Mt.

Top ranking NPA rebels nabbed in Sorsogon; armaments recovered CAMP GUILLERMO NAKAR, LUCENA CITY – Four members of the New People’s Army including two top ranking leaders of the armed wing of the Communist Party of the Philippines were captured in an encounter between the military forces and NPA rebels in Sorsogon early last week. Combined troops of 8th Special Forces Company, 903rd Infantry Brigade, Naval Special Operation Group (NAVSOG), and the Sorsogon Police Provincial Office (PPO) were doing their regular patrol when they were met with gunfire from at least thirty NPA members from Larangan 1, Komiteng Probinsyal (Komprob) Sorsogon and Bicol Regional Party Committee (BRPC) at Sitio Batan, Brgy Sablayan, Juban, Sorsogon. The firefight lasted for about 10 minutes before some of the rebels fled using motorized banca, leaving behind their four comrades in the hand of the government troops. The captured NPA leaders were identified as Elias Florentino Pura also known in the underground movement as Soling/Pat, Secretary of Larangan 1, Komprob Sorsogon and also the Head of Rebolusyunaryong Buwis galing sa Kilusang Uri (RBKU), BRPC and a certain alias INO, Finance Secretary, RBKU, Komprob Sorsogon who was also wounded during the encounter. Other captured NPA members are Rodrigo C. Lasar and William D. Doroja. The troops also recovered one M653 rifle (baby armalite), one Caliber .45 Pistol, two improvised explosive devices, one hand grenade, one laptop computer and backpacks containing personal belongings in the encounter site. The three captured NPA members were turned over to Sorsogon PPO for documentation and proper disposition while the wounded was brought to Sorsogon Provincial Hospital for medical treatment. Meanwhile, two other units under the 2nd Infantry Division and 9th Infantry Division also figured in separate encounters. Elements of 9ID clashed with more or less 15 communist insurgents at Brgy Jangan, Balud, Masbate about 6:10 a.m. today. The troops recovered two M16 rifles, one carbine r, two bandoleers with M16 magazines, four cellular phones, improvised explosive device (IED) components, three jungle packs, and subversive documents after 30 minutes dodging of bullets. While troops from 2ID encountered undetermined number of NPAs at Sitio Mina, Brgy. Sta. Inez, Tanay, Rizal at about 9:00PM on March 12, 2014. Firefights lasted for 15 minutes. The government troops suffered no casualty in both encounters while the enemy suffered undetermined number of casualties as evident in the traces of bloods along their route of withdrawal. Pursuit operations are currently being conducted by government troops against fleeing rebels. SOLCOM Commander LtGen Caesar Ronnie F. Ordoyo, AFP said the intensified military operations in Southern Luzon against the armed communist insurgents is part of the military campaign to preempt any plans by the rebels to launch attacks that would highlight the NPA’s 45th Founding Anniversary on March 29, 2014. “We are focused in our mission to completely keep our community free from any atrocities from the rebels and we are leading towards accomplishing our goal as manifested by our recent gains, most especially on the surrender and capture of their leaders. In line with these, we are strengthening our partnership with local government agencies in addressing local issues present which are being exploited by the rebels to conceal their unlawful activities especially at the countryside.” LtGen Ordoyo reiterates his call to all rebels to abandon the armed struggle. “As we continue to support national government’s thrust to maintain peace and development in the countryside, we are also continuously encouraging those who are still walking through the road of insurgency to return to the fold of the law.

Violence against women and children, a social malady THE festering, worsening economic and social crisis has not only resulted in widespread poverty and hunger, worsening social inequities and injustices, but also an alarming increase in cases of violence against women and children. A recent survey involving 42,000 women in all 28 European Union countries revealed the harrowing situation of women in one of the major centers of capitalism and modern civilization and considered as the bastion of liberal politics and human rights. Consider these shocking findings from the Violence against women: an EU-wide survey|Results at a glance, which was produced by the European Union Agency for Fundamental Rights: - Some eight percent of women have experienced physical and/or sexual violence in the last 12 months before the survey interview. (The interviews were conducted from April to September 2012.) - One in three women had experienced some form of physical and/or sexual assault since the age of 15. - One in 10 women had experienced some form of sexual violence since the age of 15, and one in 20 women had been raped since the age of 15. - Of women who are or have been in a relationship with a man, 22 percent have experienced physical and/or sexual violence. - About one in four victims of sexual assault, by either a partner or a non-partner, did not contact the police or any other organisation after the most serious incident because of feelings of shame and embarrassment. - One in five women had experienced some form of stalking since the age of 15, with 5 percent having experienced it in the 12 months preceding the survey. - One in 10 women or 11 percent had experienced inappropriate advances on social websites or have been subjected to sexually explicit emails or text (SMS) messages. - Between 74 percent and 75 percent of women professionals or in top management jobs had experienced sexual harassment in their lifetime, and one in four of these women have been confronted with sexual harassment in the 12 months prior to the survey. - Some 27 percent of women had experienced some form of physical abuse in childhood (before the age of 15) at the hands of an adult. The situation of women in the Philippines also shows the same trend of abuse and violence. Data collated by the Center for Women’s Resources revealed that: - Reported violations of RA 9262 or Anti-Violence Against Women and Children increased from 11,531 cases in 2012 to 16,517 in 2013. - Reported cases of sexual harassment, acts of lasciviousness, unjust vexation, seduction also increased from 928 in 2012 to 1,489 in 2013. - The incidences of rape (including incest and attempted rape) also increased from 1,319 in 2012 to 1,602 in 2013. “This means a woman or a child is being victimized every one hour and 21 minutes.” - The PNP-Women’s Desk revealed that out of the 170 cases of trafficking, 125 victims are children and 45 are women. Sexual and physical violence against women and children have become a pandemic, so much so that it has affected even the church. However, these still do not present the whole picture of the oppression and exploitation being suffered by women and children. Gabriela was right in pointing out that aside from the sexual and physical violence women and children experience in relationships and in their immediate environment are the state and institutional violence that are being inflicted on them. And these affect more women and children. There are the cases of violence committed against women and children

Commencing graduation THE joys that a graduation brings to parents are unquantifiable. It sums up their sacrifices and steers the dreams of their love ones. It signifies great achievements and the source of family honor and pride. It rewards them for their hard work and unfailing support to their children in their studies. Graduation is an end that signals a beginning. Its relevance to society is evident. Its merit need not be subjected to debates. Everyone would agree on its manifest and latent functions. Its intended consequences to the graduates and their families are beyond estimation. Its unintended consequences to the society would remain incalculable through the years. Teachers, both the good and the bad, become nothing more but memories and innuendos from the past when graduation seasons come. It is at this point that a student can confirm that there is always an end to the tyranny in the classroom. Imagine what happens to a teacher who mistreated students after the graduation rite—he or she becomes but an insignificant figment in one’s memory. On the other hand, a good teacher even before the final examination papers are checked—he or she becomes a sweet memory in the minds of his or her beloved protégés. Graduation means an end to school fees and irrational academic requirements. It seals the textbooks which have been students’ companions for a long time. It marks the end to bullying and mischief. It signals liberation from mental and psychological tortures that teachers and students inflict on the weak and

oppressed. It provides reliefs to sleepless nights and wounded feelings. It puts an end to social humiliation and serious anxiety that students every recit and exams days—the dog days in a student life. Indeed, a graduation is an end that signals the beginning. To the optimists, the day following the festive photo-ops means taking the first step towards great challenges. Armed with uncontained enthusiasm, they welcome these challenges as opportunities to learn more and strive better. To the not so-optimists, graduation means that the following days perks and hefty allowances would stop and soon, they have to confront what the world is really like. They have to wake up and find that they are students no more but one with the unemployed in the search for jobs and opportunities. Students have every reason to be happy about graduations. Graduation ceremony symbolizes the consummation of all their hardships. It summarizes the long days that students have endured inside the classroom. It gives them a high sense individual worth because it rewards their efforts and sacrifices. It gives them the opportunity to show gratitude to their parents and friends. Imagine a world without graduations. Imagine an interminable readings, writings and standings—imagine life without togas and diplomas. Imagine that there is no end to school fees and irrational academic blah blah. Imagine... Thanks God for graduation! Cheers!

Controversy over healing priest, Fr. Suarez I WAS reading with interest the series of articles (at the Philippine Daily Inquirer) about the popular healing priest, Fr. Suarez. It seemed the spreading myth surrounding his healing powers, including raising the dead back to life, is now being questioned. This all came about because of the issue about money. San Miguel Corporation is already taking back the 33-hectare land donation in Cavite for a proposed Mother Mary shrine that, after 5-years, never got off the ground while millions allegedly had poured in to him and his foundation. He is even described now as a “changed man”. There are unsavory reports about his “profligacy” as a man of God like joining big-time tournaments as a golfer. Nowadays, he is not known only as an avid tennis player. He was even touted as the big-time financial sponsor of a big Tennis Open recently. In fairness to Fr. Suarez, his side must first be heard before we conclude against him. He is still abroad in a pilgrimage and it is best that we await his story. But he must not just wave away this negative story about him with nonchalance. He should not only generally say that “truth and God are on my side”. He must explain. Otherwise the stories will stick. And this could be the start of his public nose-dive just like the many others before him. His followers deserve hearing from him. “Gifted” persons with some “extraordinary powers” like healing, specially those belonging to the religious sector are a special breed of sorts. Usually they are ostracized by the mainstream Church. Parish priests usually secretly view them unkindly, not so much because they tend to get more than the pittance the parish church alms box gets -- which they definitely do. More so because they are unconventional or unorthodox and they somehow tend to promote, knowingly or unknowingly, hysteria, superstition, fanaticism and the like. The Church is not too keen to immediately recognize those “supernatural” occurences or “miracles” because it has very strict procedures for verifications and validations before it acknowledges them officially. That is not to say that the Church refuses to recognize them at all. In fact it rejoices at God’s manifestations on humankind, especially on ordinary folks. It is just that it does not easily give its “imprimatur” unless certain church protocols are observed. Those so-called “gifted” persons must be careful, discerning and sensitive. If they belong to a religious order, like priests, they must observe the rules and not act as if they have a world of their own. Otherwise, they have to unsaddle from their religious congregations and go on their own way. As a matter of fact, this was precisely what happened to Fr. Suarez in his early years with a congregation in Canada. I was told he was expelled from his “order” while in Canada and came back home to the Philipines and set up his own congregation. He is still under the wings of the Catholic church because he was able to get away with it by getting himself a “protector bishop” to give him legitimacy under the church rules. (Should the church authorities also look into this aspect of being “protector bishop”?) What is worrisome is that some bishops, who are known to be strict on their own clergy, somehow tolerate or at the least, are hesitant to make a big fuss about those “gifted” but non-compliant, “visiting” religious healers. Take the simple case of getting the local bishop’s permission before holding a mass. Usually, these are not complied with. And bishops usually just remain quiet. My guess is that because those healers have generated tremendous following, a bishop is a bit careful to do a little squeak that may turn off fanatical parishioners. Also, a discerning bishop may just be being careful lest he be unduly and unfairly accused of just whining because local parishioners dig into their pockets only for loose change during Sunday mass collection time while they give bulging cash envelopes “pabaon” to those visiting healers. Consider also those so-called “handlers.” ( They are derisively also called “dicers” for obvious reasons.) They are the close-in aides of the healer who generate donations by whispering to well-to-do followers about this or that project that needs support while the healer appears to remain coy. Of course, they are most often the culprits in short-circuiting local bishopry rules when they do “advance party” work. They are over solicitous and over protective of their “ward”. Some are haughty, like that fly feeling big upon alighting on the carabao. They even provide the “human shield” and cordone off their “boss” from the crowd whenever necessary, to the consternation of the eager believer who just wants to touch or stay close hoping perhaps for some magical results. In our day and age of problems, poverty and want, many of our people who are desperate, destitute, hopeless, seeking deliverance or waiting for miracles to happen or those who are just naive and gullible, usually end up being fascinated and awed at some supernatural “happenings” like healing of the sick. Rumors, especially about “miracles” move fast and we swallow them. But are we to blame? One late afternoon in Davao City, my wife Beth and I squeezed ourselves with an overflowing crowd at Maa Church just to hear a healing mass with

Controversy over healing priest, Fr. Suarez Fr. Suarez. Traffic in the diversion road was usually light but not that day. Hours before Fr. Suarez’ convoy arrived with host Mayor Rody Duterte personally escorting him , thousands of Dabawenyos were already waiting. Traffic was paralyzed. He was literally mobbed wherever he went that police escorts had to be fielded to control the crowd. All the ailing, the sick and the “hopeless” -- including just the curious -- were there hoping for the best. Of course, I was told the well-heeled ones had reserved front row seats courtesy of some friends or contacts on the organizers side. You know, the usual courtesies. When I was a young barrio boy in the south, I knew of certain healers (“mananambal” or “arbularyo”) who allegedly cured almost any ailment -- including painless extraction of a decayed tooth, dentists then being rare. They were known for refusing to receive money or cash to the adulation of all. Unable to control a fever, my mother one time brought me to a “hilot” who used coconut oil, with a little of his saliva to

spike. I saw donations in kind were accepted on the ground floor and quickly hauled into a room. When I went to the “palengke” in the afternoon, I spotted the same bundles of rice or bagful of fish offerings, the live chicken and pig in the market stalls being sold for conversion to cash! I lost faith on my favorite “mananambal” after that. Healers must be extra careful about money matters. It can cause their downfall. Let’s all admit this. A grateful person of means who may have benefited from his healing powers will definitely hand over some cash or issue a check to support his project, unsolicited or not. I was told of a Davaoeño businessman who suddenly regained his lost ability to write and move his arms after a healing session with Fr. Suarez. And you guessed it. His first act to show that he could already write was to write a check payable to Fr. Suarez. I am not surprised to learn that aides or “handlers” would invariably mention to some avid believers and followers, especially the rich, about some projects of the priest that needed some help. How much

Violence against women and children, a social malady in the course of wars of aggression and suppression campaigns. Women and children are highly vulnerable during these times because they are being specifically targeted to break the will and spirit of resistance of oppressed peoples and groups. Examples of these are the comfort women abducted and raped by Japanese soldiers during World War II. Rape during wars has become so prevalent that there is now a campaign to declare the use of rape as an unlawful weapon of war. Rape and sexual humiliation is also commonly used as a method of torturing women in wars of repression.

And then there is the violence that affects the most number of women and children: poverty. The worsening joblessness, the spikes in prices of basic goods, services and utilities, and the lack of accessible, affordable, basic social services subject the majority of women and children to hunger, and violate their basic right to a decent quality of life. It also makes them vulnerable to sex trafficking by illegal recruiters offering jobs. Women have been suffering for centuries, since the advent of ‘civilization.’ Women have no choice but to pursue the struggle for justice, freedom, and genuine equality.|WWW.BULATLAT.COM

of that given amount is personal and how much of it goes to the foundation he represents must be reckoned internally by his group or foundation whose officials are usually noted names known for their integrity and circumspection. Of course we heard Cardinal Tagle saying that he left Fr. Suarez’ foundation but he was not too clear about his reasons although there were nuancings about his not being happy with what was going on inside. How Fr. Suarez (and this must include all others similarly situated) handles those funds as donations for worthy projects must be dealt with accordingly with transparency or sensitivity. Otherwise, accusations about money matters that are now surfacing will be inevitable. Fr. Suarez himself now needs some healing of his own. He needs to mend his ways and practices. Failing in this, it will be a sad day if he becomes the total opposite of how he is regarded today: from a well-loved healer to a pariah -- an outcast or one despised. Let’s all pray for him that he will overcome all this in God's own time. For all we know, he may indeed be God’s gift to mankind. In the meantime, I won't be surprised if some enterprising whistle-blower will also surface and denounce another PDAF anomaly called Priests’ Diverted Alms

Fund (PDAF). But the bishops must first devise their own witness protection program to make this happen. That will be the day! (joke. hahaha!) AUTONOMY TO SECESSION --- Crimea's autonomous government in Ukraine just announced it wanted to secede and join Russia. Crimea's legislative body already voted to secede. Russian troops are in place and capital city Kiev looks helpless. Those who are opposed to giving more autonomous powers in the negotiations with the MILF are now about to use this recent development in the Black Sea as a fair warning to all by asking: what will prevent the new Bangsamoro entity to do the same in the future in the exercise of its so-called right of self determination.? Interesting question. FOR PRESIDENT? --- I am intrigued that some barangay officials, who are under Mayor Duterte in the city are getting signatures to support the DUTERTE FOR PRESIDENT movement. They claim they have about 800,000 campaign targets in the city and they plan to expand their area .This despite Mayor Rody Duterte's repeated stand that he is not interested and he is not qualified. Like saying "No way!" Well, at least he is not yet saying :"Over my dead body!"
