TAAL LAKE, Batangas – Pinangangambahang mararanasan ng publiko ang nakaambang kakapusan o shortage sa suplay ng tilapia at bangus sa mga susunod na buwan, hindi lamang sa Lalawigan ng Batangas, kundi maging sa Kalakhang Maynila at iba pang lalawigan sa bansa.

Ito ang tiniyak ni Atty. Asis Perez, direktor ng Burerau of Fisheries and

Aquatic Resources (BFAR) noong Huwebes matapos ang malubhang pananalasa ng bagyong Glenda sa mga palaisdaan sa Lawa ng Taal at Laguna de Bay. Sa pagtaya ng BFAR, umabot na sa mahigit pang P5-bilyon ang naging pinsala ng bagyong Glenda gaya ng pagkawasak ng mga fishpens at pagapaw ng mga lawa na magreresulta sa tiyak na kakulangan sa suplay ng bangus, tilapia, at iba pang aquaculture products sa susunod na siyam na buwan.

LUNGSOD NG LUCENA, Quezon --Ang pamahalaang panlalawigan ng Quezon ay patuloy na nagsasagawa ngayon ng relief caravan o pamamahagi ng relief packs sa mga pamilyang naapektuhan ng bagyong Glenda sa iba’t ibang bayan sa buong lalawigan ng Quezon.

Nagsimula ang pamamahagi noong Hulyo 17 kung saan umabot na sa 23,800 family food packs ang naipamahagi sa 19 na bayan sa lalawigan kabilang ang Gumaca, Unisan, Plaridel, Atimonan, Padre Burgos, Agdangan, Pitogo, Macalelon, General Luna, Catanauan,

Lopez, Calauag, Guinayangan, Tagkawayan, Mulanay, San Francisco, San Narciso, San Andres at Buenavista.

Nagpasalamat si Governor Suarez sa Department of Social Welfare and Development (DSWD) Region IV-A sa pamumuno na Dir. Leticia Diokno sa mabilis na pagkilos at nakapagpadala agad ng 2,000 family food packs at personal na binisita ang ilang bayan sa ikatlo at ikaapat na distrito.

Roxas tinuligsa ng maralita sa pinagmalaki nitong nakinabang sila sa DAP KABALINTUNAAN, kabaliktaran! Ito ang naging matinding reaskyon ng isang lider-maralita sa sinabi ni Kalihim Mar Roxas ng DILG kamakailan na may P10 bilyong pesos mula sa Disbursement Acceleration Program (DAP) ay ginugol sa kapakanan ng mga komunidad sa waterways.

Naiulat sa media na sinabi umano ni Roxas, “Ang pera ay ginamit para sa kapakanan ng taumbayan.

Laging interes ng bayan ang pangunahin,” habang pinasisinayaan ang Zero-ISF Water Easement sa Barangay Salapan sa Lungsod ng San Juan.

“Pinagsisikapan ni Roxas ngunit bigo pa rin siyang ipinta ang sarili na inuuna niya ang interes ng mga maralita, pagkat ang totoo, ang programang relokasyon ng pamahalaan, meron man o walang pondo mula sa DAP ay hindi kapaki-pakinabang kundi man nakapipinsala pa sa mahihirap,” ayon kay Anthony Barnedo ng Kongreso ng Pagkakaisa ng Maralitang Lungsod (KPML).

Tinawag pa ni Barnedo na “Rated PG o Rated Purong Gimik ang sosyalisadong programang pabahay ng pamahalaan pagkat ang talagang nais ng lahat ng mga opisyal ng pabahay ay idemolis kami at itapon sa malalayong reloksyon upang doon mabulok.

Hindi para sa kapakanan ng maralita kung “sasagipin” kami ng pamahalaan mula sa mapa-nganib na lugar para lang dalhin sa aming kama-tayan, mula sa danger zone, tungo sa death zone”.

Hinggil sa pahayag ni Roxas, “Hindi naman totoo na ang paggamit ng pondo ng DAP ay kapaki-pakinabang sa mga maralita sa kahabaan ng waterways dahil hindi naman libre ang mga yunit ng pabahay ng pamahalaan, kailangan pa ring magbayad ng buwanan ang mga maralitang pamilya mula sa kanilang mga kontraktuwal na trabaho at binarat na sahod. Tutubo pa nga ang pamahalaan mula sa aming kahirapan sa pamamagitan ng interes,” paliwanag ni Barnedo.|

SIES campers anticipates new laurels in upcoming Junior Fire Marshall trainings BATANGAS City -- INSPIRED by the previous recognition of the concerned agencies, the Junior Fire Marshalls (JFM) of the San Isidro Elementary School (SIES) are now anticipating for a renewed vigor to be on top again in the upcoming phases of the JFM trainings.

It can be recalled that Bureau of Fire Protection (BFP) has awarded the 10-man delegation of San Isidro Elementary School (SIES) as the most active team in the First Phase of 3rd Junior Fire Marshal Camp at I&E Training and Teambuilding Facility in Brgy. Dumuclay, Batangas City last summer.

Noticing the exemplary camaraderie displayed by the delegation, the training organizers awarded SIES as the Most Active School.

The said activity is the 3rd annual training program of the BFP in partnership with the Department of Education (DepEd), the Pilipinas Shell Petroleum Corporation and the Pilipinas Shell Foundation, Inc. According to Regional Director Josefina CastillaGo of the Department of Interior and Local Government (DILG), this endeavor is the most commendable among the activities partnered in by the BFP and the DepEd as it not only energized the celebration of the Fire Prevention Month, but because it provides an avenue of learning experience for the school children to enjoy learning and learn while enjoying.

At least eight (8) elementary and four (4) secondary schools participated in the activity. This include the San Isidro, Gulod, Calicanto, Libjo Tabangao, Balagtas, Alangilan and Jose C. Pastor Memorial elementary schools; the Batangas, Libjo and Tabangao National high schools, and the Casa del Bambino Emmanuel Montessori.

On Day 1, campers enjoyed the bucket relay, clothes catch fire relay, safety word game, helmet and fire coat relay, emergency procedure and house full of hazard relay. Meanwhile, on Day 2, activities include Escape!, First Aid, Fire truck Ride, Room of Danger, Hear Something and Look for Sign.

Student-participants especially enjoyed swimming at the pool as part of the two-day training.

“We have so much fun with the games and we are very proud to be awarded as the Most Active School.

VP Binay distributes relief packs to typhoon victims in Calabarzon VICE PRESIDENT Jejomar Binay visited the province of Laguna and attended the groundbreaking rites for the construction of a new church near Sto. Sepulcro Church in Barangay Landayan, San Pedro, Laguna over the weekend.

The Vice President also led the inauguration and blessing of Pila municipal lying-in clinic and the unveiling of the perspective plan of Pila Museum Rehabilitation Project in Poblacion, Pila, Laguna and held housing caravan for the mayor’s league of Laguna.

Binay also distributed through the Office of the Vice President (OVP) almost

34,000 bags of relief goods as assistance to areas affected by typhoon “Glenda” that struck the country two weeks ago.

The OVP team also went to various towns in the provinces of Calabarzon region, which bore the brunt of the typhoon last week and told the affected residents about the housing programs that they may avail.

“Our relief operations are still ongoing. We want to assure our kababayans that the government will help them recover,” said Binay.

Presently, 500 relief packages have been distributed to each of the following

towns in Quezon Province: Quezon, Alabat, Perez, Guinayangan, Tagkawayan, Calauag, Lopez, Gumaca, Plaridel, Atimonan, Padre Burgos, Agdangan, Unisan, Pitogo, Macalelon, Gen. Luna, San Andres, San Francisco, Malanay, Catanauan, San Narciso, and Buenavista.

In Batangas, the towns of Rosario and Nasugbu each received 500 bags.

Relief caravan para sa mga sinalanta ng bagyo...

Governor Suarez sa ilang bayan sa unang distrito ng lalawigan ng Quezon kabilang ang Mauban, Sampaloc, Lucban, Tayabas at Pagbilao. Bukas naman, July 22, sa mga bayan sa ikalawang distrito ng Quezon Samantala, patuloy naman ang isinasagawang repacking ng mga relief goods sa Quezon Convention Center.

Patuloy din ang isinasagawang pangangalap ng mga donasyon ng pamahalaang panlalawigan.

Bukod sa rehabilitasyon ng mga bahay, nakikipag-ugnayan na din ang

pamahalaang panlalawigan sa DSWD upang makapagpatupad ng mga livelihood projects tulad ng cash-forwork at food-for-work program.

Inatasan ni gobernador Suarez ang Municipal Disaster Risk Reduction and Management Council (MDRRMC) ng bawat bayan na bilisan ang paglilista ng mga nasiraan ng bahay para sa susunod na pagbabalik sa bawat bayan ng pamahalaang panlalawigan ay mga construction materials naman ang ipagkakaloob tulad ng yero, plywood, pako at martilyo para mabilis na

maisaayos ang mga tahanan.

Sa pinakahuling tala ng Provincial Disaster Risk Reduction and Management Council (PDRRMC), umabot sa 34 na bayan, dalawang lungsod, 874 barangay, 135,334 pamilya at 595,013 indibidwal ang naapektuhan ng bagyong Glenda.

Umabot naman sa 25,736 kabahayan ang tuluyang nasira samantalang 107,969 ang bahagyang nasira, 27 katao ang namatay at 106 ang sugatan sa buong lalawigan ng Quezon sa pananalasa ng bagyo.|PIO QUEZON

Naglagay rin ng help and assistance desk dito na handang tumugon sa mga katanungan at pangangailangan ng mga pasahero.

Tatlumpong bangkang de motor ang bumibyahe rito. Ang mga ito ay mula sa mga baybaying barangay ng lunsod tulad ng Malitam, Libjo, Wawa, Sta. Clara, maging mula sa Isla Verde at iba.

Ang pamasahe ay P5.00 sa bawat isang ruta na direktang ibinibigay sa mga may ari ng bangka. Ayon sa mga bangkero kumikita sila ng P5,000.00 hanggang P8,000.00 sa bawat araw na may pasok kung saan kukunin ang pangsweldo sa mga bangkero at pambili ng krudo.

Fusion of Old and New in Lipa City’s my City, my SM, my Crafts also highlighted the works and crafts of a young designer who has given pride to Filipinos around the world – Adante Leyesa.

A self-taught accessory designer, Adante had wowed international audience with his works inspired by the different churches in Batangas. Five Batangas-based designer on the other hand fashioned their best creation touched by Batangas’ famed industryhand embroidery.

It also featured the awarding of the winner of the hand embroidery workshop and contest with workshop participants taught with the different techniques in doing embroideries for barongs and filipinianas. Consuelo Presco got the judges’ nod for the top prize, for which she received P5,000 worth of gift certificates.

Judges included renowned visual

artist Jorge Palmos, DTI Batangas provincial director Ruel Gonzales and Lipa City Councilor Mark Aries Luancing.

But the “My City, My SM, My Crafts” centerpiece was clearly the Craft Market inspired by the traditional bahay na bato in Luzon. This beautifully designed showcase was a treasure trove of the best of the best crafts in the province, and was an instant hit among SM City Lipa shoppers.

The Craft Market showcased traditional arts and world-class craftsmanship from Batangas: Hand woven fabrics of Ibaan, export quality abaca packaging materials of Karen’s Craft, decorative candles of Docs Candles, artistic handmade papers of Papel de Lipa, innovative abaca furniture and décor of A and S Handcrafted Arts Inc., fan knife or “balisong” of Ona’s Batangas Blades and the embroidered linens of Elsa Aseron.

“My City, My SM, My Crafts” is a takeoff from the previous “My City, My SM” campaign, which promotes tourism, and “My City, My SM, My Cuisine,” which highlights the culinary specialties in cities where SM has malls. A celebration of traditional arts and modern Philippine design, it aims to showcase the best of the best Philippine crafts in each host city, providing livelihood opportunities, as well as a platform for cultural exchange.

The Lipa launch is the 16th in the “My City, My SM, My Crafts” road show after SM City Masinag, SM City Santa Rosa, SM City Lucena, SM City Batangas, SM City Davao, SM City Naga, SM City Cagayan de Oro, SM City Marilao, SM City Dasmariñas, SM City Taytay, SM City Pampanga, SM City Iloilo, SM City Baguio, SM City Cebu and SM City Clark.

Patimpalak parangal kay Ka Pule, tampok sa Batangas City Day LUNSOD BATANGAS -- MULING nagtagisan ng galing sa pag-awit ng mga awiting Pilipino ang mga estudyanteng lumahok sa Patimpalak Parangal kay Apolinario Mabini sa lunsod na ito na may temang “Diwa ni Mabini, Isabuhay Natin”, Hulyo 28.

Ito ay bilang pagpupugay at pagpaparangal din sa mga Batangueñong kompositor na sina Lorenzo Ilustre, Isaias Argente at Julia Gatdula.

Sa tatlong kategorya ng kompetisyon sa pag-awit, ang pyesa sa double quartet sa elementarya ay ang “Himno Batangueño” na likha ni Gatdula; ang awitin sa solo ng mga kalahok mula sa hayskul ay ang “Laki sa Layaw ni Argente” at sa dueto naman ay ang awiting “Sa Dakong Sikatan” ni Ilustre na pinag-

labanan ng mga guro.

Suplay ng tilapia at bangus, kakapusin Sa Laguna Lake pa lamang kung saan maraming fishpen ng bangus ang nawasak, umabot na sa P2-bilyon ang pinsala, ayon pa sa BFAR. “Very imminent yung pagkukulang ng supply sa aquaculture, particularly bangus at tilapia. Makakaapekto po yan sa—‘di lamang sa Metro Manila at Batangas—kundi sa mga kalapit lugar po natin,” pahayag pa ni Asis.

Bunsod ng pagkawasak ng mga fishpens, dumagsa ang sobra-sobrang suplay ng tilapia at bangus sa mga pamilihang-bayan kung saan ang regular na presyo ng bangus na P120 kada kilo ay biglang bumagsak sa halos P20 hanggang P40 kada kilo. May pagkakataon pa na sa ibang lugar ay sumadsad pa ang presyo ng bangus sa P2 kada kilo.

Samantala, yung mga ibang isda naman na nakarating sa Lunsod Pasig at iba pang lugar na pinangangambahang nakontamina ng polusyon ng Ilog Pasig ay ipinasuri na rin ng BFAR. “Even assuming na galing po sa Pasig, pina-test ko po yung isda. Nung pong Sabado, kumuha po kami ng sample, pinakunan po namin ng heavy metals. Dumating na po yung resulta sa opisina ko kahapon (at) normal po yung levels,” Perez said.

Sa Batangas naman, bumagsak din ang presyo ng tilapia lalo na sa mga bayan ng Lemery, Agoncillo at Taal. Sa bayan ng Lemery, murang nabibili ang mga tilapiang umawas sa Taal Lake patungo sa Ilog Pansipit.

Ayon sa BFAR, tiniyak na ng ahensya na magbibigay-ayuda ito ng mga semilya ng bangus at tilapia sa mga apektadong lugar.| JOENALD MEDINA RAYOS

Sa ngayon, ang mga naideklara nang calamity areas ay ang Sorsogon; Albay; Camarines Sur; Bataan; Laguna; Obando, Bulacan; Cavite; Rizal; Muntinlupa; Samar; Northern Samar; Batangas at Quezon Province.

Ang mga miyembrong may eCard o UMID card na nakatira o nagtatrabaho sa mga lugar na ito ay maari nang magapply ng emergency loan sa pamamagitan ng GSIS Wireless Automated Processing System (GWAPS) kiosks na nasa mga opisina ng GSIS, mga kapitolyo sa lalawigan, city halls, piling munisipyo, malalaking ahensya ng gobyerno na tulad ng Department of Education, at ilang Robinsons malls. Ang mga miyembrong may temporary eCard naman ay maaring mag-apply over-thecounter sa kahit saang GSIS office.

Ang loan proceeds ng miyembro ay ike-credit sa kanyang eCard sa loob ng tatlo hanggang pitong working days.

Kwalipikado sa loan ang GSIS active member kapag hindi siya naka-leave of absence without pay; walang arrears sa pagbabayad ng buwanang kontribusyon; at walang loan na hindi nababayaran ng isang taon o mahigit pa.

Kung may balanse sa nakaraang emergency loan, maaaring i-renew ang dating loan kung nakabayad na ng 12 buwang hulog o mahigit pa sa kanyang utang. Ang balanse sa dating utang ay ibabawas sa proceeds ng bagong loan.

Taun-taon, naglalaan ang GSIS ng mula P5-bilyon hanggang P10-bilyong budget para sa emergency loan.

“Bilang paghahanda sa posibleng pagdami ng bagyo sa taong ito, hihiling kami sa GSIS Board ng karagdagang P10 bilyon upang matiyak na may sapat na pondo para sa loan applications ng mga miyembrong lubhang napinsala ng Glenda at para sa iba pang tulong na pangkalamidad sa nalalabing buwan ng taong ito,” ani GSIS President and General Manager Robert Vergara.

Sinabi rin ni Vergara na may plano ring mag-alok ng P20,000 pension emergency loan sa mga pensyonado, gaya ng inialok noong manalasa ang supertyphoon Yolanda. Ito ay sapagkat hindi lang aktibong miyembro ang nangangailan ng tulong sa panahon ng kalamidad kundi pati na rin ang mga pensyonado.

Sa nakaraang pitong buwan, nakapaglabas na ang GSIS ng P1.7-bilyong emergency loans para sa mahigit 51,000 miyembro at pensyonado.

Mga tanod, sinasanay sa pagsugpo ng krimen CALAPAN, Oriental Mindoro — Upang mas lumalim at maging aktibo ang mga barangay tanod pagdating sa usapin ng kapayapaan sa barangay, isinagawa ang Barangay Peacekeeping Action Team (BPAT) training sa Gaisano Capital Mall kamakailan.

Layunin ng pagsasanay na mas lumalim pa ang kaalaman ng BPAT na siyang magiging katuwang ng kapulisan sa pagsugpo ng krimen sa 62 barangays sa lungsod.

Ayon kay Calapan Police Chief, P/Supt. Glicerio C. Cansilao, malaki ang kakulangan ng bilang ng PNP sa Calapan na siya sanang makatutulong sa pagresponde sa mga nagaganap na krimen. Dahil dito, isinagawa ang pagsasanay upang ituro sa mga BPAT ang kanilang haharaping mga tungkulin at responsibilidad, na pangunahing pinamamamahalaan ng punumbarangay.

Ilan sa mga pagsasanay na ibinigay sa mga ito ay ang Traffic rules and regulations (Republic Act 4163), Anti-Violence Against Women and Children (RA 9262), Anti-Trafficking (RA 10364), Child Abuse Law (RA 7610) at ang Children in Conflict with the Law, gayundin ang warrantless arrest.

Sa isinagawang pagsasanay, umaasa si Cansilao na natutunan ng mga lumahok dito ang mga bagaybagay na itinuro sa kanila lalong higit ang mga ideya na maaari nilang magamit sa mga biglaang insidente.

Proteksyon ng mga kabataan sa OccMin, ikinampanya ng DepEd

SAN JOSE, Occidental Mindoro —Nagsagawa ang Department of Education (DepEd) ng kampanya para sa proteksyon ng mga kabataan na pinasimulan sa pamamagitan ng isang pagsasanay sa “Child Protection Policy (CPP)” kamakailan.

Ang CPP ay mula sa DepEd Order #40 series of 2012 kung saan nakasaad ang mga polisiya at gabay sa pagbibigay proteksyon sa mga bata mula sa pangaabuso, karahasan, pagsasamantala, diskriminasyon, pananakot at iba pa.

Ayon kay Aniceto Parojinog, DepEd Assistant Superintendent, ang isinagawang pagsasanay ay hindi lang pagbibigay proteksyon sa mga bata kundi pati na rin sa mga guro.

“Napapaalalahanan natin ang ating mga teachers na sila’y maging sensitive sa karapatan ng mga bata”, dagdag pa ni Parojinog.

Lumalabas na ang naturang pagsasanay ay isa ring babala sa mga guro na huwag sa kanila magmula ang pangaabuso o pananakit sa mga bata. Itinuturo din sa pagsasanay ang mga tamang hakbang sa sandaling may paglabag sa karapatan ng mga bata.

Mula sa pagsasanay na dinaluhan ng 49 Guidance Coordinators at 15 District Guidance Coordinators, bumuo ang mga ito ng mga aktibidad na ibabahagi sa mga guro sa buong lalawigan.

Samantala nakatakda namang isagawa ang isa pang pagsasanay para sa mga Guidance Coordinators ng mga pribadong eskwelahan sa ika 27 -29 ng Agosto sa Sablayan National High School.| VOLTAIRE N. DEQUINA

Senior Citizens ng San Jose, binigyan ng livelihood training

SAN JOSE, Occidental Mindoro, Hulyo 28 (PIA) — Sumailalim sa tatlong araw na livelihood training program ang 24 senior citizens ng bayan ng San Jose kamakailan.

Sinanay ang mga nakatatanfa sa Fashion Jewelry Making, na isinagawa ng Public Employment Service Office (PESO) ng pamahalaang lungsod, sa pakikipagtulungan sa Alternative Learning System (ALS).

Sinuportahan ito ng pamahalaang lokal sa pamamagitan ng pag-sponsor ng mga materyales para sa pagsasanay.

Matapos naman ang pagsasanay ay tinulungan ng PESO na makapagpatala ang mga SC sa Department of Labor and Employment (DOLE). Nais ng grupo na makakuha ng loan sa DOLE upang maging pondo para sa kanilang itatatag na negosyo.

Ayon kay Josefina Villamar, tumatayong PESO Manager, bukod sa nabibigyan ng mapaglilibangan ang mga nakatatanda ay mapagkakitaan din ang mga produktong malilikha ng mga ito.

Sa kasalukuyan ay inaasikaso naman ng PESO ang iba nitong programa para sa out-of- school youth (OSY) at persons with disabilities (PWD).| VOLTAIRE N. DEQUINA

SINCE few years past, the issue on the implementation of K to 12 Program has illicited more questions as to how could this country be competitive in the area of education as the government espouses a program that left more problems unresolved.

Let me share with you a post in Senator Antonio “Sonny” F. Trillanes IV’s social media page calling for the suspension, if not total scrapping, of the implemnetation of the program.

“Senator Trillanes is pushing for the suspension of the implementation of the K to 12 Program, pending resolutions to the current fundamental problems of the country’s education system, as well as the projected problems it will encounter at the start of its scheduled implementation in 2016.

"It is in the best interest of the country to suspend the K to 12 Program while we are addressing the perennial problems of our education system, such as the lack of classrooms and school materials, high student-teacher ratio, and low salary of teachers. In addition to this is the government's unpreparedness to the threatened retrenchment of around 85,000 college professors and employees when the program commences in 2016," said Trillanes, who conducted a country-wide inspections and consultations on K to 12.

“The poor quality of the country’s education system will only be solved by first addressing these fundamental problems. Once we provide a conducive learning environment, it’s going to reflect on the student’s performance in school," Trillanes, Chairman of the Senate Committee on Civil Service and Government Reorganization, added.

Trillanes also scores the government's claim that they have already eradicated the classroom backlogs.

"That is not true. There are still a lot of schools which continue to use make-shift classrooms, or take shifts in using classrooms just to accommodate their students. This situation would even worsen once two batches of students would be absorbed in addition to the four levels of high school that we have now. In terms of school materials, students continue to share with each other with the ratio of as high as four students per module. This number will definitely increase as the K to 12 Program commences in 2016, " Trillanes emphasized.

Trillanes further laments the volunteer status of many Kindergarten teachers who earn only P3,000.00 per month. He, likewise, questions the inadequate training being provided for teachers, who sometimes shoulder the cost of their training, in preparation to the K to 12 implementation.

On the threatened retrenchment of college professors and employees, Trillanes said, “More than numbers, these are people who have families to support. The government should have anticipated this scenario when they pushed for this overly ambitious program.”

It can be recalled that Trillanes opposed the passage of the K to 12 Law due to the same unresolved problems of the country’s education system, which could dispute the good intention of the measure.  K to 12 Program is a brain child of DepEd secretary Armin Luistro, himself, a fellow Batangueño. The program is suitable only to those who can afford lucrative education, reason why those in the government who are pushing for the full implementation fo the program are very keen that this program will answer all the mess in our educational system. Simply because they did not experience the public education system.

The answer to our problem is to upgrade our system solve the basic problems on teachers, classrooms, books and other facilities, than shift into a system that suit the educational background of our secretary and most of the higher up officials of the land.|

Pinaghati-hati niya ang mga tinapay at iniutos sa mga alagad na ipamahagi iyon sa mga tao. Nakakain at nabusog ang lahat.

Nang ipunin ng mga alagad ang natirang pagkain, nakapuno pa sila ng labindalawang kaing ng tinapay. May limanlibong lalaki ang nakakain, bukod pa sa mga babae at mga bata.|

Ang pangalang “BALIKAS” ay hango sa mga salitang ‘balik’ at ‘kalikasan’. Hangad ng pahayagang ito na maging kasangkapan sa paghahatid ng mahahalagang impormasyon upang maibalik ang dating anyo ng ating inang kalikasan.|

Scrapping K to 12 Program

The Lines that Divide the Yard THE behaviors of some senators during the Disbursement Acceleration Program (DAP) hearing in the Senate are not unexpected. Administration allies had tried their best to make DAP appears as a necessary and effective measure of promoting the common good.

A few senators, whose allegiance to the sitting political administration appears fluid, did their best to unravel the irregularity of the program but their efforts have not been sufficient to disclose what the program truly is.

News reports had it that the senators are intending to invite Chief Justice Sereno to the Senate hearing. Of course, they know that this cannot be done. Of all people, they are in the best position to know that they cannot expect the Chief Justice or any member of the Supreme Court to attend any of their committee hearings. Basic courtesy should have dissuaded them from making any insinuation that she could be subpoenaed to attend the hearings in Congress.

Senators can do anything to help them perform their jobs. However, the Constitution placed certain boundaries on what they can do. While their power of legislation is supreme, such supremacy stops where the prerogatives of the Supreme Court begins. In the language of the Supreme Court: The separation of powers is a fundamental principle in our system of government. It obtains not through express provision but by actual division in our Constitution. Each department of the government has exclusive cognizance of matters within its jurisdiction, and is supreme within its own sphere (Angara v. Electoral Commission, 63 Phil.

139, 156). And as such, the Senate, except in impeachment cases, cannot call the justices of the Supreme Court to appear before in any of its

investigations without violating the principle of separation of powers.

Senators can pass all kinds of laws except those that the Constitution prohibits them from doing.

They can investigate all kinds of public acts in relation to their power of inquiry in aid of legislation. However, the Constitution prohibits them from tinkering with the jobs of the other co-equal branches of the government. They cannot adopt postenactment measures that will encroach on the powers of the Executive and the Judiciary. Definitely, they cannot interfere with the works of the Supreme Court as such will place judicial independence in mockery.

The power of the purse —the power to determine where government moneys should be allocated— belongs in the Congress alone. The Executive Department cannot allocate money without and outside any appropriation laws passed by the Congress. This is the gist of the decision of the Supreme Court. Yet, instead of being delighted with the decision, majority of the senators showed disbelief. Why? Well, it is not difficult to know the reason why. Aside from the fact that most of them are administration allies, it is no secret that most of them received funds under the program for their projects and other purposes.

The lines that divide the three branches of the government might appear blurred in these days. Cynism and anxiety about change and the enormity of the problems before us provide great temptation to make shortcuts and blur these lines. However, we live in a constitutional democracy. No matter how frail our constitutional democracy is, still there are basic principles which cannot be ignored in the name of progress and good intentions. Balikas 5 Lokal na pamahalaan: Susi sa kaunlaran P-Noy in self-destructive mode July 28 - Aug. 3, 2014

NOONG Biyernes ako ay nasa Marikina City para magsagawa ng research. Ang lunsod na ito ay mas kilala as the shoe capital ng Pilipinas.

Aware na rin ako sa reputasyong nakamit nito bilang isang bayan na inilagay sa tama ang mga kalakarang panlipunan upang sa ganun ay magkaroon sila ng mas magandang pamumuhay.

Muli kong nasaksihan ang kaayusan ng siyudad na ito. Isang siyudad sa loob ng Metro Manila na may kaayusan, walang nagtitinda sa banketa kaya malinis na tingnan. Ang mga tao ay makikita mong sumusunod sa batas mula sa sa pagtawid ng kalsada, pagpila at pagtatapon ng basura. Sa paligid , walang nakakalat na mga basura. Ang tabi ng kanilang ilog ay maayos at may mga halaman pa. May mga pulis at mga volunteer na tumutulong sa pagpapatupad ng kaayusan kaya ang mga tao ay sumusunod dahil ramdam nila na may gobyernong namumuno sa kanila. Ang balita ko ay mababa din ang insidente ng krimen sa Marikina.

Datapwat mayroon namang mga siyudad at bayan sa Metro Manila na maayos, karamihan pa rin sa mga ito ay kulang sa pagpapatupad ng batas kaya ang mga tao ay nagkakanya-kanya para sa kanilang pangsariling kapakanan, nawawala sa konsiderasyon nila ang kapakanan ng karamihan, ng komunidad, at mas lalo na siguro, ng bansa natin. Ang resulta tuloy, ang bangketa ay siksikan, ang mga pedicab at tricycle ay sumasalubong sa daloy ng trapiko, maraming umiihi sa tabi-tabi, kaya tuloy ang panghi ng lugar. Ang nakakadismaya pa dito ay ang mga lugar na ito ay nasa paligid ng mga unibersidad na kung saan maraming mga estudyante na galing sa ibang bansa.

Isipin niyo na lamang kung anong mukha ng Pilipinas ang dadalhin nila pagbalik nila sa kani-kanilang bansa.

Sa tingin po ba ninyo ay makakatulong ito sa pagpapaunlad ng turismo natin?

Sa aking paniniwala, ang taumbayan ay naghihintay lamang ng lider na magsulong ng mabuting gawain at silang lahat ay susunod sa mga gawain at proyektong ito. Bakit? Kasi naniniwala ako sa kaibuturan ng puso’t

isipan ninuman ay naghahari pa rin ang adhikain para magkaroon ng kaayusan, progreso sa pamumuhay at paggawa ng kung ano ang tama. Ang mamayan ay handang sumunod sa batas at buhayin sa puso at isipan niya ang pagmamahal sa kapwa, sa komunidad at maging sa interes ng bansang kanyang kinabi-bilangan kapag alam niyang may lokal na gobyernong namumuno sa kanila.

Kaya siguro sa mga namumuno sa ating mga bayan at siyudad, baka pwede pong gawin nating benchmark ang Marikina o kaya ang ibang lugar sa Pilipinas kagaya ng Makati, Davao, Puerto Princesa, Cagayan De Oro, Bohol, Pagadian, Batangas, Laoag o kaya iba pang mga lugar na sa tingin ninyo ay maayos, para maiangat naman natin ang mukha ng bansa natin sa paningin ng mga turista galing sa ibang bansa.

Kapag ito ay nagawa natin, baka pagdating ng panahon, tayo naman ang pinupuntahan ng mga lokal na pinuno ng ibang bansa para pag-aralan ang ating sistema ng lokal na pamahalaan natin. Sabi nga doon sa nabasa kong nakasulat sa pader ng Marikina City Hall, “Let us think big, think positive, and think progress”.

Ito ang mga ideya na dapat nating ikalat at itatak sa isipan at damdamin ng ating mga kababayan para maging tunay na Perlas ng Silanganan ang ating bansa, at ito ay matatamo natin kung may mga lokal na pinuno tayo na hindi makitid ang kaalaman sa lokal na pamamahala ng kanyang nasasakupan. Ito rin ang klaseng sistema ng suporta na kinakailangan ng national government para makamit niya ang pambansang layunin niya. Kapag ito ay nagawa natin sa ibaba, hindi na po mahihirapan ang sinuman na magiging pinuno ng bansa natin pagdating ng pahanon.

Falsehoods about the DAP and economic growth WHEN the Supreme Court ruled that essential provisions of and acts implementing the Disbursement Acceleration Program are unconstitutional, the Aquino government could have just accepted the decision and reiterate its claim that the DAP was done in good faith to save itself from being prosecuted for it. But the Aquino administration did more than that: President Aquino threatened the Supreme Court with a deadlock between the two coequal branches of government, while Congress and the Commission on Audit attacked the Judicial Development Fund.

President Aquino and Budget Sec. Butch Abad have been in a propaganda offensive lambasting the Supreme Court decision and extolling the supposed contributions of DAP to the country’s economic growth and to services for the people. In the process, it has been spreading falsehoods about the DAP’s ‘contributions’ to the economy and the country’s economic growth as well.

Ibon Foundation made an excellent analysis showing why the DAP is not what the Aquino government claims it to be. First, the amount involved in the DAP is too insignificant to make an impact on the economy: it is “6.9% of total government spending in 2011, 4.1% in 2012 and 0.6% in 2013.” In terms of the GDP is “just 0.81% of GDP in 2011, 0.54% of GDP in 2012 and 0.08% of GDP in 2013.”

The US stimulus package was 20 to 30 percent of Federal government spending then, constituting 4-6% of the GDP. “Stimulus packages in other countries in 2009 were also similarly large or larger, such as: Malaysia (7.9% of GDP), China (4.8%), Spain (4.5%), Germany (3.4%), Thailand (2.8%), Korea (2.7%), Indonesia (2.5%) and Japan (2.2%).” (Ibon Foundation) In a forum, Sonny Africa, economist and executive director of Ibon Foundation, said the claim of the Aquino government that the DAP contributed 1.3 percentage points to the GDP is not true. What contributed to the GDP growth is not the DAP but the whole government spending and public construction.

Second, a cursory glance of the list of DAP projects released by the government shows that the allocations

are not even targeted to stimulate the economy but were rather used as pork barrel funds such as to augment the PDAF of legislators, and for various projects that were favored by the president. The other big chunk of allocations, according to Ibon Foundation, was for financial transfers and payments.

There were also allocations for construction or improvements of new government offices and facilities.

The impact of these expenditures and projects to the economy is doubtful. Added to this, Ibon Foundation pointed out, the Aquino government has no clear criteria for DAP allocations to ensure that it would contribute to stimulating the economy.

Neither did the DAP benefit the people in terms of social services. In fact, the most basic social services such as health and education are even being privatized.

The P1 billion from DAP, which was allotted to health, was spent on equipment for there NCR-based hospitals that are being privatized, and P8.9 billion for education was used to pay big corporations that participated in the construction of school buildings and classrooms under the Public-Private-Partnership program of the government. Bulatlat.com’s own research revealed that the Aquino government even seized P10 billion from the Department of Education and declared it as “savings” to augment the DAP. Was the DAP used to relocate the urban poor who are living in danger zones to safe places, as President Aquino claims? Those who were relocated do not think so.

Perhaps it was used to forcibly evict them and to throw them to remote areas with no livelihood opportunities and basic social services. Worse, the relocations areas are not even safe.

President Aquino and Budget Sec. Butch Abad are also claiming that the Supreme Court decision declaring the DAP as unconstitutional would reverse the supposed gains of the economy and even put it in a “state of paralysis.” This is another falsehood.

First of all, it is not all government spending that is being outlawed, it is only the DAP and the usurpation

QUICK-SAND SITUATION --- I don’t want to be in the shoes of President Aquino these days. He is beleaguered almost in all fronts and from the looks of it, he is ill-prepared to deal with them. He appears to be in a mythical quick-sand predicament. Any move he makes will worsen his situation. He has to adroitly handle things from here on, otherwise he will on a self-destruct mode.  BANGSAMORO -The latest I heard earlier this week was that there will be NO draft law that will be submitted in Congress soon because the constitutional issues have not been resolved. This simply tells us that despite the earlier protestations and claims of Malacanang to the contrary, there are indeed constitutional infirmities bedevilling the peace agreeement with the MILF. If this serious breakdown is not resolved, expect more conflicts and violent incidents to take place in some parts of Mindanao. Mark my words.  CUT & PASTE --- There must be something gravely wrong on how the peace negotiations was done. If the peace agreement (CAB) was signed with no less the whole world applauding and the MILF now publicly admitting that that the draft law was crafted on a “cut & paste” manner to hew closely to the CAB, then why are there serious constitutional issues now? I thought they learned from the past mistakes. It's either due to unpardonable naivete or unmitigated hubris.  WORLD IN TURMOIL-- World media never had it so good. Consider today's news: an MH17 plane with 298 people on board killed in Ukraine; fighting in Iraq with Christians who refused to convert to Islam being threatened and leaving in exodus; Hamas and the Israelis at war in Gaza; Libya fighting raging. More trouble elsewhere in the globe. Do you all want a quiet, stressless day? Don’t read us in the newspapers and don't listen to TV and the radio. Guaranteed peace of mind!  BIG FUEL INCREASE --- In the coming months, due to the on-going war and evacuation of oil fields in IRAQ and the conflicts in the Middle East, it is predicted that the price of crude oil will increase by about $35 per barrel (compared to the usual fluctuation of from $.35 cents to $1.00 dollar.) That translates to an increase of about P4.00 per liter or more.

Wow! On the long term, a shift to natural gas (ethanol or methane ) for our vehicles is the only hope for the future.  THANKS TO TYPHOONS --- Although China is saying that it has moved its oil rigs and naval vessels from the disputed areas with Vietnam due to the completion of exploration work, I think it is more because of the onset of the typhoon season. Remember how the Vietnamese attacked Chinese nationals and destroyed chinese properties due to the dispute? Hopefully, the typhoon winds can blow cold the simmer and lower the temperature.|  [Publisher’s Note: Atty. Dahil sa nangyari, kailangan pa tuloy magsampa ng petisyon ni Ruth sa korte para kanselahin ang mga nakasulat (entries) sa kontrata ng kasal alinsunod sa Rule 108 ng Rules of Court para mabura ang lahat ng maling impormasyon tungkol sa sinasabing asawa o misis.

Sa paglilitis ay itinanggi ni Ruth na nagpakasal siya sa Cebu. Hindi nga raw niya kilala si Kim Park. Ipinali-wanag din niya na wala siya sa Cebu noong petsa at araw ng sinasabing kasal upang humarap sa huwes dahil naroon siya sa opisina niya sa Makati at nagtatrabaho. Pero inamin na kilala niya ang mga nakasulat na testigo ng kasal nang minsan siyang magtrabaho bilang receptionist sa isang hotel. Ang hinala niya ay ginamit ng isang travel agency ang mga impormasyon na binigay niya nang minsan siyang kumuha ng passport.

Kinausap din niya ang isang tauhan ng korte ng Cebu para tumestigo at patunayan na bagamat may babaeng dumating at humarap sa huwes nang araw na ginanap ang seremonyas ng kasal ay hindi si Ruth ang babaing sinasabing naging misis ni Kim Park.

Every Filipino family should get VIP treatment, equal allotment of govt resources across the regions - Cayetano SENATE Majority Leader Alan Peter S. Cayetano is pushing for the equitable distribution of government resources in all regions across the country, as he cited data that the lion’s share of the government’s budget for infrastructure is focused in the National Capital Region (NCR).

"Why are we so Metro Manilacentric? Bakit ang mundo ng Pilipino ay napapaloob sa Metro Manila? From 2001 to 2010, some 70 percent of all projects nasa Metro Manila. Thirty percent or the rest, sa buong Pilipinas," Cayetano said.

"Every Filipino family should feel like a VIP. It is high time the government gives the families in the provinces the support they need. " Cayetano cited that in 2013 alone, the National Economic and Development Authority (NEDA) approved P184.2 billion worth of 10 major infrastructure projects, eight of which are located in

the National Capital Region (NCR). The two other projects are the Bulacan Bulk Water Supply Project worth P24.4 billion and Mactan Cebu International Airport Expansion at P17.5 billion.

He said many Filipino families are robbed of opportunities because the biggest chunk of the national budget pie is allocated to NCR. Under the 2014 General Appropriations Act (GAA), 13.07 percent of the total P2.265-trillion national budget will be spent on the capital region.

Falsehoods about the DAP and economic growth of the President of the power of the purse of Congress. If the Aquino government thinks that the General Appropriations Act, which is being approved by Congress, is insufficient, the question is: Who prepares the budget to be approved and enacted into the GAA in the first place?

Is it not the Department of Budget and Management that consolidates the budgets submitted by national government agencies? Is it not the President who formally submits the budget to Congress through a budget speech?

Second, as Ibon Foundation correctly pointed out, the supposed economic growth did not begin with the implementation of the DAP in 2011. Neither did it start only when the Aquino administration took over Malacañang. The country’s GDP growth started when the country began recovering from the 1998 Southeast Asian financial crisis during the Estrada administration. It could be remembered that the Arroyo administration boasted about the country’s supposed economic growth during its embattled years when it was confronting issues of electoral fraud and corruption.

The Aquino administration could not blame the Supreme Court decision for the slowdown of economic growth. It is already slowing down since the last quarter of 2013. The GDP growth for the first quarter of 2014 has slowed down to 5.7 percent.

The belligerent way by which the Aquino administration has been defending the DAP makes one wonder, what is in it for President Aquino? Why is President Aquino using threats and deception just to defend the DAP? Is President Aquino merely being arrogant and acting like a spoiled brat? Is he and his allies directly benefiting from the DAP? Of course in the political system that the country has, the ability of the president to dispense funds increases his power to “persuade” other officials to follow his wishes. The previous Arroyo administration was able to use the PDAF to buy the loyalty of legislators to block moves to impeach her. If suspicions are correct, President Aquino was able to use the DAP to have former Chief Justice Renato Corona impeached.

Lest we forget, the 2016 election is fast approaching and it is time to start building campaign kitties.|

Army and Rotary Club build houses for the Mangyans CALAPAN CITY, Oriental Mindoro – Fulfilling their vow of providing immediate basic needs to the indigenous people of Oriental Mindoro, the Philippine Army’s 203rd Infantry Brigade, in cooperation with the Rotary clubs here, recently inaugurated their donated 40 houses to chosen Mangyan family beneficiaries living in a remote area of central Oriental Mindoro province.

The said houses,

Minority School in barangay Villa Cerveza, Victoria, Oriental Mindoro, the donated houses have been turned over to some 40 Mangyan families living in the said remote community, led by Barangay Captain Aaron Villareal.

The houses that were given there were actually part of the socio-civic project of Rotary Club Sta. Rosa Centro, through the assistance of 203rd Infantry

Brigade, CAFGU Charlie Company, 59th Infantry Battalion of Philippine Army.

The houses were constructed to give people living there, especially Mangyan families, of their much needed dwellings, according to Col. Perez. Sayaw ng mga Batangueño, inaral ng Filipino artists ISANG grupo ng mga Filipino artists sa Edmonton, Alberta, Canada ang bumisita sa Batangas City at nag-aral ng mga katutubong sayaw ng mga Batangueño kamakailan.

Ang grupong Philippine Barangay Performing Arts Society ay binubuo ng 43 miyembro sa pangunguna ng kanilang pangulo na si Aurora Pasatiempo at founder na si Bert David.

Ayon kay David, ang pagbisita nila sa Batangas City ay bahagi ng kanilang taunang programa kung saan sila ay pumupunta sa iba’t ibang bansa upang pagaralan ang kultura at sining dito lalo’t higit ang kanilang katutubong sayaw.

Sinabi ni David na nalulungkot siya at di nila ito magagawa, dahil nailipat ang petsa ng kumpetisyon at iba pang aktibidad dahil sa epekto ng bagyong Glenda, at naka-schedule na rin ang flight nila pabalik ng Canada sa July 25.

Ganunpaman, nasisiyahan at nagpapasalamat si David sa mainit na pagtanggap sa kanila ng mga Batangueno. Pinoy recipes. Lutuing Pinoy Sarciadong Isda

DEEP fried fish in stewed tomato sauce is an easy and convenient way of fish preparation that brings together the delightful flavors of fish and tomato sauce.

Ingredients: 5 Fish Fillet or whole fish 2 Eggs, beaten 1 medium size onion, thinly slice 2 medium tomatoes, chopped 2 cloves garlic, chopped 1 cup water 2 stalk green onions, cut into small pieces 3 tablespoon flour cooking oil salt and white pepper Cooking Directions: 1. Season each pieces of mahi fillet with salt and pepper, cover and set aside.

2. Coat the fish with all purpose flour on both side.

3. Fry the fish on both side and place them in a paper towel covered plate.

4. Heat oil in a medium frying pan, sauté garlic and onion.

5. Add the tomatoes and cook until totally wilted.

6. Season with fish sauce, salt and pepper.

7. Add water and bring to a boil.

8. Add the beaten eggs, do not stir and let the eggs cook thoroughly.

9. Sprinkle with cut of spring onions.

Cooking Tips: 1. Adding water depends on the thickness of sauce that you want.

2. Sarciado original recipe doesn’t required any eggs, egg is optional.

3. Fresh or left over fried fillet or whole fish can be used for this recipe. Enjoy!

Tama ba ang Republika ng Pilipinas?  Mali. FUSION OF OLD AND NEW IN LIPA CITY’S

IPA rose to worldwide fame from 1886 to 1889 when it became the major supplier of coffee, which became scarce when a dreadful airborne fungal virus destroyed coffee plantations in Africa, Java, and Brazil, making Lipa the only source of coffee beans in the world.

During Lipa’s Golden Days of Coffee, Lipa was called the Paris of the Orient.

Calle Real, which is now CM Recto Avenue, was where the townsfolk found the best shops and where most affluent families owned homes.

During this gilded age, Batangueño craftsmanship emerged as landlords built palatial houses made with fine materiales Fuertes - ornately coffered, carved, and gilded ceilings. These homes had furniture from Europe, which gave Lipenos a glimpse of the finer things in life.

These days are long gone, but through the years, the growth of new industries have fueled the economy not just of Lipa, but also the whole province of Batangas. And although some time-honored crafts were managed to be preserved, this economic surge comes an emerging new age for Batangueño artistry and craftsmanship.

Mallgoers recently had a glimpse of crafts from the province of Batangas, as well as the rare opportunity to meet its master craftsmen

up close when “My City, My SM, My Crafts” recently made its 16th stop at SM City Lipa. A joint project of SM, DTI’s Bureau of Domestic Trade, and The Philippine STAR, with support from CITEM and the National Commission for Culture and the Arts, it is a celebration of traditional arts and modern Philippine design in the cities where SM has malls.

As the different crafters from Batangas presented their crafts, their local government units showed their support by gracing the event among them are Ibaan Mayor Danny Toreja, San Luis Mayor Samuel Ocampo, Lipa City Mayor Meynard A. Sabili with wife Bernadette Sabili, Agoncillo Municipal Administrator Eduardo Mendoza and Balayan Councilor Jasmin Andal. The Provincial Government of Batangas is also well represented by Vice Governor Mark Leviste and Provincial Tourism Officer Emelie Katigbak. Project partners from DTI, Marilou Toledo regional director and Ruel Gonzales Provincial Director also showed their support.
