ROSARIO, Batangas -- Under the Public-Private Partnership (PPP) for School Infrastructure Project Phase I, the Department of Education (DepEd) handed over an eightclassroom, two-story building with provisions for Persons with Disability at Julian D. Luna Elementary School. “Sinigurado natin na may toilet para sa Persons with Disability. PSIP involves the design, construction, financing, and maintenance of the said classrooms equipped with school furniture, fixtures, and toilets. Classrooms built under PSIP have a design life of 25 years, as part of the Department’s technical requirements. Under the PSIP I contract, the contractor covers major maintenance such as structural assessment, termite control, and repainting of the school-building within 10 years. education The Aquino administration remains committed in addressing the growing needs in basic education. Even in the "last two minutes" -- as President Benigno S. NGCP’s Balik Eskwela project benefits more than 200 schools FOR the second consecutive year, NGCP distributed school supplies such as notebooks, pencils, and school bags, to underprivileged elementary students across the country in time for the start of the 2014-2015 academic year. The nationwide “Balik Eskwela” program aims to equip students from public elementary schools with adequate writing implements. Each school bag contains 10 notebooks and pencils. “For this year, 275 schools and 83, 650 students benefited from our Balik Eskwela project. We intend to increase the coverage of our Balik Eskwela areas every year as we simultaneously coordinate with school officials for other forms of assistance for their institutions,” explained Mr. Nelson F. Cabangon, NGCP’s Head of Corporate Affairs.

This corporate-wide effort involves distributing school supplies to schools in far-flung barangays as far North as Isabela, and as far South as Lanao del Norte. ROMBLON, Romblon — Dalawang barangay health stations na matatagpuan sa malalayong lugar sa bayan ng Romblon ang nakapasa sa ginawang inspection at validation ng Philippine Health Insurance Corporation upang mapabilang sa mga accredited Health Center na nagsasagawa ng Maternity Care Package (MCP) services. Ayon kay Julius M. Firmalan, empleyado ng PhilHealth Provincial Office, ang mga Barangay ng Cobrador at Sablayan ay kabilang na sa mga barangay health stations na accredited bilang MCP facility sapagkat ang mga ito ay mayroong kompletong birthing facilities at may katiyakan ng ligtas na panganganak. Sa ilalim ng programang ito, ang mga kababaihan o inang nagdadalantao na miyembro ng Philhealth ay maaari ng makapag-avail ng maternity care package benefits sa mga nabanggit na barangay health stations. Earthquake drill, isinagawa sa cityhall

SA kauna-unahang pagkakataon, sumailalim sa isang earthquake drill ang mga empleyado ng pamahalaang lungsod ng Batangas noong July 11. Ayon sa scenario, niyanig ng 6.5 magnitude na lindol ang lungsod bandang alas nuwebe ng umaga, ang tunog mula sa sirena ng bumbero ang nagsilbing hudyat nito. Nagsilbing Incident Commander si Cesar Castor ng City Assessor’s Office. Makalipas ang sampung minuto, lumabas ng maayos ang mga empleyado mula sa iba’t ibang tanggapan at nagtungo sa Amphitheater ng Plaza Mabini na syang itinalagang lugar bilang makeshift evacuation center. Binilang kaagad ng mga itinalagang focal person ng bawat opisina ang kanilang mga kasamahan at kaagad itong inireport sa Evacuation Officer na ginampanan ni Hiyasmin Candava ng City Social Welfare and Development Office (CSWD).

Napag-alaman na may limang katao ang nawawala subalit kaagad ding nakita. Ang mga nasaktang biktima ay inilagay sa isang ligtas na lugar at nilapatan ng pangunahing lunas. Makalipas ang 20 minuto, at matapos siyasating mabuti ng Damage Assessment Team ang mga gusali at maisiguro ang kaligtasan ng mga empleyado, bumalik ang mga ito sa kanikanilang tanggapan. Humigit kumulang sa 500 kawani ang sumailalim sa naturang drill na isinagawa ng City Disaster Risk Reduction Management Office (CDRRMO). Sa kabuuan, naging maganda ang obserbasyon at assessment ng evaluators na kinabibilangan nina DILG Officer Amor San Gabriel, Kimberly Garcia ng OCD Region IVA at BFP Batangas City Chief Romel Tradio sa isinagawang drill. Nakita ng mga ito ang kahandaan ng lokal na pamahalaan.

Ganoon pa man may ilan pa ring rekomendasyon ang mga nabanggit upang maisiguro ang kaligtasan ng lahat sa panahon ng kalamidad. Kabilang dito ay ang pagtatalaga ng lugar para sa bawat opisina sa pamamagitan ng color coding sa makeshift evacuation center sa Plaza Mabini. Ito ay upang mas madali ang headcount ng mga evacuees. Inaasahan din ang mabilis na paglikas ng mga tao. Kinakailangan ani Tradio na sa loob ng tatlo hanggang limang minuto ay dapat nakalabas na ng gusali ang mga ito. Binanggit din sa ebalwasyon ang pagkakabit ng emeregency alarm upang marinig ng lahat ng tao sa city hall. NGCP prepares for Tropical Storm Glenda NGCP has implemented the necessary preparations and precautions to minimize the impact of Tropical Storm Glenda on transmission operations and facilities. Preparations included ensuring the reliability of communications equipment, availability of hardware materials and supplies necessary for the repair of damages to facilities, as well as the positioning

of line crews in strategic areas, to facilitate immediate restoration work. NGCP’s Integrated Disaster Action Plan (IDAP) prescribes these and other procedures to ensure the readiness of all power transmission facilities expected to be affected by the passage of the weather disturbance. Tropical Storm Glenda, carrying maximum sustained winds of

95kph and moving west at 28kph speed, is estimated to make landfall over Catan-duanes on July 15. NGCP’s Overall Disaster Command Center monitors all power restoration activities, reports, and updates from the Regional Command Centers in North Luzon, South Luzon, Visayas, and Mindanao, which-ever is directly affected by the weather disturbance.|

NITONG mga nakalipas na taon, nagsimula ang malawakang kampanya sa pagbabawal ng paggamit ng plastic. Maraming mga local government units (LGUs) ang nagpasa ng mga ordinansa ukol dito. Dito sa CALABARZON, kauna-unahang nagpatupad nito ang bayan ng Tayabas sa Quezon, sinundan ng Lunsod ng San Pablo, bayan ng Ibaan, Lunsod Batangas, Lunsod ng Lipa, at marami pang iba. Ang kanilang ibinabandera, ang paggamit ecobag at supot na yari sa papel at pagbabawal sa paggamit ng plastic ang solusyon sa problema sa basura. Anila pa, ito ay isang tuwirang makakalikasang kampanya. MALI! Mula pa noong unang imungkahi ang pagbabawal ng paggamit ng plastic at sa halip ay palitan ito ng papel, ay hindi na tayo sumasang-ayon dito. Masasabi kong ang kampanyang ito ay isang uri ng pagtakas sa gampanin ng publiko na maging responsable sa paggamit ng plastic at gayundin ng papel, at ng mga nasa posisyon na mapangasiwaan ng tama ang koleksyon at disposal ng basura. Simpleng halimbawa, bawal ilagay ang tinapay o anumang hindi basa sa sisidlang yari sa plastic, lalo na iyong tinatawag na ‘plastic labo’ dahil iyon daw ang may pinakamalaking kontribusyon sa pagbabara ng mga kanal. Sa aking palagay, magiging tama lamang ang argumentong ito kung pagkatapos alisin ang laman ng plastic ay basta na lamang ito itatapon sa halip na imisin at gamiting muli. Gayundin ang paggamit ng mga shopping bag, sando bag at mga kagaya nito. Higit na makakalikasan kung matibay na plastic ang gagamitin at irerecycle o gagamiting muli, kaysa naman sa supot na papel na hindi ka pa nakakalabas ng tinadahang binilihan mo ay napupunit na. Sabi nga, gaano ba katagal na palalakihin ang isang puno para lamang maputol at magawang papel? Naiisip kaya ito nung mga nagsasabing makakalikasan ang pagagamit ng supot na papel kaysa plastic? May ipinakita bang pag-aaral hinggil ditto na nagging batayan sa pagpapasa ng mga ordinansang nagbabawal sa paggamit ng plastic at nag-po-promote sa paggamit ng supot na papel? Wala naman, di baga? Iyong mga binibiling kendi, chichiriya, sabon, shampoo, at mga panlagay sa buhok, sa mukha, at kung anu-ano pa, na pawing nakalagay sa sachet. Lahat ba sila ay narerecycle? Ilang porsyente ang pwedeng i-recycle at ilang porsyento naman ang basta na lamang naiitapon sa basurahan o kung saan-saan? Pwede bang bibili ka ng shampoo na ilalagay sa papel? O pwede bang ipagbawal ang pagtitinda o pagbili ng shampoo na nakalagay sa sachet? Hindi naman, dahil lilimitahan mo ang kakayanan ng isang indibidwal na bumili ng produktong abotkaya niya. Malinaw na hindi ang paggamit ng plastic ang problema. Ang problema ay, una, nasa paggamit ng plastic – kailangang maging habit ang pagreresiklo at paggamit muli. Ikalawa, nasa pamahalaan – kailangang maging mahigpit sa koleksyon at disposal ng basura. Nasaan na ang ordinansa ukol sa wastong paghihiwa-hiwalay ng basura? Nawala na. Bakit, maging ang mga kolektor ng basura ay hindi sumusunod. Paglalagay ng mga basurahang may iba’t ibang kulay, suskupo, sa una lamang yan. Pailang ulit na ba yang ginawa? Gastos lamang yan. Maganda lamang yan sa paningin. Ang dapat pag-igihin ay ang mahigpit na pagpapatupad ng pagtatapon sa mag basurahang iyan. Hindi dapat ipagbawal ang plastic. Mas mabuting maging gawi ang re-use (gamiting muli), recycle (iresiklo o gawing muli) at reduce (magbawas ng gamit o pangangailangan).| Ang pangalang “BALIKAS” ay hango sa mga salitang ‘balik’ at ‘kalikasan’. Hangad ng pahayagang ito na maging kasangkapan sa paghahatid ng mahahalagang impormasyon upang maibalik ang dating anyo ng ating inang kalikasan.|

Constitutional checks AMIDST the calls for the resignation of Secretary Butch Abad, President Noynoy announced that he is not accepting his resignation from office. Earlier, he chided the Supreme Court’s ruling that the DAP is unconstitutional. Malacañang lamented that the Court failed to see the laudable purposes of the Development Acceleration Program (DAP). Meanwhile, those who received the DAP funds denied that they misused the same. They showed proof disputing that the DAP had become a tool of corruption. They are one with the Chief Executive in justifying the need for the DAP to address some pressing concerns. They appealed to the sentiments of the people by extolling the good things that the government achieved with the DAP. John Stuart Mills once wrote that to prevent rules from abusing powers, societies adopt institutional measures that could curtail the use of unbridled powers. Primary of these measures are the mechanism of checks and balances that restrain them from misusing their powers and the political immunities which protect citizens official interference. Modern societies have refined these mechanism and political immunities to answer the need of the times. Today, many constitutions of the world have elaborate systems of check and balances and detailed enumeration of the rights of their citizens under the Bill of Rights. Among the institutions of check and balances found in the Philippine Constitution are the principles of separation of powers, non-delegation of legislative power, judicial review, and the specific restrictions to the powers of the Executive and Legislative departments. They are

adopted to meet serious challenges to constitutional democracy. They aim to prevent the misuse of government powers, both by good and bad political administrations. The idea that certain constitutional shortcuts, such as the DAP, should be upheld because they are adopted in good faith and for laudable purposes is particularly the mischief that the Constitution tries to prevent. Constitutional restraints on government powers are adopted to prevent officials from taking shortcuts in the guise of good faith and laudable motives. These restraints embody the moral dictum, “the end does not justify the means.” The seeming urgency of the actions on certain societal concerns provides public officials irresistible temptations for taking shortcuts and overdoing things. However, more often than not, these shortcuts reveal the simplistic treatment by public officials on concerns which are actually complex and full of intricacies and thus, requiring serious and calculated responses. And so, instead of resolving any problem, they complicate things further and put constitutional democracy at risk. They do disservice to the government and prejudice the public welfare. The fact that the DAP funds were used for good purposes cannot excuse the concerned officials from the responsibility incurred in violating the provisions of the Constitution. If it were, then, there would be no use for the Constitution. The only thing needed to run the government, then, would be good faith and laudable intentions. Dire implications of the DAP ruling on the Aquino government THE upcoming fifth and penultimate State of the Nation Address of Pres. Benigno Aquino III is shaping up to be the most turbulent in his administration. Just recently, the Supreme Court dealt a blow to the administration when it declared the Aquino government’s version of the pork barrel, the Disbursement Acceleration Program, as unconstitutional. It is a big blow to the administration not only because it stopped the implementation of and disbursements from the said fund, and now Congress is contemplating the enactment of a supplementary budget to supposedly continue the projects being funded by it. The graver implication of the ruling is that it placed President Aquino, his alter ego Budget Sec. Florencio Abad, and his allies in the same position as the three opposition senators that it has ordered prosecuted and jailed: they were allegedly caught doing an illegal act. This also sent the image of anti-corruption and good governance crusader that Pres. Benigno Aquino III has been building, since his presidential campaign, crashing. This is why this past week President Aquino has been scarce in public. Malacañang has been coming up with all sorts of lame excuses for not responding to the

Supreme Court decision: Budget Sec. Abad is too busy to comment; the Aquino administration acted in good faith and could not be held liable; Malacañang is still studying its legal options; Budget Sec. Abad and other officials of the government did not personally benefit from the DAP. Presidential spokesman Edwin Lacierda said the Supreme Court “turned the world upside down” when it ruled that the operative fact doctrine does not apply “to the authors, proponents and implementors of the DAP unless there are concrete findings of good faith in their favor by the proper tribunals.” Lacierda was right. The Supreme Court ruling on the DAP did “turn the world upside down,” but not by the way he meant it. The ruling turned the world of the Aquino administration upside down. The Aquino administration is in a fix right now. Of course it can appeal the ruling, but it runs the risk of being slapped twice if the Supreme Court does not overturn its own decision. It could not delay taking action on the decision much longer. So what would it do? The Aquino government could not simply go back to business as usual even if it claims that it has already

Mapera na si Alma bago pa niya nakilala si Ariel. Habang nagsasama, ibinenta sa kanila ang isang palaisdaan sa halagang P60,000.00 na babayaran ng tatlong hulog. Ang unang P10,000 hulog ay binayaran ni Alma ng sariIi niyang pera. Sa pangalawang hulog, nakautang ang mag-asawa ng P20,000 mula sa mga kaibigan at isinangla nila ang palaisdaan bilang prenda. Ang huling P30,000 ay nanggaling sa pinagsanglaan ng dalawang loteng esklusibong pag-aari ni Alma at minana niya mula sa kanyang nasirang asawa. Nang mamatay si Ariel, naiwang hindi nababayaran ang P20,000 na utang nila sa kaibigan. Si Alma na lang ang kusang nagbayad sa utang gamit ang sariling pera. Nakilala ni Alma si Roy. Nagpakasal sila. Ang balanseng P50,000 naman ay galing sa mga utang ng mag-asawa kaya maituturing itong conjugal kahit pa lupang esklusibong pagmamay-ari ni Alma ang isinangla para sila makautang. Halimbawang hatiin sa anim na bahagi ang lupa, ang ikaanim na bahagi ng palaisdaan ay binili gamit ang sariling pera ni Alma at ang una hanggang ikalimang bahagi ay binili gamit ang pera nilang magasawa, kaya maituturing na solong pag-aari ni Alma ang ikaanim na bahagi samantalang sa kanilang magasawa naman ang una hanggang ikalimang bahagi. Hindi nadagdagan ang karapatan ni Alma sa lupa porke binayaran niya ang utang nilang mag-asawa. Ang mangyayari lang, magkakaroon siya ng lien o mauuna dapat siyang bayaran sa bahagi ng lupang kaparte niya ang asawa. Base sa kaso, ang magiging parte niya ay: (1) ikaanim (1/6) na parte bilang direktang hati niya sa lupa; (2) kalahati ng natitirang limang bahagi bilang kanyang parte sa ari-arian nilang magasawa; (3) 1/6 sa kalahati ng natirang limang bahagi na karapatan niya bilang tagapagmana sa asawa at (4) ang karapatan niya sa mga binayarang pagkakautang nila ng kanyang nasirang asawa. Problema sa bigas: Tahimik na banta sa seguridad ng bansa MAY mga bagay na sadyang hindi maatim ninuman na pikit matang hayaan na lang na manatili o magpatuloy lalo na kapag ito ay direktang umaapekto sa ating pamumuhay. Mas lalo na, sigurado ako dyan, kapag ang bulsa at tiyan na natin ang apektado.  Ito ang dahilan kung bakit sa aking kaloob-looban ay sinusuportahan ko ang kasalukuyang programa ni ex-Senator Kiko Pangilinan at ng pamunuan ng NFA na tugisin ang mga mapagsamantala nating kababayan na kumita lang binabalewala na yung kapakanan ng karamihan. Ang tinutukoy ko po ay ang mga gawain na direktang umaapekto sa ating pangunahing bilihin – ang bigas. Hoarding man ito o abnormal na pagtaas ng presyo, ito ay dapat matigil.  Matagal na panahon na rin ang korapsyon sa ahensyang ito ng gobyerno. Pero dahil nakamasid ang sambayan sa kalakaran sa loob ng NFA, unti unting nababawasan ang mga di-masikmurang gawain na kadalasan ay nagkukutsabahan ang mga ganid na rice traders at mga korap na kawani ng ahensyang ito. Sa ganang akin, ito ay dahil hindi tayo nakikialam sa mga gawain ng gobyerno at mga ahensya nito. “Kapal talaga!” INSPITE of the ruling of the Supreme Court declaring Malacañang’s Development Acceleration Program (DAP) as unconstitutional involving billions of taxpaper’s money, the involved high officials, from the President down, refused up to now to own up to their mistakes and apologize. “KAPAL TALAGA”!  PRIEST APOLOGIZES ---It was Pope Francis who sent another strong message when he baptised a child of a unmarried couple in the Sistine Chapel in Rome. This is contrary to what a Cebu priest did in scolding an unwed teen-aged mother during the baptismal of her baby that went viral in the internet. Alas for the priest! His intentions were good. But his conduct was uncouth and insulting. I heard he apologized (unlike our officials.) Let’s pray for him.  IMELDA MARCOS --- I felt discomfort (“hilas” in Cebuano to be more apt) that the Jesuits of Ateneo de Manila had to issue a so-called “public apology” for having invited former First Lady Imelda Marcos during an event of Ateneo’s long-running scholarship programs -- Imelda being one of the early big benefactors. The Jesuits even had “delayed discomfort” and belated feelings of propriety only after their photos went viral. Her unlamented past was the reason given, which is unkind and judgmental. We should take advice from another Jesuit who said: “Who are we to judge?” He happens to be Pope Francis, SJ.  BAGUIO NOT AS COOL --- I re-visited Baguio City last weekend to attend a PPI seminar for journalists. I was a bit surprised as the thick jacket I brought was not put to good use.The temperature, although comfortable, was not as cold as when I last visited 6 years ago.  LIKE BEEHIVES --- Baguio’s main Session Road at night, with all the visitors leisurely moving about, was not lighted well. This could be due to global warming or due to over population. The city’s mountain-sides have become “colonies” like beehives in the slopes. I fear the tragedy of earthquakes and landslides. The city is obviously exceeding its “carrying capacity”. Be careful Baguio folks!  MAR ROXAS --- He was called before as “Mr. Palengke” (for doing the markets). Then “Mr. Padjak” (for his trisikad photos). Now, he is “Mr. Kargador” for lifting one sack of rice obviously for photo ops purposes. Versatile! What is left for him is to be called “Mr. President”. So, what next?  BINAY --- Vice President Jojo Binay, on the other hand, is improving some more in the surveys. And the latest is that he is trying to look for a running mate and fill up his senatorial slate with initial names like Manny Pacquaio. Are we still for popularity than quality? Look where our popular senator -movie actors are now. We never learn.  BANGSAMORO --- All is not well in the bangsamoro peace process. There are serious problems still to be solved. But this must be expected. Peace making is not easy. It is difficult to achieve. One must have a clear grasp of Mindanao’s history and its people’s aspirations and diversity to see through the maze. bayan at ang ating bansa. Panglima, subukan ninyong gamitin ang kapangyarihan ng batas. Huwag kayong mawawalan ng tiwala sa kapangyariha ng batas at hustisya. Mag- file kayo ng kaso. Nandyan ang opisina ng Ombudsman at ng DOJ. Gamitin natin itong mga pasilidad na ito para tumaas ang tiwala ng tao sa gobyerno. Dapat nating tandaan na nagkakaroon ng kahulugan ang buhay natin kapag mayroon tayong ginagawang tama. Kaya kapag alam nating tama, ipaglaban natin. Isa lamang ito sa mga ehemplo kung paano tayo makakatulong sa pagpapatatag ng gobyerno natin. Kailangan natin makiisa sa panawagan ng NFA ng pagbabago. Kung walang tutulong sa atin, tingin nyo ay magtatagumpay ba ang hangarin ng pamunuan ng NFA ng pagbabago? At kung walang mangyayaring pagbabago, papayag ba ang mamayan? Remember, ang problema sa bigas ay isang tahimik na banta sa seguridad ng ating bansa!

DA allocates P5-M for 2nd cropping of garlic to attain self-sufficiency THE Department of Agriculture (DA) recently announced the allocation of P5-million for the second cropping of local garlic to attain self-sufficiency. Agriculture Secretary Proceso Alcala, in a press conference, said that since only about 20 percent of garlic demand is met by local

production, a second cropping season should help address the problem. DA High Value Crops Development Program (HVCDP) director Jennifer Remoquillo, for her part, said that the while despite the P5million estimated budget, the department is still computing final figures.

The DA chief said that only some areas in the country plant garlic such as Nueva Ecija, Ilocos Norte and some areas in Quezon, Batanes and Mindoro provinces. Although he admitted that the department could not yet manage a 100 percent self-sufficiency in garlic within the next few years, he

assured that the 50 percent mark was feasible. The usual garlic planting season starts in October and it will take three to four months before the crops are harvested. However, with the twocrop season scheme, farmers will start as early as August to plant garlic. The second

DOLE Rizal also awarded a separate check worth P1 million to the Cardona Multi-Purpose Cooperative to further enhance the cooperative’s bamboo processing facilities done in cooperation with the Department of Trade and Industry and Department of Science and Technology. Dire implications of the DAP ruling on the Aquino gov’t discontinued both the Priority Development Assistance Fund (PDAF) and the DAP. Who will take the fall? Even if the Aquino administration persists in professing that it acted in good faith, the fact of the matter is that it did an unconstitutional act. The most logical person to take the fall for the Aquino administration is Budget Sec. Abad. He is, after all, the architect and co-creator, with President Aquino, of the DAP. But Sec. Abad is the alter ego, the most trusted person of President Aquino. He holds the purse of the Aquino administration. If the most trusted Cabinet official, the holder of the purse of the Aquino administration – which built itself on an image of good governance – falls, so will the credibility of President Aquino and the whole government. Second, how could it continue focusing its attacks on the opposition when it is now also being held accountable for creating and implementing the DAP? Malacañang could no longer be selective in running after people and continue shielding its officials

and allies. It could always say that the three senators that it is prosecuting allegedly benefited personally from the PDAF but its officials did not do so from the DAP. But the SC ruling only dealt with the DAP as a whole. The high court’s ruling declaring it as unconstitutional opened the gates for a deeper investigation on how it was allocated, disbursed, and spent. There is still no closure to Senator Jinggoy Estrada’s accusation that pork barrel funds, which turned out to be the DAP, was used to reward lawmakers who voted for the impeachment of former chief justice Renato Corona. Added to this, the multisectoral alliance Bayan is already seeing irregularities in how the DAP was allocated and disbursed. Third, the PDAF and DAP rulings could be used as precedent to run after the other pork barrel or discretionary funds of the president, which, progressive groups said, are much bigger.
