Climate in crisis: understanding the dire warning of the IPCC report IN the past few months, the United Nations Intergovernmental Panel on Climate Change (IPCC) released its Fifth Assessment Report (AR5) on the scientific aspect of climate change, risks and impacts, warning that the world faces serious risks and that the poor are especially vulnerable. Prepared by thousands of scientists from all over the world, the fifth edition of the IPCC report is the latest in a series of reports from the IPCC assessing (1) physical scientific aspects of the climate system and climate change—on how, and to what extent it is happening; (2) assessment of the impacts of climate change, and on how society adapt to it; (3) policy options for reducing greenhouse gas emissions and curb climate change. This week, the IPCC presented its findings in Southeast Asia as part of its series of report outreach event. Senior officials from the IPCC’s three working groups visited Malaysia, Singapore, Jakarta in Indonesia and Manila in the Philippines. The presentation of the new IPCC reports were followed by a dialogue and a workshop with policymakers, researchers, local scientists and the media on ways to best address climate change. Earlier, the IPCC discussed the integration of the three working group contributions in Putrajaya, Malaysia. The final report, known as the synthesis report, will be presented in October 2014 in Copenhagen, ahead of the United Nations Framework Convention on Climate Change (UNFCCC) later this year.

Ypersele emphasized that the reports are not meant to “scare the world” rather one that should be “policyrelevant but not policy-prescriptive”. “The latest IPCC reports detail the rapidly growing impacts and risks of climate change. The mandate of IPCC is to assess the quality of the scientific information about all dimensions of the climate change issues,” Ypersele said to this reporter in an interview recently at the World Climate Summit of Legislators in Mexico City. “ Our reports can also provide options for solutions in the area of adaptation of climate change we will not be able to avoid, or solutions in the area of mitigation, emissions reduction in area that is too large or too severe.” Earlier, IPCC chair Rajedra Pachauri said, “ the impacts of climate change will leave no part of the world untouched and unaffected. water resources and biodiversity. It emphasizes some points: water supplies are dwindling; terrestrial and aquatic ecosystems being altered; agriculture most affected by temperature changes. The third report, which was released in April 2014, deals with the mitigation of climate change. It assessed all relevant options for limiting climate change through preventing greenhouse gas emissions. It says that without mitigation efforts, the planet would lead to substantial warming by the end of the 21st century. It is estimated that we will likely reach a 2 degrees Celsius temperature rise by 2030. The report warns that if we fail to strengthen mitigation measures between now and 2030, it will be more difficult and more expensive to achieve warming targets. “ Possible solutions do exist if strong political action is taken. The IPCC report only shows that international cooperation on good practices are important, that addressing climate change must be tackled internationally,” Ypersele said. The cost of climate inaction Most of the scientists agree that the longer we wait to take action on climate change, the higher the cost of reducing emissions and averting the worst effects of climate change it will be.

And as the IPCC report said that the world is ill-prepared for climate-related risks, World Bank Vice-President and special envoy for climate change Rachel Kyte said “aggressive action to address climate change is much needed.” “Already, we are seeing countries being devastated by the effects of the changing climate. We are convinced that with the impacts of extreme weather events and the threats to cities, the cost of inaction is much higher than the cost of addressing it now,” Kyte told the Philippine EnviroNews. Ypersele agreed, saying that the price of inaction “is costly” and that there is a need to adapt to climate change and increase the resilience of countries. Ypersele said policymakers for instance, need to decide according to their national priorities such as achieving growth, attaining sustainable development or food security in addressing climate change. “In any case, what is needed is the good understanding of climate change issue and the importance of challenge and political will in adapting to or mitigating climate change,” he added. In the IPCC report, it estimates that an additional $147 billion is needed to be invested in renewable energy every year between now and 2030. It added that at least $336 billion per year is needed to improve energy efficiency of infrastructures and transportation. Albay Governor Joey Salceda, the sitting co-chair of the Green Climate Fund had made an urgent appeal to rich countries to raise as much as $15 billion by the end of the year to roll-out projects in vulnerable, poor countries. “The fund is vital in building trust in international climate talks. We at the GCF are doing everything to put more funding on climate-related projects, and we can see that some rich countries are eager to contribute to the fund,” Salceda

DFA recommends suspension of overseas voters registration in hotspots

THE Department of Foreign Affairs, Overseas Voting Secretariat (DFA-OVS), announced today, August 04, that it has recommended to the Commission on Elections (COMELEC) the immediate suspension of overseas voters registration in Libya, Syria, Iraq, Ukraine, and the Gaza Strip, in view of the deteriorating security situation in these areas. The recommendation was finalized after consultations with the Secretary of Foreign Affairs and the concerned Foreign Service Posts. Despite the recommended suspension of overseas voters registration activities at the various hotspots, DFA-OVS is confident that the goal of registering one million new overseas voters for the 2016 Presidential elections is attainable. Halili at sa panig ng pamilyang Aquino, Torres, at Rafer, na nirepresenta ng dating alkalde ng lunsod, Sonia Torres–Aquino, at asawang si Hernani Torres, ang kapatid ng dating alkalde na si Nila Rafer at asawang si Norberto Rafer Jr., at si Dra. Nora A. Torres at asawang si Feliciano Torres, na nagmagandangloob na ibigay ang higit-kumulang 2.8 hektaryang lupa sa Brgy. Dinaluhan ito ng mga Municipal Social Welfare and Development Oficers, kinatawan ng Department of Education (DepEd) at ilang opisyal ng mga lokal na pamahalaan mula sa iba’t ibang bayan ng Romblon. Pangunahing tagapagsalita at lecturer sa nasabing oryentasyon si Atty. Melinda Gorospe ng DSWD 4B kung saan isa-isang dinidetalye nito ang pagpapaliwanag ng batas hinggil sa anti-child pornography at foster care. Salin-tubig ng DILG, sinimulan na

PUERTO PRINCESA, Palawan — Sinimulan na ang konstruksiyon ng dalawang Water Supply System ng lungsod – ito ang Salintubig project na ipinatutupad sa ilalim ng Department of Interior and Local Government (DILG). Ayon kay Engineer Ann Michelle Cardenas, hepe ng Province Wide Water Development Group, sinimulan ang konstruksiyon ng dalawang water project bago matapos ang buwan ng Hulyo at ang proyekto ay matatagpuan sa Barangay Calategas at Barangay Princess Urduja sa bayan ng Narra. Ang pondo para sa dalawang nabanggit na water supply system project ay nagkakahalaga ng P38 milyon na magmumula sa lokal na pamahalaan at pribadong sektor tulad ng Citi Nickle Mining Corporation. Sinabi din ni Engr. Cardenas na ang Pamahalaang Panlalawigan ang tatayong kontraktor bilang kabahagi ng pamahalaan sa naturang proyekto. Sa pamamagitan nito ay aabot sa 40 porsiyento ang matitipid ng lokal na pamahalaan sa pagsasakatuparan ng proyekto dahil walang kaukulang bayarin para sa kontraktor na nasa ilalim ng pamahalaang panlalawigan. Maliban sa dalawang proyektong nabanggit ay may kahalintulad ding proyekto ang mas nauna nang ipinatayo sa nasabi ding bayan. Ito naman ay sa Barangay Aramaywan. Target naman ng Province Wide Water Development Group na matapos ang konstruksyon ng nabanggit na Water Supply System Projects sa Mayo ng susunod na taon. Samantala, isinusunod na rin ang pag-proseso ng mga dokumento para sa konstruksyon ng water supply system project sa bayan ng Brooke’s Point.|

Ang tunay na kayamanan ng Pilipinas SA mga nangyayari ngayon sa buong mundo, ang Pilipinas ay maituturing pa ring isa sa mga pinakamapalad na bansa dahil ang problema natin ay hindi po kasing bigat ng mga nangyayari sa mga bansang galing sa Middle East at iba pang panig ng mundo. Ito ngayon ang dapat nating maunawan na ang pagkakaisa ng bayan ay mahalaga sa pagpapanatili ng kapayapaan at kaunlaran sa ating bansa. Kung may mga nangyayari mang bangayan sa pulitika dapat maging hanggang diskurso lamang ito na ang layunin ay sa pagpapatatag pa rin ng ating demokrasya, pero dapat huwag nating abusihin ang paggamit ng kapangyarihan ng demokrasya. Dapat alam natin ang hangganan nito upang maintindihan natin kung ito ay nakakatulong pa sa pagpapalakas ng ating bansa o baka kaya nagiging dahilan na ito upang unti-unting masira na tayo.  Ang Pilipinas ay tunay na Perlas ng Silanganan, kahit saan mo ito tingnan, maging ito ay sa mukha nito dito sa Asya Pasipiko o kaya sa yamang dagat at lupa na taglay nito. Ito ang dapat nating ipagmalaki bilang isang Pilipino at ito rin ang dapat din nating pagtulungang gamitin para tunay na magkaroon tayo ng kapangyarihan na bibigyan ng halaga ng buong mundo. Pero, ano ang dapat po ba nating gawin upang makamtan natin ito? Simple lang naman po ang formula – pagkakaisa, disiplina at pagmamahal sa bayan natin. Ito ay isang pagmamahal na kaya natin magsakripisyo para sa interes ng nakakarami at para sa interes ng bansa natin. Kung ang mga sundalo nga po natin ay nagsasakripisyo na tumira sa kabundukan at inaalay ang kanilang buhay para sa kapakanan ng bansa natin, tingin ko po ay kaya rin natin itong gawin sa ibang paraan na maihahayag din natin ang ating pagmamahal sa ating kapwa at sa ating bayan. Sa disiplina naman, ito ang medyo marami po tayong dapat gawin. Dapat dito ay gumawa tayo ng national strategy kung papaano natin pauunlarin ang disiplina sa bawat isa sa atin. Ang nakikita ko ay isang proyekto na kamukha ng ROTC, kung hindi man maibalik ang ROTC program sa kolehiyo, gumawa tayo

ng similar program na magiging principal na programa na tutuon sa disiplina hindi lamang sa loob ng klasrum kundi dapat ay may drills. Ang formation at drill ceremonies ay isang proven na epektibong paraan para maranasan ng ating kabataan ang pagkilala sa mga awtoridad, pagsunod sa utos ng mga taong nakakasakop sa kanya, ang pagpapahalaga sa mga taong nasasakupan nya, ang pagkakaisa, at ang salitang sakripisyo. Ilan sa ating mga kababayan ay hindi nauunawan ang kahalagahan ng matagal na formation at drills ng mga bata during ROTC activities. Para sa kanila, ito ay pagsasayang ng oras pero kung pag-aaralan po nila ang positibong epekto nito sa displina ng bata napakalaki. Sa pamamagitan nito ay natuturuan natin ang ating mga kabataan na matutunan ang salitang displina, sakripisyo, pasenseya at paggalang sa presensya ng awtoridad, dahil kahit gusto nilang gumalaw ay pinipigilan nila ito dahil sa takot. Ito rin ang maaari nating gamitin para ayusin ang napakaraming problema sa ating society kasama na dyan yong pag-ihi at pag-dura kahit saan lugar, tuloy ang mga pampublikong lugar natin nagiging mapanghe at napakaraming kalat na dura, na siyang nabubuong mukha na sa ating lahing Pilino. Gusto ba nating ito ang magiging mukha natin or gusto nating makilala nila tayong disiplinado at malinis na lahi sa buong mundo? Huwag po nating kakalimutan na napakapalad natin na tayo ay nakatira sa bansang Pilipinas dahil ang bansang ito ay tunay na pinagpala ng Diyos. Napakayaman po natin at napakaganda ng anyo ng pagkakagawa ng bansa natin dito sa buong mundo. Kaya, sana ay magkaisa tayo sa pagbuo ng isang society na maipagmamalaki natin. Isang bansa na nagkakaunawan, maunlad, masaya, may disiplina at mataas ang paggalang at pagpapahalaga sa kapwa at sa bansang kanyang kinabibilangan.|

A WEEK before his 5th State of the Nation Address, Pres. Benigno Aquino III signed into law Republic Act (RA) 10641 or “An Act Allowing the Full Entry of Foreign Banks in the Philippines.” This superseded RA 7721, “An Act Liberalizing the Entry and Scope of Operations of Foreign Banks in the Philippines,” which allowed the entry of foreign banks either through ownership of up to 60% of the voting stock of an existing domestic bank or of a new banking subsidiary or establishment of branches with full banking authority. With RA 10641, a foreign bank could own 100% of a domestic bank and/or establish a bank in the country. The law also grants full banking privileges to locally incorporated subsidiaries of foreign banks. Presidential Communications Operations Office (PCOO) Secretary Herminio “Sonny” Coloma cited the economic benefits of the new law: First, it would facilitate ASEAN integration as the Philippines went ahead of its neighbors in implementing the planned ASEAN Banking Integration in 2020. In fact, it went beyond the plan because with the law, all other banks, not only those from ASEAN countries, could operate in the Philippines. Second, it would make available more capital in the Philippines, particularly when these giant multinational banks establish full operations in the country. As of the present, local subsidiaries of foreign banks are in the top 100 banks in the country but do not occupy the topmost spots. Among these are: 1. Citibank N.A. # 11 with declared assets of P278.77 billion ($6.3 billion) while its global assets amounted to $1.899 trillion and is ranked #14 by Forbes magazine 2. HSBC #13 with declared assets of P203.769 billion ($4.63 billion) while it is ranked # 2 in the world with $2.723 trillion 3. JP Morgan Chase #25 with P52.521 billion ($1.2 billion) while it is ranked #6 in the world with $2.463 trillion in global assets 4. Bank of America #31 with P19.751 billion ($448.8 million) while it is ranked #12 in the world with $2.126 trillion in global assets 5. country. Third, the availability of more loanable capital would facilitate the entry of more foreign investments. The bases cited by Malacañang seem logical (without going into an analysis of the benefits that is currently being derived by the country from foreign investments, considering the numerous incentives being accorded them). However, there is another side to the full entry of foreign banks. Argentina, which was considered as a poster child of liberalization, including financial liberalization, is currently in the news because it is in a deep financial crisis. According to a study Measuring Financial Liberalization In Latin America: An Index Of Banking Activity1 by Myriam Quispe-Agnoli and Elizabeth McQuerry, Argentina deregulated the banking sector in 1976 and lifted interest rates controls in 1977. Public funded deposit insurance was replaced by a bank-funded partial coverage plan in 1979. By 1991, the central bank charter was reduced in scope and it was granted full independence as an institution (much like the US Federal Reserve). Subsequently, state-owned banks were privatized. Also, much of the banking sector was sold to foreign ownership. The financial openness, according to the study, enabled Argentina to attract foreign capital and investments. But this also increased the vulnerability of the economy to external crisis. The financial crisis in Mexico in December 1994 and the Russian and Asian crises in 1997 resulted in massive capital flight from Argentina, which was, of course, facilitated by the fact that foreign banks could just as easily pull out their capital from the country because banking deregulation and liberalization policies were in place. Because of capital flight, in combination with the lack of solid, stable foundation of the economy, Argentina plunged into a recession, nay depression, in

Fighting back tears WHEN I wrote last time mentioning about President Aquino holding back tears during the SONA, I got several comments from Facebook. One of them recalled how reputedly hardy, and steely Davao City Mayor Rody Duterte, unabashedly shed tears holding in his arms a young child who died, an innocent victim during the rampage of penal colony escapees who shot it out with the authorities, using hostages as shields attempting to breach the government cordon right in the PNP headquarters downtown. Many innocent lives -and all the hostage takers -- died in that carnage. That was sometime in 1995.  BEING HUMAN -Yes, I too fight back tears on occasions just like all of us do. Shedding tears or crying are perfectly human expressions of emotion that at certain times are uncontrollable. And just like everyone else, we try and hide and allow a tear to fall without immediately reaching for that obiquitous handkerchief, or just dabbing the side of our eyes to prevent a welling. I enjoy watching public figures like movie stars do that with finesse.  “CRYING-EST” --- I remember my late father, Martin, was the “cryingest” person I knew. He would cry even when angry. Once, he was crying aloud as he whacked me with a broom after a firecracker I carelessly ignited, exploded near my face. He would shed tears as he would breakup fights among relatives or neighbors. At times, I could hear him cry when in an argument with my mother in the other room. “Mababaw ang luha” (tears are shallow) was a usual description of him. My mother Amparo however, was always in control of her emotions, as far as I can remember. I have never seen her cry or maybe I just missed those moments. In my case, I confess I am easy to tears like my father but I always try hard to fight them back, especially when in public.  PLANE CRASH --- I had a few unforgettables of my own. In 1998, when I was crisis manager during a plane crash in Mindanao, I could not help but publicly shed tears during a briefing session in a hotel in Cagayan de Oro with angry and noisy relatives of missing passengers. It was the third day after the plane crash but the remains (there were no intact bodies) could not be brought down yet from the mountainside by helicopter and the relatives were already angry and shouting at us. What I felt was a mixture of anger, frustration, exhaustion mixed with grief. I stopped in the middle of my talk just allowing tears to flow when I started choking. The good part was that everyone noticed and they all stopped and stayed quiet. Somehow, they felt that we, who were helping, were one with them. LUPA ang madalas na nagiging sanhi ng alitan sa pagitan ng magkakapatid. Ngunit sa kasong ito, ang lupang pinag-aawayan ng magkakapatid ay lupang di naman pag-aari ng kanilang ama. Ang ama sa kasong ito ay si Mang Andoy na may isang anak na babae, si Betty at apat na anak na lalaki na sina Bert, Tito, Alex at Max. Si Mang Andoy ay nagsasaka ng dalawang ektaryang lupa na pag-aari ni Don Pablo bilang kasama. Inatasan ni Don Pablo ang anak niyang si Randy bilang Attorney-in-Fact at binigyan ng karapatan bilang may-ari ng lupa. Kaya si Randy ang tumatanggap ng 40 kaban ng palay bilang kabayarang upa sa lupa mula sa katiwala nilang si Diego. Nang mamatay si Mang Andoy, si Betty ang nagpatuloy ng pag-upa sa lupa. Mas ninais ni Randy na si Betty ang magpatuloy bilang kasama kaysa sa mga kapatid nito. Ngunit ng taong iyon, hindi makapagtanim si Betty sa isang hektarya ng lupa dahil ito’y inokupa at tinaniman ng kanyang mga kapatid. Nagsampa ng kaso si Betty laban sa kanyang mga kapatid upang makuha muli ang posesyon ng lupa. Lumaban ang magkakapatid at sinabing sa kanila ibinigay ng kanyang ama ang karapatang magpatuloy sa pagsasaka ng lupa bilang kasama. Sinabi pa nila na pinahintulutan sila ni Diego, ang katiwala ng lupa, na magpatuloy okupahin at magsaka dito. Bilang patunay, ang 20 kaban ng palay ay ibinabayad nila kay Diego. Kaya anila, sila ang may karapatang patuloy na umokupa at magsaka sa lupa at di na dapat binigyan ng karapatan si Betty. Tama ba ang magkakapatid?  Mali. Ang batas sa ilalim ng Civil Code tungkol sa mga manang lupa ay di dapat ginagamit sa kasong ito. Ang lupang naiwan ng namatay na kamag-anak ay maaring hatiin sa mga tagapagmana niya. Hindi ang magkakapatid ang magdedesisyon kung sino sa kanila ang magpapatuloy ng pagrenta at pagsaka nito maliban na lang kung ang karapatang ito ay hindi ginamit ng may-ari o kaya pinabayaan na lang niyang pumili yung mga anak kung sino ang magpapatuloy nito. Sa kasong ito, ginamit ni Don Pablo sa pamamagitan ni Randy ang kanyang karapatan upang pumili at ibigay ang kontratang ipagpatuloy ang pagsaka. Si Betty nga ang inatasan nila upang pumalit sa kanyang ama. Wala ring awtoridad at karapatang igawad ni Diego ang kontrata sa mga kapatid ni Betty, at di rin dapat siya tumatanggap ng bayad mula sa mga ito. NGCP completes typhoon Glenda repairs A LITTLE over a week after Typhoon Glenda disrupted the flow of power through the South Luzon transmission grid, NGCP, the country’s sole electric transmission service provider, completed restoring all its damaged transmission and sub-transmission lines. NGCP restored the 122 lines affected by Typhoon Glenda in just 11 days after the typhoon made landfall, making its full services available to all its South Luzon and Bicol grid customers. On July 27, NGCP energized its last remaining lines in Quezon province – GumacaAtimonan and Gumaca-HondaguaTagkawayan 69-kilovolt (kV) lines. Much earlier, just two days after the typhoon made landfall, NGCP completed restoration of all transmission facilities servicing Metro Manila, despite the massive damage brought by Typhoon Glenda to transmission facilities. “Despite the bad weather condition, we fulfilled our promise to restore facilities within two weeks, doing ourselves one better by completing our work ahead of schedule. Banks rule

1999. Argentina depended on loans from the IMF-WB to keep its economy afloat. The huge debt that Argentina incurred in 2001 is now the subject of the country’s conflict with US financial investment houses. US hedge fund “vultures” (as the Argentina government calls these US banks cum financial investment houses) have been demanding full payment of the loans that Argentina incurred in 2001, which they bought at 50 percent of its value from the IMF-WB and other lending agencies. Because no compromise has yet been reached, Argentina would default on its loans, triggering another financial crisis. In like manner, President Aquino’s signing into law of the full liberalization of the banking sector would make the Philippines more vulnerable to external crisis and capital flight. When the housing bubble burst in 2007, triggering a financial and economic crisis, some were asking why the Philippines appeared to have not been gravely affected. Why did the country not fall from the cliff much like countries such as the US, and most, if not all, European countries? One reason for this is that local banks do not have enough capital to gamble on such financial derivatives as the Collateralized Debt Obligation that big multinational banks gobbled up to earn super profits quickly. Local media reported that only a few local banks such as the BDO invested in these derivatives. BDO’s investments and consequent losses were not big enough to shake its foundations. The scenario would be different with the full liberalization of the banking sector. Multinational banks would buy out or dwarf local banks. The former would, in the process, corner a lot of savings from companies and individuals. And they could use these locally generated savings to gamble on derivatives, commodity futures, stock options and the like. If and when they lose, the local savings they used in betting on derivatives, futures, options, and other portfolio investments would evaporate; there would be capital flight; and the country would plunge into a financial crisis. Another negative implication of the full liberalization of the banking and financial sector is that multinational banks would seize control of the economy. Quoting from the study Measuring Financial Liberalization In Latin America: An Index Of Banking Activity1 by Myriam Quispe-Agnoli and Elizabeth McQuerry: “Banks are central to the functioning and support of most all financial activity even if they are not the only important type of institution in a financial system. In many respects, banks are the backbone of the economy and the financial system because they provide the means for intermediation of funds at all levels of economic activity.” “The role played by banks in developing country economies is even more critical because of the nonexistence or shallowness of other mechanisms of finance. Lacking deep equity markets, companies in developing countries rely on banks (both domestic and external based) to make available the capital required for investment and growth (Morris et al. 1990; RojasSuárez and Weisbroad 1995).” Thus, in the future, once big multinational banks dominate the finance sector, they would be able to determine who gets the loan and at what rate. They could, essentially, determine which company expands and which contracts, which flourishes and which goes bankrupt. Added to this, they would also control other aspects of economic activity. A July 27, 2013 letter of the US Congress to the Board of Governors of the US Federal Reserve Board expressed concern over the expansion of banks to nonfinancial commercial spheres. It cited the importation of oil and petroleum products into the US by Morgan Stanley in June 2012; the dealing and price manipulation of aluminum by Goldman Sachs and its ownership and operations of airports, toll roads, and ports; and the marketing of electricity and manipulation of power rates by JP Morgan. The US Congress letter quoted legal scholar Saule Omarova: “These financial services companies have become global merchants that seek to extract rent from any commercial or financial business activity within their reach.” So is this the future that we want for the Philippines? The movie International, which tackled the shadowy operations of a fictional bank IBBC, made the following quotation famous: “You control the debt, you control everything.” How fiction mirrors reality.|

For Molo Dumplings 1/2 K ground pork 2-3 garlic cloves, chopped 1 medium onion, chopped 1 Tbsp liquid from permented black beans 1 pack molo wrappers Procedure Mix and knead together. Keep chilled till ready Wrap half a teaspoon of the pork mix in a Molo wrapper, forming a nun’s veil. Leave about 1/2 C of the pork mix for sauteing and about 20 sheets of the molo wrapper for the soup. For Molo Soup 3 Tbsp cooking oil 3-4 garlic cloves, chopped 1 medium onion, chopped 1/2 K fresh shrimp, shelled Patis and freshly ground peppercorn, to taste Kutchay or green onion leaves. Cooking Directions: Heat oil and saute garlic and onions. Add in the remaining pork mix and boil. When boiling, drop Molo dumplings gently including the unfilled Molo wrappers. When the dumplings surface, adjust seasonng and add chopped kutchay. Enjoy!
