AlkalSSSya Program, inilunsad ng SSS sa Lipa LUNGSOD NG LIPA – Inilunsad ng Social Security System Lipa Branch ang AlkanSSSya program sa mga miyembro ng Banay Banay Crossing Pinagtungulan Bulaklakan Tricycle Operators and Drivers Association kamakailan sa lungsod na ito. Ang naturang paglulunsad ay ika13 beses sa nasasakupang mga bayan ng SSS Lipa at ikalawang beses na isinagawa sa lungsod kung saan nauna na rito ay nagsagawa ng parehong programa sa Banay Banay San Vicente noong nakaraang Disyembre 2015. Ayon kay SSS Lipa Branch Head Engr. Edwin Igharas, ang proyektong ito ay mariin nilang isinusulong upang mabigyan ng pagkakataon ang mga nasa impormal na sector na maging miyembro at makinabang sa mga benepisyong maibibigay ng SSS. “Sa pamamagitan ng araw araw na paghuhulog sa AlkanSSSya kahit

OPINION WE need to be very familiar with the world of liturgy, because for us to be truly human and Christian we need to have our life to be liturgical. We have to enter into this world presented to us by our faith, and much richer than what our senses and intelligence alone can perceive and understand. It’s in the liturgy where we unite ourselves fully with Christ our Savior and receive the merits of his redemptive work. It’s in the liturgy where the living Christ offers himself to the Father together with us. We are not left with a symbol only of Christ in the liturgy. That’s because the sacramental signs used in the liturgy, especially the Eucharistic species, are no ordinary signs that simply point to another reality. In the sacraments, the signs themselves, the matter and form that comprise them, are Christ himself and his grace. In the liturgy, man is united with God, time with eternity, earth with heaven. It is the best union we can have with God on earth. In a sense, with it we enter into the most perfect dimension of our life, into the fullest scope of reality. Obviously, we need to be aware of this nature of the liturgy, so we would know how to act and live in it. The fullness of the liturgy takes place in the Holy Eucharist which is described as the “source and summit of the Christian life.” The Catechism explains it this way: “The other sacraments, and indeed all ecclesiastical ministries and works of the apostolate, are bound up with the Eucharist and are oriented toward it. For in the Blessed Eucharist is contained the whole spiritual good of the Church, Christ himself, our Pasch.” (1324) The whole Christ, the Son of God, who became man, born of the Virgin Mary, who taught and made miracles, who suffered, died and was buried, and resurrected on the third day, and ascended into heaven, etc., is there in the liturgy, especially in the sacrament of Holy Eucharist. He did not become man, shared our human nature and condition except sin, and redeemed us with his death and resurrection, only to have all these events swallowed up in the past. His redemptive work has eternal value, is always in the present. Whenever we are celebrating the Eucharist, receiving communion or visiting the Blessed Sacrament, we are truly and directly dealing with Christ! In a sense, with the liturgy we become contemporaries with Christ, and together with him as in one whole body, the Mystical Body of Christ, we are the ones who celebrate the liturgy. It’s important to realize though that “the members do not all have the same function.” The clergy, who by their sacred ordination become the very icon of Christ, preside at the Mass while the rest unite themselves with him, such that the whole assembly becomes what is termed as “leitourgos,” ministers in their respective ways. This is an important point to realize. The lay faithful who attend the Mass are no mere spectators or some pious extras. They celebrate by offering to God the Father, together with Christ’s offering of his own self, whatever praises, thanksgiving, petitions, and expiations they have. In the Mass, what prayer and sacrifice we make get united with the most acceptable and pleasing prayer and sacrifice of Christ to his Father. It’s the most amazing union we can have with Christ. No greater windfall, bonanza or jackpot can we have than to have Christ offering his life on the cross for our salvation. Our sin has caused God to be with us. Did the reopening of the Senate Mamasapano probe accomplish anything? THE Filipino people were taken for a ride once more in the recent reopening of the Mamasapano Senate probe. It did not bring us any closer to the truth. And as Senator Grace Poe has concluded, what it has accomplished is merely to give the opportunity for Sen. Juan Ponce Enrile to ask questions because at the time of the probe, he was already in prison. While the Filipino people gained nothing new and substantial from the seven-hour hearing, the reopening of the probe emphasized the following points: First, the implications of the presence, increased operations and intervention of US troops in the country. The fact that the US provided the training in preparation for the military operation, the intelligence, funding and essential logistics, and US military officials were at the tactical command post, confirmed that it was indeed a US counter-terror operation with the troops of the Philippine National Police-Special Action Forces (PNPSAF) used as cannon fodder. It was a fatal endeavor – which the Aquino government agreed to because it wanted to please the US – resulting in the deaths of 44 SAF troops, 18 Moro fighters, and five civilians. Those were 67 lives offered before the altar of subservience. This reminds us of the consequences of the Supreme Court decision declaring the constitutionality of the Enhanced Defense Cooperation Agreement (EDCA). There would be more of such operations under the “enhanced” military cooperation between the US and Philippine governments, while there has been no categorical statement from the US that it supports Philippine claims to the oil-rich Panatag Shoal and Spratly Islands. And when asked whether they would come to the aid of the Philippines in the event of a military confrontation with China, US officials replied with vague statements such as “the treaty between the US and PH is ironclad.” Second, the reopening of the probe quashed any hope that there would be justice under the Aquino government. It was obvious during the seven-hour Senate hearing that the Aquino government is still hell-bent on covering up the accountabilities of the president and his closest aides, including his friend Alan Purisima the former PNP chief
who led the fatal operations while under suspension. Even the awarding of the Medal of Valor to two SAF men came belatedly, one year after. The nagging question is: If the Aquino government could not give justice to the deaths of 44 of its own men who died while serving it, how could it provide justice to those who have been wronged by the government such as the victims of extrajudicial killings, enforced disappearances, and other human rights violations? Third, the fatal Mamasapano military operation, and the subsequent cover up, would add to the growing list of unresolved issues that the Filipino people should hold Pres. Benigno Aquino III accountable for when he leaves Malacañang. Among the other issues are: 1. The special treatment being accorded to Janet LimNapoles, who was arrested for serving as conduit in siphoning money from the PDAF, the pork barrel fund of lawmakers under the former Arroyo administration. 2. The protection being accorded to Aquino’s allies who have been involved in the PDAF scam. 3. The Aquino government’s own pork barrel creation the Disbursement Acceleration Program (DAP). 4. The humiliating and fatal Luneta hostage operations. 5. The bungling of the Typhoon Yolanda relief operations and the unaccounted funds for the victims amounting to billions of dollars, as well as the spoilage of relief goods. 6. The deterioration of the MRT train system despite the maintenance contract with private corporations entered into by government. 7. The extrajudicial, summary and arbitrary killings and enforced disappearances targeting activists and those who resist government and corporate projects detrimental to communities and the environment. 8. The formation of paramilitary groups, which have been on a killing spree to protect mining interests. 9. The paid-for yet undistributed license plates and vehicle registration stickers. The Significance of the Eucharistic Congress ALMOST all the Church hierarchy and the Catholic laity from the Philippines and from all over the world are on their journey to the Philippines. They have a very important and significant goal–to attend the 51st International Eucharistic Congress (“IEC”) from Jan. 24 to 31, 2016 in Cebu City. Pope Benedict XVI announced in 2012 in Dublin, Ireland during the 50th IEC that the 51st IEC would be held in Cebu City with the theme: “Christ in you, our hope of glory.” His Eminence, Luis Antonio Cardinal Tagle, Archbishop of Manila stated that this IEC is “bigger than the World Cup, bigger than the Olympics.” Cardinal Tagle said. “It is Jesus who will make the gathering life-changing because He is the true reason for hope.” Aside from Cardinal Tagle, all the top heads of the Catholic Church in the Philippines gave their all-out support for the success of the IEC: Ricardo Cardinal Vidal, Archbishop Emeritus of Cebu; Orlando Cardinal Quevedo, Archbishop of Cotabato; Gaudencio Cardinal Rosales, Archbishop Emeritus of Manila; Catholic Bishops’ Conference of the Philippines (CBCP) president Socrates Villegas, Archbishop of Lingayen-Dagupan; Cebu Archbishop Jose Palma, who is the one in charge of the Congress, together with the Apostolic Nuncio to the Philippines, Archbishop Giuseppe Pinto. All the activities during the IEC are directed by the Permanent Committee of the IEC. After each IEC the Permanent Committee prepare and publish a volume giving a report of all the papers read and the discussions on them in the various sections of the meeting, the homilies preached, the addresses made at the public meetings, and the details of all that transpired. It is interesting to note all the “firsts” in the history of the IEC. The 1st IEC was held in Lille, France on June 21, 1881, inspired by Bishop Gaston de Ségur. The idea at first was merely local and met with few adherents, but it grew from year to year with an ever-increasing importance. The 8th IEC was held in Jerusalem in 1893, the first time that it was held outside Europe. The 18th IEC was held in Metz, Lorraine in 1907 and the German Government suspended the law of 1870 (which forbade processions), in order that the usual solemn procession of the Blessed Sacrament might be held. The 19th IEC was held in London in 1908, the first among English-speaking members of the Church. The 21st IEC was in Montreal, Canada in 1910, the first congress in North America and the Western Hemisphere. The 25th IEC was held in Lourdes, France in 1914, the first congress while World War I affected Europe, with the theme “The Eucharist and the Social Reign of Jesus Christ”. The 26th IEC was held in Rome in 1922, Pope Pius XI himself officiated the Mass at the St. Peter’s Square. It was the first congress since the end of the Great War, with the theme “The Peaceful Reign of Our Lord Jesus Christ in the Eucharist”. The 28th IEC was in Chicago in 1926, the first IEC held in the United States. The 29th IEC was in Sydney in 1928, the first IEC in Oceania. The 30th IEC was in Carthage, Tunisia in 1930, the first IEC in Africa with the theme “The Eucharist is Africa’s Testimony”. The 35th IEC was in Barcelona, Spain in 1952, the first IEC since the end of World War II, with the theme “Peace.” The 36th IEC was in Rio de Janeiro, Brazil in 1955, with the theme “Christ the Redeemer and His Eucharistic Kingdom.” It was the first congress in South (and Latin) America. The 37th IEC was in Munich, West Germany in 1960. The IEC laid a foundation stone for a “church of atonement” near the Dachau concentration camp of World War II. The 38th IEC was in Bombay, India in 1964, the first time IEC took place in a country that did not have a significant Catholic population. Its objective was disseminating the continuing Catholic belief that the “real prersence of Christ was in the Eucharist.” Pope Paul VI attended the IEC. The 39th IEC was in Bogotá, Colombia in 1968, with the theme “The Eucharist and the Bond of Love.” Pope Paul VI attended the IEC. The 41st IEC was held in Philadelphia in 1976, that year is the 200th anniversary of independence of the United States, with the theme “Jesus, the bread of life.” The Mass was attended by U.S. President Gerald R. GSIS sets P16.5M for members, pensioners in Occ. Mindoro THE Government Service Insurance System (GSIS) has allotted P16.5 million for the emergency loan program for active members and old-age pensioners in Sta. Cruz, Occidental Mindoro, who were affected by typhoon Nona. Qualified to avail of the loan program which will be open until February 18, 2016 are active members who are residing or working in the calamity-declared area, not on leave of absence without pay, have no arrears in paying premium contributions, and have no loans that are unpaid for more than six months. Active members applying for the first time may avail of a P20,000 loan, while members with existing emergency loan may borrow up to P40,000, from which
the outstanding balance will be deducted. Pensioners may avail of the P20,000 pensioners’ emergency loan. Pensioners who are also active members may apply for the loan only once. Emergency loan is payable in 36 equal monthly instalments at 6 percent interest rate per annum computed in advance. It is covered by a loan redemption insurance, which deems the loan fully paid in case of demise of the borrower, provided that loan repayment is up to date. Active members may apply through GSIS Wireless Automated Processing System (GWAPS) kiosks located in all GSIS branch and extension offices,
provincial capitols, city halls, selected municipal offices, large government agencies such as the Department of Education, selected Robinsons Malls, and SM Super Malls in Manila, Pampanga, and Cebu. Pensioners need to apply in person. Loan proceeds are electronically credited to the borrower’s GSIS eCard or unified multipurpose identification (UMID) card. The deadline for emergency loan application is February 18, 2016. PhilHealth must improve enrollment in the formal economy to achieve full coverage – PIDS study GAUGING the efficacy of enrollment in PhilHealth’s Employed Program will help policymakers in the health sector determine a more effective approach in achieving the goal of universal coverage. Last year, PhilHealth officials iterated their commitment to achieving universal coverage by 2016. President Benigno Aquino III signed an amendment of the National Health Insurance Act highlighting the responsibility of the national government to cover the health insurance premiums of Filipinos in the informal sector. However, full coverage in the formal sector also needs due attention and improvement. Thirty percent of PhilHealth’s members come from the formal economy where enrollment is mandatory. But based on a study by state think tank Philippine Institute for Development Studies (PIDS), “full coverage” is “yet to be achieved”. The private sector currently sits at 95-percent coverage, while the government employed sector sits at 75 percent. Denise Valerie Silverberg, author of the study, argues that examining the level of PhilHealth coverage and enrollment in the formal sector will help policymakers bridge that gap. Silfverberg surmised that the gap in coverage can be explained by looking at how some agencies comply with labor policy. For example, the low coverage rates may be attributed to the significant number of contractual employees in government who do not enjoy the benefits of being enrolled in PhilHealth. The perpetuation of contractual employees—something the private sector is just as guilty— allows firms and
agencies to stall enrollment of employees into the PhilHealth Employed Program and withhold “appropriate benefits”. But companies deliberately shortchanging employees are not just the only flaws. Variations of enrollment rate can also be produced by characteristics that set the private and government sector apart, and other factors like establishment size and area. For the private sector, sectoral employment, nature of employment, union coverage, union-employees ration, and number of employees all influence variations of coverage rate. But in the provinces, it is the size of the firm that matters. “More employees hired by mediumsized establishments lead to a higher likelihood for the province to have lower coverage,” Silfverberg pointed out, “On the contrary, the greater the number of employees in large-sized enterprises, the more likely it is for the province to have higher coverage levels.” Silfverberg concluded that before the country can work toward full coverage, policymakers must find a way to address the problems that impede effective

implementation of the national health insurance program. Enrollment should be more targeted, depending on the sectors where undercoverage occurs the most. Monitoring by PhilHealth should also be strengthened. Medium-sized establishments, surmised by Silfverberg, are more likely to short change employees when it comes to health insurance enrollment if they are not closely monitored. Employers have to be held accountable to follow the labor code provision on employee regularization. The rules are often undermined by resorting to a six-month cycle to prevent employees from being regularized, and to refrain from giving them their due benefits. Employers—both public and private—should enroll their employees into the program, whether they are regular or casual. Compliance at the local government level should be also closely monitored. After all, it would be harder to close the gap if government units themselves do not implement the health insurance program in their own offices.|

The Significance of the Eucharistic Congress theme “Hungers of the Human Family.” This is the 3rd time the IEC was held at Lourdes. The 43rd IEC was at Nairobi, Kenya, in 1985, attended by Pope John Paul II with the theme “The Eucharist and the Christian Family.” The 44th IEC was in Seoul, South Korea, in 1989, also attended by Pope John Paul II with the theme “Christ is our Peace.” The 45th IEC was in Sevilla, Spain in 1993, the first IEC after the Cold War ended. Pope John Paul II addressed the IEC. The 47th IEC was in Rome in 2000, the 3rd to be celebrated in Rome, and the 1st in a Jubilee Year. The 48th IEC was in Guadalajara, Mexico in 2004. The celebration of the Mass in Guadalajara, with a live link up between that Mass, and a simultaneous Mass celebrated in St. Peter’s Basilica in Rome in the presence of Pope John Paul II. These simultaneous Masses marked the beginning of the Year of the Eucharist which ran from the International Eucharistic Congress to the General Assembly of the Synod of Bishops in October 2005. The 49th IEC was at Quebec City in 2008, commemorating the 400th anniversary of the city’s founding. The theme of the Congress was “The Eucharist, Gift of God for the Life of the World”. The closing celebration with Pope Benedict XVI‘s message broadcasted live from the Apostolic Palace in the Vatican, via giant screens. The 50th IEC was in Dublin, Ireland in June 2012 with the theme drawn from Lumen Gentium, “The Eucharist: Communion with Christ and with one another.” It coincided with the 50th anniversary of the inauguration of the Second Vatican Council.
