EcoWaste Coalition shows off bags and other functional items from repurposed tarps IN a creative action aimed at preventing campaign tarpaulins from entering the waste stream and aggravating pollution at dumpsites, the EcoWaste Coalition unveiled an array of useful items from the ubiquitous poll campaign material. At a makeshift outdoor showroom, the zero waste advocacy group presented various tarpaulinbased products that were among the tons of unlawful election campaign para-phernalia taken down by the Metro Manila Development Authority (MMDA) from unauthorized display spots and given to the EcoWaste Coalition for recycling. “With an ounce of creativity, we can make a variety of practical crafts

out of politicians’ tarpaulins, which we can find all over the place as the campaign goes full blast,” said Aileen Lucero, Coordinator, EcoWaste Coalition. “Repurposing the campaign tarps will help keep these plastics out of dumpsites that are bursting at the seams as the country’s garbage continues to swell,” she said. With the message “Tarps: Dump Not, Burn Not” as backdrop, the group put on display the innovatively repurposed items. Among the items in view were sturdy shopping bags in various sizes, petite carry bags, shoe bags and purses. Other items on show were

workers’ aprons, tool belts, bills and magazines organizers and receptacles for office and household recyclables such as papers, newspapers, glass and plastic bottles and aluminum and tin cans. The tarps can also be used as a sun and rain shield for pedicabs, tricycles and jeepneys, as well as improvised awnings for homes and shops, the EcoWaste Coalition added. In pushing for the repurposing or recycling of campaign tarps for non-food purposes, the group stressed that doing so will help cut the volume, as well as the toxicity, of discards that are disposed of in dumpsites.

“Dumping these tarps will lead to their chemical ingredients leaching into the soil, as well as to surface and ground waters,” cautioned Lucero. “Burning these tarps, which are mostly made of polyvinyl chloride (PVC) plastic, will create and discharge extremely toxic pollutants, namely dioxins and furans, that can contaminate the food supply chain and harm human health,” she added. However, the group pointed out that repurposing the tarps is a temporary measure that will only delay their eventual disposal. “What is really needed is for the plastic industry to remove the harmful chemicals in tarps, for the

government to issue a healthprotective regulation and for consumers to insist on toxic-free tarps. This will surely make the recycling of tarps safer and less complicated,” Lucero said. “While the industry has yet to switch to safer formulations, we urge candidates for the May 2016 polls to moderate their use of tarps and to take full responsibility for their tarps after the campaign period is over,” she emphasized. As tarps contain undisclosed chemicals of concern, the EcoWaste Coalition further reminded the public not to use tarps in applications that may contaminate the food or expose young children to hazardous substances.| ECOWASTE COALITION

3 passengers killed as boat sank off Quezon GUMACA, Quezon – NO less than three (3) people have been killed after a small ferry boat sank off Quezon province, police said Saturday, the latest in a series of maritime accidents in Philippine archipelago. Police Chief Inspector Juan Bayron Leogo, municipal police chief of Gumaca said that the fateful M/B Lady Aime ferry has just left the Port of Gumaca some 117 kilometres (72 miles) from Manila and is heading towards the island municipality of Alabat, when it sank at 4:40pm on Friday. Leogo said the boat is just around 200 metres away from shore when the accident happened. Initial investigation revealed that the sinking may be attributed to “sudden high and strong waves” and possible “overloading”. Autho-

rities said the boat has a maximum passenger capacity of below 50 and yet the fishermen who rescued have survived some 60 passengers and four crew members. A police report said part of the boat was destroyed by the waves. Leogo said criminal charges might eb filed against the boat owners. Poorly-maintained, loosely-regulated ferries form the backbone of maritime travel in the Philippines, a sprawling archipelago of 100 million people. Frequent accidents involving overloaded ferries in recent decades have claimed thousands of lives, including the world’s worst peacetime maritime disaster in 1987 when the Dona Paz ferry collided with an oil tanker, leaving more than 4,300 dead.| BALIKAS NEWS TEAM

‘Sovereignty resides in the people’

THUS categorically speaks the Constitution of the Republic of the Philippines, specifically as a democratic and republican state. It even categorically affirms that all government authority emanates from the people themselves. All these and more are even considered principles and state policies. In other words, Filipinos are a free people. Theirs is a secular state. They choose and hire them as their public officials through elections. They pay them through their taxes in order to govern them as their public servants by rendering them public service and thus promote their public welfare. But it is anything but a secret that the people usually do not even really know whom to vote for–except through the generous selfpraise of the candidates for election, generous promises they make to the people, plus generous give-aways they hand out one way or another, especially so during elections. But the truth is that the people do not really even know if their votes are duly counted. Worse, people do not really care to know the personal character of the person they are voting to office–such as their able or disabled personality constitutions, their real individual attributions or liabilities, their capacity or incapacity to govern, to mention a few of their many unknown traits. As some kind of key constitutional requirements or qualifying features, everyone of those aspiring for the highest offices in the government should be a “natural born citizen” and should at least be “forty” or “thirty-five” years old plus should know how to “read and write”. It is understandable that the occupants of the said offices should have such a citizenship requirement plus the stipulated physical age. But that they should at least know how to “read and write”–this is not only insulting but also rather ridiculous. No wonder then that there is not really a few number of highranking elected public officials in the Republic of the Philippines who definitely have all the above-said qualifications–and that’s it. This is precisely one fundamental reason why the Philippines is what it is now–still very much a “Third World Country.” This maybe the reason why Filipinos are still afflicted with grossly disabled and blatantly corrupt governance, are still victimized by unchecked criminality from sun up to sun down and furthermore, and are still wallowing in misery. Hence: Is it too much to require that the candidates for such high public government offices should be at least a Bachelor in one academic course or another–instead of but simply knowing how to read and write? Is it too much to ask that the same candidates should manifest and certify how much they are worth, how much they can afford to finance their candidacy through their own pockets, by their own money? Is it too much to demand that the said candidates should undergo their respective psychological tests through much capable and well-known clinical psychologists for the knowledge and appreciation of voters? Are such proposed agenda not simply relevant but also reasonable so that the People of the Philippines–a sovereign people, etc., etc.–could have better political candidates, a better government, a better country?|

The political scene POLITICS is–or ought to be–the art of government and public service. But sadly, in the Philippines, it has degenerated into an arena where the interests of the powerful and rich few are pitted against those of the weak and poor many. It interferes with the administration of justice and the equal application of the law, heavily weighted as it most patently is on the side of the politically connected. Political debts are paid with appointments to high offices of those to whom elected officials are indebted, blind loyalty counting as the most important criterion in the selection of public officials–even for government agencies mandated to be independent by the Constitution. The bureaucracy is packed with political protégés, many of whom do nothing except to collect their salaries on the middle and end of each month. Thus the well-intentioned among career officials and employees in government become demoralized early or withdraw into silence or resign altogether. And those who opt to continue despite disillusionment are only too often harassed or eventually coopted into the system.

The Pacquiao apology  REV. EUTIQUIO ‘EULY’ B. BELIZAR, JR., STHD (Incidentally it should sadden us that the Pacman who By the Roadside IF I were to make a choice between being with a nice, perfect person (usually in his/her eyes) who cannot make a mistake and being with a grumpy one who knows how to say, “I’m sorry”, I’d choose the grumpy one any time. At the risk of disproportionately provoking LGBT readers, I say that Manny Pacquiao who recently rubbed them the wrong way has the best of both worlds: He is one nice person (if testimonies of those who know him are to be believed) and he is also a nice person who can apologize for a mistake. For it was truly a monumental mistake for him to have compared homosexual persons with animals and judged them worse. Surely no one but God has the right to judge anyone. Still, for making an effort to apologize I take my hat off to the Pacman. Those who do not think the apology is sincere should also apply the same rule on themselves: Leave the judgment to God. Apologizing for a mistake, when done with God as primary witness, is truly admirable. First, it can only mean the person has humility or is capable of humility. Even the Lord has a special place for anyone who fits this specification. “Blessed are the poor in spirit,” the Master declares, “for theirs is the kingdom of heaven” (Mt 5:3). Humility characterizes the poor in spirit and this is what bends them most to dependence on God rather than on wealth or on fellow creatures. This humility, in turn, disposes the poor in spirit to obedience to God’s will. Second, to realize and accept a mistake or wrongdoing is a mark of courage. A person who can say “I’m sorry” is not only capable of humility but also of the courage to do what he ought. Third, a person who apologizes for having offended another shows that he/ she has concern—call it care, call it love, as the case may be—for the person(s) wronged. For that alone the Pacman’s apology should be appreciated for its worth. On the other hand, he has made a firm stand not apologize for his opposition to same sex marriage. Fortunately for the Pacman, he has plenty of Scriptural ammunition to support his position. When the Inquirer came out with an editorial, partially excoriating Manny Pacquiao for his fundamentalist adherence to a literalist interpretation of Biblical texts, I thought it had made a good point. Most watchers and experts on fundamentalism take that to be one of their weak points.

Or do we take as changeable the declaration of the Congregation on the Doctrine of the Faith, Persona humana, no. 8 saying that “homosexual acts are intrinsically disordered”? Again I say that all believers, specifically Catholics, straight or homosexual, ought to draw from the resources of our faith for guidance on a matter such as this. For the straight among us, the Church counsels understanding and compassion. “The number of men and women who have deep-seated homosexual tendencies are not negligible. They do not choose their homosexual condition; for most of them it is a trial. They must be accepted with respect, compassion and sensitivity. Every sign of unjust discrimination in their regard should be avoided” (CCC 23 58). To the members of the LGBT among us the following challenge, that applies basically to all, is particularly summoned in their regard: “Homosexual persons are called to chastity. By virtues of self-mastery that teach them inner freedom, at times by the support of disinterested friendship, by prayer and sacramental grace, they can and should gradually and resolutely approach Christian perfection” (CCC 2359). Jesus sheds light on our right response. “Be compassionate as your Father is compassionate” (Lk 6:36). Jesus says “your Father”. He means that he wants us to share his sonship; he also means God himself is our model. The Father is compassionate which means ‘to suffer with’ because in the Son he suffers with us the frailties of our human nature. Return of the Dark Side THIS is not about a sequel to the Star Wars movie series. But the idea about the title came up when this writer was pondering about the irony of the situation the Filipino people are now in: We are commemorating the 30th anniversary of EDSA People Power 1 and yet the son of the dictator who the people ousted in 1986 is now a candidate for vice president in the May 2016 elections. The fact that the candidacy of a Marcos for the second highest position in the land coincided with the 30th anniversary of the ouster of the Marcos dictatorship is already a mockery of the struggles, hardships and sufferings that the Filipino people went through for 21 years under the rule of Ferdinand E. Marcos, or 14 years under Martial Law. The sad thing is, not only is Ferdinand “Bongbong” Marcos gunning for the vice presidency, he has, so far, been making a good run at it. If poll surveys are to be believed, Bongbong Marcos has been running neck-toneck with Chiz Escudero, with the rest of the candidates – Leni Robredo, Allan Peter Cayetano, Gringo Honasan, and Antonio Trillanes IV – eating their dust. To what could we attribute this bizarre turn of events? A lot of people are saying that it is because the youth of today no longer experienced the horrors of Martial Law. There is truth in this. But still the question of how and why the Marcos family is now on the doorstep of making a full political comeback begs for answers. Why did the administrations after Marcos – under the late Cory Aquino, Fidel V. Ramos, Joseph “Erap” Estrada, Gloria Macapagal-Arroyo, Benigno “Noynoy” Aquino III – not ensure an accurate account of what happened under the Marcos dictatorship in the history books that are being used by students? Why was the Marcos family never brought to court for their crimes of plunder and massive human rights violations, most especially extrajudicial killings and enforced disappearances? The only successful case against the Marcos family was not filed by the government but by the organization of victims of human rights violations under Martial Law, the Samahan ng Ex-Detainees Laban sa Detensyon at Aresto (SELDA). The case was filed by the victims before the Federal District Court of Hawaii when the Marcos family was still in exile there.

Why have the Marcos family been allowed to use the resources they stole from the nation’s coffers to make a political comeback and to launch a systematic campaign to twist the truth about the Marcos dictatorship? According to an Interaksyon.com report, the government is still trying to recover $1 billion from the Marcos family and their cronies. After 30 years, the government has still not been able to confiscate the illgotten wealth of the Marcoses? What has the government recovered so far and what happened to these assets? The failure of the government to exact justice on the Marcos family for their crimes against the Filipino people and to educate the youth about these are partly to blame for the political comeback of the Marcos family. But still, what makes Bongbong Marcos, and what the Marcos family represents – and to a certain extent the brand of politics being projected by Rodrigo Duterte – attractive to young voters is the failure of the governments after Marcos to address the fundamental issues of poverty and landlessness, deteriorating quality of life of majority of the people, corruption, impunity in human rights violations, attacks on the nation’s sovereignty, crimes, rule of political dynasties, and the absence of a just and lasting peace. Add to this the remarkable ineptitude of the administration of Benigno “Noynoy” Aquino III, and one who has never experienced and never was educated about the horrors of being under martial law would, understandably, be attracted to the idea of a purportedly decisive, efficient type of rule. The Aquino family was propelled to power because the late Benigno “Ninoy” Aquino Jr. and Cory Aquino were projected as the symbols of the struggle against the Marcos dictatorship. The fact that a Marcos is able to project himself as an alternative now is an indictment of the “daang matuwid” being boasted by the Noynoy Aquino administration, and being used as banner for the Mar Roxas-Leni–Robredo campaign. The Filipino people need not limit their choices between the “daang matuwid” of the Aquino government vs. the strongman rule being represented by Bongbong Marcos. There has to be a real alternative. One that would genuinely and effectively address the problems of poverty and landlessness, deteriorating

Hundreds benefited from Medical – Dental Mission at SM City Batangas BATANGUEÑOS recently benefitted from free medical and dental services as SM Foundation held its yearly two-day Medical and Dental Mission Caravan at SM City Batangas, February 18-19. The beneficiaries patiently lined up and waited as early as 7:00 in the morning to avail of the free services that includes medical and dental consultation, ECG, X-ray and tooth extraction. Free medicines are also provided as prescribed by the doctors. Beneficiaries of the

medical mission came from the nearby communities of SM City Batangas identified and chosen by the City Social Welfare and Development Office (CSWDO). Medical and Dental Mission Caravan is a project initiated by SM Foundation Incorporated in cooperation with SM City Batangas made possible by Batangas Medical Society, Provincial Health Office, City Health Office, PNRC-Batangas Chapter, Batangas City Social Welfare and Dev’t Office(CSWDO) and Philippine Air Force.

Costs of senior high school will eat up 39% of earnings of families in low wealth quintile - CWR MORE than 39% of earnings of a low-income family will be consumed by the costs of a child entering senior high school in private schools because of the K to 12 program. The Center for Women’s Resources (CWR), a research, training, and advocacy center for women, has estimated the expenses that low income family will shell out even if their child will be qualified to receive a voucher subsidy. About 800,000 to one million students could not be accommodated in public senior high schools, based on the Department of Education’s (DepEd)

estimate. It assured the parents, however, that a voucher subsidy would be alloted to those who would opt to go to private senior high schools. The maximum amount of voucher for student coming from public schools in Metro Manila is ?22,500. However, DepEd also clarified that if the total school fees exceeded the voucher amount, the parents would shoulder the balance. Clearly, parents from the lowincome families could hardly pay for it. To illustrate: the minimum tuition fee of a private high school could amount to ?35,000. The

When it comes to elections, the electoral process has been systematically subverted with increasingly sophisticated methods of tilting the playing field or committing fraud with the result that elections are in danger of losing their credibility as a reliable means for effecting change. The machinery for cheating is planned well in advance starting with the appointment of loyal lieutenants to sensitive agencies and positions that have to do with elections the audit of government funds or the enforcement of the Ethics Law. This is combined with an elaborate propaganda machine, including governmentcontrolled media, the purpose of which is to destroy the reputation of critics and political opponents. This is also to manipulate public perceptions of government performance or to simply promote the interests of those in power and of their political protégés. People have become so cynical of government, of Congress and of the electoral process itself, that often they lose sight of the relevance of their vote to their life or future and sell it for momentary financial gain. De La Salle Chevrons triumph over Mary Hill College in SMNBTC League to represent South Luzon 3 in the Nationals IT was a nerve-racking game when players from Mary Hill College in Lucena and De la Salle Lipa collided in the south Luzon 3 regional championships of SM-National Basketball Training Center (SM-NBTC) Leagueat the Sentrum of De la Salle Lipa last Saturday, February 27.

The first half of the game was dominated by Mary Hill College, ending the first half with a score of 30 and 45. De la Salle Lipa trailed in as much as 24 points from Mary Hill until the fourth quarter when

De la Salle Lipa took off in its pace in advancing its score. Going to the last two minutes, La Salle Lipa is already breathing at Mary Hill’s neck with only a five-point trail. Relentless pressing defense from the back court and a sticky man to man defense ended the fourth quarter in a tied score at 73. The five-minute deciding game showed a more impressive game among the two teams but a three pointer shot by De la Salle Lipa’sRaprap Dimayuga with two seconds on the shot clock upped the lead of De la Salle Lipa to four, thereby ending the game at 81 vs 78 in favor of De la Salle Lipa.

De la Salle Lipa will now represent the South Luzon 3 group in the national championships on March 8 at the Meralco Theatre in Pasig. The National Basketball Training Center (NBTC) League is the country’s breeding ground of future basketball superstars.
