Nitong nakaraang linggo, pormal nang ipinagharap ng sakdal sa Provincial Prosecutor’s Office sa kasong murder si Oliver Bukid y Lopez. SI Bukid ang itinuturing na pangunahing suspek sa pagpatay kay Punumbarangay Jacinto Gardiola y Casanova, 54 anyos, ng Barangay 2, sa bayang ito noong Marso 2, ganap na ika-6:20 ng umaga. Nakatayo noon si Gardiola sa harap ng isnag car wash sa Barangay 1 sa naturang bayan nang isang lalaking sakay ng isang motorsiklo ang sumulpot mula sa likuran at kaagad pinaputukan ang biktima. Nakapanlaban naman ang
biktima at nagawa pang barilin at mapatay ang kaniyang assailant na nakilalang si Pedro Magracia, ngunit nakatakas naman ang kasama nito. Sinabi ni Senior Superintendent Arcadio Ronquillo, Batangas police director, na ang naturang pagpatay kay Gardiola ay marapat lamang na ikonsiderang isang election-related incident (ERI). 6000 puno naitanim katumbas ng batang isinilang sa Tanauan City
UMABOT na sa mahigit 6,000 puno ang naitanim at ngayoy lumalago sa Lunsod ng Tanauan katumbas ng bawat batang isinilang sa loob lamang ng nakalipas na isang taon. Ito ang nabatid sa Local Civil Registrar’s Office na siyang pangunahing ahensya na nagpapatupad ng City Ordinance No. 2014-17 na mas kilala bilang “A Tree For Every Newborn Baby”. Batay sa datos ng LCR, may 4,989 sanggol ang isinilang mula Pebrero 1, 2015 hanggang Disyembre 31, 2015 kaya’t ganoong bilang din ang punong naitanim sa lunsod. Nitong kalaghatian ng Pebrero 2016, pumalo na sa 730 sanggol ang ipinapanganak simula ng pumasok ang taong 2016 na katumbas rin ng ganung bilang ng punong itinanim. Sa talaan ng “Local Civil Registrar”, humigit kumulang sa labinlimang (15) bata ang ipinaparehistro araw-araw. Ganun din ang bilang ng punong
itatanim araw-araw sa lupang nasasakupan ng Tanauan. Bilang pagtugon sa kinakaharap na suliranin ng pagkaubos ng mga punongkahoy at pagtindi ng mga kalamidad na dumarating sa ating bansa, minarapat ng Sangguniang Panlunsod ng Tanauan na magpasa ng isang ordinasa na maguutos na magtanim ng isang puno para sa bawat sanggol na ipapanganak sa lunsod. Pinasinayaan ang pagpapatupad ng City Ordinance No. 2014-17 noong Setyembre 5, 2014 kung saan naging Panauhing Pandangal si Provincial Environment and Natural Resouces Officer Forester Elmer Bascos. Fallorina, AFP, who until Monday was Deputy Chief of Staff of Armed Forces of the Philippines, assumes office as the new Commanding General of the Philippine Air Force, before noon Wednesday, here as witnessed by President Benigno S. Aquino 3rd. Prior to his current position, Fallo-rina was Comptroller and Resource Manager at the Office of the Deputy Chief of Staff for Comptrollership, J-6 in 1994; was Chief of AFP Educational Benefits Systems Office in 2000; was the Air Force Internal Auditor in 2006; was
the Chief of Air Force Resource Management Office in 2007; and was Chief of Air Staff of the Philippine Air Force in 2003. Fallorina was also designated as Squadron Commander of 206th Tactical Helicopter Squadron in 2002; was Group Commander of 450th Maintenance and Supply Group in 2003; was Group Commander of Tactical Operation Group, Saga-Saga in 2004; and was Wing Commander of 520th Air Base Wing in 2011. In 2012, Fallorina served as Deputy Commander of 3rd Air Division, commander of 1st Air
Division the year after, and was Vice Commander of the PAF in 2014. In his almost 3 decades of dedicated service, he was accorded awards and recommendations being the recipient of three Distinguished Service Stars, the Distinguished Aviation Cross, the Silver Medal Wing and numerous Military Merit Awards. It will not only take away the natures of Lobo, but will affect our Verde Island Passage. We are also against Coal-Fired Power Plants. We have lots of power plants in the province. We only

DEMOCRACY, of course, is the best form of government because it allows the people to have a voice expressing how they ought to be governed. Yes, while the Church traditionally maintains that no form of government is imposed on man by God, it somehow values the democratic system precisely because “it ensures the participation of citizens in making political choices, guarantees to the governed the possibility both of electing and holding accountable those who govern them, and of replacing them through peaceful means when appropriate.” This was expressed explicitly in St. John Paul II’s 1991 encyclical “Centesimus annus” (46) that also went on to say that the Church “cannot encourage the formation of narrow ruling groups which usurp the power of the State for individual interests or for ideological ends.” As to the requirements for democracy to work properly, it articulated the following conditions: “Authentic democracy is possible only in a State ruled by law, and on the basis of a correct conception of the human person.” “It requires that the necessary condition be present for, the advancement both of the individual through education and formation in the true ideals, and of the ‘subjectivity’ of society through the creation of structures of participation and shared responsibility.” We need to go through these words slowly to understand them well and discern the many practical implications they contain. Nowadays, these implications are important because some sectors are distorting the true face of democracy. Among the more notorious misconceptions brought about by the misreading of the implications of democracy is that democracy should be completely devoid of any religious favoritism, or that religion or God should have no part in it, or that because of the so-called Church-state separation, democracy should avoid religious issues and stand completely neutral. Right from the beginning, such understanding of democracy is already wrong, for how can it be democratic if the religious sentiments of the people or of some people at least, are silenced, when they feel that their religious beliefs should be respected in the way they are governed? Of course, in a democracy, those who have no religion, who are nonbelievers, also have a voice and they deserve to be heard. But we should not silence those who would like to voice out their religious sentiments and beliefs when they feel these are relevant in the way a society is government. We have to understand democracy as a means not an end, a forum or an arena where all the opinions, preferences, and even beliefs and faiths of the people are given due attention hopefully in civil dialogues and exchanges. This implication of democracy is somehow highlighted these days when a candidate, who is supposed to be Catholic, openly goes against Catholic teaching on same-sex marriage because, according to the candidate, in a democracy “we should not favor any religion.” While it’s true that we should not favor any religion, we expect candidates to be true and faithful to their religious beliefs or, at least, their religious affiliation, and defend them in a democratic way when issues touching on their beliefs come their way. Democracy should not be an excuse for them to betray their religious beliefs just because it may be the more practical, convenient or popular thing to do. Such betrayal can only mean that the candidate is only Catholic by name, or is one who claims that it is also Catholic to betray one’s Catholic beliefs, an absurdity that is somehow also gaining traction these days. Of course, there can be other possible ways to describe this phenomenon. One could be merely a coward not to stand up for his faith, or he is simply Machiavellian willing to sacrifice some eternal truths or the long-held sacred traditions of the people, etc, just to pander on a passing popular sentiment and thereby gain power, wealth, popularity. Or one could simply be so blinded by some distorted sense of loyalty to a candidate or to an ideology, etc., that he is willing to go against his religion when certain aspects of that religion become a contentious and unpopular part of a political issue. In a democracy, every participant is expected to be clear about his positions, his views, and preferences, and enter into some dialogue and exchange with civility, willing to listen to others, including those with the opposite views while articulating and defending his in a civil manner. Part of a healthy democracy is to be humble enough to modify one’s position when more inputs get to be known, and to graciously accept, at least for the meantime, a setback even if the struggle to push undeniable religious truths continues.|

BALIKAS’ coming of age @ 20! A NEWSPAPER is a necessary, if not an indispensable, part of community life. Aside from being a traditional source of information and varied views, it also tries to be a catalyst and endeavors hard to earn its unenviable role of being the collective conscience of the many. Beyond the headlines and the catchy stories, mostly featuring the usual news sources like public officials, mainstream society and the famous, a community press must aspire to give context to the day to day lives of the ordinary, the common man, the neighborhood. It must depict and tell the common place narratives of life that most often escape the attention of the mainstream. It must capture those fleeting moments of the day to day and freeze them for eternity in written prose. In so doing, it inspires, it cajoles, it immortalizes — it gives meaning to the usual vagaries of ordinary life. Truly, newspapers contain the first rough drafts of history. Such is the challenge facing a community newspaper, like Pahayagang BALIKAS, as it marks

its 20th year of publication today. Having survived this long, it must have earned its rightful place as a regular fixture of the Batangas community in that part of the country. We at the Philippine Press Institute takes pride in claiming to have a modest niche in the newspaper’s life, being PPI’s solo member in that region fora decade now, almost half of its lifetime. That Publisher Joenald Medina Rayos is now incumbent PPI regional trustee makes us doubly proud to be part of Pahayagang BALIKAS’ milestone. Just like an adolescent, having transitioned from its teen years to the adult life of 20, we can now say that BALIKAS has truly come of age. 5 concerns facing professional women today Seizing suspected Nokor ship reckless & provocative WOMEN are mothers, sisters, daughters, wives, supporters, even a shoulder to cry on. Yet women still earn less than their male counterparts. In my field, women comprise maybe 12 percent of all financial advisers. Women need to feel there is a support group, a sisterhood, they can go to for help. And that is why it is important for us to celebrate this special day, International Women’s Day. Motherhood is one of the most important roles a woman can have. But it can be an isolating role ina society where most women work. We need to celebrate all aspects of womanhood. We need to support the women who are pursuing careers, and those who choose to have children and take a break from their careers, and those who decide to do both. I see five fundamental concerns most professional women face today. I have found Rotary has something to offer in each. Family The burden of raising a family still falls primary on women. We need an extended network. For me, Rotary was that network. As I became active on more committees, one of the things I wanted to do was have my Rotary friends visit my home, so I did a lot of committee meetings at my house. They became potlucks. I wanted my daughters to meet my Rotary friends and see them like family. It became that to the point where my daughters can pick up the phone and call any of quite a few of my Rotary friends and feel just like family. Finances Many young professional women are saddled with college debt. And salaries don’t pay for everything. Rotary has given me a platform to empower young women to overcome their fears and take control of their finances. I teach them to not focus on the dollars and
cents, but to focus on their goals. If you focus on what you want to do, it will happen. Rotary is a place where you can safely reach out and get help. Career Most women now work outside the home. At their jobs, they are trying to envision how to climb the corporate ladder. Mentoring is a huge benefit Rotary provides. A lot of young people come to me for help, and not just financial. I find that I can always refer them to a Rotary friend in their line of work who can help. Health Happiness is a key ingredient of health, which is an essential component of a balanced life. Happiness flows from being with friends, giving back to the community, and being allowed to be creative. In Rotary, this means coming up with projects, working with your friends to see how you can help others. All of this contributes tremendously to my happiness and as a result I find the energy to exercise, take care of myself, and find time to help others. Future planning The biggest concern of many women is what is going to happen to them in their retirement years. The statistics say many women will live 30 years beyond work, and many will outlive their partners. Women tend to think of everybody else first. But it is vital for women to begin putting aside money for themselves. What are you going to do with yourself after your career? What kind of lifestyle do you want? This is where Rotary can play a huge role. I have invited quite a number of my retired friends to join Rotary, and it has become the main source of their happiness and community. It is an outlet that lets them feel like they are contributors.|

When elections border on the absurd PHILIPPINE elections have always been a sideshow: with politicians acting like clowns with their dancing, singing, and trying hard to be funny or to identify themselves with the common people with their antics. And of course, there is the usual declaration of love for the people and the issuance of vague promises. But the magic comes after elections when they make the people’s money disappear. However, to see such spectacle in US elections is quite a new thing. US elections have impressed the world as something quite serious and boring. For the November 2016 US elections, to have a joke of a candidate like Donald Trump, who political observers viewed initially as a nuisance candidate and was not supposed to make it very far in the primaries, has been quite a novelty. It was only supposed to add comic relief to the US electoral process. But Trump’s strong showing in the Republican primaries has baffled political pundits and has been a cause for alarm even among mainstream Republicans, as well as other nations who have been the subject of his xenophobic attacks. Trump’s candidacy has brought Americans to the point of laughter, then surprise and now alarm. So how and why did Trump’s candidacy last this far and is now even on the brink of bagging the much sought after position of official candidate? For sure the reason for this is neither his outrageous hairstyle nor his inane, absurd comments that borders on the dark comedic tragedy. His strong showing is a manifestation of the desperation of the American people and their impatience over the vague promises of politicians, which later turn out to be a burden to the American people anyway. Trump offers a relief from the burden of the crisis and from the wars, no matter how absurd it is, by closing US borders, legalizing torture, and killing the perceived enemies of the US with more vigor. Trump provides clearcut answers on what he intends to do and not vague references that meant just more of the same policy directions. Trump is without doubt xenophobic, bellicose, and a fascist. And we should be alarmed not only because he has chances of winning the US presidential elections but more so because his being so is becoming attractive to a substantial number of US voters. Desperation leads people to do extreme measures such as voting for Trump whose ideas are very extreme right. This is the same feeling of desperation that is driving
a substantial number of Filipinos to prefer candidates who offer swift solutions to the crisis, poverty, corruption and criminality such as the dictator’s son Ferdinand “Bongbong” Marcos Jr. and the brand of “kill all” politics that Rodrigo Duterte represents. Duterte has been spewing expletives and has been threatening to kill all who would go against his will but he has been promising to solve corruption and criminality in six months. What is alarming over the voter preferences that Bongbong Marcos has been getting is not so much that it is because the youth now do not know about what really happened during Martial Law that is why they are inclined to vote for him. What is more alarming is the fact that a substantial number of voters are inclined to vote for him because they believe that a declaration of martial law could solve the country’s problems, and that the Marcos dictatorship saved the country from economic ruin, corruption, criminality and divisive elite politics. A substantial number of Filipinos are desperate and are leaning toward extreme measures. To counter Trump, Americans should be educated that there exists another choice besides the rightist politics and neoliberal policy direction of mainstream US politicians and the extreme right politics and policy direction of Trump. But that alternative would not arise from the current crop of candidates for US president; it would result from their direct, collective political action. To counter Marcos and the wrong notions about Martial Law and the Marcos dictatorship, it is not enough to educate the youth about what really happened during those dark years in the nation’s history. The Filipino people should be educated that there is an alternative besides the subservient politics and neoliberal economics of most mainstream political candidates who have been promising to solve corruption, poverty, the crisis, joblessness, and criminality by essentially merely repeating the policy directions of previous administrations. But that alternative would likewise emanate and result from the peoples’ direct, collective political action. And it should not merely be a repeat of People Power 1 and 2. This time, the people should have a say in the political, economic, social and cultural policy directions and programs of the government that the people themselves, and not the Philippine Constitution, would install. I ALMOST fell off from my seat when I read the Sunday newspapers reporting that a SUSPECTED (caps to highlight) North Korean cargo vessel “Jin Teng” docked in Subic port delivering palm kernel for farm animal feeds was impounded as part of the United Nations asset freeze sanction against volatile North Korea for its missile program in defiance of UN rules. Wow! The Philippines is the first to immediately act within hours of the release of the sanction orders. We are now the first to show bold moves and be internationally compliant. Well and good? WRONG! If you ask me, this is another reckless and provocative move and whoever ordered and sanctioned this must be exposed and held responsible for the consequences of this “kneejerk reaction”. I read closely the Philippine Daily Inquirer report which said that the ownership of the said vessel is not even clear yet whether it is North Korean or not. Our Coast Guard officially found that the ship’s papers showed that it was a Sierra Leone-flagged vessel owned by a company based in the British Virgin Islands. It is registered under the name of Golden Soar Development whose address is in Hongkong’s Tsim Sha Tsiu tourist district. Philippine government merely followed the alleged UN list and without the Philippine government doing due diligence to first verify the ownership. If further verifications showed this is indeed North Korean, then by all means. We all know this is a difficult and long process with the usual layering of documents, flagging and situs of registrations. But at this time, this is premature; definitely not at this stage when we have not even done the most basic step of verification. This is grossly reckless! And if we cannot eventually pin this down as a North Korean vessel, we will all be red in the face: an international embarrassment! I visited South Korea exactly one year ago. I went to the so-called “38th parallel”, that great divide that separates the two still warring Koreas and where North and South Korean soldiers face each other eyeball-to-eyeball everyday up to now hoping no one pulls the trigger first. There had been stories from those who escaped who told us about the North, of how repressive and harsh life and how volatile and juvenile the young KIM JONG-UN, the Korean leader had been. He deserves to be internationally sanctioned. But we must show to the world that we also do due diligence. I worked in Malacanang for many years. It is unpardonable to act this aggressively on such an internationally sensitive move without first the cabinet security cluster meeting (or its equivalent now) and weighing options before a decision is made. Or was there one that we do not know of? Then let it be known publicly. This is also recklessly provocative. Let’s not all be surprised if the next rocket launch by Pyongyang will be directed at our shores. Anyway, they are just test launchings! Then we can send our outriggers and bancas to battle!|
Why not? THE noise barrage of the coming election in the Philippines becomes a mere hullaballoo; so annoying that most of the people mask themselves to being either higher than the Supreme Court or an expert of political principles. I defer to detest. After all the flimsy assumptions, battles of "we said, they said" and baseless conjectures, the voice that we all waited to hear, has already been heard. The decision is in favor of Poe. And, why not? The Supreme Court’s power of judicial review, which is explicitly provided by the Constitution, is our chief legal instrument in the system of checks and balances. The power to interpret the laws is only vested on its majesty. The Supereme Court has already spoken. Who else would you want to hear? Above all of us, the Superme court knows best. I vow with and bow to the majesty of the constitution. I do the same to the trusted ones who are given the power to interpret the law. Who am I to not respect their decision? If you do not like Grace Poe to win, do not vote for her but do not question her ambition to run for President. Like you, she has all the right to aim for a position. While, you only aim to disqualify her. If you want her to be disqualified, why not? However, according to Supreme Court of the land, she is qualified. (Mt. 25:40) [Full text of the Pastoral Exhortation on the Pastoral Care and Protection of Minors] Last Part of 2-Part Series WHAT is often taken for a doctrinal pronouncement is actually a very practical guide – an indispensable first step in the prevention of child abuse. “The fruitfulness of the conjugal love extends to the fruits of the moral, spiritual and supernatural life that parents hand on to their children by education. Parents are the principal and first educators of their children. In this sense the fundamental task of marriage and family is to be at the service of life.” Where spouses live the reality of the sacrament of matrimony and cooperate with the grace of that same sacrament, they are enabled to provide their children with that kind of education that awakens in them the realization that while dangers that befall them may come from causes external to them – such as the malice of others – they may come as well from bad habits acquired, dangerous inclinations carelessly cultivated, deleterious and unhelpful company forged and kept. Clerical Abuse In an address to the International Catholic Church Bureau, made available to the public in its entirety by Vatican Radio, Pope Francis articulated the sentiments of the Church on the sad fact of abuses committed by members of the clergy. “I feel compelled to personally take on all the evil which some priests, quite a few in number, obviously not compared to the number of all the priests, to personally ask for forgiveness for the damage they have done for having sexually abused children. The Church is aware of this damage, it is personal, moral damage carried out by men of the Church, and we will not take one step backward with regards to how we will deal with this problem, and the sanctions that must be imposed. On the contrary, we have to be even stronger. Because you cannot interfere with children…” Clearly, the victims of abusive members of the clergy need all the compassion, the solicitude and the care of all of us in the Church. Molestation and exploitation by members of the clergy has done them so grievous a wrong. The local church in the Philippines will solicitously attend to the needs of victims of clerical abuse, and it has done so already in many ways. More needs to be done by way, particularly, of institutionalizing the assistance given victimized children. On July 7, 2014, Pope Francis celebrated the Eucharist with some victims of clerical abuse in the chapel of the Domus Sanctae Marthae. There, he uttered what we, your bishops, now echo: “Sins of clerical sexual abuse against minors have a toxic effect on faith and hope in God. Some of you have held fast to faith, while for others the experience of betrayal and abandonment has led to a weakening of faith in God. Your presence here speaks of the miracle of hope, which prevails against the deepest darkness. Surely it is a sign of God’s mercy that today we have this opportunity to encounter one another, to adore God, to look in one another’s eyes and seek the grace of reconciliation.” As to the relation–and the difference– between civil and canonical procedures in dealing with allegations of child abuse, the Holy See, in a letter to the Government of the Republic of Ireland, explained: “The sexual abuse of children is a crime. It is a crime in civil law; it is a crime in canon law. Sexual abuse perpetrated by clerics has two distinct aspects. The first is concerned with the civil and criminal responsibility of individuals, and this, being a matter for the civil authorities, is regulated by the laws of the State where the crime is committed. As has already been stated, all citizens, including members of the Church, are subject and accountable to these laws. It is the State’s responsibility to legislate in order to protect the common good and adopt measures to deal effectively with those who infringe its laws. The State has the
duty to investigate allegations of crime, to ensure due process and the presumption of innocence until guilt is proven and to punish wrongdoers, without favor or distinction, in accordance with the principles of justice and equity. The second aspect is religious in nature and as such comes under the internal responsibility of the Church, which, in this regard, applies her own legal or canonical system. Divine laws are binding on all, and positive ecclesiastical laws are binding on all those who “were baptized in the Catholic Church or received into it, and who have a sufficient use of reason and, unless the law expressly provides otherwise, who have completed their seventh year of age” (Code of Canon Law, canon 11). It is evident that the Church, in accordance with her own nature and internal organization, has the duty to punish wrongdoers for the grave and grievous damage done to the community of the Church. With regard to those areas of responsibility for which the Church has competence, her canonical system stipulates the norms, procedures and penalties which the relevant Church authority is to apply, without interference from any outside body. When cases arise of child sexual abuse committed by clerics or by religious or lay people who function in ecclesiastical structures, Church authorities are to cooperate with those of the State, and are not to impede the legitimate path of civil justice.” We cannot pass over in silence, however, the theme of forgiveness for priests who have erred. They should never be allowed to molest children again, they must not be given the chance and the opportunity to do so, and they must do what the law exacts of them. But they cannot be excluded from the mercy of which the Church is the sign and the sacrament for all. Christ calls his priests in the full knowledge of their frailties. He has not called angels to minister to men and women; he has, instead, called men apart, weighed down by their own infirmities, to attend to others who, like themselves, are wounded by sin. Of pardon, the famous French religious philosopher, Paul Ricoeur, has very instructive insights: “Pardon is a kind of healing of memory, the end of mourning. Delivered from the weight of debts, memory is freed for greater projects. Pardon gives memory a future…As the horizon of the sequence sanction-rehabilitationpardon, pardon constitutes a permanent reminder that justice is the justice of human beings and that it must not set itself up as the final judgment.” We come full circle then when the indictment of the offender, the appropriate action against him, the atonement and the satisfaction lead to the healing both of a wounded child, a wounded church and a wounded offender! But the Church has also been unjustly wronged, for the faults of a few have cast a pall of suspicion on the many who remain true to the promises of their Ordination and zealous in the ministry. Priests have been unjustly slurred as predators in a most unjust form of generalization. What is so often conveniently forgotten is the fact that, throughout history and throughout the world, among the foremost defenders of children and advocates of their rights have been priests. They too have led in the field of the education and the schooling of children and of the young. Our Sins of Commission and Omission In recognizing the sin, we discern, in docility to the Spirit, how we are to make amends and do better in the future. At the top of the list of sins of commission are crimes of sexual abuse and molestation in various forms and degrees. Among these, we must include different forms of sexual harassment that include coarse, indecent and offensive language that create a hostile environment for the child. As grievous is the cruelty that takes the
form of physical and psychological abuse. While some would have us draw a distinction between acts of physical violence that inflict serious harm from those that do not, there is no justification for an ordained minister ever to lay his hands abusively on a child nor is there ever really a reason to hurt a child’s feelings by harsh, unkind and “unpriestly” words! Then, there are also those children we exploit in different forms of work situations, especially when we have among our “convent boys” and “sacristans” or altar servers, children who labor long and difficult hours at our service and are paid a pittance if any at all, badly nourished and ill-clothed. Among our sins of omission we must count as most serious, failing to pay heed to complaints of abusive conduct by members of the clergy, and our failure to act decisively against the errant and protectively towards their victims. Equally serious has been the practice of many to deny the sacraments, including the Sacraments of Initiation, to those children who, through no fault of theirs, are born to irregular if not immoral unions. We have also lagged in sustained efforts at the proper Catholic education of children, especially in public schools, usually resting content with a token number of catechists handling big classes, one day a week! Finally, we have failed to include children in the life of the Church. Our parish activities are for adults and so are our liturgies! After the foregoing reflections, we must be resolute about what to do. Pastoral Guidelines and Norms: 1. The current canonical and disciplinary provisions both for the universal church and for the church in the Philippines remain in place and demand strictest compliance. Bishops will not pre-empt investigations by declaring innocence or pronouncing exoneration until after a thorough, impartial and credible evaluation of facts as established by competent evidence. 2. No priest who is under preliminary investigation by the authorities of State for offenses having to do with child abuse, such as sexual harassment, the violation of Republic Act No. 7610 and other crimes either punished by the Revised Penal Code or defined and penalized by special laws shall be allowed to leave the diocese. The bishop, rather, shall take him under his supervision in the bishop’s residence to guarantee his availability for the process of investigation. The same rule applies in respect to priests already facing trial. The dioceses will respect the decision of the parents, relatives or relevant state agencies whether to prosecute or not before the organs and institu-tions of State, but bishops are not excused from communicating the case to the Congregation for the Doctrine of the Faith when their dioceses or religious institutes come, through established canonical processes, into possession of reliable information on clerical misconduct of this kind. 3. Child-victims of clerical abuse are to be attended to, the bishop seeing to the medical, psychological and spiritual care that they need. Claims for financial assistance, damages or indemnity should await the proper disposition of the courts. Both for the protection of the child-victim and the good name of the priest whose guilt has not yet been established, access to complaints, depositions, declarations and other documents in canonical proceedings – whether administrative or judicial – is limited to the parties and to their advocates or counsel as well as to the church officials tasked with the investigation and disposition of the case. Records of proceedings before the organs of State remain subject to the provisions of the laws of the Republic and the relevant administrative rules. 4. The pendency of criminal action against a priest shall not prejudice appropriate canonical processes against him. Exoneration before the organs and agencies of State does not dispense the bishop from conducting a thorough investigation of allegations and, either through administrative or judicial proceedings, meting out the appropriate penalty, when warranted on the erring priest. In like manner, a resolution
or judgment of civil forums dismissing or acquitting a member of the clergy shall not preclude a complementary and separate investigation through the appropriate ecclesiastical forum for the purposes of addressing church discipline, undertaken with full canonical respect for the office and the rights that a priest may enjoy. At the same time, the bishop shall see that the priest receives appropriate spiritual guidance and that he receives the benefit of legal representation and counsel. 5. In no case should an attempt be made to settle amicably or by compromise criminal cases involving child abuse filed against priests. On the other hand, if after prudent and diligent inquiry, the bishop is convinced, having obtained counsel from both civil and canon law experts, that the charges against a priest are spurious or maliciously trumped up, the bishop should do everything allowed by law for the protection of the good name of the priest. 6. The prohibitions found in Republic Act No. 7610 apply to priests as well and to children in their “conventos” or rectories or residences. Only adults should be employed as kasambahays, laborers and handypersons in parishes and rectories. Children whose schooling is paid for by priests should not live in the rectories and residences of priests, nor should their priest-benefactors require of them their company except when there are other adults with them. Bishops are therefore encouraged to include, among the items of their pastoral visit, a “personnel audit” to determine whether or not a priest has any children in his employ and if any live with him in his residence. 7. Children in all Catholic schools are to be given express and adequate instruction by properly trained and oriented teachers on what behavior to accept from adults and what to reject. They should be taught the ways of courtesy and respect, but they should also be instructed on how to reject and thwart inappropriate advances. We however reprove in the strongest possible terms that kind of “orientation” that results in “suggesting” to children that they have been victims of abuse, contrary to fact and to reality. This is certainly malicious and unconscionable. 8. In all dioceses, the team consisting of civil and canon law experts constituted by the CBCP to familiarize priests with the laws and canons that have to do particularly with behavior and comportment towards children is to be invited and to be given ample opportunity, hindered by none, and enjoying the full support of the bishop, to provide priests with useful instruction. 9. In seminaries and houses of formation, those who have engaged in the exploitation of others or who have physically abused classmates or juniors should not be promoted, much less admitted for candidacy to Holy Orders. The psychological tests administered, while not necessarily binding on priests in charge of formation, should nevertheless be given serious heed, but these tests must themselves be acceptable by scientific and academic standards. The CBCP herewith reiterates the rule that laicized priests or those suffering from canonical penalties should not be allowed to participate in the formation of seminarians. 10. When the apostolate for children and the involvement of children in the life of the parish is planned, parish priests and parochial vicars will do well to include children, especially of a more mature age, to participate in planning, as well as their parents. In these meetings it will be most helpful to learn from the children and from the parents the treatment of children that the children and their parents themselves deem acceptable, proper and appropriate. While even the remote opportunity for abuse and exploitation is to be shunned, these measures of caution should not diminish in any manner the ardor of priests for the solicitude, care and concern for children. BUSINESS Country’s largest solar farm rises in Batangas CALATAGAN, Batangas – ON his second weekly tour of Batangas, President Benigno S. Aquino 3rd is set to inaugurate here on Wednesday the largest solar facility completed in the Philippines to date. Solar Philippines—a renewable energy firm led by 22-year-old entrepreneur Leandro Leviste— developed, financed and constructed this solar farm at a cost of $120 million (P5.7 billion) that span across the idle farms at the boundary of Calatagan, Lian and Balayan at the ffot of Mount San Piro in western Batangas. Located about 10 minutes drive from the popular beach resorts of Calatagan in Balayan and Pagapas Bays, the sea of metalloid panels scattered in the 160-hectare farm is designed to produce 63.3-megawatt of electricity for the Luzon grid. With over three decades of operation, Calatagan Solar Farm is expected to offset over 1 million tons of carbon dioxide, equivalent to planting over 5 million trees. Now that this farm has been switched on,
it is expected to continue to employ at least 100 people and boost the economy of Batangas. The farm has actually started generating power weeks before the March 15 government deadline to build capacity to obtain fiscal incentives under the country’s feedin-tariff regime. The majority of the cost was funded by Philippine Business Bank (PBB), the banking arm of the ZestO group led by business magnate Alfredo Yao, Leviste said. Other banks that supported the project were Banco de Oro, China Bank and Bank of Commerce. “We owe this success to banks like PBB, who support SMEs (small and medium enterprises) in emerging industries as partners more than just as financial institutions,” Leviste said. “We look forward to extend these partnerships into future projects.” Leviste said he expected this farm to break even in eight years. With solar energy, the Department of Energy has set a new solar
feed-in-tariff rate of P8.69 per kilowatt effective until March 16— applicable to the next 71 MW to 500 MW of capacity built. The installation target for solar energy under this feed-in-tariff regime was capped at 500 MW until March 15. “We’re charging ahead at full speed on our next batch of projects, even without a next round of feedin-tariff, because by making solar cost competitive, we can grow the market beyond subsidies and supply the entire demand of the Philippines,” Leviste said. At the groundbreaking of the facility last year, Leviste took the occasion to issue a call to action to other landowners: “This is the year to convert unproductive lands into solar farms. What we have done to the rooftops of malls and factories, we shall do for solar farms, and we welcome all willing partners to join us in finally turning this vision into a reality.” “This is the first of many solar farms that we shall launch this year, and are in discussions with

BOI approves 144 renewable energy investments Batangas Green Business MAKATI -- The Board of Investments (BOI) has approved a total of 144 renewable energy investment projects worth P170.947 billion from 2010 up to December 2015 with a total generating capacity of 3,861 megawatts. “Our industry development programs are geared towards building sustainable and resilient communities, which includes achieving sustainable energy

SENATOR Cynthia Villar expressed optimism on Monday that President Benigno S. Aquino III will sign into law a number of bills that will benefit more than 11.8 million farm workers and fisherfolk in the country. “We are confident of the President’s support on the enactment of these bills. Our agriculture sector needs the reform and support, especially in this era of ASEAN Economic Cooperation,” Villar said. Villar, chairperson of the Senate Committee on Agriculture and Food, added that she sees no reason why the President would veto the bills that will make sure this administration’s gains will be protected and sustained. “For one, the enactment of the bill declaring agricultural smuggling as economic sabotage will be a good
accomplishment under his anticorruption campaign,” she said. Under Senate Bill No. 2923 or the Anti Large-Scale Agricultural Smuggling Act, the amount of smuggled agricultural product subject to economic sabotage is equal or more than Php10 million for rice, and equal or more than Php1 million for other agricultural products such as sugar, corn, pork, poultry, garlic, onion, carrots, fish, and cruciferous vegetables. IN 2010, the duck industry was very profitable and vibrant, with an estimated population of 10.8 million head. Now, challenges are weighing it down. Decline in the number and quality of breeders and lack of stable supply of ready-to-lay pullets are among the major factors contributing to the duck industry’s downtrend. Application of various new technologies in housing and feeding seemingly failed to address the problem. Experiences of the Duck Research Center of the Livestock Research Institute in Taiwan have shown significant improvement in
the overall productivity of layer ducks through organized breeding and selection that is complemented by proper nutrition and management. Taiwan experience suggests that innovative S&T interventions lead to better production performance in terms of increased egg production and egg weight over time. In the celebration of International Women’s Day and the National Women’s Month, BatStateU Extension Services Office through the Gender and Development Office conducted a women empowerment activity held at the Amphitheater, CITE Building, GBP Main I, last week. With this year’s theme: “Kapakanan ni Juana, isama sa Agenda”, the said activity aimed to discuss the role of women in the society, to resonate the call to gender balance and to capacitate the women to reach their ambitions. It also intended to strengthen the potentials of women as part of the agenda in different sectors of the society. It is by the virtue of the Proclamation no. 224 which declares the first week of March of every year as
women’s week and March 8, 1988 and every year thereafter as women’s rights and international peace day of the late President Corazon C. Aquino. “Let us allow women to aspire, inspire and see them and make a difference. We can be an instrument of change, instrument of development and instrument of equality”, said Dr. Emylou B. Yanga, Director of Commission on Higher Education Region IV-A (CALABARZON). She also stressed that in order to sustain and enhance women’s empowerment, continuous education is the solution.
