P2M footbridge project ng NGCP sa Calaca, pinasinayaan CALACA, Batangas --Pinasinayaan at pormal na binuksan ang isang footbridge project na pinondohan ng National Grid Corporation of the Philippines (NGCP) sa barangay Quizumbing sa bayang ito, Mayo 26. Ang naturang proyekto na nagkakahalaga ng humigit kumulang P2M ay pinaglaanan ng NGCP alinsunod sa kanilang corporate social responsibility (CSR) programs kung saan isa ang bayan ng Calaca sa mga host community dahilan sa dito matatagpuan ang Batangas Electric Cooperative (Batelec) I at ang naturang barangay ay isa din sa mga komunidad na dinaanan ng transmission lines ng NGCP.

Sinabi ni Nelson Bautista, head ng corporate communications department, na ang naturang barangay ay nagpadala ng kahilingan sa kanilang tanggapan at ito naman ay napagbigyan kung kaya’t malaking tulong ang pagkakaroon ng footbridge project na ito lalo na sa mga residente ng barangay. Nasa 70 porsyento ng populasyon sa naturang barangay ang makikinabang sa tulay na ito sapagkat karamihan sa mga mag-aaral ay dumadaan dito upang makapasok sa eskwelahang sakop ng barangay Camastilisan. Sinabi naman ni Kapitan Eric Atajar, pangulo ng barangay Quizumbing napakalakas ng tubig kapag umuulan o bumabagyo dito kung kaya’t karamihan sa mga kabataang nag-aaral sa barangay Camastilisan ay karaniwang absent sa klase sa takot na madala ng rumaragasang tubig.

"May mga ripraps ngunit bumibigay ang pagkakagawa dahilan sa laki ng tubig na dumadaan kapag tag-ulan," wika ni Atajar. Dagdag pa nito na napakatibay ng pagkakagawa ng tulay na at maaaring pakinabangan ng mga susunod pang henerasyon. “Malaki man po ang naging hirap namin para magkaroon ng ganitong proyekto ay malaking pasalamat pa din kami sapagkat napagbigyan ang aming kahilingan,” ayon pa kay Atajar. Ang proyekto ay sinimulan noong Pebrero 2014 at inaasahang pakikinabangan na sa pagbubukas ng klase ngayong Hunyo 2014. 210 residente ng lungsod, nagtapos ng libre sa BEST program ng Malampaya Foundation LUNGSOD NG BATANGAS -Nagtapos ang may 210 residente ng lungsod sa isinagawang Bridging Empoyment through Skills Training (BEST) program sa isang simpleng seremonya sa Batangas City Convention Center, Mayo 28. Ang naturang programa ay itinaguyod ng Malampaya Foundation Inc. at layong tulungan ang mga out-ofschool youth (OSY) gayundin ang mga walang trabaho na maging produktibong mamamayan sa pamamagitan ng technical at vocational na pagsasanay sa welding,pipe fitting, piping insulation, scaffolding, machining at iba pa. Kaugnay pa nito, ang mga nagtapos ay tinutulungan naman sa pamamagitan ng Public Employment Service Office (PESO) ng pamahalaang lungsod upang makakita ng trabaho sa pamamagitan ng Industry Networking (I-Net) scheme na nag-uugnay sa mga nagsanay patungo sa iba’t ibang

industriyang nangangailangan ng iba’t ibang uri din ng kasanayan. Nagsimula ang pagsasanay ng mga nagsipagtapos noong Pebrero 2014 hanggang Mayo 2014 kung saan 90 ang sumailalim sa piping insulation, tig-30 naman sa scaffolding, pipefitting, welding at electrical insulation maintenance. Sinabi ni Karen Agabin, executive director ng Malampaya Foundation Inc., na simula 2007 hanggang 2013 ay may 1,800 indibidwal na ang nakinabang sa lalawigan ng Batangas, Oriental Mindoro at Palawan kung saan ang kanilang tanggapan ay nagseserbisyo. “Bukod sa layong magbigay ng importanteng kontribusyon para sa pag-unlad ng ekonomiya ng isang lugar, binibigyang-pansin din namin ang pangangalaga o konserbasyon ng marine environment sapagkat isang malaking bahagi ito ng pagunlad ng isang lugar,” wika ni Agabin.

Nagpaalala naman si G. Sabino Santos, presidente ng Malampaya Foundation Inc. ng apat na bagay na kailangang tandaan ng mga nagtapos upang maging maayos ang kanilang trabaho. LAST week’s World Economic Forum (WEF)-East Asia will strengthen the clamor of big business for Charter change (Cha-cha) and drive Malacañang’s desperate bid to clinch more public-private partnerships (PPPs), research group IBON said. With only seven out of more than 50 PPP projects awarded so far, the Aquino government's centerpiece economic program is slowly moving. These projects are the Daang-Hari SLEX Link and NAIA Expressway projects, the Automatic Fare Collection System and Mactan-Cebu International Airport projects, the Modernization of the Philippine Orthopedic Center project, and the PPP for School Infrastructure Project Phases I and II, with an estimated cost of US$ 1.39 billion. Behind these projects are the country's richest families or wealthiest companies: Ayala Corporation, Henry Sy, San Miguel Corporation, Manuel Pangilinan, Aboitiz, Lopez and Consunji. IBON said that the slow pace of PPP projects is indicative that the hype about the Philippines being 'Asia’s Next Miracle' is baseless. Instead of seriously addressing real economic woes such as joblessness and exclusive growth, however, government is further upholding failed and probusiness programs such as the PPPs that worsen the people’ economic conditions. The awarded PPP projects promise high returns to the country’s biggest businesses, while the dislocation of thousands of urban poor, farmers and fisherfolk communities have begun to give way to PPP infrastructure—proving the administration’s exclusive brand of

economics. Moreover, as in the country’s experience with privatization, PPPs will result in higher prices and rates of services and utilities. Government is bidding for more PPPs to affirm the country's business-friendly environment even if these will deprive the people further of their basic needs and social services, IBON said. Aside from leading to more PPP deals, the WEF a global platform for politicians, business leaders and the world's biggest companies to discuss economic opportunities in the region, is also becoming an arena to campaign for changes in both the Philippine Constitution's political and economic provisions. The research group noted that the ‘good governance, good economics’ hype of the Aquino administration has stirred talk in the WEF about the necessity of extending term limits for hyped ‘progress’ to continue unhampered. The push for Cha-cha so that government and the economy could ensure the continued advancement of corporate interests amid slowing global economy has become more evident in the WEF, the group said. Expressing concern about reports that altering the nationalist economic provisions of the Constitution is being fast-tracked in Congress, IBON said that the Charter is the last barrier to the all-out sale of the Philippine economy to big business and foreign ownership, which three decades of globalization have facilitated. The group reiterated that it is government’s economic policies and direction that are disadvantageous to the majority, and these should be the ones being revised.| IBON

NGCP clarifies “red alert” status in Palace calls for “Bayanihan” to keep Luzon grid, explains load curtailment students safe during school opening

NGCP issued a “red alert” notice to its Luzon grid customers today due to insufficient power supply brought about by the unexpected nature of the unplanned outages of certain power plants. During the peak hours of 2:00 P.M. to 4:00 P.M., the system indicates that available capacity is at 8,139 MW while demand is at 8,403 MW. The unavailability and/or the reduced capability of certain power plants led to this situation where contingency reserve is zero because of a generation deficiency. Rotating brownouts in Luzon are expected, May 16, because of the generationrelated deficiency. The specific affected areas and the duration and schedule of brownouts per area will be determined by the local distribution utility. The supply situation is

expected to normalize once the unavailable capacities or the plants on shutdown or running on limited capabilities are back and synchronized to the grid, or once the demand recedes. It is NGCP’s obligation under the law and its franchise to ensure that the grid operates at an optimum level with due consideration for safety, security and reliability. NGCP is closely monitoring the situation and continues to be in close coordination with the Department of Energy (DOE) to ensure that all the capacities available to the grid are dispatched efficiently. NGCP does not control power supply but during periods of generation deficiency, it does its best to mitigate the situation by implementing the grid-wide power load curtailment to

maintain the grid’s security and reliability. NGCP, as System Operator, issues Grid Operation Notices to grid users. “Red alert” refers to the system condition when the contingency reserve is zero or a generation deficiency exists, while a “Yellow alert” is a system condition where the total of all reserves is less than the capacity of the largest plant online, which for the Luzon grid, is 647 MW. When system reserves are more than sufficient to meet the reserve requirements of the grid, the system is considered to be under normal condition. The system alert, and the corresponding power curtailment, if any, is lifted once demand recedes or once there is enough available capacity coming into the grid from the power plants.| ADVT

Tanay social welfare office holds GAD seminar ANTIPOLO CITY, Rizal -- The Tanay Municipal Social Welfare and Development (MSWD) held a Gender and Development (GAD) orientation-training program on May 29-30 at the MSWD Building. 2 NPA rebels killed in Tayabas encounter CAMP GUILLERMO NAKAR, LUCENA CITY – Two members of the New People’s Army were killed in an encounter between government forces belonging to the 85th Infantry Battalion, 2nd ID, Philippine Army against NPA rebels in Sitio Pinagbanderahan, Brgy. Palali, Tayabas, Quezon recently. Initial reports from the operating troops revealed that one of the slain rebels was identified as Peping Agudo, logistics and finance officer of Sangay sa Platon (SPn) Bagong Silang of the Southern Tagalog Regional Party Committee (STRPC). In 2012, Agudo was captured and jailed in Bicutan but was able to jump bail and returned back to the underground movement and led in several extortion activities. Beside Agudo was a body of another rebel whose identity is still being verified by legal authorities. Moreover, the troops recovered two M16 rifles, one M14 rifle, and five

backpacks with subversive documents at the encounter site. SOLCOM commander Lieutenant General Caesar Ronnie F. Ordoyo lauded the notable accomplishments of the troops and affirms the continuous commitment of the Command towards ensuring peace and development in the region. Ordoyo, however, reiterates its call for legal and peaceful means towards achieving peace and order in the region. “We call on to the remaining members of the CPP-NPA to return to the folds of the law, reunite with their respective families, and enjoy peaceful lives. Our call goes hand in hand with our offer to assist rebel returnees in obtaining the national government’s comprehensive livelihood integration programs. Rhetoric, statistics, and realities By BENJIE OLIVEROS A WEEK ago, during the World Economic Forum, Pres. Benigno Aquino III delivered a speech boasting about the 7.2 percent GDP growth the country achieved last year. “We have always said that good governance is good economics, and the results of our reforms on the economic end are proving us right. In 2013, our economy grew by 7.2 percent—making us one of the fastest growing countries in Asia.” A week after, in a press conference today May 29, the Philippine Statistics Authority announced that the country’s GDP growth for the 1st quarter of 2014 was 5.7 percent, lower than the expected 6.5 to 7.5 percent growth. Secretary Arsenio M. Balisacan, Economic Planning secretary and NEDA director-general, blamed Typhoon Haiyan, which hit the country in November last year, for the slowing down of the economy. No amount of statistical computations could deny the fact that the country, which has been pursuing the same economic policies that resulted in the world economic crisis and which is dependent on exports to and imports and investments from the world capitalist powers, would eventually feel the economic slump. President Aquino, during the forum, attributed the country’s “impressive economic growth” to his government’s anti-corruption efforts, which, he said, “freed up resources for investing in the people.” However, even a cursory glance of the headlines of the different news agencies would show that reports about the lists of former and incumbent lawmakers and Cabinet officials who partook of the pork barrel funds allegedly skimmed by Janet Lim-Napoles have been populating the news. One list was drawn up by Napoles herself, and another was reportedly taken from the files of Napoles relative turned whistleblower Benhur Luy. One day the people were barraged by a hundred names of government officials who allegedly benefited from the scam, the next by the same number of denials. Of course, someone is seemingly behind efforts to muddle the issue by bombarding the people with so many lists of names. But even if only half of those who were named are guilty, that is still a lot of government officials involved, enough to trigger a crisis of government. President Aquino also boasted about the country’s “inclusive growth.” “We are aware, however, that inclusive growth cannot be achieved simply by delivering to our people the services they rightfully deserve. Government must also actively find ways to create opportunities for the people.” The opportunities that President Aquino is talking about are hard to come by. The poverty and unemployment situation have remained unchanged in the last decade. A Social Weather Stations (SWS) survey, which was conducted during the 1st quarter of 2014 revealed that adult joblessness remained at a high 25.7 percent affecting 11.5 million adults. Joblessness, according to the SWS, has remained at the level of 20 percent and above since 2005, except in March 2006 when it went down to 19.9 percent, in December 2007 17.5 percent, and in September 2010 at 18.9 percent. It is worth noting that during these years, the country purportedly began to register high GDP growth figures, which Aquino’s predecessor Gloria Macapagal-Arroyo also boasted about then. The incidence of involuntary hunger during the 1st quarter of 2014 was also at a high 17.8 percent affecting an estimated 3.9 million families. Recording failure WITH the prevalence of CCTV cameras in public and private places the commission of crimes no longer remains unwitnessed. Video footages of violent crimes are posted in the social media and fed in the evening news every day. The surveillance culture has afflicted us and magnified the paranoia that keeps us from trusting one another. But does the presence of CCTV cameras deter criminals from carrying out their nefarious design? The rising crime statistics hardly shows the deterrent effects of surveillance to these criminals. Crimes happen anytime and anywhere. Cameras may record their commission but will not prevent them from happening. Aside from the fact that there are thousands of ways to conceal one’s identity, video recording of criminal incidents seldom help authorities put suspects behind bars. And while their admissibility to prove the complicity of the accused, CCTV footages need to be identified and presented by their owners or operators. This means that their admissibility and veracity could easily be defeated by experienced attorneys and enterprising criminals. Not that the installation of CCTV cameras is useless but their effectiveness in preventing crimes remains to be seen. Hardened criminals rarely consider the fact of detection and identification in carrying out their trades while accidental felons would hardly notice these devices when confronted by persistent tempting situations. As of this writing, statistics showing the effectiveness of surveillance cameras in deterring crimes are wanting. Also, no official record showing how many crimes were actually resolved with the use of these devices exists.

There are a few police pronouncements but these are not enough. The deterrence effect of CCTV cameras to be verified before any regulation requiring their installation may be justified. However, in spite of the seeming failure of these CCTV cameras to deter the commission of crimes, the obsession for surveillance devices remains unabated. Some local government units have spent huge resources to procure them. Others have required local establishments to install CCTV cameras before they allow renewal of business permits. Local government units can do better to help law enforcers than to require the installation of CCTV cameras in business establishments. After all, what would likely really deter the commission of crimes is the notion about the immediacy and effectiveness of official response to criminal activities. Immediate and decisive police actions put criminals on guard and would like deter them from engaging in reckless public rampage. Instead of mandating that local businesses should procure these devices from accredited suppliers, local government units have to spend resources for equipment needed by local police stations so that they can be efficient in doing their works. Programs enhancing public and private cooperation in crime prevention and detection must complement the modernization of these stations. And as important ingredient, police officials must be allowed to do their work without unnecessary interference from local politicians and influence peddlers. It is only then that we could offset the losses that we have in the past with enhanced police performance. |

Ang Mabuting Balita Nagpakita si Jesus sa Kanyang mga Alagad (Mateo 28:16-20) (Marcos 16:14-18) (Juan 20:19-23)(Gawa 1:6-8)

HABANG pinag-uusapan nila ito, tumayo si Jesus sa kalagitnaan nila na nagsasabi, “Sumainyo ang kapayapaan!” Natigilan sila at natakot sapagkat ang akala nila'y multo ang kaharap nila. Kaya’t sinabi ni Jesus, “Bakit kayo natitigilan? Bakit kayo nag-aalinlangan? Tingnan ninyo ang aking mga kamay at mga paa. Ako nga ito. Hawakan ninyo ako at pagmasdan. Ang multo ay walang laman at buto, ngunit ako'y mayroon, tulad ng nakikita ninyo.” Habang sinasabi niya ito, ipinapakita niya sa kanila ang kanyang mga kamay at mga paa. Parang hindi pa rin sila makapaniwala sa laki ng galak at pagkamangha, kaya't tinanong sila ni Jesus, “May pagkain ba kayo riyan?” Siya'y binigyan nila ng isang hiwa ng isdang inihaw.

Kinuha niya ito at kinain sa harap nila. Pagkatapos ay sinabi niya sa kanila, “Ito ang tinutukoy ko nang sabihin ko sa inyo noong kasa-kasama pa ninyo ako; dapat matupad ang lahat ng nasusulat tungkol sa akin sa Kautusan ni Moises at sa aklat ng mga propeta, at sa aklat ng mga Awit.” Binuksan niya ang kanilang pag-iisip upang maunawaan nila ang mga Kasulatan. Matibay na ebidensiya ng pag-aaring lupa NANG namatay si Alfonso, nakaiwan siya ng tatlong lupa: Isang may sukat na 495 square meters na ang tax declaration ay nasa pangalan niya at inookupahan niya mula 1946; isang may sukat na 285 square meters at nasa ilalim din ng tax declaration sa pangalan niya; at ang pangatlo ay may sukat na 4,090 square meters na may tax declaration din sa kanyang pangalan. Ipinasya ng kanyang siyam na anak na huwag hatiin ang mga ito at hawakan na lang ito na may pareparehong parte. Isinangla ng magkakapatid ang lupang may sukat na 285 square meters at 4,090 square meters sa isang rural bank. Nang hindi nakabayad ang magkaka-patid, inilit ng banko ang dalawang lupa. Sa subastang ginawa, ang mga lupa ay nabili ni Rodolfo. Lumabas na may bahay na nakatayo sa lupang may sukat na 285 square meters na nabili ni Rodolfo. Kaya nagsampa siya ng kaso sa husgado laban sa mga heredero upang alisin ang bahay na ito. Pumayag naman ang mga heredero at nilipat ang bahay nila sa kabilang lupang may sukat na 495 square meters na minana rin nila. Nang magkaroon ng kadastre sa bayan, nagpalabas ng survey notification card ang Bureau of Lands na nagpapakita na ang 495 square meters na lupa ay kay Alfonso nga na minana ng kanyang mga anak. Ngunit pagkaraan na nagkaroon ng pangalawang survey notification card na nagpapakitang ang bahay ay sakop

pa rin ng lupang nabili ni Rodolfo sa rural bank. Lumalabas dito sa pangalawang survey na ang lupang nabili ni Rodolfo ay 631 square meters at hindi 285 square meters lang. Kaya pinaalis muli ni Rodolfo ang bahay dahil ito raw ay nakatayo pa rin sa lupa niya. Tama ba si Rodolfo?  MALI. Malinaw sa tax declaration na ang lupang nilipatan at kasalukuyang kinatatayuan ng bahay ng mga heredero ni Alfonso ay nasa pangalan at pamumusisyon niya nilipatan at kasalukuyang ki­natatayuan ng bahay ng mga heredero ni Alfonso ay nasa pangalan at pamumusisyon niya mula 1946. At ito’y naisalin at pinamusisyunan ng kanyang mga anak noong siya’y mamatay. Bagama’t ang tax declaration ay hindi sapat na katunayan ng pangangari, ito’y matibay na ebidensiya ng pa­ ngangari kung ito’y inooku­pahan ng may hawak nito. Sa kabilang dako, malinaw naman na ang isa sa lupang nabili ni Rodolfo sa rural bank ay may sukat lang na 285 square meters kung saan dating nakatayo ang bahay. Ang sukat nito’y hindi 631 square meters gaya ng nakalagay sa pangalawang kadastre. Maliban dito, si Ro­ dolfo mismo ang umamin na 285 square meters lang ang lupang ito nang magsampa siya ng kaso upang alisin ang bahay ng mga heredero ni Alfonso na nakatayo rito. Ang kahalagahan ng La Mesa Dam sa seguridad ng Kalahang Maynila NOONG Biyernes ay nagtrekking kami sa La Mesa Dam kasama ko ang ilang kaklase ko sa Master in National Security Administration (MNSA) Class 49 na sila Col. Alex Luna, Col. Alberto Desoyo, Col. Jeff Hechanova, Col. Gerry Soliven, Col. Rolando Rodil, Dr. Nep Labasan, and Pat Joson. Umabot ng limang oras ang paglalakad namin sa ilalim ng mala-paraisong mga punong kahoy kasama ang kuwentuhan siyempre ng samo’t saring mga usapin na may kinalalaman sa national security, kahit na nasa labas na ng classroom ay interes pa rin ng bansa ang pinag-uusapan namin partikular na of course ang mga usaping tungkol sa environment, ganon talaga siguro ang epekto ng MNSA. Binabati ko nga pala ang aming Course Director na si Prof. Charry Joaquin. Nakita namin mismo, Mam, ang tunay na sitwasyon ng La Mesa Dam.  Ang La Mesa Dam at ang ecological nature reserve ang silang bumubuo ng La Mesa Watershed and EcoPark sa Lagro, Quezon City. Bahagi ito ng UmirayAngat-Ipo-La Mesa water system na source ng water supply ng buong Metro Manila. Ang dam lang mismo ay kayang mag-imbak ng 50.5 million cubic meters ng tubig sa lawak nitong 27 square kilometers. Napakahalaga nito dahil 1.5 million liters ng tubig ang dumadaloy dito araw araw para sa pangangailangan ng 15 milyong mga residente ng Metro Manila. Ito rin ang kahuli-hulihang forest of its size sa kalunsuran. Alam ninyo po ba na isang security problem ito na tila bombang handang sumabog anumang oras noong 1999 sanhi na rin ng kakulangan ng watershed protection, illegal na pagha-harvest ng mga itinanim na kahoy, conversion ng forest land into agricultural crop lands, at ang pagpasok ng mga informal settlers sa kagubatan. Ang mga ito ay naging sanhi ng watershed degradation  Nagsimula itong ma-rehabilitate matapos magkaroon ng kasunduan ang Bantay Kalikasan ng ABS-CBN Foundation, ang MWSS at ang pamahalaan ng Quezon City para ma-sustain ang Save La Mesa Watershed Project. Sa kasalukuyan, isa itong matagumpay na privatepublic partnership projects na sinusuportahan ng AFP. Hinihimok kong sundan ng iba pang kumpanya at

private foundations bilang ambag sa pangangalaga ng ating kalika-san. Nagkaroon na ng mga facilities na kinagigiliwan ng mga urban families dahil tila resort na rin ito sa ngayon. Para sa environmental awareness ng mga pamilyang nasa lunsod, isa itong alternative venue ng family outings. Maging ang mga companies ay maaring makinabang dito sa pamama-gitan ng makakalikasang company outings.  Ang tunay na hamon ay para sa lahat na nakikinabang sa benepisyong dulot ng La Mesa Dam, ng tubig sa Kamaynilaan, at sa paglinis ng hangin na siyang ginagawa ng mga kahoy sa gubat nito. Sana ay magkaroon tayo ng mga collective action para mapalawak ang kagubatan sa paligid ng La Mesa Dam. Hindi lang sa immediate watershed nito kundi beyond pa at kung hanggang saan maabot ang reforestation. Isipin na lang natin kung ano ang mangyayari sa ating ekonomiya at seguridad kung sakaling matuyuan ng tubig ang La Mesa. Ang hamon ko sa lahat: Makiisa at makialam para sa kaligtasan nating lahat. Binabati ko nga pala ang bago naming District Governor ng Rotary International District 3780 na si Congressman at General Sammy Pagdilao at ang mga Presidente ng 103 Clubs ng RI District 3780 for RY 2014-2015 sa kanilang Mass Induction Ceremony on June 21 sa Sofitel Hotel. Kasama po dyan ang aming presidente na si Bernadette Pineda. Congatulation din nga pala sa aking mga kasamahan sa Rotary Club of Camp Aguinaldo sa aming “Balik Eskuweala Project” na gagawin sa Bagong Silangan Quezon City. Nakatakda po naming ipamigay ang mga school supplies sa aming adopted Nursery and Kindergarten Schools ngayong darating na Lunes. Nais ko rin saluduhan ang mga brods and sis ko sa Alpha Phi Omega sa walang sawang pagbibigay nila ng kahuluguhan sa salitang “pagtulong o service”. Ngayong summer ayon kay Sis Evelyn Canete naging busy ang iba’t ibang chapters and alumni sa buong bansa sa kanilang bloodletting, medical and dental projects kasama na dyan ang walang sawang operations “tule” at pagbibigay ng manpower sa Gawad Kalinga project para sa mga ipinatatayo nitong mga bahay para sa mga maralita nating mga kababayan.|

“Unorthodox” doctor I WAS seated in a clinic receiving room in Quezon City a few days ago waiting for our turn to meet the doctor, a certain “DOC LEAL” who was supposed to be an expert on non-invasive treatment for body pains. Then I spotted on the wall of the reception area a full-spread front page clipping of last year’s SUN STAR Davao April 2013 issue. Featured in a full banner story written by its Editor Stella Estremera was Dr. ISAGANI S. LEAL from Magpet, North Cotabato , now a musculoskeletal expert with whom we had an appointment for consultations that afternoon. He is supposed to be the only one of his kind in the country today. His photos with sports stars, even one with businessman Manuel V. Pangilinan (MVP) and senators and other celebrities in Manila were collaged on the wall. Seated in the reception area were mostly “senior citizens” with walking canes and one young lady in wheelchair evidently injured. I was there with Beth for her recurring neck pains that had been troubling her for years whose medications evidently caused her kidney ailment. Truth to tell, it was Davao Mayor Rody Duterte who mentioned to Beth during the wake of our brother-in-law in Davao City to see a “Dr. Leal” in Manila after both of them exchanged notes about their common recurring neck pains and headaches. But I had no way of contacting him as I failed to get his cell phone number. By some coincidence last week, former Gov. Manny Pinol picked up the phone during coffee at Starbucks in SM mall in Davao City and linked me up with the DOC LEAL who was actually a native of Gov. Manny’s province. My wife and I promptly went to Manila to meet this doctor in our continuous search for relief from her recurring neck pains to further nurture her improving kidneys. NON-CONVENTIONAL -- When we entered his small clinic, he immediately told me in Cebuano: “Kaila man ko nimo , sir.” (I know you, sir) although I barely recognized him. He used to work as a doctor at the regional health office in Cotabato City when I was handling Mindanao for Malacanang. I would visit his area during calamities like bombings, shooting incidents and outbreak of epidemics. He recalled seeing me often during the “ war” (with the MILF) in Pikit, North Cotabato as he was involved in community-based medical services attending to the evacuees. Even as a medical doctor, he was more fascinated with the “unconventional and the unorthodox”. He dawdled with herbal medicines, therapy, “hilot” and other alternative procedures. He even authored a manual on alternative herbal medicines that up to this day is being used by the regional health office. An opportunity came when he was sent on a 3-month training in Israel on a new method called musculoskeletal medicine. After his 3month scholarship, he decided to stay and personally paid his way to more training and immersion in a pioneering medical field. He “moonlighted” as a part time doctor in TelAviv (usually pro bono to his “kababayans”) and even worked as contributor to a medical magazine. His meager earnings as a part-time writer and practitioner were used to finance his frugal life there just to learn some more. He gave free medical assistance to Pinoy OFWs in his spare time. It was while he was in Israel that he lost his wife who was left in Cotabato due to leukemia. (His only daughter is now 18 years old.) He trained in Tel Aviv, Israel for 4 years on what can be described by western medicine as an “unorthodox” or alternative way of treating body pains and ailments. CLINIC --- Upon returning home, he eventually opened in 2009 a clinic called CENTER FOR MUSCULOSKELETAL SCIENCE --ASIA, now known for its innovative and alternative mode of treatment, located along West Ave in Quezon City (Tel. 09179404762; www.cms-asia.net). It provides minimally invasive image-guided treatment for back pains, arthritis, shoulder pain, spinal problems and sports injuries using arthroscopic, fluoroscopic and ultrasound-guided interventions and regenerative medicine. (He treated my recurring knee problem -- due to high uric acid --and in a matter of minutes, it erased the numbing pain just like magic. I swear!) But that’s going ahead of his boyhood story. POOR BARRIO BOY ---Doc Gani, 48 years old, grew up as a poor boy in Magpet, North Cotabato where he had to walk about seven kilometers daily to school. His father was a passenger jeepney driver and his mother a public school teacher. He was featured in that Sun Star article because his father, a lowly driver was a surprise graduation speaker in a local college to inspire the graduates about how hard work could give deliverance to poor families like theirs. Chatting with him briefly brought me back to my own memory lane. I immediately had an eerie-feeling of familiarity with him, my own father being a passenger bus driver too and my mother also a public school teacher and having spent boyhood days in our barrio. He first wanted to become a priest and entered the seminary (I too almost entered the Brothers of the Sacred Heart juniorate in high school) but he shifted to the medical school by supporting himself, during pre-med days, as waiter and dishwasher at the “Tropical Hut”, a resto chain. Then to finance his medical course proper, he worked as a roomboy at a drive-in motel called Anito Hotel in Manila. (No, I didn’t work in trysting hideaways but in a newsroom.) He was lucky to get scholarships due to his exceptional

3,000 rice genome sequences made publicly available on World Hunger Day THE open-access, open-data journal GigaScience (published by BGI and Biomed Central), announces today the publication of an article on the genome sequencing of 3000 rice strains along with the release of this entire dataset in a citable format in journal’s affiliated openaccess database, GigaDB. The publication and release of this enormous data set (which quadruples the current amount of publicly available rice sequence data) coincides with World Hunger Day to highlight one of the primary goals of this project— to develop resources that will aid in improving global food security, especially in the poorest areas of the world. This work is the completion of stage one of the 3000 Rice Genomes Project, a collaborative effort made up of the Chinese Academy of Agricultural Sciences (CAAS), the International Rice Research Institute (IRRI), and BGI, and is funded by the Bill and Melinda Gates Foundation and the Chinese Ministry of Science and Technology.

With more than 1/8th of the world’s population living in extreme hunger and poverty, and an every-increasing world population (estimated to reach 9.6 billion by 2050), there is a huge need to create new resources to improve crop yield, reduce the impact of agricultural practices on the environment, and develop food crops that are of high yield and nutrition and can grow successfully in environments stressed by drought, pests, diseases, or poor soil quality. While rice research has greatly advanced since the completion of the first high-quality rice genome sequence in 2005, there has been limited change in breeding practices that are important for producing improved and better adapted rice strains. The 3000 Rice Genomes Project provides a major step forward for addressing these challenges by creating and releasing an extensive amount of genetic information that can ultimately be applied to intelligent breeding practices, which take advantage of the natural variation between different plant strains and information on the genetic mechanisms that underlie these traits to select strains for breeding that will be more successful in producing hybrid strains with characteristics that are highly suited for growing successfully

in different environments. Dr. Zhikang Li, the Project Director at CAAS, stated that the 3000 Rice Genomes Project is part of an ongoing effort to provide resources specifically for poverty-stricken farmers in Africa and Asia, aiming to reach at least 20 million rice farmers in 16 target countries (8 African and 8 Asian countries). “Rice is the staple food for most Asian people, and has increasing consumption in Africa,” said Dr. Li. “With decreasing resources (water and land), food security is —and will be— the most challenging issue in these countries, both currently and in the future. As a scientist in rice genetics, breeding and genomics, it would be a dream to help to solve this problem.” Dr. Jun Wang, Director of BGI, added to this, saying that, “the population boom and worsening climate crisis have presented big challenges on global food shortage and safety. BGI is dedicated to applying genomics technologies to make a fast, controllable and highly efficient molecular breeding model possible. This opens a new way to carry out agricultural breeding. “Unorthodox” doctor grades to finish medicine. (I had scholarships for academics and as a band member during pre-law but had to pay for law school tuition even after becoming a lawyer due to outstanding promissory notes with the Ateneo finance office.) He told of hard times when unable to have decent meals, he would just have rice with “salt” with some splice of “sarsi” -- a cheap cola-- for taste. (I was lucky my aunt in the city took me in for free board and lodging and settled in a small corner under the stairs but I had to leisurely walk a kilometer away to Ateneo from the house.) After becoming a doctor, he worked at Region 12 Health facility in Cotabato. It was from there that he got the chance to get special training in musculoskeletal medicine in Israel . He stayed there for 4 years, training and at the same time attending to Pinoy OFWs there giving free medical services. ISRAELI TECHNOLOGY --- He described his instruments and techniques as “Israeli technology”, not practiced by traditional western medicine. For example, after some preliminaries, he put Beth in a “balancing machine” that electronically measured and examined her body “balance”. To our surprise, we learned for the first time that her left side was shorter by .25 centimeters compared to her right. Simply, this means an imbalance that triggers the recurring pains that had been troubling her for as long as we could remember. He used a skeletal scale model in explaining how the pains were triggered if one side was shorter than the other. To correct this, he simply recommended that Beth’s left shoe or footwear be “padded” with a .25 cms. shoe padding. A cushioned portable seat with the same padding thicker on her left side every time she would sit down was also prescribed. Then Beth had to go through a 9-day therapy session that normally consisted of therapeutic ultrasound, extra corporeal shock waves therapy, acupuncture, physical therapy, traction and muscle relaxant injections in the neck guided by ultrasound imaging shown on the screen. Daily session lasts for an hour. Now Beth hopefully need not agonize taking painkillers

that will further threaten her already precarious kidneys that had bounced back somehow after her fresh stem cell treatment in Villa Medica in Germany two years ago. (As I write this, Beth is on her 6th day therapy session. I will continue to track her treatment and share updates from time to time.) PAYBACK TIME ---A simple man with simple dreams, Doc Gani is now bringing to his hometown in North Cotabato what he as a young boy always dreamt of: seeing in person PBA basketball players in flesh and blood. No doubt, PBA playerpatients whom he treated are just too glad to visit his hometown barangays in Cotabato in appreciation for his “magical” treatments that keep highly paid basketballers who are injured or in pain back on the hard-court in a jiffy. Being the resident sports doctor of MVP’s Azkals Team and Talk & Text, he makes arrangements to have PBA players visit his native town to do clinics and exhibition games. Boxing Champ Manny Paquiao, I was told, had consulted him on some muscle-related concerns. Still determined to help his fellow Mindanaoans who could not afford to travel to Manila, he agreed to meet with patients at the Alexian Wellness Center in Matina, Davao City once a month during a weekend before he motors to his hometown three hours away. He said he is in solidarity with the missionary zeal of the Alexian Brothers who run the Center in Davao. Someone describes his medical fees as “de lastico”, meaning socially elastic to suit each one’s capacity to pay. Here is a local boy who surmounted poverty and now the only musculoskeletal expert in town doing “payback” time for the less fortunate. He remains to be a simple down-to-earth “provinciano” with his “unorthodox” methods of healing. SICK PHILIPPINES -One last “hirit” if I may: We must all still continue to search for that “unorthodox doctor” to treat our country’s AILING BODY POLITIC that is so sick today that conventional ways will definitely no longer work! (MFI) at Batangas State University (BSU) para sa Malampaya Sustainable Development Scholarship program sa BSU main campus sa lungsod na ito, Mayo 28. Layunin ng naturang programa na magbigay ng oportunidad sa 10 kabataan na may kakayahan at talino ngunit kapos sa panganga-ilangang pinansyal upang makapag-aral sa kolehiyo. Sinabi ni Malampaya executive director Karen Agabin na dalawang kurso ang maaaring pagpilian ng kwalipikadong iskolar sa BSU, ito ang BS Mechanical Engineering at BS Petroleum Engineering habang 12 kurso naman ang mapagpipilian sa

University of the Philippines (UP). Sakop ng scholarship program ang bachelor’s degree na hanggang limang taon at maging ang master’s degree at doctorate degree program na maaaring tumagal ng dalawa hanggang dalawa’t kalahating taon para sa non-thesis at tatlong taon para sa with thesis. Hinihiling lamang ng MFI na kapag nakatapos ang iskolar ay kinakailangang maglaan ito ng dalawang taong development service sa alinmang lalawigang may operasyon ang Malampaya -- ang Palawan, Mindoro at Batangas.
