Mitigating Disasters through HANDA and LGUIDS SITUATED across the typhoon belt and bordered by the Pacific Ring of Fire, the Philippines is challenged by a number of disasters throughout the year. Its geographical location contributed to the calamities that Filipinos experience aside from human impacts. Due to limited knowledge and preparedness of people on disasters, increased number of deaths, millions-worth of damage to properties, and traumatic experiences are some of the commonly seen results after typhoons and earthquakes. Recurrence of such tragedies made people learn the importance of disaster risk reduction and management. Through the efforts made by the Disaster Risk Reduction and Management (DRRM) agencies, the community started to become resilient to disasters. Being the Vice Chairperson for Disaster Prevention and Mitigation, in accordance to RA 10121 or the Philippine Disaster Risk Reduction and Management Act of 2010, the DOST IV-A created projects that would inform the public about impending disasters. Two of these projects which started years back are HANDA and LGUIDS. These are being implemented by the Regional Disaster Risk Reduction and Management Council IV-A (RDRRMC IV-A) to disseminate disaster-related bulletins and updates from PAGASA and PHIVOLCS. Project HANDA (Hazard Notification, Dissemination and Awareness) Started last 2011, Hazard Notification, Dissemination and Awareness (HANDA) is an ICTrelated DRRM system used in disseminating disaster-related updates, gathering field reports during disaster occurrences, monitoring data from ASTIdeveloped hydromet sensors, and alarming local government units (LGUs). Aside from that, it stores CALABARZON region hazard maps, vulnerability ratings, and DRMMrelated information which can be accessed online.

Currently, there are 315 active recipients from local DRRMOs, members of RDRRMC IV-A, and local media which are benefitting from this warning system. For this year, DOST Regions V and CARAGA will be adopting HANDA in their respective areas. GSIS allots P740-M in emergency loans for Romblon, Masbate members PASAY CITY -- Government Service Insurance System (GSIS) active members and old-age pensioners in the provinces of Romblon and Masbate may now avail of emergency loan untilFebruary 6 and 7, respectively. GSIS earmarked P740 million to assist a total of 20,477 active members and 3,811 pensioners in both provinces that were struck by typhoon Nona. Active members who have no emergency loan balance may apply for a P20,000 loan, while those with existing emergency loans may borrow up to P40,000, from which

the outstanding balance of their previous emergency loan will be deducted. Pensioners may avail of the P20,000 loan. Pensioners who are also active members may borrow only once. Active members are qualified for the loan if they are working or residing in the calamity areas, not on leave of absence without pay, have no arrears in premium payment, and have no unpaid loan amortization for more than six months. Active members may apply using their GSIS eCard or their unified multipurpose identification (UMID) card through the GSIS Wireless Automated Processing System (GWAPS) kiosks located in GSIS offices, provincial capitols, city halls,

COMELEC holds public consultation on the draft implementing rules of Fair Elections Act THE Commission on Elections (COMELEC) conducted a public hearing and consultation on the draft Implementing Rules and Regulations of Republic Act No. 9006 otherwise known as the 'Fair Elections Act' in connection with the May 9, 2016 National and Local Elections and subsequent Elections. The said public hearing and consultation was held last Monday, January 11, 2016 at the Palacio del Gobernador Building in Intramuros Manila. COMELEC Spokesman James Jimenez said that among the proposed amendments included in the draft IRR include the requirement for candidates to indicate in their campaign materials the phrase, "This material should be recycled". "This amendment was inserted to emphasize the Commission's commitment to conducting ecologically friendly elections," said Jimenez. Also included among the significant amendments to the draft IRR, according to Jimenez, is the removal of aggregate time limits to broadcast election propaganda, pursuant to the Supreme Court's ruling in GMA Network Inc. et al v. COMELEC. OPINION MATTHEW 18:1-5, 10: “Unless you turn and become like children…” January is the Month of Santo Niño. Our devotion to Santo Niño started when Portuguese explorer Ferdinand Magellan landed in Cebu on April 7, 1521. Rajah Humabon, his wife Hara Amihan, and their subjects were converted to Christianity. Magellan planted the wooden cross and gifted Hara Amihan with an image of Santo Niño. From then on, the devotion to the child Jesus became an important part of our Filipino culture, highlighting the Filipinos’ religiosity and deep faith in God. Ironically, we are the only Christian country in Asia and we are proud of it – yet we are one of the most corrupt nations in Asia. Majority of Asian countries have grown economically for the past ten years. More than twenty years ago, Cambodia, Vietnam, and Thailand were trailing the Philippines, now we are trailing behind. We used to export rice to Cambodia. Now we are importing rice from them. When I was in Sydney few years ago, I felt sad when the travel agencies there had colorful promotional posters of Cambodia, Vietnam, Thailand, and Malaysia but none of the Philippines. We have more than 7,000 beautiful islands – blessed with simple smiling folks and breath-taking natural scenery. Our Taal Volcano is as beautiful as Sydney’s majestic Blue Mountain. Our El Nido in Palawan is a divers’ heaven. Our OFWs are the preferred skilled and professional workers in the Middle East. The Filipino Catholic communities abroad are havens of beautiful liturgies and religious leaders. We have lots of fiesta celebrations all year round all over the country. We have so many things to boast of. Unfortunately, we are progressing very slowly. The graft and corruption, peace situation, and poverty in our country are giving our country a bad image. And we tend to be more “colonized” now than ever before – maybe because of globalization. The Feast of Santo Niño is offering us a challenge; unless you turn and become like children, you will not enter the Kingdom of Heaven …unless we turn and reclaim our culture… we will never see progress in our country. To turn and to become like children in our context today is to return and get in touch with our inner “generating cultural energy.” Fr. Albert Alejo, SJ defines this “generating cultural energies” as “the people’s collective capability or desire to be the best of who they really are.” We need to relive our uniquely Filipino culture by demonizing all bad practices we have acquired in time and strengthening the life-giving values that our culture possesses. Yet, in spite of many negative feedback we’ve received – like our notoriously known “Filipino time,” crab mentality, and the political immaturity of our leaders, our culture has its own beauty and capacity to transform our country. We just need to return to the beautiful Filipino values and traits our culture possesses but have lost along the way because of greed and the desire to survive in the midst of widespread poverty, graft, corruption, and peace problems. A young Filipina living in the United States, will be in Tacloban this January to help build houses under the auspices of Gawad Kalinga. That’s a personal revival of “bayanihan spirit.” Many years ago, on my way back to Manila from Melbourne, I met Joel, a middle-aged Filipino who became an Aussie ten years ago, proudly accompanied his 15 year-old niece for her first trip to the Philippines. He wanted his niece to experience the Filipino Christmas tradition like the dawn Masses and Noche Bueña, and retrace her roots in Bohol. We have a treasure in our old trunk… a beautiful culture worth regenerating which can revive our unique but dying Filipino identity. Yes, we look elegant wearing the American suit, but we are more hansome and beautiful wearing barong Tagalog and saya. The Philippines is not a hopeless case. All Filipinos should do their share to build that “collective capability” to upgrade our country to a more respected economic and social status. Where should we begin? THINK BIG IN SMALL THINGS. Start with small things. Just challenge your imagination as a Filipino and allow your childlike mind to explore and be creative. Re-introduce Filipino values to our children, review our history and know our heroes; Recall the Panatang Makabayan we used to recite in grade

Niño today requires that we see Him beyond the colours and sounds of the festivities held to honor Him. The Holy Child is with us in the world. We hear Him crying when children gasp in pain for being abandoned by parents and society. We see His tears when families are torn apart by greed and hatred. We feel Him trembling when the helpless are marginalized and the poor excluded. The Sto. Niño cannot be loved outside the reality of our time. The Holy Child requires us to be faithful to the reality and to show our love for Him in the context of this reality. We cannot truly love the Holy Child if we perpetrate the injustices of the world to them. Loving the Sto. Niño requires us to work for justice and restore peace. Loving Him demands us to take His cares—the welfare of the lost, the least, and the last— seriously. Loving Him impels us to do good always and to fight evil in all its physical and structural forms. This is what it means to love the Sto. Niño today— to see Him in the eyes of our people and to care for Him by serving them.|

There are those, in an attempt to draw attention to themselves, who have been issuing controversial statements such as asking the public not to vote for their opponents. Worse, the mudslinging has intensified to an extent where two presidential candidates have already challenged each other to a fistfight and gun duel. But the worst tactic of all seems to be coming from the Aquino administration and the Liberal Party. It has been engaging in a war of attrition. By eliminating or rendering ineffective all candidates to the presidency, especially those who are ahead of its official candidate Mar Roxas in polls, it hopes to propel the latter to Malacañang. And since Roxas is so far down the line, the ruling Liberal Party has to eliminate three of the five candidates. Thus, it is not surprising that Grace Poe and Rodrigo Duterte are facing disqualification cases and Vice President Jejomar Binay, as well as his family, is being the subject of so many corruption cases. The disqualification cases need not be resolved; it is enough to raise doubts that if any of the two wins, she or he might not be able to hold office and so the votes they get might go to waste. As for Binay, the objective

appears to be part mudslinging and also to constrict his source of campaign funds. And the more the Aquino administration burns itself with its antipeople decisions and policies such as Aquino’s obstinate defense of Transportation and Communications Sec. Joseph Emilio Abaya, its rejection of proposals to lower income tax rates and veto of the bill to increase pensions of members of the Social Security System (SSS), the more it would use the whole state machinery to make Roxas win. As it is, Mar Roxas is already plagued by his lack of accomplishments and his lack of appeal to the Filipino masses. He also has to carry the burden of the antipeople decisions, policies and programs of the Aquino administration. Why is the Aquino administration trying so hard? What is at stake is not Aquino’s legacy or “daang matuwid,” as the government claims, but the high probability of President Aquino facing numerous cases once he steps down from office. Former president Joseph Estrada was imprisoned by the Arroyo administration, though he was pardoned and released later; Aquino placed Gloria Macapal-Arroyo under hospital arrest. What would prevent an unfriendly administration succeeding it from charging and placing Benigno Aquino III in jail – no matter how luxurious it may be – or hospital arrest? Thus, while the candidates for national positions have begun campaigning a year ago and are just preparing to go all out during the official campaign period, the Aquino administration has been in full throttle since last year.| HTTP://BULATLAT.COM

Pagpapatawad sa kasong adultery MADALAS sa mga kaso ng mag-asawa ay ang lalaki ang nanloloko samantalang ang babae naman ang martir na tahimik na nagtitiis sa lahat ng pasakit. Ang kuwento nina Felipe at Celia ay taliwas sa karaniwan. Kasal sila sa loob ng 12 taon at nagkaroon ng tatlong anak. Hindi nakapag-aral si Felipe at nagtatrabaho bilang mason sa isang construction company. Dahil sa klase ng trabaho, madalas na Sabado at Linggo siya umuuwi para dalawin ang asawa at mga anak. Sa isa sa mga pagdalaw ni Felipe ay hindi niya natagpuan sa bahay si Celia. Ilang beses niyang tinawag ang asawa pero hindi niya nakita. Pumunta siya sa kalapit na burol sa pag-aakala na sumalok lang ng tubig ang asawa. Nang makarating sa lugar, nakita niya si Celia na aktong nakikipagtalik sa ibang lalaki. Nang makita si Felipe ay agad itinulak ni Celia ang kalaguyo. Hinawakan agad ng kalaguyo ang kanyang baril. Upang mailigtas ang sarili, lumayo si Felipe, umuwi ng bahay at kinuha ang kanyang gulok. Nagdalawang-isip siya pagdating sa bahay. Hindi na niya sinugod ang dalawa. Nang sumunod na araw, kinumpronta niya si Celia na umamin na may relasyon siya sa ibang lalaki. Nagsampa ng reklamo sa pulis si Felipe upang kasuhan ng adultery ang asawa. Pagkatapos, sinabi niya sa pulis na hindi na muna niya isasampa ang kaso dahil naaawa siya sa mga anak at isa pa, wala rin namang pera ang kanyang asawa.

Sinabi niya na iniisip niyang patawarin na lang ang asawa. Isang salaysay na nakasulat sa Ingles ang agad na ginawa at pinapirmahan sa kanya. Nakalagay doon na pinatatawad na niya ang asawa kung kusa siyang hihiwalay at susuportahan ang kanilang mga anak. Nagbago rin ang isip ni Felipe at itinuloy ang pagkaso sa asawa. Ayon naman kay Celia, hindi na puwedeng magkaso si Felipe dahil pinatawad na siya nito at nakasaad iyon sa salaysay na pinirmahan niya. Tama ba si Celia?  MALI. Ang pagpapatawad para sa kaso ng adultery o concubinage ay dapat gawin bago pa man isampa ang kaso. Kailangan din na parehong patawarin ang dalawang nagkasala. Ang pagpapatawad ay dapat malinaw, maaari itong gawin sa pamamagitan ng isang salaysay na sinasabi na pinatatawad ng asawa ang kanyang kabiyak pati na ang kalaguyo nito. Puwede rin naman na hindi tuwiran ang pagpapatawad sa pamamagitan ng pagpayag niya na patuloy pa rin silang magsama ng nagkasalang asawa matapos gawin ang krimen. Sa kasong ito, walang tuwiran o hindi tuwiran na pagpapatawad na ginawa si Felipe. Ang affidavit na ginawa ay hindi talaga pagpapatawad kundi isang deklarasyon lang na patatawarin ang asawa. Isa pa, ang salaysay ay nakasulat sa Ingles at madalian lang na ginawa. But Lapu-lapu’s revolt against the Spaniards is the symbol of our ninunos’ resistance from being invaded by a foreign culture. But in the present modern era of one global community, cyberspace technology, and Facebook generation, the call is not to resist the influence of other cultures. The call is to preserve the life-generating colors of our Filipino culture and strengthen it with our own experience of the beauty of other cultures. It’s cute to see children using an iPad or a tablet, or

I have no illusion about shepherding the faithful of Kalookan alone. Like you, I count on the grace of ordination that binds us together so that together, we can truly become sacraments of Christ, the One True Shepherd of the Church. Starlite changes the image of PH maritime industry; launches 2nd brand-new roro HIROSHIMA, Japan — Importing second-hand RollOn Roll-Off (Ro-Ro) vessels from Japan seems to be a thing of the past for the Philippine maritime industry. Just last Wednesday (Manila time), Batangasbased shipping firm Starlite Ferries Inc. (SFI) launched in here its second brand new RoRo vessel acquired from a Japanese shipbuilder as part of what the company envisioned as a bigger push to modernize the Philippine maritime industry and improve its safety record. Former Manila International Airport Authority (MIAA) chief and now SFI chair Alfonso Cusi led the ceremonies to the launch of the M/V Starlite Reliance. The new vessel, which was the second of seven Ro-Ro ships of her class, is designed specifically for operating in notoriously rough waters within the Philippine archipelago. Cusi explained the Starlite Reliance can easily withstand waves of up to 2 meters

without causing discomfort to its passengers. The 100-ton vessel can ferry an estimated 750 passengers comfortably on its upper decks and up to 22 buses in its hold. “We want everyone to start moving away from buying second-hand Japanese vessels, many of which are flat-bottomed vessels suited only for calm inland waters,” Cusi quipped. Maritime records revealed that there are about 70 ro-ro vessels in service in the Philippines, most of which are refurbished units from Japan with an average age of 30 years. To be specific, 16 units are aged 41-45 years, seven are 46-50 years, 10 are 36-40 years, eight each aging 31-35 and 26-30. Four are in the 16-20 and five vessels are around 21-25 years old. Surprisingly, there are only seven units in the 0-5 years bracket. Many of these refurbished ro-ros in the country are made more dangerous and susceptible to sinking because of the upper decks

The vessel has started plying the CaticlanRoxas, Mindoro route on Dec. 22, 2015, setting a new era in inter-island travel in the country – safe, convenient and affordable. What sets Starlite Pioneer from all other ro-ros operating locally is that it is the first to be designed and manufactured to specifically take on the challenge of Philippine maritime conditions. The Yamato, the pride of the Japanese navy during World War II, was built in the same dockyard where Starlite Pioneer took shape. Starlite Ferries has signed shipbuildi ng c o nt rac t s wi t h Keguya Drydock for five big ro-ros for longer routes. Cusi said the company has yet to determine which route the Starlite Reliance will ply; but it will be determined ultimately by market demand. After Wednesday’s launch, the vessel is now being installed with internal fittings by its builder, Kegoya Dock Co. Ltd., and will be delivered for service to Starlite by March 2016.

Lungsod ng Batangas 2016 Coronation Night sa Batangas City Sports Coliseum. Dinumog sa stage si Alden ng mga fans habang nagpe-perform ng kanyang song and dance numbers. Pinahanga naman ang audience ng napakahusay na pag-awit ng sikat na singer na si Jed Madela habang tinilian ng husto ang current hit na Hashtags dance group. Ang iba pang mga bituin ng pinilakang tabing ng gabing yuon ay sina Sam Milby, Julia Montes, Julia Barretto, Marlo Mortel at Kenzo Gutierrez. Mga native dances naman ang ipinakita ng Lahing Batangan Dance Troupe ng Lyceum of the Philippines Batangas University at ng Indak Bambino ng Casa Del Bambino Emmanuel Montessori bilang bahagi ng cultural development program ng lungsod. Ang iba pang mga local talents na nagtanghal ay ang The Voice Kids Finalist na si Luke Alford, ang mga dance groups na Legion X, Danztek, at Lyceum Dance Machine.|
