defied the Supreme Court decision on the Disbursement Acceleration Program, which practically rendered the decision of the highest court in the land declaring substantial aspects of the pork barrel fund inutile. Remember how it was able to use the Office of the Ombudsman and the Sandiganbayan, a special appellate collegial court, and the whole machinery of the government to weaken the

Binay family politically and financially by causing the suspension of Makati Mayor Jejomar Erwin Binay and the freezing of bank accounts amounting to P600 million ($13 million) of Vice President Jejomar Binay. If the Aquino administration really wanted to pursue justice for the victims and kin in the Maguindanao massacre, it could exert efforts to weaken the Ampatuan clan politically, militarily, and financially. What could prevent the Aquino administration from leaning on the Office of the Ombudsman, Sandiganbayan, the courts and the Department of the Interior and Local Government to run after the Ampatuan clan? But it chooses not to. The Ampatuan clan still has free use of its money and other resources to influence the proceedings of the court. It is purposely delaying the proceedings to cause demoralization among the ranks of the relatives and the witnesses. The clan is still able to use the remnants of its private army to cause fear among and actually kill witnesses. And it is able to use its political clout to get accommodations from traditional political parties. In an interview by inquirer.net, Maguindanao Gov. Esmael Mangudadatu, whose wife and sister were also killed in the massacre, said the Ampatuans still have considerable influence in 17 of the 36 towns of Maguindanao. That is still enough to get political accommodation from the administration and even the traditional opposition parties. Sajid Islam Uy Ampatuan, youngest son of Andal Sr., was released on bail and is running for mayor of Shariff Aguak, the traditional bailiwick of the clan, under the United Nationalist Alliance (UNA) of Vice President Jejomar Binay. His wife is running for reelection in another town Shariff Saydona Mustapha.

Census leaves out PWDs, angers disability council  JAKE SORIANO VERA Files DESCRIBED as a “complete enumeration” of the entire Philippine population, the 2015 Census has ignored crucial data on a significant sector: persons with disabilities (PWD). The exclusion of questions on disability in the August census does not only leave out a group already lamenting its invisibility in society, but it could also have consequences for the country’s overall development agenda. “It’s an outright denial of the rights of persons with disabilities to be counted,” said a fuming Carmen Zubiaga, National Council on Disability Affairs (NCDA) Acting Executive Director. On Thursday, leaders of the Asia Pacific Economic Cooperation (APEC) who met in Manila included PWDs in their declaration, saying they “recognize the significance of enabling the full participation of all sectors and segments of our society.” PWDs are mentioned thrice in the 2015 declaration, which capped the recently concluded APEC Economic Leaders Meeting (AELM). “I am personally so disappointed with the Philippine Statistics Authority (PSA) for not consulting (PWDs) or even NCDA for the 2015 census,” Zubiaga said in an email to VERA Files. Sought for comment, PSA only said, “(The) main objective of the 2015 Census of Population (POPCEN 2015) is to update the population count. Question on disability will be included in the 2020 Census of Population and Housing (2020 CPH).” Yet, this runs counter to what the PSA itself says on its website as the main goal of the exercise: not to simply count the population but to provide useful data. “The POPCEN 2015 aims to provide government executives, policy and decision makers, and planners with population data, especially updated population counts of all barangays in the country, on which

POPE Francis expressed his “deep sorrow for the terrorist attacks that bloodied France, late on Friday, causing many casualties.” He condemned the massacre as an “unspeakable affront to human dignity”. Everyone was shocked with the series of terrorist attacks in Paris, France in November 2015, Friday the 13th. It was an unexpected tragedy when everyone was set to enjoy Friday night after a long week’s hard work. As expected from terrorists, they would go on sneak attacks in crowded places, where the most number of people are. As what happened, multiple shootings and grenade attacks occurred on that Friday night. Targeted were a concert hall, a sports stadium and a restaurant. French President, Francois Gerard Georges Hollande, who was watching the football game between France and Germany nearby, was immediately evacuated from the stadium. Dozens were killed during the Eagles of Death Metal concert inside the Bataclan concert hall and as of presstime, there are 129 casualties, 350 injured, and still counting. Eagles of Death Metal are known for freespirited garage rock and raunchy humor but are not generally known for politics. Three suspected Islamic extremists opened fire as the band performed at the Bataclan concert hall, killing 89 people before dying from their suicide vests. President Hollande named the Paris attacks an “act of war” by the “Islamic State”. Days after the carnage, ISIS (Iraq-Syria Islamic States) claimed responsibility. It is a jihadist militant group in Iraq and Syria influenced by the Wahhabi Movement. Abdelhamid Abaaoud, the presumed mastermind of the devastating attacks in Paris, was killed less than a week after the massacre. He was said to be so slippery that he could move undetected between Syria and Belgium, his home country. Explosions and gunfire rang out as French police stormed a building in the Paris suburb of Saint-Denis where Abaaoud was believed to be hiding. Authorities said a woman blew herself up and a man was killed. French authorities identified Abaaoud as the son of Moroccan immigrants who grew up in the Belgian capital’s multiethnic Molenbeek. Hours after the bloodbath, French authorities closed all its borders; some European countries followed suit. It was believed that some ISIS came with the refugees who flocked to Europe. It was then they took noticed that most of the refugees are male and young adults with good physiques. The ISIS announced that their next targets are the United States, United Kingdom, and even the Vatican. Let this unthinkable barbaric act be stopped. Let us pray that the perpetrators of these killings be enlightened and be enveloped with the merciful intercession of our Blessed Mother. In the following weeks, the Holy Doors of the other Papal Basilicas will be opened. On the same Sunday, I will announce that in every local Church, at the cathedral – the mother church of the faithful in any particular area – or, alternatively, at the co-cathedral or another church of special significance, a Door of Mercy will be opened for the duration of the Holy Year. At the discretion of the local ordinary, a similar door may be opened at any Shrine frequented by large groups of pilgrims, since visits to these holy sites are so often grace-filled moments, as people discover a path to conversion.” Pope Francis will open the Holy Door on the 50th anniversary of the closing of the Second Vatican Ecumenical Council. The Jubilee year will close with the liturgical Solemnity of Christ the King on Nov. 20, 2016. “As the Holy Door is sealed, we shall be filled with a sense of gratitude and thanksgiving to the Most Holy Trinity for having granted us an extraordinary time of grace.”|

Disability was highest among Filipinos aged 5 to 19 years. The total number of PWDs based on the 2010 census showed an increase from the 942,098 PWDs counted during the 2000 census. The 1995 census had an even lower number of PWDs at 919,292. Results of the 2015 census will see a staggered release starting the last quarter of 2016. Whether PSA did the census right or not, Zubiaga said, “The only thing that matters is the inclusion of disability in all national initiatives.” “We also want to remind PSA that they have to declare how they spent their budget on disability based on Section 34 of the General Appropriations Act,” she said. Elusive justice, political accommodation and economic power

operating under the UN Statistical Commission, has developed a set of six questions which can be included in national censuses and surveys to collect data on PWDs. The questions ask if a person has difficulty seeing, even if wearing glasses; difficulty hearing, even if using a hearing aid; difficulty walking or climbing steps; difficulty remembering or concentrating; difficulty with self-care such as washing all over or dressing; and difficulty communicating, for example understanding or being understood, using his or her usual or customary language. These questions are intended make data internationally comparable. The Philippines is not among the countries listed by the CRPD Secretariat as having included Washington Group questions in their last census. Southeast Asian neighbors that have done so include Indonesia (2010), Timor-Leste (2010) and Vietnam (2009). Disability questions, however, have been included in previous censuses in the country. Results of the 2010 census show that of the 92.1 million household population, 1.57 percent or some 1.4 million persons had disability. Calabarzon had the highest number of PWDs (193,000) followed by the National Capital Region (167,000). The region with the

If the Aquino administration really wanted to pursue justice in the Maguindanao massacre, it should do more than just declare that it wanted justice to be had before its term expires. After all, the administration had made a lot of promises and declarations it never did in practice. It should exercise its will and authority in breaking the political, military, and
