Every student will be taught to plant a tree and be monitored, with the help of his family, until he finished his schooling.  AGRICULTURE — About 60% of rur lands are agricultural. It is one of the sectors that are almost left behind by past administrations. We have lots of idle lands that we could lend to our farmers. We will have a full-time provincial agriculturist to handle this department to ensure that programs are implemented and sustained.  NATURE & ENVIRONMENT — We welcome investors BUT utmost protection of the environment must be upheld. We only need responsible locators in our province. We are for responsible mining. With the geographical framework and settings of our province, we are against openfit and large-scale mining in our province. Not to Gold Mining in Lobo. It will not only take away the natures of Lobo, but will affect our Verde Island Passage. We are also against Coal-Fired Power Plants. We have lots of power plants in the province. We only welcome environment-friendly power producers. We will also address Climate Change and institute programs to address its effects to our province, especially to our farmers and fisherfolks.  ACCESSIBLE HEALTH SERVICES — We will make the health services truly accessible to all Batangueños. Our Districts Hospitals will be upgraded in terms of facilities and services.

We will hire more doctors, nurses and support staffs to attend to the needs of our patients. Free medicines will be provided and laboratory services will be made available. We will also facilitate partnerships with private hospitals for the extensions of social and medical services to our people. It’s only then, if these programs are implemented that we can say that health services in Batangas and truly accessible to our constituents.  CORRUPTION-FREE — This Administration of Imis-Gawa will have to clean up all mess in the capitol and all branches of the provincial government. Red tape is always taken for granted, and we will act on this responsibly. The Citizens Charter will not only be posted in every office, but should be observed and implemented. We will make transparency not only as a by-word but will be put into action.  TOURISM DEVELOPMENT — Tourism is the most promising industry the province has today. Batangas is the province most proximate or accessible to Metro Manila. We have to make the tourism industry opportunities be beneficial to the people. Duterte-Cayetano condemns shooting of Kidapawan farmers, Vows to seek justice, restore order THE tandem of Davao City Mayor Rodrigo Duterte and Senate Majority Leader Alan Peter Cayetano strongly condemned the reported attack of police forces against local farmers during a violent dispersal of a protest action in Kidapawan City. “Lagi nila binabantan si Mayor Duterte na pumapatay ng kriminal pero sila ang pinapatay nila mga magsasaka,” Cayetano said in reaction to the incident.

“No reason in the world, height of impunity” There is no reason in this world to shoot farmers who were merely demanding from the government help from the oppressive drought. This is totally unacceptable. This is the height of impunity,” Cayetano said. “Mayor Duterte and I vow to seek justice for the farmers. We will hold all those responsible for this despicable crime accountable,” he added.

The tandem expressed their dismay about the general lack of peace and order in the country, which they said resulted from the government’s systemic neglect of the people’s demand for real change. The senator said if it were up to him and Duterte, bolder solutions will be set up to address the light of farmers. This includes 100% free irrigation, budget increased subsidy for production inputs

OPINION

CHRIST, our savior, is risen, never to die again. This is the greatest news of all time. Nothing can outshine it. And with it, a dam-burst of happy consequences come our way. The only thing that can nullify this news is our freedom, that is, when we would stupidly use it to deny Christ, either openly or secretly, without repenting. Yes, Peter, the head of the apostles, came close to it by denying him, not only once, but three times, but he repented. That is the difference between our salvation and condemnation, between our glorification and perdition. With Christ’s resurrection which by the way came as a result of his death on the cross and never separated from it, all possible sins and their consequences, especially the worst one which is our eternal death, have been conquered. What great joy we are given with this piece of news! With Christ’s resurrection, we are given a way out of all our predicaments, no matter how bad, ugly, and humanly insoluble they are. If we only unite ourselves with Christ, that is, if we are willing to go through all his suffering and death, we too, with him, can also have our resurrection. Victory is actually guaranteed for us already. Of course, we have to understand that Christ’s passion, death, and resurrection summarize all his teaching. And so, if we are willing to go through Christ’s paschal mystery, we should at least have tried to live by his teaching. Yes, we should try our best to be most consistent to Christ’s teaching and example, but we also know that observance of Christ’s teaching is not perfect, and in fact is full of deviations. Just the same, as long as we have the intention, as long as we repent when we fall, then the fruits of Christ’s redemptive work can still be ours. That’s what divine mercy is all about. The only sin that cannot be forgiven or that resists God’s abundant mercy, is the sin against the Holy Spirit, which is not only a matter of refusing to believe in the Holy Spirit but also of mocking him. This is when we live on our own strength and our own estimation of things. It would just be a matter of time before an invincible despair would set in. This is the Easter spirit that is given to us and that we should receive with great joy, gratitude, and utmost fidelity. It is a spirit that gives us supreme confidence and peace. It is a spirit of continual renewal, of making ourselves a new creation in Christ again and again. To have this Easter spirit we need to rise also from the death of our sins, like what Christ did. This can happen every time we say sorry to God and to anyone affected by our faults, mistakes, sins, and especially when we go to confession and receive Christ in holy communion. In other words, it’s when we welcome the risen and ever-living Christ that we receive this Easter spirit. How wonderful it would be if we just abide by this central truth of our faith! We should not miss this great opportunity. Let’s not be doubtful as the apostles were before the resurrection and even right before Christ’s ascension. Let me remit to you the beautiful words Pope Francis said in his Easter Vigil homily. “We cannot discover life by being sad, bereft of hope. Let us not stay imprisoned within ourselves, but let us break open our sealed tombs to the Lord so that he may enter and grant us life. Let us give him the stones of our rancor and the boulders of our past, those heavy burdens of our weaknesses and falls. Christ wants to come and take us by the hand to bring us out of our anguish. This is the first stone to be moved aside this night: the lack of hope which imprisons us within ourselves. May the Lord free us from this trap, from being Christians without hope, who live as if the Lord were not risen, as if our problems were the center of our lives. We see and will continue to see problems both within and without. They will always be there… It is important to shed the light of the Risen Lord upon our problems, and in a certain sense, to ‘evangelize’ them. Let us not allow darkness and fear to distract us and control us; we must cry out to them: the Lord ‘is not here, but has risen!’ He is our greatest joy; he is always at our side and will never let us down.” Amen.

Spaces of Hope DILAAB’S i Vote Good (iVG) campaign team in Cebu recently updated their media partners on campaign activities and what they learned from these experiences. We also presented campaign collaterals for social media and traditional media in English, Cebuano, and Tagalog. Earlier, one participant had said in jest, “I envy those who are in the provinces since they will be receiving Php 500.00-P1,000.00 whereas in my 55 years of existence, I have only received Php 100.00. He continued, “Reducing vote-buying is everybody’s desire but even those who desire it eventually sell their votes.” Years of disappointment were etched on his cynicallooking face. Dilaab did a house-to-house campaign called iVG during the 2013 elections. This out-of-the-box effort was spurred on by a comment by a politician: “During elections the Church only reaches out to church-goers. The Church loses the war during elections since we are not in the battlefield. We need to campaign on the ground just as politicians do.” We have been preaching to the choir. We did campaign, not for candidates but for Christian values. The campaign is non-partisan, aiming to reduce vote-buying at the grassroots level by forming the social consciences of voters. The campaign has to do with three Cs: 1) Choices: to enable voters to exercise their free will and informed consciences so to reduce the misuse of our “utang na loob” culture in vote buying; 2) Complementarity: to ensure that the votes guarded by church volunteers are not votes that have already been bought; and 3) Christian: to help voters rediscover their human dignity and Christian values so to have the moral courage to say “no” to vote-buying. We point out, without being preachy, that votebuying is ultimately irrational, self-destructive, and degrading and that we can change our nation starting with the way we vote. *** The way we conduct our elections (“Pera Politics”) is the original sin of graft and corruption. This is due to certain mindsets and behavioral patterns during elections. Many candidates run to win at all cost. business venture. When “payback” time comes, the common good suffers. On the other hand, many voters sell their votes and they rationalize this in many ways. They often succumb to the “lesser-evil” syndrome, wrongly thinking that choosing the lesser evil is a teaching of the Church. Choosing the lesser evil still leads to evil. In addition, voters have a “gambling mentality” as they vote candidates whom they think would win, bypassing any discernment process. In the end, they are the losers. There are many ways to justify vote-buying. Voters blame candidates for offering money. Candidates blame voters for expecting money. Vote-buying is not really evil since it is a “pahalipay” (“meant to share joy”). Just take the money, but vote according to your conscience. A closer look at each of these reveal their blind spots. Voting according to one’s conscience while receiving money is an illusion. If it is meant to be a deterrent, vote-buying would have gone down a long time ago. It has not. Instead it has become more widespread and sophisticated. Our slogan: “Tulo ka adlawng kalipay, tulo ka tuig nga pagmahay” (roughly, “three days of fun, three years of misery”) captures the evils of vote buying. We point out that this leads to three consequences, on top of additional unnecessary expenses for candidates. Receiving Php 1,000.00 for a three-year position means selling oneself for 90 centavos a day (or 45 centavos for a six-year position). Human dignity does not have a price. In addition, those who sell their votes can no longer demand good governance since they have already received their “share.” Finally, peace and order suffer if the “investors” of the winning candidate who bought votes are drug lords or other illegal businessmen. *** Campaigning at the grassroots level has been very meaningful and is a lesson in communication. A case in point is “lesser evil.” The expression still sounds abstract. To drive home our point, we present the LASER test—lifestyle, accomplishments, supporters, election conduct, and reputation—which is a framework for a decision-making process for choosing candidates. Issues, policies that national candidates would not touch

VOTERS have witnessed two presidential debates already: the first at Capitol University in Cagayan de Oro City and a second one at the University of the Philippines–Cebu. Have these clarified the platforms of the presidential candidates? Did these debates clarify their positions on the major issues and problems confronting the Filipino people? Have these debates sharply delineated their differences in platforms and positions? Sadly, if one would take the personal attacks aside, there are no sharp differences in what the presidential candidates have been declaring as their platforms and would be policies. President Aquino was right in saying that there is no “genuine or authentic” opposition if one is to look at the programs and policies of the different candidates for president. All candidates appear intent on merely continuing the programs and policies being implemented by the Aquino administration. But President Aquino could not claim that these were new to his administration and therefore, could be defined within his “daang matuwid” program. These policies and programs are merely a continuation of the neoliberal policies and programs that were pursued by the past administrations since the 1980s. As for the banner issues being put forward by the candidates: Eliminate crime and corruption? All of them have been promising that. Generate jobs, fast track infrastructure projects, especially those under the Public Private Partnership project? Everybody has been saying that. Remove the remaining restrictions on foreign investments, especially through amending the economic provisions in the 1987 Constitution? Continue the Conditional Cash Transfer (CCT) or Pantawid

Pamilyang Pilipino Program (4Ps)? No candidate has contested that. But there are fundamental issues that the candidates for president would rather not touch such as: 1. Sovereignty – There are two issues on sovereignty: political and economic. On political sovereignty, except for Miriam Defensor-Santiago, no other candidate has expressed a position against the enhanced and continuing presence of US troops and war materiel in the country and has committed to work for the abrogation of the Enhanced Defense Cooperation Agreement, the Visiting Forces Agreement, and the Mutual Defense Treaty. This may be due to their belief that the country’s security depends a lot on the US, especially with the current territorial dispute against China. These candidates do not believe that the country could strengthen itself on its own and rely on its citizens to defend the country and its sovereignty. And of course, they are afraid to provoke the ire of the US, who could make life difficult for a candidate or target him or her for “regime change” in the future. On economic sovereignty, no candidate has declared an intention to reverse the liberalization, deregulation, and privatization policies that have been a burden to the Filipino people through higher prices of basic goods and commodities and more expensive rates of basic utilities and services. Instead, all have even promised to intensify these policies through amending the 1987 Constitution. No candidate has declared that his or her administration would pursue policies related to and invest in developing local industries to provide for the needs of the people and the economy and generate local jobs. - To be continued -

Who is your bet? A HEADLINE on tv news caught my attention: “Accusations of lying fly high in the US presidential race.” Whether it’s Clinton, Sanders, Cruz, Trump, Kasich or Rubio, one has at one time or another accused another presidential hopeful of lying. It rings a bell in the current campaign season in the country when—particularly at debates—one candidate’s claim contradicts another. So who’s lying and who’s not? The presidential candidates’ mudslinging and hardhitting jabs have gotten so that, surveys notwithstanding, it has become quite difficult to decide who’s worthy of one’s vote. Not that they all seem to be liars—far from it—to me it just seems like in their desire to run down their rivals in the public eye they have become destructive and divisive, too ready to call the others “liars.” Which creates a rather negative energy about the campaign. Thing is—in my eternal hope in man’s innate goodness—I’m willing to give all these presidentiables the benefit of the doubt. Are you for Binay, Duterte, Poe, Roxas, Santiago—alphabetically arranged, take note!—doesn’t matter to me. I do believe that none of them is deliberately telling lies—but they could be sincerely propagating their illusions as truth. Pathetic, but what could you do? So what makes a good president? One who believes in doing what is right, is a fearless and independent thinker, has a heart for the people, cares for the poor

and the helpless old people, is amiable but firm, has a pleasant personality, has knowledge of issues and can articulate it, is dedicated to eliminating crimes and corruption in the country, sincerely enjoys living a simple life, will go to lengths to fight for his/her country, a good leader, is God-fearing, truly loves the Philippines more than the presidency, sees the importance of unifying our people, is down to earth, can command the respect of the international community. Obviously that description doesn’t fit any one of our presidentiables. That’s because I refused to be dragged into negativity by the candidates’ brutal accusations of dishonesty and sometimes tasteless, below-the-belt challenges they hurl at one another. Instead I scanned the horizon for the good points of the presidential and vice-presidential candidates—then came up with those combined qualities. It’s not enough that we voters look for the quoteunquote—cleanest, toughest, brightest, cleverest candidate—regardless of their claims or the picture presented by media and image makers, or where we sit in the political spectrum. We should also do our own probing until we get to see the candidates at their most human selves. It’s not enough that we use our heart, or head, or both, because our vote is such a sacred thing. Truth to tell, it needs—prayer. And that’s the truth.|

If, after due diligence of asking questions, suspending one’s judgment, researching, engaging in objective and dispassionate discussions, weighing the evidence, etc., the LASER still yields candidates who do not make the grade, then certain positions ought to remain unshaded in the ballot. Archbishop Soc Villegas recently wrote that “not voting for a particular position when there is no one fitted for it is also a valid Christian political choice. Voting for the ‘lesser evil’ is still voting for evil” (Being Eucharistic in Life and Deeds, January 31, 2016).

To illustrate lesser evil, we ask our audience—in colorful vernacular—whether they prefer to be bitten by a crocodile, or by a cobra, or a mad dog. Laughter shows that we had made our point. At the end of our update, the media man who had initially expressed his cynicism approached our team. “May I wear this?” he asked as he picked up a t-shirt with i Vote Good messaging. Then he asked for a tarpaulin with a similar message. “I want to display this in my house in the province since we are close to a school that will be used as a polling center.” His face now exuded hope.

DURING his Easter “Urbi et Orbi” (to the City and the World) message, Pope Francis especially remembered the suffering peoples of Syria, Iraq, Libya, Yemen, and other parts of the world. He also prayed for the victims of terrorism in the recent attacks in Belgium, Turkey, Nigeria, Chad, Cameroon, and Côte d’Ivoire.” He called the terroristic act as “that blind and brutal form of violence which continues to shed blood in different parts of the world”. The Pope went on: “To those in our society who have lost all hope and joy in life, to the elderly who struggle alone and feel their strength waning, to young people who seem to have no future, to all I once more address the words of the Risen One: ‘See, I am making all things new… To the thirsty I will give water as a gift from the spring of the water of life’ (Rev 21:5-6).” Pope Francis concluded, “May this comforting message of Jesus help each of us to set out anew with greater courage to blaze trails of reconciliation with God and with all our brothers and sisters.” He then said: “O give thanks to the Lord, for he is good, for his mercy endures forever.” (Ps 135:1).  The San Roque Cathedral Parish of the Diocese of Kalookan will end its 200th Anniversary celebration as a parish on April 8, 2016. It was raised to the status of cathedral in 2003 when the Diocese of Kalookan was established. San Roque Cathedral is one of the 6 Jubilee Churches in the Diocese of Kalookan in the Extraordinary Jubilee Year of Mercy. For those who wish to go there, it is located at Mabini St. corner 10th Avenue, Caloocan City. The other 5 Jubilee Churches are Sagrada Familia Church at 6th Avenue corner Banal St., Caloocan City; Shrine of Our Lady of Grace at St. Eugene de Macenod, Caloocan City; San Bartolome Church, Rizal Avenue Extension, Barangay San Agustin, Malabon City; San Jose de Navotas Church, M. Naval St., San Jose, Navotas City; Sta. Quiteria, and St. Francis of Assisi Church, Baesa, Quezon City. Last Holy Thursday, during our annual Visita Iglesia, we were able to visit 7 Jubilee Churches, that is, all the above-mentioned 6 Jubilee Churches in the Diocese of Kalookan and the Manila Cathedral-Basilica of the Immaculate Conception at Cabildo corner Beaterio Streets, Intramuros, Manila. The other 2 churches during our Visita Iglesia were San Ildefonso de Navotas Church at Estrella St. corner M. Naval St., Navotas East, Navotas City and San Agustin Church in Intramuros, Manila. The faithful who visit the Holy Door of the Jubilee Church is given Plenary Indulgence, “a remission before God of the temporal punishment due to sins whose guilt has already been forgiven, under certain prescribed conditions.” Indulgence can be gained only once a day. It is appropriate, but not necessary, that the sacramental Confession and especially Holy Communion and the prayer for the Pope’s intentions take place on the same day that the indulgenced work is performed; but it is sufficient that these sacred rites and prayers be carried out within several days (about 20) before or after the indulgenced act. Prayer for the Pope’s intentions is left to the choice of the faithful but an “Our Father” and a “Hail Mary” are suggested. One sacramental Confession suffices for several plenary indulgences, but a separate Holy Communion and a separate prayer for the Holy Father’s intentions are required for each plenary indulgence. Indulgences can always be applied either to oneself or to the souls of the deceased but cannot be applied to other persons living on earth.  We congratulate Radio Veritas 846 on its 47th Anniversary. Radio Veritas (DZRV 846 kHz Metro Manila) is an AM station owned and operated by the Roman Catholic Church, Archdiocese of Manila. Radio Veritas played a great role during the 1986 EDSA Revolution that ousted the Marcos regime “by being the voice of reason and temperance at a time of great political upheaval.” But ultimately, Radio Veritas’ key role is not political but spiritual, where its radio programs are about the Christian faith, catechesis, the role of the church in society, liturgy, sacraments, evangelization.
